just thrilled to be named. “We were just shocked when we heard,” said Andrew Dana, co-owner of Timber Pizza Company, which Express readers named as their favorite pizza spot in 2016’s Best Of list. After creating buzz at farmers markets with inventive pies baked in a mobile pizza oven, Timber opened its first brickand-mortar store in Petworth in June 2016. Since then, the casual spot has quickly become a D.C. favorite. “At our core, we just want to make really good

pizza,” Dana said. Dana said everyone at Timber was too shocked by the news for much immediate celebration, but he said that a party was coming. In fact, they could stage a joint celebration with fellow finalist and neighbor Himitsu, according to Kevin Tien, Himitsu’s co-owner and executive chef. “We’ve worked very closely with Timber so the chance to celebrate and party with them isn’t something we’d want to miss,” Tien said. Himitsu opened its doors on

Upshur Street in November and quickly gained attention for its unusual pairings. “We’re globally inspired with roots in Japan and Southeast Asian cuisine, but a lot of what we serve is very diverse,” Tien said. “So our sushi is very good, but so is our fried chicken.” Tien, who said he spent hours Tuesday calling loved ones with the news, said being named to Bon Appetit’s list was something he’d “thought about and hoped for.” He added, “[Himitsu] is in great company.” ANDREW GRANT (EXPRESS)

Bald eagle rescued after it’s hit by car Authorities rescued a bald eagle that was struck by a car on an interstate in western Maryland on Monday night. The Maryland Natural Resources Police, along with a ranger from the Rocky Gap State Park in Allegany County, helped rescue the bird along Interstate 68 near the Washington and Allegany counties’ line. The eagle is now with a rehabilitation specialist. Experts say it’s not unusual for bald eagles to be struck by vehicles, and that such accidents are among the birds’ biggest killers. BETHESDA SOCCER CLUB

GAITHERSBURG On Monday night, members of the elite Bethesda Soccer Club stood outside Department of Homeland Security headquarters in Northwest Washington, protesting the arrest and pending deportation of a beloved teammate: Lizandro Claros Saravia. Claros Saravia, 19, who had a scholarship to play college soccer in North Carolina, was detained along with his older brother, Diego, in Baltimore on Friday following one of their regular check-ins with immigration officials. They entered the United States illegally in 2009, fleeing violence in their native El Salvador. Lizandro Claros Saravia graduated from Quince Orchard High School in Gaithersburg this spring and was planning to attend the two-year Louisburg College in North Carolina on a soccer scholarship this fall. “He’s one of the hardest-working people on our team,” Matt Di Rosa said at the protest, which drew about 50 people, including family and teammates. “He has a bright future, and that’s something he actively sought.” Diego Claros Saravia, 22, graduated from high school a few years ago and works in a car repair shop.

Neither brother has a criminal record, said Nick Katz, of immigration advocacy organization CASA de Maryland, who is representing the pair. President Trump’s administration has made clear that any undocumented immigrant is vulnerable to deportation, and

there has been a steady increase in the number of people detained after otherwise routine checkins, advocates say. The brothers, who were detained by immigration officers when they arrived in the United States, were issued final removal orders by an immigration judge in November 2012, but were released pursuant to an order of supervision, ICE spokesman Matthew Bourke said. They were both granted a stay of removal in 2013. But their two subsequent applications for stays were denied. Since 2016, Bourke said, ICE deportation officers have instructed the brothers to purchase tickets for departure. “It doesn’t make any sense,” Katz said. “These are the kids who we want to stay.” RACHEL

These agencies have the highest average salaries Q. Where are federal salaries the highest? A. The two agencies that pay especially high rates to compete for employees with the financial industries they regulate are the Securities and Exchange Commission and the Federal Deposit Insurance Corp. As of September, the average salary at the SEC was $177,488; the FDIC average salary was $142,616. The medians — the point where half are above and half below — were $188,781 and $139,929, respectively. Also in the top five by one or both measures were the Nuclear Regulatory Commission, NASA, Environmental Protection Agency and Energy Department. Government-wide, the average salary was $83,072 and the median was $77,490. Recently released government data placed the Air Force and the Agriculture and Veterans Affairs departments at the bottom of the list. By occupational category, professional positions pay the most — a $106,348 average salary and a $98,289 median — followed by administrative, other white-collar, blue-collar, technical and clerical positions in declining order. Geographically, salaries are highest in top-managementheavy D.C. Oversleeping may be a cause of nightmares

Visitors to Outer Banks see trips short-circuited Widespread power loss forces long evacuations at tourist season’s peak NORTH CAROLINA Cheri Crossley and her husband loaded up the car with luggage, extra batteries, flashlights and their two children before setting off on a 15-hour drive from their home in Bridgeport, Conn., to North Carolina’s Outer Banks. Crossley, a math teacher, and her husband had been saving for the vacation since January and had spent $4,000 to rent a fivebedroom house with a pool on Hatteras Island. They had been warned about a power outage in the Outer Banks on Friday as they departed, but it wasn’t until Saturday morning, when they were

nearly halfway there, that they found out their rental had been canceled. The island was under mandatory evacuation orders. “We’d been thinking about this for six months; the kids were so excited,” Crossley said. “We are heartbroken.” She is one of tens of thousands of people who were forced to cancel their Outer Banks vacations at the height of the season after a construction accident caused a widespread power outage. An estimated 50,000 people were evacuated from Hatteras Island and another 10,000 from neighboring Ocracoke, leaving such tourist hot spots as Rodanthe, Avon, Buxton, Frisco and Hatteras nearly desolate. One underwater cable was cut and two were damaged, and the

timeline for a complete repair is between one and two weeks. The mandatory evacuation will remain in place until mainline power is back on, affecting travelers and local businesses this week and perhaps next — and leaving some in a dire situation at the height of the region’s most lucrative season. “June to August represents about 70 percent of our annual business, so you can imagine that taking out a week or two could be devastating,” said Lee Nettles, executive director of the Outer Banks Visitors Bureau. “Hatteras Island alone is about a quarter of our tourism economy annually, so it’s having an extraordinary impact on us.” MADHUMITA MURGIA

To avoid nightmares, you might want to set your alarm a little earlier. A new study by Stephanie Rek at the University of Oxford found a link between nightmares and sleeping more than nine hours a night, the New Scientist reported. Rek and her team asked 846 people in the United Kingdom interested in sleep studies to complete an online survey, asking how many nightmares they had over a two-week span and how bad they were. Rek said additional rapid eye movement (REM) sleep — the time when nightmares are most likely to occur — could explain the spike in nightmares after nine hours of slumber. (EXPRESS)

nation+world Suit claims White House and network conspired to produce false report COURTS An investigator who worked on the Seth Rich case claims Fox News fabricated quotes implicating the murdered Democratic National Committee staffer in the WikiLeaks scandal and coordinated with the Trump administration as it worked on the story. The investigator, Rod Wheeler, sued Fox for defamation. His lawsuit, filed Tuesday in New York, lays out an explosive tale of Donald Trump allies conspiring to push a false story to take the pressure of the Russian collusion investigation off the president,

and a news organization willing to show the president its story before it was published. Fox called the accusation that reporter Malia Zimmerman’s story was published to distract from the Russian investigation “completely erroneous.” Spokeswoman Sarah Huckabee Sanders said Tuesday that “it’s completely untrue” that Trump or anyone at the White House was involved with the story. Wheeler, a Fox contributor who looked into Rich’s July 2016 murder for the family, was brought into the case by Ed Butowsky, a Texas man and Trump supporter who appeared frequently on Fox, the lawsuit said. The White House defended President Trump’s involvement in issuing a statement about his son’s meeting with a Russian lawyer during the campaign, saying that the statement was true and that the president was simply acting as a father. “The president weighed in just as any father would based on the limited information that he had,” White House press secretary Sarah Huckabee Sanders said Tuesday. The comment seemed to confirm that Trump participated July 8 in the drafting of the statement on Air Force One, and contradict past statements from his attorneys denying he had any involvement. The Washington Post reported Monday night that the president personally dictated the statement. While Sanders denied that Trump “dictated” the document, she said he “weighed in and offered suggestions” on a statement that claimed that in the meeting, Donald Trump Jr. and other participants “primarily discussed a program about the adoption of Russian children.” That statement turned out to be misleading. Emails obtained by The New York Times and then released by Trump Jr. showed that the meeting was pitched to Trump’s son as being about derogatory information on Hillary Clinton. Trump Jr. later corrected his public statements. ABBY PHILLIP

Seas rise and trees die

Scientists see the rapid spread of ‘ghost forests’ as a profound indicator of a changing climate

Dorchester County, Md.

one species or ecosystem might harm another one, they say. For instance, migratory birds that rely on coastal forests have less habitat. And the death of the trees makes soil microbes release nitrogen, which adds to nitrogen already occurring from other sources, including agricultural runoff, to contribute to algae blooms and reduced oxygen that can sicken or kill fish. But the conversion of forest into marshland produces “extremely productive” wetlands that feed and shelter fish and shellfish. The Atlantic croaker fish, for instance, was rare 15 years ago in southern New Jersey waters but now is abundant, said Ken Able, a Rutgers University professor.

‘Dangerous’ warming A new study published Monday paints a pessimistic view of whether the world will stay within prescribed climate limits. The research, which calculated the statistical likelihood of various amounts of warming by the year 2100 based on population, countries’ GDP and carbon intensity, found that the median warming is likely to be 3.2 degrees Celsius, and further concludes that there’s only a 5 percent chance that the world can hold warming below 2 degrees Celsius. The research is significant because 2 degrees Celsius has often been regarded as the threshold for so-called “dangerous” climate change. The Paris climate pact commits to holding temperatures to below 2 degrees Celsius. (TWP)

ENVIRONMENT They’re called “ghost forests” — dead trees along vast swaths of coastline invaded by rising seas, something scientists call one of the most visible markers of climate change. The process has happened naturally for thousands of years, but it has accelerated in recent decades as polar ice melts and raises sea levels, scientists say, pushing salt water farther inland and killing trees in what used to be thriving freshwater plains. Efforts are underway worldwide to determine exactly how quickly the creation of ghost forests is increasing. But scientists agree the startling sight of dead trees in once-healthy areas is an easy-to-grasp example of the consequences of climate change. “I think ghost forests are the most obvious indicator of climate change anywhere on the Eastern coast of the U.S.,” said Matthew Kirwan, a professor at the Virginia Institute of Marine Science who is studying ghost forests in his state and Maryland. “It was dry, usable land 50 years ago; now it’s marshes with dead stumps and dead trees.” It is happening around the world, but researchers say new ghost forests are particularly apparent in North America, with hundreds of thousands of acres of salt-killed trees stretching from Canada down the East Coast. The intruding salt water changes coastal ecosystems, creating marshes where forests used to be. This has numerous effects on the environment, though many scientists caution against viewing them in terms of “good” or “bad.” What benefits

“There is a lot of change going on,” said Greg Noe, a research ecologist with the U.S. Geological Survey. “It’s dramatic and it’s changing faster than it has before in human history.” In the past 100 years, Kirwan said, 100,000 acres of forest in the Chesapeake Bay has converted to marshland. Photos show the rate of coastal forest loss is four times greater now than it was during the 1930s, he said. Some of the most dramatic anecdotal evidence of the acceleration in ghost forest creation is along the Savannah River between Georgia and South Carolina, Noe said. When his team first got there 10 years ago, “it looked like the trees were under a little stress, but they were all alive,” he said. “But five years later, the vast majority of them were dead. That happened right in front of our eyes, much faster than we expected.” In southern New Jersey, the most affected species is the Atlantic white cedar, which was a mainstay of the shipbuilding industry because of its resistance to rot. Farther south, cypress, loblolly pines and Eastern red cedar are dying. Large storms can drive salt water further inland and kill trees; 2012’s Superstorm Sandy is believed to have led to the deaths of some trees in southern New Jersey, Able said. The difference, Kirwan said, is that in the past, flooded areas would dry out before salt water killed most of the trees. “That same storm 100 years ago would also have killed trees,” he said. “But 100 years ago that same land wouldn’t have been so wet that new trees couldn’t get established and replace the dead ones. That’s a big part of where sea level rise comes in.” WAYNE PARRY (AP)

Global warming tied to suicides on Indian farms ENVIRONMENT When Rani’s husband died by drinking pesticide, he left the Indian family in debt. But even if they could pay off the loans, Rani said, their farming days are over. “There are no rains,” said the woman from Tamil Nadu, one of hundreds of farmers protesting in New Delhi for more government support. “Even for drinking, we get water only once in 10 days.” A study suggests India will see more such tragedies as climate change brings hotter temperatures that damage crops and exacerbate drought. For every 1.8 degrees Fahrenheit of warming above 68 degrees during the growing season in India, there are 67 more suicides on average, according to findings published Monday in the Proceedings of the National Academy of Sciences. Experts said the study’s findings should raise alarms, especially with India’s average temperatures expected to rise another 5.4 degrees by 2050. That will bring more drought — and more pressure on farmers. Study researcher Tamma Carleton looked at suicide data in India from 1967 to 2013, along with data on agricultural crop yields and on temperature change. She estimated that warming trends over the last three decades were responsible for more than 59,000 suicides in India. In other words, the study says, warmer temperatures helped account for a 6.8 percent rise in suicides. KATY DAIGLE (AP)

Free-speech guides fail Activists say Facebook’s efforts to filter content hinder minorities it intends to help WASHINGTONPOST.COM WONKBLOG

Panel to Trump: Declare national drug emergency

NICK OTTO (FOR THE WASHINGTON POST)

CULTURE Francie Latour was in a suburban Boston grocery store when a white man leaned toward her two young sons and, just loudly enough for the boys to hear, unleashed a profanity-laced racist epithet. Reeling, Latour, who is black, turned to Facebook to vent, in a post that used the explicit words hurled at her 8- and 12-year-olds on a Sunday evening in July. “I couldn’t tolerate just sitting with it and being silent,” Latour said in an interview. “I felt like I was going to jump out of my skin, like my kids’ innocence was stolen in the blink of an eye.” Within 20 minutes, Facebook deleted her post, sending Latour a cursory message that her content had violated company standards. Experiences like Latour’s exemplify the challenges Facebook CEO Mark Zuckerberg confronts as he tries to rebrand his company as a safe space for community. In making decisions about the limits of free speech, Facebook often fails the racial, religious and sexual minorities Zuckerberg says he wants to protect. The 13-year-old social network is wrestling with the hardest questions it has ever faced as the de facto arbiter of speech for the third of the world’s population that now logs on each month. Like most social media companies, Facebook has long resisted being a gatekeeper for speech. Zuckerberg often has said that Facebook was “a tech company, not a media company.” Unlike media companies, technology platforms that host speech are not legally responsible for the content that appears. In February, amid mounting concerns over Facebook’s role in the spread of violent live videos and fake news, Zuckerberg said

Zahra Billoo was partially blocked by Facebook after posting about a letter attacking Muslims in her community.

the platform had a responsibility to “mitigate the bad” effects of the service. In June, he officially changed Facebook’s mission from connecting the world to community-building. The company says it now deletes about 288,000 hatespeech posts a month. But activists say that Facebook’s censorship standards are so unclear that it is impossible to know what one can or cannot

“Facebook is regulating more … speech than any government does now or ever has.” SUSAN BENESCH, director of the Dangerous Speech Project, a nonprofit group that studies the intersection of harmful online content and free speech

say. The result: Minority groups say they are disproportionately censored when using the platform to call out racism or start dialogue. With the company’s dramatic growth comes the challenge of maintaining internally consistent standards as its content moderators are faced with a growing number of judgment calls. The company recently admitted, in a blog post, that “too often we get it wrong,” particularly in cases when people are using certain terms to describe hateful experiences that happened to them. The company has promised to hire 3,000 more content moderators before the year’s end, bringing the total to 7,500, and is looking to improve the software it uses to flag hate speech, a spokeswoman said. “We know this is a problem,” said Facebook spokeswoman Ruchika Budhraja, adding that the company has been meeting with

community activists for years. Two weeks after Donald Trump won the presidency, Zahra Billoo, executive director of the Council on AmericanIslamic Relations’ office for the San Francisco Bay area, posted to Facebook an image of a handwritten letter mailed to a San Jose mosque and quoted from it: “He’s going to do to you Muslims what Hitler did to the Jews.” The post — made to four Facebook accounts — contained a notation clarifying that the statement came from hate mail sent to the mosque, as Facebook guidelines advise. Facebook removed the post from two of the accounts but allowed identical posts to remain on two others. The civil rights attorney was baffled. “How am I supposed to do my work of challenging hate if I can’t even share information showing that hate?” she said. The President’s Commission on Combating Drug Addiction and the Opioid Crisis issued a preliminary report Monday stating that its “first and most urgent recommendation” is for the president to “declare a national emergency under either the Public Health Service Act or the Stafford Act.” “With approximately 142 Americans dying every day, America is enduring a death toll equal to September 11th every three weeks,” the report says. The commission’s first report also includes a number of recommendations, including expanding capacity for treatment under Medicaid, increasing the use of medication-assisted treatments for opioid disorders, encouraging the development of non-opioid pain relievers, mandating that every local law enforcement officer carry naloxone, the drug that reverses opiate overdose, and broadening laws that shield individuals from prosecution when they report a drug overdose. Absent from the report are measures that Trump and Attorney General Jeff Sessions have repeatedly offered up as solutions to the opioid crisis, including building a wall on the Mexican border, expanding the use of mandatory minimum sentencing for drug crimes, and seizing more cash and property from those suspected of drug crimes. THREE POINTERS

The legion of business

RICK SNIDER | SPORTS GURU

Towering threats: Tall receivers add to Redskins’ attack Terrelle Pryor Sr. is built like a skyscraper. You can’t fully appreciate his height until you see him in person. The Redskins’ new wide receiver looks like a giant compared to the cornerbacks he faces at training camp in Richmond. The roster lists Pryor at 6 feet 4, but he plays more like 6-7. On Monday at practice, he leaped so far above Bashaud Breeland in a corner of the end zone that the defensive back practically had to assault him to force an incompletion. On another play, Pryor showed off his footwork by turning around rookie linebacker Nico Marley with a double move. The receiver frequently blew past double coverage and constantly created mismatches. Finally, the Redskins have a tall wideout to target in the back of the end zone. “I do like to have bigger receivers in the red zone here and there to be able to throw some fades, too. What

the heck, you know, I love the fade,” coach Jay Gruden said. “You can throw the backshoulder fade. You can throw it over the top. They can go up and get seam-balls.” Last year, those balls often sailed into the stands. This season, Pryor and sidekick Josh Doctson (6-2) give Washington its tallest tandem since 1999 when Michael Westbrook (6-3) and Albert Connell (6 feet) each caught more than 60 passes for more than 1,100 yards. Over the years, Washington has tried mightily to find a dominant tall receiver, the next Terrell Owens, Calvin Johnson or Julio Jones. They have repeatedly failed. Rod Gardner (6-2) had only one 1,000-yard season in four years with the Redskins. Malcolm Kelly (6-4) caught just 28 balls in an injuryshortened career that lasted two seasons. Washington has been the isle of small receivers. The Smurfs were contributors to the 1982 championship season. Santana

After the Seahawks won the Super Bowl in 2014, keeping their “legion of boom” secondary intact got tougher. A new deal for Kam Chancellor this week was the latest proof that they’ll pay to keep this group. (EXPRESS)

Terrelle Pryor

Sherman, 29, is halfway through a four-year, $56 million extension signed in 2014. The cornerback has made four straight Pro Bowls and is a three-time All-Pro.

Moss, who only touched 5-10 if he was leaping for a football, caught 581 passes over a decade. Pierre Garcon, generously listed at 6 feet, was the dominant receiver in town from 2012 to 2016. Now that Gruden has two towering targets, the whole offense changes, especially inside the 20-yard line. But Gruden made sure to point out that, at 5 feet 9, Jamison Crowder is also a scoring threat. Star corner Josh Norman said shorter receivers can dominate, too. “Short guys are quicker,” Norman said. “They move in

2 Earl Thomas spaces to where you’ve got to touch them, you’ve got reach out. Some things they do, it’s more so they’re trying to set you up, where those big guys, they’re just going to try to bully you.” While Crowder provides the quickness, the Redskins are hoping Pryor and Doctson become just what Norman said — bullies. A three-time All-Pro and prototypical free safety, Thomas, 28, signed a fouryear, $40 million deal in 2014. A broken leg ended his 2016 season after 11 games.

1 Kam Chancellor The strong safety, 29, signed a three-year, $36 million extension Tuesday with $25 million guaranteed. The four-time Pro Bowler’s old deal ends after this year.

Gamble on Jaylon Smith could pay off

With the 34th pick in 2016, Dallas drafted linebacker Jaylon Smith, who sat out his rookie year because of nerve damage suffered as part of a knee injury in his final game at Notre Dame. Executive Stephen Jones said Smith still isn’t 100 percent, but he’s making plays in training camp and has been on a huge upswing since the start of the offseason. “Inside of about three months, he went from 50 to 80 percent of his nerves refiring,” Jones said. In a pinch, Lind blends in Versatile veteran makes a smooth transition as a force off Nats’ bench

MITCHELL LAYTON (GETTY IMAGES)

MLB Washington’s clubhouse overflows with personality. Bryce Harper is as competitive and fiery as they come. Jayson Werth is a vocal leader who’s always prepared to give an amusing postgame TV interview. Max Scherzer is the first player out to the railing in the dugout when a teammate does something impressive. Adam Lind is a completely different breed. Despite his quiet nature, he’s fit in just fine in Washington, where teammates recognize the reserved Indiana native for his ability to keep his head down and put in his work. “I’ve been fortunate to be on a lot of good clubhouse teams,” Lind said. “I think I’m an easy guy to get along with, too, and I usually just kind of blend right in with the team.” For a player who rarely puts the spotlight on himself, Lind has been the highlight of the Nats’ bench this season. Entering Tuesday’s game at Miami, which ended after Express’ deadline, Lind had appeared in 70 games this season, hitting .321 with and 37 RBIs. His nine home runs were the second-most in the NL among players with fewer than 160 at-bats, making him one of the premier left-handed pinch hitters in baseball. “It’s just where I’m at,” Lind

Adam Lind, right, has impressed teammates with the work he puts in to stay ready to play.

said. “I knew coming into the season that was what my role was going to be, and I accepted that and try to do the best I can.” Over the winter, Lind, 34, signed a one-year, $1.5 million deal with Washington to back up first baseman Ryan Zimmerman. Before that, Lind had been a full-time starter with three clubs over 11 seasons. He won a Silver Slugger with the Blue Jays in 2009 and blasted 20 home runs each of the past two years. This season, his work ethic has helped him get comfortable in a reserve role.

“He’s always in the gym. He’s always stretching. He’s always preparing himself for the game, and he’s not even starting every day,” third baseman Anthony Rendon said. “I think that’s tougher for a position player just because you don’t know when you’re going to go into the game.” Before this year, Lind hadn’t played in the outfield since 2010. Injuries to starters such as Werth, Trea Turner and Michael A. Taylor have forced manager Dusty Baker to use Lind in left, where he has started 10 games without committing an error.

That versatility is what has made Lind so valuable to the Nationals. Whether he’s making a spot start in left field, handling the DH spot in interleague games, spelling Zimmerman at first base or coming in to pinch hit late in the game, Lind has handled everything with ease. “Just the National League, being able to come off the bench and stuff like that has been the newest part to him,” infielder Stephen Drew said of Lind, who played only one previous season in the NL, with Milwaukee in 2015. “Obviously look at his year, he’s been incredible from spring training on.” Off the field, Lind has kept on surprising his teammates, especially with his dining choices on the road. “He loves trying new food,” Chris Heisey said last week, before the outfielder was released to make room for rookie starter Erick Fedde. “He’s always finding a spot in a road city that no one’s ever heard of before. Some kind of foreign or Middle Eastern food or whatever it is, he’s just trying all kind of different food. I never would’ve guessed when I first met him that he’d be a guy like that.” Lind claims he just tries to “stay away from steakhouses, because that’s where baseball players always go,” but he’s always open to suggestions from locals to find a new restaurant. Whether in front of home plate or a dinner plate, never doubt Lind’s ability to deliver a pleasant surprise. MATT WEYRICH (FOR EXPRESS)

Nats catch Kintzler at the zoo

For years to come, reliever Brandon Kintzler should have no problem recalling what he was doing when he was traded from the Twins to the Nationals. “I was in the middle of feeding a rhino and a giraffe,” he told MLB Network Radio on SiriusXM. The Twins had an off day in San Diego on Monday, when Kintzler was presumably visiting the city’s zoo and safari park. He said he hadn’t yet talked to Nats management about his role. Barcelona withholds $30.7M from Neymar According to a club official speaking on condition of anonymity, Barcelona is withholding 26 million euros ($30.7 million) due to Brazilian striker Neymar amid rumors that he is going to accept a transfer to Paris-Saint Germain. Neymar is expected for practice today, but no one knew Tuesday if he would show up for training or accept the deal. PSG would have to pay Barcelona a record $262 million transfer fee to trigger a release in his contract. Neymar’s contract renewal from last year stipulates that he’s due the money from Barcelona now, but the official said the club is holding it “given doubts concerning the future of the player and while the situation is resolved.” (AP) MARYLAND

Cockerille can practice, not cleared for opener Linebacker Shane Cockerille, who didn’t participate in offseason team activities, will return to the practice field when Maryland opens fall camp today, coach DJ Durkin said Tuesday. The coach suspended the senior, who was second on the team with 108 tackles last year, for undisclosed disciplinary reasons before a 36-30 loss to Boston College in the Quick Lane Bowl. Durkin said Cockerille isn’t yet cleared for the season opener at Texas but declined to say what he has to do to be reinstated. (THE WASHINGTON POST)

Arcade Fire is chained to repetition Why does a band that’s so committed to statement rock have so little to say? MUSIC REVIEW Arcade Fire’s fifth album, “Everything Now,” cries out against an information age that won’t stop cramming inconsequential crud down our throats — which means the Canadian rock group is presenting a more concise, essential version of itself, right? No, not this time. Instead, the band’s sound keeps growing bigger while its ideas remain small.

The album does, however, invite us to think about space, and specifically, how Arcade Fire has chosen to fill its. The word “whoa” used to be the band’s goto device. It was an immensely flexible exclamation that could be stretched or inflated to hold any mood or melody — but tons of singers copied it and got famous from it. Arcade Fire moved along. Now, the new space-filler

is repetition. Check out the Abba-like sparkle of the new album’s title track, where “everything now” is repeated a total of 46 times. On the shaggy disco strut of “Good God Damn,” the phrase “good god damn” is sung 18 times. And during “Infinite Content,” a short burst of pseudo-punk haiku, the words “infinite content” repeat 16 times, then another eight during “Infinite_Content,” a countryish version of the same song. Repetition can be a potent device — it can fill our heads with tension. Here, it feels like a verbal spackling paste used to patch gaps of imagination. As for the music, it’s still a little too tidy, a little too proud of itself, a little too deep in the thrall of Bowie, Springsteen and Talking Heads to exude any charisma of its own. What else is there to say about it? Two things:

The band occasionally dials in a rubbery bass guitar tone, and Regine Chassagne’s counterpoint vocals are getting stronger, stranger and more magnetic. It’s time for her solo album. Until then, we’ll be left to wonder if the promotional campaign for “Everything Now” sucked up more creative juice than the recording itself. Ahead of the album’s release, the band and its publicity team launched parody websites — Stereoyum instead of Stereogum, Hollywood Reported instead of Hollywood Reporter — to publish spoof critiques of the band, satirizing the capriciousness of hot-take discourse, while conveniently pre-empting any unflattering reviews. Smart artists answer their critics with smarter art, but this is something else — a band of Grammy winners complaining about the absurdity of a hype machine that already made them rich but could never make them cool. Sam Hunt’s ‘Back Road’ cruises to a record

Country singer Sam Hunt has overtaken Florida Georgia Line by holding the top spot on Billboard’s Hot Country Songs chart for a record number of weeks with his single “Body Like a Back Road.” Hunt’s song has spent 25 consecutive weeks at the top of the chart — which measures radio play, sales and streaming — edging out Florida Georgia Line’s “Cruise,” which reigned for 24 weeks in 2012 and 2013. ‘Boys’ Charli XCX

In her self-directed video for “Boys,” Charlie XCX has enlisted 60 (!) famous dudes to do super-cute and also super-dorky things in front of the camera in an effort to make you swoon. These guys are doing truly great work here: Khalid cuddles with puppies, Joe Jonas gets sensual with pancakes, Riz Ahmed snuggles a teddy bear, Brendon Urie lies on a bed of rose petals. This video is truly a gift. BRYANNA CAPPADONA (EXPRESS)

‘LOYALTY.’ Kendrick Lamar feat. Rihanna

Kendrick Lamar proves yet again that he is playing in Beyonce’s league as a master of visual storytelling. In “LOYALTY.,” helmed by “HUMBLE.” directors Dave Meyers and The Little Homies, Lamar and Rihanna play out a high-action, noir-like tale where they steal expensive cars, encounter street sharks and dangerously dangle from high-rises. entertainment Nothing came easy for the legend in writing his latest, ‘Dark Matter’ MUSIC Good records never come easy, and “Dark Matter,” Randy Newman’s first album in nine years, might have been his toughest. “I had these songs for, in a couple of cases, two years, and I would go in there and move forward a little, and I was having trouble making up my mind,” Newman says. That’s where Mitchell Froom came in. The producer has worked with Newman since 1999’s “Bad Love,” and this time, Froom spent

a month making demos for Newman to judge. “It surprised me how ambitious he was,” Froom says. “And how prepared he was to work on it as hard as he did. You see somebody work through a series of good ideas to get to great ones.” “Dark Matter,” out Friday, is worth the long wait. The album includes narratives told in the voices of the Kennedys, long-gone bluesman Sonny Boy Williamson and Vladimir Putin. The song about the Russian leader, “Putin,” is a comic take written more than two years ago, long before the electiontampering news cycle. Newman was inspired by “the whole part

of his personality that apparently wants to be not only the richest man in the world, and the most powerful man in the world by default, and wants to be Tom Cruise. He wants to be a star.”

Another track, “Brothers,” came out of Newman’s desire to consider the relationship between not just the Kennedys, but brothers in general. There are also a pair of songs about those who

are lost: “On the Beach” is about a high school friend who drifts away. “Wandering Boy” is the story of a child who grows up and disappears from his father’s life. The legendary record producer Lenny Waronker mentions that often, younger bands he works with are in awe when they learn how close he is with Newman. They’ll ask if they can come to the house to meet the master. That would, for many, be a wonderful compliment. Newman, naturally, doesn’t see it that way. “How come they don’t write like that then?” he asks. “ They ca n’t,” Waronker says. “Randy, it’s not that easy.” GEOFF EDGERS (THE WASHINGTON POST)

Amazon is making its own post-Civil War TV drama In the wake of backlash against HBO’s “Confederate,” a drama set in a reality where slavery is legal in modern America, news broke that Amazon is working on its own alternative-history drama rooted in slavery. “Black America” envisions freed black Americans forming a sovereign nation as a post-Reconstruction reparation for slavery. The project, from Will Packer (who produced “Girls Trip”) and Aaron McGruder (creator of “The Boondocks” ), has been in the works for more than a year, but “Confederate” prompted the reveal of the name and premise.
