MWi^_d]jed A partisan stalemate that has partially shut down the Federal Aviation Administration will continue into September, stopping airport construction projects and depriving federal coffers of potentially more than $1 billion in uncollected ticket taxes, after congressional attempts to reach a deal fell through on Tuesday. Senate Majority Leader Harry Reid, D-Nev., initially told reporters that he would be willing to accept a House Republican bill to restore the FAA’s operating authority even though it contained cuts in subsidies for rural air service that some Democrats oppose. But he later reversed course after a possible deal with House Republicans had fallen through. The Senate was due to leave for its August recess Tuesday. The deal calls for initial cuts of more than $900 billion in federal agency budgets, but with the bigger cuts coming later in the decade. The Congressional Budget Office says that for next year the cuts amount to only $21 billion out of total spending exceeding $3.6 trillion.

The debt deal sets the stage for a fresh budget brawl in the coming months

With scant time to spare, President Obama signed legislation Tuesday to raise the federal debt limit, avoiding an unprecedented national default that he said would have devastated the U.S. economy. But the truce with Republicans that defused the crisis seemed to be fading already. “We’ve got to do everything in our power to grow this economy and put America back to work,� Obama said, arguing for including revenue increases as well as spending cuts. This week’s peace pact between the two parties is unlikely to be long-lived. The bill sets up a 12-member panel of lawmakers with authority to recommend fresh deficit savings from the federal budget. Such politically sensitive benefit programs as Social Security and Medicare will be on the table as the panel of six Republicans and six Democrats works against a Thanksgiving deadline. The plan would increase the debt limit by $400 billion, with President Obama able to order another $500 billion increase this fall; a third installment of between $1.2 trillion and $1.5 trillion would be made available after enacting additional spending cuts recommended by a panel of lawmakers.

The measure would cut more than $900 billion over 10 years from the day-to-day operations of Cabinet agencies, but caps discretionary spending at $1.043 trillion in 2012, $7 billion below 2011 levels and $44 billion below an inflationadjusted baseline.

The plan would also create a 12-person panel charged with producing up to $1.5 trillion more in deficit cuts over 10 years. This focus of the second wave of spending cuts would include Medicare, Medicaid, farm subsidies and federal retirement programs.

The plan would require the House and Senate to vote on a balanced budget amendment to the Constitution; establish “program integrity� initiatives to halt abuses in Social Security and federal health care programs; and preserve funding increases for Pell grants for college students.

Will this solve the nation’s deficit and debt problems? Not by a long shot. With the government racking up deficits of more than $1 trillion a year, the prospects for achieving a balanced budget in the near future are dim. Similarly, the national debt, is $14.3 trillion and will grow so long as the government spends more than it raises. (AP)

The Rex Grossman-versus-John Beck battle for the Redskins’ starting quarterback job is about to get under way. Coach Mike Shanahan said Tuesday that Grossman would arrive at Redskins Park later in the day. He had yet to sign a contract, but that was expected to be a mere formality. Cornerback Phillip Buchanon will be suspended for the first four games of the regular season. Shanahan said Tuesday the penalty was issued “awhile back” from the NFL office. The coach did not say why Buchanon was suspended or give any other details. Beck is suffering from some soreness in his throwing arm, Shanahan said. Tiger Woods was on the practice range just as the sun began to rise Tuesday over Firestone, his first time on a PGA Tour golf course in nearly three months. Even as the season heads toward a conclusion, Woods can’t wait to get started. “I’m excited to compete, to play,” Woods said. “And, hopefully, to win the tournament.” That part about Woods hasn’t changed. Redskins Enter The Twilight Zone In football, you hear a lot about the end zone and the red zone. Players can be in the zone, too. Heck, there’s even something called zone blocking. So zones are pretty much everywhere you look. Perhaps it’s fitting then that the scene at Redskins Park resembles the twilight zone. It’s not so unusual that the biggest acquisitions of the past two offseasons — Albert 8o CWjj Haynesworth and Im[died Donovan McNabb — are gone. After all, the Redskins often strike out when importing big-name players from other teams and then start the process all over again. What is mildly shocking is the absence of stars at training camp.

Makeup Artist Last week, MAC Cosmetics announced a new collaboration with Cindy Sherman, the avant-garde photographer known for styling herself as odd caricatures. Since the ’70s, she’s snapped herself in costume, using cosmetics and prosthetics to morph into mud-caked corpses or Caravaggio figures. In her MAC campaign, heavy-handed stage makeup transforms her into a weary clown, a Park Avenue plastic surgery enthusiast 8o AWj^[h_d[ and a Hitchcock gal on 8eob[ the run. The campaign resembles her art, except that now she’s hawking mainstream products. Some may call Sherman a sellout, but with Christie’s auctioning one of her recent photos for $3 million, the icon doesn’t need a corporate paycheck. Instead, it’s likely these ads are a not-so subtle commentary on a beauty industry that thrives on feminine insecurity. Sherman has always taken makeup to extremes, pushing the limits of appearance. An Education After recording “The Wanderer,” the band decided that it didn’t want its glory days to end on graduation day. It strategized a way to move to Ohio State University in Columbus. “We said, ‘Let’s go to the biggest college we could possibly get into,’” Roberge says. “We weren’t screwing around. We wanted to be in a band. We didn’t want to be famous — we wanted to be in a band together.” C.R.

When the filmmakers behind “Rise of the Planet of the Apes” settled on virtual simians rather than people in monkey suits for their lower primates, their first casting task became obvious: get Andy. British actor Andy Serkis has emerged as a master of the art of creating characters in the digital realm of performance capture. He’s been the emotional backbone of the great ape in “King Kong” and Gollum in “The Lord of the Rings,” creatures that are completed by artists layering computer animation over his raw performance. Serkis, a 20-year veteran of stage and live-action screen roles, has become best-known for his performance-capture characters, which now include a super-intelligent chimpanzee in the “Apes” prequel, opening Friday. When he first did Gollum, the technology was called motion capture. The performance-capture tag came as the tools evolved and filmmakers sought to emphasize that

Fountains of Wayne albums are usually unimpeachable: poignant and gently ironic, and ridiculously well made. Even the bad ones are pretty good. “Sky” — with its carefully detailed stories of suburban schlubs, feuding bar owners and luckless Acela riders — hits all the right notes, but something feels off.

Slow and sentimental, more wistful than droll, “Sky” is as interested in loping, acoustic country-folk songs as it is in vigorous pop. If the band’s last album, 2007’s “Traffic and Weather,” was a Cars homage, “Sky” is an unofficial tribute to the Jayhawks. It’s not a misfire — one of its gentlest songs, “A Road Song,” is also one of the band’s all-time finest — but those who expect the usual gimlet-eyed power pop (that is to say, most everyone) will be left wondering where it went. Sure enough, the zipper appeared to have been forced open. Sigal made a beeline for the LAN Airlines counter. Three items were missing: a blazer, a leather jacket and boots, totalling $1,700. Every day, the same scenario repeats itself in airports everywhere. Luggage is lost or pilfered, and airlines do their best — or not — to find or replace it. The problem isn’t just lost luggage; it’s what happens next. The rules vary, depending on where you lost the bag and how long it takes to recover it. After Sigal filed a claim, LAN offered to pay him either $300 or cut him a $600 flight voucher. He refused both. “The reimbursement is not even close to the replacement cost of the items,” he said. Under the Montreal Convention, an international treaty that governs

compensation for the victims of air disasters, Sigal was entitled to a maximum of about $1,800. I suggested that Sigal mention to LAN that its offer came nowhere near what the Montreal Convention calls for. When he did, LAN asked for receipts for the stolen items, which he sent. The airline offered him about $1,800 in flight vouchers, which he accepted.

But when luggage is delayed, the rules say that an airline must reimburse passengers for “reasonable” expenses, such as tuxedo rental for a wedding. Effective Aug. 23, new rules will require airlines to refund any fee for checked luggage if the bag is lost. Anticipating the new rule, carriers have become more cautious about how they treat your property.
