How the Debt Hits the Books Last week’s accord will have a long-term impact for students

These loans keep the cost of borrowing in check because the government doesn’t charge interest while students are in school. That can have a big impact on how much is owed upon graduation. Graduate students can take out up to $138,500 in federal loans, of which $65,500 can be subsidized. That includes loans taken out as an undergraduate. They’ll still be able

to borrow the same amount once the change goes into effect, but no subsidized loans will be available.

F[bb =hWdji The $17 billion in savings from eliminating subsidies for graduate and professional students will be used to fund Pell grants. But the extra money only helps bridge a funding shortfall so the program

won’t have to make any cuts in the immediate future. The preservation of Pell grants is seen as critical because they provide undergraduate funding to the neediest students; the vast majority of the 10 million recipients have family incomes of $40,000 or less. For now, students will still be able to get a maximum grant of $5,550 a year. But the odds aren’t looking

good for the annual cap increases scheduled from 2013 to 2017.

BeWd :_iYekdji The government’s debt deal also eliminates a discount given to borrowers who make their payments on time. The amount of the discount varies depending on when the loan was issued. But for federal loans

A bipartisan panel of 12 lawmakers will have the option of making tax reforms part of its proposal to reduce the deficit. The likelihood that the committee would scale back tax breaks for college costs seems small. Nothing. She pressed it again. Nothing. No sign explained it was out of service. She looked around in vain for someone nearby to help. No luck. Harrod, 33, was born with cerebral palsy. She is one of nearly 6,000 people with a disability who Metro has tried to encourage to use its rail and bus services instead of its more costly door-to-door shuttle, known as MetroAccess. But for those who use wheelchairs, canes or other aids, navigating the Metro system is often a daunting trip because of the chronically broken escalators and elevators, dilapidated station platforms, poor lighting and other aging parts that have become symbols of the troubled transit system. “They scream that Metro is accessible, but too often it is a total inconvenience,” said Harrod, who lives in Hyattsville. Try steering a 300-pound motorized wheelchair onto a crowded bus or train. Or walking with poor — or no — vision along a narrow, dimly lit station platform, using just a walking stick as a guide.

service he or she can receive based on a person’s medical condition, an interview and his or her travel needs. The downgrade reflects a lack of confidence in the U.S. government to pay its debts over time. Riskier countries have to pay higher interest rates, just as riskier consumers do. S&P’s decision rocked the United States — and the world — because the nation has generally been considered one of the safest investments around.

The interest rate the United States pays on its short-term loans is determined by the market for Treasury bills. The downgrade could increase the yields on those bonds, forcing the government to spend more to borrow the same amount of money. Many consumer loans, such as credit cards and mortgages, are linked to the yield on Treasuries and therefore would also rise.

Many major consumer loans have fixed interest rates that won’t change even if the cost of borrowing rises for the federal government. Far-reaching changes to the credit card industry that took effect last year prohibit lenders from changing their interest rates without giving at least 45 days notice in most cases. They also won’t be able to increase the rate on purchases you’ve already made, only new ones. But if you want a loan for a new car or college tuition, for example, be prepared for higher rates. In addition, some credit cards and home equity loans have variable interest rates that can fluctuate with the yield on Treasuries. Check your loan agreement to see what type of rate you have.

John Ulzheimer, president of consumer education for SmartCredit.com, thinks the downgrade could force some homeowners to default on a portion of their mortgages, exacerbating the housing crisis. During the economic boom, many people financed their homes with two loans: a standard mortgage and a special home equity line of credit. These HELOCs require borrowers to pay only the interest on the loan, and the rate varies each month. If there is a significant increase, some homeowners may not be able to make payments.

The S&P downgrade is likely to be a blow to the economy. The real pain won’t be felt unless the two other ratings agencies, Moody’s and Fitch, follow suit. A former pharmacy tech treats her creative side

Elizabeth Eubank found her new career pretty much by accident. Not knowing what to do with her undergraduate degree in European history and communication arts, she discovered the answer a few blocks from work. To help pay her way through the University of Wisconsin, the 2003 graduate worked at the campus hospital’s IV room as a pharmacy technician. At first, Eubank says, “I didn’t know the difference between aspirin and insulin” — but she learned while delivering everything from diaper-rash paste to chemotherapy drugs. Realizing the knowledge she was gaining could be more salable, she took and passed an exam to become a certified pharmacy technician. After moving to the District in 2004, Eubank found a similar job at George Washington University Hospital while mulling her future. Teaching? Law school? Documentary filmmaking? When a colleague mentioned that the job came with tuition benefits, Eubank checked the catalog and discovered GW’s master of arts in museum studies (Gwu.edu/~mstd; 202-994-7030), one of the country’s oldest, largest and most varied programs. ][jj_d]W^[WZ The Best Medicine “Today you pretty much need a master’s to enter the museum field,” says program director Kym Rice. The 2½-year program consists of lectures, discussions, field trips, plenty of guest speakers and two required internships. Students take five academic classes (in a related field such as history, anthropology, archaeology or American studies), five museum studies classes and two electives (most people take these also in museum studies). The program has three tracks. The first — exhibit development and design — covers acquisition, themes, overall design and visitor evaluation. Museum management and leadership includes dealing with staff and trustees; financial oversight; fundraising; marketing; and strategic planning. Collections management covers policy, conservation, housing, cataloging, preservation and transportation. Eubank, who enrolled in 2005, chose the exhibit track. Because she arrived with no museum experience or connections, she chose to secure five internships — two at the National Air and Space Museum and one each at the U.S. Capitol Visitor Center, the U.S. Botanic Garden and the National Museum of the American Indian. Tuition is about $52,000, and starting salaries are about $35,000 to $50,000. Still, “this is a fulfilling, fun career,” Rice says. “The program prepares you to be the director of a small museum, an assistant curator in a large one, a development officer — anything except walking right into being director of the Met.” Or, as it turns out, a grad might work for a design firm. A supervisor at the American Indian museum recommended Eubank to Howard+Revis Design Services in Northeast D.C., which hired her as a content developer in May 2007. “This is everything I was interested in,” Eubank says of her job: “history; a range of topics; the

ability to be creative in experiential, graphic and spatial design; and helping to educate visitors and produce something worthwhile for the community.” Because Howard+Revis is a small operation with a staff of only six, Eubank gets to work in depth with four to five clients at once. In any week, she might be writing, roughing out a look for a graphic designer, buying artifacts at memorabilia shows, doing multimedia design or traveling to Memphis, Tenn., to consult on the renovation of the National Civil Rights Museum. For Howard County, Md.’s Robinson Nature Center, set to open in September, Eubank worked with a biologist to frame the major messages and “get the natural history correct.” She found photos that fit the budget, researched how a flour mill works so a model could be made and worked with an archaeologist to choose dis-

play objects. Things got more technical at Ferry Farm, George Washington’s boyhood home in Fredericksburg, which will have trails to illustrate Washington’s teen years, the farm’s Civil War presence and its natural history. Thanks to Eubank’s work, a visitor will be able to walk the grounds with a GPS-activated tablet and at, say, the site of Union cannons or a 300-year-old kitchen building, see a description, video of historic re-creations or a 3-D view of an artifact. “Don’t get discouraged if you have no experience,” Eubank advises would-be career changers. “Just be prepared to work harder than those who do.” Now that she has that experience, Eubank would like to become a project manager eventually. “I’m not sure I’d ever work for a museum now,” she says, “because there’s so much variety in what I do.” ELLEN RYAN

The paper trail of a life has many milestones — the title to that first used car, the mortgage on a house, a will — and there are citizens deputized to keep the trail honest. These notaries have ample ground to cover, and a little entrepreneurship can go a long way toward boosting their bank accounts. Armed with a stamp or a seal, a notary (or notary public) generally ensures people are who they say they are, that their signatures are their own, that they understand the document they’re signing and that the process is free of coercion. Notaries can ask people to swear, under penalty of perjury, that a document or statement contains the truth, and in some places they can oversee the copying of original documents. The variety of notarial work is linked by the “common thread that … notaries are thought to be trusted, impartial, trained witnesses,” says Kathleen Butler, executive director of the American Society of Notaries. It’s a government-appointed job, obtained in Maryland and Virginia through an application; in D.C., there’s a training session, and notaries must be bonded. Further general and specialized training is available through courses such as those offered by the ASN and the National Notary Association. The established fees for each notarial act would barely buy a snack: $2 in D.C. and Maryland, and up to $5 in Virginia. But depending on local rules, notaries can make up for that with added fees, such as for time and other costs. One D.C. traveling notary service advertises base

Kathleen Poles, who works in billing for a government contractor, has gone another route: tapping the stream of companies such as mortgage lenders, title firms and signing agencies that hire local notaries to print loan documents — say, for a refinancing — and then obtain a customer’s signature and mail back the forms. (In Maryland, this work requires a title insurance producer license.) Companies offer a flat rate for the work, which could range from $50 to $300 depending on factors such as a tight deadline, the amount of notarial acts involved and the number of pages to be printed, which could be a couple dozen or a couple hundred. The key for notaries, especially as signing agents, is to balance the pay with the expenses and the time involved. “If I go to a customer’s house, I could be there for 45 minutes or I could be there for four hours,” especially if it’s the customer’s first time going through the loan process, says Poles, 46. To help stay in the black — she

earns up to $300 a week as a notary — she limits her loan-signing work to a 20-mile radius from her Leesburg home. “It’s not an instantaneous benefit,” says John Gober, a computer programmer for the U.S. Census Bureau who’s carved a business from the same niche, covering Virginia and Maryland. It took a year of handing out business cards and marketing himself on notary listings (he recommends the ASN and NNA websites, and Notary Depot, Notary Rotary and 123Notary.com) before the workload reached a steady stride. Now seven years in, “I turn away more jobs than I take,” he says, while still making about $500 a month. Gober, 58, says he became a notary for the public service aspect of the job and that he keeps equally busy notarizing field-trip permission slips and other forms as a favor to neighbors and co-workers. And when called to a hospital or nursing home, he says, “I just don’t feel right charging them.” But business opportunities are everywhere. “You give them a few cards and it spins off.” DANNY FREEDMAN

Even Don Draper might feel challenged by the current state of advertising and marketing, with consumers bombarded by ads everywhere they look. Marketing guru Bob Pritchard shares his 21st-century tricks of the trade in his new book, “Kick-Ass Business & Marketing

A lot of people have lost sight of the basic principles of marketing. What you need is a product that people want and a name that people relate to. You have to differentiate yourself from the competition, determine the marketing mix that will reach people, and create an emotional connection with potential customers. The saying “the customer is king” seems especially true these days.

Absolutely. Customers today have got all of the tools at their disposal. They can readily check products online; they can compare products;

they can get onto blogs that sing the praises of one product over another. An awful lot of people make decisions online and then go to wherever the product is sold and buy it. Why is making an emotional connection important?

The initial reaction for any decision we make is made emotionally. Then once we’ve decided on the emotional decision, we set about justifying it. We do that pragmatically, obviously, but if your company has got first recall in a potential customer’s mind and they feel kindly disposed to you, they’re much more likely to justify the decision positively in your favor. Johnson’s baby powder has always made an emotional connection between a loving parent and the product. Its competition tends to pour gallons of water

into all sorts of things to prove it’s more absorbent. If the choice is between being more absorbent and having a loving relationship with your child, the latter is the one they’re going to pick. What role does customer service play?

You have to provide knockout service. I think the key to business success today is to have absolutely phenomenal service so that you get really positive word of mouth. If you can get positive, strong word of mouth, your message will be more effective, and you’ll save a lot of money on marketing costs. What are some ways to make sure your message breaks through?

You need to differentiate your product as much as possible. That then

nities. People identify with people who like the same things they do and have similar characteristics that they have. That creates an additional hook for companies, and the stronger those brand commu-

nities are, the more chance they’ve got of getting their product really far. They’re very powerful tools but they’re also more subtle tools. You can’t use social media to go out and be an obvious, hard-sell

car salesman type of person. You have to be much more subtle. What do you hope people take away from your book?

I set out to write a book that any-

body could pick up, whether they’re in a start-up business or one that’s matured. They could take these keys or rules and apply them to any business and be successful. I tried to make it as simple as possible so they could start implementing them tomorrow. Once you get the basics right, then the rest will follow. It’s the little tricks that make the difference between success and failure. The news and multimedia editor of the Washington Blade was laid off in November 2009 when the local LGBT newspaper was abruptly shut down due to its parent company’s financial woes. Even though the paper quickly reformed as the DC Agenda (it ultimately reverted back to the Washington Blade moniker) and Lynsen was re-employed, his sudden termination was a wakeup call that he needed to come up with a plan B. “I was fearful that I was flailing,” says the Silver Spring resident. “I was really apprehensive about what the future held.” Devising a plan for an alternative career as a safety net is easier said than done. The first step is often the most difficult, because it’s the most intangible. “Soul-searching is hard,” says career coach Mimi Darmstadter (301-728-6487; Mylifesworkcoaching.com), who helps clients grappling with this stage of the process. “I force people to ask themselves the tough questions: ‘What do I want to be when I grow up?’ ‘What’s important to me?’ ‘What are the implications for other people?’” A backup career has become a necessity as many industries face huge layoffs and even obsolescence. The Bureau of Labor Statistics estimates 8.8 million people lost their jobs since the economic downturn began in December 2007. Not wanting to become a statistic, Lynsen began figuring out what his alternative career might be. While he broadened his knowledge and hands-on experience managing the Washington Blade’s online presence and community, he consulted with Darmstadter. She pushed him to take stock of his skills and

interests. “I realized that my strong writing background could translate really well into the social media arena,” the 33-year-old says. “Coupled with a growing interest in public relations, I thought I could parlay these skills into something really fun.” Lynsen ended up leaving the Blade in August 2010 to pursue this course change without having a new job lined up yet. “It was a leap of faith,” he says. He landed a job last fall as an account executive and social media manager with Chase Communications, where he handles PR and online strategies for the company.

JH7=;:O IJH?A;I Kirsten Dawson, of Haymarket, Va., had already successfully executed a plan B in her early 30s, when she switched from doing sales for a large technology firm to being a doula. She never dreamed she’d have to come up with yet another career, but then her 36-year-old

husband had a massive stroke. Dawson immediately stopped working so she could focus on managing the crisis. After a grueling year that included her husband’s unsuccessful attempt to return to work, Dawson had an epiphany. “I realized that it was imperative that I got back to a full-time job that could be something that I could use to provide for my family for the rest of my working life,” she says. “Because life was never going to be the same again.” As she talked to friends about what career she might pursue next, Dawson kept being reminded of how much she enjoyed working as a server and a bartender before she had a family. Those positions weren’t fiscally viable options, but a friend in the industry passed on her résumé to Great American Restaurants. Dawson was hired into a junior position in the construction department, which oversees building new properties for the group. She was unsure of how much

she’d like the work, but she quickly learned a valuable lesson. “You can reinvent yourself into anything if you’re forced to,” she says. Six years later, she’s a construction project manager for the company. “There’s a self-satisfaction that comes from knowing you can learn something new,” Dawson says. “It takes a lot of hard work, ambition, and the support of family and friends, but it’s worth it.”

toes in the water before plunging in, Darmstadter recommends. “Take a class or do some volunteer work,” she says. “Expose yourself to opportunities to experiment with that new identity.” No matter what course one decides to take, the experts agree that the best time to begin conceiving plan B is while plan A is still in effect, so financial and emotional stresses don’t cloud the process. The Park Hyatt gets its fair share of A-list guests — the Obamas, Jon Voight and Bono have all been spotted there — but that doesn’t faze RexWaller. “I don’t get starstruck,” he says. “At the end of the day, they’re just normal people who want to come in and have a pot of tea.”

The one at the Park Hyatt hotel in the West End, however, is a ground-level luxury lounge with plenty of windows. Lining the edge of the room are temperature- and humidity-controlled glass cases filled with more than 90 kinds of rare tea from China, Sri Lanka and Japan worth more than $150,000. The man in charge of this liquid gold is tea sommelier Robert Rex-Waller. It’s his job to select the teas, care for them and suggest them to guests, who can spend up to $300 on a single pot. “I try to figure out the perfect one for each person,” he says. “My first question is always, ‘What do you drink at home?’ If they tell me they’re only buying high-quality

Because he oversees the Park Hyatt’s tea cellar and its bar, Rex-Waller occasionally gets an oddly timed tea party request. “It’s Saturday night at 3 a.m., you’ve done your last call, you’re not allowed to serve any more alcohol, and someone will want a pot of tea,” he says. “That’s a challenge. Rex-Waller’s interest in tea began in high school when he started taking Chinese language courses. “The two go hand in hand,” he says. He visited China as part of his studies and

stopped at several tea estates while he was there. A few years later, he returned to spend two months touring these estates and some others in Japan. Back in the U.S., he enrolled in a series of tea certification classes offered by the Specialty Tea Institute (Teausa.com), which completed his education on how to properly taste and prepare all kinds of tea. >EM OEK 97D =;J J>?I @E80

“You should leave for China as soon as possible,” Rex-Waller says. “There is no substitution for tasting and talking about teas with their creators.” If you don’t have that kind of time or money, you can take classes at the Specialty Tea Institute or the American Tea Masters Association (Teamasters.org), both of which offer tea sommelier certification programs. Paul McCartney experienced 9/11 through the window of a jet on the tarmac of New York’s JFK airport. “Out of the window on the right side of the airplane you could see the twin towers,” said the singer, who was on his way back to England after a visit to America. “You could see one plume of smoke. Then you could see two, shortly thereafter. And I said, ‘That’s just an optical illusion.’” It wasn’t, of course. The plane McCartney was on, like every other, was grounded. And before long, he was trying to think of how to respond to the attacks and what he could do to help. The result was a “Concert for New York,” which McCartney helped organize. He was joined onstage a few weeks later by David

The instruments don’t overwhelm Nadler, which is crucial, as most of her material is about afterthe-affair emptiness and regret. McTear and Tanton complement Nadler’s limpid mezzo-soprano with plaintive steel guitar, woozy synths and yearning violins.
