On a sunny Tuesday morning, Parkes bent over a table and fiddled with tiny rubber leg straps attached to a wheelchair destined for a Welsh corgi.

OXFORD, MD. In a small, white warehouse in a tiny Chesapeake Bay town, 90-year-old Lincoln Parkes spends his days making wheelchairs for dogs.

Or cats. Or rabbits. Or chickens. Not horses, though — Parkes is “not a horse person.”

Parkes first invented and patented a cart that allows disabled animals to walk in the early 1960s, launching a lifelong love affair with the craft. He opened a wheelchair shop, K-9 Cart, around the same time and kept it running as a side business throughout his decades-long career as a veterinary surgeon.

After performing more than 3,000 spine surgeries, Parkes retired in 1991 and moved to Oxford, a colonial port-turnedvacation spot with a population of roughly 600.

In retirement, Parkes focused all his attention on his passion.

He set up a workshop two blocks from his home and began churning out wheelchairs.

— known in the field for his invention and for his empathy toward disabled animals — is still working and innovating.

Clients say Parkes’ wheelchairs, which run from $300 to upward of $800, offer extra years of life to sick pets.

“The moment Llyr was put into that cart, he took off running,” said Amy Deisher, who purchased a cart for her corgi after he contracted a degenerative disease that slowly paralyzed the dog. “It made me very happy, that he could do what he used to do.”

But the past few years have been especially lean. Sales are down to a few hundred carts per year, and Parkes’ reach is no longer national; he mostly sells to locals now. Once, he could pay workers to make the wheelchairs while he focused on creating new prototypes; now, he is the one putting together carts, often taking days to fill a single order.

But he is not discouraged. He’s working on a new and better version of the wheelchair that he thinks will sell well.

“This is just an interim period,” Parkes said of the recent slump.

“I am a determined little devil, and I’m not going to give up.”

White nationalists held a torch-lit rally in Charlottesville the night before protests left one dead and dozens hurt.

CHARLOTTESVILLE Sometimes Alfred Wilson still has to take a moment to collect himself after he pulls open files at the law firm where he works and sees Heather Heyer’s handwriting.

“I get choked up and have to gather myself before I talk to the client,” said Wilson, who hired Heyer, the 32-year-old paralegal killed nearly a year ago in a car attack during a violent white nationalist rally in Charlottesville.

The rally that left Heyer dead and dozens more injured proved to be a watershed moment, both for the racist, fringe “alt-right” movement and for the city itself. In the year since, many residents, like Wilson, say the wounds haven’t healed. Others say the violence has laid bare divisions over deeper issues of race and economic inequality.

“One of my hugest gripes with last year with the people of this town was that people, mostly white folks, kept saying, ‘This isn’t Charlottesville,’ ” said Brenda Brown-Grooms, a local pastor.

“I wonder what planet they live on. This is exactly who we are.”

A Charlottesville native, born in the segregated basement of the University of Virginia hospital, Brown-Grooms said white supremacy was present long before the rally and is the “elephant in the room” the city must deal with.

Activists have pushed leaders to address the city’s legacies of racism and slavery, its affordable housing crunch and the police department’s relationship with the black community, among other issues, since the Aug. 12 rally.

counter-protesters. Meanwhile, authorities largely stood by on the fringes of the action near a downtown park with a statue of Confederate Gen. Robert E. Lee that the city wanted to remove.

The crowd was eventually forced to disperse, but a car that authorities say was driven by a man fascinated with Adolf Hitler later plowed into a crowd of peaceful counter-protesters. The day’s death toll rose to three when a state police

In the year since, the city has taken steps toward meeting some of the activists’ demands, despite resistance from the Republicancontrolled state legislature. Lawmakers defeated every bill Charlottesville supported in the rally’s aftermath, including measures dealing with cities’ abilities to remove Confederate monuments.

struggling to find its footing, some alt-right leaders are faltering. The rally violence proved a costly debacle for leading figures such as white nationalist Richard Spencer, and others who are fighting lawsuits. Many have been booted from mainstream internet platforms. A few have dropped out altogether.

While plans for the anniversary weekend have shifted, many residents say they’re bracing for some sort of white nationalist presence.

Officials insist whatever happens, they will be better prepared. An investigation found a lack of planning, poor communication and a passive response by law enforcement added to last year’s chaos.

THE DISTRICT D.C. leaders are preparing for what could be a contentious day Sunday when the organizer of last year’s deadly white supremacist rally in Charlottesville holds an anniversary gathering with up to 400 supporters in Lafayette Square near the White House.

As many as 1,500 counterprotesters are expected at Lafayette Park, and more at two nearby parks, setting up a possible volatile showdown that District and federal law enforcement officials say they are prepared to confront.

D.C. Police Chief Peter Newsham said Thursday that the goal “will be to keep the two groups separate. … When they are in the same area at the same time, it leads to violent confrontations. Our goal is to prevent that from happening.”

Newsham joined other city leaders both to denounce the white supremacists’ message and to assure nervous residents and visitors that a plan to keep everyone safe is in place.

Though speeches at the white supremacist rally aren’t scheduled to begin until 5:30 p.m., some counter-protesters plan to start hours earlier, and police will start closing streets at 8 a.m., mainly around the White House and into Foggy Bottom. Parking will be prohibited. Police warn that carrying firearms — even if licensed in D.C. — is prohibited within 1,000 feet of a First Amendment activity.

D.C. mayor will face little-known opponents on ballot in November THE DISTRICT D.C. Mayor Muriel Bowser is officially on the glide path to become the first Washington mayor to win re-election in 16 years.

Wednesday was the deadline to file as an independent for the November ballot. While a host of little-known long shots, including a homeless man and a college student, said they would run, only two people submitted petition signatures to get on the ballot: Dustin Canter, a 33-yearold yoga teacher, and William E. Hunt, a 70-year-old lobbyist. Their spots on the ballot won’t be official until a 10-day period to challenge signatures ends later this month.

Bowser will also face Libertarian Martin Moulton and Statehood Green Party candidate Ann Wilcox.

None of those candidates has the name recognition or campaign bank account to seriously threaten Bowser, 46, a wellfunded and popular incumbent.

But her aides say she isn’t popping the bubbly just yet.

“Mayor Bowser has been clear: We will continue to work hard to earn and keep the support of our residents, and we will take no one and nothing for granted,” said

Attorney General Karl Racine considered challenging Bowser, but is instead running for a second term. Former mayor Vincent Gray, who Bowser beat in 2014 and is now on the D.C. Council, declined to seek a rematch.

“Well, there were a lot of people asking me to do that, and I just didn’t do it,” Gray said in an interview Thursday. “I’m in a position right now where I have a chance to really do a lot of good.”

THE DISTRICT The strange thing about the new bus-only lane along Rhode Island Avenue last Monday morning was that there weren’t any buses in it.

There were plenty of cars — a line of them in the lane D.C. took the trouble to mark “Bus Only.”

The idea was to move Metro’s shuttles and other buses faster during the 45-day shutdown of a portion of the Red Line.

But there were so many cars in the lane that morning that there seemed little reason for the shuttle carrying Teresa Taylor, 23, and about 20 others to try to get over to it. Instead, the shuttle kept going in the left lane behind another line of cars that backed up for a block at every red light.

It’s been this way since the bus-only lane opened July 21, when Metro began making repairs at the crumbling Rhode Island Avenue station, Taylor and other shuttle bus riders said.

The other strange thing that morning was there were no police around to keep the lane from becoming a joke.

That, too, is the way it’s been, at least every time Taylor has taken the shuttle or express bus during the shutdown. “There’s been no enforcement,” she said.

When she could take the train the whole way, the trip would take 20 to 30 minutes. Now it takes a little more than an hour.

She’s been getting up an hour earlier during the shutdown.

“And I like sleep,” she said. “I’m grumpier these days.”

Transit advocacy groups applauded when Metro and D.C. announced the bus lane. The idea wasn’t groundbreaking — D.C. lags behind other major cities like Seattle in giving buses their own lanes. But groups like the Coalition for Smarter Growth saw hope the city might try to catch up.

coalition’s executive director, said he’s glad the city created the lane. The region can’t keep growing without moving more people around on buses, he said.

“But we’re very disappointed they haven’t been enforcing it.”

Police spokeswoman Karimah Bilal said police have been out there at times. But despite all the cars driving and parking in the lane, only 15 citations and warnings were issued between July 21 and Aug. 8.

“As identified issues are observed, enforcement areas are adjusted based upon available resources and nature of the underlying concern,” Bilal said.

She didn’t respond when asked whether police aren’t doing more to enforce the lane because of a

lack of resources or because it’s not enough of an “underlying concern.”

Transportation department spokesman Terry Owen, meanwhile, said the agency is monitoring traffic on that stretch of road and is in contact with the police. “Thus far, WMATA has not indicated that violators are delaying buses,” Owen said.

On Monday, traffic did seem to be moving steadily. But other days, Taylor said, the traffic has been “stop and go.” Even so, she said she’s sympathetic to the drivers flouting the law.

“They’re trying to get places, too, and go about their lives, just like we are,” she said. “But there are times I feel like, ‘Get out of my bus lane.’ ” KERY MURAKAMI (EXPRESS)

OkCupid is one of the latest to run afoul of Metro’s advertising policy, at least in part. Metro rejected two ads that were part of the online dating service’s edgy “DTF” campaign. The three-letter abbreviation passed muster, despite the well-known obscenity buried inside that means “Down to [Blank].”

Metro gave the OK to some DTF ads but rejected others because they were political, according to Melissa Hobley, OkCupid’s chief marketing officer.

The ads that ran afoul of Metro target political extremism, or at least the right-wing end of it. “DTFilter Out the Far Right,” one of the ads says, showing a handgun going down the toilet.

Another says, “DTFantasize about 2020.” Hobley, in an email, said Metro justified its rejection of the two ads because they “show strong opinion towards one political group over another.”

NEW YORK First lady Melania Trump’s parents became U.S. citizens in a naturalization ceremony in New York on Thursday, completing a years-long immigration process even as President Trump has called for new laws to bar Americans from sponsoring parents and other relatives.

Michael Wildes, an attorney for Viktor and Amalija Knavs, who had been living in the country as legal permanent residents after leaving their native Slovenia, confirmed that his clients took the oath of citizenship.

Stephanie Grisham, a spokeswoman for the first lady, declined to comment, “as they are not part of the administration.”

The Washington Post first reported in February that the Knavs had gained legal permanent residency and that legal experts believed it was likely that the first lady had sponsored their applications for family-based green cards. Permanent residents typically have to hold green cards for five years before they can apply for U.S. citizenship.

Wildes told reporters in New York that the Knavses received no special treatment because of their relationship with the first family.

The prevailing wisdom on healthy pregnancies has long been to just wait it out. Only after reaching the full-term 40-week mark will many doctors consider hurrying a birth along with drugs. The thinking is that inducing labor increases the risk of complications, which lead to more Caesarean sections, putting baby and mother at risk.

A new study suggests that idea might be wrong.

The research, published in the New England Journal of Medicine, studied over 6,000 women in 41 hospitals.

About half were induced in the 39th week of pregnancy. The others were allowed to let their pregnancies progress past that.

The study’s outcome was a surprise: Women induced at 39 weeks were less likely to need a C-section than those who waited to let labor begin spontaneously — 18.6 percent for the induced group, compared with 22.2 percent for the other group.

The study’s authors characterize the research as a game-changer for women suffering from discomforts of later-term pregnancies and for those who want to be able to schedule their deliveries.

But the American College of Obstetricians and Gynecologists and the Society for Maternal-Fetal Medicine emphasized that their review of the study showed only that it’s “reasonable” for obstetriccare providers to offer this as an option. ARIANA EUNJUNG CHA

POLITICS Vice President Pence laid out an ambitious plan Thursday that would create a military command dedicated to space this year and eventually establish a “Space Force” as the sixth branch of the U.S. military.

In a speech at the Pentagon, Pence warned of the advancements that potential adversaries were making and issued what amounted to a call to arms to preserve the military’s dominance in space.

“Just as we’ve done in ages past, the United States will meet the emerging threats on this new battlefield,” he said. “The time has come to establish the United States Space Force.”

The creation of a new branch of the military — the first since the Air Force was created in the wake of World War II in 1947 — could require a significant reorganization of the Pentagon. Some officials within the military and national security communities fiercely oppose the idea. The Air Force in particular might lose key responsibilities.

The proposal would also need congressional approval.

In the meantime, White House officials have been working with national security leaders to aggressively move ahead without Congress. The first step would be to create a U.S. Space Command

Precocious at the plate At 19, Juan Soto is tearing up the major leagues and showing no signs of stopping NATIONALS Most of the time, the notion that a breakout baseball player isn’t getting the attention he deserves is just plain silly. But as a teenager on one of the more star-studded rosters in the majors, Juan Soto has people around the game starting to ask whether his national profile should be bigger.

In 70 games this season, Soto is hitting .305 with 14 homers and 40 RBIs. He is compiling the kind of season future Hall of Famers have at his age. He has been so good that it strains belief. Braves broadcaster Joe Simpson implied Tuesday that Soto might not actually be 19 years old.

“If he is 19,” Simpson said, “he has certainly got his man growth.”

Nationals general manager Mike Rizzo said he tracked down Simpson and expressed displeasure over the comments. Rizzo felt they attacked his integrity, Soto’s integrity and the integrity of the Nats’ scouting department, which found Soto in the Dominican Republic.

The Nationals gave him what was, at the time, the biggest international signing bonus in their brief history when they paid Soto $1.5 million at age 16. Soto was mature beyond his years and bursting with muscles long before he signed the deal.

Nats reliever Wander Suero, another rookie who came up through the Nats’ Dominican academy, said he saw something different in Soto from the start.

When Soto began putting up results, largely because of his discipline in the box, his discipline out of it never wavered. He is only a teenager, and baseball has not seen a teenager like him in some time.

John David Washington solidifies his career path with ‘BlacKkKlansman’ FILM John David Washington, the star of Spike Lee’s new film “BlacKkKlansman,” began working with the director long before he even knew he wanted to be an actor — two decades before, in fact.

When Washington was 7 years old, he visited his father — a burgeoning leading man named Denzel — on the set of Lee’s 1992 biopic “Malcolm X.” Lee happened to be filming a climactic scene in which elementary school students rise, one by one, and declare, “I am Malcolm X.” “My mom asked if I wanted to be one of the kids,” Washington recalls. “I was like, ‘Heck, yeah, I want to do it.’ I was told to listen to Uncle Spike: ‘You’re going to get up and you’re going to say these words.’ I did it seven times and we got it — I think I nailed it.”

Twenty-three years passed before Washington would act on screen again. Although he harbored an appreciation for the acting craft, calling it his “secret love,” Hollywood stardom didn’t appeal to him.

“Because of who I was related to, I guess I saw what success looked like,” he says. “I just liked the stuff [my father] was doing before all of the noise.”

So Washington carved out a different path, starring as a running back at Morehouse College before spending five years in NFL Europe and the United Football League. When a torn Achilles tendon put an end to his athletic aspirations, he decided to follow in his father’s footsteps after all.

In 2015, he reintroduced himself as hotheaded NFL star Ricky Jerret on the HBO series “Ballers.”

Now, Washington has reunited with Uncle Spike to take on the lead role in “BlacKkKlansman.”

The 34-year-old plays Ron Stallworth, an undercover Colorado Springs police officer who infiltrated the Ku Klux Klan in the late 1970s. As the movie’s opening text helpfully clarifies, yes, “Dis joint is based upon some fo’ real, fo’ real s---.”

“Nobody knew about this story,” Washington says. “You have an opportunity to share a piece of history in a country where I was born in, in this medium, and to do it the way Spike did it? That’s why I do this.”

Lee uses “BlacKkKlansman” to deconstruct various shades of bigotry, all of which are deeply disturbing in their own way.

The film ultimately positions itself as an interrogation of America’s racial politics, drawing not-so-subtle parallels between white supremacism of decades ago and the current alt-right movement.

“This has been a problem for a long time and continues to be,” Washington says. Gesturing toward the movie’s poster, which features the tag line “Infiltrate hate,” he adds, “When I say, ‘This is a problem,’ I’m talking about that word right there: hate. Hate is a problem.”

“Jason Statham fights a giant shark” is both “The Meg’s” plot summary and a decent Mad Libs answer.

You’re going to need a bigger boat — and a plot Jason Statham can’t save ‘The Meg’ from a nondescript narrative FILM REVIEW Notwithstanding its obvious similarities to a certain summerof-’75 blockbuster about a great white shark, the new thriller “The Meg” — about a 75-foot shark — may remind you of a more recent, and entirely different, movie: “Skyscraper.”

Both films center on superlatives: the world’s tallest skyscraper; the world’s biggest shark. (In this case, it’s a living specimen of a prehistoric Megalodon, long thought to be extinct.) Both feature bald action stars: Dwayne Johnson in “Skyscraper”; Jason Statham in “The Meg.” And both are coproductions between Hollywood studios and Chinese-owned production companies. They are also both not just examples of popcorn movies but, like popcorn itself, blandly satisfying yet forgettable.

What he’s really doing, though, is waiting for redemption, which arrives in the form of a request to save his ex and two of her marine biologist colleagues from a submersible research vessel that has become disabled while exploring a previously unknown section of the seabed: a trench

hidden beneath a thermocline, or cloudlike layer of super-chilled water. But what follows Jonas and the rescued scientists to the surface — via the hole they have just punctured in the cold water — is the mother of marine monsters.

Directed by Jon Turteltaub (“National Treasure”), from a screenplay adapted from Steve Alten’s 1997 book, “The Meg” takes its sweet time getting going, and doesn’t really start delivering on the expected thrills and chills until a scene in which Jonas, tethered by cable to a ship, dives into the ocean — with, inexplicably, no shark cage — to shoot a tracking device into the fin of the titular beastie. What follows is a series of increasingly close calls, intercut with comedy — a little too much of that — and scenes centering on the budding romance between Jonas and a scientist played by Chinese actress Li Bingbing.

Unlike Johnson, Statham does not have the charisma to carry this film. He gets the job done all right, but makes it feel more like work than play. MICHAEL O’SULLIVAN

Report: Gunn could return to ‘Guardians’ Disney and Marvel are considering bringing fired director James Gunn back for “Guardians of the Galaxy Vol. 3,” Deadline reported Thursday.

Disney swiftly dismissed Gunn last month after conservative news outlets highlighted old tweets in which the filmmaker, an outspoken critic of President Trump, made offensive jokes about subjects including rape and pedophilia.

Discussions about Gunn’s potential return reportedly came about after the entire main cast of “Guardians of the Galaxy,” including Chris Pratt, Zoe Saldana, Bradley Cooper and Vin Diesel, signed a letter in support of the director. The Hollywood Reporter said Wednesday that Disney still planned to use Gunn’s script for “Vol. 3.” (EXPRESS)

Don’t look past the ‘Dog Days’ of summer FILM REVIEW A galumphing comedy offered as a balm for the late-summer doldrums, “Dog Days” crossbreeds romantic cliches with cute canines and inspired bits of offbeat humor. As a cinematic mutt, it possesses a certain scruffy charm, as long as you’re in the mood to forgive its lapses.

Although structured like the now-classic rom-com anthology “Love Actually,” “Dog Days” lacks the polish and originality of that 2003 film, failing to dodge — or at least reinvent — the tired tropes, or to link all its disparate characters gracefully.

Despite that, director Ken Marino manages to find the funny and the weird within the movie’s cliches. If “Dog Days” is better than it deserves to be, it may be because of the filmmaker’s comedic chops.

Plus, he has a cast of performers — including Nina Dobrev, Vanessa Hudgens, Adam Pally and Eva Longoria — who are blessed with true comic pedigrees: spot-on timing and the ability to improvise.

Together they wrangle “Dog Days” into reasonable shape, linking subplots about a dozen or so people and their dogs. Although set in Los Angeles, the movie settles into corners of it that feel cozy and neighborhood-y.

Hey, it’s August. It keeps raining. What’s the harm in a little drollery and drool?

Real men wear their lady’s shirts Ryan Seacrest said on Wednesday’s “Tonight Show” that he recently wore one of his girlfriend Shayna Taylor’s shirts, thinking it was his. While visiting Taylor in Los Angeles, Seacrest put on a soft, deep V-neck for a barbecue date night.

“I put it on and I’m so proud of it,” Seacrest said. “I say ‘Hey babe, what kind of kabob would you like?’ And she says, ‘Why are you wearing my shirt?’ ”
