Government seeks cooks with clearance Cafeterias in need of staff are bedeviled by background checks REGION The lunch lines at the main cafeteria of the Food and Drug Administration in White Oak, Md., are bigger than the brunch crowd at 14th Street’s latest farmto-table, artisanal restaurant. And the staff is struggling to keep up. They’re short at least three employees to help prepare the dragon rolls, work the turkey carving station and replenish the croutons at the salad bar. In post-Edward Snowden Washington, hiring for official kitchens is grinding to a crawl. Every busboy, dishwasher and cashier requires elaborate background checks, including waits for fingerprinting, a credit check and sometimes even a polygraph. “This says so much about Washington right now,” said David Filbeck, director of staffing at Occasions Caterers, which serves the State Department, the Defense Intelligence Agency and others. Before Snowden, he had to wait less than a week for background checks for his waitstaff. But in recent months, they take up to six weeks, he said. Why would kitchen staff wade into that bureaucratic rigmarole? Most are instead finding ready

It’s long been true that support staff — NASA janitors, CIA drivers — need varying levels of checks and clearance. What’s changed is that every agency “is running frantic about accidentally hiring the next Snowden, Bradley Manning and [Navy Yard shooter] Aaron Alexis,” said Evan Lesser, founder of ClearanceJobs.com. Undocumented immigrants, a staple of kitchens across D.C., need not apply for federal jobs. And kitchen staff say they often fail the credit check because
they tend to be low-paid and frequently change jobs. “We chefs lead kind of storied lives for background checks,” said Frank Ruta, who was a White House chef during the Reagan administration. “In Washington right now, the labor pool hasn’t caught up with the boom. Knijah Amore Bibb’s mother was visiting a friend at the home when two men got into an argument over clothes, the 3-year-old’s family said. Investigators believe the suspected gunman, Davon Wallace, 25, became angry after seeing his girlfriend’s teenage brother wearing his clothes, family said. Wallace returned with a gun and shot into the house from the yard, aiming for the room of his girlfriend’s younger brother, police said. Knijah was hit with one of the shots. The dietary supplement maker at the center of a trial of former Virginia Gov. Bob McDonnell and his wife says it’s halting sales of its product called Anatabloc. Rock Creek Pharmaceuticals Inc. said Monday it is voluntarily stopping sales while it sorts out issues with the Food and Drug Administration. Last year, the agency sent a letter to the company, previously called Star Scientific, saying that its products contain a new ingredient that requires approval before it can be marketed. FBI opens Mo. killing investigation FERGUSON, MO. A black teenager who was fatally shot by a police officer had his hands raised when the officer approached him with his weapon drawn and fired repeatedly, according to two men who said they witnessed the shooting, which sparked a night of unrest in suburban St. Louis. The FBI opened an investigation Monday into the death of Michael Brown, 18, who police said was shot multiple times Saturday after being confronted by a white officer in Ferguson. Authorities were vague about what led the officer to open fire, except to say that the shooting was preceded by a scuffle. It
was unclear whether Brown was involved in the altercation. Phillip Walker said he was on the porch of an apartment complex overlooking the scene when he heard a shot and saw a white officer with Brown on the street. Brown “was giving up in the sense of raising his arms and being subdued,” Walker said Monday. The officer “had his gun raised and started shooting the individual in the chest multiple times.” Dorian Johnson offered a similar account, telling WALB-TV that he and Brown ran away from the police officer before Brown put his hands in the air. The St. Louis County Police Department refused to discuss Johnson’s remarks, citing the investigation. But county Police Chief Jon Belmar previously said an officer encountered Brown

A container ship crew on Monday rescued three people who were stranded in a sailboat off the Hawaiian islands for about 24 hours as Hurricane Julio battered their vessel with giant waves and high winds that ripped off one of its hatches. The sailors were in good condition, Coast Guard Chief Warrant Officer Gene Maestas said. The three people got into trouble while sailing the 42-foot Walkabout from California to Hawaii, Maestas said. For the uncircumcised men from other tribes in the area, however, it is not time to party, it’s time to flee. At least 12 men from other tribes have been forcibly circumcised since the start of the circumcisions in August, according to police and local authorities. Others have sought refuge in police stations to avoid the knife’s cut. The Bukusu ethnic group prefers traditional circumcisions using simple tools and no anesthesia. But tradition can be disastrous. A 13-year-old boy lost his penis this month after it was chopped off by a circumciser, according to local news reports. Adult male members of the
Turkana community living in the town of Moi’s Bridge are the majority of the victims of the forced circumcisions, according to local official Moses Okumu. Michael Ngilimo said a family member was forcibly cut by a group moving house to house in search of uncircumcised men. “They pounced on my uncle and circumcised him and left him there bleeding without treatment. I spent a sleepless nights as my uncle was bleeding,” he said. “I woke up very early to go and look for medicine.” Wycliffe Khaemba, a laborer from the Bukusu tribe, said that because Turkana were living among them and marrying their girls, “we want them to be clean.” No one has been arrested for the involuntary circumcisions, said Okumu, the local government official. (AP) The drug ZMapp is a cocktail of specially engineered antibodies designed to target and inactivate the Ebola virus. It is so novel and that its effectiveness remains unknown. It would take months to produce the drug in any modest quantity.

Photos expose the brutality of Syria’s civil war Shocking images allegedly showing a child holding aloft the severed head of a Syrian soldier have created an uproar in Australia, the home country of the jihadist who first posted the picture on Twitter. Khaled Sharrouf, an Australian national now wanted on terrorism charges, posted the image of a child thought to be his son with the caption “That’s my boy!” The photo shows the boy holding up what looks like a blood-encrusted head, assumed to have belonged to a soldier loyal to Syrian President Bashar al-Assad. The pictures led to denunciations from Australian officials. The Islamic State, said Prime Minister Tony Abbott, is “a terrorist army” and the images of severed heads were “more evidence of just how barbaric this particular entity is.” This is not the first time that Sharrouf, who is thought to be a schizophrenic, has participated in such grisly spectacle: In June, the newspaper Australian published images of Sharrouf posing among rows of dead Iraqis who had been massacred by his comrades. A friend of the Sharrouf family told the Sydney Morning Herald on Monday that it’s doubtful Sharrouf put his child in harm’s way. Amid chaos, Iraqis search for missing Yazidis escaped militants and Mount Sinjar. Now, a hunt for family members SEMALKA, SYRIA Trucks and jeeps trundled slowly across a pontoon bridge packed with refugees, children poking their heads out of windows and truck beds. Nearby, a distraught father frantically scanned them as they passed, hoping to catch sight of his missing son. Beside him, a young man searched for his sister, who he fears was snatched by extremists. Unknown numbers of men, women and children went missing in the chaos as tens of thousands of Iraqis from the Yazidi religious minority fled in a panic from militants, then spent a week hidden in a barren mountain range, where the situation grew dire from a lack of food and water. Some of the missing were lost as families scattered in panic under gunfire from extremists chasing them into the mountains.

Aided by U.S. airstrikes on militant positions that had blocked their route off Mount Sinjar, many Yazidis were finally able to escape Sunday and Monday, crossing into a Kurdish-held region of Syria. Once there, they walked or hitched rides farther north to Semalka to cross into Iraq’s Kurdish-controlled areas. At the Semalka crossing Sunday, trucks, jeeps and cars full of Yazidis inched across a pontoon bridge over the Tigris River,
which forms the border. Hundreds milled among them on foot, some barefoot, lips cracked from thirst, clutching water bottles, watermelons and flat bread loaves distributed by aid workers. Most said they had not eaten in days. Many searched for their missing relatives among the crowds. Over the course of an hour Sunday, at least a dozen Yazidis said

Nothing to argue: There’s absolutely no QB controversy The Twitterverse is making much out of nothing again. The Redskins’ quarterback debate re-emerged after Mike Reiss of espnboston.com wrote that backup quarterback Kirk Cousins was practicing better than Robert Griffin III during the Washington-New England joint workouts last week. “One of my biggest takeaways from Patriots-Redskins joint practices was surprise that Robert Griffin III didn’t look like the best quarterback on his own team,” Reiss wrote. “In fact, I thought Kirk Cousins was better than him, from the perspective of running the
offense, fine-tuned mechanics and how decisively the ball came out of his hand. I wondered if I was alone, and then heard the same sentiment echoed by some others in the Patriots organization.” So a Boston writer says he thinks Cousins is better and suddenly a quarterback controversy fills sports talk airwaves and social media. It’s not surprising given Redskins fans love nothing more than debating passers, but this is silly. “Robert’s our starting quarterback,” said offensive coordinator Sean McVay on Monday. “He’s done a great job making good decisions. So has Colt [McCoy] and Kirk for that matter. We’re really

pleased where we’re at as a quarterback room right now, but Robert’s our starting quarterback.” End of discussion. Go back to debating whether Cousins is worth a second-round pick in a trade. But the debate will continue throughout this season because Griffin figures to struggle at times while he transitions into more of a pocket passer. No longer will his legs convert first downs when his arm can’t. Griffin will run occasionally, but incoming coach Jay Gruden is making the third-year quarterback a pocket passer because it’s the smarter long-term strategy. One more knee injury could end Griffin’s career. The Redskins have too much at risk

Some days are diamonds, while some days are dust. “We have a good skill set in mind for what [Griffin] can do,” Gruden said. “Now we’re just trying to expand his skill set in the passing game.” Griffin’s one and only series against New England in the preseason opener last week was too brief to rate him. Cousins completed 9 of 13 for 103 yards and one touchdown, but that was against second- and third-teamers. The controversy just isn’t there. Griffin is the starter. At least, until he’s not.

Police in Bellevue, Wash., are investigating whether Seattle Seahawks running back Marshawn Lynch was involved in an assault and damage of personal property. The Bellevue Police Department released a statement Monday morning saying that the alleged incident took place around 2:30 a.m. Sunday and that Lynch is alleged to have been involved. BASEBALL Several years ago, craft beer started taking off at Cincinnati’s Great American Ballpark. From 2011 to 2012, sales went up by 20 percent. From 2012 to 2013, they were up 47 percent. So when it came time to create a new hangout in a highly trafficked spot on the third-base concourse, the ballpark went all-in on craftstyle beers. The new Reds Brewery District — an 84-foot-long bar with more than 50 taps — included more than 20 craft offerings when it opened this spring. And the market exploded. Counting single-day offerings, the Reds’ selection of distinct beers went from 42 to more than 130 — the most in Major League Baseball, according to a Washington Post analysis. The biggest-selling beer at
the Brewery District is still Bud Light — not exactly a craft product — but stadium officials found that rather than taking away from existing beer sales, craft consumers were actually creating a new category. “It’s not the same people that are drinking Bud, Bud Light, Miller Lite,” said Don Dierig, district manger for Delaware North Sportservice at Great American Ball Park. “It’s more of a younger demographic, and that’s what that younger demographic is looking for — things that aren’t necessarily what they saw their parents drinking growing up, but more what’s popular in the bars and restaurants they hang out in.” The Nats aren’t as craft beercrazy as Cincinnati, but they’ve also made changes in their offerings. Sure, you can bring babies to the barre EXERCISE Megan Brown learned the hard way that new moms face a complicated dance after giving birth. They want to lose the baby weight, but intense exercise can lead to injury. “I was so eager, so impatient to get my body back, that I overdid it,” says Brown, mother of two and co-owner of Mind the Mat, a Pilates and yoga studio with locations in Arlington and Alexandria. “I found myself in physical therapy eight months after my C-section because I had scarred down all my abdominals — because I was working them too hard.” Brown wanted to help other women avoid similar mistakes, so she developed pre- and postnatal classes for the studio. One particularly popular offering in the lineup: Mommy and Me Pilates Barre. For the past six months, the classes have given Emily McCarthy, 34, an excuse to bring her 8-month-old daughter Maude to the barre. Although they’re only drinking milk and water, it’s a pretty happy hour. “It got me out of the house,” McCarthy says. “It helped me have structure in the beginning;
now it helps me feel stronger.” The class emphasizes safe abdominal training, which is especially critical after pregnancy. One potential issue: The two sides of the rectus abdominis — the “six-pack” muscle — may have separated as the fetus grew. That’s the kind of information an ob-gyn doesn’t always share with patients, says Amy Barnes, owner of Barre-Tech, a pair of studios devoted to ballet-inspired toning classes. Barnes, who is about to give birth to her first child, devoted several workshops this summer to postpartum strengthening techniques. They were such a hit that Barre-Tech will be launching a weekly Saturday class at its Del Ray location this month. (Students can expect to see a class soon at BarreTech’s Clarendon studio, too.) Xtend Barre Old Town, which opened this summer, plans to get in on the trend by offering “Babies on Board” classes this fall. The national chain’s new program addresses muscle imbalances developed during pregnancy and combats strain in the neck, arms and back caused by nursing. What moms won’t see in any of these classes are traditional abdominal crunches, or “superdynamic” moves, such as switch lunges or jumps, Barnes says. What makes barre exercises effective for moms is that they

One of Mind the Mat’s signature moves, which is designed to strengthen the lower abdominals, is jokingly called “twerking” or “The Beyonce”: While holding the barre (either with the baby in one arm, or a carrier), go into a squat with your legs wide and your toes
turned out, and do a series of tiny forward pelvic tucks. There might always be some impromptu steps added to the routine — moms and instructors have come to accept that this variety of barre has quirks you won’t find at other ballet-inspired classes: babies squealing, moms breast-feeding, toy rattlers noisily shaking. But watching a room full of women juggling their babies’ needs while still managing to work out is always inspirational for Brown: “I’m like, ‘Can I take a picture of you, or is that weird? You’re a supermom!’ ”

Tell your mom that you are struggling to sit by while your friend is being betrayed, and that you hope she is counseling Mike to move toward progress — and that otherwise, it’s asking too much of you to keep quiet. What’s up with that? According to a survey by Lauren Streicher, an associate clinical professor at Northwestern University’s medical school, about 25 percent of incontinent women have accidentally urinated on themselves during exercise. Midworkout leakage may indicate weak pelvic floor muscles (the ones that help you “hold it”). If this type of incontinence affects you, see your doc, who can rule out other issues like an infection. There are exercises you can do to help, depending on the severity of the problem. Getting the pelvic floor and deep abdominal muscles to work together could make a difference, says Helene Byrne, author of “Exercise After Pregnancy.” To focus on your pelvic floor, Byrne suggests sitting on the corner of a hard chair with your legs about hip-width apart. Roll your pelvis forward so you have more weight toward your pubic bone. Squeeze the anal sphincter first, then the vaginal sphincter, while also tightening your core muscles. Hold tightly for 10 seconds, then release. Complete eight sets of 10 reps each day.

You know what’s worse than farting in a crowded weight room? Nothing. What’s up with that? Exercise can promote gut motility, so it’s a great way to improve regularity, says Agarwal. But there’s a downside: When an exercise increases abdominal pressure (think squats, lunges, crunches), it may also prompt the release of gases trapped in your digestive tract. So try watching what you eat right before a workout. “If you consume certain foods or drinks such as broccoli and carbonated soda too close to exercising, it may create more gas in the stomach,” Agarwal says.

OBITUARY Robin Williams, the Academy Award winner and comic supernova whose impressions dazzled audiences, died Monday in an apparent suicide. He was 63. Williams was pronounced dead at his home in California on Monday, according to the sheriff’s office in Marin County. The sheriff’s office said a preliminary investigation shows the cause of death to be a suicide due to asphyxia. Williams had been battling severe depression recently, said Mara Buxbaum, his press representative. Twitter was lit up late Monday with tributes from actors who had worked with Williams. “I could not be more stunned by the loss of Robin Williams, mensch, great talent, acting partner, genuine soul,” tweeted actor Steve Martin. From his breakthrough in the late 1970s as the alien in the hit TV show “Mork and Mindy,” through his standup act and such films as “Good Morning, Vietnam,” Williams ranted and shouted as if just sprung from solitary confinement. He parodied everyone from John Wayne to Keith Richards, impersonating a Russian immigrant as easily as a pack of Nazi attack dogs. His personal life was often short on laughter. He had acknowledged drug and alcohol problems in the 1970s and ’80s and was among the last to see John Belushi before the “Saturday Night Live” star died of a drug overdose in 1982. Williams announced in recent years that he was again drinking

Duchovny is paying $8,333 a month in child support, expenses such as camp, private school and college, for their two children. He’s also paying $40,000 per month in spousal support to Leoni.
