A fugitive in Germany has been nabbed thanks to angry wasps. Oldenburg police said the unusual bust took place Monday after officers tried to arrest a 32-year-old man to serve an outstanding custodial sentence. The suspect fled and jumped from a balcony straight into a wasps’ nest. The irate insects attacked him, prompting him to run onto the street before jumping into an inflatable pool. Police arrested him there. (AP)
Heinz is offering to help a person who fears that the theft of a bottle of ketchup led to bad luck. The thief took a bottle from a New Jersey restaurant. But after a car accident and other misfortunes, he or she returned two bottles, with a note of apology. It said the theft was the worst thing the person had ever done, but he or she wanted to do something “risky.” Heinz has offered to pay for the car damage if the person contacts the company. (AP)

Fairfax leaning in to laptops EDUCATION At the end of some classes, Kimberly Scott directs her students at Chantilly High School to open Google Docs or Google Forms on their school-issued laptops and share two insights and one conundrum they took away from the day’s lesson. The 10 th-grade English teacher in the Northern Virginia suburbs exports the students’ responses to a spreadsheet, which she saves and from which she aggregates. Scott, who has taught for nearly 25 years, used to collect the answers on paper slips. Providing laptops to all of her students has forced the veteran teacher to think about new ways of teaching. “I have to keep myself trying new things,” she said. “Last year was a hugely revolutionary year for me. I almost went paperless.” Fairfax County Public Schools rolled out the laptops at Chantilly in 2016, as well as the eight middle and elementary schools that send students to the high school. The Fairfax system, the largest in Virginia and among the biggest in the nation, commissioned Johns Hopkins University to study the effects of laptops in schools that have already received computers. In the second year of the study, which looked at the 20172018 school year, teachers and students said they thought the laptops helped keep students more engaged. But some parents expressed concern about the quality of digital instruction and distractions from computers. School systems elsewhere in the Washington area already have adopted programs that provide laptops to all students, or they have built up laptop supplies. Arlington Public Schools provides every student with an iPad Air or a MacBook Air starting in third grade. At Robert E. Lee High School, social studies teacher Elizabeth Evans said the school-issued laptops are the only computers many students’ families have at home. “Every kid having a laptop does not make education equitable, but it is an important step in that direction,” she said. VIRGINIA Top Democrats in increasingly blue Northern Virginia are telling the Trump administration they’re against plans to open a shelter for unaccompanied minors in the region, and saying their jurisdictions should be compensated for potential impacts on local schools or hospitals. In a part of the state that is home to a large Latino immigrant community, elected officials say they disapprove of the way the federal government has handled migration at the southern border, where children have been separated from their families and placed in squalid conditions. “I am extremely concerned about your administration’s policy of separating children from their families when they cross the border into the U.S.,” Sharon Bulova, D, chair of Fairfax County’s Board of Supervisors, said in a letter sent Monday to the U.S. Department of Health and Human Services, which oversees care for unaccompanied minors. “Fairfax County wants no part in this heartless practice.” Last week, Alexandria Mayor Justin Wilson, D, sent a similar letter, while Phyllis Randall, D, chair of Loudoun County’s Board of Supervisors, said in a WAMU interview that such a facility “is not good for children.” HHS officials did not immediately respond Monday.

How much control local jurisdictions would have in the federal government’s effort to lease enough space to house up to 440 unaccompanied minors would depend on where the land is located and how it is zoned. HHS wants to build a “Virginia Residential Child Care Facility” that would have 147 staffers and include classrooms, sleeping areas and 2 acres of outdoor space for recreation, according to a formal solicitation by the General Services Administration. The agency previously said the facility would be among three new permanent shelters in communities with large numbers of immigrants from Central America, where most minors who recently came to the country came from.

Broader effort planned The Trump administration is proposing new permanent shelters for immigrant children in Virginia, Los Angeles and central Florida. Nationwide, HHS’s Office of Refugee Resettlement funds about 170 shelters in 23 states, holding 8,700 unaccompanied minors. local Using polarizing tactics, detectives seek clues in gruesome rape case FAIRFAX COUNTY When Fairfax County police arrested a man last month in connection with the brutal sexual assault in May of a 15-year-old girl with developmental delays, they seized a piece of evidence that might hold crucial evidence of the crime: the suspect’s iPhone. The phone’s GPS might have placed Kevin Caldwell at the scene, contained texts between him and his alleged accomplice or even video of an incident, but authorities quickly realized they could not access any of it. The phone required Caldwell’s
fingerprint to unlock it. A detective resorted to a controversial approach: She went to a magistrate and got an order to have Caldwell provide his fingerprints to gain access. In an age of increasing encryption, law enforcement officials say compelling a person to cooperate is sometimes the only way to retrieve make-orbreak evidence. They have asked magistrates and judges to order suspects to give up their fingerprints or passwords to unlock phones. Courts have also been asked to allow face scans. The trend has touched off heated legal battles in some state and federal courts over the constitutionality of such searches. Defendants often argue that
such searches violate their Fifth Amendment rights against self-incrimination. Fairfax police said the incident involving the teenage girl occurred May 16. She told detectives she left a family event at Mount Vernon County Club and ended up walking into a Wingstop restaurant, according to the search warrant. She asked Caldwell for a ride, saying she was lost. He declined, the warrant states. Caldwell and a second man, Andrew Collins, who was an employee at the restaurant, followed the teen into the bathroom and blocked the door, she told detectives, according to allegations in the warrant. Montgomery board members favor Smith’s return to lead district MONTGOMERY COUNTY Most Montgomery County school board members are expressing support for renewing the contract of Superintendent Jack Smith, saying they would like him to lead Maryland’s largest school system for four more years. Smith, 61, took the helm in July 2016 and recently began the final year of his contract, sparking questions about the depth of his support from the school board. Smith said in a statement that he has not decided whether to ask for a new contract but enjoys the work, adding that he feels committed to ensuring all students can “unlock their full potential.” Six of the school board’s eight members said they support Smith’s reappointment. Board members Jeanette Dixon and Karla Silvestre did not weigh in. Dixon noted Smith had not yet asked to stay on and Silvestre said she was not ready to weigh in. Four-hour slog: Md.-based intern treks daily to D.C. day in train fares and parking fees — on an intern’s salary. She was named Serenity, said her mother, Charlene Wolf, because the girl’s father, Joe Wolf, is a truck driver with a poetic streak. He’d remembered reading a poem in high school “about a pond or something that was serene and calm,” Charlene said. “My dad still tells me I’m the calm in his life,” Serenity said. On the ride to Glenmont last Thursday, Wolf, who was sitting in the aisle seat, asked the woman on the window side where she would be getting off. As the train approached the woman’s station, Takoma, Wolf stood, unprompted, to let her pass. It was noted to her that the gesture was particularly considerate among the man- and women-spreaders. “I know it’s awkward when I have to ask somebody to get by,” she said. One recent morning tested her serenity. The train was single-tracking. People were pushing onto the crowded car, until a woman standing over Serenity was being pressed nearly onto her lap. Serenity yanked off her headphones. “Why don’t you wait for the next train?” she yelled at the crowd. “There’s one right behind us!” To understand why she endures all this, consider that Taneytown has a population of approximately 6,800, according to census data. There are two grocery stores, a McDonald’s and a Subway. There’s not much to do other than hang out

During last Thursday’s afternoon commute, a 20-year-old woman with a faux pearl necklace was in the crowd of commuters boarding a Red Line train to Glenmont. “It’s usually around Rhode Island Avenue when I get tired of being on the Metro,” Serenity Wolf said. Indeed, when the train passed that station six stops later, she moaned, “I wish I was home.” But she was still two hours away. It’s a common thought on Metro: “I wish I was home already.” But next time that’s on your mind, think of Wolf and her pursuit of a better life. Wolf, an intern for the National Education Association, isn’t among D.C.’s privileged summer interns whose parents rent them short-term luxury apartments. She doesn’t have, in her words, a “silver spoon.” That morning, at 6:15, when the skies are just brightening, Wolf got into her car at her parents’ home in rural Taneytown, Md., about 20 miles from Gettysburg, Pa. Five days a week, she pulls out of her neighborhood at that time, sometimes stopping for coffee. That Thursday morning, she’d of course hit the red at the town’s lone traffic light. Ninety minutes of driving later, she’s just getting on the train at Glenmont, the far end of the Red Line, for what’s typically a sleepy half-hour ride to Farragut North. Then, after work, she does the whole trip in reverse. She spends $15 a

a gas station. “Most people in town are considered middle-class to upper middle-class,” Charlene said. “We don’t fit into that category. ... We live paycheck to paycheck and sometimes we go to the church to get groceries.” Some from her town go on to college. Others work at area manufacturing companies. There’s not much around that feeds Wolf’s interest in improving education for diverse kids. She hopes to eventually write curricula or become an education reform advocate. She thought a summer at a teacher’s union could give her a leg up.

TRANSPORTATION D.C. is offering free 3-mile taxi rides for residents and visitors to buy groceries at Safeway, Giant, Harris Teeter, Whole Foods and a Martha’s Table food pantry in Wards 7 and 8, as well as across the Anacostia River in Ward 6. Libraries, pools and recreation centers in Wards 7 and 8 are also part of the expanded pilot program for subsidized taxi rides set to run through the end of September. Before last Thursday’s policy shift, the city’s “Taxi-to-Rail” pilot was limited to trips to or from eight Metro stations east of the Anacostia in D.C. and Maryland. The city added two Metro station stops — Navy Yard and Potomac Avenue. But program backers say the bigger change is the inclusion of grocery stores and public facilities, intended to spur an effort that has lagged since its launch in May. The city will pay the first $10 of the taxi fare, which covers about 3.5 to 4 miles, and officials have budgeted $65,000 for the pilot. So far, just over 100 rides have been taken in the pilot, D.C. and taxi officials said. The program has no income or residency requirements. Those using the service must be going to or from a listed store location, public facility or Metro station, city officials said. Trump weakens wildlife protections as critics fear rollbacks could speed extinction ENVIRONMENT The Trump administration on Monday rolled out some of the broadest changes in decades to enforcement of the landmark Endangered Species Act, allowing the government to put an economic cost on saving a species and other changes critics contend could speed extinction for some struggling plants and animals. Interior Secretary David Bernhardt and other administration officials say the changes improve efficiency of oversight, while protecting rare species. “The best way to uphold the Endangered Species Act is to do everything we can to ensure it remains effective in achieving its ultimate goal — recovery of our rarest species,” Bernhardt said in a statement. “An effectively administered Act ensures more resources can go where they will do the most good: on-the-ground conservation.” Democratic lawmakers, several state attorneys general and conservation groups said the overhaul would hamper protections for endangered and threatened species. The Endangered Species Act is credited with helping to save
the bald eagle, California condor and scores of other animals and plants from extinction since President Richard Nixon signed it into law in 1973. The Endangered Species Act currently protects more than 1,600 species in the United States and its territories. The changes include allowing economic costs to be taken into account as the federal government weighs protecting a struggling species, although Congress has stipulated that economic costs not be a factor in deciding whether to protect a species. That prohibition was meant to ensure that the logging industry, for example, would not be able to push to block protections for a forest-dwelling animal on economic grounds. Gary Frazer, an assistant director at the U.S. Fish and Wildlife Service, told reporters that the government would adhere to that by disclosing the costs to the public, without being a factor for the officials considering the protections. But Brett Hartl, a government affairs director for the Center for Biological Diversity conservation group, contended any such price tag would be inflated, and

The changes “take a wrecking ball to one of our oldest and most effective environmental laws, the Endangered Species Act,” Sen. Tom Udall, D-N.M., said in a statement. “As we have seen time and time again, no environmental protection — no matter how effective or popular — is safe from this administration.”
WASHINGTON The Trump administration announced Monday it is moving forward with one of its most aggressive steps yet to restrict legal immigration: denying green cards to many migrants who use Medicaid, food stamps, housing vouchers or other forms of public assistance. Federal law requires those seeking to become permanent residents or gain legal status to prove they won’t be a burden to the U.S., but the new rules detail a broader range of programs that could disqualify them. The rules target those who entered the U.S. legally and are seeking permanent status. Under the new rules, U.S. Citizenship and Immigration Services will now weigh whether applicants have received public assistance, along with other factors such as education, income and health to determine whether to grant legal status. The rules will take effect in mid-October. Ken Cuccinelli, above, acting director of Citizenship and Immigration Services, said the rule change will ensure those who come to the country don’t become a burden, though they pay taxes. The newest National had, not long before, delivered the two most important batted balls in Sunday’s 7-4 victory over the Mets. The veteran admitted it hurt when the Mets expressed interest yet didn’t re-sign him last offseason, but he waved off the thought of any extra motivation in facing a former team. “I’m just going out there to do my job,” Cabrera said. “I’m just
here to help the team to win.” The infielder struggled earlier this season, hitting .235 in 93 games, and the Rangers designated him for assignment in early August. The Nationals, whom Cabrera played for in 2014, called. They upgraded their backup utility infielder spot from Adrián Sanchez, a light-hitting career minor leaguer with no home runs, to Cabrera, a .267 career hitter with pop (12 homers this year). Now, the Nationals have supplemental power with Howie
Kendrick on the injured list with a hamstring strain. The switchhitter also allows manager Dave Martinez to play matchups, which he did against the Mets’ elite righthanded starters, Marcus Stroman, Noah Syndergaard and Jacob deGrom. Martinez also wanted to give starting second baseman Brian Dozier time off while his wife, Renee, is expecting a child soon. And the rest for an eightyear veteran doesn’t hurt. Still, Martinez said, there’s no timeshare developing. “Dozier’s been great all year, he’s our second baseman,” the manager said. “I just know that, right now, I wanted to give him a couple days off.” When the Rangers cut Cabrera, the Mets were reportedly the first team to call. The 33-year-old instead opted to sign with one of the Mets’ most formidable obstacles to making the playoffs. In his first series at Citi Field since, Cabrera nearly single-handedly prevented the sweep on Sunday.
With the bases loaded and two outs in the first, Cabrera hit a sharp groundball to first base. New York’s Pete Alonso made a diving stop and came up firing to deGrom, the starter running over to cover the base. Juice is OK, but only in small doses
Can a diet hack your hormones? PERSPECTIVE Search for “hormone diet” and there are more than 30 recent books on the topic. The authors allege that the reason people over 35 struggle to lose weight doesn’t have to do with eating too much or not exercising enough. They say it’s your hormones working against you. According to these books, you can “trick your metabolism” and “feed your thyroid.” They claim that all you need to do is eat the right foods and take the right supplements, and you’ll unlock the secret to lasting weight loss. But is there any evidence these diets work? Some hormone diets are sold at weight-loss centers, created by self-proclaimed wellness experts who have no recognized credentials. They claim to promote rapid weight loss by affecting hormones such as insulin, which moves sugar from your blood into your cells; cortisol, the so-called stress hormone; sex hormones such as testosterone and estrogen; and thyroid hormones. Some of these diets ban the usual suspects: sugar and
sweetened foods and beverages, grains, potatoes, beans, milk and most fruit. But do hormone diets lead to quick and easy weight loss? “I don’t know of any diet that will change hormone levels in a way that these hormone changes will be instrumental in promoting weight loss,” Franck Mauvais-Jarvis, a professor of medicine at Tulane University’s medical school, said in an email. Why is the hormone story such a complicated one? Hormones are chemical messengers that coordinate or control processes throughout your body. There are at least 60 different hormones in humans, and we’re only beginning to understand how what we eat affects them. That means that diets that claim to help you “hack your hormones” for weight loss don’t have the evidence to back it up. Plus, according to the Centers for Disease Control and Prevention, a healthy rate of weight loss is 1 to 2 pounds per week, which would be 4 to 8 pounds per month. Diets that promise faster
How to promote hormonal wellness We know certain ways of eating help keep our hormones in balance. Here are a few tips. C.B. Maintain a healthy weight: Being at a healthy weight is key to balancing levels of several hormones, but a complicated diet isn’t the answer. Focus on diet quality: Reach for whole foods that are rich in fiber, vitamins and minerals, and stay away from fried foods, fatty meats and highly processed foods. Add in good fats: Healthy fats like in olive oil, nuts and oily fish trigger the release of hormones that help you feel satiated. Have protein-rich foods: Eating foods high in protein lowers levels of ghrelin, a hormone that makes you feel hungry. Aim to get 20 to 30 grams of protein at each meal. Keep moving: Exercise and resistance training have been shown to positively affect insulin levels and balance testosterone levels. Get plenty of sleep: Getting eight hours of sleep can positively impact cortisol, leptin and insulin levels.

Programs promising rapid weight loss don’t have the evidence to back that up
weight loss aren’t promoting healthy, sustainable changes, and often lead to weight regain. And yo-yo dieting is hard on your heart — and self-esteem. (An important note: Hormone diets are promoted for weight loss and are different from the approach used to manage hormone levels in individuals who have a true hormonal imbalance. If you think your hormones may be off, it’s important to see an endocrinologist. Hormone imbalances are medical conditions that often require medications.) The bottom line is that hormone diets are a repackaging of other weight-loss diets that don’t have enough evidence to support their claims. “When it comes to weight loss, there isn’t just one piece of the puzzle to focus on,” says Suneil Koliwad, an associate professor of endocrinology at the University of California at San Francisco Diabetes Center. “Just because we can measure hormone levels doesn’t mean we can adjust them in a desired direction.” CHRISTY BRISSETTE
There are reasons to be concerned about how juice operates as a sugar-conveyance system. An 8-ounce serving of juice and cola both contain about 30 grams of sugar on average — that’s almost 8 teaspoons. Plus, most commercial juice eliminates wholesome fruit parts, such as skin and pulp. And goodbye, fiber. Smoothie blends made from whole fruit may have a gram or two of fiber, but just as much sugar as any other juice. It’s better to eat whole fruit instead — to get more fiber and cut down on sugar. But there is one bright spot: Fruit juice does offer some nutrients. Studies show that drinking no more than 5 ounces a day is linked to a lower risk of heart disease and stroke. So a small amount of fruit juice seems to be OK. (TWP)

‘The Girls’ tries to process the Nassar scandal

Equal opportunity: ‘Sketch Show’ has a full range of gags A new HBO series has a deceptively simple title. Really, just a label: “A Black Lady Sketch Show.” Yet those few bland words are a reminder of the radical nature of this program. In the history of television comedy, black women are often invisible women. “Saturday Night Live” had only four black women in its cast from 1975 to 2013. In our multicultural
world, the idea of a show written by and performed by African American women shouldn’t be groundbreaking. But it is. “A Black Lady Sketch Show” (11 p.m. on Fridays) was created, of course, by a black lady: Robin Thede (one of the rare African American women in the late-night talk show club, though her BET show was canceled last year). Along with Thede, the main writerperformers are Ashley Nicole Black, a former correspondent

for “Full Frontal With Samantha Bee”; Gabrielle Dennis, who’s acted in several series, including “Luke Cage”; and stand-up comic and actress Quinta Brunson. Also contributing is buoyantly hilarious Amber Ruffin, whose “Amber Says What” segments on “Late Night With Seth Meyers” are Just. Too. Much. Thede and her crew must have felt pressure to prove that black ladies can do a sketch show as clever, if not better, than the many “White Man Sketch Shows” out there. Only if they were feeling stressed, you’d never know it. The ladies, who clearly are all BFFs, are effortlessly, amazingly funny. They poke fun at issues specific to black women, like the care and maintenance of hair (“unnecessary pain is an important point of being a black woman”). They also
take sharp aim at racial issues: When the four black ladies find out they’re the last people alive on earth, Dennis rejoices, “We don’t have any mediocre white people getting promoted over us.” But their humor transcends gender and race. As a sideburned groom in oversize sneakers, Thede has trouble saying, “I do.” It comes out: “Don’t I?” Then the character raps to the tune of the wedding march: “Dah, dah, dah, dah, dah — damn, we good.” And those black lady writers know how to end a skit with a great twist. BOOK REVIEW Gymnastics is an exercise in cognitive dissonance, with a linebacker’s grit packaged in a sparkly, spangly leotard. For decades in U.S. gymnastics, there was a more secret vile contradiction: the Michigan State University and USA Gymnastics doctor who treated thousands of young athletes but was, in fact, “the most prolific sex criminal in American sports history.” This is how Abigail Pesta, author of “The Girls: An AllAmerican Town, a Predatory Doctor, and the Untold Story of the Gymnasts Who Brought Him Down,” introduces Larry Nassar. At his sentencing hearing, more than 150 survivors directly addressed Nassar, who was given 40 to 175 years in prison for his battery of sex crimes. The Nassar case has made headlines for years, and Pesta’s book, which came out last week, aims to disclose what is not already known about the scandal through interviews with 25 survivors. In this effort, she is only partly successful. Although Pesta’s reporting gives a damning portrait of the culture that aided and abetted Nassar, she rarely steps back to put the story in a broader context. In some ways, her writing mirrors the cloistered space in which these women were groomed and abused, where there is no world beyond the walls of the gym. JESSICA M.
