A dog was lured away from a busy highway by a teddy bear. State police got multiple calls about a dog dashing through traffic on Interstate 291 in Springfield, Mass., on Sunday. Trooper Corey Brown saw a Doberman pinscher running down a lane, masslive.com reported. Brown grabbed a hot pink teddy bear from his cruiser. The dog loved it and grabbed it quickly, following commands to sit. The dog was safely returned to its owner. (AP)
It was no fairy tale, but a rescue on a Minnesota lake did involve a rainbow unicorn. Deputies from the Chisago County Sheriff’s Office spotted a group of women on an inflatable rainbow unicorn Saturday on Fish Lake. KMSP-TV reports the deputies pulled over to ask for a photo, but noticed the raft was stuck in weeds. The sheriff’s office tweeted: “With a handful of laughs and some mad rescue roping skills, they were pulled back to the dock!” (AP)
A firefighter rappelled from a bridge to rescue a dog stranded at the base of a waterfall. Paterson, N.J., firefighters were called to Great Falls on Sunday. Fire Capt. Scott Parkin made his way down to the animal and lured it in with food. Parkin put a net over the dog before it was lifted to safety. Parkin said his father rescued a dog from the same spot in 1975. Authorities aren’t sure how the dog became stranded. It has been named Paterson. (AP)

Wilson Building will feature small exhibit of graffiti legend’s work CULTURE Everyone knew his name. For years, an underground icon who went by Cool “Disco” Dan scrawled his moniker in nearly every corner of the nation’s capital — Metro cars, back alleys, the roofs of buildings. His spray-painted tag was ubiquitous in the 1980s and ’90s, and his legend towered over a grittier Washington. But next month, a little more than a year after his death, the work of Cool “Disco” Dan, whose given name was Danny Hogg, will be displayed in one place the graffiti artist probably never would have expected: an art exhibit at the Wilson Building, the District’s city hall. “It is an episode of law breaking that will be displayed in a place of lawmaking,” said Josh Gibson, the D.C. Council’s
director of communications. It’s “complicated,” Gibson conceded — and is, perhaps, made more so by the timing of the announcement, which came two days after the D.C. Department of Public Works announced that the mayor’s eight-week “Great Graffiti Wipeout,” erased 902 graffiti markings. Had “Disco” Dan still been alive and writing, it’s likely his name would have been among those erased. Gibson said displaying Cool “Disco” Dan’s work at the Wilson Building pays tribute to D.C.’s history. “It’s just D.C.,” he said. “Real, hardcore, District D.C. NonWashington, nonfederal, real D.C.” That’s the city Gibson remembers from riding the Metro in the late ’80s. He was one of the many who counted the Cool “Disco” Dan tags from the train. After Hogg died, Gibson, who runs the D.C. Council Twitter handle, sent a tweet asking for the public’s help in identifying

any remaining Cool “Disco” Dan tags. Many people suggested looking along the Red Line. One day, Gibson spotted Hogg’s legendary tag on a rusted, out-oforder railroad telephone box. He asked CSX about it, and the freight company cut down the box and gifted it to the council. The other piece that will go up in the Wilson Building in September once hung in the Corcoran Gallery of Art. The Cool “Disco” Dan tag is visible below frayed posters on a peeling piece of plywood. For artists who want to make street art, there is a legal way, said Gabriel Robinson, the chief operating officer at the Department of Public Works. Maybe the next Cool “Disco” Dan will come up through MuralsDC, a city program that partners with artists to create legal murals, Robinson posited. “This program really allows artists to know that there is a legal way to push out their artwork,” he said. “They don’t have to remain in the shadows.” But in the shadows is where Hogg worked. And thrived. In a 1991 Washington Post profile, Hogg said people sometimes told him, “Why do you write your name on the wall? D.C. police make arrest in 4 sexual abuse cases
Baltimore’s police commissioner says an officer recorded while repeatedly punching a man could face a second-degree assault charge. Interim Commissioner Gary Tuggle said Monday that investigators are considering that charge for the officer who resigned after Saturday’s encounter. Tuggle called the attack “disturbing.” He didn’t name the officers. (AP)
A suspect has been arrested in four sexual abuse incidents around D.C. in the past few months, police said Friday. Santiago Rodriguez Campos, 34, of Alexandria, was arrested and charged Thursday. Arlington County Police also charged Campos with sexual battery and indecent exposure in an incident that took place in August 2017, police said Monday. (TWP)

District faces criticism over handling of rally Some say the city was too accommodating to white nationalists THE DISTRICT As the D.C. region tallies the cost of a massive police effort to protect two dozen white supremacists who rallied in “Unite the Right 2” on Sunday, some are questioning whether the extremist group received too many accommodations. D.C. police and the mayor called the event a success — no injuries, one minor arrest — and said security measures were solely designed to physically separate white nationalists and protesters with a history of violent clashes. But those same methods included what appeared to observers as amenities — police escorts and a semi-private Metro rail car to spirit the rally’s organizer, Jason Kessler, in and out of the city. “All these police here, and they’re protecting them?” said Bethan Neal, who joined thousands of counter-protesters held by police at a distance from Kessler and his group. The region’s ability to ensure a peaceful event may turn out to be a double-edged sword. Kessler, who thanked D.C. police and other law enforcement agencies for protecting his right to free speech, said it went so smoothly, he’d like to return. “Hopefully, we’ll do more demonstrations in the

But investigators concluded the harsh treatment described by detainees at the Shenandoah Valley Juvenile Center did not
meet the state’s legal threshold of abuse or neglect, according to a copy of the findings issued Monday by the Virginia Department of Juvenile Justice. The regulators did make several recommendations to improve conditions inside the facility, including hiring more bilingual staff and better screening to provide care for detainees who suffer from mental health issues. Three sentenced in AU grad’s shooting death Three D.C. men were sentenced to more than a decade in prison Monday in the fatal daytime shooting of a man who was walking by the Shaw-Howard U Metro station in August 2015 when he was caught in crossfire between rival gang members. In June, the men, Marcus King, 22, Andrew Dudley, 22, and Christopher Proctor, 28, each pleaded guilty to voluntary manslaughter in the death of Matthew Shlonsky, a 2014 American University graduate. POLITICS Peter Strzok, a longtime FBI agent who was removed from the Russia investigation over anti-Trump text messages, has been fired by the agency, his lawyer said Monday. The FBI had been reviewing Strzok’s employment after the politically charged text messages were discovered last year. President Trump’s allies have seized on the texts, saying they show the investigation into possible coordination between the Trump campaign and Russia is tainted by political bias. Strzok was fired late Friday by FBI Deputy Director David Bowdich, said his lawyer, Aitan Goelman. He said the 21-year veteran of the FBI was removed because of political pressure and “to punish Special Agent Strzok for political speech protected by the First Amendment.” Goelman also said the FBI had overruled the agency’s Office of Professional Responsibility, which he said had determined that a 60-day suspension and demotion from supervisory duties was “the appropriate punishment.” Strzok, who sent the text messages to FBI lawyer Lisa Page, vigorously defended himself at a combative House hearing

Strzok repeatedly insisted the texts, including ones in which he called Trump a “disaster” and said “We’ll stop” a Trump candidacy, did not reflect political bias and had not affected his work. Strzok worked on the early stages of the Russia investigation in 2016 and worked on the special counsel’s team for a few months after Robert Mueller was appointed in May 2017. Strzok was also an investigator on the probe into Democrat Hillary Clinton’s email sever in 2016. An internal Justice Department report blamed Strzok and Page for creating an appearance of
impropriety through their texts but found the outcome of the probe was not marred by bias. Trump said in a tweet Monday that Strzok is one of many “bad players” in the FBI and the Justice Department. “It is a total Hoax,” Trump said of the Russia investigation. “No Collusion, No Obstruction — I just fight back!” He also tweeted that the Clinton probe “was a total fraud on the American public and should be properly redone!” House Republicans cheered Strzok’s firing, with House Majority Leader Kevin McCarthy saying it was “long overdue.”
This summer, the Transportation Security Administration is amping up its pilot test of new scanners that will allow travelers to keep items like liquids and electronics in their bags when going through security. Fifteen U.S. airports, including Washington Dulles and BWI Marshall, will employ new CT scanners, which resemble hospital CT scanners. The technology uses an X-ray camera to shoot hundreds of images, assembling a 3-D view of the objects tucked inside carry-ons. By improving detection, TSA hopes to reduce the number of secondary bag inspections and speed up the security process. (THE WASHINGTON POST)

Blue light leads to vision loss
The blue light emitted by smartphones and tablets contributes to blindness, according to research from the University of Toledo recently published in the journal Scientific Reports. The study found that blue light triggers a chemical reaction in molecules in the retina that kills cells and leads to macular degeneration, according to a press release from the University of Toledo. Macular degeneration is incurable and results in vision loss. (EXPRESS)

Are rich people more likely to act unethically? What is about money that makes people do bad things? It’s a fair question, with the misdeeds of Paul Manafort and Rick Gates dominating the news. Six years ago, Dacher Keltner, a psychologist at the University of California at Berkeley, published experiments that confirmed many of our worst assumptions about the rich and the corrupting power of wealth. In one, researchers at a busy intersection with four-way stop signs tracked the model of every car whose driver cut off others instead of waiting their turn. People driving expensive cars were four times more likely to ignore right-of-way laws than those in cheap cars. “It told us that there’s something about wealth and privilege that makes you feel like you’re above the law, that allows you to treat others like they don’t exist,” Keltner said. Next, they had a researcher play a pedestrian trying to cross at a crosswalk and tracked which cars stopped as the law requires and which blew right past him. Every one of the cheapest cars stopped, while half of the expensive cars ignored the pedestrian in the crosswalk. In the past few decades, research has tried to capture the effects of wealth on behavior. Hundreds killed in battle for city GHAZNI, AFGHANISTAN Hundreds of people have fled four days of fierce fighting between Afghan forces and the Taliban over the key provincial capital of Ghazni that has killed about 120 security forces and civilians, the defense minister and witnesses said Monday. Nearly 200 insurgents, many of them foreigners, have been killed, the government said. Between the civilians who have left the city and those too fearful to venture from their homes into the streets, “Ghazni has become a ghost town,” said Ghulam Mustafa, who made it to neighboring Maidan Wardak province with 14 of his relatives. “The city became so dangerous,” the 60-year-old Mustafa said. Tunisian President Beji Caid Essebsi promised Monday to submit a bill to parliament soon that aims to give women equal inheritance rights with men, as debate over the topic of inheritance reverberated around the Muslim world. The current system, which is based on Islamic Shariah law, generally grants daughters only half the inheritance given to sons, and is standard practice in most Muslim countries. Essebsi said Monday his decision is based on Article 2 of the country’s Constitution, which he said “stipulates that Tunisia is a state based on citizenship, the will of the people and the supremacy of law” rather than religion. Rep. Keith Ellison, D-Minn., on Sunday denied allegations that he abused a woman with whom he was in a relationship. Ellison, who is deputy chairman of the Democratic National Committee and running for Minnesota attorney general in today’s primary, is denying claims that he dragged Karen Monahan off a bed by her feet and berated her with profane language. The claims, which the woman’s son made and she confirmed, have not been corroborated. The woman and her son allege that there is video of the incident, but did not respond to requests to provide the video.
Prosecutors charged Michael Drejka, a white man, with manslaughter on Monday in the July 19 death of Markeis McGlockton, an unarmed black man, outside a Clearwater convenience store. McGlockton’s girlfriend, Britany Jacobs, was seated in the couple’s car with two of their children when Drejka confronted her for being parked in a handicapped-accessible space. McGlockton, 28, had gone into the store with their 5-year-old son. Video shows McGlockton leaving the store and shoving Drejka to the ground. AP: Many of the company’s services store users’ locations regardless of privacy settings TECHNOLOGY Google wants to know where you go so badly that it records your movements even when you explicitly tell it not to. An Associated Press investigation found that many Google services on Android devices and iPhones store your location data even if you’ve used a privacy setting that says it will prevent Google from doing so. Computer science researchers at Princeton confirmed these findings at the AP’s request. For the most part, Google is upfront about asking permission to use your location information. An app like Google Maps will remind you to allow access to your location if you use it for navigating. If you agree to let it record your location over time, Google Maps will display that history for you in a “timeline” that maps out your daily movements. Storing your minute-by-minute travels carries privacy risks and has been used by police to determine the location of suspects — such as a warrant that police in Raleigh, N.C., served on Google last year to find devices near a murder scene. So the
company will let you “pause” a setting called Location History. Google says that will prevent the company from remembering where you’ve been. Google’s support page on the subject states: “You can turn off Location History at any time. With Location History off, the places you go are no longer stored.” That isn’t true. Even with Location History paused, some Google apps automatically store time-stamped location data without asking. (It’s possible, although laborious, to delete it.) The privacy issue affects some 2 billion users of devices that run Google’s Android operating software and hundreds of millions of worldwide iPhone users who rely on Google for maps or searches. Storing location data in violation of a user’s preferences is wrong, said Jonathan Mayer, a Princeton computer scientist and former chief technologist for the Federal Communications Commission’s enforcement bureau. “If you’re going to allow users to turn off something called ‘Location History,’ then all the places where you maintain location history should be turned

The company is pushing further into such location-aware tracking to drive ad revenue, which rose 20 percent last year to $95.4 billion. At a Google Marketing Live summit in July, Google executives unveiled a new tool called “local campaigns” that dynamically uses ads to boost in-person store visits. PHILADELPHIA For nearly 70 years, Dominic Ragucci believed the remains of his brother Emil had been swept out to sea during World War II. But on Monday, Dominic, 86, and his brother Victor, 91, stood on a tarmac in Philadelphia to greet Emil’s remains as he finally made it home. Emil, who died in 1943, remained lost on the Central Pacific atoll of Tarawa, where more than 1,000 Marines were killed in a three-day battle as they stormed the beach. In 1949, the military notified hundreds of families, including the Raguccis, that their loved ones were unrecoverable. But a breakthrough came in 2013, when History Flight Inc., a nonprofit group that helps repatriate the remains of U.S. soldiers missing in action, found land with a couple dozen sets of remains. The Department of Defense flew the remains to its forensic lab in Hawaii. Others would continue to be found. Over the past few years, the lab has managed to identify roughly one person a day through a painstaking process that catalogs, pulls DNA and segregates bones and artifacts for each soldier, said Maj. Jessie Romero, a public affairs officer. Six years ago, Dominic contacted the Marines and requested a kit to submit his DNA. NFL When Brandon Scherff leaves the field in training camp, the starting right guard for the Redskins often picks up his son, Easton, and holds him like Simba from “The Lion King.” He carries the 10-monthold over to the blocking sled and taps his baby hands against them. One day, a team staffer remarked that the son could follow his father’s footsteps — although what it means to be an NFL guard has changed significantly, even since Easton was born. Guard is one of the most anonymous positions in sports — lost in 22-player chaos, overshadowed on the offensive line by the center who snaps the ball and the blind side-protecting left tackle — but it is being valued like never before. In the past few years, guard contracts have ballooned. Scherff has paid attention. He listed guards helping raise the tide, including Jacksonville’s Andrew Norwell, who recently signed a record deal for the position with a five-year, $66.5 million contract.
“I have no idea what’s happening,” Scherff said. “I’m just happy it is.” The Redskins exercised Scherff’s $12.5 million option for 2019, meaning they’ll keep him off the free agent market for an extra season. His next contract will be bigger than that of Redskins tackle Trent Williams, who makes $13.6 million per year. As the value of guards has risen, teams have spent more premium draft picks on the position. Scherff is one of four guards since 2012 to be a top-10 pick. This year, the Colts used the sixth overall pick on Notre Dame guard Quenton Nelson. Experts cite several reasons for the recent guard revolution — including one theory that it is due, at least in part, to a mistake. In 2015, two of the NFL’s best guards, Baltimore’s Marshal Yanda and Arizona’s Mike Iupati, signed contracts that paid roughly $8 million per year. The next year, Oakland signed guard Kelechi Osemele from the Ravens for nearly $12 million
annually. The Raiders said they didn’t see it as a guard contract, because Osemele would move to left tackle if starter Donald Penn left in free agency. Penn unexpectedly re-signed, so the Raiders keeping Osemele unwittingly reset the guard market. Six months later, top-tier guards in Chicago’s Kyle Long and Pittsburgh’s David DeCastro inked extensions of $10 million per year.

Exercising on vacation Experts weigh in on how to squeeze in a workout on an overseas trip or beach visit EXERCISE It’s vacation season, and we all agree we should take a break from work. But that doesn’t mean we should take a break from working out. Working out is a great habit that, once broken, can be hard to pick back up. But you can still fit it into your overseas tour or beach visit. “The priority is still the vacation. The question becomes how and what can we incorporate to stay active? If we’re at the beach, maybe we do some paddleboarding, beach jogging, bike rides,” says Victor Maldonado, a personal trainer in Washington. Kathy Pugh, a Washington running coach, goes on running tours. This summer, she and her 14-year-old daughter, Ava, jogged through the streets of Cleveland. “We probably logged at least a 10K one of the days,” Pugh says. But better yet, their running tours were lined with street art and views of the Cleveland Cultural Gardens, and punctuated by a visit to West Side Market and a glorious lunch of pizza and cannolis in Cleveland’s Little Italy. “It was a culture, art, foodie run
tour, and never once did we have to find and pay for parking,” Pugh says. It’s true that running tours and paddleboarding don’t equate to a one-hour spin class, or several sets of dead lifts and pullups. But it’s not so important to perfectly replicate what you’re doing fitness-wise at home, says Jessica Matthews, senior adviser for the American Council on Exercise. “I recommend moving away from the ‘all or nothing’ mindset,” Matthews says. “The key to developing and maintaining lasting healthful habits is to remain flexible.” This can mean not only different physical activities, but splitting up your desired minutes of exercise per day into smaller portions. “An example could be performing 10 minutes of bodyweight exercises in your hotel room first thing in the morning, a 10-minute swim in the pool in the afternoon after lunch, and a 10-minute walk around town in the evening,” says Matthews. If you need motivation, consider what doing nothing on

If you are traveling for weeks on end, you could check out the local gym and see if they offer weekly passes, says Maldonado. “You can do a lot with bodyweight exercises like lunges and squats, sit-ups and push-ups,” Maldonado adds. “You also start looking for ‘hidden’ equipment. Maybe a couch can be used for [tricep] dips?” The bottom line is that vacationers should return re-energized and ready to continue making healthy choices. Mayonnaise: You either love it or hate it. It’s no health food, but fans will be happy to know that some of the mayonnaises currently sitting on the grocery store shelves are more healthful than the conventional stuff. When picking an alternative mayonnaise to taste test, choose one with organically produced oils, ideally olive or avocado. Read the labels carefully: Some products labeled “olive oil mayonnaise” include a combination of olive oil and canola or soybean oil. For the most healthful mayonnaise option, you can make your own: Blend four highquality egg yolks (room temperature), a large pinch of salt, a dash of pepper, a drop of mustard and a squeeze of fresh lemon juice. And some beloved, nurturing parents fall surprisingly short as grandparents because they feel they’ve done their time and would rather be on a cruise than sniffing a diaper. Issa Rae steers ‘Insecure’ ahead
Issa Rae’s character on “Insecure” does what many people in need of extra cash do: She becomes a Lyft driver. But the idea of making the show’s lead character a part-time driver came from Rae’s own failed experience. “I did the application, went to go get my stickers and [stuff] but then got denied because I had one traffic infraction in 2014,” she says. It worked out all right for Rae, who ended up becoming the Emmy-nominated co-creator and star of “Insecure,” which kicked off its third season Sunday on HBO. MESFIN FEKADU (AP) The tea on Season 3 Heading into Season 3 of “Insecure,” Rae had a goal: She didn’t want her show to feel predictable or stale. “When you get into a thirdseason show you kind of feel like you know it,” Rae says. “And even as writers you get a bit complacent like, ‘We know this [stuff], we know what we’re doing. We know who these people are. We got formula.’ And that’s what you never want.” She ended up spending six months writing the episodes and three months filming. It all started with a retreat that she and executive producer Prentice Penny went on to discuss their thoughts for the season. “Knowing where we took it overall,” she says, “I’m very proud of it.”

about how Jay Ellis’ character, Lawrence, would no longer be on the show. The development came after Rae’s character, also named Issa, moved on from Lawrence after their gut-wrenching breakup. Fans petitioned for Rae to bring Lawrence back, but the creator said that while she adores the show’s fans, she’s not interested in “creative feedback.” “If you’re predicting the show, then we’re not doing our job,” she says.
Fashionably forthright On “Insecure,” and in her real life, Rae has made bold fashion statements: On the show she wore a sweater with the N-word on it, and when she hosted this year’s Council of Fashion Designers of America Awards, she sported a belt embroidered with “Every N---- Is A Star.” “That was so dope,” she said of the belt. “It’s just like, ‘We’re here.
