A Texas woman allegedly stole a bottle of $3.99 wine to get arrested and see her jailed boyfriend. Police say Alicia Walicke stole a bottle of wine from a gas station Wednesday. Police in Cedar Park, 15 miles northwest of Austin, didn’t immediately identify the boyfriend or say whether the woman saw him. (AP)
A mother in the advanced stages of labor thought she had just enough time to stop off and register her 4-year-old son at a Houston-area school en route to the hospital. But she was mistaken. DeLeon says her contractions began earlier Thursday but that she was intent on registering her son Alexis for prekindergarten before giving birth. (AP)

Still no opening set for transit hub More repairs planned for the long-delayed Silver Spring center SILVER SPRING Punching about 2,000 holes in a concrete building plagued by cracks and design problems doesn’t sound like such a hot idea. But that’s part of the work planned for the Silver Spring Transit Center, the oval-shaped bus-and-train hub that has been a $120 million concrete albatross around the necks of Montgomery County, Md., officials. The holes will be filled with epoxy and new reinforcing steel, which are intended to help the structure better withstand the weight of hundreds of Metro, Ride On and regional buses that will be driving each day through the facility adjacent to the Silver Spring Metro station. In May, county officials said the goal was to deliver a finished building to Metro by the end of the year. But with repairs still in progress, there remains no opening date for the center, which broke ground six years ago this fall. It
expressline
likely will be sometime this winter before the building is conveyed to Metro, which then has 60 days to decide whether to accept it. “When I know how long it will take, I can tell them when I’ll be done,” said Allyn Kilsheimer, the engineering consultant hired to complete repairs to the building. Crews have been busy over the spring and summer. A “crack survey” was conducted to identify new fissures and seal them. Ramps and curb cuts, which complied with the Americans with Disabilities Act when first completed, have been torn out and modified to meet new standards. Elevators and escalators, which have yet to carry passengers, are getting regular preventive maintenance so that age and rust don’t catch up with them. While Kilsheimer couldn’t promise a delivery date, he proclaimed — in his usual salty language — that there would be no more time-consuming in-fighting. “ I h ave somet h i ng t h at I’ve lived my whole life on,” he said, “which is lead, follow or get … out of the way.” BILL TURQUE (THE WASHINGTON POST)

Report: Father killed girl, 3 Officials say daughter was dead before man died in police shootout FORT WASHINGTON, MD. Prince George’s County police said Sunday that the man involved in a gun battle with police Saturday had stabbed and shot his 3-year-old daughter before he was killed in a shootout with police. The girl was a passenger in the car which her father drove while firing at police. She was pronounced dead after the chase. On Sunday, police identified
the man as Frederick Roy Miller, 38. Court records identify his daughter as Laila Miller, 3. The chase began Saturday after Miller allegedly shot Laila’s maternal grandfather and greatgrandmother at a home in Fort Washington, Md. Both were in critical condition Sunday. Police initially said they were not sure whether officers knew the girl was in the car when they fired at it, nor whether she was killed by her father or by one of the six officers who returned Miller’s fire during the chase. But Sunday afternoon, police

said that a medical examiner’s report indicated that Miller had stabbed and shot the toddler. Officials said that the initial shooting involving the girl’s grandparents may have stemmed from a custody battle between the child’s parents. The child’s mother was not at either scene and was found unharmed, police said. “All he wanted was to see his daughter,” said a woman who answered the door at Miller’s address and identified herself only as a “close family relative.” MIKE DeBONIS AND JULIE ZAUZMER (THE WASHINGTON POST)

Pope wants good China relationship HAEMI, SOUTH KOREA Pope Francis made his strongest gesture yet to reach out to China on Sunday, saying he wants to improve relations and insisting that the Catholic Church isn’t coming in as a “conqueror” but is rather a partner in dialogue. Francis outlined his priorities for the Catholic Church in Asia during a meeting of about 80 bishops in South Korea. “In this spirit of openness to others, I earnestly hope that
those countries of your continent with whom the Holy See does not yet enjoy a full relationship may not hesitate to further a dialogue for the benefit of all,” he said. A Vatican spokesman said the pope’s remarks were “obviously a sign of goodwill for dialogue” with China. Liberian officials fear Ebola could soon spread through the capital’s largest slum after residents raided a quarantine center for suspected patients and took items including bloody sheets and mattresses. The violence in the West Point slum occurred late Saturday and was led by residents angry that patients were brought to the holding center from other parts of Monrovia, Tolbert Nyenswah, assistant health minister, said Sunday. Up to 30 patients were staying at the center and many of them fled at the time of the raid, Nyenswah said. A police official said he feared “the whole of West Point will be infected.” (AP)
Army troops have penetrated deep inside Luhansk, a rebel-controlled city in eastern Ukraine, in what could prove a breakthrough development in the four-monthlong conflict, the Ukrainian government said Sunday. However, the military acknowledged that another one of its fighter planes was shot down by the separatists, who have been bullish about their ability to continue the battle and have bragged about receiving support from Russia. Weeks of fighting have taken their toll on Luhansk, which city authorities say has reached the verge of a humanitarian catastrophe. (AP)

nation+world Obama’s back President Barack Obama took a break in the middle of his Martha’s Vineyard vacation to return to Washington on Sunday night for meetings with advisers on the U.S. military campaign in Iraq and tensions between police and protesters in Ferguson, Mo. Aided by U.S. and Iraqi airstrikes, Kurdish forces have wrested back part of Iraq’s largest dam from the Islamic State militants who had captured it less than two weeks ago, officials said. The Kurds launched the operation early Sunday to retake the Mosul Dam. (AP/ THE WASHINGTON POST )
The significance Recapturing the Mosul Dam would be a significant victory against the Islamic State, which has seized swaths of northern and western Iraq and northeastern Syria. The dam supplies electricity and water to a large part of the country.
The U.S. role U.S. drones, bombers and fighter jets conducted 14 raids Sunday and nine Saturday over the dam and its surroundings, striking Islamic State positions and helping clear the way for the joint Kurdish-Iraqi force to proceed, U.S. Central Command reported.
The obstacles The advance of Kurdish forces was hindered by roadside bombs and buildings rigged with explosives, planted by retreating Islamic State fighters, a commander said, adding that he was afraid forces may not be able to hold on to captured territory without a fast infusion of weapons or more U.S. airstrikes.

Protesters wait for reaction from police after they refuse to honor the midnight curfew Sunday in Ferguson, Mo.
No justice, no peace, Mo. protesters insist As racial tensions fester, a federal autopsy is ordered in teenager’s death FERGUSON, MO. U.S. Attorney General Eric Holder on Sunday ordered a federal medical examiner to perform another autopsy on the body of a black Missouri teenager whose fatal shooting by a white police officer has spurred a week of rancorous and sometimes violent protests in suburban St. Louis. Department of Justice spokesman Brian Fallon cited a request by family members and “extraordinary circumstances” surrounding the case of 18-yearold Michael Brown in explaining the decision.
The Justice Department already had deepened its civil rights investigation of the shooting. Officials said a day earlier that 40 FBI agents were going door-to-door gathering information in the Ferguson, Mo., neighborhood where an unarmed Brown was shot to death Aug. 9. The moves suggest that federal authorities want to calm any public fears that no action will be taken on the case. Holder’s announcement followed the first night of a state-imposed curfew in Ferguson, which ended with tear gas and seven
arrests after police dressed in riot gear used armored vehicles to disperse defiant protesters. State Highway Patrol Capt. Ron Johnson said protesters weren’t the reason for the escalated police reaction early Sunday, but a report of people who had broken into a restaurant, and a man who had flashed a gun in the street. The protests have been going on since Brown’s death heightened racial tensions between the predominantly black community and mostly white Ferguson Police Department, leading to run-ins between police and protesters and
prompting Missouri’s governor to put the Highway Patrol in charge of security. Ferguson Police waited six days to publicly reveal the name of the officer — Darren Wilson, a six-year police veteran — as well as documents alleging Brown robbed a convenience store before he was killed, though Chief Thomas Jackson said the officer did not know Brown was a suspect when he encountered him. Gov. Jay Nixon said Sunday on ABC’s “This Week” that he was not aware the police were going to release surveillance video from the store where Brown is alleged to have stolen a $49 box of cigars. “It’s appeared to cast aspersions on a young man that was gunned down in the street,” Nixon said. “It made emotions raw.” As the curfew deadline arrived at midnight, most protesters left the streets, but some refused to leave. The crowd chanted “No justice, no curfew!” Timothy Booker, 27, was among those who remained. “The curfew was a test,” he said. “But there will be no peace if there is no justice.” NIGEL DUARA AND JIM SUHR (AP) AND JERRY MARKON, DENEEN L. Backup plan in the works
Team USA beat Brazil 95-78 in a tuneup for the World Cup of Basketball on Saturday. Without Kevin Durant and Paul George, who will the U.S. need to step up most in the upcoming tournament?
STARTERS MAY ONLY PLAY A QUARTER OR SO AGAINST CLEVELAND TONIGHT (8 p.m., ESPN/NBC4/CSN). Redskins coach Jay
Gruden will likely keep the first-teamers on the field more in the third preseason game — traditionally the most telling showcase in August — when Washington plays in Baltimore on Saturday. But tonight’s matchup, the last preseason home game for the Redskins, will offer only a glimpse at the starting offense and more of a look at Browns reserve quarterback Johnny Manziel. This is more about backup jobs than schemes. Here are five things to watch:
JEFFREY TOMIK (EXPRESS)

Is Griffin progressing? Yes, quarterback Robert Griffin III remains the top thing to watch for the second straight week. He’s the main focus every week, as the Redskins try to improve his decision making in the pocket. The Browns ranked eighth against the pass last year, so this will be a good test. Will Griffin be able to connect with receivers Pierre Garcon and DeSean Jackson down the field?

Kicking competition
Right guard
Reserve backs
Johnny Manziel is the reason to watch after halftime, as the rookie fights for the Browns starting quarterback job with Brian Hoyer. It would have been nice to see Manziel play against Washington’s starting defense, but him coming in later in the game will allow coaches to gauge the Redskins’ Bacarri Rambo, Bashaud Breeland and Akeem Davis against a potential No. 1 passer.
The battle between veteran Kai Forbath and rookie Zach Hocker is starting to get serious. The early part of camp means little, though Hocker’s longer kickoffs and Forbath’s poor field goal conversions have the challenger ahead. This will go down to the final preseason game. Forbath needs a couple strong outings to keep the job. If neither kicks well, the Redskins could look for other options.
The Redskins would really like to upgrade from aging right guard Chris Chester. Washington ran left more often the last two years behind tackle Trent Williams, but this season it may use more power running up the middle. Chester, 31, might last one more year, but rookie Spencer Long and reserve Josh LeRibeus are getting every chance for the job. Both would have to greatly improve, though.
Alfred Morris is the starter, and Roy Helu’s the backup. The other roster spots are a toss-up between veteran Evan Royster and rookies Lache Seastrunk and Silas Redd. Then there’s injured Chris Thompson, whose status looks shaky. Gruden seems to want a rookie more than Royster, and Redd and Seastrunk both had good training camps. Seastrunk pops outside well, while Redd has good speed.
GETTY IMAGES/AP/THE WASHINGTON POST
Kenneth Faried The tenacious rebounder brings a lot of energy to the frontcourt. His lack of size (he’s 6-foot-8) will be tested if they face Spain, though.
2 Stephen Curry The point guard’s ability to spread the floor will be key, but he has to take care of the ball. He had four turnovers in 22 minutes Saturday.
1 Anthony Davis This could be the summer Davis takes that next step into the NBA’s elite. He’ll need to be dominant on both sides of the floor.

DAVID ZALUBOWSKI (AP)
Jeff Gordon raced to his third NASCAR Sprint Cup victory of the year, holding off Kevin Harvick on Sunday for his first win at Michigan International Speedway since 2001. Gordon broke the track qualifying record Friday when he took the pole at 206.558 mph. He followed that up with his third Cup victory at MIS. After a series of cautions, Gordon came off the final restart well and led with 16 laps remaining. He fought off a challenge from Joey Logano and maintained a comfortable margin over Harvick, winning the 400-mile race by 1.4 seconds. (AP)

Todd Helton’s jersey retired by Rockies
Nene scores 11 points for Brazil in loss John Wall and Bradley Beal aren’t making the trip to Spain for the FIBA World Cup, but at least one member of the Wizards is: Nene. The Brazilian big man took the floor against Team USA in Chicago in an exhibition game Saturday night and scored 11 points in Brazil’s 95-78 loss. He shot 4 of 7 from the floor, 3 of 7 from the free-throw line, and grabbed five rebounds in 19 minutes. The ESPN broadcast mentioned that Nene took a month off from basketball this summer and did some MMA training to prepare for the World Cup. He is currently the only member of the Wizards set to play in the World Cup, though Drew Gooden is attempting to play for Finland. (THE WASHINGTON POST)
Todd Helton brought the crowd at Coors Field to its feet again Sunday when the Colorado Rockies retired the No. 17 jersey of their longtime first baseman. Helton, a career .316 hitter, retired after last season following a stellar 17-year career, all with the Rockies. He is the first player in the team’s 22-year history to have his number retired. With his wife and two daughters looking on and in front of a full house, the five-time All-Star thanked the city, fans, former teammates and his family for their support, and Rockies ownership for giving him his chance. BASKETBALL
Nationals left-hander Gio Gonzalez is 0-5 with a 5.20 ERA in his last seven starts. His last win was on July 5.
Nats’ Gonzalez having trouble with his curve NATIONALS Overlooked in the Nationals’ dramatic comeback win on Saturday was the continuation of Gio Gonzalez’s inconsistent season. He allowed three runs on seven hits over five innings. He walked two and struck out seven. He needed 102 pitches to get just 15 outs, an inefficient rate. Gonzalez chalked it up to tough breaks — “I got the groundballs I wanted, they just found the hole” — but it was more than just that. His night was foretold by a laborious first inning. He gave up two two-out singles to Russell Martin and Starling Marte. He escaped the inning unscathed
8
by getting Gaby Sanchez to line a ball to right field. But by then, Gonzalez’s pitch count was at 27 and the Pirates had fouled off 10 of those pitches. “That’s just how my luck’s been going,” Gonzalez said of his pitching. “They’re fouling off 94, letter-high. It’s just one of those things where you’ve got to bounce back and hit the bottom of the strike zone. When you make that adjustment, they put it in play.” But, really, the issue was command, manager Matt Williams said, especially with his curveball. Gonzalez has toggled between good and inefficient since he
returned from the disabled list on June 18 with a shoulder injury. He has a decent 3.61 ERA since then and he carried a 22-inning scoreless streak into July. But ever since that streak was stopped, his outings have trended down. He has a 5.20 ERA over the past seven starts. “It’s just a question of command and the curveball’s important for him,” Williams said. “He’ll address it with [pitching coach Steve McCatty] again and look for that arm slot, and hopefully next time out, he finds it early. We’ve seen that in his good outings, that he’s had that.” JAMES WAGNER (THE WASHINGTON POST)

Defending national champion Florida State received 57 of 60 first-place votes Sunday from the media panel. No. 2 Alabama, No. 3 Oregon and No. 4 Oklahoma each received one first-place vote. Ohio State is No. 5, followed by Auburn, UCLA, Michigan State, South Carolina and Baylor. (AP)

‘A Young Doctor’s Notebook and Other Stories’ 10 p.m., Tuesday, Ovation
A doctor (Jon Hamm) drops in on a younger version of himself (Daniel Radcliffe) in this adaptation of Mikhail Bulgakov’s short stories, entering its second season.
YOU CAN HAVE BILL COSBY IN THE PALM OF YOUR HAND. And Jim Jefferies will amuse you at your discretion. Netflix has announced
performances by both comics and three more, set to roll out this fall. It’s the latest move in the original-content initiative from the subscription streaming service. Jefferies and Cosby both hailed Netflix’s flexibility as an important factor “When you tell people you’re doing a special for a cable channel, you say they’re going to air it at 8 o’clock on Saturday and again at 2 in the morning on Tuesday,” Jefferies explained. “But here, all you have to say is, ‘It’s on Netflix.’ It’s easier.” Cosby, too, marveled at the pace of technology that will soon deliver him anytime to countless devices. “People can get a plug-in and put my show on their huge flatscreen TVs,” he said, “while other people are watching on their i-This and i-That.” Here’s the lineup of new specials. Taped at Boston’s Wilbur Theatre, “Jim Jefferies: BARE” finds Jefferies weighing in on diverse topics such as politics, new fatherhood, orgies and Neil Diamond. (It will join the first season of Jefferies’ FX comedy series “Legit,” now streaming on Netflix.)
“Uganda Be Kidding Me Live” is the culmination of an international stand-up tour by Handler as she recounts tales of her global travels and the ridiculous characters in her life. Handler exits her E! talk show later this month, headed for a new series on Netflix in 2016.
Originating from San Francisco’s Palace of Fine Arts, “Chelsea Peretti: One of the Greats” is a dark but silly exploration by the “Brooklyn NineNine” star showcasing her talents as an actress, stand-up comic, writer and motorcycle enthusiast.
Taped July 12 (Cosby’s 77th birthday) at the San Francisco Jazz Center, “Bill Cosby 77” is an hour-plus of comedy from Cosby dealing with such topics as relationships, marriage and, of course, kids.
In “Bill Burr: I’m Sorry You Feel That Way,” Burr is onstage at Atlanta’s Tabernacle exploring subjects such as how nothing ruins great sex like a rom-com and how too many childhood hugs could be the downfall of man.

Casey Kasem to be buried in Norway A publicist for Casey Kasem’s daughter said on Friday that the late radio personality’s wife plans to bury him in Norway against the wishes of his children. The children have few legal options to prevent the overseas burial, as his wife is the conservator of his body. It was unclear when the burial might occur and why Jean Kasem selected Norway. Welcome back, Miss J: A diva returns to ‘ANTM’ “Miss J is coming back!” I declared to my wife. “Oh, who is she?” my wife asks. Ah, my poor clueless spouse. Because Miss J is, of course, a man. Born Alexander Jenkins, transformed into J. Alexander, runway coach extraordinaire and longtime judge on “America’s Next Top Model,” which my two teenage daughters made
me watch by tying me to the couch until I realized that the show was stupefyingly wonderful in its stupidity. Contestants have little to no chance of being even a bottom-rung model yet still strive for glory, egged on by show creator Tyra Banks (inventor of the word “smize” to stand for “smile with your eyes”) and guided and judged by Miss J. Fired by Banks in 2012 as she desperately sought to
revive her flagging show by adding personalities from the world of social media, Miss J now has the last laugh. He was

Because really, what reality show wouldn’t benefit by featuring a man who calls himself “Miss” and teaches would-be models with precise instructions like: “Walk as though you’re walking through hell in gasolinesoaked pajamas.” Now if we could only convince Tyra to bring back past contestant Tiffany, whom Shakespeare surely envies for her immortal utterance: “Bitch poured beer on my weave.” Read Marc’s previous columns at washingtonpost.com/muse.

“The majority of people … believe you only have to wait a day before talking about how [spoiler] [spoilered] on [whatever].” KELLY CONABOY AT DEFAMER.COM
sums up the findings of a new study from TiVo, including that roughly 28 percent of people believe viewers should wait at least one day before disclosing show spoilers on social media. About 12.6 percent say your spoilers are fair game immediately after the show airs, while 16.6 percent just don’t care.

This study will assess the effectiveness of the oral medication diazoxide versus placebo to rapidly improve hard-to-treat depressive symptoms. We are enrolling eligible participants ages 18-65, who are diagnosed with Major Depressive Disorder (MDD) and who are free of other serious medical conditions. This inpatient study can last up to 12 weeks and is conducted at the NIH Clinical Center in Bethesda, Maryland.

“The modernization of a beloved children’s story, even if it goes no deeper than the cover art, gets to the heart of some reader anxiety — worries that the world is changing, and the book industry along with it.” SARAH KAPLAN AT WASHINGTONPOST.COM echoes many fans creeped out by the Penguin Modern Classics cover of “Charlie and the Chocolate Factory,” above. She notes that the cover, released last week, is the latest to provoke outrage from readers for whom “familiar book covers serve as a kind of tether in a world of frenetic Twitter feeds and glowing smartphone screens.”

Battle of the rebounds Gwyneth Paltrow and Chris Martin have both seemingly moved on after their “conscious uncoupling” in March. E! News reported that Martin has been dating Jennifer Lawrence, who earlier this summer ended her relationship with Nicholas Hoult. Martin’s band Coldplay recorded the song “Atlas” for “The Hunger Games: Catching Fire,” in which Lawrence starred.
