D[m Oeha A pair of judges put an end Tuesday to the sensational sexual assault case against Dominique Strauss-Kahn, setting him free after prosecutors argued the hotel housekeeper accusing the French diplomat of sexual assault couldn’t be trusted.

The decision to drop the charges in a case that has attracted global attention as a cauldron of sex, violence, power and politics had been widely expected. Prosecutors filed court papers Monday saying that they could not trust the word of the hotel housekeeper accusing the French diplomat of attempted rape.

“Our inability to believe the complainant beyond a reasonable doubt means, in good faith, that we could not ask a jury to do that,” assistant district attorney Joan Illuzzi-Orbon said in formally recommending the case be dismissed.

The 47-page report, a copy of which was obtained by The Washington Post, states that Gray appeared “essentially disconnected” and that he failed to adequately supervise his staff and that the “damage created by these errors is not irreparable, but it will take time for the District to heal from them.”

Gridlock was reported around the D.C. region, from the streets of downtown where some traffic signals were malfunctioning, to the tunnels of Metro, where trains were operating at speeds of 15 mph as a precaution. Many stations were jampacked with commuters as the federal government urged employees to leave. Metro Transit Police were monitoring the crowds to try to control the flow. Shaking was felt as far south as Charleston, S.C., and as far north as Maine. It was also felt on Martha’s Vineyard, off the coast of Massachusetts, where Obama is taking summer vacation and was starting a round of golf when the quake struck at 1:51 p.m.

The earthquake caused a stir online, where people posted to Facebook and Twitter within seconds and described what they had felt. The keywords in posts, or hashtags, included “DCquake,” ‘’VAquake” and “Columbusquake,” an indication of how broadly the quake was experienced.

In New York City, the 26-story federal courthouse in lower Manhattan, blocks from the site of the Sept.

The most powerful earthquake to strike the East Coast in 67 years shook buildings and rattled nerves from South Carolina to Maine on Tuesday. Frightened office workers spilled into the streets in New York, and parts of the White House, Capitol and Pentagon were evacuated.

There were no immediate reports of deaths, but fire officials in Washington said there were at least some injuries.

The National Cathedral said its central tower and three of its four corner spires were damaged, but the White House said advisers had told President Obama there were no reports of major damage to the nation’s infrastructure, including airports and nuclear facilities.

The U.S. Geological Survey said the quake registered magnitude 5.8 and was centered about 40 miles northwest of Richmond, Va. Two nuclear reactors at the North Anna Power Station, in the same county as the epicenter, were automatically taken off line by safety systems, said Roger Hannah, a spokesman for the U.S. Nuclear Regulatory Commission.

The earthquake came less than three weeks before the 10th anniversary of the Sept. 11 attacks, and in both Washington and New York it immediately triggered fears of something more sinister than a natural disaster.

At the Pentagon, a low rumbling built until the building itself was shaking, and people ran into the corridors of the complex. The shaking continued there, to shouts of “Evacuate! Evacuate!” The Park Service closed all monuments and memorials on the National Mall, and ceiling tiles fell at Reagan National Airport outside Washington. All flights there were put on hold.

At the majestic Washington National Cathedral, at least three of the four pinnacles on the central tower fell off and the central tower appeared to be leaning, a spokesman said. The pinnacles are the top stones on the cathedral’s towers.

In New York, people from spilled into the streets from skyscrapers.

“I felt dizzy, man,” said Adrian Ollivierre, a 28-year-old accountant.

“I thought I was having maybe a heart attack, and I saw everybody running. I think what it is, is the paranoia that happens from 9/11, and that’s why I’m still out here — because, I’m sorry, I’m not playing with my life.”

His colleague, Caitlin Trupiano, said no one in the accounting office knew at first that it was a quake.

“I ran down all 60 f lights. I wasn’t waiting for the elevator,” she said. “We were just counting the floors as we came down.”

11, the shaking sent people streaming into corridors. Light fixtures suspended from the ceiling swayed back and forth in some areas as people were urged to evacuate the building.

The magnitude 5.8 earthquake that struck Virginia on Tuesday was the largest on the East Coast since one of the same strength in New York in 1944, according to the U.S. Geological Service.

It was the largest in Virginia since a 5.9 temblor in 1897.

The largest East Coast quake on record was a 7.3 in South Carolina in 1886.

A 5.8 earthquake releases as much energy as nearly 8 tons of TNT, about half the size of the atomic bomb dropped on Hiroshima in 1945.

But it was smaller than earth-

quakes that have made world headlines recently. The devastating March 11 quake in northeastern Japan was a magnitude 9.0.

One that rocked Christchurch, New Zealand, in February was a 6.3.

USGS seismologist Paule Earle said earthquakes like this can happen “anywhere at any time.”

“There’s a lot of unknown faults in the East that are very unlikely to go, but do go periodically,” Earle said.

You’re as close, 45 feet away, as if you leaned out of a seat in Nationals Park over the bullpen to see a starter warming up before a game.

So you could, for a 8o J^ecWi $10 ticket, be as close 8eim[bb to Stephen St rasburg on Monday night on rehab assignment in the minors as you were when you first saw him in ’10 spring training the day Pudge Rodriguez compared his stuff to Nolan Ryan or when he fanned 14 men in his big-league debut.

My two-cent, two-eye verdict: He’s back. Almost all the way back.

Because Strasburg is blunt about baseball, he sees all his current flaws. At times “I’m [too] amped up,” he said. In the bullpen, he often “feels great.” But, in a game, the full polished package remains a project. “There’s little glimpses. They come back. Whether it’s a hitter or two. An inning.”

However, Strasburg’s candor cuts both ways. If you want a bit of a chill down the baseball portion of your spine, this is the money

sound byte from Strasburg’s own mouth after fanning six Hickory Crawdads in three innings. “The curveball is still not where it was,” he said. “All my other pitches are better than they were before, so I’m sure that will be the same.”

If Strasburg is exaggerating, especially about himself, it’s the first time. His current program is the equivalent of late March in spring training when pitchers haven’t reached maximum velocity. On Monday on the Nats radar gun, Strasburg hit 99 mph and sat at 94-96. In ’10, he averaged 97.3.

Strasburg’s elbow has now achieved the famous New Elbow status, where other starters actually threw harder after the surgery. The question isn’t whether he’ll come back. It’s whether he will be almost as good, just as good or better?

Strasmas II may only be weeks away. Perhaps on Sept. 6, 380 days after his injury, he’ll start in Nats Park. A rain-out, elbow stiffness, a cat crossing his path could change that guess. If the Nats preferred it, he might start in a minor league playoff game after Sept. 5. Buy tickets at your peril. But I can look at a calendar, count five days between starts and know Sept. 6, 11 and 16 are all Nat home games.

When Strasburg returns, don’t expect the consistent domination of last summer. Strasburg may be erratic start-to-start until 2012. But that’s not what matters now.

On Monday, there were empty seats in Hagerstown, even in that front row. “Hagerstown is getting used to me. I think it’s probably time to move on,” said Strasburg.

“The fans here ... just to hear them wishing me luck and congratulating me so far in the recovery — it just makes me excited to get back in D.C. and pitch in front of Nats fans again.”

But this year Zimmermann’s ERA has fallen to 3.11. Strasburg’s and Zimmermann’s recoveries have synced at every stage, both on the track set by Dr. Lewis Yocum for a procedure that has an 85 to 92 percent success rate. The Redskins starting quarterback job has been the No. 1 storyline during training camp and the preseason, with John Beck and Rex Grossman dueling to see who will take the snaps when the season kicks off on Sept. 11.

Summitt Battling Early Dementia Tennessee legend set to keep coaching despite diagnosis 9ebb[][ >eefi Tennessee’s Pat Summitt plans to coach “as long as the good Lord is willing” despite recently being diagnosed with early onset dementia.

In a statement from Summitt released by the university on Tuesday, the Hall of Fame coach said she visited with doctors at the Mayo Clinic in Rochester, Minn., after the 2010-11 basketball season and was diagnosed with the condition over the summer.

“I plan to continue to be your coach,” Summitt said. “Obviously, I realize I may have some limitations with this condition since there will be some good days and

some bad days.”

The Knoxville News Sentinel first reported Summitt’s condition. The 59-year-old Summitt told the newspaper she plans to rely on medication and mental exercises to manage the progressive condition that could lead to Alzheimer’s and planned to inform the current Lady Volunteers of her diagnosis in a team meeting Tuesday afternoon.

Summitt said longtime assistants Holly Warlick, Dean Lockwood and Mickie DeMoss will take on more responsibilities with the team going forward.

As college basketball’s winningest coach, Summitt has spent 37 seasons at Tennessee and has 1,071 career victories and eight national championships. The Lady Vols have failed to reach the Final Four since they last won the national championship in 2008. (AP)

Heroine Chic Tuesday afternoon, I was wrapping up a column on wardrobe moving boxes (which has hence been bumped to next week) when the Express offices, on the fifth floor of an elderly Washington Post building, began to shake. I thought, “Oh, turbulence,” for a second before an editor shouted, “It’s an earthquake!”

Being from Florida, I know how to make windows hurricane-proof and outrun alligators, but I didn’t know that one shouldn’t attempt to 8o AWj^[h_d[ exit a building during 8eob[ an earthquake. I was one of the first employees to reach the stairwell, where I was able to set a steady evacuation pace.

In four-inch heels.

My earthquake heels — as I will now call them — are a pair of brown BCBG stilettos I bought from Goodwill for $5. I didn’t even think to remove them, even as I saw a Californian co-worker shed her shoes before bolting. Because I was hobbled by my footwear, the evacuation wasn’t panicked or hurried. No one slipped in the process. We safely got outside, at which point I realized I was one of the few women who’d left my purse behind. In both fashion or natural disasters, it always pays to accessorize.

Even Reggie Watts doesn’t always know what to expect from his own comedy shows F[hiedWb_j_[i First-timers at a Reggie Watts show usually take a while deciding what to make of him. The strangely dressed 39-year-old, panda-shaped and sporting an aurora-like Afro, might show up speaking in an erudite British accent or mumbling like a particularly dim hip-hop fan. His riffs can begin in stand-up comedy mode, veer into beatboxing, then trail off in a tangle of dubious scientific jargon.

Even multimedia artist Brian Eno, who has made a career of being hard to pin down, was befuddled by him.

Watts’ press bio quotes him asking, “Is he a comedian? A singer? A performance artist? I’ve seen him a few times and I still can’t decide.”

Whatever you call what he does, one thing is clear: Watts is incredibly funny. Sometimes funny in a pop-culture-demolishing way, as in a song that stacks rap’s most profane ingredients atop each other until they become something like a linguistics thesis. Sometimes in an Andy Kaufman, can-I-laugh-yet? sort of way, as when he unspools endless run-on sentences composed of clauses that come from and lead to nowhere.

The truth is, Watts doesn’t always know what’s he’s doing. He keeps pushing further into strange performance-art territory, improvising each show instead of building a routine. He

Mental friction is part of what makes the shows captivating, though.

“I enjoy it,” he says. “For the audience, obviously if I’m feeling so awkward that I’m confused and stuff on stage, that’s not my ideal state. But if a moment’s weird, and it’s kind of going in a strange place, sometimes it’s really nice.”

Given the hazards of improvising, adding drugs to the mix might be ill-advised. But Watts seems to view it as a makes-you-stronger challenge. Slackers-in-Arms Stephen Malkmus and Beck were never close friends, but the pair of ’90s slacker vets have crossed paths over the years and share a mutual admiration for each other’s work. “You realize at one point, oh, we never did anything together,” Beck recently told the New York Times, explaining why he offered to produce Malkmus’ latest album.

“It seems like an obvious idea but it takes 15 years.”

7bXkc H[l_[m Pavement’s 2010 reunion divided fans between those who felt it was a richly deserved victory lap for one of the finest rock bands of the 1990s and those who feared a perfunctory, punch-the-clock cashin. Watching Pavement onstage did little to resolve the question —

even the band seemed unsure of its intentions.

In a way, this all fit perfectly. During his now 20-year run as one of America’s best songwriters, Pavement’s creative engine, Stephen Malkmus, has conducted his career in a state of self-referential bemusement and above-the-fray remove, mining professional and emotional ambivalence to remarkable effect.

Equally capable of filling his records with thrilling pop gems, wrenching ballads and self-indulgent silliness, he can be a frustrating enigma.

When Malkmus appears dialed in, he is the equal to any writer in the idiom. When his focus drifts, he is a fascinating study in how a transcendent talent can make hugely tedious music.

Aided by producer Beck Hansen, “Mirror Traffic” — Malkmus’s fifth solo record — finds the artist at his most energized and engaged.

The front half hosts two of Malkmus’s strongest straight rockers in

years. The pull-no-punches “Senator” wryly addresses both the carnal and policy failings of an unnamed civil servant with full frontal vitriol.

Meanwhile, the ebullient “Stick Figures in Love” spins an infectious riff over dazed, stream-of-consciousness couplets. The galloping “Forever 28” juxtaposes great hooks with one of Malkmus’s saddest meditations: “I can see the mystery of you and me will never quite add up.”

Predictably quiet Western Europe, a magnet for many American tourists, hasn’t seen this much uncertainty in a while. As reports of economic bailouts, work stoppages, unrest in the 8o streets and fluctuat9^h_ijef^[h ;bb_ej ing currencies find their way back to the States, travelers wonder whether it’s safe.

I do. I’m headed to Europe with my family for a tour of Italy in early September. While none of the experts I spoke with advised me to cancel, they did caution me to monitor the situation carefully.

“This is very different from years past,” says Bruce McIndoe, president of iJET Intelligent Risk Systems, a security consulting company. “The nexus of governing and financial issues will create a much more dynamic and tense environment throughout Europe over years past, where it has been much more localized.” Indeed,

Greece was the scene last week of violent clashes between police and protesters, as well as a disruptive nationwide strike.

American visitors are worried about two key issues: safety and money. “The issue here is currency volatility,” said F.
