MOUNT VERNON Chopping cherry trees is not the only horticultural myth surrounding our most famous Founding Father — slacker culture has long reveled in the tenuous link between George Washington and marijuana. As with many myths, though, Washington’s connections to cannabis are not invented out of whole cloth. Washington did grow industrial hemp — a variety of the cannabis plant, but not one that contains enough THC, the psychotropic chemical in marijuana, to cause any mindbending effects. The idea of smoking marijuana to get high would have been foreign to people in Washington’s time. Recreational use of marijuana in the U.S. didn’t begin until the 19th century, by most accounts. In May, horticulturalists at Washington’s Mount Vernon estate planted the first hemp crop on the grounds in centuries, to highlight the Founding Father’s life as a farmer.

to comb it into fibers. At Mount Vernon, the hemp fibers could be used for netting on fishing boats in the Potomac or to weave clothing. Dean Norton, Mount Vernon’s director of horticulture, said Washington references hemp more than 90 times in his journals and diaries, and gave consideration to it as a cash crop when the tobacco market plummeted. Ultimately, Washington turned to wheat, but he continued to grow hemp for use on the estate. Only recently has it been legal for Mount Vernon to plant a hemp crop. The Virginia General Assembly passed legislation in 2015 and 2016 allowing limited hemp cultivation. Federal and state laws still keep tight rules in place for registration and possession of seeds. Hemp advocates are pushing for further federal legislation to liberalize hemp production. Brian Walden with the Virginia Industrial Hemp Coalition said he hopes the plant’s connection to Washington will help the public understand the wholesome nature of hemp. “Hemp was the original fabric of our lives,” he said. Swaths of flood-prone Md. town must be razed

Are rats taking over the District? THE DISTRICT They scurry across alleyways. They chew through trash cans. They make a sound that’s something between a hiss and a chatter. And despite the District’s efforts, the number of rats in Washington seems to be growing. Complaints to 311 about rodents in D.C. reached an all-time high in 2017 — totaling 5,310, a 50 percent increase from 2016 — and are on track to increase in 2018. “It’s an eternal war,” said Mark Eckenwiler, an Advisory Neighborhood Commission member who lives on Capitol Hill. “You can kill them in one location and they pop up in another.” The Washington Post examined more than 15,000 rat complaints reported to the District government over more than five years. In some of the city’s most densely populated areas, where trendy bars and restaurants have proliferated, complaints have increased at staggering rates: Shaw saw a 436 percent increase in complaints from 2014 to 2017, Columbia Heights a 449 percent increase and Capitol Hill a 430 percent increase. D.C. Council member Charles Allen, D-Ward 6, whose ward includes Capitol Hill, said he began hearing more complaints about a year and a half ago, when “people

started seeing this explosion of the rat population.” “Those complaints have never subsided,” said Allen, who has introduced a bill that would require restaurants to follow pest-prevention plans and would establish a fund for inspection and enforcement of rodent control violations. The neighborhood with the highest number of complaints in 2017 was Petworth, followed by Columbia Heights, Capitol Hill, Near Northeast, 16th Street Heights, Logan Circle, Park View, U Street and Shaw. Complaints in those neighborhoods represented about 43 percent of the complaints lodged last year. From 2016 to 2017, those neighborhoods saw between a 25 percent to 74 percent increase in rodent complaints. This year, they are on pace to see a repeat or increase in the number.

“It’s off the charts,” said Brian McQuaid, an inspector with American Pest Control. He said the small exterminating business has grown in recent years because of an increase in complaints about rodents and bedbugs. In response to a growing outcry among residents, the city has added a variety of tools to its rat-fighting war chest. Officials last year began using dry ice to suffocate rats in their burrows. They also installed ratproof solar trash cans in “rat hot spots” and provided grants to businesses that lease commercial trash compactors.

Still, if the new trash that comes with new residents and new construction isn’t stored properly, that will mean more rats, said Gerard Brown, who oversees the D.C. Department of Health’s rodent control division. Off the H Street corridor in Northeast, Colleen Gallopin was dealing with a rat problem so bad that she said “it got to the point of absurdity.” Gallopin, 39, said rodents created a “rat highway” between their burrows in her neighbors’ backyards and the bustling H Street restaurants. “Every night before bed, I would just sit and watch them run across back and forth, and I could count 50 or 60 in a night,” said Gallopin, the executive director of a health care nonprofit. She said the rat population seemed to decrease only after she and four other neighbors coordinated this summer to hire a private pest control company. “This is not an individual issue — we can’t address it house by house … and we need to think about it on a larger scale,” she said. “There will always be rats. A few months after floodwaters devastated Ellicott City’s main street for the second time in two years, authorities are moving to demolish roughly 5 percent of its historic district. Howard County Executive Allan Kittleman said 10 ravaged structures on the lower half of Main Street must be demolished in the coming months. The idea is to expand the flood plain for the next time waterways burst their banks. He said Wednesday some residential properties further uphill will also need to be bulldozed. Former deacon charged in 2003 sex assault case A former deacon at a Loudoun County, Va., church that has faced criticism from ex-members has been charged with sexually assaulting a teenager more than a decade ago. Police announced charges last week against Kevin O’Connor, 62, including sexual assault by force and taking indecent liberties with a child. O’Connor was a deacon at Calvary Temple in Sterling, an independent church that critics say engages in cult-like behavior. Assault case set to end against school chairman Maryland prosecutors are seeking to dismiss an assault case against a Prince George’s County school board chairman who was accused of pushing and threatening a fellow member after a board meeting. The decision this week appears to end the episode, where Segun Eubanks faced a second-degree assault charge. A spokesman for the state’s attorney’s office said prosecutors found insufficient evidence for the charge after reviewing the case. Eubanks called the allegations false and reckless. (AP/TWP)

Memorial Bridge to close for one weekend in Sept.

Authorities said the body of a missing woman was found by firefighters putting out flames at a vacant home in Baltimore. A fire department official said firefighters found the body Wednesday. Police said Tiffany Jones, 29, was abducted Tuesday from the same neighborhood. They confirmed the body was Jones, a mother of two, the Baltimore Sun reported. (AP)

Arlington Memorial Bridge will be shuttered to all traffic from the evening of Sept. 14 through the morning of Sept. 17 for maintenance. The closure means those who use the bridge will need to find another way to cross the Potomac. D.C. homicide total reaches grim mark 100th killing this year raises fear of violence reminiscent of 2015 THE DISTRICT D.C. reached 100 homicides Thursday, a grim milestone that has raised concerns over whether the city is on a path to have a rise in killings over recent years. Among the victims were a 10-year-old girl headed to an ice cream truck, a boy shot in an attempted robbery and a young woman who was training to become a chef. The 100th victim was a 25-year-old man shot just after midnight near his home in the Edgewood neighborhood. Officials said they have been working to quell the violence, which is reminiscent of 2015, when a surge in killings in D.C. and other cities across the country alarmed residents and police. That year, the District had its 100th slaying Aug. 22 and by year’s end had counted 162 killings. There have been hopeful signs. While the summer months are often among the most deadly, the pace of killings has slowed in recent weeks. Other violent crimes, including robberies and assaults, are down this year compared with 2017. In addition, homicide statistics this year reflect 12 deaths that occurred in past years but were discovered or were ruled homicides only this year.

This year’s violence has been concentrated in neighborhoods east of the Anacostia that are troubled by historic crime and poverty, and where many complain that city services are lacking. Earlier this year, police declared a “crime emergency” in Ward 8, sending in extra police and boosting the effort to seize illegal firearms. The ward had as many killings by early August as it did in all of 2017. Citywide, police have taken more than 1,000 guns off the streets this year. “Whenever you have homicides going up in the District of Columbia, we feel a sense of urgency,” Police Chief Peter Newsham said. “This is just as frustrating for our police officers as it is for the folks who live in this community. We want to make sure we’re doing

everything we possibly can to prevent the next one.” As in years past, officials blame many of the killings on a proliferation of illegal guns and a quick resort to firearms by people involved in petty disputes. The police chief complains of violent offenders returning to the streets, and the union representing officers says city leaders have focused on critiquing the way police operate but have not concentrated enough on crime-fighting. The 162 homicides recorded in 2015 were the most in the District since 2009. The number dropped to 88 in 2012, the lowest recorded in a half-century. Last year, 116 slayings occurred. But Prime Minister Theresa May’s Conservative government vowed it would limit the instability that could be triggered by a disorderly Brexit, releasing documents outlining its plans to cope. Even if Britain crashes out of the bloc next year without a trade deal, its plans include unilaterally accepting some EU rules and giving EU financial services firms continued access to the U.K. market. “We have made clear that if negotiations don’t achieve the optimum outcome, we will continue to be a responsible European neighbor and partner,” said Brexit Secretary Dominic Raab in a speech Thursday. Fireflies flash not just to attract mates, but also for survival, new research shows. The bugs’ glow signals to bats that they taste bad, as reported Wednesday in Science Advances. Researchers observed that bats that had not previously encountered fireflies quickly learned to avoid the insects after tasting them. When the scientists painted fireflies’ bellies black so they couldn’t glow, the bats ate about 40 percent of those bugs, but none of the normal ones. More than 43,000 people developed HPV-associated cancer in 2015, compared with about 30,000 in 1999, the CDC said. At the same time, the CDC said, HPV vaccination rates are rising — a trend that could eventually curb the increase in

Nearly half of adolescents ages 13 to 17 in 2017 had received all the recommended doses for HPV vaccination, while two-thirds had received the first dose. Education Secretary Betsy DeVos is considering allowing states to use federal grant money to buy guns for schools, people familiar with the matter said. Two of those people said the question being contemplated is whether states are allowed to use money available through Student Support and Academic Enrichment grants to buy firearms. Unlike other federal grants, this one does not expressly ban such purchases. The idea drew swift negative reaction from those who argue the response to school shootings should be fewer guns, not more. But it is likely to find support among gun rights advocates who say that having firearms in schools would make them less likely to be targeted. The conversation was sparked because the federal law that created the grants includes few constraints. “Congress wrote a vague law and everyone is trying to figure out what it means,” one person said, adding that Congress should clarify its intentions. That person added that it is possible DeVos would take no action on this matter — not permitting it nor advising against it. POLITICS Attorney General Jeff Sessions pushed back forcefully Thursday against fresh criticism from President Trump, saying the Justice Department would not be “improperly influenced by political considerations.” The extraordinary statement came hours after Trump lashed out anew at Sessions, saying he had failed to take control of the Justice Department and was given his job only because of his loyalty during the 2016 campaign. Following Trump’s comments in an interview that aired Thursday on “Fox & Friends,” two leading Republican senators suggested Sessions could be replaced this fall — though other Republicans cautioned that Trump would have a hard time winning Senate confirmation for another nominee. Sessions said in his statement: “I took control of the Department of Justice the day I was sworn in, which is why we have had unprecedented success at effectuating

the President’s agenda.” In the Fox interview, Trump lambasted Sessions for failing to take the reins in a department that he characterized as dominated by Democrats and unwilling to prosecute Democratic corruption. “I put in an attorney general that never took control of the Justice Department,” Trump said during the interview, which was taped Wednesday. Nearly 25 years after the first democratic elections, black South Africans make up 80 percent of the population but own just 4 percent of the country’s land, according to the government. The Redskins created a buzz by signing the free agent Monday and plan to use him heavily against the Broncos. The question: Which Peterson are they getting? The 2012 league MVP who is one long run from joining the list of the NFL’s top 10 career rushers, or the one who is on his third team in a year after averaging 3.4 yards last season with Arizona and New Orleans? It wouldn’t take much for Peterson, 33, to start over Rob Kelley, who has been lackluster this preseason. If nothing else, the team has noticed the future Hall of Famer’s intense practice habits.

The rookie first-rounder delivered a mixed effort last week against the New York Jets. He managed a sack by bull-rushing past a guard. But Payne was caught off balance several times with poor footwork as he desperately looked for the ball, and his reaction time occasionally was on a one-second delay. That hesitation should disappear with experience — he needs to at least double the 10 snaps he had against the Jets. His chemistry with DT Jonathan Allen, his former Alabama teammate, is undeniable. Pity the left guards and tackles facing this pair.

The 2016 first-rounder enters a prove-it season. Repeating last year’s 35 receptions would be a bust for someone the Redskins once hoped would roam the back of the end zone. Instead, they are developing other options, and Doctson has only an 11-yard catch this preseason. Coach Jay Gruden isn’t too worried about his starters’ production in August, but Doctson needs to show he can help carry the offense when needed and stay healthy after some nicks in camp. For now, he likely is only the second option — even in the red zone — behind Paul Richardson.

He just wants to rough people up, and is doing it so well that Mason Foster better improve or he could lose his starting job. Spaight is the Redskins’ most underrated defensive player. He has great speed to the ball and is a huge-impact hitter, reminiscent of Wilber Marshall three decades ago. Spaight’s 75 tackles in his third season showed that he’s ready for more. He can call defensive signals, so it wouldn’t be a stretch to play him over Foster. Watch Spaight quickly come to the line on run defense, which the Redskins will emphasize more this season.

Last year’s secondrounder was invisible as a rookie. Despite coaches saying he’s doing more this summer, he’s still invisible. He not only can’t surpass starters Preston Smith and Ryan Kerrigan, he is at risk of being overtaken by Pete Robertson as the top backup. The club hopes Anderson can be Plan B in 2019 if Smith doesn’t re-sign, but Anderson needs to show something now. That includes being more physical at the line after being shoved out of too many plays, and displaying more urgency to the ball, which should come from knowing the scheme better.

A crappy time: Puppets behaving badly? Yaaawn … So, hi! How was your summer? Good, good. Mine has been going pretty well, too. Took a vacation. Read a lot of books — “Sing, Unburied, Sing” by Jesmyn Ward was the best. The rosé of the summer was the Chateau Montaud Cotes de Provence, which comes in a really pretty bottle. I bet the crafty among you could repurpose it. Make a lamp or something. Look, can we talk about literally anything other than “The Happytime Murders”? Fine. First, it’s not all bad (there’s a phrase to put on the poster). There are times when Melissa McCarthy is genuinely funny, and Maya Rudolph delivers a

hilarious monologue about rice pilaf and prison rape. Other than that, “The Happytime Murders” is the kind of film that happens when people have a couple of spare weeks, so they decide to write, shoot, edit and release a movie. There is, such as it is, a plot. Phil Philips (Bill Barretta), which is definitely a name you come up with when you’re writing a movie in two weeks, is a private detective and a disgraced police officer — the first and last puppet officer in Los Angeles. Oh, yeah. Most of the characters are puppets. Did I forget to mention that? Anyway, Phil is approached by Sandra White (Dorien Davies), a femme fatale being blackmailed with information about her sex life, because why not go full film noir.

Meanwhile, the cast members of “Happytime,” the first puppet-human TV show to reach a large audience, are getting murdered one by one, right before syndication money comes pouring in. Phil teams up with former partner Connie Edwards (McCarthy), and they try to solve both cases. It took me all of 12 minutes to figure out whodunit, but the point of the movie isn’t the murders. It’s to watch puppets curse a lot and to get a glimpse into puppet porn, puppet sex, puppet drugs, puppet bodily fluids and did I mention the puppet porn? So … that’s about it. Director Brian Henson (yes, Jim’s son) and writer Todd Berger apparently set out to make an edgy comedy, but there is nothing particularly edgy about

profane puppets and a lumbering plot. “Avenue Q” brought cursing puppets and added musical numbers; we’ve even seen puppet sex done better, in “Team America: World Police,” though I guess you could argue that marionettes are different from puppets. So maybe “The Happytime Murders” is actually a pioneer in the grand world of felt-based copulation. Not even the puppetry is very good. Few of the puppets move their mouths (other than when talking) or eyebrows, so they show no emotion. When we see their full bodies, there is none of the magic of, say, that first glimpse of Kermit on a bike in “The Muppet Movie.” In fact, I expect Kermit and the gang to issue a statement any minute now disavowing this movie. That’s really more words than “The Happytime Murders” deserves. So move along. Nothing to see here. Better to spend your mind and your money on other things, like books and wine. The plot of “Skate Kitchen” is conventional enough: When 18-year-old skateboarder Camille (Rachelle Vinberg) shows interest in the ex-boyfriend of her new best friend (Ardelia Lovelace), complications ensue. But the beauty of the film isn’t to be found in its mechanics. Instead, it’s the movie itself — its rhythms, its tactful, unfussy point of view — that elevates it into something new. A remake of the 1973 film about Devil’s Island inmate Henri “Papillon” Charriere, this vastly inferior telling of the tale stars Charlie Hunnam in the title role and Rami Malek as Papillon’s fellow prisoner Louis Dega. ‘Juliet, Naked’ hits the right rom-com notes

FILM Early in “The Wife,” celebrated author Joe Castleman gets the call telling him he’s won the Nobel Prize in literature and he begins jumping on the bed. “I won the Nobel! I won the Nobel!” he crows. His wife Joan, played by Glenn Close, does not join in. In fact, it looks like she just wants to get to the bathroom to brush her teeth. The rest of “The Wife” explains why: Since the very beginning of Joe’s career, Joan has been doing the bulk of “his” writing, all the while playing the part of the dutiful wife. “One of my favorite scenes was when we arrive in Stockholm and I’m just holding [Joe’s] coat in the background,” Close says. “I’ve been around men who make women feel invisible and it’s not a nice place to be in. But it’s something that she has accepted.” Joan may not be in the background for long; Nathaniel, a journalist played by Christian Slater (TV’s “Mr. Robot”), strongly suspects that she is the actual writer of Joe’s books, and

he wants the world to know about her — and about himself. “I think he wants a bit of both,” Slater says. “He’s on this journalistic pursuit to get the truth, he thinks he’s got something, he’s found some evidence and he wants to pursue that. And also he wants to get his own prize. A lot of journalists, and actors, we’re looking for that thing that will satisfy us and give us attention and acclaim.” For Joan, who is utterly circumspect in her answers to Nathaniel’s probing questions, “I don’t think it’s about the acclaim,” says Close, a six-time Oscar nominee who has yet to win. “Is recognition different than acclaim? She realizes what she’s done, and her husband hasn’t ever acknowledged that.” The 1992-set drama flashes back to the beginning of Joe (Jonathan Pryce) and Joan’s marriage in the late 1950s, when young Joan (played by Close’s daughter, Annie Starke) was writing her own work. After a talented but overlooked female author warns her that novels by women can never reach a large audience,

Joan moves to “editing” books by Joe, her former creative writing professor. It’s not long before both silently and implicitly agree that

Joan is simply a better writer than Joe. She takes over, losing her name but keeping her work. “She’s been complicit,” Close says. “It lets her write, and she is happiest when she’s at that desk, writing. It’s something she has accepted, but I think in the film [she has] a growing awareness [that] he almost believes all this. And she can’t deal with that.” So he gets the medal and she gets to watch. John Lithgow will play former Fox News chairman Roger Ailes in a film about the sexual harassment scandal that led to his downfall, according to Variety. Nicole Kidman and Charlize Theron have been cast as Gretchen Carlson and Megyn Kelly, respectively, in the movie from “Game Change” director Jay Roach. E! renews “Very Cavallari” for Season 2

FILM REVIEW At a time when every other movie, even the rom-coms, seems to contain political subtext, it’s a relief to see a bagatelle come along like “Juliet, Naked.” This film amounts to a sweet-tart confection that cleanses a palate gone sour from too many cinematic servings of the heavy stuff. Based on Nick Hornby’s 2009 novel, “Juliet, Naked” stars Rose Byrne as Annie, a history museum curator in England whose boyfriend, Duncan (Chris O’Dowd, funny as ever), runs a fan website devoted to American cult musician Tucker Crowe (Ethan Hawke). When a bootleg CD surfaces featuring unplugged demo recordings from Crowe’s seminal 1993 album “Juliet,” Annie posts a negative review online. This not only leads to some minor tensions with her live-in beau, but more important, to an email correspondence between Annie and Tucker — who happens to agree with her assessment of his music. It’s a classic love triangle, with Tucker and Annie slowly coming to the realization that they may have feelings for each other. Director Jesse Peretz, a former musician, plays this familiar scenario’s comedy not in power chords but grace notes. In his screenplay, written with Tamara Jenkins and Jim Taylor, he tells a story that is not about three people, but all human connection. MICHAEL O’SULLIVAN (THE WASHINGTON POST)

Biebs pivots to jockey career Justin Bieber purchased a $5 million mansion in Ontario, Canada, TMZ reported Thursday. The property is reportedly 101 acres, with a private equestrian facility featuring stables and a horse-racing track. The home also includes lake access, a two-story temperature-controlled wine room, heated floors and a movie theater. It’s unclear if the home will be Bieber’s main residence or a lakeside getaway.

Ben Affleck checked into a Los Angeles area rehab facility Thursday for alcohol addiction after estranged wife Jennifer Garner asked him to get help, according to TMZ. Affleck reportedly was receptive to Garner’s plea, which came after she saw a recent photo of him accepting a delivery of beer and liquor. “Her number-one concern is [their three] kids,” a source told People. “Is Ben healthy enough to have custody? Can she rely on him to coparent?” Affleck has been in the headlines this week after he was spotted with 22-year-old model Shauna Sexton, though People’s source said Garner’s “concern right now is not who he is dating.” (EXPRESS)
