NATIONAL MALL Spiders have moved in to dine on the bugs drawn by the lights. Wasps have built nests to eat the spiders. And a “community” of dark biofilm has spread over the surface of the marble, like spots on a giant leopard. Lichens have sprouted on the stone. Rain has pummeled the roof. And 76 years after it was dedicated in the midst of World War II, the Jefferson Memorial has become a miniature and unsightly ecosystem. Now, the National Park Service has embarked on an $8.2 million project to reclaim the Washington landmark from the creeping grasp of nature. Earlier this month, workers began putting up scaffolding to begin the complex process of repairing and replacing roof surfaces, cleaning giant marble roof tiles, and using lasers to attack the biofilm. The 32,000-ton memorial to the nation’s third president and main author of the Declaration of Independence will remain open while work is underway.

Audrey Tepper, a Park Service historical architect with the National Mall and Memorial Parks, said the most visible work will
be cleaning the memorial of the biofilm. The film — “a microbial community of fungi, algae and
bacterial growth,” Tepper said — has left a dingy, gray shadow over one of the country’s most beautiful structures. “This stuff has just grown exponentially,” she said. “Is it [too] moist? Is it humid? Is it hotter? Is there a change in the atmosphere? We simply don’t know. … It’s very aggressive, and it has spread. … Each year, it’s gotten worse and worse.” Workers are using lasers to erase the film, in a process called ablation. They are not sure how long the lasered stone will stay clean, or if the biofilm will come back, but the work continues. The memorial’s white Vermont marble once was pristine but has been badly eroded by weather. At the tops of some of its ionic columns, curlicues called volutes have been anchored with wire, because stone has fallen in years past, Tepper said. Netting is in place on the ceiling near the entrance where stone has come loose. When the work is completed, likely by next spring, masonry damaged by water will be fixed. Cracks will be repaired. The university announced last week that a 7-monthold bulldog is in training to be the next Jack the Bulldog. The current Jack, who is known for skateboarding, is 6 years old and healthy, but ready for retirement. Jack the puppy will be the eighth Georgetown mascot bulldog. HAMPTON, VA. They faced the sunrise to the rhythm of drums and waves on a windswept beach, near where the first enslaved Africans arrived at the English colony of Virginia in 1619. On Saturday morning, they would release those spirits. The cleansing and naming ritual kicked off a weekend of events marking the 400th anniversary of the Africans’ arrival and the dawn of American slavery. The day walked a fine line: commemorating the nation’s fundamental sin of slavery but also celebrating the African descendants who survived its brutality and helped build America. “Our perseverance, making it through 400 years, is something that should be honored,” said Terry Brown, the National Park Service’s superintendent for Fort Monroe, the site of the first landing. In 1619, the English pirate ship the White Lion arrived near today’s Hampton, Va., carrying what colonist John Rolfe described as “20 and odd Negroes.” The captain of the White Lion traded the enslaved people for food, bringing slavery to Jamestown. Speeches and songs on Saturday were an emotional contrast to the celebration last month of 400 years of representative democracy in Jamestown, which wound up revolving around the divisive presence of President

The estimated cost of damage to Arlington County property from the flash floods that tore across the region on the morning of July 8, a spokesperson for the county’s emergency management agency told ARL Now on Friday. Explosion destroys Columbia, Md., commercial building; gas leak suspected
PRINCE GEORGE’S COUNTY Amazon is no longer exploring building a fulfillment center in Prince George’s County, the company said Friday, following opposition from residents and an appeal in court. The county council and planning board paved the way for construction of a 4-millionsquare-foot warehouse in Upper Marlboro, and developers had said they hoped to begin construction as early as this fall. However, residents in the Westphalia subdivision, where the facility would have been located, vocally opposed the project, citing concerns about traffic, the environment and their home values. “The site is simply not the right fit for Amazon at this time,” Amazon spokeswoman Rachael Lighty said. She said there was no lease agreement but that there were discussions about opening in Westphalia, a mixed-use project that has struggled to attract retailers since opening in 2013. Gov. Larry Hogan, R, has said he is committed to luring Amazon to Maryland. His spokeswoman said Friday that the Commerce Department has already reached out to Amazon to help find another Maryland site. County Executive Angela D. Hassan Nasrallah also vowed to retaliate after an Israeli airstrike inside Syria that took place hours earlier, which he said killed two Hezbollah members. Nasrallah’s speech came after one alleged Israeli drone crashed in a Hezbollah stronghold in
south Beirut, landing on the roof of a building that houses Hezbollah’s media office, while another exploded and crashed in a plot behind the building, causing material damage, authorities said. A Hezbollah spokesman said earlier Sunday that the group did not fire on any of the drones. He said the second drone was likely armed, judging by the damage it caused. Nasrallah said one of the drones had been flying low among buildings, calling it a military “suicide mission” and “a clear aggression.” He said allowing Israel to keep flying drones over Lebanon would lead to a similar situation as in Iraq, where a series of attacks there targeting military
bases and a weapons depot belonging to Iranian-backed militias have left the country on edge. U.S. officials say at least one of them was carried out by Israel. In Saturday’s strikes near the Syrian capital, Israel publicly stated it was thwarting an imminent drone strike against Israel by Iran’s Revolutionary Guards’ Al Quds Force. But Nasrallah said the strikes actually hit a Hezbollah rest house, marking a rare acknowledgement of member deaths in Syria by Israeli strikes. Israeli aircraft continued to violate Lebanese airspace Sunday, flying low over Beirut hours after the drones crashed, raising fears of a wider conflict.

On Wednesday, FBI agents searched a Dairy Queen in Greenwood, S.C. Brits to make packing easier for air travelers
Packing for a flight in Britain could get easier soon. British officials on Sunday announced plans to introduce 3D screening at airports, so passengers won’t have to limit the size of containers of liquids they put in their carry-on bags. Travelers also might be able to keep electrical equipment such as laptops in their cabin bags. Right-wing donor David Koch dies 1940-2019 Billionaire industrialist David H. Koch, who with his older brother Charles poured a fortune into right-wing causes, transforming the American political landscape and shaping U.S. policies on such issues as climate change and government regulation, died Friday at 79. The cause of death was not disclosed, but Koch Industries said Koch, who lived in New York City, had contended for years with various illnesses, including prostate cancer. A chemical engineer by training, Koch was an executive in the family-run conglomerate, the Libertarian Party’s candidate for vice president in 1980, and a major benefactor of educational, medical and cultural organizations. But he and his brother became best known for building a political network dubbed the “Kochtopus” for its many-tentacled support of conservative and libertarian causes, candidates and think tanks, including the Cato Institute. Trade uncertainty continues After expressing regret, Trump amps up threats to raise tariffs on China
British Prime Minister Boris Johnson if he had any second thoughts about escalating the trade conflict, Trump told reporters, “Yeah. For sure.” The president added, “I have second thoughts about everything.” Hours later, the White House backpedaled. Press secretary Stephanie Grisham issued a statement saying the press had “greatly misinterpreted” Trump’s comments. She said the
president only responded “in the affirmative — because he regrets not raising the tariffs higher.” Johnson, for his part, praised Trump for America’s economic performance — but chided the U.S. leader for his unbending China policy. “Just to register a faint sheeplike note of our view on the trade war,” the British leader told Trump. “We’re in favor of trade peace.” According to The Washington
Post, Trump on Sunday held an unscheduled appearance with Japanese Prime Minister Shinzo Abe to announce that the United States and Japan had reached an agreement in principle on a trade deal covering agriculture, technology and other issues. A midair collision between a sightseeing helicopter and a small plane on the Spanish island of Mallorca killed seven people Sunday, authorities said. The victims included three adults and two children on the helicopter and two local men on the light plane, the regional government of Spain’s Balearic Islands tweeted. Leaders of the Group of Seven nations said Sunday they’re preparing to help Brazil battle fires burning across the Amazon region and repair the damage. Brazilian President Jair Bolsonaro announced Friday that his government would send 44,000 soldiers to help fight the fires, but only a few hundred have been sent so far. Satellite monitoring in Brazil has recorded more than 41,000 fires in the Amazon region in 2019. (AP)
An Iranian-flagged oil tanker pursued by the U.S. changed its listed destination to a port in Turkey after Greece said it wouldn’t risk its relations with America by aiding it. The crew of the oil tanker Adrian Darya 1, formerly known as the Grace 1, on Saturday updated its listed destination to Mersin, Turkey. BIARRITZ, FRANCE A top Iranian official paid an unannounced visit Sunday to the G-7 summit and headed straight toward the heart of the city where leaders of the world’s major democracies have been debating how to handle the country’s nuclear ambitions. France’s surprise invitation of Iranian Foreign Minister Mohammad Javad Zarif was a high-stakes gamble for French President Emmanuel Macron, who is the host of the Group of Seven gathering in Biarritz. A senior French official, speaking on condition of anonymity, said Macron personally informed President Trump about Zarif’s invitation. Zarif met with Macron as well as diplomats from France, Germany and Britain, another official said. Zarif arrived as fissures emerged among G-7 leaders over how to deal with Iran. Macron said the leaders agreed at dinner Saturday that he could serve as a G-7 messenger to Iran. Trump, who withdrew the U.S. from Tehran’s 2015 nuclear deal, denied agreeing to anything. In public, he said, “No comment.” The French official also said that France considers it important to check in with Zarif to continue to ease tensions. The official said the French are not “mediators,” but think they can contribute to de-escalation.
BUSINESS It’s back-to-school season, and for Aryana Duplessis, that means stocking up on school uniforms — for her 1-year-old. Her daughter, Dallas, has been wearing the mandated red shirt and blue bottoms to her New Orleans day care since she was 2 months old. “I think it’s awesome,” said Duplessis, 38, an insurance agent. “She walks into day care and has an immediate sense of community. She belongs.” Public schools, charters and child care centers across the country are increasingly requiring uniforms, remaking back-toschool shopping traditions that have long emphasized individuality and self-expression. More than 40% of the nation’s urban public schools and preschools now use uniforms, government data shows, prompting mainstream retailers to rethink how they stock and market school gear. Walmart, Target and Amazon are selling their own brands of polo shirts, pleated skirts and khakis for children as young as 2, while Old Navy has created “uniform hubs” in all 1,100 U.S. stores. Carter’s, Kohl’s and H&M also are trying to break into a $1 billion-a-year market long dominated by a handful of specialty brands. “Every retailer is adapting to the growth of uniforms,” said Matthew Buesing, vice president of customer and digital marketing at French Toast, which sells directly to thousands of schools, as well as to stores such as Target, Costco and Macy’s. “We’ve reached a middle ground where all types of schools — private, public, preschools — are using uniforms.” School administrators say uniforms are as much about

Don’t color outside the lines.’ ” Uniforms made their way into big-city public schools in the late 1980s with the promise that they would curb gang violence and crime. They were also seen as way to mask socioeconomic disparities. By 2015, 75% of the District’s public schools required uniforms, particularly in areas with high poverty rates. In all, 26% of U.S. students wore uniforms last year, up from 18% a decade earlier, according to Prosper Insights & Analytics. As for retailers, uniforms represent a growing source of revenue. The lead-up to the school year is the second-largest shopping event of the year, behind the holiday season, and sets the stage for the all-important fourth quarter, when many companies make the bulk of their sales. “We’ve started to see an uptick in uniform searches as early as June,” said Andres Dorronsoro, Old Navy’s senior vice president of merchandising. “It’s a super important time of year, and demand is rising.” Old Navy this year is selling uniforms in more than 200 sizes, from 2T for toddlers to adult XL. Its newest styles include moisture-wicking polos and stain-resistant pants with reinforced knees. Also increasingly important: accessories. “It used to be we’d go to the mall and buy 10 outfits for school,” said Sarah Blevins, whose 8- and 10-year-olds will wear uniforms for the first time this year in Dothan, Ala. “Now the focus is on finding the perfect backpack and tennis shoes.”
POLITICS Joe Walsh, a former Illinois congressman and tea party favorite turned radio talk show host, announced a challenge Sunday to President Trump for the Republican nomination in 2020, saying the incumbent is unfit for office and must be denied a second term. “He’s nuts. He’s erratic. He’s cruel. He stokes bigotry. He’s incompetent. He doesn’t know what he’s doing,” Walsh said on ABC. The long shot portrayed himself as an alternative in a party where he said many are opposed to Trump but are “scared to death” of saying so publicly. Polls shows Trump is backed by most Republican voters. The lone rival already in the race is former Massachusetts Gov. Bill Weld, the 2016 Libertarian Party vice presidential nominee who is regarded as fiscally conservative but socially liberal. Undeterred from pressing ahead with his candidacy, Walsh said, “I think this thing ... will catch on like wildfire.” The former Trump booster added: “I’m a conservative. And I think there’s a decent chance to present to Republican voters a conservative without all the baggage.” The one-word response from Trump’s campaign to Walsh’s entry: “Whatever.” Walsh narrowly won a House seat from suburban Chicago in the 2010 tea party wave but lost a 2012 reelection bid and has since hosted a radio talk show.

Superstar Colts quarterback Andrew Luck had to say goodbye during an impromptu interview with reporters late Saturday. The news had leaked. He had known for more than a week. Unable to play most of the preseason because of an injury to his left calf and ankle, he took the field before an Aug. 17 preseason game against Cleveland and made a few practice throws. Some considered it evidence that he might return soon. But for Luck, it was closure. As he grinned and threw spirals, he was quietly letting the game go. “I was thinking, ‘This is the last time I’ll throw the ball at Lucas Oil Stadium in a Colts uniform,’ ” he said. Luck called it a hard decision — “the hardest of my life,” he said — but it was also a clear one. Over the past four years, his injuries have been relentless: shoulder sprain, torn cartilage in the ribs, partially torn
abdomen, lacerated kidney, concussion, torn labrum in his right shoulder and now the calf and ankle problem. “For the last four years or so, I’ve been in this cycle of injury, pain, rehab — injury, pain, rehab — and it’s been unceasing, unrelenting, both in-season and offseason,” Luck said Saturday night. “And I felt stuck in it, and the only way I see out is to no longer play football. It’s taken my joy of this game away.” Luck, 2012’s No. 1 overall pick, succeeded Peyton Manning and took command in a manner that Aaron Rodgers could appreciate. The Colts finished with an 11-5 record in each of Luck’s first three seasons and advanced to the AFC title game in January 2015. Given his 6-foot-4, 240-pound frame, you figured he could play 8 to 12 more seasons. He didn’t make it to his 30th birthday, which is three weeks away, but he still played long enough to amass 23,671 yards and 171 touchdowns. Through 86 starts, his production was on pace with some of the most

prolific quarterbacks in history. We’ve seen legends leave too soon: Jim Brown, Barry Sanders. We’ve seen injuries and ailments cut brilliant careers short: Gale Sayers, Kenny Easley. Recently, we’ve seen a concerning cluster of great ones bow out shockingly, including linebacker Patrick Willis and receiver Calvin Johnson. Teams should consider the situation dire. The NFL should feel desperate to improve the way it trains and cares for athletes and how it manages their workload. One of the game’s brightest young quarterbacks walked away from perhaps $250 million in future earnings when you factor in the
remaining three years of his contract and one more megaextension likely worth more than $40 million per season. “After 2016 when I played in pain and wasn’t regularly able to practice, I made a vow I wouldn’t go down that path again,” Luck said. “The only way forward is to remove myself from this cycle. I came to the proverbial fork in the road and made a vow if I ever did again, I would choose me, in a sense.” That’s not a selfish choice. After all Luck has been through, it’s wise.

Worth your investment ‘On Becoming a God in Central Florida’ navigates the perils of marketing schemes
TV REVIEW Friends, have we got a TV show for you. True, it has a sort of lame and unnecessarily pretentious title — “On Becoming a God in Central Florida” — but it will clean your floors, shine your shoes, brighten your kitchen and, most importantly, enrich your life beyond your wildest dreams. Or it won’t. Still, as darkly comedic dramas about the sorry state of the human condition go, “On Becoming a God in Central Florida” (which premiered Sunday on Showtime) is a delectably weird and compellingly realized misadventure tale that, though set in 1992, makes a spot-on point about the inescapable degree of fraud that still infests Americanstyle capitalism.
Kirsten Dunst gives a fantastic performance here as Krystal Stubbs, a new mother whose alcoholic husband, Travis (Alexander Skarsgård), has quit his office job to devote his life to FAM (Founders American Merchandise), an Amway-esque multilevel marketing scheme. Travis is utterly suckered into the strategy of selling FAMbranded household goods while recruiting gullible others to join the sales force. Hounded by his obnoxious supervisor, Cody Bonar (Théodore Pellerin), an exhausted Travis finally falls asleep at the wheel and meets an untimely demise when his car plunges into a swamp and he’s devoured by an alligator. That’s not a spoiler so much
Partners in crime In one storyline from “On Becoming a God in Central Florida,” protagonist Krystal (Kirsten Dunst) unwittingly recruits her sweet neighbor Ernie (Mel Rodriguez) into the marketing scheme FAM. Rodriguez gives an achingly beautiful performance, fully expressing the range of Ernie’s private anxieties and outward hopefulness. H.S.
as a setup, as a grieving and now-penniless Krystal belatedly discovers that Travis lost all their money and took out a second mortgage to elevate his status in the program. Facing foreclosure on everything from her house to the braces on her

teeth, Krystal decides to join FAM rather than fight it. As both a period piece and a sendup of a certain Floridian soullessness, “On Becoming a God” (created by Robert Funke and Matt Lutsky, with Esta Spalding as showrunner) has a masterful sense of authenticity and restraint. While the show gets a tad shaggy toward the finale, a strong theme of distrust and suspicion carries through the first season, along with a warning: Beware the charlatans in your lives. Don’t answer calls from unknown numbers. Check your credit. Avoid Florida. Better yet, avoid everything. Snakes are out there and always have been. HANK STUEVER

Disney flexes muscles with ambitious rollout FILM At the Walt Disney Company’s biannual D23 convention, a faint image of the “Star Wars” character Emperor Palpatine in the background of a new poster can cause as much of a stir as actual appearances from movie stars such as Angelina Jolie and Dwayne Johnson. Right across the street from Disneyland, nearly 7,000 people packed a giant convention hall Saturday in Anaheim, Calif., hoping to get a look at or at least more information about Disney properties coming to theaters in the next few years. Disney kicked things off with “Star Wars: Episode IX — The Rise of Skywalker,” revealing the new poster and some new footage. The film, which hits theaters Dec. 20, ends the Skywalker saga that began over 40 years ago. “It’s kind of hard for me to understand that the story is ending, but what an ending,” said Anthony Daniels, who plays C-3PO. “You’ll love it.” Not all reveals are created equal at D23, however. Taylor Swift opened up on politics in an interview published Saturday in The Guardian, saying that she plans to “do everything I can for 2020” after withholding her liberal views during the 2016 election. Swift said her past hesitance was influenced by the negative response the Dixie Chicks received after criticizing then-President George W. Miley Cyrus will keep all 15 pets that she shared with husband Liam Hemsworth, according to TMZ. Hemsworth reportedly filed for divorce last week and is not interested in fighting for custody of any of the animals. The couple shared seven dogs, three cats, two horses, two miniature horses and a pig. TMZ reported that the divorce has been simplified by a prenuptial agreement.
