A Wisconsin motorist who was having car trouble pulled over to find a snake under the hood. Chris Nguyen was driving his mother’s SUV when he discovered the 4-foot ball python. Police in Omro tried to wriggle the snake free before calling a snake rescuer for help. WLUK-TV reports that it took hours to free the snake, which had wrapped itself around the engine. The snake’s owner said it had been missing for more than a month. (AP)

A second-grade teacher in Hector, Ark., found a snake in her classroom at Hector Elementary School, KARK-4 reported Thursday. Principal Kara Rohr, a former parks employee who has experience working with snakes, offered to help remove the reptile — which promptly bit her on the thumb. Fortunately, the snake was not venomous. Maintenance workers released it into the wild away from the school. (EXPRESS)

All-women ride hailing? The female-friendly app coming to D.C. touts safety, but is it legal?

TRANSPORTATION A new ride-hailing app that caters to women by letting drivers and riders choose their preferred gender of the person who will be sharing their vehicle is on its way to D.C. this fall and — who knows? — maybe even the Supreme Court. The new service is Safr, and it’s built on the idea that women feel more comfortable driving or riding with other women. It rolled out about a year ago in Boston. Safr talks a lot in its pitch about “empowering” women. Though Safr is hiring men, too, its website and its boss make it clear that its reason to be is to lure female drivers and riders to the app with the promise that they won’t have to share a car with the opposite sex if they don’t want to. “We want to make sure that everything we are doing, especially on the ride-sharing side of it, is that we are giving equal opportunities to women to become a part of the gig economy in the

transportation sector,” Safr chief executive Syed Gilani said. Women make up only about 20 percent of the drivers on more established platforms, Gilani said, but he believes Safr’s

special features will change that. Safr’s most notable feature allows users to express a preference for the gender of their driver or their passenger — a

feature that has also shown up in the app of RideAustin, a nonprofit ride-hailing service in Texas, as “female driver mode.” If a woman using Safr wants a female driver, and one is available, she’ll get a female driver. If not, the rider would have the option to cancel, Gilani said. Safr also touts several security features. Before the ride begins, users receive a color code that has to match driver and rider. There’s also a 24/7 ride-tracking center and a panic button that allows users to send an alert to the service, police or a personal contact. Gilani, when asked about the legal implications of a public transportation business that allows people to select the gender of others in the vehicle, said it’s no different from a woman’s asking for a female obstetrician, a female trainer at the public gym or a female security officer to conduct a pat-down at an airport. “We are a platform. We are not forcing anybody to select anybody. We are not saying you need to do that or you must do that,” Gilani said. “We are saying this is an option on our platform with our technology.”

THE DISTRICT When landscape architects recently began redesigning a wide, red-brick sidewalk in D.C.’s Chinatown, they initially focused on improving the stormwater runoff and making it easier for pedestrians to navigate safely. But last fall, after a driver plowed a truck into a bike path in lower Manhattan and killed eight people, they added a new goal: to protect people from terrorists using vehicles as weapons. Instead of throwing up rows of bollards or concrete barriers, they plan to install trees, bike racks and raised planters that will double as benches. They’re designed to make the sidewalk more pleasant while creating obstacles to stop an attacking vehicle or, better yet, dissuade a potential terrorist from trying. “When you look at it, you won’t say, ‘That’s there to protect pedestrians,’ but that’s what they’re doing,” said Robb Berg, of Design Workshop. The landscape architecture firm is redesigning the sidewalk on I Street between Sixth and Seventh streets NW as a prototype for the American Society of Landscape Architects, which has its offices on the block. “At no point will you see a bollard,” Berg said. “That’s the key. We’re taking that function and disguising it in all sorts of other elements.” In the past two years, more attackers have begun driving into crowds outside — in Nice, France;

secure open spaces in a way that’s obvious enough to ward off potential attackers but, unlike standard bollards and concrete barriers, attractive enough that passers-by and people using the area won’t notice. If you’ve never considered that the flowering planter where

In D.C., some sidewalks are already protected because they fall within the safety perimeters around federal buildings or monuments. Many of the bollards and concrete planters installed along sidewalks as a quick response to the Sept. 11, 2001, attacks are gradually being replaced. The National Museum of the American Indian, designed in the late 1990s when truck bombs were still the primary concern, uses large boulders to stop vehicles outside. They were initially intended as “grandfather rocks” to illustrate the connection between native people and the land, said Duane Blue Spruce, the architectural liaison between the museum and the design team. “We knew we didn’t want jersey barriers all over the place,” Blue Spruce said. “Immediately, our design team said, ‘We have these grandfather rocks. Let’s put more of them in certain locations.’ ” Diane Sullivan, director of urban design and plan review for the National Capital Planning Commission, said she believes the risks should be balanced against the need to keep public spaces feeling open. “This is a really important discussion about our public space,” said Sullivan, whose agency oversees planning for federal land in the Washington region. “These are spaces that you should feel welcome in. Facial software nabs impostor at Dulles airport TRANSPORTATION Officials said a 26-year-old man arriving at Dulles airport on Wednesday presented a French passport to a U.S. Customs and Border Protection officer. Using the new facial comparison biometric system, the officer determined the man did not match the image on the passport. The man was searched, and officers found his identification card from the Republic of Congo hidden in his shoe. CBP officials said they are not identifying the man until their investigation is complete. This is the first time CBP officials have caught a person using the new technology. Dulles is one of 14 airports using the technology, which was installed there only three days before the man was caught. “Facial recognition technology is an important step forward for CBP,” said Casey Durst, CBP’s Director of the Baltimore Field Office. “The new facial recognition technology virtually eliminates the ability for someone to use a genuine document that was issued to someone else.” CBP officials say the technology simplifies the arrival process for travelers, enabling them to move through screening more quickly. Law enforcement officials say such systems can help them identify and capture criminals more quickly. THE DISTRICT President Trump was directly involved in meetings where officials decided to move forward with a controversial plan to build a new FBI headquarters in the nation’s capital, according to a government report issued Monday. The report from the General Services Administration inspector general cites two White House meetings in January and June of this year in which Trump participated. In the first of those meetings, participants agreed to move forward on a proposal to demolish the existing J. Edgar Hoover building in downtown Washington and build a new headquarters in the same spot.

The extent of Trump’s involvement in the decision is unclear. The report indicates that while GSA employees confirmed the White House meetings with Trump, they received instructions not to divulge any statements Trump made at those meetings. Young rider schools Metro At 4, Theo Reynolds knows his ABCs — and where to catch MARC

METRORAIL The other day, Ehren Reynolds and his 4-year-old son, Theo, looked at a map of the Metro system, as they do each day during their commute to child care. “You can get on the Yellow and Green, the Orange, Silver and Blue,” Theo said, as he pointed to L’Enfant Plaza on the map hanging on a wall at Gallery Place. “What stations haven’t we gone to?” asked his dad, a consumer protection attorney for the Justice Department. “We haven’t gone to Brookland.” “We went there to go to the potty,” Theo corrected him. And Ehren laughed because, indeed, they had gotten off there once to use the station’s restroom. Theo may still be learning his ABCs, but from his daily commutes, he’s also learned the system as well as any beatendown rider. On another recent day, as they headed from their home near the Wheaton station to Theo’s day care near Gallery Place, they were looking at a map on their Green Line train, playing a game as they usually do. On this day, it was “find the MARC.”

Theo pointed to Union Station and said the map was wrong because it didn’t say that you can get the MARC there. He knows because when the Red Line isn’t partially shut down, as it has been for the past month, their train stops at Union Station, and a voice says you can get on the MARC. “My son Theo, age 4, discovered an error on the WMATA map,” Ehren wrote in an email to Metro afterward. Not in a “What’s wrong with you people?” sort of way; more like, “Look how smart my kid is.”

Indeed, Theo had spotted what Metro spokesman Dan Stessel called a “rogue, outdated map.” Metro plans to reward Theo for his keen perception with a visit with some conductors. “We’re looking forward to meeting him,” Stessel said. In part, the father and son study the maps each day to pass the time, but they also do it because Ehren wants Theo to appreciate the transit system. Ehren is a counterpoint to the many (usually justified) complaints flying across social media

during all the single-tracking and service disruptions this summer. He gets it. Like thousands of others trying to get downtown, Ehren and Theo haven’t been able to take the Red Line all the way. They’ve had to transfer to the Green or Yellow lines at Fort Totten, because the Red Line is shut between that station and NoMa while the crumbling Rhode Island Avenue station is repaired. But Ehren, 40, has seen worse. He grew up in Brooklyn in the 1980s, when graffiti covered the windows of every New York subway train. He remembers the “unsafe feeling” of riding alone. Ehren said that when he his wife, Asha, moved to the D.C. area, they wanted a house near a Metro station. “It could be four walls with no roof, but it had to be by a station,” he said. There’s something more urbane about riding the subway. There’s more than just cars for Theo to look at each morning and afternoon — a gamut of races and ethnicities and socioeconomics. Some may ditch Metro after all the hassles. But when she starts day care next month, Theo’s 2-year-old sister, Hazel, will start coming along — as Ehren and Theo hold hands and, no doubt, look at a map. KERY MURAKAMI (EXPRESS)

Just enough riders heeded Metro warning METRORAIL When Metro geared up to launch a two-week construction project that would include severe disruptions on the Blue, Orange and Silver lines, the transit agency warned riders: “Only take Metro if you have no other option.” According to data from the transit agency, just enough riders heeded the warning to keep ridership at a capacity Metro could handle. During those two weeks, ridership on the system was down about 11 percent from the same period last August. Metro attributed the majority of that drop — about 9 points — to track work in the downtown core that eliminated the Blue Line east of the Potomac River and brought 20-minute waits between trains on the Orange and Silver lines. During peak periods during the shutdown, about 20,000 people traveled through the Rosslyn tunnel daily on the Orange and Silver lines — which, Metro spokesman Dan Stessel said, “is the theoretical maximum for two 8-car trains every 20 minutes.” The rest of the ridership dropoff was probably because of the ongoing Red Line project, which has halted train travel between the Fort Totten and NoMa stations, and continues to Sept. 3. ECONOMY In a snub to Canada, the Trump administration reached a preliminary deal Monday with Mexico to replace the North American Free Trade Agreement — a move that raised legal questions and threatened to disrupt the operations of companies that do business across the three-country trade bloc. President Trump suggested that he might leave Canada, America’s No. 2 trading partner, out of a new agreement. He said he wanted to call the revamped trade pact “the United StatesMexico Trade Agreement” because, in his view, NAFTA had earned a reputation as being harmful to American workers. But first, he said, he would give Canada a chance to get back in — “if they’d like to negotiate fairly.” To intensify the pressure on Ottawa to agree to his terms, the president threatened to impose new taxes on Canadian auto imports. Canada’s NAFTA negotiator, Foreign Minister Chrystia Freeland, is cutting short a trip to Europe to fly to Washington today to try to restart talks. “We will only sign a new NAFTA that is good for Canada and good for the middle class,” said Adam Austen, a spokesman for Freeland, adding that “Canada’s signature is required.” Critics denounced the prospect

Study finds THC in breast milk of moms using pot HEALTH Marijuana’s main mind-altering ingredient was detected in nursing mothers’ breast milk in a small study that comes amid evidence that more U.S. women are using pot during pregnancy and afterward. Experts say the ingredient, THC, could disrupt brain development and potentially cause harm, although solid evidence of that is lacking. The new study involved 50 nursing mothers who were using pot and provided breast milk samples to researchers at the University of California, San Diego. Lab testing found small amounts of THC in 34 of 54 samples up to six days after they were provided. Another form of THC, and cannabidiol, a pot chemical touted by some as a health aid, were detected in five samples. The study authors said “it is reasonable to speculate” that exposing infants to THC or cannabidiol “could influence normal brain development,” depending on dose and timing. Study co-author Christina Chambers said it’s not known if the amounts detected pose any risk, but her team is studying the children whose moms were involved to answer that question. In addition, an American Academy of Pediatrics report recommends against pot use while pregnant or nursing. Both the study and report were published Monday in the journal Pediatrics. After intense criticism, officials again lowered the flag Monday afternoon. “Despite our differences on policy and politics, I respect Senator John McCain’s service to our country and, in his honor, have signed a proclamation to

fly the flag of the United States at half-staff until the day of his interment,” Trump wrote. Trump said he had requested that Vice President Pence speak at Capitol Hill services for McCain on Friday, and chief of staff John Kelly, Defense Secretary Jim Mattis and Ambassador John Bolton to represent the administration at the funeral Sunday at the U.S. Naval Academy. Trump was not invited to the funeral. Former presidents Barack Obama and George W. Bush are to deliver eulogies.

A study of Florida’s invasive pythons revealed a small number of crossbred Burmese and Indian pythons with the potential to become an Everglades super snake. For the study, published this week in Ecology and Evolution, researchers examined the tail tissue of 400 snakes captured in South Florida. While the majority of them appeared to be closely related Burmese pythons, like the one below, 13 had genetic markers from Indian pythons, a subspecies that, unlike the swamp-loving Burmese snake, prefers high, dry ground. Russian scientists have found the carcass of an ancient foal perfectly preserved in permafrost in the Siberian region of Yakutia. Scientists from Russia’s Northeast Federal University presented the discovery Thursday and said it is estimated to be 30,000 to 40,000 years old. One scientist said that the fossil, which was found in a crater and has its intact skin, hair, hooves and tail, is the best-preserved ancient foal ever found. (AP)

Student loan official resigns, blasts Mulvaney GOVERNMENT The government’s top official overseeing the $1.5 trillion student loan market resigned in protest on Monday, citing what he says is the White House’s open hostility toward protecting the nation’s student loan borrowers. Seth Frotman will be stepping down as student loan ombudsman at the end of the week, according to his resignation letter. He has held the position since 2016, but has been with the Consumer Financial Protection Bureau since its inception in 2011. He is the latest high-level departure from the CFPB since Mick Mulvaney, President Trump’s budget director, took over in November. “You have used the bureau to serve the wishes of the most powerful financial companies in America,” Frotman wrote, addressing his resignation letter to Mulvaney. “The damage you have done to the bureau betrays these families and sacrifices the financial futures of millions of Americans.” Frotman also accused Mulvaney and his staff of deliberately hiding a report from the public that raised alarms that banks were overcharging student loan borrowers. Under Mulvaney, the CFPB has scaled back its enforcement work and has proposed revising or rescinding all of the rules and regulations it put into place under the Obama administration. A year after the hurricane flooded areas of Texas, thousands of people are still living in water-ravaged homes

WHARTON, TEXAS One year after Hurricane Harvey made its way out of the Gulf of Mexico and parked over southern Texas, thousands of residents throughout the region remain essentially homeless in their own homes. Everything they own is moldy, rotted, dusty, unsafe. Some wash dishes in the bathtub. Others still shower using a bucket. At least 197,000 homes were badly damaged in the floods, according to the Texas Department of Public Safety, a count that many suspect is low because not everyone with a damaged home reported it to authorities. In many working-class and lower-middle-class communities like Wharton, residents say they can afford only a fraction of the repairs necessary to make their homes livable. So they live in one room. Or on a relative’s sofa. “We are what Texans call the ‘Harvey Homeless,’ ” said Susan Elliott, whose house was pummeled with wave after wave of murky, mosquito-ridden water, several feet deep, during the August 2017 deluge. “There are days we feel paralyzed because we are out of money or

emotionally drained. We just keep trying, day by day, even a year later.” Recovery in Wharton has been monumentally slow, a draining slog that is due in part to the historic storm’s 60 inches of rain — thought to be one of the largest rainfalls in U.S. history — and in part to the fact that nearly 80 percent of households affected by Harvey did not have flood insurance, according to the Federal Emergency Management Agency. Affordable-housing advocates call Harvey one of the largest housing disasters in American history, next to only Hurricane Katrina, which overwhelmed New Orleans in 2005. Because of the low levels of insurance, many people were financially blindsided when the storm hit, and their lives haven’t yet returned to normal. While the storm is long over, rebuilding could take years or even a decade for some, said Mary Comerio, an expert in disasters and an architecture professor at the University of California at Berkeley. “This is not a one-year process for most folks,” she said. “Those

Authorities said 24-year-old David Katz of Baltimore killed two people and wounded nine others before fatally shooting himself Sunday at the “Madden NFL 19” tournament that was held at a riverfront mall in Jacksonville. “It just doesn’t make sense why he would do it,” gamer Shay Kivlen, 21, of Seattle, said Monday. “In ‘Madden,’ you never get so mad at a loss that you would want to do that.” Jacksonville Sheriff Mike Williams has declined to comment on what motivated Katz to open fire. According to court records, Katz had previously been hospitalized for mental illness. Divorce filings from his parents said that as an adolescent he was twice hospitalized in psychiatric facilities and that he was prescribed antipsychotic and antidepressant medications. The Jacksonville Sheriff’s Office identified the victims Monday as 22-year-old Elijah Clayton of Woodland Hills, Calif., and 28-year-old Taylor Robertson of Giles, W.Va. If he wants to help assure he sees a sixth summer in Washington, he should change his strategy and play some starters Thursday. Let them find a rhythm. Have the offense develop some chemistry so it doesn’t falter and lose a very winnable game at Arizona on Sept. 9. “My whole intent is to get our starting group to Arizona healthy,” Gruden said, “and it looks like that’s what we’re on pace to do right now.” They’re on pace for another 0-1 start. Smith was awful against Denver. Several passes weren’t even close. That was a little surprising because he had looked so good since the start of offseason camps, but that’s the difference between workouts and games. The defense also was pathetic versus Denver, with awful tackling in the secondary and poor run defense up front. Even Gruden has conceded

Choosing the right sunscreen

Gym-goers are irked with fitness instructors telling them to smile TRENDS I recently spent an hour attempting Warrior 1 on a floating yoga mat as part of an “aqua-fit” workout. The instructor didn’t remind me to protect my knee or to engage my core. Instead, she wanted me to smile. We’re living in a world with Tshirts that warn, “Don’t tell me to smile.” Street harassment has long been documented and denounced. But in the gym, instructors haven’t gotten the message. As a fitness writer who has gone to a plethora of classes, I’ve been directed to turn up the corners of my lips while holding a burning chair pose, grin through shake-inducing dumbbell reps on the barre, and provide a “gran sonrisa” in a spin class in Mexico. Often the request is issued in the same tone as an actual fitness instruction: “Lean back, keep weight in your heels and smile at yourself in the mirror.” The only workouts that haven’t called for my smile? Boxing or CrossFit, which are more likely to skew male. “I come for the workout,” says New York City-based fitness

hobbyist Natalie Weeks. She’s not anti-smile, but is discomfited by what she describes as a level of “aggression” in instructors who repeatedly command class members to grin. Julie Ricevuto, another routine class-goer, says, “Half of the time when I’m working out, it’s early in the morning or after a long day at work — both times in which I’m not exactly in the mood to smile through an exceptionally hard workout class.” Workouts are an opportunity to breathe loudly, sweat and generally appear uncomposed in a room full of people who are doing the same. A smile cue shatters that illusion, reminding exercisers to stay presentable even while dripping with sweat. But to smile for someone else’s benefit is a gendered code, one that no woman should be forced to uphold when already holding a plank. Some instructors may mean well. It’s widely believed that smiling can improve your overall mood in and out of the gym. But studies about the effect of smiling on a workout have been inconclusive, and some test subjects even performed worse when forced to smile. So why do trainers urge their clients to smile? “I think a lot of instructors choose to cue smiling because

says Kulick. “Smiling is a pretty unusual reaction to challenging physical activity.” Instead of directly requesting a smile from her students, Kulick encourages them to notice if the muscles have tightened in their faces. Asking students to smile may “pull them out of their own experience,” agrees Jane Kivnick, an instructor at Y7 yoga in Brooklyn. “It also adds the expectation that we need to be enjoying every moment of the practice. Yoga isn’t necessarily meant to feel good all of the time.” Joanna Ross-Tash, a yoga instructor at Sky Ting in New York City, wouldn’t completely rule out requesting smiles. “If I have a class where the students are facing each other, I might use ‘smile at the person in front of you’ to remind people that they are in a communal practice,” she says, and that their actions can affect those around them. In July, Hawaii banned the sale of sunscreens with the chemicals oxybenzone and octinoxate, because of the damage they cause to coral reefs. Many prefer sunscreens without those ingredients anyway — physical sunscreen, which contains minerals like zinc and titanium oxide, can be gentler on skin, for example. No matter which sunscreen you choose, be sure it’s broad-spectrum, meaning it filters both UVA and UVB rays, says Kimberly Morel, dermatologist at the Columbia University Medical Center. Look for products that are waterresistant for 80 minutes, and use at least SPF 15, but preferably SPF 30 to 50. ‘America to Me’ doesn’t look for easy answers

TELEVISION The title of Steve James’ new documentary series, “America to Me,” comes from the Langston Hughes poem “Let America Be America Again.” The poem describes the feeling of being both a part of and apart from a great institution, one filled with extraordinary promise yet stymied by racial division. That is the predicament black students face at Oak Park and River Forest High School (OPRF), the suburban Chicago school chronicled in “America to Me.” Nestled in an affluent neighborhood west of the city, steps away from the home where Ernest Hemingway was born, the 3,000-student OPRF is the type of public school that has families clamoring to live in the district. What’s more, it’s a model of diversity: 54 percent white students, 23 percent black, 11 percent Hispanic, 9 percent multiracial and 3 percent Asian. Yet OPRF, like America itself, struggles to live up to its lofty aspirations, particularly in the wide achievement gap between white and black students. And that is what James — a longtime Oak Park resident and the director of the acclaimed 1994 documentary “Hoop Dreams” — seeks to explore in “America to

Me,” a 10-part Starz series that premiered Sunday. “One of the reasons I wanted to do this series from the get-go was because it was not a poor Chicago public school with no resources, a besieged community, gang violence and all the things that we’ve seen,” James says. “I felt like we could get at deeper-seated issues of race in education if you can eliminate those other variables, which are huge and meaningful, but they’re not the whole story.” “America to Me” covers the 2015-2016 school year, with a focus on the student experience. James and his creative team interviewed about 40 kids in the school library to find the initial five they would follow, but they picked up quite a few more as the

year progressed. “We wanted to follow a diverse group of kids in every respect,” James says. “America to Me” doesn’t suggest any easy answers, and James’ approach is sympathetic to students, teachers and board members working to make a difference. Yet the series is an urgent, inspiring and often heartbreaking look at teenagers playing for the highest of stakes. “Whether you’re coming from a Chicago public school that’s in poverty or you’re coming from a suburban school like OPRF F that has all the resources, you think, ‘Why are the majority off black kids at a disadvantage?’ ” says Pat Washington, the mother of a student featured in the series. “That’s the big question.”
