Not Out of the Woods Yet Stripped of hurricane rank, Tropical Storm Irene spent the last of its fury Sunday, leaving treacherous flooding and millions without power — but an unfazed New York and relief that it was nothing like the nightmare authorities feared. At least 19 people died in the storm, most of them when trees crashed through roofs or onto cars. Slowly, the East Coast surveyed the damage, up to $7 billion by one private estimate, and worried of danger still lurking: the possibility of rivers and streams swelling with rainwater and overflowing over the next few days. “This is not over,” President Obama said from the Rose Garden. The center of Irene passed over Central Park at midmorning with the storm packing 65 mph winds. By evening, with its giant figure-six shape brushing over New England and drifting east, it was down to 50 mph. The Northeast was spared the urban nightmare some had worried about — crippled infrastructure, stranded people and windows blown out of skyscrapers. But there was still plenty to watch out for. In

Retreating loyalists of Moammar Gadhafi killed scores of detainees and arbitrarily shot civilians over the past week, as rebel forces extended their control over the Libyan capital, survivors and a human rights group said Sunday. In one case, Gadhafi fighters opened fire and hurled grenades at more than 120 civilians detained in a hangar, said Mabrouk Abdullah, 45, who escaped with a bullet wound in his side. When Metro’s board of directors approved its $2.5 billion budget this summer, it said it wanted to develop a multi-year budget for

There are no current figures on operational costs for the first phase of the Dulles line, although Metro officials said they are working on them and expect to release them this fall. The most recent figures of what it will cost to operate part of the Dulles line are from a 2007 Metro plan. It projected that operating and maintaining the first phase of the Dulles line would cost $45.6 million for fiscal 2012, which was then assumed to be the new line’s first year of operation. A 5-year-old Springfield girl was abducted from her bedroom early Saturday and assaulted somewhere nearby before she made her way back home, police said. Fairfax County police said the unknown attacker broke into the townhouse in the 7000 block of Brocton Court after midnight, went upstairs and took the girl from her bed. The girl’s parents and 1-yearold sibling were at home, police said. They said the parents did not realize that the girl had been abducted until she returned home about 4 a.m. and told them what had happened. Officer Don Gotthardt, a police spokesman, described the abduction and assault as “horrific” and unlike any crime the neighborhood had seen before. He emphasized that neighbors should remain vigilant, keep their doors locked and report any suspicious activity to the police. The 5-year-old was taken to a hospital for treatment of upperbody injuries that are not lifethreatening, Gotthardt said. It was unclear Saturday whether she had been sexually assaulted, he said.

Dozens show up to Tidal Basin despite canceled dedication

Detectives are looking to identify another seven caught on camera. “We intend to identify the rest,” Reynolds said. Police said that after the teenagers were identified and notified, most came into the police station with a parent or parents, admitted what they did and said they regretted it. MWi^_d]jed Hurricane Irene was no mystery to forecasters. They knew where it was going. But what it would do when it got there was another matter. Predicting a storm’s strength still baffles meteorologists. Every giant step in figuring out the path highlights how little progress they’ve made on another crucial question: How strong? Irene made landfall Saturday morning at Cape Lookout, N.C. — a bull’s-eye in the field of weather forecasts. It hit where forecasters said it would and followed the track they had been warning about for days. But when Irene struck, the storm did not stick with the forecast’s predicted major hurricanestrength winds. “It’s frustrating when people take our forecasts verbatim and say, ‘This is where it’s going to be at this time and this is how strong it’s going to be,’” said National Hurricane Center forecaster Richard Pasch. “Because even though the track is good it’s not certain.” But it’s getting there. By last Monday, five days before Irene first hit the East Coast, the hurricane center figured the storm would come ashore around the North Carolina-South Carolina border. By Tuesday, they predicted it would rake the coast. And on Friday morning — 24 hours before land-

The Weather Channel’s anchors seemed visibly disappointed Sunday when Irene was downgraded to a tropical storm just hours before its direct hit on New York City. The network’s weather experts conveyed a voice of authority its rivals couldn’t match. While they can occasionally get lost in scientific jargon, that is more informative to viewers than when NBC’s Ron Allen reported from New Bedford, Mass., that “it’s pretty bad, whatever meteorological label you want to put on it.” (AP)

Current hurricane center director Bill Read said they will go back and figure out what happened, but noted they have made huge strides. One theory for the miscalculations is that a storm’s strength is dependent on the storm’s inner core. With just over two weeks to go before the start of the season, there’s not much separating John Beck and Rex Grossman as they vie to be the starting quarterback of the Redskins. And it looks like the choice won’t have to be the lesser of two evils. Both quarterbacks have overcome legitimate doubts about their suitability for the job to prove themselves worthy of serious consideration. Last week, I would have described the mood at Shaw’s Tavern, the manywindowed would-be hot spot recently opened at 520 Florida Ave. NW, as “subdued.” Unfortunately, “funereal” would have been more accurate: The bar, which has been thus far unable to obtain a liquor license, closed Saturday until such time as the city allows it to serve alcohol. The place got bust8o <_edW ed for serving liquor PkXb_d sans permits at some private opening parties, putting its future in limbo. What should have been a bright, cozy space in a neighborhood that sorely needs a few more of those instead spent its short life filled with sad conversations about what the bar would be like when it finally existed. (Answer: a small but well-chosen selection of local craft brews and highend liquors.) Shaw’s Tavern had sensational nouveau American food, communal tables and congenial wait staff. It was everything a neighborhood bar should be — so why did it feel like there was no point to being there? Did everyone look this sad during Prohibition? If we wore pinstripes and fringed dresses to dinner, would it be more fun? (Yes. Obviously.) Hopefully, Shaw’s will reopen soon, bright and bustling and bursting with autumn ales. Cki_Y China’s Ministry of Culture has ordered music download sites to delete songs by Lady Gaga, Katy Perry, the Backstreet Boys and other pop stars within two weeks or face punishment. The ministry posted a list of 100 songs — including Lady Gaga’s “Judas” and Perry’s “Last Friday Night” — that had to be purged from the Chinese web because they had never been submitted for mandatory government screening. Six Lady Gaga songs in all were on the list, all from her latest album. The 12-year-old ballad “I Want It That Way” by the Backstreet Boys was also targeted. Angaleena Presley was doing what she usually does at 2 a.m. — sleeping — when the phone rang. On the other end of the line was Ashley Monroe, who had been hanging out with her friend Miranda Lambert and, perhaps, having a cocktail or two. “And I went, ‘Hey, this better be important, by God,’” Presley recalls, her son sleeping next to her. “Turns out it was, huh?” Monroe says. That call 2½ years ago led to Pistol Annies, a concept group of sorts that’s aimed at shaking things up and drawing attention to female singer-songwriters who sometimes get overlooked in the rush to find the next big star. “I just happened to be the one that got successful,” says Lambert, whose breakthrough 2009 album “Revolution” established her as one of country’s elite acts, with Grammy, ACM and CMA trophies to go along with her recent status. “There’s a whole bunch of us that you haven’t heard yet.” The trio released the aptly titled

Fonda has put as much or more energy into creating and recreating herself offscreen as on. Just as her characters in “Julia” and “Coming Home” reinvent their lives or find a new

purpose, so has Fonda, shifting her focus from acting to activism to fitness to faith and, facing fresh challenges as a septuagenarian, back to fitness. To fill the void created by an emotionally stunted father and a mentally ill mother, Fonda turned to strong-willed, if flawed, men. Fonda eagerly followed the lead of those she married — French director Roger Vadim, activist Tom Hayden and broadcast tycoon Ted Turner.
