He put the Wild West in NW Artist recalls building a giant public art piece in Washington in 1979 HISTORY Forty years ago, Texas-based artist Bob “Daddy-O” Wade built a pair of nearly 40-foot-tall cowboy boots at the northwest corner of 12th and G Streets NW. Back then, downtown D.C. was wilder than the Wild West, Wade says. “There were crazy people hanging on the fence, whole busloads of tourists coming by, [then-second lady] Joan Mondale stopped by, we had a guy dressed as Uncle Sam doing crowd control — it was just perfect,” Wade

says, recalling what it was like to build the boots. Wade, now 76, was known for oversized work. In 1976, he created the “Bicentennial Map of the U.S.A.,” which was larger than a football field. According to a 1979 Washington Post article, Wade was chosen by Al Nodal, who at the time was the director of the Washington Project for the Arts, to create a large, temporary sculpture on what was then an empty lot. (The spot, across from a Metro Center entrance, now houses a Macy’s.) “I got to thinking that a pair of cowboy boots would fit that spot perfectly. It was 1979, and Western chic was a huge trend,” Wade says.

Many of the materials for the boots were donated — or scavenged. Wade said he used large pieces of steel found around the city from demolished buildings. Once completed, the sculpture was slated to stand for about five months and then be taken down to make way for new public art. As the deadline for moving the boots loomed, Wade grew anxious — he had no idea what to do with the huge sculpture. So he was thrilled when he got an eleventh-hour call from a property management company that wanted the boots for a shopping mall in Texas. In January 1980, Wade returned to D.C. and watched as

workers disassembled the boots and loaded the pieces onto three flatbed trucks — one of which got stuck underneath a low overpass. The rest of the journey went smoothly, and the boots were installed by San Antonio’s North Star Mall, where they still stand today. The boots even hold the Guinness World Record for the largest cowboy boot structure. The boots are a beloved San Antonio landmark, so they will probably never return to their birthplace, Wade says. “The fact that they ended up in Texas is quite something,” he says. “I never would have expected that.” SADIE DINGFELDER (EXPRESS)

National Army Museum gets 2020 opening date After decades of planning, the U.S. Army has announced plans to open a national museum in Northern Virginia next year. Army officials announced Wednesday that the National Museum of the United States Army will open on Fort Belvoir on June 4. CHEVY CHASE, MD. Everyone knows there’s a problem with Chubbs. Dirt is smeared across his face. His tongue is rolling out of his mouth. He’s surrounded by signs that say “NO EXCESSIVE BARKING.” But the 5-month-old golden retriever does not know how to read. At a dog park in one of Maryland’s wealthiest suburbs, he spends this sunny August morning rolling on his back. He opens his mouth, and then, he does it: He woofs. Twice. “CHUBBS!” four humans around him yell, trying to stop him from doing what dogs do — just not in Chevy Chase Village this summer. Here, where the average household income is $460,000, barking is the subject of a ferocious (fur-ocious?) debate — one that has divided the two-legged one-percenters for nearly a year. The drama began last fall when the village spent $134,000 to turn a muddy triangle of land into a park where pups could run off-leash in a fenced refuge. But after about a month, signs decrying the barking of those dogs began appearing around the park. The village police started receiving almost daily calls about the noise, mostly from one particular neighbor whose house backs up to the park. By spring, the tension had escalated so much that the Chevy Chase Village Board of Managers called a public hearing. Then another in June. And another in July. At the center is Elissa Leonard, chair of the village board and wife to Jerome Powell, who is also a chair — of the Federal Reserve, where he’s been criticized recently by President Trump. Leonard, meanwhile, is on the receiving end of a different siege: from village residents who say

their peace and quiet has been disturbed by barking dogs. “Around dinner time, I’d like to be able to sit on my deck and maybe read a book and chat with a friend or have a glass of wine, and the dogs are barking,” Joanie Edwards, the neighbor who had called police, testified at the meeting in May. The park regulars, neighbor Tom Bourke acknowledged, were trying to hush their hounds. “But there are people,” chimed in Bourke’s wife, Dale, “and I don’t mean to characterize the District, but I just notice that they have District plates on their cars, and they have very little regard for us or our property. . . . There are dogs barking and they’re just not doing anything.” “I hear you,” Leonard said again and again. She explained to the residents that they could not restrict access just to dogs from the immediate neighborhood, where houses for sale range

No conclusion was reached. The fence, Edwards says, should come down, so the dog park is just a park. At a public hearing on Sept. 9, Leonard and the board may decide to do just that. Exit with a smile: Station manager lifts riders’ spirits He has a big mouth, he acknowledged, but it was his late mother, Muriel, who was the family’s real talker, he said. At church, Crawford said, people would tell her, “‘We saw your son at the station. Oh my goodness, we thought you talked a lot!’ But I’m like, ‘No, I got it from her.’” He’d tried to keep her spirits up as she was dying a few years ago. “I made sure she had fun, even though she was going through her stuff. She had diabetes. Sometimes the pain was unbearable,” he said. “I’d say, ‘Let’s go hang out. Let’s go to the casino or do something.’ And she was, ‘OK!’ ” Crawford, 52, grew up in Northwest D.C., riding Metrobus. But when trains started running in 1976, the man who now works underground at first didn’t want to go. “I don’t know why. I don’t think I was scared of tunnels or anything like that,” he said. “I saw so many people getting on the train. I don’t think I’m claustrophobic. But I didn’t like the atmosphere.” On Tuesday, the “good mornings” followed the rhythm of trains pulling in and out of the station. Crawford stood looking glum during a lull between crowds. Tuesday morning at the Virginia Square stop, there was a sighting of something rare for a Metro station: smiles. One was on Yashera TorresOrtiz’s face as she passed through the fare gate. Then came a beaming Matt Sanders. Then came the crowd headed the other way, having just left a train. Many grinned as they reached the gates. The sight of so many smiles at 8 a.m. in the Virginia Square station, even as those smiling were going to work, would have been unsettling if their cause were not obviously the tall man nearby with the booming voice. “Morning, everybody. Made it to Tuesday. All right, all right,” said Darryl Crawford. He was wearing a navy blue suit and cap, his uniform for the past year as the station’s manager. The station’s regular commuters say they rarely see him inside the manager booth. He was instead at his usual place, by the fare gates. “There he is. All right,” he said to Sanders, who usually wears a Panama hat but had left it at home that day. Crawford usually mentions the hat, Sanders said. He seemed touched that Crawford had greeted him even without it. During a summer when the only people less excited to be in sweltering stations than commuters might be the station managers holed up in their tight booths, Crawford is a welcome breath of fresh air.

ALEXANDRIA Democratic candidates for chief prosecutor in Arlington and Fairfax upset incumbents in June primaries with promises to stop charging marijuana possession cases. Now Alexandria Commonwealth’s Attorney Bryan Porter is taking a step in that direction with a diversion program for misdemeanor cases. Alexandria’s program will go beyond existing provisions for first-time offenders in state law. Participants do not have to plead guilty or stipulate that the facts support guilt, and no fines or court costs will be imposed. While the initial charge would not disappear, Porter said his office “will liberally agree” to have such records expunged. The program requires a drug screening, 15 hours of community service and compliance with probation. After six to nine months, if a person complies, the case will be dismissed. Porter said he was looking for a way to minimize punishment for marijuana possession in light of a Virginia Supreme Court ruling that judges can block the dismissal of such cases. “In my opinion, we do have the discretion to say, we’re not prosecuting it any more and leave it between the police department and the defendant, like a traffic ticket,” he said. Pro-business voices rip encampments; others urge understanding THE DISTRICT An organization that promotes development in a fast-gentrifying District neighborhood is defending a letter critical of homeless encampments that some advocates called insensitive. NoMa Business Improvement District President Robin-Eve Jasper wrote in the public letter that “conditions are worsening� for pedestrians who use underpasses beneath railroad tracks that bisect the neighborhood. The letter notes increasing reports of harassment and aggressive panhandling by those living in the encampments. “Used and bloody hypodermic needles and other drug paraphernalia, rotting food, trash, broken glass, public nudity, prostitution, sales of illegal drugs, and human urine and feces are encountered by those whose routes take them by the encampments and pervade the space in which encamped individuals are living,� Jasper wrote. Advocates for the homeless condemned Jasper’s letter.

Aaron Howe, a Ph.D. candidate in American University’s anthropology program who has interviewed people in the encampments, said that while the letter raised some good points, its tone was “very dehumanizing.â€? Drew Courtney, an Advisory Neighborhood Commissioner for the area, said one of his constituents was spat on in an underpass amid a spike in aggressive panhandling and sexual harassment. He called the situation “unsustainable.â€? “I think the District needs to make sure that we’re providing real support for folks that are dealing with crises of housing and substance abuse and mental health, and ‌ we need to be able to guarantee safety when folks walk through these spaces,â€? Courtney said. Brian Carome, executive director of Street Sense Media, which publishes a newspaper focused on poverty, said ending homelessness requires a commitment to more affordable housing. “The men and women in these encampments are more often victims than victimizers,â€? he said. “This is a cold, callous letter.â€? EPA to ease methane limits ENVIRONMENT The Environmental Protection Agency announced Thursday that it plans to loosen federal rules on methane, a powerful greenhouse gas linked to climate change. The proposed rule would reverse standards enacted under President Barack Obama that required oil and gas operators to prevent the release of methane in new drilling wells, pipelines and storage facilities. It also challenges the notion that the federal government has the authority to regulate methane without first making a detailed determination that it qualifies as a pollutant under the Clean Air Act. If successful, that change could hamper the ability of future administrations to enact tougher restrictions on methane. Already, the Trump administration has taken several steps to limit the government’s ability to regulate other greenhouse gases in the future, including in a recently finalized rule curbing carbon dioxide emissions from power plants. “EPA’s proposal delivers on President Trump’s executive

Citizenship right limited for some born overseas IMMIGRATION Children born overseas to some American parents serving in the military or working for the federal government may no longer automatically claim U.S. citizenship if their parents had lived in the United States for less than five years, according to a new federal policy issued Wednesday. Instead, officials said, those parents must apply for citizenship on behalf of their children before they turn 18. U.S. Citizenship and Immigration Services, which processes citizenship applications, said it rescinded a policy that had allowed some members of the military and government employees to easily transmit citizenship to children born overseas, because it conflicted with other policies and federal law. The policy takes effect Oct. 29 and applies only to children born afterward, officials said. Pentagon spokeswoman Lt. Col. LONDON British Prime Minister Boris Johnson faced defections from senior allies Thursday as a backlash built and opponents planned legal challenges to his decision to suspend Parliament to push his Brexit plans. The resignation of Ruth Davidson, who had been touted as a future prime minister, along with another senior Conservative in the House of Lords was a sign of rising worry within Johnson’s ranks that the move to suspend Parliament was sidelining Britain’s elected representatives during one of the biggest political crises in generations. Elsewhere in Europe, policymakers were jolted by the move to suspend Parliament for five weeks, which some of them said brought Britain closer to a sudden, cliff-edge Brexit that analysts say could spark food and medicine shortages. The resignations came after protesters jammed streets in cities around the country. Outside of Parliament, demonstrators chanted: “Stop the coup!” A petition calling for the government to stop the suspension quickly surged past 1 million signatures. Johnson’s adversaries promised to appeal his move in the courts. HEALTH The largest study of its kind found new evidence that genes contribute to same-sex sexual behavior, but it echoes research that says there are no specific “gay genes” that make people gay. The genome-wide research on DNA from nearly half a million U.S. and U.K. adults identified five genetic variants not previously linked with gay or lesbian sexuality. The variants were more common in people who reported ever having had a same-sex sexual partner. The researchers said thousands more genetic variants likely are involved and interact with factors that aren’t inherited, but that none of them cause the behavior nor can predict whether someone will be gay. The research “provides the clearest glimpse yet into the genetic underpinnings of same-sex sexual behavior,” said co-author Benjamin Neale, a psychiatric geneticist at the Broad Institute in Cambridge, Mass. “We also found that it’s effectively impossible to predict an individual’s sexual behavior from their genome. Genetics is less than half of this story for sexual behavior but it’s still a very important contributing factor,” Neale said. The study was released Thursday by the journal Science. Meet the Nationals’ good luck charm Batting practice pitcher’s ritual has coincided with Washington’s turnaround NATIONALS Something changed for the Nationals on May 24, something that only matters in a world where superstitions are treated like currency: Ali Modami, one of the team’s batting practice pitchers, began taking out the lineup card before each game. You may have heard that date, May 24, thrown around a lot in the past couple of months. It’s the day the Nationals’ season began to turn around. It’s the day that started a 55-27 stretch that put the Nationals atop the wild-card standings. And it’s the day Modami became a key part of manager Dave

Martinez’s master plan. “Shhh,” Martinez said when asked about Modami in late May. “Ali’s my good luck charm.” The Nationals typically rotate who takes the card to home plate before each game for a meeting with the umpiring crew and a representative from the other team. Bench coach Chip Hale was a regular in the role. Modami was part of the mix, getting a chance now and then. Then the Nationals lost, and lost some more, and limped home after being swept in a four-game series by the Mets. They were playing the Marlins and scraping the bottom of the barrel for answers. It was — you

guessed it — May 24, and Martinez told Modami he was in charge of the lineup card that night. The Nationals won and took three of four from Miami. They won back-to-back games in Atlanta the next week. They were on a roll, and Modami has brought out the lineup card for all but one of the 82 games since that sweep in New York. Not changing something that’s working is an unwritten rule in baseball, whether it’s using the same equipment, wearing the same shirt, or having the same batting practice pitcher walk 50 feet with a piece of paper in hand. Washington’s record is 54-27

when Modami does. So who is Ali Modami? He played first base at Oklahoma State in the early 2000s. His manager with the Cowboys, Tom Holliday, once told the Tulsa World: “He’s a character I haven’t had before.” Modami joined the Phillies in 2008, the year they won the World Series, and became a clubhouse favorite. He was the guy who threw great batting practice. It helped that he’s a lefty. It helped even more that he’s always good for a laugh. Modami was with Philadelphia for four seasons, left when the front office shook up the staff in 2011, then landed with the Nationals with the recommendation of good friend Jayson Werth. “Ali is indispensable, and I really mean that,” said second baseman Brian Dozier, who estimated that Modami throws around 1,000 pitches of batting practice a day. “You see him icing his arm after every game; he’s tired. That’s because the man puts in an honest day’s work. He’s one of us.”

MARYLAND Six days before Maryland began its season — its first game in this new era, featuring different schemes and an infusion of talent by way of transfers — coach Michael Locksley sat down with quarterbacks Josh Jackson and Tyrrell Pigrome to inform them that Jackson had won the starting job. The graduate transfer from Virginia Tech will lead this offense in Saturday’s opener against Howard. “And it’s not a deal where he has to look over his shoulder,” Locksley said of Jackson. Jackson missed spring practice as he finished his undergraduate degree in Blacksburg. He didn’t arrive in College Park until the summer, participating in his first official practices at the start of August. But by the time the staff had seen enough to make a decision, Jackson had surfaced as the better player to help the offense extend drives and score. Jackson proved himself as a starter at Virginia Tech. He started for the Hokies as a redshirt freshman in 2017, throwing for 2,991 yards and 20 touchdowns while completing nearly 60% of his passes. Jackson added 324 yards and six touchdowns rushing, but Maryland’s offense requires him to run less often. Jackson’s passing yardage

FILM Jacob Aaron Estes’ new film, a supernatural thriller about a man who receives phone calls from his recently deceased niece, was originally called “The Hurting Man.” The title then became “Only You” during the writing process, and pivoted to “Relive” for the movie’s premiere at the Sundance Film Festival earlier this year. Yet there was another potential title that Estes couldn’t shake. Two years ago, when he was penning the movie’s script, the filmmaker found himself in a state of delirium during a trip to rural Mexico. A cocktail of dengue fever and typhus had saddled him with liver failure and internal bleeding. But the crippling ailment came with one other symptom: a moving mantra that embedded itself in his brain. “As I was being transported from this dirt road where I collapsed to this hospital, I kept thinking about my 6-year-old son and how he was too young to lose his father,” Estes says. “I just kept saying, ‘Don’t let go. Don’t

let yourself go.’ ” Estes was hospitalized for two weeks, ultimately completing his recovery at a facilEstes ity in San Diego. While his body recuperated, his mind kept a firm grasp on those words he told himself in Mexico. “That thought sort of permeated,” he says, “and made its way into the final draft of the script, the edit and, finally, the title.” Backed by Blumhouse Productions, Estes’ film hits theaters today under the moniker “Don’t Let Go.” The movie stars David Oyelowo as Jack Radcliff, an LAPD detective mourning the violent deaths of his brother, his sister-inlaw and his young niece, Ashley (Storm Reid). Pinned on Ashley’s ex-con father (Brian Tyree Henry), the grisly act is questionably deemed a murder-suicide. But Jack’s grief is complicated when he starts fielding disorienting calls from Ashley. reality-altering nature of these conversations, he works to solve the deaths — and help Ashley stop them from ever happening. “The title of the movie, ‘Don’t Let Go,’ speaks to this big theme of people needing and wanting to hold on to their family,” Estes says. “But [it’s] also about a young woman who is 12, 13 years old, realizing that she is the agent of her own change.” Estes, 46, wrote and directed the film after plucking the

high-concept conceit from an otherwise unrelated horror script by author Drew Daywalt, who received a story credit on “Don’t Let Go.” The plotting is twisty, as parallel timelines and alternate realities converge. But when Estes outlined the genre-splicing police procedural, he worked to ensure that each story beat was driven by the character arcs. From there, he reverse-engineered the narrative so that the premise served the story, and not the other way around. ‘Brittany’ hustles for your laughs FILM REVIEW In “Brittany Runs a Marathon,” Jillian Bell plays the title character, a young woman approaching 30 whose life has stalled into a deadening cycle of partying, meaningless sex, shallow friendships and an off-off-Broadway theater gig that barely keeps her afloat. The title of “Brittany Runs a Marathon” is nothing if not literal: The means of the heroine’s salvation is her discovery of running, but the twist is that even that healthy pastime — and the positive changes it engenders — invites new ways for Brittany to indulge her deepest weaknesses. Written and directed by Paul Downs Colaizzo, “Brittany Runs a Marathon” is an engaging, modestly amusing, sometimes laugh-out-loud hilarious comedy of manners in which the usual millennial excesses are skewered, from the invidious hellhole of social media to the mendacities of online dating. “Saturday Night Live” star Pete Davidson is dating “Once Upon a Time … in Hollywood” actor Margaret Qualley, according to Us Weekly. “They’ve been seeing each other for a couple of months,” a source said. Davidson, 25, and Qualley, 24, plan to make their red carpet debut at the Venice Film Festival, which began Wednesday. Davidson, who was involved in a whirlwind romance with Ariana Grande last year, most recently dated actor Kate Beckinsale from January to May. Qualley previously has dated actor Nat Wolff and director Cary Joji Fukunaga. (EXPRESS)
