The little house that endured BUSINESS

Amazon now delivers Whole Foods groceries

BILL O’LEARY PHOTOS (THE WASHINGTON POST)

NATIONAL MALL If only this house could talk. For 181 years, the small stone “miracle” has witnessed the passing of history on the southwest corner of 17th Street and what is now Constitution Avenue. Battered by time, nature and neglect, the onetime lockkeeper’s home on a vanished canal, near a bygone riverfront, has survived the transformation of Washington from a horse-drawn backwater to a worldly metropolis. On Thursday, after a $6 million face-lift and a move of about 50 feet, the house reopened temporarily, on the corner it never left, to begin telling its story. “It’s a miracle to me that they decided to . . . not just knock it down,” said Teresa Durkin, the project director for the Trust for the National Mall, which funded the restoration. “No one famous lived here,” she said. “It’s just one of those little happy miracles that this house has endured.” The stone is original, but the house has a new roof and sits on

It served as the home of the keeper of the canal lock, which enabled canal boats to be raised and lowered as they traveled between the District and Cumberland, Md. The house, just north of the National World War II Memorial, is the oldest existing building on the Mall, according to the National Park Service. Over time,

D.C. to extend dockless scooter and bike pilot

VIRGINIA

verbatim

“We think all of our professional sports teams should be in our city limits.”

City will start requiring method for locking up bikes on racks or poles

D.C. MAYOR MURIEL BOWSER,

PAUL J. RICHARDS (AFP/GETTY IMAGES)

THE DISTRICT The D.C. Department of Transportation is extending through December the pilot program that allows the operations of shared bikes and electric scooters. But moving forward, operators will be required to provide a method for users to lock the bikes on racks or poles. The city plans to take the next few months to transition to a more permanent program. DDOT is slated to unveil a new set of regulations next month that will establish operations fees and reassess the existing cap on fleets. The department will also more clearly define rules for bike and scooter parking. The policies will aim to balance the city’s desire for mobility innovation, sustainability goals and public safety. “We think that there’s a viable program to be had,” said Sam Zimbabwe, chief project delivery officer for DDOT. “But we think there needs to be a regulatory framework.” The new regulations should be available for public comment next month and finalized this fall for implementation starting Jan. 1, Zimbabwe said. He said the new rules won’t need to be reviewed or approved by the D.C. Council. The dockless systems, which arrived in D.C. last September,

leaving little doubt as to her hopes that the Washington Redskins’ next stadium will be built on the current site of RFK Stadium. Speaking after breaking ground on a $489 million project to transform the barren parking lots around RFK into playing fields, Bowser said that although she didn’t like the team’s name, she was focused on reusing the land now that D.C. United has departed for a new stadium.

More than 55,000 riders took over 140,000 dockless trips in May alone.

have become a popular option to get around. Many commuters have turned to them out of frustration with the region’s troubled public transit system, picking up on a rising trend to use app-based services for short-distance trips. From the day the system launched through June of this year, users had taken more than 625,000 rides on the bikes and scooters, DDOT said. In May alone, more than 55,000 users took over 140,000 trips, the agency said. The companies will continue to be subject to a cap of 400 bikes or scooters or a combination of both until the end of the year; that restriction may change with

$5.4M

the new policies. Any company operating bikes will be required to have a mechanism for bikes to lock to a rack or post. City officials say the requirement is a direct response to complaints from resident and visitors who have encountered bikes blocking pedestrian access. JUMP bikes already have a locking system. DDOT officials said they continue to work with the operators to urge more education about proper bike and scooter parking. The city has added racks to accommodate more than 200 bikes and is on track to add an additional 300 racks this fall, officials said.

Educators urge voters to OK ballot measure A Maryland coalition of education advocates is urging voters to approve a ballot question requiring that the state’s portion of casino revenues be used to increase public school funding. Supporters say $500 million annually will be added to public education once phased in, if voters approve in November. The state’s portion of casino revenue that’s sent to the Education Trust Fund is required to be spent on education. But critics of the current system say nearly the same amount of existing funding has been shifted from education to other parts of the budget. (AP) MARYLAND

Candidates still haven’t settled on when and where they’ll face off MARYLAND A six-week standoff over when and where Maryland Gov. Larry Hogan should debate Democratic challenger Ben Jealous has left potential debate hosts in an awkward position: They have started to plan without the candidates having agreed to face each other, saying there’s no time to wait. Hogan, R, announced in midJuly he intends to participate in two televised debates in September, and aides say he has no intention of participating in more. Jealous, a former NAACP chief who is trailing Hogan in polls and in fundraising, wants five debates in October — when he says more voters will be focused on the race. He is pushing for some to be aired on media outlets that cater more to minority viewers, who are crucial to the former NAACP chief’s coalition. The campaigns have not

held talks about resolving the disagreement. Meanwhile, the potential debate hosts are booking studio time and assigning staff. The first possible debate would be Sept. 17, less than three weeks away, hosted by Maryland Public Television, WBAL-TV and The Baltimore Sun. “If they end up agreeing to that date, we’ll be ready,” said Tom Williams, managing director of communications for Maryland Public Television, adding that the station would be open to an October date as well. “You can’t have a debate without two candidates.” Hogan announced in July that he had accepted invitations to the Sept. 17 debate and one proposed for Sept. 24, to be sponsored by WJLA and The Washington Post. The declaration caught the Jealous team by surprise because the two campaigns had not conferred about the invitations or debate logistics. Jealous has refused to agree to anything until the campaigns discuss a compromise. ERIN COX (THE WASHINGTON POST)

McCain to lie in state Friday at U.S. Capitol THE DISTRICT Following ceremonies in his home state of Arizona, the late Sen. John McCain will lie in state at the U.S. Capitol Rotunda on Friday. A memorial service at the Washington National Cathedral will take place Saturday, followed by a private burial ceremony at the U.S. Naval Academy on Sunday. McCain, a six-term senator from Arizona and former Republican nominee for president, died Aug. 25 of brain cancer. He was 81. On Friday, following a private arrival ceremony for family, congressional colleagues and invited guests will be followed by a public viewing beginning at 1 p.m. McCain will be the 13th senator to lie in state in the Capitol Rotunda. Members of the public may begin lining up Friday morning on First Street, between Constitution and Independence Avenues, or Second Street, between East Capitol Street and Independence Avenue SE. Individuals should be prepared for the weather since they will be standing outside. Note: No flowers, sealed envelopes or other offerings/tokens will be allowed into the U.S. Capitol or Capitol Visitor Center. On Thursday, former Vice President Joe Biden eulogized McCain, recalling “the sheer joy that crossed his face when he knew he was about to take the stage of the Senate floor and start a fight.” (TWP/AP)

Busy highways await travelers over holiday

KERY MURAKAMI | DC RIDER

Not all that jazzed: Metro music spoils an unlikely oasis The Green Line is hardly what you’d call a place for relaxation. Looking for an oasis from the hustle and bustle? Few would find it among the screeching trains and jostling commuters. But when you have a 2-yearold, as Alix Boucher does, you take what you can get. This Wednesday morning started with a rare treat. Boucher woke up before her son, Arthur, and was reading a book over coffee. Then it began: “Mommy, no reading. Play.” The usual morning scramble followed, with Boucher and her husband, Phil, playing tag team: one showering and getting ready for work — Alix

as a researcher for U.S. policy on Africa and Phil as a government contractor — while the other got Arthur fed and ready for child care. Then Boucher went to catch the Green Line at Columbia Heights to get to her office near the Waterfront station, where she’d spend the day in a cubicle doing research and fielding questions as colleagues’ conversations steadily droned in the background. Then it was back to Metro to head home for an evening of playing with puzzles, reading stories and making dinner. Since Metro began playing music at three stations — beginning during the 2016 holiday season at Gallery Place, and later at Columbia Heights and Judiciary Square — there have been some compliments,

but also complaints. Often the latter focus on the choice of smooth jazz, the soulless bastardization of real jazz. “The torture continues. I’m still unsure what my tormentors @wmata want,” @daria_4 tweeted in January. “All I know is I need the easy listening and smooth jazz at Columbia Heights to stop.” The pilot project, in which the online service iHeartRadio has been providing the music for free, was actually started to “improve the Metro experience.” It draws on Metro General Manager Paul Wiedefeld’s background as chief executive of Baltimore-Washington International Thurgood Marshall Airport, a Metro spokesman told The Washington Post in June 2017. Someone at Metro — whom the agency wouldn’t make available for an interview last week — chose jazz from several channels offered by iHeartRadio, which also offers other genres, such as hip-hop and classic jazz. “Smooth jazz was selected as the category because it has broad appeal,” Metro spokesman Dan Stessel said. Metro hasn’t said whether the music

Metro Transit Police use pepper spray Thursday to break up fight at L’Enfant Plaza station

will keep playing when the pilot project ends in December. Boucher is one of those who want it to go away. As crazy as it sounds, Metro really is a respite for some people. You notice it in the near-silence of Metro cars during rush hour, with people lost in their music, discouraging conversation with earbuds, staring blankly and looking defeated. Boucher says Metro is ruining her quiet time with the bad music. On Wednesday morning, Boucher, who grew up in France, was trying to listen to the French pop singer France Gall on her iPhone. It was turned up as loud as she could stand. But still, in the background, she could hear a soprano sax. “In thinking about it,” she said. “My commute is the only time during the day where I have 20 minutes to just listen to my own music without being interrupted by a toddler, or to read something quietly.” Got a question or a story to share? TRANSPORTATION Labor Day marks the unofficial end of summer, and millions of Americans are preparing to hit the road for the long weekend. AAA Mid-Atlantic spokesman John Townsend said as many as 35 million Americans and more than 800,000 Washington-area residents may travel 50 miles or more this holiday. “Holiday travelers departing the Washington metro area for the weekend will find slowing traffic beginning at 2 p.m. on Friday and the worst time to travel between 5-6 p.m.,” Townsend said. “The best bet for drivers is to wait until after 7 p.m. on Friday or before noon on Saturday to help ensure valuable vacationing time isn’t spent in standstill traffic.” Even those not leaving town should allow extra travel time. Especially if you’re taking Metrorail, getting around this weekend isn’t going to be pleasant. Track work will cause disruptions on all Metro lines, with some trains running only every 24 minutes. Whether you’re traveling or not, prepare for storms around the region. Friday and Saturday will feature scattered showers and thunderstorms throughout the day. Highs are expected to peak in the upper 80s. A few showers or storms may sneak in Sunday as highs push into the lower 90s. Labor Day will be sunnier and highs extend into the low 90s. Only an isolated afternoon thunderstorm is expected. LUZ LAZO (THE WASHINGTON POST)

U.S. denying passports to citizens

A woman whose U.S. citizenship is in question stands for a portrait in Brownsville, Texas.

State Department is questioning the citizenship of many Hispanic Americans along the border TEXAS On paper, he’s a devoted United States citizen. His official American birth certificate shows he was delivered by a midwife in Brownsville, at the southern tip of Texas. He’s spent his life wearing American uniforms: three years as a private in the Army, then as a cadet in the Border Patrol and now as a state prison guard. But when Juan, 40, applied to renew his U.S. passport this year, the government’s response floored him. In a letter, the State Department said it didn’t believe he was an American citizen. As he would later learn, Juan is one of a growing number of people whose official birth records show they were born in the U.S. but who are now being denied passports, their citizenship suddenly thrown into question. The Trump administration is accusing hundreds, and possibly thousands,

of Hispanics along the border of using fraudulent birth certificates since they were babies. The State Department said that it “has not changed policy or practice regarding the adjudication of passport applications,” adding that “the U.S.-Mexico border region happens to be an area of the country where there has been a significant incidence of citizenship fraud.” But cases identified by The Washington Post and interviews with immigration attorneys suggest more people are having complications. In some cases, passport applicants with official U.S. birth certificates are being jailed in immigration detention centers and entered into deportation proceedings. In others, they are stuck in Mexico, their passports suddenly revoked when they tried to re-enter the U.S. Juan was infuriated by the government’s response. “I served my

country. I fought for my country,” he said. He didn’t share his last name for fear of being targeted by immigration enforcement. The government alleges that from the 1950s through the 1990s, some midwives and physicians along the Texas-Mexico border provided U.S. birth certificates to babies who were actually born in Mexico. In a series of federal court cases in the 1990s, several birth attendants admitted to providing fraudulent documents. Based on those suspicions, the State Department has previously denied passports to people who were delivered by midwives in Texas’ Rio Grande Valley. The same midwives also delivered thousands of babies legally in the U.S. It has proved nearly impossible to distinguish between legitimate and illegitimate documents, all of them officially issued by Texas decades ago. A 2009 government settlement

mostly put an end to the passport denials. But under President Trump, the passport denials and revocations appear to be becoming part of a broader interrogation into the citizenship of people who have lived, voted and worked in the U.S. for their entire lives. “We’re seeing these kind of cases skyrocketing,” said Jennifer Correro, a Texas attorney defending dozens who have been denied passports. When Juan received the letter from the State Department, it requested a range of obscure documents — evidence of his mother’s prenatal care, his baptismal certificate, rental agreements from when he was a baby. He managed to find some of them but weeks later received another denial. The government said the information “did not establish your birth in the United States.” KEVIN SIEFF (THE WASHINGTON POST)

EDUCATION In its latest push to end the use of race in college admissions, the Trump administration on Thursday accused Harvard University of “engaging in outright racial balancing” and sided with Asian-American students who allege the Ivy League school discriminated against them. Harvard denied the bias claim and said it would defend the right to consider race as a factor in admissions. The Justice Department weighed in on a lawsuit filed in 2014 by Students For Fair Admission, which argues that one of the world’s most prestigious universities discriminates against academically strong Asian-American applicants in favor of others who may be less qualified. The agency said in a “statement of interest” that Harvard has failed to demonstrate that it does not discriminate on the basis of race. The Supreme Court permits colleges and universities to consider race in admissions decisions, but says that must be done in a narrowly tailored way to promote diversity. Schools also bear the burden of showing why their consideration of race is appropriate. Attorney General Jeff Sessions

Detroit schools shut off water because of lead Less than a week before classes are scheduled to resume, Detroit’s city school district announced Wednesday that drinking water will be shut off for all its schools because of concerns over above-normal levels of lead and copper. Tests of various water sources at 16 of 24 schools showed elevated amounts of the potentially toxic heavy metals, according to a statement from Detroit Public Schools Community District Superintendent Nikolai Vitti to local media. Vitti said testing of the sinks and water fountains in all 106 of the district’s schools began last year, the Detroit Free Press reported. In the statement, Vitti said that there was no evidence of elevated levels of copper or lead in the schools for which the district is awaiting test results, but he is turning off all drinking water “out of an abundance of caution ... until a deeper and broader analysis can be conducted.” On Tuesday, water at the 16 schools was shut off and bottled water was being provided until water coolers arrived, Vitti said, according to the Free Press. The district now has 34 schools with known contaminated water — 18 other schools already had their water shut off. The remaining schools will have their water turned off this week, Vitti said, according to The Detroit News. ALLYSON CHIU

The celebration of releasing balloons has been a tradition at some college football games.

Last straw for balloons? As the push to limit plastic waste gains traction, could be balloons the next target

ENVIRONMENT Now that plastic straws may be headed for extinction, could Americans’ love of balloons be deflated? The joyous celebration of releasing balloons into the air has long bothered environmentalists, who say the pieces that fall back to earth can be deadly to seabirds and turtles that eat them. So as companies vow to banish plastic straws, there are signs balloons will be among the products to get more scrutiny, even though they’re a very small part of environmental pollution. This year, college football powerhouse Clemson University is ending its 30-year tradition of releasing 10,000 balloons into the air before games, a move that’s part of its sustainability efforts. In Virginia, a campaign that urges alternatives to balloon releases at weddings is expanding. And a town in Rhode Island outright banned the sale of all balloons earlier this year, citing the harm to marine life. “There are all kinds of alternatives to balloons, a lot of ways to

express yourself,” said Kenneth Lacoste, first warden of New Shoreham, R.I., who cites posters, pinatas and decorated paper. Following efforts to limit plastic bags, the push by environmentalists against straws has gained traction. Companies including Starbucks and Disney are promising to phase out plastic straws, which can be difficult to recycle because of their size and often end up as trash in the ocean. A handful of U.S. cities recently passed or are considering bans. “The issue of straws has really broadened the marine debris issue,” said Emma Tonge of the National Oceanic and Atmospheric Administration. People might not realize balloons are a danger, she said, because of their “light and whimsical” image. Balloons are not among the top 10 kinds of debris found in coastal cleanups, but Tongue said they’re common and especially hazardous to marine animals, which can also get entangled in balloon strings. Chelsea Rochman, an assistant professor of ecology at the

“We don’t want to say don’t use them at all. We’re saying just don’t release them.” LAURA MCKAY, of the Virginia Coastal Zone Management Program, which is part of a social marketing campaign to reduce balloon releases and marine debris

University of Toronto, said people should think systemically about waste and pollution, but that efforts to bring attention to specific products shouldn’t be dismissed as too minor. “If we said that about everything, we wouldn’t get anything done,” she said. Already, a few states restrict balloon releases to some extent, according to the Balloon Council, which represents the industry and advocates for the responsible handling of its products to “uphold the integrity of the professional

2 men thought to be kidnappers burned to death by mob in Mexico; prosecutors say they were not criminals

balloon community.” That means never releasing them into the air, and ensuring the strings have a weight tied to them so the balloons don’t accidentally float away. Lorna O’Hara, executive director of the Balloon Council, doesn’t dispute that marine creatures might mistake balloons for jellyfish and eat them. But she said that doesn’t mean balloons are necessarily causing their deaths. Clean Virginia Waterways still thinks balloons can be harmful. Included in its report last year: a photo of a soaring bird with a deflated balloon trailing behind it. The report addresses the “rising concern” of balloons, which also often use helium, a nonrenewable resource. It notes the difficulty of changing a social norm and that even typing “congrats” in a Facebook post results in an animation of balloons. Lacoste thinks other towns will also ban balloons as people become more aware of environmental issues. He notes that plastic bags were once seen as harmless, but many places now ban them. Trump seeks to freeze pay for federal workers POLITICS President Trump is canceling pay raises due in January for most civilian federal employees, he wrote in a letter to Congress on Thursday. The 2 million members of the federal workforce still could see a slightly smaller boost in their pay under a proposal lawmakers are considering. Trump said he was nixing a 2.1 percent across-the-board raise for most workers, as well as separate locality pay increases averaging 25.7 percent. “We must maintain efforts to put our Nation on a fiscally sustainable course, and Federal agency budgets cannot sustain such increases,” Trump said in a letter to Congress. The president last year signed a package of tax cuts expected to add $1.5 trillion to federal deficits over 10 years. Trump cited the “significant” cost of employing federal workers as justification for denying the pay increases, and called for federal worker pay to be based on performance. Democrats criticized the move, citing the tax cuts Trump signed into law last December, which provided steep cuts for corporations and the wealthiest Americans, and more modest reductions for the middle class. The 2.1 percent raise takes effect automatically unless the president and Congress act to change it. Congress is currently debating a proposal for a 1.9 percent across-the-board raise to be included in a funding bill. DARLENE SUPERVILLE (AP)

L.A. man arrested after threats to Boston Globe MEDIA A Los Angeles man upset about The Boston Globe’s coordinated editorial response to President Trump’s attacks on the news media was arrested Thursday for threatening to kill the newspaper’s journalists, whom he called the “enemy of the people,” federal prosecutors said. Robert Chain’s threatening phone calls to the Globe’s newsroom started immediately after the Globe appealed to newspapers across the country to condemn

what it called a “dirty war against the free press,” prosecutors said. On Aug. 16, the day the editorials were published, Chain, 68, told a Globe staffer he was going to shoot employees in the head at 4 o’clock, according to court documents. That threat prompted a police response and increased security at the newspaper’s offices. Chain said he would continue threatening the Globe until it stops its “treasonous and seditious” attacks on Trump, according to a court complaint.

Several times, he called Globe employees the “enemy of the people,” a characterization of journalists that Trump has used. Records show Chain owns several guns, including a 9mm carbine rifle he bought in May. Chain is expected to appear in federal court in Los Angeles and be transferred to Boston. New Mexico authorities report multiple fatalities, injuries in commercial bus crash

Scallop skirmish erupts between France, Britain FRANCE Fishermen from rival French and British fleets banged their boats in skirmishes this week over access to the scallop-rich waters off France’s northern coast. French maritime official Ingrid Parrot described the confrontation between 35 French boats and five British ones in international waters on Tuesday as “very dangerous,” although there were no injuries. “We really hope things will calm down.” Every year sees problems between French and British fishermen over access to lucrative scallops, she said. But it’s usually without the violence that was captured by a French TV crew. Their video showed boats banging hulls and the launch of at least one firework rocket. A window was smashed on one British boat and another suffered fire damage from a flare. French law prevents French boats from fishing for scallops during the summer months before Oct. 1, to help preserve the stocks, Parrot said. But British ships can still fish for the prized delicacies in international waters off the French coast. That makes French crews “feel that the resources are being pillaged, when they are preserving them,” Parrot said. In previous years, the two sides struck deals to limit the scope of British scallop fishing off French waters, but they haven’t managed to do so this year, she said. More talks are expected in the fall. JOHN LEICESTER (AP)

Adrian Peterson, 33, thinks he can still be productive, but NFL history makes that seem unlikely.

A DEFEAT FOR NFL

Kaepernick case allowed to proceed

BARRY SVRLUGA | THE WASHINGTON POST

Adrian Peterson’s assessment of himself after his first game in nine months was plain: “I could have had another 15 carries.” His addition to the Redskins last week seemed like a lark, and then he gained 56 yards on 11 carries in an exhibition game. The reasonable among us said, “Maybe there’s something here.” The unhinged among us believed a 33-year-old who walked in off the street had ended Washington’s search for a bell cow back. Let’s be realistic here and turn to a football truism: Running backs get worse with age. Over the past 50 years, NFL running backs have produced 590 1,000-yard seasons. Here is the list of those seasons produced by backs 33 or older: Franco Harris in 1983, John Riggins in 1983 and 1984 and Frank Gore in 2016. That’s it. How about 800 yards, just 50 a game? Riggins, Gore, Harris, Emmitt Smith, Larry Csonka and Marcus Allen — that’s the

list of 33-or-older backs who had that many in a season. By pedigree, Peterson would fit into that group. Of those backs, only Gore, who is on the Dolphins this year, isn’t in the Hall of Fame. He will get there after retirement. Peterson ran for 2,097 yards in 2012 with Minnesota, the second-highest season total ever. He needs just 37 yards to move past Jim Brown and into the top 10 of career rushers. Canton can fit him for a golden blazer now. But what can be expected of him now? Riggins was 34 when he gained 1,347 yards for Washington in 1983, 35 when he gained 1,239 yards the next season, the two most prolific years for a back age 33 or older. In those seasons, Joe Gibbs gave Riggins the ball a stunning 702 times. No back over the past two seasons has more carries than Le’Veon Bell’s 582. The game has changed. Still, Riggins knows about aging and workload. “I also believe that there’s a little bit of age discrimination that goes on in the NFL by

NICK WASS (AP)

Sorry, AP, it’s true: Running backs get worse as they age

coaches because they just figure that it hasn’t been done or been done so infrequently,” Riggins said Wednesday. “… I think that [Peterson] still has it. ” Peterson’s belief that he “still has it” comes from what came after a midseason trade from New Orleans to Arizona last year. His Cardinals debut produced 134 yards on 26 carries. Two games later, he carried the ball a staggering 37 times and gained 159 yards. But that was the only time a back 32 or older has carried the ball that much in a single game in the past 50 years. Let’s remember that Peterson’s final three games with

Arizona yielded a total of 134 yards. Then he missed two games because of a neck injury, ended the year on injured reserve and was released. He wouldn’t even be in Ashburn had rookie Derrius Guice not torn his ACL in the Redskins’ first exhibition game. That’s a roundabout way of saying the business of playing running back in the NFL is cruel, regardless of your age. The Redskins, therefore, must treat any positive yards Peterson gives them as a bonus, not an expectation.

An arbitrator has sent Colin Kaepernick’s grievance with the NFL to trial, his lawyer announced in a tweet Thursday. The decision denies the league’s request to throw out the quarterback’s claims that owners colluded to keep him out of the league because of his protests against police brutality and racial inequality during the national anthem. Two years ago, Kaepernick became the first player to kneel for the anthem. His case hinges on whether he can prove owners worked together rather than decided individually to not sign him. Meanwhile, the league and players still haven’t resolved whether players will be punished this year if they demonstrate during the anthem. (AP)

No. 4 Wisconsin: The Badgers bring back their entire offensive line and a Heisman candidate at running back from their record-setting 13-win team. Some analysts see them as a contender for the College Football Playoff. Jonathan Taylor ran for 1,977 yards last year to set the FBS freshman rushing record.

No. 2 Clemson: Coach Dabo Swinney’s Tigers are the overwhelming favorite to win the conference for a fourth straight year, something no team has done since Florida State in the 1990s. They return seven offensive starters and eight on defense, including all-ACC performers in left tackle Mitch Hyatt, defensive ends Clelin Ferrell and Christian Wilkins, and defensive tackle Dexter Lawrence.

No. 1 Alabama: The Crimson Tide didn’t win the West division last season after losing to Auburn, but went on to beat Georgia for the national championship. Coach Nick Saban is chasing his sixth title in the past 10 years. His overtime win over his former defensive coordinator, Bulldogs coach Kirby Smart, left the Tide with a QB controversy: title game hero Tua Tagovailoa vs. two-year starter Jalen Hurts.

No. 7 Oklahoma: Kyler Murray, the ninth overall pick in the MLB draft this summer, is Baker Mayfield’s successor at Oklahoma. The former Texas A&M transfer got a nearly $5 million bonus from the Oakland Athletics, who agreed to let the speedy outfielder play one more football season. Murray and the Sooners also have 1,000yard rusher Rodney Anderson and 1,000-yard receiver Marquise Brown.

No. 6 Washington: Huskies quarterback Jake Browning decided to play out his final year of eligibility after having what some said was a lackluster junior season. He threw for 2,719 yards and 19 touchdowns, falling well short of the 43 TDs he had as a sophomore. Myles Gaskin, who has rushed for more than 1,000 yards and at least 10 touchdowns in each of the last three seasons, is also back.

THE CONTENDERS

No. 13 Stanford, No. 15 USC and No. 24 Oregon: Heisman runner-up Bryce Love stuck with the Cardinal rather than declare early for the NFL draft. He rushed for 2,118 yards last season, most ever for an FBS player who returned. USC will turn to its second-ever freshman starter at QB for a season opener with JT Daniels (the other was Matt Barkley, 2009). Oregon’s Justin Herbert missed five games last season because of a fractured collarbone but still managed to throw for 1,983 yards and 15 TDs.

THE CONTENDERS No. 5 Ohio St., No. 10 Penn St., No. 11 Michigan St., and No. 14 Michigan: Behind new starting QB Dwayne Haskins Jr., Ohio State has high expectations despite a three-game suspension for coach Urban Meyer. Penn State QB Trace McSorley has thrown a TD pass in 28 straight games, the longest active streak in the FBS. Michigan State returns a bevy of skilled players from a 10-win team. Michigan, winless vs. Ohio State and 1-2 against Michigan State the last three years, is looking for more in Year 4 under Jim Harbaugh.

No. 8 Miami and No. 20 Virginia Tech: With 15 starters back, the Hurricanes are favored to win the Coastal division for a second straight year. They started 10-0 last year before losses at Pittsburgh, in the ACC title game to Clemson and in the Orange Bowl to Wisconsin. Hokies QB Josh Jackson threw for school freshmen records of 20 touchdowns and 2,991 yards last year, but coordinator Bud Foster’s defense replaces eight starters.

No. 3 Georgia and No. 9 Auburn: QB Jake Fromm is back after an impressive freshman season, but Georgia has to replace the one-two punch of Nick Chubb and Sony Michel at running back. The top SEC West challenger to Alabama should be Auburn, which returns QB Jarrett Stidham and boasts one of the league’s best defensive lines.

Maryland tries to move forward Tragedy is ‘never going to go away,’ but team has to be ready to play

Odd schedule will make Mids frequent flyers RICKY CARIOTI (THE WASHINGTON POST)

COLLEGE FOOTBALL Like most teams in the country, Maryland spent this week preparing to play its season opener. But interim coach Matt Canada, his staff and the team’s players are preparing to face Texas on Saturday while navigating a situation without compare. “We’re helping each other,” Canada told reporters Tuesday, acknowledging the upheaval in the wake of offensive lineman Jordan McNair’s death in June from heatstroke suffered during a team workout. “When somebody’s having a tough day, we try to help each other out. I think everything that they’ve dealt with, they’ve done the best job they could possibly do. I think we’re as ready as we can be, given the situation.” Canada assumed the interim job Aug. 11, a day after ESPN published reports alleging a toxic team culture. Coach DJ Durkin is on administrative leave amid external probes into the handling of the death, and the program as a whole. COLLEGE FOOTBALL Navy coach Ken Niumatalolo, above, likes to jump in during practice and coach the offensive line or trot over to the sideline to put the slotbacks through a drill. But this August, he took a step back, hovering around the middle of the field to watch everything at once. The 53-year-old, who begins his 11th season leading the Midshipmen this weekend, isn’t trying to transition into a CEO-type role and let his coordinators take the reins. He wants to see how his players’ legs hold up. Navy’s 13-game season includes six road games, two neutral-site games and the second-most miles traveled by any FBS team. The Mids will travel 26,496 miles this season, according to the team, thanks mainly to an opener at Hawaii on Saturday night (11, CBSSN) and an October game against Notre Dame in San Diego. Only Hawaii (38,578 miles) will travel more. By comparison, Memphis, Navy’s West division rival in the American Athletic Conference, will travel 5,118 miles. To help soften the blow, Navy introduced “recovery packs.” Each player gets a bag filled with compression socks to help with circulation on long flights, a sleep mask, a pair of earplugs, a foam roller and stretching bands for tight muscles, a lacrosse ball so they can roll out their feet on the plane, and packets full of powdered electrolytes. Gaskin leads all active FBS players in career yards rushing (4,055) and TD runs (45). Auburn is 5-0 in neutral-site games against Pac-12 teams. (AP)

Michigan has lost 16 straight road games against ranked teams, dating back to 2006. After an 8-5 season, coach Jim Harbaugh and the Wolverines are looking to set the tone for a big year. Rashan Gary leads Michigan’s defensive line against a Notre Dame front that lost two first-round picks, tackle Mike McGlinchey and guard Quenton Nelson. (AP)

Alabama has won 73 straight against unranked teams, and the Tide is 11-0 in openers under Nick Saban. Bobby Petrino is 7-1 in openers as Louisville’s coach, but is 0-4 against Alabama; maybe the neutral site (Orlando) will help. Alabama’s Damien Harris has rushed for 1,000 yards in back-to-back seasons. Sophomore QB Jawon Pass succeeds the Cardinals’ Heisman winner, Lamar Jackson. (AP)

Ohio State transfer Joe Burrow was named LSU’s starting QB on Monday. He’ll take the field in Arlington, Texas, against a team that enters coach Mark Richt’s third year at UM with high expectations after winning 19 games in the past two seasons. Miami’s defense has three preseason all-ACC picks in linebacker Shaquille Quarterman, corner Michael Jackson and safety Jaquan Johnson. (AP)

Best of the rest: Oregon St. at No. 5 Ohio St. (noon Saturday, ABC)

FAU at No. 7 Oklahoma (noon Saturday, Fox)

Tennessee vs. No. 17 West Virginia (3:30 p.m. Saturday, CBS)

PLAN AHEAD. STAY INFORMED. COMMUTE BETTER.

4 surprises of summer The biggest movie surprise of the summer for me was discovering that I am pretty much the only person in the world

‘The Little Stranger’

who REALLY didn’t like “Mamma Mia! Here We Go Again.” And BOY did I hear about it. I never knew ABBA fans

R, 111 min.

could write such nasty emails. Other than that, the summer was mostly business as usual. The blockbusters ranged

At first glance, “The Little Stranger” seems to have been shaped by the same cookie cutter used for countless haunted-house films before it. But director Lenny Abrahamson is far more ambitious than that. Starring Domhnall Gleeson, Abrahamson’s follow-up to “Room” is a character-driven psychological thriller, one whose larger implications will trouble your mind, like a ghost. ALAN ZILBERMAN

from pretty good (“Ant-Man and The Wasp,” “Mission: Impossible — Fallout”) to utterly dumb (“Jurassic World: Fallen Kingdom” and I AM SORRY “Mamma Mia! Here We Go Again”). Still, there were four big summer surprises.

‘Teen Titans Go! to the Movies’ This was, without a doubt, the best non-romantic comedy AND the best superhero movie of the summer. Based on the (very funny) animated TV show, “TTG!” followed superheroes Robin, Cyborg, Beast Boy, Raven and Starfire as they attempted to get their own movie made. Among the extended fart jokes — as in, both the farts and the jokes about them were extended — was a surprisingly complicated story about leadership and validation, with an honest friendship at its core. It also had best-song-of-the-year contenders in “My Superhero Movie” and “Upbeat Inspirational Song About Life,” AND the best final line of the summer.

‘Sorry to Bother You’

‘Eighth Grade’

‘Crazy Rich Asians’

Boots Riley’s genre-busting debut wasn’t a surprise just because it was so extraordinary for a first-time director, but because it was unlike anything I’ve ever seen — not just this summer, but ever. A satire-comedy-magical realismquasi-horror film with a message, it followed Cassius Green (Lakeith Stanfield), a black telemarketer in an alt-universe Oakland who finds wild success after he starts using a “white voice” (dubbed by David Cross). I don’t know what I was expecting when I walked in — the inaccurate buzz was that the film was similar to “Get Out” — but it wasn’t, to my surprise and delight, what I got. What I got was mindblowingly better.

I have no desire to relive my experience as an eighth-grade girl, what with the poor fashion choices and the tormenting of my mother and the crippling self-hatred. I also have no desire to live as an eighthgrade girl today, now that all of those things could be broadcast to the world and immortalized in a lot more places than the Cooper Middle School yearbook. Writerdirector Bo Burnham’s film not only made me remember those times that have (THANKFULLY) passed, but empathize with girls going through adolescence today. Beyond that, it made me empathize with the girl I once was. Yeah, she was a terror, but she deserves a little more love than I ever gave her.

The romantic comedy has often been dismissed as one of cinema’s lesser genres, which is unfathomably stupid since both romance and comedy are incredibly difficult to do well on screen. But the modern rom-com, it has to be said, has gotten pretty stale — how long has it been since we’ve had a “Notting Hill” or a “Bridget Jones’s Diary?” Sure, things picked up with last year’s “The Big Sick,” but now we have “Crazy Rich Asians.” Not only is the movie important in terms of cultural representation, it has raised the bar for the genre and shown that a great rom-com can bring in multiple truckloads of money.

“Top Gun: Maverick” pushed back a year to June 2020

Muse album “Simulation Theory” due out Nov. 9

‘We the Animals’ R, 90 min.

Anchored by an astonishing performance from Evan Rosado as Jonah, the youngest of three wild-child brothers in upstate New York, “We the Animals” feels like something conjured out of memory and magic. It’s a poetic, often ecstatic re-creation of childhood that captures its ungovernable pleasures as vividly as its most threatening terrors. ANN HORNADAY (TWP)

Sitting down with evil

‘Searching’ gets lost in a web of contrivances

MGM

Ben Kingsley and Oscar Isaac portray a real-life Nazi mastermind and his captor

FILM How do you get a man to sign what is effectively his own death warrant? In “Operation Finale,” a docudrama based on a 1960 Israeli operation, Mossad agents track down Nazi official Adolf Eichmann in Argentina, where he has been hiding out and living a quiet life. The plan is to bring him to Israel to stand trial for his role in orchestrating the deaths of millions of people in Nazi concentration camps. The film mainly concentrates on the relationship between Eichmann, who’s played by Oscar winner Ben Kingsley (“Gandhi”), and agent Peter Malkin, played by Oscar Isaac (“Star Wars: The Last Jedi”). For various reasons, Malkin and his team cannot simply grab Eichmann and haul him off to Israel. Instead, Eichmann must, of his own free will, sign a document stating he’s willing

41%

to go. It’s Malkin’s job to get him to sign, which he does after engaging Eichmann in casual conversation for nine days. What eventually cracks Eichmann, Isaac says, is an appeal to his intelligence and pride in his accomplishments during World War II. “His weakness is that he’s got an ego. He wants to be treated like he used to be treated. That was kind of [Malkin’s] way in there,” Isaac says. “It’s not that [Eichmann] was pushed into [signing]; it’s just he’s craving that again.” Facing Eichmann is also a way for Malkin — who lost a large number of relatives in the Holocaust, including his sister and her children — to confront the evil that nearly erased his family from the planet. “For Peter, it’s like, ‘I don’t know if I’ll ever have a chance to talk to this f---ing guy, and so

‘Operation Finale’ (PG-13, 118 min.) DIRECTOR: Chris Weitz STARS: Ben Kingsley, Oscar Isaac, Nick Kroll, Melanie Laurent IN A NUTSHELL: A fact-based film about the 1960 covert mission of a Mossad agent who captured Nazi officer Adolf Eichmann in Argentina.

I’m taking it,’ ” Isaac says. “To sit next to him and to smoke a cigarette — that, for him, was the most courageous thing he could think of to do.” Kingsley looks at his performance as Eichmann as fulfilling a promise he made to Holocaust survivor and writer Elie Wiesel, who died in 2016. “I modestly said to him, the next time I walk onto a film set that is appropriate to your story, I will dedicate my performance to you,”

Kingsley says. “The integrity, the energy, the propulsion, the commitment to getting the truth of Eichmann onto the screen for the sake of the survivors, for the sake of the 6 million — to honor them and Elie, I had no other choice but to paint a portrait of a man.” That does not, Kingsley emphasizes, mean he had to find anything sympathetic in a person who committed and took pride in undeniably evil acts. “I have a canvas on which I will paint the portrait. [Then] I will put my brushes down, I will wipe the paint off my hands, I will leave the canvas there,” Kingsley says. “He never, ever, ever got into me.” Even so, Kingsley had a mental message for Eichmann as he was “painting” him, expressing his intent to leave an indelible mark so no one forgets. “I said, ‘And when I’ve got you on canvas, I will nail you to the gates of Auschwitz.’ ” KRISTEN PAGE-KIRBY (EXPRESS)

The percentage of female first-time TV episode directors in the 2017-18 season, according to a Directors Guild of America study released Thursday. That’s 8 percent higher than the previous season, the guild said. The study also found that directors of color represented 31 percent of first-time hires last season, up from 27 percent. The guild noted that there’s “still room for improvement” and scrutinized the practice of “gifting” directing jobs to writers, actors or others already connected with a series, blocking career progress for underrepresented directors. (AP) Alec Baldwin pulls out of Joker film due to scheduling issues

Deadline: Chris Hemsworth to star in Netflix film “Dhaka”

FILM REVIEW In the classic 1956 western “The Searchers,” an obsessed loner scours the wilderness in search of his abducted niece. “Searching” has pretty much the same idea, except that the man on the quest is the father rather than the uncle. Oh, and the wilderness is the internet. Most of this clever but siliconchip-thin movie from director Aneesh Chaganty transpires on a computer or cellphone screen. Like most mysteries, this one relies heavily on coincidental discoveries, even if they arrive via Gmail or FaceTime. David Kim (John Cho) and his daughter Margot (Michelle La) live in San Jose, where the father is some sort of tech worker. For the Kims, life is all piano lessons, smiley photos and digital-age home movies — until Mom succumbs to cancer. Left with each other, David and Margot seem to be coping well. Then one night, the 16-year-old doesn’t come home, and David discovers that her piano teacher and supposed friends don’t really know much about her. He hacks into her laptop and learns that he doesn’t, either. Despite the high-tech trappings, “Searching” ends with a conventional payoff. It’s an outcome that could have been more compelling if the filmmakers had dropped their multi-screen gimmick and depicted the story’s climax without a filter. MARK JENKINS (FOR THE WASHINGTON POST)

@MRVALLEEY7, tweeting about a hacking incident Thursday morning that affected the maps used by Snapchat, Citi Bike and Zillow. The area around New York City’s East Village was labeled “Jewtropolis.” The apps apologized for the error, explaining that their mapping data came from open-source developer OpenStreetMap, which was vandalized.

Fill in each column, row and 3x3 box with the digits 1 through 9 without repeating any. The twist in Samurai Sudoku is that the digits that appear in the overlapping boxes must work for both puzzles. A piece of advice to get you started: Don’t focus on completing one grid at a time. Keep the whole puzzle in mind as you go, because filling in a number in one grid could give you clues to another.

APOLOGIES

Kanye must find this hole pretty cozy

Bride makes late changes to seating chart Katharine McPhee and her fiance, music producer David Foster, crashed a wedding Saturday at the hotel they were staying at in Victoria, Canada, TMZ reported. The couple watched the ceremony from their balcony. Later, the bride, Whitney Madian, saw them signing her guest book, so she approached them. Madian says she and McPhee compared rings. Foster and McPhee haven’t set a date for their nuptials.

Kanye West apologized Wednesday on a Chicago radio station for calling slavery a “choice.” “I don’t know if I properly apologized for how that slave comment made people feel, so I want to take this moment right now to say that I’m sorry for hurting, I’m sorry for the one-two effect of the MAGA hat into the slave comment,” West told 107.5 WGCI radio. He also addressed a question that left him speechless on “Jimmy Kimmel Live!” about why he feels President Trump cares about black people. “I feel that [Trump] cares about the way black people feel about him,” West said. Late Wednesday, Trump tweeted out a Breitbart story about the interview. (AP)

Police order Lil Pump to enroll in driver’s ed class

Prince Harry nails his ‘Hamilton’ audition

Rapper Lil Pump, 18, was arrested Wednesday in Miami for not having a driver’s license, according to TMZ, which obtained photos of him in handcuffs. A police report said the license plate on his Rolls-Royce belonged to a Mini Cooper. Cops asked Lil Pump for his license and he allegedly replied that he didn’t have one. He was released later that day and issued a ticket. (EXPRESS)
