A naked man who sprinted from Los Angeles police running after him with a police helicopter overhead is in custody after a long chase. The pursuit at dawn Friday began after the man left a suspected stolen truck on a freeway. Illuminated by a helicopter spotlight, he ran along dirt paths and scaled a fence. As officers closed in, he ran across several busy roads, dodging cars. He then fled into a wooded area, but officers caught up with him. (AP)
A St. Louis man is the new tenant of an apartment with a unique layout: The kitchen and bathroom (including toilet, bathtub, oven and sink) are in the same room. Visitors cheer no-pass entry The African American museum experiments with weekday walk-ins

NATIONAL MALL A hot ticket for the past two years, Washington’s popular National Museum of African American History and Culture did away with its ticket requirement Monday, the first day of a monthlong experiment with nopass weekday admission. Visitors began lining up before 8 a.m. on the last day of the holiday weekend, which was the first of the museum’s September Walk-Up Weekdays. Several hundred were waiting when the doors to the Smithsonian’s newest venue opened at 10 a.m. “It’s truly a blessing to be here,” said Melva Thornton, 68, of Charlotte, N.C., one of the first in the queue. On vacation in D.C., Thornton arrived at 7:45 a.m. to guarantee getting in. She had tried to get passes online in the past but had had no success. She was delighted to wait without worry as she watched a multicultural, multi-age crowd form behind her. “I’m glad to see it’s a mixed group. I hope it brings the country together,” she said.
No-pass entry brought a steady stream of visitors to the National Museum of African American History and Culture on Monday.
Since its historic opening on Sept. 24, 2016, the museum at the corner of the Mall near the Washington Monument has attracted more than 4.3 million people, making it one of the city’s most popular museums. The timed passes — available at no charge in advance or at 6:30 a.m. for same-day entry — have been used to prevent long lines at the entrance and keep the galleries from getting too crowded. This month’s pilot program is the latest test of no-pass entry as

In April and May, the museum debuted Walk-Up Wednesdays and saw an increased number of visitors. Passes are still required on weekends, when attendance rises. Jaclyn DeVore was among the hundreds who had arrived early Monday because they were uncertain how difficult it would be to get in. The Harlem resident and her children Lawrence, 11, Lukas, 10, and Lauren, 8, spent about 35 minutes waiting for the doors to open. “I figured everyone would have the same idea,” DeVore said. It didn’t take long for the family to snake through the queue. By 10:30 a.m., visitors could go right in. Beverly Morgan-Welch, the associate director of external affairs for the museum, said they will analyze visitor data from this month to look for patterns. “We’re hopeful it will be a successful experiment,” she said. Capital Bikeshare adds e-bikes Starting today, Capital Bikeshare is adding 80 e-bikes to its fleet, officials with the District Department of Transportation said. The addition is part of an experiment to diversify Capital Bikeshare’s fleet of about 4,300 bikes at more than 500 stations in the Washington region. Officials said the e-bike pilot, known as Capital Bikeshare Plus, will run through November. The e-bikes are expected to work seamlessly with the system, and existing Capital Bikeshare fees will apply. (TWP)

MARYLAND At Tulip Grove Elementary, much of the building in Bowie, Md., was new — tall windows, gleaming classrooms, an indoor garden and media center. And so it seemed only fitting that as the academic year opened Tuesday, the newest leader of the Prince George’s County school system was there to cheer the change. “We’re excited to see you, and we know your teachers are excited to see you,” Monica Goldson, interim chief executive of the county’s schools, told Tulip Grove’s 325 students as she wished them “an amazing first day.” The school was one of hundreds across Maryland that welcomed students for the 20182019 academic year, as the state projected another year of record enrollment. For a second year, most schools in the state started classes after Labor Day, in keeping with a state order. Maryland’s largest school systems, Montgomery and Prince George’s counties, expected more than 163,500 and 134,000 students, respectively. Both systems reported rising enrollment. In Prince George’s, Goldson crossed the county greeting parents, students and employees, while sounding a message of

Naval school eases rules on hairstyles The U.S. Naval Academy is allowing female midshipmen to wear ponytails and other longer hairstyles. The policy was announced Monday during a Board of Visitors meeting. Chief of Naval Operations Adm. John Richardson first announced the Navy’s changes in July, saying they make the Navy more inclusive. The academy conducted its own review before accepting the changes. The regulation allows braids and ponytails in service, working and physical training uniforms. The width or diameter of hair buns can’t extend beyond the width of the back of the head. The academy is stipulating that ponytails cannot be seen from the front. Vice Adm. Ted Carter, the superintendent, says the class of 2022 is about 28 percent female. (AP)

The number of schools and learning centers in Baltimore County, Md., that were closed Tuesday — the first day of classes — as temperatures exceeded 90 degrees. Roughly 70 Baltimore city schools released students early due to the heat. City schools have established new guidelines for closing schools, after years of extreme temperatures in winter and summer highlighted infrastructure problems. NASA set to test system for landing craft on Mars A parachute system that’s designed to land spacecraft on Mars will be tested this week off Virginia. Friday’s scheduled launch from NASA’s Wallops Flight Facility will be the third test of the parachute system. NASA said the system is designed for spacecraft descending onto the Red Planet from supersonic speeds. The rocket carrying the parachute system is expected to reach an altitude of 32 miles. Lawyers: Foster children made to bunk in offices Attorneys representing Baltimore’s foster children say the city’s social services department is illegally keeping children in offices overnight, 30 years after entering into a federal consent decree over treatment of foster children. An ongoing class-action lawsuit led to a 1988 consent decree forbidding foster children from spending more than four hours in departmental offices. But plaintiffs’ attorney Mitchell Mirviss tells The Baltimore Sun more than 100 children have been kept in unlicensed facilities beyond legal limits this year. (AP)

JAPAN A powerful typhoon slammed into western Japan on Tuesday, inundating the region’s main international airport and blowing a tanker into a bridge, disrupting land and air travel and leaving thousands stranded. At least eight people died and scores were injured. Jebi, reportedly the strongest typhoon to make landfall in Japan since 1993, headed north across the main island of Honshu toward the Sea of Japan. It was off the northern coast of Fukui on Tuesday evening, with sustained winds of 78 miles per hour and gusts up to 110 mph, the Japan Meteorological Agency said. More than 700 flights were canceled, according to Japanese media tallies. High-speed bullet train service was suspended from Tokyo west to Hiroshima, though service partially resumed later Tuesday when the typhoon left the region. More than 1.6 million households remained without power in Osaka, Kyoto and four nearby prefectures late Tuesday, according to Kansai Electric Power Co. High seas poured into Kansai International Airport, built on artificial islands in Osaka Bay, flooding one of its two runways, cargo storage and other facilities, and forcing it to shut down, said the Ministry Mini of

RIO DE JANEIRO Firefighters found bone fragments from a collection in Brazil’s still-smoldering National Museum, an official said Tuesday, raising hopes that a famed skull might somehow have survived a massive blaze that turned historic and scientific artifacts to ashes. Flames tore through the museum Sunday night, and officials have said much of Latin America’s largest collection of treasures might be lost. Aerial photos of the main building showed only heaps of rubble and ashes in the parts of the building where the roof collapsed. The firefighters “found fragments of bones in a room where the museum kept many items, including skulls,” said Cristiana Serejo, the museum’s vice director. In its collection of about 20 million items, one of the most prized possessions is a skull called Luzia, which is among the oldest fossils ever found in the Americas. Museum spokesman Marcio Martins noted that the collection contains hundreds of skulls, and all material would first need to be examined by the Federal Police, who are investigating the still-unknown cause of the fire. Experts will then examine them to determine their identity. Many have said that regardless of what is salvaged, the loss will be immeasurable. Quarrels kick off Kavanaugh hearing SUPREME COURT Fighting and confusion marked the Senate hearing Tuesday for Supreme Court nominee Brett Kavanaugh, with politically charged arguments about White House documents and process getting as much attention as the role the conservative judge would likely play in shaping rulings on abortion, executive power and other national issues. Strong Democratic opposition to President Trump’s nominee reflected the political stakes for both parties two months before congressional elections. The Democrats tried to block the proceedings in protest of Kavanaugh records being withheld by the White House. Republicans accused them of turning the hearing into a circus. Protesters shouted out frequent and persistent disruptions from the audience. After hours silently listening to the partisan exchanges, Kavanaugh rose to be sworn in and give opening remarks. PHOENIX Prolonging the uncertainty over who will fill the late John McCain’s U.S. Senate seat, the governor of Arizona on Tuesday announced the appointment of former Sen. Jon Kyl but said he has only committed to serve until the end of the year. “It’s my hope that he serves longer,” Gov. Doug Ducey, a Republican, said as he announced the pick at the Arizona Capitol. He said Kyl was “the best possible person, regardless of politics.” Kyl, a Republican who retired from the Senate in 2012, is currently shepherding Trump’s nomination of Brett Kavanaugh to the U.S. Supreme Court. Kyl’s appointment will make it possible for him to vote for the nomination. But it’s unclear what more Kyl, 76, will do in Washington. He said he agreed to serve briefly out of a “sense of duty” and will not run for the seat in 2020, when Arizona voters will have their

AFGHANISTAN The death of Jalaluddin Haqqani, the founder of Afghanistan’s outlawed militant network that bears his name, is unlikely to weaken the group that is considered the most formidable of the Taliban’s fighting forces. The Taliban said Haqqani died Monday at age 71 after reports of years of ill health, including Parkinson’s disease. Because of his infirmity, stewardship of the organization had been given to one of his 12 sons, Sirajuddin, who is credited with plotting and carrying out some of the most audacious attacks assigned to the network. The younger Haqqani is also deputy head of the Taliban, which have waged increasingly sophisticated attacks against Afghanistan’s struggling security forces. Washington’s own watchdog in a recent report said nearly half of Afghanistan is either under the control of the Taliban or influenced by the religious militia. ‘An administrative coup d’etat’ Woodward’s new book paints alarming portrait of Trump’s presidency POLITICS John Dowd was convinced that President Trump would commit perjury if he talked to special counsel Robert Mueller. So, on Jan. 27, the president’s then-personal attorney staged a practice session to try to make his point. In the White House residence, Dowd peppered Trump with questions about the Russia investigation, provoking stumbles, contradictions and lies until the president eventually lost his cool. “This thing’s a goddamn hoax,” Trump erupted at the start of a 30-minute rant that finished with him saying, “I don’t really want to testify.” The dramatic and previously untold scene is recounted in “Fear,” a forthcoming book by Bob Woodward that paints a harrowing portrait of the Trump presidency. Woodward writes that his book is drawn from hundreds of hours of interviews with firsthand participants and witnesses that were conducted on “deep background,” meaning the information could be used but he would not reveal who provided it. The 448-page book was obtained by The Washington Post. Woodward, an associate editor at The Post, sought an interview with Trump through several intermediaries, to no avail. The president called Woodward in early August, after the manuscript had been completed, to say he wanted to participate. The president complained that it would be a “bad book,” according to an audio recording of the conversation. Woodward replied that his work would be “tough” but factual and based on his reporting. Major underdogs: Playoffs far-fetched for these Redskins ground game. Key playmakers such as running back Chris Thompson, tight end Jordan Reed and linebacker Zach Brown enter Sunday’s regularseason opener at Arizona without playing in the preseason. Pro Bowl tackle Trent Williams played sparingly in one exhibition. Defensively, the Redskins showed little chemistry and some of the same old problems in the rare times starters played. There was no run defense and poor tackling. Maybe the Redskins faked the preseason in terms of schemes, but they can’t fake poor individual efforts. That’s why national publications have once again picked Washington to finish last in the division. “It’s my job to make sure we have the right mentality going in, and if it’s under the radar, fine,” Gruden said. “Sometimes teams get overhyped and think they’re better than they are, and that’s not a good thing either.” The Redskins are an OK team in a good division. But in a division where the Eagles’ top quarterback still isn’t healthy, the Giants are coming off a 3-13 year and the big D in Dallas always stands for drama, maybe Washington is an underdog that’s capable of winning the NFC East. Maybe … as in maybe you might win the lottery. The Redskins will contend this season only if two things happen: they maintain perfect health and they’re young players mature ahead of schedule. Defending Super Bowl champion Philadelphia would also have to come back to the pack for Washington to possibly steal the NFC East, like it did with a 9-7 record in 2015. The Redskins have already lost running back Derrius Guice for the season and must rely on 33-year-old veteran Adrian Peterson to power the

Barring the usual bad luck and incessant injuries for Washington, the playoffs seem a long shot for this year’s Redskins.

Jocelyn Moore, the NFL’s executive vice president of communications and public affairs, said Tuesday that the league embraces the role of players to promote “meaningful, positive change in our communities.” The irony of people discarding or defacing typically expensive Nike merchandise they had already purchased was not lost on Kaepernick supporters who made satirical videos of themselves “destroying” Nike gear in ludicrous ways. Others vowed to wear or buy more Nike gear.
USA Gymnastics on Tuesday announced the resignation of chief executive Kerry Perry as the organization continues to struggle with fallout from the Larry Nassar sex abuse crisis. Perry, who held her job for just nine months, is the second CEO shown the door under criticism over Nassar, the convicted serial pedophile and former physician for the Olympic team. Recently hired U.S. Olympic Committee CEO Sarah Hirshland called for Perry to step down last week because of a decision to hire Mary Lee Tracy, who publicly supported Nassar, as USAG’s elite development coordinator. Some Kaepernick critics took that to mean sacrificing their Nike products. Immediately, people began posting pictures of socks and shoes they had defaced or destroyed, or declaring they would be soon be switching allegiances to other brands. Machine works out the kinks
The Australian matures as a singer-songwriter on new record ‘Bloom’ ALBUM REVIEW On Troye Sivan’s debut album in 2015, he admitted he was “just a lost boy ready to be found.” The Australian singer-songwriter was often shy, anxious, almost quivering. When asking his lover for a kiss, he begged him not to bite. Sivan is back this year and, wow, what a difference three years makes. A confident, in control and very knowing Sivan returns with the aptly titled “Bloom,” an addictive 10-track collection of unrushed, synth-rich pop songs from a man now not afraid of love bites. “I got my tongue between your teeth,” he sings in “My My My!,” a euphoric flash-bang burst of freedom and happiness. The actor-model-YouTube star reunites with some of his main songwriting partners — Brett
McLaughlin, Bram Inscore and Allie X — but the result is more adult, atmospheric ‘Bloom’ and assured Troye Sivan than his impressive debut album “Blue Neighbourhood.” That portrayed a young man coming to grips with his sexuality and a new world of sensual experiences. On the last album, he was asking to hold hands and just sleep next to his lover (“but that’s all I want to do right now”). Now he’s offering a “trip into my garden,” a line that comes from the title cut, a sly and sensual love song cleverly stuffed with double entendres. (“I bloom just for you.”) Sivan shows off his confidence and ability in a stripped-down “Postcard,” with Gordi offering her vocals. “What a Heavenly Way to Die,” which takes its name from The Smiths’ “There Is a Light That Never Goes Out,”

Ariana steals the show Nowhere on “Bloom” is Troye Sivan’s newfound maturity more apparent than on “Dance to This,” his fantastic, spacy duet with pop star Ariana Grande that is perfectly calibrated and features voices melding beautifully. The track goes down like an ice-cold glass of water on a hot night. M.K.
initially sounds like a risky move but ends up quite beautiful and perfectly executed. The only real misstep on the CD is the lyrics
to “Plum,” which has so many fruit-based references that it seems forced. The album ends with the turgid, slow-burning “Animal,” which may remind fans of “Wild” from his debut. Both songs — about lust — are curiously contained. There’s a strange coolness there, belied by primal lyrics that include “I am an animal with you.” It’s wonderful, but here’s hoping Sivan lets loose a little on his third album. Big Red Machine is a long-in-the-making project led by Bon Iver’s Justin Vernon and The National’s Aaron Dessner. Besides the usual formats, the self-titled album was released Friday on PEOPLE, a digital platform (co-founded by the two musicians) that helped shape the creative process. A variety of artists appear on the record, and the predominant sounds on “Big Red Machine” reflect its collective nature. TELEVISION When “Sons of Anarchy” debuted in 2008, creator Kurt Sutter repeatedly heard the same comparison: It was the poor, white working-class version of the HBO mob series “The Sopranos.” Now that “Sons of Anarchy” spinoff “Mayans M.C.” has arrived, Sutter says he is prepared for it to inevitably be called the Latino rendition of the popular motorcycle gang drama. “But it’s more than that,” says Sutter, the new series’ co-creator. “My hope is that as people get plugged into it … it becomes its own thing.” Yes, “Mayans M.C.” focuses on similar motorcycle outlaw themes of crime, contradictions and divided devotions as its artistic predecessor. Yet it also aims to tackle the conflicted world along the U.S.-Mexico border amid poverty, a drug war and populations with blurred nationalities. The FX series, which debuted Tuesday, is set in the fictional border city of Santo Padre, Calif., and follows Ezekiel “EZ” Reyes, played by JD Pardo, a freshout-of-prison “prospect” for a chapter of the Mayans, a Mexican-American motorcycle club. Sutter said the idea for the project began years ago as FX sought to find productions similar to “Sons of Anarchy” but geared toward the growing Spanish-speaking market in Latin America. When “Mayans M.C.” began to become a reality, Sutter realized it needed to be different. “I also know that a white guy from Jersey shouldn’t be writing a show about people of color on his own,” Sutter says. So Sutter soon tapped filmmaker Elgin James to help give the show a distinct voice. James, whose family background is Irish, African-American and
Dominican, is a former gang member who spent a year in prison for extortion and earned acclaim for his 2011 film “Little Birds.” The debut of the show at a time when immigration and President Trump’s attacks on Latinos are consistently in the news was pure coincidence, James and Sutter say. Although both note they are seeking to humanize people who live on the border and those who are members of motorcycle clubs, they also want to avoid romanticizing the fact that some motorcycle clubs are linked to a dangerous world. “The show is not for everyone,” Olmos says. “It’s dark.
