In the latest indication that the country is facing a growing goat uprising, police in Inver Grove Heights, Minn., are asking for help corralling and identifying a rogue goat that has been wandering the town. “We need to get this billy goat gruff off of Inver Grove Heights bluffs,” the police department wrote Sunday on Facebook. THE DISTRICT If any company could launch the next dessert craze to hit the District, it’d be Magnolia Bakery. Yes, the same New York-based confectionery credited with kickstarting America’s cupcake fad in the early 2000s. The boutique bakery, which opened in 1996 and shot to fame after brief cameos on “Sex and the City” and, later, “Saturday Night Live,” opened its first Washington location at Union Station on Monday. The chain, best known for its banana pudding and colorful cupcakes, is the latest dessert destination to open at Union Station. The shop joins the French patisserie Laduree, candy chain Sugarfina and Lady M Cake Boutique. Unlike certain competitors (cough, Crumbs), Magnolia was able to outlive the cupcake bust of 2014. “My kids used to walk into Crumbs and their eyes would

WEATHER Virginia Gov. Ralph Northam, D, on Monday ordered the evacuation of about 245,000 residents in flood-prone areas as Hurricane Florence strengthened on its path toward the East Coast. Residents were to be evacuated by 8 a.m. today in the Hampton Roads area — including portions of Virginia Beach, Hampton and Norfolk — as well as part of the Eastern Shore. Northam said he has requested 21 swift-water rescue teams from other states and activated 1,500 of the state’s 6,000 National Guard members, with the rest on standby. The Category 4 storm rapidly intensified Monday with winds gusting to 140 mph. The National Hurricane Center said Florence is expected to strengthen to 150 mph before making landfall somewhere on the Southeast or Mid-Atlantic coast Thursday. Forecasters said the hurricane could slow or stall out over the Mid-Atlantic later this week, which could lead to heavy rain and winds that could down trees. Northam said refusing to comply with the evacuation order would be a misdemeanor, but officials said they don’t have the resources to go door-to-door. As for where evacuees should go, Northam said, “go to higher ground and inland.” The Navy on Monday ordered warships in Norfolk out to sea to

Smith, who has been in jail since July 25, has been charged with first-degree murder, burglary while armed, two counts of use of a firearm in the commission of a felony, and possession of a firearm by a felon. Trial starts in family’s slaying Defense points finger at another suspect in 2015 murder of four THE DISTRICT The tragedy in May 2015 permeated the nation’s capital. The bodies of a father, a mother, their 10-year-old son and the family’s housekeeper were found in a burning multimillion-dollar home in upper Northwest D.C. The victims, investigators found, had been suffocated, beaten, stabbed and set on fire. Police said they believed it likely would have taken more than one person to carry out the killings of Savvas Savopoulos, 46; his wife, Amy Savopoulos, 47; their son, Philip, 10; and their housekeeper, Veralicia Figueroa, 57.

The couple’s teenage daughters, Abigail and Katerina, were away at boarding schools during Wint the attack. The break in the case came with an unlikely piece of evidence: a piece of crust from pizza delivered to the home when police believe the killer was holding hostages inside. On it, police said, they found the DNA of a Lanham, Md., man who was a former employee at Savopoulos’ steel and iron company. The trial is set to begin today in D.C. Superior Court for that man, the only suspect arrested. Daron Wint, 36, faces 20 charges including first-degree murder, kidnapping and other crimes. He has pleaded not guilty.

Federal prosecutors allege that Wint held the victims hostage as he ordered Savvas Savopoulos to have $40,000 delivered to the house as ransom. Wint then killed the victims and made off with the cash, fleeing in the family’s Porsche. Wint has a long of alleged assaults and threatening behavior, according to court records. Wint’s lawyers have said they uncovered evidence implicating someone else as the killer. Judge Juliet McKenna allowed the defense to wait until trial to publicly disclose their alternate suspect’s name. WEATHER Florence exploded into a potentially catastrophic Category 4 hurricane Monday as it closed in on North and South Carolina, carrying winds up to 130 mph and water that could wreak havoc over a wide stretch of the eastern United States later this week. South Carolina Gov. Henry McMaster ordered the state’s entire coastline to be evacuated starting at noon today and predicted that 1 million people would flee. The storm’s first effects were already being seen on barrier islands as dangerous rip currents hit beaches and seawater flowed over a state highway. Communities along a stretch of coastline that is vulnerable to rising sea levels due to climate change prepared to evacuate. For many people, the challenge could be finding a safe refuge: If Florence slows to a crawl just off the coast, it could bring torrential rains to the Appalachian mountains and as far away as West Virginia, causing flash floods, mudslides and other dangerous conditions. The storm’s potential path also includes half a dozen nuclear power plants. National Hurricane Center Director Ken Graham warned

that Florence was forecast to linger over the Carolinas once it reaches shore. People living well inland should prepare to lose power and endure flooding and other hazards, he warned. “It’s not just the coast,” Graham said. “When you stall a system like this and it moves real slow, some of that rainfall can extend well away from the center.” By noon Monday, Florence was centered about 1,230 miles east-southeast of Cape Fear, N.C., and moving west at 13 mph. Its center will move between Bermuda and the Bahamas today and Wednesday and approach the coast of South Carolina or North Carolina on Thursday, the

Herds share migration tips, study shows Animals learn from experienced members of the herd about where to find the best food, according to new research published last week in the journal Science. Researchers tracked the movements of bighorn sheep and moose in Wyoming, Idaho and South Dakota and compared the GPS data on the animals to the locations of the best forage. They found that the longer a herd had been established, the better the tracked animals were at finding the best forage, and the more likely they were to migrate. The long, slow improvement in forage-finding over decades indicates that herds build on the cultural knowledge across generations. (AP)

A 4,000-year-old tomb in Egypt was opened to the public Saturday in an effort to boost tourism in the country, Global News reported. Cumulative effort: Moonves’ accusers refused to give up and with specifics nailed down tight. You couldn’t read the latest piece without knowing that Moonves was done. Phyllis Golden-Gottlieb, a now-retired TV executive, told Farrow that she filed a criminal complaint late last year with the Los Angeles Police Department, accusing Moonves of “physically restraining her and forcing her to perform oral sex on him, and of exposing himself to her and violently throwing her against a wall in later incidents.” They worked together in the 1980s. Jessica Pallingston, a writer, charged that Moonves “coerced her into performing oral sex on him when she worked as his temporary assistant, in the nineties, and that, after she repelled subsequent sexual advances, he became hostile, at one point calling her a ‘c---.’ ” Moonves has denied wrongdoing, saying only that he had consensual relationships with three of the six women in the most recent article. We’ve seen it all before. Over the two years since Gretchen Carlson filed suit against Fox boss Roger Ailes — a legal action that kicked off a world-changing movement and brought down another seemingly inviolable media figure — some things have become clear. Corporations even now are inclined to disbelieve women and to fiercely protect their own rainmakers. They may start an internal investigation, and make pleasant noises about workplace safety, but they would very much like to look the other way. And they do.

Victims’ parents form coalition to halt hazing

Charming. Accomplished. Visionary. And, if you believe the highly credible accusations, one more thing: abusive. The first three qualities of CBS chief executive Les Moonves seemed as though they would allow him to stay at the peak of Hollywood power — or at least exit gracefully, parachuting from the heights with a massive severance. But the women, 12 of them, who claim that he abused his power by harassing or attacking them, would not be denied. They kept coming forward. With names attached. With detailed incidents over decades. “These women are coming out now,” reporter Ronan Farrow said Sunday on CNN, because “they have been extraordinarily frustrated by what they perceive to be inaction on the part of CBS and its board.” Farrow told The Washington Post on Monday that speaking out, even now, “often requires a huge leap from them, putting their careers on the line to confront a powerful person.” With new reporting in hand, Farrow built on his July investigation in The New Yorker with a devastating follow-up Sunday. A mere eight hours after it was published, CBS announced that Moonves was out. And not only was he out, but the foot-dragging CBS board would be radically reshaped. What made the difference? The cumulative power of the stories that women told Farrow, with their names attached,

Severance for Moonves? CBS said in a filing Monday that it would contribute $120 million to a trust that could pay a massive severance — or none at all — to Les Moonves, depending on an investigation into allegations of sexual misconduct. Until the combination of meticulous journalism and courageous accusers willing to take a risk forces them to see reality. This is what powered Harvey Weinstein’s demise, too, with Farrow’s reporting and that of The New York Times. It happens in politics, too, as shown by The Washington Post’s investigation of Roy Moore, the former Alabama judge with an alleged

predilection for teenage girls. Women were willing to be named and to describe details of their encounters. And voters decided they did not want Moore in the U.S. Senate. Against the fierce resistance of a paternalistic, selfprotective and often sexist culture, anonymous accusers and vague charges accomplish nothing. And journalistic errors or overstatements will be attacked as proof of bad faith. Kim Masters, a veteran Hollywood journalist, reported that her CBS sources told her that Moonves was convinced that he could retire untainted, on his own terms. Named women, specific incidents and relentless reporting made sure that didn’t happen. And on Sunday, against the odds, something resembling justice prevailed. Neither got much of a chance: They died before their 20th birthdays, after brutal fraternity hazing rituals. Now their parents are launching a nationwide antihazing campaign and, after too many similar deaths, national leaders of fraternities and sororities are joining them. “We will do anything that we can to save a life and to prevent another shattered family,” Piazza’s father, Jim, said by phone Sunday from New York, where he; Braham’s father, Rich, above; and other parents were preparing for media appearances to announce their campaign. DALLAS The case against a white Dallas police officer who shot and killed a black neighbor in the neighbor’s home will be presented to a grand jury, which could decide on more serious charges than manslaughter, the district attorney overseeing the case said Monday. Dallas County District Attorney Faith Johnson said her office will first collect evidence surrounding Thursday’s fatal shooting by officer Amber Guyger, who told authorities that she had mistaken the neighbor’s apartment for her own. The officer was arrested Sunday night and booked into jail in neighboring Kaufman County before being released on bond. Lawyers for the victim’s family questioned why it took three days for Guyger to be charged. One said the officer should have been in handcuffs the night of the shooting, instead of three days later. They also wondered why, based on news reports, Guyger was so quick to use deadly force against Botham Jean, 26. When asked why Guyger was allowed to surrender somewhere other than Dallas County’s jail, Johnson said the decision was made by the Texas Rangers, which are also investigating.

Citing a law enforcement official that it did not identify, The Dallas Morning News reported that Guyger had just ended a 15hour shift when she returned in uniform to the South Side Flats apartment complex where she and Jean lived. She parked on the fourth floor, instead of the third, where she lives. When she put her key in the unlocked apartment door, it opened. Inside, the lights were off. Then she saw a figure in the darkness, the newspaper reported. The officer concluded that her apartment was being burglarized, drew her weapon and fired twice. NFL defensive coordinators finally have film on the Redskins’ new offense. They can see a shift to running more often, a quarterback who breaks down coverage by scurrying himself, some read-option plays and lots of short passing patterns within 10 yards of the line. Coach Jay Gruden switched up his pass-first philosophy Sunday, confusing Arizona in Washington’s easy 24-6 victory on the road. The perfect mix of play calls left the Cardinals constantly guessing wrong. “It helps to have the whole playbook open,” Gruden said. “I was having trouble calling plays because there were so many good ones that I liked that we could get to.” Gruden’s task now that the league has seen his new scheme is to tailor it to the opponent each week. Washington can probably repeat the formula against Indianapolis on Sunday. The rain

expected from Hurricane Florence favors a ground game that will turn FedEx Field’s grassy marsh into a mosh pit between the 20-yard lines. With Adrian Peterson and Chris Thompson delivering a one-two combination against Arizona, Gruden can feel comfortable ramming past the Colts, whose passing game behind quarterback Andrew Luck will be compromised by poor weather. But by Week 3 against Green Bay, Gruden will need to shuffle his offense. The Packers and then New Orleans are more vulnerable against the pass, and Carolina will counter with a balanced defense in Washington’s fifth game. As long as Washington’s offense stays healthy, balance is its big advantage. The Redskins can run or pass. It makes no real difference to quarterback Alex Smith, who even ran eight times Sunday on top of his 30 pass attempts. Washington didn’t get to its deep passing packages, play out of the shotgun or call for many outside running routes.

Balance is the key: Redskins won’t run wild all year

The Redskins just played smash-mouth ball behind a line that’s one of the NFL’s best when healthy. Smith threw high-percentage passes and went off script only when he faced pressure. Even then he didn’t take risks. The Redskins didn’t have such flexibility last season because injuries depleted the offensive line and forced them to sign free agents off the street to play running back. Now, the team looks to have its most balanced attack since 2001, when coach Marty Schottenheimer’s squad passed for 2,487 yards

and ran for 1,948. Former Redskins coach Norv Turner used to run plays in certain games just so a defensive coordinator for an opponent a few weeks out had something to ponder. Gruden has a few tricks and decoys, too. It may take a half season to see most of what the Redskins’ offense has to offer. After all, Gruden is only showing as much as he needs to win.

Green Bay coach Mike McCarthy said Monday afternoon that the team was still awaiting information on the extent of quarterback Aaron Rodgers’ left knee injury and would not commit to playing him Sunday against the visiting Vikings. Rodgers was carted off the field in the second quarter Sunday night against the Bears but returned after halftime and threw three touchdown passes in the fourth quarter to lead a 24-23 comeback win after trailing 20-0. “I’m playing next week,” Rodgers told NBC after the game. But McCarthy said Monday no decision had been made. Rodgers, the two-time NFL MVP, was hurt after slipping to the turf during a sack. (AP)

What’s the deal with full-fat dairy?

Do vitamin patches do anything?

Emerging research on full-fat dairy suggests that it might not be as unhealthy as feared. But when looking at associations between dairy fat and health, results are mixed, and the Dietary Guidelines Advisory Committee in 2015 called for more research on it. Here are three things to consider.

Experts: There is no evidence to support claims about transdermal supplements including acne, insomnia, poor focus, premenstrual syndrome, hangovers, weight gain, stress and more. The draw is that the patches provide a seemingly noninvasive “natural” quick fix: “Just apply a single patch and get instant and lasting results all night long,” says the marketing language that accompanies PatchMD’s “Menopause Night Relief” patch. PatchMD is also selling an autism “focus bundle.” Such claims may run afoul of the law. According to the FDA, a dietary supplement is a product that’s intended for ingestion (such as an oral multivitamin), meaning that transdermal patches technically cannot be labeled or marketed as supplements. And unlike with new drugs, the FDA does not test supplements (including their transdermal patch equivalent) before they enter the market. That means the FDA is often playing catch-up on claims made about “supplement” products. “FDA is aware that some transdermal vitamin patches are being falsely marketed as dietary supplements; the agency considers this action to be health fraud,” says Jeremy Kahn, an FDA spokesman. WELLNESS Over the past decade, the “wellness” industry has exploded. The market, estimated at $3.7 trillion in 2015 by the Global Wellness Institute, generates so many products and programs that it’s difficult for consumer and health watchdogs to keep up. Among the increasingly popular offerings that have drawn skepticism are vitamin patches, which not only (ostensibly) provide users with an influx of nutrients but are marketed as a tool to kick-start a lifestyle makeover. Transdermal patches are adhesive devices that deliver a dose of medication — or, in the case of wellness products, vitamin and mineral “supplements” — to the bloodstream through the skin. The Food and Drug Administration approved the first medicinal transdermal patch for treating motion sickness in 1979 and, since then, smoking cessation patches, birth control patches and those treating dementia have found FDA-approved success. In recent years, though, nonmedicinal vitamin patches have flooded the market, with companies selling pricey cocktails of “supplements” that promise to help ease the effects of conditions

The companies need to provide proof for the claims.”
