What’s killing us? For decades, global health leaders have focused on diseases that can spread — AIDS, tuberculosis, new flu bugs. They pushed for vaccines, better treatments and other ways to control germs that were only a plane ride away from seeding outbreaks anywhere in the world. Now they are turning to a new set of culprits causing what United Nations Secretary-General Ban Kimoon calls “a public health emergency in slow motion.” This time, germs aren’t the target: we are, along with our bad habits such as smoking, overeating and exercising too little. Truckers and other commercial drivers should be banned from talking on the phone and texting when they are behind the wheel, a federal safety agency recommended Tuesday. The National Transportation Safety Board endorsed the ban during a hearing in Washington after ruling that a truck driver on his phone caused a crash that killed 11 people on a Kentucky interstate in 2010. The board said the ban should include the use of handsfree devices. Kenneth Laymon, 45, of Jasper had just made a one-second call at the time of the March 26, 2010, crash on Interstate 65 near Mun-

Povertyâ&#x20AC;&#x2122;s Anguish Spreads MWi^_d]jed The ranks of the nationâ&#x20AC;&#x2122;s poor have swelled to a record 46.2 million â&#x20AC;&#x201D; nearly 1 in 6 Americans â&#x20AC;&#x201D; as the prolonged pain of the recession leaves millions still struggling and out of work. And the number without health insurance has reached 49.9 million, the most in over two decades. The figures are in a Census Bureau report, released Tuesday, that offers a somber snapshot of the economic well-being of U.S. households for 2010, when joblessness hovered above 9 percent for a second year. The rate is still 9.1 percent heading into an election year thatâ&#x20AC;&#x2122;s sure to focus on the economy and President Obamaâ&#x20AC;&#x2122;s stewardship of it. The overall poverty rate climbed to 15.1 percent in 2010, from 14.3 percent the previous year, and the rate from 2007-2010 rose faster than for any similar period since the early 1980s, when a crippling energy crisis amid government cutbacks contributed to inflation, spiraling interest rates and unemployment. The transit agency launched a pilot program in July for riders to test the system to add money using credit and debt cards online. Metro is extending the pilot so that more riders can experience the program and so that the agency can gradually ramp up the system before
it launches later this month, chief spokesman Dan Stessel said. The test program has gone from having 250 participants in June to a total of 150,000 this week, Metro said. The new system is meant to make it “more convenient” for riders to manage the balances on their cards and avoid lines at fare gates and machines, according to a promotion of Metro’s pilot program. The transit agency is running a competition to hire a vendor to develop a new electronic payment system. Metro has put out a request for proposals for a vendor to build a

Bill are having trouble handling campus life 7hdebZ" CZ$ As new students thronged on Anne Arundel Community College on the first day of the semester, some trickled into a tiny office with a big American flag on the wall. They wanted to know when their promised government would aid arrive, how they would for pay for books and housing, and why their reimbursements were short or late. They were part of a wave of hundreds of thousands of students with unique concerns landing in U.S. colleges: military veterans aided by an expanded G.I. Bill. Like Roger Parker, many crave more help on campus navigating
the bureaucracy of government and higher education. “I did everything my country asked of me,” Parker, 51, said. He did three tours in Iraq, two in Afghanistan and one in Bosnia, and he is using the G.I. Bill to study health, fitness and nutrition at the Anne Arundel campus in Arnold.
But Parker also carries around a bill he received from the college for
the difference between the cost of his courses and what the Department of Veterans Affairs paid out. The unexplained shortfall: $6. The sum isn’t what bothers him, he said. It’s the principle. The federal government doesn’t require universities to hire veteran coordinators, but the issue is drawing federal attention. Col. David Sutherland, special assistant to the chairman of the Joint Chiefs of Staff and director of the Office of Warrior and Family Support at the Pentagon, has been visiting campuses and advocating for veterans to receive more services. “What I’ve found is that when the veterans feel connected to the institution, they thrive,” Sutherland said. “When they’re at a university that thinks they will do fine [on their own], they don’t seem to do as well.” (THE WASHINGTON POST )

Fast-rising Rays inject suspense into the otherwise dull pennant races By surging back into a pennant race they seemed to have vacated months ago, the Tampa Bay Rays have done more than merely awaken that small segment of their fan base that still acknowledges their existence this time of year, or put a Bucky Dentsized scare into the swooning Boston Red Sox. They have also saved September, baseball’s most important regular-season month, from a fate of irrelevancy amid the NFL’s grandiose return. Until the Rays swept the Red Sox over the weekend in St. Petersburg, Fla., closing to within 3 ½ games of the Red Sox’s lead in the American League wild card race — another win Monday night in Baltimore, while the Red Sox were idle, reduced the Rays’ deficit by another half-game — baseball was facing its worst late-season nightmare: a stretch drive nearly devoid of pennant-race drama. But suddenly, with just over two weeks left in the season, there is drama all over the place. Sometime after Joe Gibbs retired the first time — following the 1992 season — it became accepted that the Redskins take it too easy when preparing for games. No wonder they’ve reached the playoffs only three times since then. There’s no telling how this season will turn out, but it’s clear a new culture is taking shape. They say practice makes perfect, and the Redskins are finally perfecting their practices. If the players keep up the work, more on-field win will follow. It turns out that NFL quarterbacks didn’t need an offseason’sworth of practices, after all, to work on their timing with receivers or fine-tune the precision of the passing game. Tom Brady ’s ca reer-best , 517-yard passing performance Monday night for the New England Patriots at Miami was the highlight of an opening weekend when nearly half the National Football League’s starting quarterbacks surpassed 300 yards passing. Three other quarterbacks— Carolina’s Cam Newton, Drew Brees of New Orleans and Miami’s Chad Henne — topped 400 passing yards. Another 10 passers threw for more than 300 yards. Together, the 14 of them set a record for any week of an NFL season, not merely an opening weekend, as did the 7,842 net passing yards league-wide. It was not exactly what had been expected after an offseason without minicamps or organized team activities, thanks to the NFL lockout, and it might have been a preview of another season of record-

How the country captured the fascination of the world’s most powerful fashion player, Mark Graham reports. When American Vogue editor-in-chief Anna Wintour visited China for the first time in late 2010 she was blown away by the energy, creativity and entrepreneurial spirit. Wintour, regularly described as the most powerful individual in the fashion world, wasted no time in dispatching Vogue’s top photographer, Mario Testino, to Beijing and Shanghai, in a bid to try and capture the China zeitgeist. The results can be seen in the latest issue of American Vogue, which devotes a large section to stunning images of key people in China’s fashion, music and art scenes, along with supermodel Karlie Kloss. Says Wintour in her editor’s letter: “When I returned home, I knew that this country that I’d found so entrancing — I’d never been anywhere that restless and ceaseless in its pursuit of the new — could act as a powerful and compelling backdrop for a September fashion story.” Throughout a long career in the fashion world, which began when British-born Wintour left school at 16, the style guru has become renowned for being able to spot the latest trends, staying a high-heeled step ahead of industry rivals. Wintour is not easily impressed, or moved, and is usually pictured at fashion shows with a deadpan expression, eyes hidden behind huge sunglasses, but she was clearly astonished to see how China has become a major player in the fashion world. The management consultancy McKinsey has predicted that the luxury business could be worth $27 billion annually within four years, almost triple the current estimated figure.

“Everywhere you go there is this great drum roll that started five years ago of,‘What do you think about China?’” said Wintour, explaining her decision to visit the country and devote a major magazine spread to its fast-growing fashion industry. “I think in a way American brands are a bit behind coming to China compared to the European brands and I wanted to encourage them all to visit and open stores here. It is hard for me to give advice to the designers back home if I haven’t seen it for myself. “I spoke to people in China about the possibility of encouraging the right Chinese designers to possibly come and represent their clothes in the United States, or Europe. I think there is a lack of knowledge of what people are all doing in China at the moment. “We have the access and the authority that is completely unlike any other magazine. A designer, or brand, will come to us first with a question or if they have a position they want filled, or whether they should be expanding their brand to China or they want a model for their campaign.” No false modesty there, understandably so given that the magazine, and its iconic boss, are so powerful within the industry, a fact that the general public became aware of through the film The Devil Wears Prada. Based on a book written by a disaffected former Vogue staffer, it depicts an aloof and domineering fashion magazine editor. There was no trace of that prima donna attitude during the real-life fashion queen’s debut Beijing visit, where she was accompanied by just two staff members, who each had

But, during a question and-answer session with young Beijing fashion students, Wintour’s frosty responses to muddled questions made it clear that fools are not usually suffered gladly. Wintour, 61, also displayed flashes of dry humor when asked — for the umpteenth time, no doubt — if The Devil Wears Prada, where Meryl Streep plays the lead character,is true to life.“I found the movie highly entertaining and it’s true, of course, that I beat all my assistants, lock them in a cupboard and don’t pay them!” More seriously, the grand dame of fashion provided

thoughtful and astute musings on the future of the industry in general and China’s future role. “It used to be that young fashion came from London but that has totally changed. I think New York has become a true leader in every sense in terms of fashion and shows and professionalism,” she said. “China is a great manufacturing country and
people are proud of what this country has achieved, but I think it is also important to change the view of what ‘made in China’ means. It also has to stand for design talent and quality and innovation.” A number of overseas Chinese designers have had a career boost from gaining the much-sought-after blessing of Wintour, most notably Taiwan-
born Jason Wu, who designed the inauguration ball gown for American First Lady Michelle Obama, and New York-based Phillip Lim, Alexander Wang and Derek Lam. “I am not always right but the important thing is always to be honest — designers have a lot of press and friends rushing back stage to tell them they are wonderful. That is nice to hear but it is not always the most constructive way to try and develop a business. “I think it is best to tell the truth but it is also not constructive to completely knock somebody, so we try and explain what might be changed or what the collection is lacking. “I always say to young

students that you have to get out and about, fashion reflects the culture; a great photograph can tell you just as much as what is going on in the world as any headline or television report that you may see. Go to the galleries, read books, travel, all of that will come back to reward you.” Wintour acted on her own advice while in China, visiting the major galleries and stores, meeting all the movers and shakers in the fashion and art world and having intimate dinners with a select few. The editor is, famously, an early riser, often fitting in a pre-breakfast game of tennis before a day of back-to-back appointments That hard-working approach
is one reason Wintour has stayed at the very top for so long, handsomely rewarded by her employers for producing a monthly magazine that generates consistently high revenues. The most influential individual in world fashion has the very best seats at catwalk shows in Paris, Milan, London and New York, the ability to make, or break, careers and a passion for work that is undiminished by four decades in the business. This month’s China-focused issue, which showcases designer clothes from the autumn-winter collections, is a whopping 700 pages. The China section features American teen model Karlie
Kloss pictured against a backdrop of the Great Wall near Beijing, the Bird’s Nest Stadium, the Bund in Shanghai and various studios, galleries and hotels. Also shot by photographer Testino were notable China celebrities, including jewelry designer and socialite Wan Baobao, actress Fan Bingbing, racing driver and blogger Han Han, and actor Daniel Wu.

i Xinming is charged with helping create a new economy the size of Chongqing, China’s most populous city, within 10 years. The Chongqing Liangjiang New Area, the economic zone launched last year for which he is deputy director, covers some 1,200 sq km and will have a GDP of 640 billion yuan ($100.4 billion) by 2020. The initiative is part of the Chinese government’s second 10-year phase of its go-west strategy, one of world’s biggest-ever economic regeneration initiatives. The strategy has been compared to the winning of the West in the United States some 150 years ago when
Americans took to their wagon trains and sought their fortune in new lands such as California following the end of the Civil War. The aim of China’s initiative, however, is to bring similar levels of prosperity to the less developed western region that are being enjoyed in the eastern parts of the country such as Beijing, Shanghai and the country’s eastern seaboard for some time. The economy of the Liangjiang New Area grew by 23 percent last year and is now around 13.4 percent of the size
of Chongqing’s, but will increase four-fold in the next four years before it achieves the economic size of the main city within the decade. “We call it recreating the Chongqing economy in 10 years. Our development zone will be a big city in its own right. It will have 5 to 6 million people living in it, more than 50 percent of the urban area of Chongqing itself,” says Li. It’s rare to see titans of industry gather to acknowledge something other than their own projects. But last Sunday, Sept. 11th, I witnessed a council of fashion’s elders share a tender and selfless moment. At Diane von Furstenberg’s spring 2012 show, aptly named “Beginnings,” Oscar de la Renta and Valentino Garavani, both 79 and founders of eponymous fashion houses, sat near each other in the front row. 8o AWj^[h_d[ When DVF bowed 8eob[ and walked the runway to the jazz standard “Feeling Good,” she handed American flags to Valentino and de la Renta, and greeted them with tearful hugs. She looked relieved to see others who’ve outlived tragedy. “I was crying earlier today,” said de la Renta. “But Diane is a symbol of rebirth. Of the New York woman.” This trio competed for customers in the 1970s. They outlasted riotous nights in Studio 54, designing through wars, assassinations and, yes, terror attacks. All were born elsewhere: Belgium, Italy, the Dominican Republic. But on Sunday, they waved American flags to support a city that has given them so much. The Wrong Job? The real missed opportunity here for Anderson Cooper is that by launching his own show — a process that took a year — Cooper won’t be able to take retiring Regis Philbin’s place on “Live With Regis and Kelly.” Anyone who’s seen the hilarious chemistry between Kelly Ripa and Adorable Anderson, who pitched in as co-host during Philbin’s frequent absences, would certainly agree. H.S.
hosts the ball-drop show with kooky Kathy Griffin every New Year’s Eve and is as likely to turn up in a “Saturday Night Live” sketch with Pee-wee Herman as he is in “tornado alley.” Adorable Anderson is the one who nearly collapsed in a teary-eyed fit of giggles last month on his nightly CNN show during a pun-laced segment about Gerard Depardieu’s public-urination misadventure. The clip of that went viral, which reignited in many viewers a complicated longing for a man some call “America’s secret boyfriend.” You can either admit this to yourself or not. It’s the undetermined sexuality, the androgyne in the Ralph Lauren black-label suit; the catlike handsomeness; the silvery white hair and piercing blue eyes. Now a third version: Daytime Anderson, whose eponymous talk show got off to a solid start in most
syndication markets on Monday. Daytime Anderson wishes to somehow merge the best of Action Anderson (who is keeping his night job on CNN) and Adorable Anderson into a superior Anderson that can fill some of the highly coveted space vacated when Oprah Winfrey ended her talk show in the spring after 25 seasons. (Washington’s WJLA is one of the few stations that put “Anderson” where Oprah was, weekdays at 4 p.m.) Daytime Anderson will more often than not be called on to share more of his personal perspective than he’s been comfortable with. Which, when it comes to the prospect of watching “Anderson” day after day, leads to a personal question he has declined to answer many times about his sexual orientation. Cooper has said that he decided long ago to keep his private life private, a lesson learned watching his famous mother, Gloria Vanderbilt, endure press scrutiny. Also, he doesn’t want it to get in the way of journalistic objectivity. Fair enough, but that’s not what viewers want in an afternoon talkshow host. This job is all about spilling it. We have a ways to go before we know all of the Andersons there are to know. Exasperation with the question is merely the best-marked exit door from a possibly awkward conversation. Yet, when you have a daytime talk show in which the stated goal is “truth” and “something real,” those should be your most favorite conversations of all. HANK STUE VER (THE WASHINGTON POST )

When there’s a good show about zany-yet-believable parenting mishaps, we can all revel in it, whether we have kids or not. NBC’s new comedy, “Up All Night,” demonstrates how the Diaper Genie springs eternal. Neither smashingly hilarious nor overly redundant, it is instead tolerable and occasionally LOL (as the mommy blogs would say). What “Up All Night” really has going for it is Will Arnett and Christina Applegate as its stars. Unlike the vaguely familiar actors who drifted through many of last season’s can-

depressed? NIH is studying a novel medication for rapid antidepressant response and its effect on memory & attention using neuroimaging. NIH researchers seek currently depressed persons ages 18-55 to enroll in research studies evaluating how an FDA-approved drug, Scopolamine (for motion sickness) versus placebo can help with depression. In one study, the drug is given intravenously over 7-sessions (inpatient or outpatient), in the other the drug is given by patch over 12 sessions (outpatient). Participants must not be taking medications for three weeks prior to starting the study. The studies are conducted at the NIH Clinical Center in Bethesda, Maryland, and may include brain imaging and attention and memory tasks to help understand the role of some brain chemicals in depression.
