Pets flee hurricane’s wrath REGION As Hurricane Florence continued its menacing march toward the East Coast this week, dozens of dogs and cats were headed north — fleeing the path of the storm. They streamed into shelters in New York, Connecticut and the District in vans, trucks and brightly colored carriers with their photos and vitals taped to the top. For animal rescue groups, hurricane season had begun. Moving homeless animals out of harm’s way and making more room in shelters for dogs and cats that might get lost or left behind in the chaos of evacuations is a process many organizations have perfected over years. “When we first heard about Florence, we reached out to our shelter friends in the southern states and said, ‘Hey, we’re here for you,’ ” said Claudia Roll, vice president of the Humane Rescue Alliance, an animal welfare organization in the District. She said that after the storm, it becomes a national effort in

Humane Rescue Alliance brought about 150 cats and dogs from Houston after Hurricane Harvey and from Puerto Rico after Hurricane Maria. It is hoping to offer the same relief this time around. “We’ve been doing this for a few years, but our capacity to help is growing,” Roll said. “Every year, we look at our programs, and we think, ‘What more can we do?’ And this is an area we want to be able to do more.” MARISSA J. Thieves strip Va. winery of its grapes A winery outside Roanoke, Va., has lost almost its entire crop of grapes in a nighttime theft, just hours before it was to be harvested. Firefly Hill Vineyards co-owner Allison Dunkenberger said that more than 2 tons of grapes, worth up to $25,000, were taken from the winery Monday night. Streetlights create debate TAKOMA PARK, MD. Takoma Park’s nighttime streets could soon be lit with hundreds of LED streetlights, saving thousands in energy costs. But some residents, fearing that the streets will have the glare of an operating room, are against the move. The city’s leafy streets now have a mix of lights — mostly high-pressure sodium, with their familiar orange hue, but also mercury vapor lights and traditional incandescents. Mayor Kate Stewart said the city has been looking into converting the streetlights to light-emitting diodes, which

use less energy and last longer. The city stands to save nearly $100,000 per year after switching to LEDs, an official for Pepco said. The lure of vast energy savings and a reduction in the

carbon footprint have led municipalities here and across the country to switch to LEDs. Montgomery County plans to replace 25,000 roadway lights with the technology and anticipates

saving $850,000 in energy costs a year. The District is in the midst of replacing its more than 75,000 streetlights with LEDs as well. But the technology has raised concerns. The American Medical Association has warned that LED streetlights that emit too much blue light can affect driver visibility, affect circadian sleep rhythms and disorient some animal species. The AMA has urged municipalities to adopt LED streetlights that are less blue — no greater than 3,000 kelvins, a measure of color temperature. Police officer charged in case involving children A City of Falls Church police officer has been charged with 10 counts of internet crimes involving children, authorities said Thursday. The FBI arrested Robert MacSeain, 29, of Fairfax on Wednesday, Falls Church police said. The department said the officer worked as a dispatcher. He has been suspended pending an internal investigation and his police powers have been revoked. Metro seeks rise in fares for events Board wants to charge peak prices for protests that draw huge crowds METRORAIL Metro wants to start charging rush-hour prices during highattendance events such as the Women’s March and the March for Our Lives, and it’s seeking input from riders about the idea. On Thursday, the Metro board voted to hold a public hearing in October on whether to charge peak-fare subway prices on weekends and holidays when major events require the transit agency to run rush-hour levels of service. Those events would potentially include major protests, highridership holidays such as Independence Day and events that draw huge crowds, such as the pope’s visit to Washington in 2015. The goal, Metro says, is to make back part of the extra expense incurred by running rush-hour levels of service throughout a weekend day or holiday, which requires significant overtime costs. The increased special-event fares would range from $2.25 to $6 under current rush-hour prices versus the normal cost of $2 to $3.85 on weekends and holidays. The hike would not affect the cost of taking the bus. Also, it would not affect prices for late-night or

Why escalators aren’t covered at all stations Q. Outside Metro Center’s 12th Street Northwest and F Street Northwest entrance, a sign says a big glass canopy is being built to protect the escalators. That makes sense, but why aren’t canopies being built to protect the escalators and the riders from the harsh elements at other stations, like at Archives or Smithsonian? A. Both stations are on federal National Park Service property, and the agency is concerned that canopies at those locations — as well as at Arlington Cemetery, U Street/African-American Civil War Memorial and Judiciary Square — “would adversely impact the cultural landscapes and viewsheds of the memorials and park areas in their vicinity,” National Park Service spokesman Mike Litterst said. But he emphasized, “We have never said ‘no’ to the idea of acceptable canopies in these sensitive locations.” WMATA, the park service and other organizations have discussed coming up with an acceptable design for the canopies for years, he said. VATICAN CITY Pope Francis accepted the resignation of a U.S. bishop Thursday and authorized an investigation into allegations that the bishop sexually harassed adults, adding awkward drama to an audience with U.S. church leaders over the abuse and cover-up scandal roiling the Catholic Church. The resignation of West Virginia Bishop Michael Bransfield was announced just as the fourmember U.S. delegation was sitting down with Francis in his private study in the Apostolic Palace. Among the four was Bransfield’s cousin, Monsignor Brian Bransfield, secretarygeneral of the U.S. Conference of Catholic Bishops. Bishop Bransfield had been investigated for an alleged groping incident in 2007 and was implicated in court testimony in 2012 in an infamous Philadelphia case of sex abuse by a priest. He strongly denied ever abusing anyone and the diocese said it had disproved the claims. He continued with his ministry until he offered to retire, as required, when he turned 75 last week. The Vatican said Francis accepted his resignation Thursday and appointed Baltimore Archbishop William Lori to take over Bransfield’s Wheeling-Charleston

Lori said in a statement that Francis had also instructed him to “conduct Bransfield an investigation into allegations of sexual harassment of adults against Bishop Bransfield.” No details of the allegations were revealed. The revelation was the latest twist in an incredible turn of events in the U.S. church that began with the June 20 announcement that one of the most prestigious U.S. cardinals, Theodore McCarrick, had been accused of groping a teenage altar boy in the 1970s. Francis removed McCarrick as a cardinal in July. The head of the U.S. bishops

conference, Houston Cardinal Daniel DiNardo, had requested the papal audience last month following revelations that McCarrick had risen through church ranks even though the allegations of sexual misconduct were known in U.S. and Vatican circles. DiNardo requested a full-fledged Vatican investigation. A statement issued by DiNardo after the papal audience made no mention of his request for a Vatican investigation. It said that the Americans briefed the pope on the “laceration” that abuse has caused and that “we look forward to actively continuing our discernment together identifying the most effective next steps.” NICOLE WINFIELD (AP)

Scientists unveiled Thursday the first genome mapping results in an ambitious effort to establish a record of tens of thousands of animal species, a project they said could help save animals from extinction down the line. Scientists around the world are working with the Genome 10,000 consortium on the Vertebrate Genomes Project, which is seeking to map the genomes of all 66,000 mammal, bird, reptile, amphibian and fish species. Sadye Paez, program director for the project, described it as an effort to “essentially communicate a library of life.” (AP)

Crisscrossed lines called world’s oldest drawing

Scientists say a tiny sketch found in a cave in Africa is the oldest known drawing, at 73,000 years old. The collection of crisscrossed lines, which looks a bit like a hashtag, was found in the Blombos Cave in South Africa. It is at least 30,000 years older than any other known drawing, researchers say in a report released Wednesday by the journal Nature. It was created with a crayon made from the pigment ochre on a tiny flake of mineral crust. (AP)

Gas explosions destroy homes north of Boston MASSACHUSETTS A series of gas explosions caused fires at 60 to 100 homes across three communities north of Boston on Thursday, forcing entire neighborhoods to evacuate as crews scrambled to douse the flames and shut off gas and electric lines in an attempt to prevent further damage. Massachusetts State Police said troopers were dispatched to Lawrence, Andover and North Andover, all near the New Hampshire border, to secure the areas and direct traffic that snarled roads as panicked residents attempted to flee their neighborhoods. Joseph Solomon, the police chief in nearby Methuen, said that there were so many fires “you can’t even see the sky.” The cause wasn’t immediately clear. The Columbia Gas company had announced earlier Thursday that it would be upgrading gas lines across the state, including the area where the explosions happened. It was not clear whether work was happening there Thursday, and a spokeswoman did not immediately comment. Town officials in Andover were advising all residents and businesses to evacuate. In North Andover, the high school was set up as a gathering point. Lawrence City Councilor Marc Laplante said authorities were shutting off electric power and urging affected residents to evacuate. WEATHER The big slosh has begun, and the consequences could be disastrous. Hurricane Florence’s leading edge battered the Carolina coast Thursday, bending trees and shooting frothy sea water over streets on the Outer Banks, as the hulking storm closed in with 100 mph winds for a drenching siege that could last all weekend. Tens of thousands were without power. Winds and rain were arriving later in South Carolina, and a few people were still walking on the sand at Myrtle Beach while North Carolina was getting pounded. Forecasters said conditions will only get more lethal as the storm pushes ashore early Friday near the North Carolina-South Carolina line and makes its way slowly inland. Its surge could cover all but a sliver of the Carolina coast under as much as 11 feet of ocean water, and days of downpours could unload more than 3 feet of rain, touching off severe flooding. Florence’s winds weakened as it drew closer to land, dropping from a peak of 140 mph earlier in the week, and the hurricane was downgraded from a terrifying Category 4 to a 2. But North Carolina Gov. Roy Cooper warned: “Don’t relax, don’t get complacent. Stay on guard. This is a powerful storm that can kill. Today the threat becomes a reality.” Almost 30,000 people were already without power as the storm approached, he said, and more than 12,000 were in shelters. Another 400 people were in shelters in Virginia, where forecasts were less dire. Forecasters said that given the storm’s size and sluggish track, it could cause epic damage akin to what the Houston area saw during Hurricane Harvey just over a year ago, with floodwaters

As Hurricane Florence headed toward the Carolinas, residents evacuated, FEMA got supplies ready and the Waffle House Storm Center was activated. Yes, that’s right: One of the South’s most popular breakfast chains plays an important role in hurricane forecasting. Waffle Houses are known for staying open through anything, so when the company actually decides to close one of its locations due to bad weather, it means the storm is an unusually bad threat. It’s called the Waffle House Index, and FEMA monitors it. Seriously. Former FEMA administrator W. Craig Fugate came up with the Waffle House Index as a way to determine how an overall community was faring during a disaster. “The Waffle House test doesn’t just tell us how quickly a business might rebound — it also tells us how the larger community is faring,” Dan Stoneking wrote on the FEMA Blog in 2011. The Waffle House Index is color-coded. If Waffle Houses are open and offering a full menu, the index is green. If they’re offering a limited menu, it’s yellow. If locations in the affected area are forced to close, the index is red. Trump disputes Maria toll POLITICS President Trump drew widespread rebukes Thursday — including from several fellow Republicans — after falsely claiming that the number of deaths attributable to Hurricane Maria had been inflated by Democrats to “make me look as bad as possible.” In morning tweets, Trump took issue with the findings of a sweeping report released last month by George Washington University that estimated there were 2,975 “excess deaths” in the six months after the storm made landfall in Puerto Rico in September 2017. Trump said on Twitter that “they had anywhere from 6 to 18 deaths” when he visited the island about two weeks after the storm. “As time went by it did not go up by much,” Trump wrote. “Then, a long time later, they started to report really large numbers, like 3000. This was done by the Democrats in order to make me look as bad as possible when I was successfully raising Billions of Dollars to help rebuild Puerto Rico. If a person died for any reason, like old age, just add them onto the list. Bad politics. I love Puerto Rico!” Trump’s tweets — which came as Hurricane Florence churned toward the Carolinas — misrepresented the nature of the study and were harshly criticized by Democrats in Congress, as well as by some Republicans. “What kind of mind twists that statistic into, ‘Oh, fake news is trying to hurt my image’?” said Rep. Ileana Ros-Lehtinen, R-Fla. “How can you be so self-centered and try to distort the truth so much? It’s mind-boggling.” In a statement, Rep. “The fact that the President will not take responsibility for his Administration’s failures and will not even recognize that thousands have perished shows us, once again, that he is not fit to serve as our President,” Thompson said in a statement. Carlos Santos-Burgoa, the principal investigator of the GWU study, said he and his colleagues were unbiased in their work. “We stand by the science underlying our study,” Santos-Burgoa told The Washington Post. “We didn’t receive any pressure from anybody to go this way or that way. We wouldn’t do it. We are professionals of public health.” The GWU study looked at the number of deaths from September 2017 to February 2018 and compared that total with what would have been expected based on historical patterns. It factored in many variables, including the departure of hundreds of thousands of island residents in the aftermath of Maria. A clear pattern emerged from the analysis: The mortality rate spiked in the months after the storm, particularly in the poorest areas of Puerto Rico, and among elderly males. The study’s methodology was designed to overcome the lack of information contained in the death certificates of people who died in Puerto Rico during those six months. This approach also captured the human health consequences of the island’s devastation, which included power outages lasting for months, disease outbreaks, water insecurity and a lack of adequate health care. The government of Puerto Rico has accepted the 2,975 figure as the official death toll from Maria. For much of the past year, officials had acknowledged only 64 deaths from the storm. Report: Second tax cut adds $3.2T to deficit POLITICS A second round of Republican tax cuts would add an additional $3.2 trillion to the federal deficit over a decade, according to a new report released by a centrist think tank. The package was taken up by a House committee on Thursday and is expected to head to a vote on the floor later this month. The GOP’s “tax reform 2.0” would make permanent many of the individual and estate tax provisions in the tax law Republicans passed last fall, which the Congressional Budget Office said would already add about $1.9 trillion to the deficit, factoring in interest costs. The second round of cuts would cost $631 billion before 2028 and an additional $3.15 trillion in the decade after that, according to the Tax Policy Center. The finding was somewhat larger than the $2.4 trillion cost over 10 years projected by the Tax Foundation, a conservative think tank. Republicans gearing up for the midterm elections have said making the tax cuts permanent would allow Americans to keep more money in their pockets, while critics say they will do little to juice economic growth or raise workers’ wages. TPC also found that the law would give the richest 1 percent of filers an average tax cut of $40,000, while those in the middle 20 percent of earners would see an average cut of $980. Receivers happy to do dirty work NFL Alex Smith knows his receiving corps didn’t get much action in the Redskins’ season-opening win at Arizona on Sunday, so he made sure to show the wideouts some love Wednesday. They have not been forgotten. The Cardinals’ defense took away most downfield options and allowed Smith to carve it up underneath on throws to running backs and tight ends, leading to a relatively boring game for Paul Richardson Jr., Jamison Crowder and Josh Doctson. The 24-6 win was an example of the offense’s diversity and its ability to react, as the Redskins weren’t exactly sure how the Cardinals would look with a new coach and new defensive coordinator. “Obviously they want to be involved and included, but [they are] team-first guys,” Smith said of his receivers. “That’s not always the case at that position around the league, and it’s kind of a credit to the mindset of those guys we have outside.” Smith completed 21 of 30 passes for 255 yards and two touchdowns Sunday, but his wide receivers got only 13 targets. Richardson, Crowder and

Doctson combined for eight catches for 65 yards while running back Chris Thompson and tight end Jordan Reed combined for 10 catches for 111 yards and two TDs. The running game totaled 182 yards on 42 carries, so there was no need to push the ball downfield. Adrian Peterson even caught two balls for 70 yards. Richardson noted that such individual weeks will pay dividends long term. Teams will have to react and prepare for more work near the line of scrimmage, giving Smith better looks down the field. “Last week we were more so called to block and spread the defense out,” Richardson said. “They played a real safe defense last week, and AP and Chris Thompson were able to do their thing. The arrangement makes sense numerically — Rooney is No. 9, Acosta No. 10 — but in the short time Rooney has been with the club, the two have built a bond from more than just convenience. When the English star arrived stateside in late June, he discussed the 24-year-old Argentine playmaker with D.C. United’s front office. The club saw both Acosta’s undeniable talent and his inconsistent temperament — and how Rooney, 32, could have a positive influence on both. “If you get someone with leadership and quality on the field [alongside Acosta], he obviously has the talent to be at a high level,” coach Ben Olsen said. After scoring nine goals in 76 MLS matches for United before Rooney’s arrival, Acosta — who affectionately refers to his attacking partner as “Senor Wayne” — has netted six in 13 games since. COLLEGE FOOTBALL As Maryland began to power past Bowling Green on Saturday, quarterback Kasim Hill embraced a simple role — hand the ball off to running backs. Hill attempted five passes in the second half while the run game took over. “He didn’t come off saying, ‘What about this? What about this?’ ” interim coach Matt Canada said. “He said, ‘Great. We scored.’ You watch those guys running and score, Kasim’s down there celebrating.” Hill hasn’t generated flashy stats in his first two starts this year, but he’s managed games well and protected the football. Hill played in three games last year as a true freshman before suffering a season-ending knee injury, but now he’s fully back and doesn’t let hesitation creep into his mind. “Through the whole process of coming back, [I was] just trying to take the mental side out of it and not have any doubt,” Hill said. Between his limited action last year and the first two games of this season, Hill has thrown 66 times without an interception. He has completed just 55.6 percent of his passes this year but has led two wins heading into Saturday’s game against visiting Temple. Callie Brownson had almost finished a two-week preseason internship with the Dartmouth football team when the team’s wide receivers went to coach Buddy Teevens with a proposal. Dartmouth had an opening for an offensive quality control assistant, and the players wanted Brownson to fill it, making her the first female coach to get a fulltime job in major college football. “This is only the beginning of women on the sideline,” said Brownson, who grew up playing youth football in Alexandria but was kept off her high school team by coaches at Mount Vernon. “Sure, it’s an honor, but to me it’s not a trophy. It’s something that should have happened a long time ago.” When Brownson started college at George Mason, she made the roster for the D.C. Divas of the professional Women’s Football Alliance. She took classes and coached the Mount Vernon softball team on the side until the high school’s new football coach asked if she’d consider joining his staff. She worked with the team’s receivers and started attending coaching clinics and skills workshops, USA Football invited her to the 2018 Manning Passing Academy, and Dartmouth’s Teevens was one of the first coaches she met. Evolve or die? ‘Predator’ is a goner, then. FILM REVIEW The titular villains from 1987’s “Predator” — dreadlocked alien manhunters with the power of invisibility — are back on Earth in the new sequel “The Predator,” only this time they have dogs. As the writer of “Lethal Weapon” and the writer-director of such films as “Kiss Kiss Bang Bang” and “Iron Man 3,” Shane Black has a gift for smart-alecky dialogue. But in his effort to inject fresh blood into this gory franchise, which has already seen four sequels (including two “Alien” crossovers), the filmmaker can’t seem to summon up that old Black magic. Set some 30 years after the action of the first film, the new story beats you over the head with leaden spectacle, opening with a battle between alien spaceships. In a departure from “Predator,” which took its sweet time introducing its extraterrestrial visitors, you see the monsters

here almost immediately. That generic opening sequence could have been plucked from any number of other science fiction movies. Fortunately, the film’s human characters do come into focus. Chief among them is Quinn (Boyd Holbrook), a mercenary who has discovered an alien spaceship that crashlanded in a Mexican jungle. Quinn sends some of the wreckage back home, where his young son (Jacob Tremblay), who longs to reconnect with his mostly absent father, tries to figure out how the alien technology works. Into this broken-family dynamic, Black introduces a group of veterans suffering from PTSD. These characters, who include the snarky Coyle (KeeganMichael Key) and tough guy Nebraska (Trevante Rhodes), are there for a little comic relief — a little too much, in fact. Humor is Black’s signature. One scene involves an argument about whether it’s appropriate to call the aliens “predators.” However cool the moniker, they hunt less for survival than for sport — “like a bass fisherman,”

lacks the electric charge that made its predecessors pulpy fun. Black’s screenplay (co-written with Fred Dekker) is short on two things: the tantalizing distance that lent the creatures a sense of mystery in the first film, and the mood of delirious mayhem that made “Predator 2” an enjoyable popcorn flick. While Black’s filmmaking chops have shown real maturity over the years, something’s different here. The alien invaders may have evolved, but Black’s writing has taken a step backward. ‘White Boy Rick’ is compelling — and depressing

‘Favor’ fave: The name’s Golding. Henry Golding. I was about 40 minutes into “A Simple Favor” when I solved the mystery: Henry Golding should be the next James Bond. But first, “A Simple Favor.” Stay-at-home single mom Stephanie (Anna Kendrick) fills her time with classroom volunteering, making perfect lunches and producing a barely watched vlog (she also does, you know, parenting). She meets and is immediately enamored with Emily (Blake Lively), the mom of one of her son’s classmates who is as far as it’s possible to be from Stephanie — a high-powered executive who dines on dry martinis and not much else, who curses in front of her kid and carouses in the afternoon.

After Emily goes mysteriously missing, things get bananas — up to and including Stephanie beginning an affair with Emily’s husband, Sean (Golding). It’s like “Gone Girl,” but with more of a Pinterest sensibility. It doesn’t quite work; the biggest impact of the film is proving that Kendrick and Lively should definitely do a buddy comedy. Ideally that movie also would be directed by Paul Feig, whose deft comic touch doesn’t extend into the tenser, more serious moments of “A Simple Favor.” It tries to be a dark comedy, but the comedy often isn’t dark enough and many of the dark moments aren’t funny enough. Netflix renews “Insatiable” for Season 2

because I have an irrational fondness for my husband, who loves them. Fondness or no, though, many of the films are incredibly problematic with regard to race and gender. And by “incredibly problematic,” I mean they are racist and sexist. The Daniel Craig films, starting with “Casino Royale,” have largely escaped (or explicitly rejected) that legacy, but they’ve also lost a lot of the fun and the camp found in the early ones. That’s not to say they’re bad; I think “Skyfall,” beyond being one of the best films of 2012, is the greatest Bond film ever. Craig’s upcoming fifth Bond film is assumed to be his last; the next Bond can and should bring back the fun while leaving the problems behind. Henry Golding can do that. In “Crazy Rich Asians,” he

was suave and charming and funny and kind. In “A Simple Favor” — in which his character might or might not have had something to do with his wife’s disappearance — he’s still charming, but with a bit of darkness and so much sexiness. So much. At one point he murmurs, “We should get naked,” and you cannot tell me I was the only person in the theater whose brain immediately said, “YEAH WE SHOULD.” Golding is having a moment with “Crazy Rich Asians” and “A Simple Favor,” and while Bond films typically rely on more established actors, it’s time to make them less typical anyway. With his role in “A Simple Favor,” Golding will surprise many with his skillful shifting between tender and terrifying. He’s charismatic, he’s got an English accent and, since he’s Asian, he’d drive the “Bond has to be white!” racists NUTS. FILM REVIEW It’s easy to see why someone would want to make a movie about Ricky Wershe Jr. His life story, the inspiration for the new, fact-based crime drama “White Boy Rick,” has it all: drugs, sex and gunrunning, plus a main character whose neckdeep involvement in all those activities is both shocking and appealingly guileless. It’s a little bit harder to explain why you should watch such a depressing, and at times even soul-sucking, movie. Set in 1980s Detroit, at the height of the city’s crack epidemic, “White Boy Rick” is permeated by an atmosphere of grimy hopelessness that makes it hard to watch. Moments of dark humor and colorful dialogue leaven the bleak mood, as when Ricky’s father (Matthew McConaughey) describes a Wild West vision of late-20th-century urban America. For him, that translates to selling modified AK-47s, with the help of his son, to shady customers. The threat of prosecution by the FBI is used as leverage to lure Ricky (Richie Merritt) to go undercover as a 14-year-old drug informant. “White Boy Rick” is an engrossing enough cautionary tale, if that’s what it is. But whether there’s any deeper meaning to a story that tries only halfheartedly to say something about the fragility of family is debatable. MICHAEL O’SULLIVAN (THE WASHINGTON POST)
