For months, around bedtime, the sound of a distant song drifted through parts of Ipswich, England. A bear cub in Balsam Lake, Wis., had an awkward experience Sunday when it got its head stuck in an ornamental plastic globe. A passerby called authorities, who used a squad car to keep the mother bear away while officers and two bear hunters worked at the globe as the cub was held in a net. Polk County Sheriff’s Sgt. The Capitals captain, whose team is preparing to begin its Stanley Cup title defense after a summer of doing Cup stands and partying around the world, apparently toned things down a bit for his birthday celebration. Ovechkin posted a photo to his Instagram account of himself holding balloons and a fruit tart. A Virginia man was arrested at a grocery store after he was caught pulling down his pants and rubbing produce on his buttocks, police said. The man, Michael Dwayne Johnson, 27, was arrested Saturday at a Giant grocery in Manassas. He was charged with destruction of property and indecent exposure. A group of chief executives from the greater D.C. region says deficiencies in bus service are holding back growth. The region’s bus network has valuable assets, including more than 3,800 buses and a growing system of limited-stop service and rapid bus lines, but the region hasn’t fully leveraged the network’s potential to address its transportation challenges, the Greater Washington Partnership said in a report released Tuesday. The declining performance of bus systems has turned commuters away, resulting in ridership declines. The group proposes prioritizing bus lanes, overhauling routes and implementing a more efficient payment system that reduces time at bus stops, among other tools to improve service.

MARYLAND Maryland Gov. Larry Hogan holds a commanding 22-point lead over Democratic challenger Ben Jealous in a new poll that suggests the Republican is consolidating substantial support from groups that traditionally back Democrats in the deep-blue state. The Goucher poll found that likely voters favor Hogan over Jealous by a margin of 54 to 32 percent. Undecided voters have dwindled to just 9 percent of the electorate, the poll found, meaning Jealous must win the lion’s share of persuadable voters and bank on dramatically heightened Democratic turnout to have a shot on Election Day. In addition to Hogan securing his Republican base by large margins, the poll found he has the support of 38 percent of Maryland Democrats, who outnumber GOP voters in the state by more than 2 to 1. Even though most voters support the issues Jealous has campaigned on — a $15 minimum wage, boosting education spending and Medicare-for-all — they trust Hogan more on education, the economy and health care, the poll found. “They like the issues, but they haven’t connected them to

Man killed in flash flood from Florence remnants A Virginia man was killed Tuesday after his pickup truck was overtaken by rushing water during a flash flood caused by the remnants of Hurricane Florence. Virginia State Police said the pickup was found upside down and submerged in water that had flooded Route 607 in Louisa early Tuesday. Police said it appears that Richard Edward Kelih Jr., 59, was attempting to cross the road when water began rushing around his vehicle. It’s the second death in Virginia attributed to Florence. THE DISTRICT The nation’s capital could be the next home to legal sports betting under a bill introduced Tuesday. Council member Jack Evans, D-Ward 2, proposed a bill that would let residents and visitors place wagers on sports matches, following a Supreme Court decision that cleared the way for localities to legalize the practice. Evans says the District should act quickly to dominate a new gambling market in the region — a potential boon for city coffers. Legislatures in neighboring Maryland — which has casinos — and Virginia — which is warming to gambling — have not yet legalized sports betting. T he closest pl ac e for

A failing system: Female inmates lack basic needs

BOP’s pregnancy programs. “Third, not all prisons ensured that female inmates had sufficient access to feminine hygiene products.” The bottom line: “Overall,” Horowitz said, “we concluded that BOP has not managed female inmates strategically.” This is not a recent issue, nor one that a single political party owns. “What’s particularly distressing is that this is not a new problem,” said Marc Mauer, executive director of The Sentencing Project. “The proportion of women in prison has more or less doubled since the mid-80s. … Both Democratic and Republican administrations have failed to put in place just regular procedures that would provide better corrections supervision and outcomes.” The inspector general’s report will be cited by advocates, including those in Congress, to help improve conditions for incarcerated women. “We will take this report and we will use it,” said Andrea James, who was released in 2011 after two years of federal incarceration. It’s easy to overlook prisoners. Their families might disown them. Politicians ignore them. And too often, corrections officials don’t have the training or the staffing to do their job. These problems are worse for women in prison. Consider a report released Tuesday on the federal Bureau of Prisons’ (BOP) management of female inmates. The study by the Justice Department’s Office of Inspector General reveals a system that fails to meet certain basic needs of prisoners in ways large and small. Three main issues were identified by Inspector General Michael Horowitz: “First, we found that low staffing limits BOP’s ability to provide all eligible female inmates with trauma treatment, even though a study relied upon by BOP shows that approximately 90 percent of female inmates are affected by sexual, physical, or emotional trauma at some point in their lives. “Second, we found that only 37 percent of sentenced pregnant inmates participated in

She welcomed the report for the same reason she formed the organization. “There are gender-specific needs that nobody was paying attention to,” she said, “and now they are.” No one thinks prisoners should be coddled. But there are certain basic needs a just society provides for those it locks up. Despite agency efforts, BOP has not met some of those needs for the more than 10,000 federal female prisoners, about 7 percent of the total. In a memorandum
responding to the report, Hugh Hurwitz, BOP’s acting director, agreed with all 10 of the inspector general’s recommendations. The number of operational squadrons the Air Force says it needs to add by 2030, a 24 percent increase from 312 today to 386, to meet rapidly evolving threats from China and Russia, according to a new internal study. The proposed changes, which have not been worked into Pentagon budget plans, would require Air Force personnel levels to grow by about 40,000 service members on top of current growth projections, officials said. If approved, the addition would bring the Air Force to a size not seen since the height of the Cold War, when there were 401 operational squadrons. (TWP) Detailed Air Force plan estimates that Space Force would cost $12.9 billion over five years
A. The high-three is one of the variables, along with length of service, in calculating a retirement annuity for federal employees. It is the average salary the employee received in the highest-paid three consecutive years — actually 36 months — of employment. Usually that is the last three years before retirement, although it doesn’t have to be. However, not all types of compensation count toward a high-three. According to an Office of Personnel Management spokesman: “The high-three average salary is based upon an employee’s basic rate of pay, which includes base pay and locality pay. There are some other inclusions for special populations such as criminal investigators, where premium pay on an annual basis or availability pay would also be considered included in base pay. The basic rate of pay does not typically include overtime or performance awards.” The general rule is that if deductions for federal retirement are taken out of a form of compensation, it counts; if they aren’t, it doesn’t. POLITICS Democratic and Republican senators quarreled Tuesday over who will testify at what promises to be a dramatic and emotional hearing next Monday with Supreme Court nominee Brett Kavanaugh and the woman who says he sexually assaulted her when they were in high school. But doubts were raised about whether she would appear. Kavanaugh was at the White House for a second straight day, but again did not meet with President Trump. The president said he was “totally supporting” Kavanaugh and rejected calls for the FBI to investigate the accusation. “I don’t think FBI really should be involved because they don’t want to be involved,” Trump said. As for Kavanaugh, he said, “I feel so badly for him that he’s going through this, to be honest with you. ... The Riverside branch of the New York Public Library has rolled out some new offerings: neck ties, bow ties, handbags and briefcases meant for people with limited means who have job interviews or other events for which they need to dress up. Librarian Michelle Lee came up with the idea in 2016 while teaching a class about job seeking. She told the high schoolers in attendance to dress professionally, and not to bring backpacks to job interviews. Hundreds of people waited in long lines for water and other essentials Tuesday in Wilmington, N.C., still mostly cut off by high water days after Hurricane Florence unleashed epic floods. North Carolina’s governor pleaded with more than 10,000 evacuees around the state not to return home yet. The death toll rose to at least 35 in three states, with 27 fatalities in North Carolina, as Florence’s remnants went in two directions: Water flowed downstream toward the Carolina coast, and storms moved through the Northeast, where flash floods hit New Hampshire and New York state. North Carolina Gov. Roy Cooper warned that the flooding set off by as much as 3 feet of rain from Florence is far from over and will get worse in places. “I know for many people this feels like a nightmare that just won’t end,” he said. Addressing about 10,000 people who remain in shelters and “countless more” staying elsewhere, Cooper urged residents to stay put for now. Roads remain treacherous, he said, and some are still being closed for the first time as rivers swelled by torrential rains inland drain toward the Atlantic. “I know it was hard to leave home, and it is even harder to wait and wonder whether you even have a home to go back to,” Cooper said. ENVIRONMENT Tropical Storm Florence has poured so much rain on North Carolina that the wall of a coal ash landfill near Lake Sutton has failed in several places, washing away more than 2,000 cubic yards of toxic waste, enough to fill more than 150 dump trucks. Duke Energy, which owns an adjacent power plant, said it doesn’t think the landfill poses a risk to public health or the environment, spokeswoman Paige Sheehan said. But it also dispatched dozens of workers and contractors with heavy equipment to construct an earthen berm that would divert the mix of water and coal ash away from the lake. Kemp Burdette, an environmental advocate who monitors the health of the Cape Fear River, decided to see for himself. On Sunday, he pushed aside a Duke Energy barricade on a public road to put in his boat. His assessment? “I see no way that could have been contained without getting into Sutton Lake,” he said. The scrambling at the Sutton power plant is just one of many environmental concerns that are spreading as Florence continues to soak hog and chicken farms, flood coal ash pits, threaten municipal water systems, and idle a nuclear power plant, cutting it off from local roads. The Environmental Protection Agency said Monday that once conditions allow, it plans to deploy “reconnaissance teams” to inspect Superfund hazardouswaste sites in the Carolinas and Georgia that may have been affected by the storm. The agency’s National Priorities List includes

more than 70 sites in North and South Carolina, including former chemical plants, pesticide dumps and at least one former smelting operation near the coast. The vast hog farms and their waste lagoons — which Burdette called “cesspools the size of football fields” — pose one of the greatest perils. The North Carolina Pork Council says that lagoons holding hog feces and urine are supposed to safely absorb at least 19 inches of rain and that ahead of the storm many were prepared for more than 25 inches. But Florence has dumped that much or more in some areas. On Monday afternoon, the North Carolina Department of Environmental Quality said it had received reports of discharges or overtopping of lagoons at seven locations. He said, “While there are more than 3,000 active lagoons in the state that have been unaffected by the storm, we remain concerned about the potential impact of these record-shattering floods.”

POLITICS The Senate on Tuesday passed a short-term spending bill that would keep the government running through Dec. 7, aiming to avert a government shutdown and put off a fight over funding for President Trump’s border wall until after the midterms. The short-term bill came attached to a massive budget package containing full-year 2019 funding for the Pentagon as well as for the Labor, Health and Human Services, and Education departments. GOP leaders designed the package to combine key Republican and Democratic priorities in an attempt to garner overwhelming bipartisan support. The package also aims to satisfy Trump’s desire for more military spending. The 93-to-7 vote came less than two weeks ahead of a Sept. 30 deadline when government funding will expire unless Congress and Trump intervene. The House is expected to take up the bill next week, but it remains uncertain whether Trump would sign the measure. Some conservatives lamented that many of their priorities were left out, including provisions to block funding for Planned Parenthood, the Affordable Care Act and fetal tissue research. Eroded fan base: Redskins’ decline apparent in stands The empty seats — whole sections of them, striking even on TV — aren’t some sudden development at FedEx Field. This is two decades of erosion of a franchise we call “once-proud” because the pride generated by old Super Bowl trophies feels better than the present failures. The once-proud Redskins lost to the Colts in their home opener Sunday at FedEx Field. This time the no-shows weren’t just the players and coaches. The no-shows are now the fans. The seats were empty not because ticket holders — paying customers — decided it was too hard to get to the game, or that a hurricane was forecast, or that they had to file their
nails. No, the seats were empty because there weren’t customers who would pay. The 50-year streak in which the Redskins said they had sold out every game ended. So the most significant takeaway from a listless 21-9 loss was an off-the-field issue — lousy attendance — a product of the team’s off-the-field nonsense for over two decades. Add up the reasons — the losing and the junk stadium and the maddening traffic and the long walk from Metro and the relative comfort of the couch and the years of frustration with owner Daniel Snyder. They’re all factors in this truth: This has been coming. The team knew this was coming, too, because it had begun a new approach to nearly everything on the non-football
side under Brian Lafemina, its new chief business officer. Washington mailed free preseason tickets — and a parking pass — to some former season ticket holders who hadn’t renewed. It admitted a waiting list didn’t exist. It marketed single-game tickets. It removed seats. It overhauled in-game entertainment and opened new eat-and-drink areas. “If you have something to sell,” Lafemina said in an interview last week, “I think the best way to sell it is to tell them

Just six sorry franchises have a worse cumulative record than Washington since 1997, when FedEx Field opened. Washington’s record at FedEx Field after Sunday: 84-84-1, 28th-best at home in the league over that span. The good part: There is no longer pretense around the Redskins. Now that the myths have been stripped away — the waiting list that has been fiction for who-knows-how-long, the sellout streak that no one with the team can chart — the extent of the damage is clear.

A letter the group sent to NFL Commissioner Roger Goodell, NFLPA Executive Director DeMaurice Smith and Hall of Fame President David Baker was obtained Tuesday. Tournaments slated for Md. course feature women’s, men’s majors GOLF The PGA of America on Tuesday made a major commitment to the Washington area’s most renowned club, albeit several years away. Congressional Country Club will host multiple major tournaments in Bethesda, including the PGA Championship in 2031 and
the Ryder Cup in 2036, the PGA of America announced. The new commitment to Congressional begins with the 2022 women’s PGA Championship. The women’s PGA also is scheduled to be played there in 2027. Those events will be the first women’s majors at Congressional, which has hosted three U.S. Opens, the 1976 PGA Championship and the 1996 U.S. Senior Open. Russian winger targets roster spot CAPITALS As if Sergei Shumakov hadn’t heard enough about how difficult it would be to move from the Kontinental Hockey League to the NHL, the first hang-up came before he even arrived in Washington. The visa process dragged, and he missed the first two days of Capitals training camp. Then there was the issue of the language barrier, so coach Todd Reirden grouped the winger with other Russians in practice. They served as interpreters, explaining drills and showing him around. Center Evgeny Kuznetsov, Shumakov’s friend since they were 5 years old, experienced the same whirlwind four years ago. After helping convince Shumakov to sign with Washington, he warned him of the transition. “It’s not easy y when you’re 26
and you have to change everything in your life,” Kuznetsov said. “… I really feel like our organization has the time to give him a chance to understand everything and they’re not going to force 17 goals right away.” Shumakov, 26, had 17 goals and 23 assists in 47 games for CSKA Moscow last season, and he held out to force his release. He signed a one-year deal with a $925,000 cap hit for Washington on Sept. 1. Because he’s exempt from waivers and on a two-way deal that pays him less if he’s in the American Hockey League, there’s a chance he won’t make the Caps’ opening-night roster on Oct. 3. ‘Immortal’ tracks get a second life

Carrie Underwood isn’t overtly political, but ‘Cry Pretty’ does send a message MUSIC Country superstar Carrie Underwood has 13 songs on her sixth studio album, “Cry Pretty,” released Friday. But two tracks in particular have been receiving a lot of attention. “Love Wins” is a soaring ballad about people coming together in a divisive culture. “The Bullet” is a devastating account of the aftermath of gun violence. Many articles about the album highlight those two as standouts, but Underwood is careful to emphasize that her music is simply about hoping for a better world. “Whatever we say, I just want to make sure people see this for what it is and what we’re trying to say,” she told journalist Hunter Kelly about “Love Wins.” “Above all,, we a e wa wantt peop people e to feel ee hopeful.
We weren’t trying to speak negatively about our world, because we live in an amazing world, too.” Contemporary country singers are often loath to express any sort of opinion. With a few exceptions, the biggest stars in the genre — known for having a large conservative fan base — have been noticeably quiet as pop culture and politics have collided over the past two years. So even though Underwood is apolitical on this record, the fact that she actually broaches such topics (inclusiveness, gun violence) at all, even lightly, becomes a statement in itself. Underwood is making it clear: She has some things she wants to say, and she’s going to say them however and whenever she wants. Underwood proved she can

“Some new guy has a number one and I’m like, ‘Good for you, that’s great, but who are you?’ ” she said. “Then [there are] women, strong women, who are super-talented that totally deserve it, not getting the same opportunities.” When Underwood goes on tour next year, she’s bringing along female opening acts: Maddie die & Tae and Runaway June. And when it comes to speaking out about anything sensitive, she’ll he’ll say what she needs to. Ann Wilson has earned her spot among the greatest rock vocalists of all time. On “Immortal,” a covers album released Friday, the Heart singer pays tribute to artists who have died. The result is an eye-opening look at largely obscure songs by big-name artists. It kicks off with Lesley Gore’s “You Don’t Own Me,” which benefits from Wilson’s passionate wailing and subtle phrasing. The true payoff comes on Leonard Cohen’s “A Thousand Kisses Deep” — rarely has a song benefited from vocals so silky smooth and sensual.
