Bill Passed To Avoid Shutdown
On September 1, 2011, Washington Gas Light Company (“WGL” or “Company”) filed its application (“Application”) for approval of the SAVE Rider for 2012 (“2012 SAVE Rider”) as required by the Commission’s April 21, 2011, Order approving WGL’s SAVE Plan. The Company states that it estimates expenditures totaling $29,754,000 during 2012 that will be allocated among the four SAVE Plan projects approved by the Commission. WGL estimates that the 2012 SAVE Rider will add $6.43 to a typical residential customer’s bill. In Case No. PUE-2010-00087, the Commission approved WGL’s overall SAVE Plan pursuant to Chapter 26 of Title 56 of the Code of Virginia (“Code”) (§§ 56-603 et seq. – Steps to Advance Virginia’s Energy (SAVE) Plan (“SAVE Act”)). WGL states that the SAVE Act provides for the recovery of the costs of replacing gas utility infrastructure not otherwise recovered through rates previously approved by the Commission or through revenues from new customers who connect to the utility. Under its SAVE Plan as approved by the Commission, the Company expects to recover approximately $116.5 million in anticipated expenditures for the replacement of facilities over a five-year period (2010-2014). WGL’s SAVE Plan includes the following categories of eligible infrastructure replacement projects: (1) Bare and Unprotected Steel Service Replacement Program; (2) Bare and Unprotected Steel Main Replacement Program; (3) Mechanically Coupled Pipe Replacement Program; and (4) Enhancement of Optimain Decision Support Computer Program.

The House passed a spending bill Tuesday to fund the government for six weeks, giving Congress and President Obama more time to iron out their differences on a $1 trillion-plus pile of unfinished budget work. The 352-66 vote sent the measure to Obama in time to avert a government shutdown at midnight. The Senate passed the measure last week. “We need to keep the doors of the government open to the American people who rely on its programs and services,” said the chairman of the House Appropriations Committee, Rep. Harold Rogers, R-Ky. “Our economy cannot handle the instability that comes with the threat of a government shutdown.” The vote gives lawmakers additional time for what is sure to be an onerous task: passing the 12 annual spending bills that lay out the dayto-day operating budgets for Cabinet agencies and departments. The SAVE Act authorizes eligible infrastructure replacement costs to be recovered through a SAVE rider, which, according to WGL’s Application, is included in a separate line item on customers’ bills labeled “All Applicable Riders.” The Company states that the 2012 SAVE Rider will be applied to meter readings beginning with the January 2012 billing cycle. Citizens deserve a panel to think outside the box. For example: Couldn’t the Silver Line qualify for Homeland Security funding as a vital airport link as well as an evacuation route in case of emergency? I agree that it’s not fair for so much of the burden of financing Phase 2 to fall on Dulles Toll Road drivers. I think the Homeland Security idea is a bit of a stretch. Why isn’t the state of Virginia kicking in a good portion of the money?
Taking to heart the service delays on the Red Line this weekend, I decided to take the S-line service from Silver Spring to Dupont on Sunday afternoon. It took two hours. This is unacceptable. The frustration is getting unbearable because there is nothing one can do. Complain on the Metro website? Why bother? That’s certainly a problem. A trip from Silver Spring down 16th Street to the Dupont Circle area should take about a half-hour. Regarding complaints to Metro: I often hear from people who have gotten responses via customer service. They may not like the responses, but they get them.

Sunday’s Washington Post made reference to escalators at the Wiehle Ave Metro stop. Please don’t tell me that Metro hasn’t learned from its mistake and plans to make all of the new Metro stops escalator-centric. The new stations should all have primarily stairways, not escalators. Please, Metro, you’ve already screwed up by not tunneling under Tysons and not going with an underground station at Dulles Airport. Don’t screw up with more escalators! Yes, there will be at least two escalators at each of the new stations on the Dulles line out to Wiehle Avenue. There also will be staircases.
Has Metrobus reduced the number of busses on the 38B line? The last few business days, one of the most crowded buses on the route (East from Ballston to Farragut Square), which hits K Street at about 8:40am, hasn’t been running. Metro did make some changes in bus routes and schedules in September, but the 38B — a very popular route known as “the Orange Line with a view” — was not among those affected. I think it’s unlikely that Metrobus planners would cut service on this line. It’s also not on the list of routes that would be affected by the bus service changes designated for public hearings this month. Might this be happening just because it’s fall, and the ridership has surged now that everyone is back at work?
The situation at the Foggy Bottom/GWU Metro station is potentially hazardous. There is a single exit from the station and currently a single escalator operating. Folks sometimes stand on both sides and do not walk down the escalator. What are authorities doing to manage the potential problems this kind of bottleneck can cause? On a related note, will Metro EVER post signs that clearly state for folks to stand on the right and walk on the left? As of this minute, Metro’s escalator report shows one street-mezzanine escalator out at Foggy Bottom. That whole replacement project — replacing the three street escalators and installing a staircase and adding a canopy — is supposed to be done by the end of the year.

The cathedral needs to raise at least $15 million for initial repairs to the earthquake-damaged edifice, the officials said, and the chief stone mason believes overall repairs could take a decade to complete. The English Gothic cathedral in Northwest remains closed as crews work to stabilize large stone pinnacles and other decorative elements shaken from their foundations during the Aug. 23 quake.

With a quarter of the season in the books, Grossman and the Redskins own a 3-1 record, and the quarterback has produced mixed results. Some of the good: three wins, first place in the NFC East, six touchdown passes through four games, his demonstrated ability to lead the team on long drives and spread the ball around to multiple receivers while playing within the system. Some of the bad: five intercep-
tions, two fumbles (both of them lost), an inability to execute consistency, poor decision making at times, and a tendency to occasionally try to do too much (not playing within the system). Grossman this season ranks 16th in the league, having passed for 989 yards, but his completion percentage (58.0) ranks 25th in the league. Meanwhile, he owns a quarterback rating of 78.7, which ranks 23rd in the league. Additionally, Washington’s offense ranks 15th in total offense, averaging 356 yards per game, and 10th in the first down category (85 on the season). Washington cornerback Phillip Buchanon was back on the field Tuesday, having served his four-game suspension for violating the NFL’s policy on performance-enhancing substances. Buchanon went through the light practice before the players took off for a five-day bye-week break. The 10-year veteran wasn’t allowed to have any contact with the team during his suspension. “It was different for me,” he said. “Honest mistake. Things happen, so I just put it in God’s hands, and I look forward to trying to make plays.” Buchanon declined to say which substance caused him to be suspended. The Redskins will need to cut a player from the 53-man roster to make room for Buchanon. Coach Mike Shanahan said he will make that move later week, with Buchanon perhaps playing against Philadelphia after the bye. (TWP)

You’re packing for an eight-day vacation that’ll take you through three cities with different climates, with temperatures ranging from 50 to 85 degrees Fahrenheit. stepped away from music almost entirely. “Metals” is her return, and its spare, spindly songs are a reaction to and reflection on the past four years of her life. It’s also the best record she’s made. Much the way “Undiscovered First” builds from a barely audible bass drumbeat to a stomping, shouting peak, this 12-song record perches quietly on the edges of the listener’s senses, all acoustic riffs and windswept vocals. Give them some attention (read: repeated plays), and they each reveal a dusky, finely weathered underside. None of the chirpy, sun-flecked ditties (“Mushaboom”) you associate with Feist (first name: Leslie) are here. Ralph Waldo Ellison wouldn’t know what to make of Chuck Klosterman’s latest bit of trippy fiction, “The Visible Man” ($25, Scribner). Is it sci-fi? Is it satire? Or is it just a new way for Klosterman to deliver his reliably caustic social commentary? Mostly the latter. The setup is easy: A man (referred to only as Y— throughout the book) has discovered a way to disappear. He watches people when

they think they’re alone. It’s both a voyeur’s fantasy and a paranoid person’s nightmare.
The meat of the book is a series of stories about the people Y— observed. Many are laugh-outloud funny. Through Y—’s eyes we meet a woman with both an eating disorder and a need to burn calories; an older half-Mexican man who talks to himself and can sense Y—’s presence; and a support group for people with “competitive disorder.” Each is peppered with moments for Klosterman (via Y—) to comment on the modern world. On Facebook: “It’s designed for people who want
to publicize their children without our consent.” On the younger generation’s fondness for instant messaging: “In a hundred years, no one will be able to talk in public. Talking will be like blacksmithing.” Why does Y— do it? He calls it “science,” and when challenged on that description, he rants for pages on the fallacy of science being something people use. It all makes for an engaging read. It’s easy to suspend disbelief and imagine a man lurking in the corner of someone’s living room, watching.
