A jogger running through the Dutch countryside discovered a lion cub in a field. Police said the cub was found Sunday in a cage dumped near Tienhoven. They have appealed for help in tracing the animal’s owner, while the cub, a male of about 5 months, is being cared for by a foundation that looks after big cats. The foundation said on Facebook that the cub “is very tired from the hectic events” and is in quarantine. (AP)

Residents of a neighborhood near Charleston, W.Va., are complaining that someone has been stealing their mail and replacing it with laminated photos of llamas, WCHS-TV reported Monday. Resident Staci Tinney said she was told of suspicious persons at the park-and-ride flashing llama photos and claiming to be passing out wedding invitations. “We don’t know anyone who knows a llama personally,” Tinney said. A motionless squirrel apparently stunned by a passing car was revived by the driver, who performed chest compressions. Police in Brooklyn Park, Minn., thought the man might be doing CPR. In video posted to Facebook, the man tells officers he swerved to avoid the animal and didn’t think he struck it. The man flips the squirrel onto its belly and as he strokes its back, the animal starts to come around. The squirrel eventually darts away. (AP)

Private island lists for $15M VIRGINIA An island getaway sounds great right about now. Who among us hasn’t thought about escaping from the daily grind and the endless news cycle to a peaceful oasis? Well, now is your chance. And you don’t even have to get on a plane. But you do need a fat bank account. Chopawamsic, an island in the Potomac River about 300 yards from Marine Corps Base Quantico, has come on the market for the first time in 27 years. The 13-acre property, which is only accessible by boat, is listed at $15 million. There are six structures on the island, including a boathouse and tool shed, but none are inhabitable. There is also a swimming pool. Electricity is available through an underwater cable. Water comes from a well. Private islands on the Potomac do not often come up for sale. However, this is at least the second in less than two years. A chain of three islands farther up

the river in Washington County, Md., was put up for sale for $174,900 last year. Some say that Chopawamsic, sometimes known as Scott’s Island, was first inhabited in 1649. A 1989 article in The Washington Post claims that Giles Brent first settled there with his wife, a Native American princess. One of the early owners was reportedly the Rev. Alexander Scott of the Church of Overwharten in the 1700s. The National Geographic Society

supposedly owned the island at one point. Alexander Graham Bell and Theodore Roosevelt reportedly visited it. The exclusive Metropolitan Club of Washington is said to have once had a clubhouse there. Few of these claims can be verified. Navy physician Wesley Fry’s ownership of the island is one that can be confirmed. He bought the island in 1958 for $14,000 and lived there with his wife, Erma, for 21 years. According to a 1979 article

in The Post, Fry spent $150,000 renovating the structures on the island and clearing the land. He uncovered arrowheads and other relics of Native Americans who had inhabited the island. The Frys sold the island in 1979 for $500,000 to a British firm that was going to turn it into a religious retreat. The island went back on the market in 1989 for $1.1 million. New building to be named after Lacks Johns Hopkins University and the family of Henrietta Lacks say a new building on the school’s campus in East Baltimore will be named after the woman whose cells were taken without her consent and widely used in revolutionary research. University President Ronald Daniels said Saturday that the building, scheduled for completion in 2022, will stand as a testament to Lacks’ transformative impact on science as well as the importance of ethics in research. Tim Kaine barely acknowledged his opponent, Corey Stewart, as the provocative Republican repeatedly called him “weak” and “ineffective” while falsely accusing the moderate Democrat of being part of the far-left antifa movement. But in the wake of Stewart’s darker implication — also without evidence — that Kaine has been accused of sexual harassment, the usually upbeat ex-Virginia governor is punching back. D.C. ends tax on feminine hygiene items Mayor Muriel Bowser said D.C. will no longer charge sales tax on feminine hygiene products, WTOP reported. Bowser said Friday that the sales tax exemption went into effect Oct. 1 for items including tampons, sanitary napkins, menstrual cups and comparable products. She said in a tweet that day that “feminine hygiene is a necessity, not a luxury.” Consumer retail experts say women often pay more than men for items such as shampoo, razors and other hygiene products, a disparity known as the “pink tax.” (AP)

Dave Brat, R-Va., is airing a TV ad that criticizes Democrat Abigail Spanberger’s positions on taxes, health care and “sanctuary cities� — and her campaign calls two out of the three untrue. Locked in a tight race, both candidates and their allies are spending heavily on TV ads in the central Virginia district, which includes rural areas as well as parts of Richmond and its suburbs. Brat and Republican-aligned interest groups spent $363,275 on commercials last week alone, according to the nonpartisan Virginia Public Access Project. Spanberger and her allies spent $408,728 over the same period, including an ad that features the mother of a diabetic son who

criticizes Brat for voting against protections for people with preexisting medical conditions. The Brat ad says Spanberger would eliminate the tax cuts passed under President Trump, support sanctuary cities and hike health care spending by $32 trillion, so much that it would “bankrupt Medicare as we know it.� Spanberger, a former CIA officer, has been on the record opposing Trump’s tax cuts, but says she is opposed to sanctuary cities, and supports a different health care plan that differs from the one Brat describes. Spanberger says she wants “Medicare X,� a plan proposed by Sen. Tim Kaine, D-Va., that would

offer Medicare as an option on the health exchanges for non-elderly Americans. They could buy into a publicly provided insurance plan using the network of Medicare providers, at similar rates. This is different than the “Medicare for All� plan advanced by Sen. Bernie Sanders, I-Vt., which is often referred to as “single payer.� It would make Medicare the basis for all health care; some estimates put the cost at $32 trillion. Brat and Spanberger are in a close contest to represent a district that has been a longtime GOP stronghold, but now is widely seen as within reach of Democrats in the Trump era. MoCo mulls raises for some workers Bill is aimed at keeping trash pickup reliable while giving pay hikes MONTGOMERY COUNTY The Montgomery County Council is considering a labor-unionbacked bill that would guarantee pay increases for workers who haul trash, recycling and yard waste in exchange for assurances no strikes or lockouts would disrupt service to county residents. The bill, sponsored by council members Marc Elrich, D-At Large, and Tom Hucker,D-Silver Spring, is championed by the Laborers’ International Union of North America, which represents about two-thirds of the private sanitation workers the county uses for trash pickup. Elrich, who is the Democratic

nominee for county executive, and Hucker, who is seeking re-election, were endorsed by LIUNA. Hucker said the measure was necessary to avoid disruptions similar to those that occurred in 2013 and 2014, when strikes left parts of the county without trash service for weeks. Council member Nancy Floreen, I-At Large, who is running for county executive against Elrich and Republican Robin Ficker, called the legislation “completely politically motivated.” “Basically the county would be approving an automatic wage increase for workers,” she said. “Those contracts are supposed to be competitive. A cashless conundrum Ditching cash payment on buses could speed things up but leave some riders in the lurch ANSWER LINE

TRANSPORTATION On an X9 bus headed toward Metro Center, riders quickly tapped their SmarTrip cards as they got on board. But at one stop, the line paused as a man slid dollar bills into the cash feeder. The brief slowdown illustrated why Metro planners are considering barring cash on as many as 13 express bus routes, forcing the 12 percent of bus riders who use bills and change to switch to SmarTrip cards. Critics worry the idea, headed for a November vote by Metro’s board, will make it harder for the poor, homeless and disabled to take express buses — relegating them to a sort of second-class status on the slower local buses that would continue to take cash. Metro, reflecting a national trend, saw weekday bus ridership drop by 8 percent last year. Part of the reason is that buses tend to crawl along, Metro senior transportation economist Catherine Vanderwaart noted at a Sept. 17 public hearing. Consider, Vanderwaart said, that tapping a card on the reader takes two to four seconds, while feeding in money takes 10 to 20 seconds. Metro estimates a quarter of the time that buses are in operation is spent boarding passengers. Saving a few seconds for one out of every eight riders would help keep buses on schedule. The idea, which is being tried on the 79 route from Archives to Silver Spring, isn’t a big deal if you’re well-off enough to have a bank account and internet service or a smartphone. But Denise Rush, vice chair of Metro’s accessibility committee, raised the example of a retired

woman who lives on a fixed income and doesn’t have the money to get to church. Maybe a neighbor will give her a couple of dollars to go worship, she said. “But she can’t use it on the bus, and she doesn’t even know where to get a smart card.” Instead of shuffling from her porch to the bus stop in front of her house, Rush said, she’ll have to trek somewhere to get a card before she can get on the bus. Metro staff said they chose the proposed cashless routes — the 16Y, 37, 39, 59, A9, G9, J4, K9, S9, X9, REX and Metroway routes — in part because they have Metro stations or stores along the way that sell cards. But Philip Posner, chairman of Metro’s Accessibility Advisory Committee, notes that while there are places to buy cards on the routes under consideration, they also have deserts where it would be difficult to buy a card. New York’s Metropolitan Transit Authority, for instance, will implement a new fare system next year that lets riders tap a smart card, mobile phone or debit card on a scanner. As part of that change, it is also considering going cashless. Adam Rocap, deputy director of Miriam’s Kitchen, which provides services for the homeless, is worried about the proposal too. He said cashless routes would make it harder for the homeless, who rely on public transportation, to try to find jobs, apply for benefits or get to the doctor. Earth’s ‘smoke alarm’ U.N. report on global warming carries a dire warning and calls for unprecedented action

CLIMATE The world stands on the brink of failure when it comes to holding global warming to moderate levels, and nations will need to take “unprecedented” actions to cut their carbon emissions over the next decade, according to a landmark report by the globe’s top scientific body studying climate change. With global emissions showing few signs of slowing and the United States — the world’s second-largest emitter of carbon dioxide — rolling back a suite of Obama-era climate measures, the prospects for meeting the most ambitious goals of the 2015 Paris agreement look increasingly slim. To avoid racing past warming of 1.5 degrees Celsius (2.7 degrees Fahrenheit) over preindustrial levels would require a “rapid and far reaching” transformation of human civilization at a magnitude that has simply never happened before, the group found. “There is no documented historic precedent” for the sweeping change to energy, transportation and other systems required to reach 1.5 degrees Celsius, the United Nations Intergovernmental Panel on Climate Change, or IPCC, wrote in a report requested as part of the 2015 Paris climate agreement. At the same time, however, the report is being received with hope in some quarters because it affirms that 1.5 Celsius is still possible — if emissions stopped today, for instance, the planet would not reach that temperature. It is also likely to galvanize even stronger climate action by focusing on 1.5 C, rather than 2 degrees, as a target that the world cannot

Most strikingly, the document says the world’s annual carbon dioxide emissions, which currently amount to more than 40 billion tons per year, would have to be on an extremely steep downward path by 2030 to either hold the globe entirely below 1.5 degrees Celsius, or allow only a brief “overshoot” in temperatures. “It’s like a deafening, piercing smoke alarm going off in the kitchen. We have to put out the fire,” said Erik Solheim, executive director of the United Nations Environment Programme. Current promises made as part of the Paris climate agreement would lead to around 3 degrees Celsius of warming by the end of the century, and the Trump administration recently released an analysis assuming about 4 degrees Celsius by 2100 if the world takes no action. The IPCC is considered the definitive source on the state of climate science, but it also tends to be conservative in its conclusions. That’s because it is driven by a consensus-finding process, and its results are the product of not only science, but negotiation with governments over its precise language. ECONOMICS Two American economists were awarded the Nobel Memorial Prize in Economic Sciences Monday for their work on the relationship of climate change and technological innovation to economics. William Nordhaus, 77, a longtime professor of economics at Yale University, and Paul Romer, 62, above, a former senior vice president of the World Bank who is now an economics professor at New York University, will share the $1 million prize. Although the men worked independently, the Central Bank of Sweden, which oversees the prize, recognized them for work that “broadened the scope of economic analysis” through modeling methods to forecast economic processes based on theory and data — that are used to study long-term change and shape policy. Nordhaus, who has been called “the father of climate change economics,” developed models that suggest how governments can combat global warming. One key step he has endorsed is a universal tax on carbon. Versions of a carbon tax have been used in Europe but have yet to be adopted in the U.S. Romer has produced research that shows how governments can advance innovation. POLITICS President Trump said Monday that it was “an insult to the American public” for Democrats to consider impeaching Supreme Court Justice Brett Kavanaugh and predicted that Republicans would benefit at the polls following the chaotic confirmation process. As he departed the White House, Trump lauded Kavanaugh as a “brilliant jurist” and blamed Democrats for the focus on decades-old allegations of sexual misconduct that dominated debate in the weeks before the nominee’s confirmation Saturday. “The way they really tortured him and his family, I thought it was a disgrace,” Trump said. “A brilliant jurist, a man that did nothing wrong, a man that was caught up in a hoax that was set up by the Democrats using the Democrats’ lawyers, and now they want to impeach him.” Trump hosted a White House ceremony for Kavanaugh that ended after Express’ deadline on Monday night. Kavanaugh has already been sworn in, taking both of his oaths — one is constitutional, the other judicial — Saturday night. While liberal activists have called for impeaching Kavanaugh, many Democratic lawmakers have tried to tamp down such talk in recent days. “I think that’s premature,”

NEW YORK The supersized limousine that crashed and killed 20 people in upstate New York failed a safety inspection last month, and the driver wasn’t licensed, Gov. Andrew Cuomo said Monday. The state moved to shut down the owner, Prestige Limousine, as state and federal authorities investigated the cause of Saturday’s wreck in Schoharie. As victims’ relatives tried to come to grips with the tragedy that happened as a group of friends and family were on their way to a 30th birthday celebration, authorities had yet to say how fast the limo was going, whether its occupants wore seat belts or what caused the vehicle to run a stop sign. Investigators were conducting autopsies, including on the driver, to see if drugs or alcohol were factors, and the National Transportation Safety Board was also looking into whether the limo had any problems. But officials already saw some red flags, Cuomo said: The driver didn’t have the necessary commercial license, the limo had been cut apart and lengthened in a way that violated federal law, and the vehicle failed a state inspection that examined the chassis, suspension and brakes. BRAZIL Brazilians appear on the cusp of handing the presidency to a brash former army captain who has reminisced fondly about dictatorship, pledged to jail corrupt politicians and promised an all-out war on drugs and crime. Far-right congressman Jair Bolsonaro just missed outright victory in Sunday’s vote, finishing in first place with 46 percent. He will face former Sao Paulo Mayor Fernando Haddad of the leftist Workers’ Party in an Oct. 28 runoff. Bolsonaro only needs a few more points to secure victory, but Haddad’s supporters vowed Monday to launch a tough fight to make up ground after he finished a distant second in the first round, with 29 percent. In addition, Bolsonaro’s Social and Liberal Party took a whopping 52 seats in the lower house of Congress — up from just one in the last election — making it the second-largest party after the Workers’ Party, with 56. The election was a seismic shift for this nation of more than 200 million people, where the left has won the past four elections, but deep divisions have opened in the wake of a massive corruption scandal and the impeachment of a president. ASTROS 11, INDIANS 3 The Houston Astros advanced to the AL Championship Series for the second straight year, completing a division-round sweep of Cleveland on Monday with an 11-3 win in Game 3. The visiting Astros were helped by two key throwing errors from Indians reliever Trevor Bauer. Marwin Gonzalez hit a two-run double off Bauer on a shoulder-high pitch as the Astros scored three runs in the seventh inning and closed a series that figured to be much more competitive. George Springer homered twice, Carlos Correa hit a threerun homer for his first hit of the postseason and Houston’s bullpen combined for three scoreless innings as the defending champion Astros moved closer to reaching their second straight World Series.

Springer now has a franchiserecord 10 career postseason home runs for Houston. The Astros have a homer in 12 straight playoff games, matching the AL record set by Baltimore (1983, 1997). After hitting just three home runs in the final 1½ months of the regular season, Springer went deep three times against Cleveland. For the Indians, another postseason ended earlier than planned. Cleveland was beaten in the first round for the second year in a row, and baseball’s longest World Series championship drought will reach a 71st anniversary. The Indians, who have lost six straight playoff games, hit just .144 in the series and were swept for the first time since the 1954 World Series. An exercise upside to screen time

Picking the right running footwear is as simple as trusting your sense of feel RUNNING Choosing the right running shoe has never been easy. There are so many shoe companies and so many models, each touting various high-tech features. How is a buyer supposed to make the smartest choice? With cross-country in full swing and the year’s most popular marathons and half-marathons just weeks away, lots of runners are looking for new footwear. Fortunately, many experts believe shoe-buying is getting simpler. You’ll probably fare best by trusting your sense of feel. A few years ago, “minimalist shoes,” designed to mimic barefoot running, were all the rage, but the results weren’t. “To borrow from Winston Churchill: Never has so much damage been done to so many by such little shoes,” says D.C. podiatrist Stephen Pribut. Many runners suffered forefoot pains and sometimes stress fractures because of the lack of cushioning. Others complained of calf strains and Achilles tendinitis.

A new approach among shoe companies followed. They brought back thick cushioning but abandoned bulky devices intended to increase motion control. “Many manufacturers stripped unnecessary extra bits out of their shoes, making them lighter and simpler,” notes Jeff Dengate, runner-in-chief at Runner’s World magazine. Of course, super-cushioning, like a lack of cushioning, can’t eliminate all injuries. Nor can a shoe based on the height of your arches. This is determined by the “wet test,” which involves stepping into a pan of water and then onto a sheet of paper to create a footprint. If you have flat feet, your feet are assumed to “overpronate,” or roll inward, and you’re supposed to buy rigid shoes. If you have high arches, you’re supposed to buy a shoe with cushioning and support. However, when Marine Corps medical staff conducted a trial of this method, they concluded that using the wet test to select shoes “had little influence on injuries.”

Tips for shoe shopping Here are some essential shoe-selection tips from the American Academy of Podiatric Sports Medicine and experts. A.B. Buy at a store. The in-store fitting process is central to a running shoe purchase. Try on shoes in the late afternoon or early evening, because your feet swell during the day. Wear the same wicking socks you wear while running. Pay careful attention to both feet: They’re slightly different sizes, move differently and receive different amounts of force. Avoid shoes that are too short. Select a pair with a finger’s width of space between your toes and the front of the shoes. Jog around in the store or on a nearby sidewalk. You can’t judge running shoes by walking. Buy the simplest, least gimmicky shoe that feels good. That means avoiding excessive weight and unnecessary doodads.

In his book “Biomechanics of Sport Shoes,” researcher Benno Nigg explains that pronation is the way humans are designed to walk and run. Excessive, harmful overpronation is rare, Nigg says. A 2014 study in the British Journal of Sports Medicine confirmed this by following 927 novice runners for a year and finding that the pronators had fewer injuries than non-pronators. So how should runners buy shoes? Try on lots of them, including brands and models you haven’t considered. Nigg says the best running shoes are the ones that feel best. “Comfort is hard to quantify,” he says, “but everyone knows it when they feel it.” Jonathan Beverly, shoe tester at Running Times magazine, puts it this way: “With the right shoes, you land where you’re supposed to land, the shoes bend where they’re supposed to bend, the cushioning feels good without slowing your stride, the support is neither too much nor too little, and you push off smoothly and strongly.” AMBY BURFOOT (FOR THE WASHINGTON POST)

A new study has something good to say about screens and fitness. A team from the University of Ottawa measured the post-exercise food intake and movement patterns of teens who exercised while watching TV, listening to music or receiving no other stimuli. The findings were published in the journal Appetite. Researchers asked 24 male teens to do a slow jog on a treadmill for 30 minutes while watching the Netflix show of their choice, listening to the music of their choice or receiving no stimuli. Researchers found that the teens didn’t eat more or move less after exercising in order to compensate for their workout. They also rated the TV and music workouts as significantly more enjoyable than the no-stimuli workout, indicating that they might be more likely to repeat them in the future. A.B. (TWP)

For what I’m guessing is only a few dollars a week, it seems like the only bad investment here is your mental energy in fighting it.

Early on, she explains to the audience her “code switching” — how she easily moves from one world to the other by shedding her blackness as much as she can. She swaps her prized sneakers for ballet flats, stuffs her hoodie into her backpack and, most noticeably, starts to sound more “white.” At one point Starr refers to herself as “the unthreatening black girl.” “This is what sometimes a lot of white individuals want in terms of African-Americans,” says the film’s director, George Tillman Jr. (2009’s “Notorious”). “Not to be authentic, and really code-switch and make it easier for them.” Starr finds the switching difficult after her childhood friend Khalil (Algee Smith) is shot and

killed by a white police officer. She’s suddenly even more different from her white friends (she doesn’t tell them she was in the car with Khalil at the time of the shooting, because doing so would emphasize their different experiences with police). Moreover, she’s thrust into a situation that the country has seen over and over again — the same conversation about how Khalil was “no angel,” how the officer’s life matters too, how the hairbrush Khalil was holding looked like a gun. But “The Hate U Give” speaks in a different voice. “I think we have a tendency to place less value on female voices, or at least non-male voices,” says Stenberg (“The Hunger Games”).

“But it is really important to talk about black women, because I think oftentimes we aren’t assigned emotions outside pain or anger or strength; we are not allowed to have the myriad of emotions that comes with being a human being.” The film, which opened last week and is based on the book by Angie Thomas, uses Starr to showcase the black women’s voices that typically aren’t included in the larger conversation about race and police violence — and contrast them with the voices that are. Though Khalil was raised by his grandmother because his mother is an addict, the news media interview his mother and present the same portrayal of a black woman — angry, defiant, seemingly uneducated — that is all too common on television. “In terms of the tropes that are perpetuated about blackness, I think that’s what this film is for,” Stenberg says. “For the way the media intentionally misconstrues or postulates blackness in a way that’s negative, in a way that’s very selective and creates stereotypes.” KRISTEN PAGE-KIRBY (EXPRESS)
