D[m Oeha A former billionaire described by the government as “the modern face of illegal insider trading” was sentenced Thursday to 11 years in prison, the longest insider trading sentence ever but far short of the two decades sought by prosecutors. Galleon Group founder Raj Rajaratnam also was fined $10 million and ordered to forfeit $53.8 million by U.S. District Judge Richard J. Holwell, who said he concluded that Rajaratnam made well more than $50 million in profits from his illegal trades. “His crimes and the scope of his crimes reflect a virus in our business culture that needs to be eradicated,” Holwell said. “When the integrity of the marketplace is called into question, the public suffers.”

More than two dozen people were arrested; all were convicted. The Sri Lanka-born Rajaratnam, 54, was ordered to report to a yetto-be-designated prison Nov. 28. His lawyers asked he be allowed to report to the medical facility at the Butner Federal Correctional Complex in North Carolina, where Bernard Madoff is serving his 150-year sentence after admitting to a Ponzi scheme that cheated thousands of people out of billions of dollars.

The judge gave Rajaratnam leniency, citing his need for a kidney transplant and his advanced diabetes. ‘Holding His Own’

Cain rises to the top of GOP polls with unconventional strategy 7jbWdjW Reveling in the national spotlight, Herman Cain is pledging to bolster his f ledgling White House campaign. He’ll need to, and quickly, if he has any hope of winning the GOP nomination. The unlikely contender has little campaign organization in Iowa, New Hampshire and other states where voting begins in less than three months. And he hasn’t done much else in those places to capitalize on his surge to the top of the GOP polls this month, which is attributed in part to his catchy 9-9-9 tax overhaul plan.

“We are now going to ramp up,” Cain promised this week. By that, he means executing what aides call a 50-state strategy — for a nomination contest that’s determined state by state. It’s a nontraditional path that other candidates have tried unsuccessfully. Cain’s campaign, which can seem almost overwhelmed by the attention that comes with a big rise in polls, argues that competing in the early voting states, while important, is not the only way to win the party’s nomination. His aides note that President Obama’s 2008 campaign fanned out across the country and was successful. But Obama competed vigorously in the early voting states, too. Still, Cain, who never has held political office, clearly has struck a chord with a part of the Republi-

can electorate craving a fresh face not tied to the GOP establishment. This is the first presidential contest since the tea party’s rise, and Cain is in many ways the natural culmination of the grass-roots movement: a straight-talking political outsider, espousing an antitax platform. “The conservative wing of the Republican Party has been auditioning for an anti-Romney alternative for months now,” former GOP strategist Dan Schnur said. “They’ve tried Michele Bachmann and Rick Perry, and they both wilted under the scrutiny. So far, Herman Cain seems to be holding his own.” Atlanta Tea Party Patriots cofounder Debbie Dooley explains it this way: “With Herman, what you see is what you get.” Earlier this year, Cain had to lend his campaign $500,000 to stay afloat. He’ll report his fundraising for the past three months within days. He is suggesting that money will no longer be a problem and says he now has enough to expand his campaign. His shoestrings campaign has a certain improvised feel as it scrambles to hire staff and keep pace with the intense media interest enveloping the former head of Godfather’s Pizza since he cruised past Romney in a recent NBC/Wall Street Journal poll.

/#/#/ If there’s a policy star in the GOP presidential primary, it may be Herman Cain’s 9-9-9 tax overhaul plan, which has helped fuel his sudden surge. But the 9-9-9 label is actually a bit of misnomer. Cain would toss out much of the current federal tax code and replace it temporarily with three taxes: a 9 percent income tax, a 9 percent business transactions tax and a 9 percent federal sales tax. On paper, the first two look like cuts, because payroll taxes for Social Security and Medicare (now nearly 15 percent, including corporate contributions) would be repealed. The sales tax would be new, on top of existing state sales taxes. But the full 9-9-9 would happen eventually, if temporarily. That’s because it’s the second step of a planned three-step process. The first step would cut individual and corporate tax rates to a top 25 percent rate (down from a current high of 35 percent). The final step would replace all of the taxes — even the 9s — with a national sales tax, known by proponents as a “Fair Tax.” (THE WASHINGTON POST/AP)

Gordon sheepishly admitted to reporters that he didn’t know the specifics about the candidate’s schedule that afternoon, nor the last time Cain had been in the state. With his popularity climbing, Cain eschewed the campaign trail last month for bookstores as part of a tour to promote his new memoir. And on Thursday, as a new poll showed him leading the GOP pack, Cain didn’t beeline it to Iowa to try to capitalize on it as expected. Instead, he made anappearance in Ohio at a Christian university. And on Friday, he was launching a bus tour through Tennessee. Neither state holds a primary until March — two months after voting begins. Still, Cain says that he’s not ignoring the early states and that he’s adding staff and building campaigns in them. (AP)

A little bird tells me that a lot of people have something to say about transit. And a lot of it isn’t so good. Here’s a sampling from Wednesday morning’s tweets about Metro: “Late to work thanks to you, @wmata.� “@wmata — guess I’m walking again today.� “I just don’t understand how a regional public transportation provider can be so awful. I get that stuff breaks down, but every day??�

Kvetching can certainly be cathartic, but if folks want real change, they’ll have to do more than fiddle with their phones. “I think getting out of 140 characters is important,� says David Alpert, the 33-year-old founder of the blog Greater Greater Washington, who hopes more people will follow his lead into transit advocacy. Although he’d always

been interested in urban policy, it wasn’t until he started the site in 2008 that he opened up lines of communication with other people thinking about transportation, and with Metro employees and elected officials. In those discussions, Alpert got a better understanding of how Metro works — and how it doesn’t. “Metro is complicated, and the

ways to improve it are complicated,� he says. As problems go, funding is a biggie, Alpert says. There are also issues that fall outside Metro’s reach. If you’d like to see dedicated bus lanes, for example, you’d better talk to the District Department of Transportation. “That’s something Metro can’t snap its fingers and fix,� he adds. But what about when it’s something Metro can fix? He hopes to push for improvements as the D.C. vice chairman on the Metro Riders’ Advisory Council, which is the public’s liaison to the board of directors. If you’d care to join him, Metro recently issued a call for applicants to fill six positions on the all-volunteer council — applications (available on Wmata. com) are due by Sunday. Alpert realizes that’s not realistic for most people, considering the time commitment involved (three or four hours a month) and the fact that there are only 21 seats on the council. But he says you don’t have to be a member to attend meetings or participate in other ways. “The most important thing to do is make sure elected officials understand the importance of transit, so they’ll fund it,� Alpert says. Another tip: Join with groups of citizens already trying to make a difference, such as the Action Committee for Transit in Montgomery County, which has been pushing to speed up the construction of a second entrance to the Bethesda station to alleviate crowding and delays. Or you could just tweet about it. But, somehow, that doesn’t seem as effective.

Hailing one of Arlington County’s 765 taxicabs may soon cost more. The Arlington County Board is considering whether to raise the basic taxi fare by 25 cents, and adding another 50 cents for each passenger older than 12 years of age. In return, cabs would be required to accept credit card payments by April 1. If the proposal wins approval, this would be the first fare increase since summer 2008. First, there’s the image of quarterback Danny O’Brien jogging off the field last Saturday, intercepted again, his shoulders suddenly rising and falling as he screams and releases weeks of disgust, disappointment and disbelief. Since the season’s first game, last year’s ACC rookie of the year had thrown just three touchdown passes and five interceptions. In the second quarter Saturday, he was told to trade his helmet for a headset.

Then there’s the image of C.J. Brown, the backup quarterback, outracing 11 defenders down the right sideline for a 77-yard touchdown. “I didn’t think we were getting what we needed offensively,” Maryland coach Randy Edsall said, “and I was looking to try to get a spark.”

It’s easy to look back to D.C. United’s championship days and pinpoint the reasons for the team’s success. The goal-scoring and attacking exploits of John Harkes, Raul Diaz Arce and Marco Etcheverry; and the steady presence in the back provided by Jeff Agoos and Eddie Pope immediately come to mind. What often goes unrecognized is the contribution of diminutive but disruptive central midfielder Richie Williams. When D.C. interior designer Andy Staszak (Andystaszakinteriordesign.com) saw Lusher’s dramatic white headboard and Lily Pulitzer duvet, he suggested painting the entire room (ceilings, trim, doors) chocolate brown. “I was skeptical,” says Lusher, 41, who lives in a condo near Logan Circle. “I expected the room to feel smaller. But it doesn’t, because the ceiling and corners that had been white just sort of disappear. It feels cozy and cave-like.” Staszak also helped him choose an aqua for his

den and a pink for the bathroom. Lusher’s color gamble paid off. But for every success story like his, someone else winds up with a horror movie red bedroom or jaundice yellow den. And if they didn’t use the right equipment and techniques, that color ends up looking both garish and sloppy. But there are ways to ensure your next paint job is a brush with greatness. When choosing colors, for example, get creative. “Look at things you like, go to your favorite store or restaurant, look at design magazines,” says paint guru Eve Ashcraft, author of

“The Right Color: Finding the Perfect Palette for Every Room in Your Home” ($30, Artisan). “And don’t work in a vacuum. Some rooms are more suited to color than others. A lot of it is just standing back and looking at the size of the room, the furnishings you have and what would make sense in there.” When selecting colors, don’t paint yourself into a corner. “Paint should be chosen after other things as opposed to before,” says Ellen Brotman, owner of Fairfax County’s Ellen Brotman Interior Designs (Brotmaninteriors.com). “To commit to something before you choose furniture doesn’t make sense.” Want to go with a bold shade like purple or orange? Think long and smart about where you put it.

“I generally think that you should go a little bit darker and a little bit muddier, grayer or warmer than you think you want,” says D.C. interior designer Andy Staszak (Andystaszakinteriordesign. com). “A good example is yellow. People think yellow is a nice, cheery color, but people often make the mistake and end up with a cross between egg yolk and school bus. Think more of the color of unsalted butter; it’s much softer and creamier, and more muted.”

With some guidance from HGTV and Home Depot, anesthesiologist Jack Lin, 37, painted stripes in different shades and sheens of red on the walls of the dining room at his home in Herndon, Va. “I did a lot of research on what steps I needed to follow,” he says. “It makes the room look very elegant and rich.” And isn’t that what we all want when we roll on a fresh coat of paint? “Take risks and don’t be afraid of color,” Wittmaack says. AMC’s zombie drama is back — and there isn’t even a glimmer of hope on the horizon

A Happy Acc(id)ent Anyone who seriously studies any kind of art will occasionally be accused of seeing things that aren’t there — I usually hear it as the dismissive “It’s just a MOVIE.” But I stand by the things I find; a film is a universe constructed more diligently than the world we live in, by a creator who we know wanted specific shots, props, colors, whatever. But recently my belief in the deliberateness of moviemaking got a little 8o Ah_ij[d shaken. I interviewed FW][#A_hXo Mateo Gil, the director of “Blackthorn,” in which Butch Cassidy (Sam Shepard) survived his standoff with the Bolivian police and has been living in the jungle for nearly 30 years. I noticed that Shepard’s Spanish accent was typically “American”: hard “r’s,” rather than the lighter, tapped sound that’s actually appropriate. I asked the director whether that was deliberate, a way to mark Cassidy as an outsider. “It wasn’t my decision,” Gil said. “We tried, [but Shepard] actually has a real American accent talking in Spanish.” So, really, my theory got busted; Sam Shepard simply can’t imitate a Spanish accent. Does it matter? I think not. Cassidy’s fluency with the language mirrors the length of time he’s been hiding out, but the fact that he can’t trill his tongue properly forever marks where he came from. J[b[l_i_ed AMC’s hit “The Walking Dead” returns Sunday night, and before we ask whether it’s gotten better as a series, some reference should be made to a bit of backstage tumult: Frank Darabont, who shepherded the original “Walking Dead” graphic novels to series, is off the show, even though his influence will remain strong for the first half of this season’s episodes. (There will be six episodes this fall, with another six in February.) Now the graphic novelist, Robert Kirkman, and the head writer, Glen Mazzara, are in charge. What happened there? Don’t know, don’t care. We just want to know whether “The Walking Dead” is still as preoccupied with the socio-psychological dynamic — “The Lord of the Flies”-type desperation of the proto-community — as it was last time around. It is, but the show seems somehow sleeker and better paced. Characters may now be people first and archetypes second. This has the subtle but immediate effect of making “The Walking Dead” less predictable and more frightening. Having survived a disastrous dashing of hopes at the all-but-abandoned Centers for Disease Control bunker at the end of last season, our loosely affiliated survivalists have left Atlanta, hoping that military aid awaits them at Fort Benning. As zombie fare goes, “The Walking Dead” has found just the right mix of believable terror and goopy gross-out. There’s a fine line to it: Some prefer their zombie movies to err on the side of crass humor and excess splatter. Others prefer the shuffling, inexorable realism “The Walking Dead” offers, such as when the group’s leader, Sher-

Each episode seems as if it’s avoiding the inevitable demise of everyone. Yet they keep running into pockets of other survivors. The zombie epidemic seems permanent, which raises the question of how long we can watch a show about something so despairing and futile. What “The Walking Dead” could use, if anything, is just a glimmer of hope. But that doesn’t seem to be where this road leads.

50/50 (R, 100 minutes) “50/50” doesn’t seek to pretty up the grim realities of cancer; it offers a refreshingly frank glimpse of a world too often distorted by Hollywood for its own ends, with Joseph Gordon-Levitt’s even-tempered Adam serving as the ideal guide through both its terrors and improbable gifts. Chief among a fatal illness’ unexpected silver linings, “50/50” suggests, are the friends and loved ones who show up, however inexpertly. The most clumsy by far is Adam’s best friend, Kyle (Seth Rogen), who battles his own panic by deciding to turn Adam’s disease into a babe magnet. The question of just who, if anyone, will truly show up for Adam turns out to be the fulcrum of “50/50,” a movie that barely makes filmgoers notice that they’ve come to care deeply, not only about whether Adam makes it, but for the friends he makes in chemo, too. A.H. CONTAGION (PG-13, 102 minutes) Before this movie is over, you will stop unconsciously touching your face. The script — which is reportedly based on solid scientific research — is admirably unsensational. And that’s even considering the fact that the virus at the heart of the story has a shorter and more lethal incubation period than anything we’ve previously seen. Gwyneth Paltrow, whose Beth Emhoff is the first to come down with the new disease, is dead minutes into the movie. Hundreds of millions of victims follow, though Beth’s husband, Mitch, played by a schlubby-looking Matt Damon, remains immune. Along with his teenage daughter, Mitch spends most of the movie sensibly holed up inside his house, as the world around him descends into a chaos of looting and Internet-fueled panic. M.O. DOLPHIN TALE (PG, 113 minutes) Winter the dolphin was 3 months old when crab nets entangled her off the shores of Florida’s Gulf coastline. Marine biologists rescued Winter and nursed her back to health, but not before they had to surgically remove her badly damaged tail. The operation that saved Winter’s life actually created fresh problems. The original tracked the efforts of a mad scientist to create a set of freakishly conjoined triplets by sewing together three unwilling human subjects, mouth to rectum. Many hard-core horror fans complained that the film was insufficiently graphic in its depiction of the actual procedure. “The Human Centipede II” ought to shut those critics up. The sequel follows Martin, a parking garage attendant obsessed with the first “Centipede” film. Martin intends to replicate the procedure. Martin may be mad, but he is no scientist, and he carries out his butchery with an assortment of nastylooking cutting implements. M.O. for penetrating insight — rather than a well-crafted political potboiler — will come away sorely disappointed. Granted, director and star George Clooney elicits terrific performances from his players, gamely letting Philip Seymour Hoffman, Ryan Gosling and Paul Giamatti take the lion’s share of the film’s most toothsome dialogue. Indeed, “The Ides of March” is so well directed and acted that it’s easy to overlook how dated and shallow it is. Rather than probe the system it abhors, “The Ides of March” is content simply to reassure the audience that it’s still rotting from within. A .H. KILLER ELITE (R. 115 minutes) In this simultaneously silly and overwrought action thriller, Jason Statham plays Danny Bryce, a professional assassin with a soft spot. Living with blood on his hands seems pretty easy for Danny, despite his decision to get out of the business after almost blowing a little girl’s head off. After a mere year’s vacation, however, Danny’s back in the game when he learns that an Arab sheik has taken his BFF and former partner Hunter (Robert De Niro) hostage. It seems that Hunter is being used as leverage to get Danny to carry out one last assignment. As it turns out, Danny’s special-ops victims had been taking orders from a shadowy fellow who gets his marching orders from a bunch of even more shadowy fellows. Needless to say, they want Danny dead. We’ve got another portmanteau word

for the movie: unbelievaballistic. M.O. MONEYBALL (PG-13, 133 minutes) Filmmaker Bennett Miller barely puts a foot wrong in bringing to life the tale of Oakland A’s general manager Billy Beane. In 2002, Beane (Brad Pitt) sought to rebuild the slumping A’s and revolutionize baseball recruiting using “Sabermetrics.” Miller has done a superb job of underplaying Pitt’s native magnetism, which nonetheless peeks out enough to dazzle Yale-educated computer whiz Peter Brand (Jonah Hill, playing a character based on Paul DePodesta). The secret of “Moneyball” isn’t just that it makes viewers root for Beane and Brand, but for their motley crew of castoffs. It’s difficult to review “Moneyball” without using the term “home run.” So let’s just say that it rounds all the bases with grace, modesty and a surfeit of heart. A .H. REAL STEEL (PG-13, 126 minutes) Hugh Jackman plays Charlie Kenton, a washedup boxer who is eking out a meager living in which he enters fighting ’bots in matches. The problem is, Charlie isn’t very good at it. Making matters worse is the sudden appearance in Charlie’s life of Max, his 11-year-old son. This sets the stage for two things. On the one hand, it’s the redemption of Charlie’s career, courtesy of Max, a video-game whiz kid. On the other hand, it’s a rapprochement of sorts between the estranged father and his son. Both threads center on Max’s efforts to restore and train a battered robot that he finds in a junkyard. M.O. TUCKER & DALE VS. EVIL (R. 89 minutes) “Tucker & Dale vs. Evil” is hardly the first horror comedy, but it benefits

After breaking up with Rick — Ally’s 19th lover — Ally (Anna Faris) reads in a women’s magazine that most women who have had 20 or more sex partners will never get married. Panicking, Ally vows to stay celibate until she can dig up as many of her exes as possible, hoping that one of them has turned into the man of her dreams. Assisting Ally is her neighbor Colin, a sweet but seemingly commitment-phobic hottie. This should tell you a lot. M.O.

from a sweetness not found in many of its peers. There’s gore here, but one never has the impression that this story was constructed to show off the special effects team’s gloopiest gimmicks. Tucker (Alan Tudyk) and Dale (Tyler Labine) are working-class Appalachian fellas headed to a deep-woods shack. As they briefly cross paths with a generic crew of good-timing college campers, the film introduces its crossed-wires M.O.: The guys are tongue-tied and goofy in the face of young, pretty girls, and the youngsters misinterpret their awkward grins as sinister taunts straight out of “Deliverance.” When, in the woods, Tucker and Dale wind up saving one of the girls from drowning, her pals think they’ve kidnapped her. Their inept “rescue” attempt gets some of them killed, and each accidental death fuels two opposite theories. JOHN DEFORE WARRIOR (PG-13, 139 minutes) Judging from its poster, “Warrior” should be just another slab of lunkhead cinema. Don’t be fooled.
