A Wagoner County, Okla., man was arrested Saturday after his dog showed officers where he was hiding, KTUL-TV reported. James L. Ayer, wanted on charges involving firearms and methamphetamine, was located in a routine traffic stop but jumped out of his car and ran into a nearby field. Deputies searching the field spotted a dog, which led them straight to Ayer, whom they arrested. The dog was Ayer’s own pet. (EXPRESS)
A fugitive in Westmoreland County, Penn., was no match for a 4-year-old. Sheriff’s deputies were searching for Jesse Vaughn Lawson last week on an arrest warrant for burglary and receiving stolen property. Lawson’s girlfriend told them she hadn’t seen Lawson in five days, but her son was more than happy to help. The Tribune-Review reported the boy told deputies, “Come on, I’ll show you,” and led them to a closet where Lawson was hiding. (AP)

MUSEUMS On a gloomy October morning, Smithsonian staff members at the Hirshhorn Museum and Sculpture Garden woke up one of their employees from an office and headed to the third floor. Soon after, visitors were welcomed with a surprise. “Hello, I am Pepper.” Visitors were intrigued. That’s because the greeting didn’t come from a typical Smithsonian staffer. It came from Pepper, a 4-foot-tall humanoid robot with wheels for legs. Smithsonian visitors were a little nervous to see Pepper’s head and eyes follow them as they walked away or toward the wideeyed robot. Its arm and finger movements are almost lifelike. Mila Zaragoza, 9, from California, reacted with a big smile when she heard Pepper’s friendly, high-pitched voice say hello. Mila asked Pepper to do

Officer accused of raping woman at a traffic stop
TRANSPORTATION More than a year after ditching plans to bring back automatic train operation — the self-driving train technology that launched when Metro did in 1976 — the agency’s leaders have changed course, citing the need to provide a better customer experience. Metro is now aiming to restore computer-driven trains in the second half of 2019. The decision comes on the heels of a $1 million consultant’s study that recommended running fully automated operations during rushhour periods, when the presence of track workers is minimal. For riders, that could mean smoother rides and a more efficient journey — and perhaps a few seconds shaved off their commutes. (Metro’s plans to return to ATO have fallen through in recent years, so it remains to be seen whether the agency will follow through.) The agency says its goal is to run rush-hour trains in ATO beginning in the latter half of next year, after it has time to train its staff on the system that was disabled in the wake of the fatal 2009 Red Line crash at the Fort Totten station. ATO was not at fault in the crash, which happened after a signal failed to detect the presence of a stopped train as another barreled toward it at 49 mph. Now, Wiedefeld told Metro’s 1,700 managers in a promotional video Monday, the landscape has changed. “We are in a very competitive market — whether it’s Uber, Lyft, scooters, bikes — you name it. And that’s before you started to think about automated vehicles and the role they may play,” he

We have to do better.” ATO’s restoration is part of a suite of initiatives Wiedefeld plans to introduce for the coming year — including mobile payment through a dedicated app and SmarTrip ride credits for anyone whose trip is 10 minutes later than Metro estimates. In 2017, Metro declared in a quality-control report that the return to ATO was not an engineering problem but a personnel one. Leaders, however, feared that potential overreliance on automated operations would endanger track workers as the system underwent near-constant
rebuilding and maintenance work. The return to ATO will require a two-pronged approach to address leaders’ concerns, according to agency officials: a proactive control system that would remotely disable ATO features outside of rush hour; and training on the system, which the majority of Metro’s operators are unfamiliar with, according to the agency. But the benefits for riders will be substantial, the agency said. “Just looking at system performance, the system is designed to operate in ATO and it runs better in ATO,” Metro spokesman Dan Stessel said. A Prince George’s County police officer is accused of raping a woman in her car during a traffic stop. Officer Ryan Macklin was arrested Monday on charges including first-degree rape. Police Chief Hank Stawinski said the woman was pulled over early one morning last week. Police say the on-duty Macklin is accused of then forcing the woman to perform a sexual act. Stawinski says there may be more victims. Macklin has been suspended without pay and relieved of his weapons, police vehicle and credentials. (AP) MARYLAND
Officials: Five kids may have a polio-like disease Health officials said five kids in Maryland are believed to have contracted a virus this fall that has symptoms similar to polio. The state’s health department said the five reported cases of acute flaccid myelitis also are being investigated by the U.S. Centers for Disease Control and Prevention, and are among dozens of cases the federal health agency is looking into across the country. It was not immediately known if some of the reported cases across the country are in Virginia or D.C. Ex-deputy charged with sexual assault of inmate A former sheriff’s deputy in Fairfax County has been charged with sexually assaulting a jail inmate. Authorities said Tuesday that 47-year-old Keith Washington of Stafford turned himself in Tuesday on charges including carnal knowledge of an inmate and sexual battery. He’s being held without bond. The case has been under investigation for more than a year. Police are investigating whether other inmates may have been assaulted. (AP)

Council. The council on Tuesday gave final approval to legislation
repealing Initiative 77, a ballot measure passed by 55 percent of voters in June. The initiative would have ended a system that allows employers to pay tipped workers a few dollars an hour as long as customer gratuities add up to the standard minimum wage. It would have gradually raised the current $3.89 hourly tipped wage until it matched the standard minimum wage in 2026. Servers and bartenders make up the bulk of tipped workers. Council unexpectedly delayed a final vote Tuesday on regulating Airbnb and other shortterm rental companies because of a last-minute dispute over how to pay for the legislation. Chairman Phil Mendelson agreed to postpone a final vote until Nov. 13, after objections were raised. The council unanimously gave preliminary approval to the bill two weeks ago. The proposal would prevent D.C. property owners from renting out second homes on a short-term basis and put limits on those who rent out spare rooms or basements in their primary residences. (TWP)

low-paid workers. It was sponsored by council member Marc Elrich, D-At Large, who is running to succeed Leggett, and council member Tom Hucker, D-Silver Spring. The lone vote against the bill came from council member Nancy Floreen, I-At Large, who along with Republican Robin Ficker also is seeking the county executive’s seat. The legislation allows county officials to require trash-hauling contracts to include “labor peace agreements” — pacts to resolve labor disputes through arbitration, not strikes or lockouts that could disrupt service, which happened in Montgomery, Maryland’s most populous jurisdiction, in 2013 and
2014. It also requires the county to increase pay for trash, recycling and yard waste contractors up to the increase unionized county service workers receive. The council approved three amendments to the bill proposed by council member George L. Leventhal. One amendment says wage increases are guaranteed for all trash and recycling contracts, regardless of whether there is a labor peace agreement in place. The others require the county to consider the effect on competition before requiring a labor peace agreement, and contractors to pass on the wage increase to their workers. Hurricane Michael killed at least 16 people in Florida, most of them in the coastal county that took a direct hit from the storm, state emergency authorities said Tuesday. That’s in addition to at least 10 deaths elsewhere across the South. The scope of the storm’s fury became clearer after nearly a week of missing-persons reports and desperate searches of the Florida Panhandle neighborhoods devastated by the most powerful hurricane to hit the continental U.S. in nearly 50 years.
The count of 16 dead was twice the number previously tallied. Emergency authorities said 12 of the deaths were in Bay County, where the storm slammed ashore with 155 mph winds and towering storm surge last Wednesday. Bay County includes Mexico Beach, the ground-zero town of 1,000 people that was nearly obliterated. The tally also includes 10 deaths in Virginia, Georgia and North Carolina. Mexico Beach Mayor Al Cathey said two deaths were confirmed in his town. Only one person remained missing in Mexico Beach, Cathey said, adding that authorities were almost certain that that person evacuated before Michael and
simply hasn’t been contacted. “We’re holding steady at two and don’t expect that number to rise,” the mayor said. Nearly 137,000 Florida customers remain without power in an 11-county region that stretches from the Gulf of Mexico to the Georgia border, according to state emergency management officials. A glimmer of hope emerged when cellphone service began to return to the stricken zone. Verizon service also resumed in Panama City, where residents haven’t been able to contact loved ones or call for help. Female gorillas may prefer to mate with males who bond with young gorillas, new research published Monday in Nature Scientific Reports suggests. The study, reported in Newsweek, looked at mountain gorillas in Rwanda. It found that male gorillas who spent the most time with gorilla children (regardless of their paternity) fathered five times as many children as those who spent less time with the children. Lead author Stacy Rosenbaum, a postdoctoral fellow at Northwestern University, said the results may point to how fatherhood behaviors developed in humans. (EXPRESS)

ISTANBUL Police searching the Saudi Consulate found evidence that Saudi writer Jamal Khashoggi was killed there, a high-level Turkish official said Tuesday, and authorities appeared ready to also search the nearby residence of the consul general after the diplomat left the country. The comment by the Turkish official intensified pressure on Saudi Arabia to explain what happened to Khashoggi, who vanished Oct. 2 while visiting the consulate to pick up paperwork he needed to get married. President Trump said Tuesday after a phone call with Crown Prince Mohammed bin Salman that he “totally denied any knowledge of what took place in their Turkish Consulate.” The crown prince “told me that he has already started, and will rapidly expand, a full and complete investigation into this matter. Answers will be forthcoming shortly,” Trump said in a tweet. The president later appeared to take a stronger stance, criticizing the global condemnation against the kingdom and comparing it to the allegations of sexual assault leveled against now-Supreme Court Justice Brett Kavanaugh. “Here we go again with you’re guilty until proven innocent,” Trump said. Secretary of State Mike Pompeo traveled to Saudi Arabia to talk to King Salman and the 33-year-old crown prince about the fate of the journalist, who wrote critically about the Saudis for The Washington Post. Elizabeth Warren’s release of a DNA test that suggested a lineage to a distant Native American ancestor has roiled the Cherokee Nation and others in indigenous communities frustrated about claims of cultural and social ties for political maneuvering. The Massachusetts Democrat, a likely presidential contender in 2020, released the test Monday in an attempt to neutralize attacks from President Trump and other Republicans. She has previously cited family stories to claim Cherokee and Delaware Indian heritage. “It makes a mockery out of DNA tests and its legitimate uses while also dishonoring legitimate tribal governments and their citizens,” Cherokee Nation Secretary of State Chuck Hoskin Jr. said in a statement. He added that the tests can’t even reliably determine lineage among North or South American tribal groups. HEALTH U.S. health officials on Tuesday reported a jump in cases of a rare paralyzing illness in children, and said it seems to be following an every-other-year pattern. At least 62 cases have been confirmed in 22 states this year, and at least 65 additional illnesses in those states are being investigated, according to the Centers for Disease Control and Prevention. Similar waves of the same illness occurred in 2014 and 2016. CDC officials say they haven’t found the cause. Some possible suspects, such as polio and West Nile virus, have been ruled out. Another kind of virus is suspected, but it’s been found in only some of the cases. “This is a mystery so far,” Dr. Nancy Messonnier of the CDC said in a call Tuesday with reporters. More than 90 percent of the confirmed cases have been in children 18 and younger, with the average age being 4 years old. Once diagnosed, some patients have recovered quickly, but some continue to have paralysis and require ongoing care, Messonnier said. It is “a pretty dramatic disease,” but a rare one, Messonnier noted, affecting less than 1 in 1 million children under 18. Health officials call the

The founder of a legal-services app says his product now allows users to sue someone with their smartphones and claim awards from class-action lawsuits the same way they’d select a match on Tinder — with a quick “swipe right to sue.” Since those new services launched last Wednesday, the app, known as DoNotPay, has been downloaded more than 10,000 times, according to its founder, Joshua Browder, a 21-year-old senior at Stanford University who has been labeled the “Robin Hood of the Internet.” As an 18-year-old, Browder created a bot that helped people fight parking tickets in New York, London and Seattle, and he later created another bot to help people sue Equifax after a data breach left 143 million American consumers vulnerable to identity theft last year. Browder said DoNotPay has already helped users claim $16 million in disputed parking tickets. About half the app’s users who have sued Equifax have been successful, he added, taking home an average of about $7,000. “The most popular claims so far involve a merchant breaching a contract, such as United Airlines kicking someone off a flight,” Browder said. What if the Redskins didn’t pick the right quarterback? What if Washington went all in on Alex Smith and he was the wrong choice? It has been only five games, but that’s nearly one-third of the season — enough time to see whether it was wise to let Kirk Cousins walk and trade a starting corner for Smith. So far, the results have been underwhelming. It has been a steady diet of “Good Alex/Bad Alex,” which shouldn’t be surprising given that’s his career résumé. The top overall pick in 2005 is not on his third franchise without reason. The 49ers and Chiefs saw enough to know that Smith, now 34, wasn’t their long-term solution. He arrived in Washington with questions despite having a breakout 2017 season on a solid team in Kansas City. In Washington, Smith is working with broken and replacement parts. The talent at
receiver and running back has been decimated by injuries. The Redskins’ best scheme may be the double tight end set, and Jordan Reed always seems a breath away from the injury report. The offensive line has been simply average. Smith seems like someone who knows he’s smart enough to solve a problem but for some reason can’t. He doesn’t trust the line to give him that extra second, so he throws to a check-down receiver rather than one downfield, or he staggers in the pocket and gets hit. No one is clamoring for the days of predecessor Kirk Cousins. That storyline wore itself out. But there are modest calls to play backup Colt McCoy, whose last meaningful pass was in 2014. Put that aside: The Redskins are stuck with Smith for four years via a $94 million contract. It’s time for coach Jay Gruden to make the offense a better fit for Smith rather than force the passer to do things he’s can’t. Smith’s stint so far is reminiscent of quarterback Mark

In each of three victories this season, Peterson has rushed for at least 96 yards. In
the two losses, he had 26 yards rushing combined. Peterson averaged 5.6 yards in his 17 carries Sunday in the victory over Carolina. But he has knee problems, and because of a painful shoulder injury, he needed help just to take off his pads. He might not last much longer, and there’s no proven runner behind him. This is Smith’s team. The e question is whether he’ll prove to be the right choice.
Aaron Rodgers did several amazing things Monday night while leading the Packers to a comeback win over the 49ers. But he definitely did not pull “another rabbit out of his head.” That was the comment from ESPN’s Jason Witten, who is in his first season in the “Monday Night Football” booth and has had a rocky start. The former Cowboys tight end also has incorrectly identified plays and repeatedly stated the obvious. And he drew fire for saying of the new roughing-the-passer rule: “It seems like we went a little bit to the left wing.” Late Monday, he tried to laugh off his latest malaprop with a self-deprecating tweet laced with emojis for a head smack, a shrug and, of course, a bunny. U.S. program’s new boss resigns after criticism
Ohio State defensive end Nick Bosa, who has been recovering from surgery to repair a core muscle, has withdrawn from school to focus on preparing for the 2019 NFL draft. Bosa, a junior who had surgery Sept. 20 and hasn’t been cleared to play, is the younger brother of Chargers defensive end Joey Bosa, who also starred at Ohio State and was the third overall pick in 2016. Nick Bosa is the top prospect on ESPN’s Big Board, and his injury is unlikely to diminish his value. The Columbus Dispatch reported that Nick Bosa told coach Urban Meyer of his decision Sunday. (TWP)
Mary Bono’s tenure as the interim president of USA Gymnastics is over four days after it began, the New York Daily News reported. Bono, who was appointed to the job Friday, resigned Tuesday after a weekend of criticism. Shortly after the announcement that Bono would replace Kerry Perry, who resigned as part of the Larry Nassar scandal, Olympian Simone Biles criticized an earlier tweet by Bono that showed her drawing over a Nike logo on her golf shoe to protest Colin Kaepernick’s work with Nike. A healthy Howard offers new threat Wizards have big man who can provide points out of the pick-and-roll WIZARDS Dwight Howard is finally healthy, so the Wizards have a lineup with its most talented big man in the John Wall-Bradley Beal era. Now the challenge is to build chemistry with Howard, who participated in his first team practice Monday since he signed in July. He missed almost all of the team’s preseason work: The Wizards open the season at home Thursday against the Heat (8 p.m., NBCSWA). “I thought we looked good together [Monday]; we made some plays off each other that were really good,” Howard said of his first on-court experience with Wall. “Me and him and Bradley are going to have an unbelievable time in the pick-and-roll.” But Howard, who missed the preseason games because of an injured buttocks muscle, said he is “still learning a lot of plays.” As a result, if Howard, 32, plays Thursday, which the team has not announced, he’ll fall back on the strengths he’s developed
since entering the league in 2004. That often could mean setting a screen and diving to the basket. Last season, the Wizards averaged a paltry 0.98 points per possession on scoring plays involving the screener in pick-and-rolls. Though previous center Marcin Gortat was an expert screen setter, the Wizards did not rely on him for scoring. In practice Monday, Howard used the pick-and-roll to start developing a bond with teammates. “The guy, he’s smart. He has a high IQ,” coach Scott Brooks said. “He sets great screens, and he rolls and he finishes around the rim. He’s as athletic as anybody in the league. I thought he had good chemistry with all of our guys.” That should translate into more points from the Wizards’ center. Gortat averaged just 8.4 points last season; Howard averaged 16.6 with Charlotte, in line with his career average of 17.4 points per game. Howard said he should be able to fit in before too long. “I know me not being on the court for the summer, for the preseason, is going to be tough,” he said. “But these guys are great. Costello brings joy to misery
D.C. rapper Shy Glizzy brings authority to his understated approach ALBUM REVIEW When Shy Glizzy raps in that muted trumpet of a voice, you get to hear two things at once: emotion leaking out and emotion being withheld. It’s an artfully pressurized style of mouth-music that keeps you listening close, with every syllable prompting a balancing act in your brain. What’s being expressed? What isn’t? What needs to be said? What can never be? Shy once described his pinched tone as something he couldn’t “escape.” It seemed existential at the time, but the 25-year-old D.C. native has since figured out how to soften that sneer. On “Fully Loaded,” his album released Friday, he sounds exceedingly comfortable for someone rapping about the lethal borderline that separates the street life from the good life.
Just three bars into the proceedings, he’s meditating on his fame, his family and his future in beautiful bleats. “Damn, look at me. I blowed up, I done had a … son,” Shy marvels. “He’s a trust fund baby, he ain’t gotta hold a gun.” And right away, here’s an opportunity to squint at the scales of your mind. When a father defines good fortune as being able to protect his child from an unjust, weaponized world, what do you hear? Relief or regret? Exaltation or exhaustion? Meantime, Shy is mastering his own balancing act, infusing tough words with light melodies. That unhurried steadiness — it’s a D.C. thing. You can hear it in last year’s “Crew,” an odd-couple duet between GoldLink and Shy that felt frictionless enough to go platinum. It’s in Wale’s sauntering contribution to “No Hands,” a guest verse from 2010 that became that rapper’s trademark. You can hear it in the go-go music that perpetually pitter-pats out of

The characters in “Look Now,” Elvis Costello’s sumptuous new album with The Imposters released Friday, are each unhappy in their own way. We meet a woman who laments her deteriorated marriage (“Stripping Paper”), a dilapidated music-hall singer (“Under Lime”), a daughter pondering her dad’s infidelity (“Photographs Can Lie”) and so on. Costello’s elegant melodies and arrangements are what make it easy to be sympathetic. The songs’ moods may be mostly miserable, but “Look Now” will make its listeners very happy indeed. Netflix’s ‘The Haunting of Hill House’ collapses after a promising start TV REVIEW Put simply, scary times mean scarier movies and TV shows. Any attempt to increase the adrenaline flow is plenty welcome, so long as you sustain the fear all the way through and resist the urge for a tidy and even sickeningly soft ending.
In this spirit, there is good and not-so-good news about Netflix’s “The Haunting of Hill House,” creator Mike Flanagan’s 10episode chiller now streaming that’s very loosely inspired by Shirley Jackson’s acclaimed 1959 gothic horror novel of the same name. For eight and even nine episodes, the series does everything right as both a compelling, fractured-family drama and a dive-under-the-couch-cushions creepshow. That 10th episode,

Flanagan and his writers use the episodic series format to achieve the slow build that most 100-minute horror movies so desperately need. More impressively, the show takes itself seriously as a drama about a family coping with all kinds of grief. Now, alas, it’s time to address its tragically dumb final episode, in the which the Crains make their inexorable return to Hill House for a forcibly sentimental ending. Things were going so well.
