Iraq invasion may signal an end to long, costly undertakings
President Obama on Friday declared an end to the Iraq War, one of the longest and most divisive conflicts in U.S. history.
7 MWhd_d] \eh ?hWd Iran should not misread the withdrawal of American troops from Iraq as affecting the U.S. commitment to the fledgling democracy, Secretary of State Hillary Rodham Clinton said Sunday. Washington has long worried that meddling by Iran, a Shiite Muslim theocracy, could inflame tensions between Iraq’s Shiite-led government and its minority Sunnis, setting off a chain reaction of violence and disputes across the Mideast. (AP)
Islamic extremists who would plot terrorist attacks against the U.S. Libya, too, has so far been a case for limited U.S. military intervention. The U.S. cleared the sky ahead of a NATO-led air campaign to protect civilians without putting any troops on the ground. It took about eight months and cost the U.S. about $1.1 billion to achieve the Libyan rebels’ goal of toppling Moammar Gadhafi. The potential for bigger conflicts persists in places such as Pakistan, whose growing arsenal of nuclear weapons sets it apart from other potential hot spots.
Iran is a major worry, too, in light of its suspected drive to build a nuclear bomb and its proclaimed goal of wiping out Israel. But a U.S. invasion of Iran, on a scale like Iraq, seems highly unlikely for now. Even after the U.S. declares an end to its presence in Iraq in December, about 157 U.S. service personnel are expected to remain, working out of the U.S. Embassy in Baghdad under Army Lt. Gen. Robert Caslen. Their job will be to oversee security assistance to the Iraqi government, as similar embassy contingents do in many other Persian Gulf countries and beyond. ROBERT BURNS (AP)

Group’s numbers in science, tech, math, engineering decline MWi^_d]jed With black unemployment reaching historic levels, banks laying off tens of thousands and law school graduates waiting tables, why aren’t more African-Americans looking toward science, technology, engineering and math — the still-hiring careers known as STEM? The answer turns out to be a complex equation of self-doubt, stereotypes, discouragement and economics — and sometimes just wrong perceptions of what math and science are all about. The percentage of AfricanAmericans earning STEM degrees has fallen during the last decade. It may seem far-fetched for an undereducated black population to aspire to become chemists or comput-

<hkijhWj_d] <WYjehi Several factors are cited by scientists, educators and students for reasons behind the lack of African Americans going into science, technology, engineering and math careers. One is a self-defeating perception that STEM is too hard. Also mentioned are a lack of role models and mentors; pressure to earn money quickly; and discouraging academic environments. The impact reaches beyond the black community as America struggles to produce enough scientists to prosper in a world ruled by technology. (AP)
er scientists, but the door is wide open, colleges say, and the shortfall has created opportunities for those who choose this path. STEM barriers are not unique to black people. The U.S. does not produce as high a proportion of white engineers, scientists and mathemati-
cians as it used to. Women and Latinos also lag behind white men. Black people are 12 percent of the U.S. population and 11 percent of all students beyond high school. In 2009, they received just 7 percent of all STEM bachelor’s degrees, 4 percent of master’s degrees, and 2 percent of Ph.D.s, according to the National Center for Education Statistics. In 2009, African-Americans received 1 percent of degrees in science technologies, and 4 percent of degrees in math and statistics. Out of 5,048 Ph.D.s awarded in the physical sciences, such as chemistry and physics, 89 went to African-Americans — less than 2 percent. “White men make up less than 50 percent of the U.S. population. We’re drawing [future scientists] from less than 50 percent of the talent we have available,” says Mae Jemison, the first black woman astronaut, who has a medical degree and a bachelor’s in chemical engineering. Study Says BPA, Behavior Linked Exposure to chemical before birth might affect girls’ demeanor 9^_YW]e Exposure to BPA before birth could affect girls’ behavior at age 3, according to the latest study on potential health effects of the widespread chemical. Preschool-aged girls whose mothers had relatively high urine levels of bisphenol-A during pregnancy scored worse but still within a normal range on behavior measures including anxiety and
hyperactivity compared to other young girls. The results are not conclusive, and experts not involved in the study said factors other than BPA might explain the results. The researchers acknowledge that “considerable debate” remains about whether BPA is harmful. The researchers measured BPA in 244 Cincinnati-area mothers’ urine twice during pregnancy and at childbirth. The women evaluated their children at age 3. Nearly all women had measurable BPA levels, like most Americans. But increasingly high urine levels during pregnancy were linked with increas-
D[m ;l_Z[dY[ The Food and Drug Administration has said that low-level BPA exposure appears to be safe. But because of recent scientific evidence, it has concerns about potential effects of BPA on the brain and behavior in fetuses, infants and small children. The FDA is continuing to study BPA exposure and supports efforts to minimize its use in food containers. BPA has many uses, and is found in some plastic bottles and metal food can coatings. It was widely used in plastic baby bottles and sippy cups, but the industry phased out that use. (AP)

ingly worse behavior in their daughters. Boys’ behavior did not seem to be affected. The study was released online Monday in Pediatrics. Linda Birnbaum, director of the National Institute of Environmental Health Sciences and the National Toxicology Program, said the study contributes important new evidence to “a growing database which suggests that BPA exposure can be associated with effects on human health.” The American Chemistry Council, a trade group whose members include companies that use BPA, said the research “has significant shortcomings.” LINDSEY TANNER (AP)

Powerful Quake Rocks Turkey Officials: Death toll in 7.2 temblor rises to 138, 350 wounded
>[bf_d] >WdZi Leaders around the world offered condolences and assistance to Turkey on Sunday, including President Obama. Israeli President Shimon Peres also offered assistance, despite a rift in relations after a 2010 Israeli navy raid on a Gaza-bound aid flotilla that left nine Turks dead. Greece, which has a deep dispute with Turkey over the divided island of Cyprus, also offered to send a rescue team. (AP)
Cries of panic and horror filled the air as a magnitude-7.2 earthquake struck eastern Turkey, killing at least 138 people and wounding 350, officials said. Tens of thousands fled into the streets, screaming or trying to reach relatives on cell phones. As the extent of the damage became clear, survivors dug in with shovels or even their bare hands to rescue the trapped and the injured. “My wife and child are inside! My 4-month-old baby is inside!” CNN-Turk television showed one young man sobbing outside a collapsed building in Van, the provincial capital. The hardest-hit area was Ercis, a city of 75,000 close to the Iranian border. Many buildings also collapsed in the district of Celebibag, near Ercis. “There are many people under the rubble,” Celebibag Mayor Veysel Keser told NTV. “People are in

For weeks it’s been clear what the 17 countries that use the euro must do: Reduce Greece’s debt burden so the country eventually can stand on its own, force banks to raise money
C[Wdm^_b[ $$$ On Sunday, German Chancellor Angela Merkel and French President Nicolas Sarkozy had unusually stern words for Italian Prime Minister Silvio Berlusconi, as many fear his nation could be pulled into the debt crisis next if it does not act quickly. so they can ride out the financial storm that will entail, and show their European bailout fund is able to prevent larger economies from getting dragged into the crisis. On Saturday, officials said the leaders were near a deal on slashing Greece’s debts and strengthening the Continent’s banks. But on Sunday, the only solid detail to emerge was that banks will have to raise capital buffers faster than planned — by the end of 2012, instead of 2019. (AP)

Tunisians Herald Historic Election Thousands turn out to have a say in Arab Spring’s first vote Jkd_i" Jkd_i_W In the early morning hours Sunday, Tunisians dipped their fingers in blue ink and marked ballots in the first election of the Arab Spring. “It’s the first time in my life I’ve actually voted,” said Turkane Seklani, 37, in Tunis. “I am so happy.” It was here that the year’s first Arab revolution accomplished the unthinkable, forcing long-ruling President Zine el-Abidine Ben Ali to flee. Emboldened by the Tunisian revolt, the region’s streets awakened. Egyptians ousted President Hosni Mubarak. Libyan protestersturned-fighters fought a bloody war for eight months and on Thursday killed Moammar Gadhafi. In Syria, Bahrain, Yemen and beyond, the unrest continues. On Sunday, Tunisia — where the most peaceful of the revolts unfolded — took the next step as citizens voted. reform. But it will also be a window into the character of the governments that emerge from this year’s tumult: secular or religious, democratic or despotic. “If we succeed, we’ll send the message that democracy is possible as we sent the message that it is possible to remove a dictator,” said Sihem Bensedrine, a journalist and human rights activist in Tunisia. “We will be the recipe.” In the country of 10.4 million, about 55 percent of eligible Tunisians registered to vote after the revolution. Country declares its liberation amid questions over the killing of Gadhafi
9el[h Ijeho
LIBYA’S
Spring in motion with mass protests nearly a year ago, has taken the biggest step on the path to democracy, voting for a new assembly Sunday in its first truly free elections. Egypt, which has struggled with continued unrest, is next with parliamentary elections slated for November. Libya’s struggle has been the bloodiest so far in the region. Mass protests quickly turned into a civil war that killed thousands and paralyzed the country for the past eight months. Gadhafi’s hometown of Sirte was the last loyalist stronghold to fall last week, but Gadhafi’s son and one-time heir apparent, Seif al-Islam, apparently escaped with some of his supporters. The long-awaited declaration of liberation starts the clock on Libya’s transition to democracy. The transitional leadership has said it would declare a new interim government within a month of liberation and elections for a constitutional assembly within eight months, to be followed by votes for a parliament and president within a year.
Jh_feb_" B_XoW Libya’s interim rulers declared the country liberated on Sunday after an eight-month civil war, launching the oil-rich nation on what is meant to be a two-year transition to democracy. But they laid out plans with an Islamist tone that could rattle their Western backers. The announcement was clouded by international pressure to explain how ousted dictator Moammar Gadhafi had been captured alive days earlier, then ended up dead from a gunshot to his head shortly afterward. Gadhafi’s death in circumstances that are still unclear, and the gruesome spectacle of his body laid out publicly as a trophy in a commercial freezer, are testing the new Libyan leaders’ commitment to the rule of law. Even at the ceremony to declare liberation, two speakers in positions of authority essentially said Gadhafi got what he deserved. But transitional government leader Mustafa Abdul-Jalil, who made the keynote speech, did not mention the events surrounding Gadhafi’s end and called on his people to eschew hatred. “You should only embrace honesty, patience, and mercy,” AbdulJalil told the crowd in Benghazi, the birthplace of the uprising against Gadhafi. He urged Libyans to reconcile their differences. The uprising against Gadhafi erupted in February as part of antigovernment revolts spreading across the Middle East. Libyans celebrate at Saha Kish Square in Benghazi, Libya, on Sunday as Libya’s transitional government declared the nation liberated after months of bloodshed that culminated in last Thursday’s death of deposed dictator Moammar Gadhafi.
U.S. Secretary of State Hillary Rodham Clinton and Britain’s new defense secretary, Philip Hammond, said a full investigation into Moammar Gadhafi’s death is necessary. An autopsy confirmed that Gadhafi died from a gunshot to the head, Libya’s chief pathologist, Dr. Othman al-Zintani, said. However, the pathologist said he would not disclose further details or elaborate on Gadhafi’s final moments. It remains unclear what happened between the time Gadhafi was captured alive in Sirte on Thursday and arrived dead in Misrata later that day.” (AP)

I^Wh_W^ BWm Libya’s transitional government leader Mustafa Abdul-Jalil on Sunday laid out a vision for the post-Gadhafi future with an Islamist tint, saying Islamic Shariah law would be the “basic source” of legislation and existing laws that contradict the teachings of Islam would be nullified. In a gesture that showed his own piety, he urged Libyans not to express their joy by firing guns in the air, but rather to chant “Allahu Akbar,” or “God is great.” Using Shariah as the main source of legislation is stipulated in the constitution of Egypt. Still, Egyptian laws remain largely secular. (AP)
As the future began, though, the past was still visible as Gadhafi’s body was still on public display in a commercial freezer in a shopping center in the port city of Misrata. People have lined up for days to view the body, which was laid out on a mattress on the freezer floor. The bodies of Gadhafi’s son Muatassim and his ex-defense minister Abu Bakr Younis also were put on display, and people wearing surgical masks have filed past, snapping photos of the bodies. The New York-based group Human R ights Watch, which viewed the bodies, said video footage, photos and other information it obtained indicate that Moammar and Muatassim Gadhafi “might have been executed after being detained.” “Finding out how they died matters,” said Sarah Leah Whitson of Human Rights Watch. “It will set the tone for whether the new Libya will be ruled by law or by summary violence.” But the vast majority of Libyans seemed unconcerned about the circumstances of Gadhafi’s death, but rather were relieved the ruler of 42 years was gone, clearing the way for a new beginning. “If [Gadhafi] was taken to court, this would create more chaos and would encourage his supporters,” said Salah Zlitni, 31, in Tripoli. “Now it’s over.” (AP)

Metro riders will soon see a change in how their SmarTrip accounts store value and may face a reduction in their pretax transit benefits if Congress doesn’t take action. Commuters now can set aside up to $230 a month in pretax income for use in transit, but that limit is set to fall to $125 per month at the end of the year. Parking benefits would rise from $230 a month to $240 a month. Last year, Congress approved a last-minute fix that kept the $230-a-month transit commuter benefit in place through 2011. The transit allowance was originally increased from $120 per month as part of the federal stimulus plan. Metro and transit advocacy groups have said the pretax benefits keep more riders on buses and trains, and out of cars.
At the end of this year, “federal tax policy will provide more benefits for somebody who wants to drive in versus somebody who wants to take public transportation,” said Brian Tynan, director of government relations for the American Public Transportation Association.

“This is an incentive for people to take public transportation,” he said. “They’ve shown that when this benefit is available, [people] choose to take public transportation more often.” Metro said about 256,000 area employees are registered for its SmartBenefits program. Of that, about 86,000 are in the private sector and 170,000 are federal workers.
The transit authority is “working to advocate for an extension on behalf of thousands of our customers who would be adversely impacted if the transit benefit is not extended,” said Dan Stessel, Metro’s chief spokesman. Metro also has to make changes to comply with rules from the Internal Revenue Service that require it to separate parking and transit funds in SmartBenefits accounts. The program requires commuters who receive both parking and transit benefits to decide how much pretax income they want to set aside monthly for each type. “It is like having two separate buckets of value on your SmarTrip card,” Stessel said. The IRS decided in 2006 that commuter benefit accounts should be kept separate. The rule was supposed to take effect in 2008, but the IRS granted transit agencies, which have not been able to update their systems, until Jan. 1, 2012, to comply. Mike Shanahan’s switch from Rex Grossman to John Beck as starting quarterback couldn’t ignite the Redskins, who suffered another series of critical injuries to their starters Sunday as they lost, 33-20, to the Carolina Panthers at Bank of America Stadium. A week after Grossman got the hook during a loss to the strug-
gling Philadelphia Eagles, Beck took over — making his first start since December of 2007 — but he and his increasingly battered team were defeated by a one-win team for a second consecutive week. The once-promising Redskins trailed Carolina the entire game and fell to 3-3. Washington — which suffered its third defeat in the last four games — couldn’t find a way to slow the Panthers or match their offensive firepower. Carolina rookie quarterback Cam Newton — the first overall pick in last April’s draft — embarrassed Washington with his arm and his legs, passing for 256 yards and a touchdown on 18 of 23 attempts, and rushing for 61 yards and a touchdown on eight carries.

He threw an interception and lost a fumble in the losing effort. The Redskins recorded 353 yards of offense, 82 on the ground. Even when fully healthy, Washington’s offense struggled to execute consistently and put points on the board. But the Redskins’ efforts were hampered as they opened the game against the Panthers by the absence of injured offensive starters, tight end Chris Cooley, guard Kory Lichtensteiger and left tackle Trent Williams. On defense, where Washington already was without starting free safety Oshiomogho Atogwe, the Redskins lost inside linebacker London Fletcher with a hamstring injury. The past month had followed a familiar pattern for Newton and the Panthers: trail late in close games only and repeatedly fall short. But this time, Newton got the chance to keep the pressure on the Redskins instead of trying to pull off his own desperate comeback. The No. 1 overall draft pick responded to that challenge, coolly leading Carolina to three-straight touchdown drives after entering the second half with a 9-6 lead. (THE WASHINGTON POST/AP)

Steve Jobs did not take kindly to Apple’s imitators, according to a new biography.
Apple with its iPhone and Google with its Android software. Isaacson wrote that Jobs was livid in January 2010 when HTC introduced an Android phone that boasted many of the popular features of the iPhone. Apple sued, and Jobs told Isaacson in an expletive-laced rant that Google’s actions amounted to “grand theft.” “I will spend my last dying breath if I need to, and I will spend every penny of Apple’s $40 billion in the bank, to right this wrong,” Jobs said. “I’m going to destroy Android because it’s a stolen product.” Isaacson had unprecedented access to Jobs, a nd t heir last inter v iew was conduc ted just weeks before Jobs died.

A new biography portrays Steve Jobs as a skeptic all his life — giving up religion because he was troubled by starving children, calling executives who took over Apple “corrupt” and delaying cancer surgery in favor of cleansings and herbal medicine. “Steve Jobs” by Walter Isaacson, out Monday, delves into Jobs’ decision to delay surgery for nine months after learning in October 2003 that he had a neuroendocrine tumor — a relatively rare type of pancreatic cancer that normally grows more slowly and is therefore more treatable. Instead, he tried a vegan diet, acupuncture and herbal remedies, and even consulted a psychic. He also was influenced by a doctor who ran a clinic that advised juice fasts and other unproven approaches, the book says, before finally having surgery in July 2004. Isaacson, quoting Jobs, writes in the book: “‘I really didn’t want them to open up my body, so I tried to see if a few other things would work,’ he told me years later with

The advantage of a French 75 or a Manhattan — as opposed to a novelty drink with a weird name — is that you don’t have to handle a gag reflex when you order. “Can I have a Blood Bag?” you might say, trying not to make a face. Halloween cocktails are notorious for sounding or looking disgusting — due to the plastic eyeballs floating in them or the candy corn-infused liquors they’re made with. The ingredient list for the Blood Bag, above, which is one of 8o <_edW four Halloween cockPkXb_d tails concocted by the bartenders at Lost Society (2001 14th St. NW), looks innocuous — lemon, bitters, gin — until you get to the “blood puree.” Spoiler: It’s blood orange puree, and it supposedly comes with a candy finger (though mine was ungarnished). Still, the Blood Bag was my favorite of the four drinks ($10 each), darkly citrusy and Halloweenish without tasting generically autumnal. The Hallucination Sour (egg white, bitters, absinthe, rum) tastes a little Christmas-y, but the other two are strangely tropical: the wide, red Lost Zombie garnished with pineapple; and the Killer’s Passion (whose foamy top layer is drizzled with reddish drops of an unknown substance), a spicy sweet Champagne flute of gin, jalapeno and pineapple.

a hint of regret.” Jobs died Oct. 5, at age 56. The book provides insight into the unraveling of Jobs’ relationship with Eric Schmidt, the former CEO of Google and an Apple board member in 2006-09. Schmidt had quit Apple’s board as Google and Apple went head-to-head in smartphones,

BET hopes its shows can fill the void left by ‘The Cosby Show’
7bXkc H[l_[m
J[b[l_i_ed
“Stop calling me Theo,” Malcolm-Jamal Warner, right, tells Tracee Ellis Ross, left.
Since the award-winning “Cosby Show” ended nearly two decades ago, few TV shows have offered positive images of black families. BET wants to fill the gap. BET’s “Let’s Stay Together,” a romantic comedy involving contemporary relationships that debuted in January, is filming its second season after helping the network score its best ratings in BET’s history with an average of nearly 3 million viewers. And two weeks ago, the premiere of “Reed Between the Lines,” a new show starring Malcolm-Jamal War-
ner and Tracee Ellis Ross, pulled in solid numbers with 3.3 million viewers the night it debuted and 2.9 million viewers for a rebroadcast the same night. The audience slipped last week, though, with 1.2 million viewers on Tuesday night. “[This] may be the closest thing to ‘Cosby’ since ‘The Cosby Show,’” Warner says. Warner and Ross star as Alex and Carla Reed, who try to balance their demanding careers while raising three children. Ross plays a psychiatrist who specializes in
depression and obsessive-compulsive disorders, while Warner’s role is an English online professor at New York University. Warner, who played Theo Huxtable on “Cosby,” says “Reed” has the potential to be a high-quality show that highlights a loving, upscale black family in the same fashion as the NBC show. BET is also expected to have four other scripted programs — in the thriller and sci-fi genres — that will be shown only online. JONATHAN L ANDRUM JR. (AP)
<beWj_d] <h[Wa I^em0 Filmmaker Tim Burton has designed a balloon for this year’s family-friendly Macy’s Thanksgiving Day Parade in New York City. With pointed teeth and jagged stitching across his face, B. is the Frankenstein of balloons. A Burton-created backstory says the balloon boy was “stitched together from rejects of old birthday party balloons.” (AP)
On its first new album since 2003, Jane’s Addiction wants to remind you that it can still rock your head off. The band added bassist and songwriter Dave Sitek to its original lineup of frontman Perry Farrell, guitarist Dave Navarro and drummer Stephen Perkins and opens “The Great Escape Artist” with a track that thumps with such driving drums and bass, your speakers will beg for mercy.

“We’re all hustlers,” Farrell declares on “Underground,” which pays homage to Jane’s independent roots. “I’ve missed you all heaps and I’ve replanted my feet back in the underground,” he sings, as Navarro’s snarling guitar punctuates the sentiment. The band sought to stretch

itself on its fourth album by adding Sitek and experimenting with new sounds, some of which can be heard on “End to the Lies.” The defiant, psychedelic track is enhanced by the Master Musicians of Joujouka, Sufi musicians who contributed unique reed, pipe and percussion sounds from their mountainside schoolhouse near Morocco. The 10 tracks on “Great Escape” recall the Jane’s Addiction you remember — the Los Angeles quartet that blended ambling bass lines with blistering rock — plus 20 more years of musical maturity. [nfh[iid_]^jekj$Yec Yes, With Three X’s Brazilian electropop sextet CSS made waves in 2007 and then went off the radar. But they’re back and out to recapture the crazy concert energy that made them famous in the first place. And by “crazy,” we mean “their lead singer is named Lovefoxxx.” CSS stands for “cansei de ser sexy,” or “tired of being sexy.” We assume that was some sort of joke. 9:30 Club, 815 V St. NW; 7 p.m., $25; 202-265-0930, 930.com.
