Click-clack is back; jump in THE DISTRICT Before smartphones and Snapchat, the click-click of double Dutch jump-ropes could be heard in the streets and alleys of Washington and other urban areas. While the uninitiated might marvel at its intricacies, it often involves two children, usually African-American girls, reciting songs and turning ropes while one (or more) leap between them, jumping as fast as they can for as long as they can. But in the age of the glowing screen, it takes a squad of wise veterans to help kids relearn the game. “These computers have gotten kids so rotten,” said Robbin Ebb, 52. “It’s a lost art. I’m bringing it back.” Ebb is the force behind D.C. Retro Jumpers, a group operated by women working to bring double Dutch back to D.C. streets. Ebb said the group was started in 2005 for an event in Northeast Washington, and a subsequent slew of invitations from schools, churches, block parties and homeless shelters has kept

them busy ever since. The routine is well established. Ebb, usually accompanied by two other members of the group, arrives at an event with ropes and starts jumping. Kids — and parents — gather round, and Ebb begins cajoling them to get into the rope, no matter their shape, size or age. “Parents got off from doing it,” Ebb said. “I don’t care what color you are. If you can do my bunny hop, I’m getting you in my rope.” Joy Jones, the founder of D.C.

Retro Jumpers and author of a play about double Dutch, said she was inspired to create the group to feed an “intra-generational exercise obsession.” “My vision for the group was to have adult women jump-rope for fitness and fun,” Jones said. “One of the things that really inspires me, still, is seeing women on the edge of a demonstration and see the longing — almost lust — to get in the rope.” That feeling was on display earlier this month at Open Door Baptist Church’s community day in Southeast. Things started slow, with Ebb and her sister, 63-yearold Carlyle “C.C.” Prince, turning the ropes for each other or another D.C. Retro Jumper volunteer. Then, the line for the ropes began to grow. The 56-year-old church pastor — a former police officer who once ran a double Dutch program for D.C. police — jumped. A braided little girl who looked to be about 3 years old jumped. Ebb and her sister coaxed two girls into the ropes, jumping together, hand in hand, as the ropes turned faster and faster. “You can double Dutch forever,” Prince said. JUSTIN WM. The man accused of opening fire on his co-workers in Maryland last week, killing three and wounding two, will first be tried in his home state of Delaware, where police say he shot a sixth person and was arrested after a day-long manhunt. At a news conference Monday, officials announced the decision to first prosecute Radee Labeeb Prince, 37, in Delaware, where he faces four charges including attempted murder. If convicted, they said, he could face a sentence of life without parole. Officials stressed that Delaware does not have parole in criminal cases, while Maryland does. If Prince is convicted there, officials said, any sentence “will have more certainty.” “Prince will ultimately face trials in both states,” according to a joint statement from the Delaware Department of Justice and the state’s attorney’s office in Harford County, Md., where Prince is accused of shooting workers at a countertop company. Ray Knight, 64, was arrested after a fight with a 33-year-old male acquaintance that sent him and the man to the hospital with injuries, including what Knight said was a bite to his hand that required stitches. Murder-suicide leaves two teens dead in Va. A 19-year-old man fatally shot a 17-year-old girl and wounded a 15-year-old boy before turning his gun on himself in an Alexandria park Sunday night, police said. Yerson Nunez Lopez, of Maryland, was pronounced dead at the scene, police said, as was the female victim. The survivor is in stable condition at a hospital. Two bicyclists killed in Delaware were from D.C. Police said two bicyclists killed over the weekend in a Delaware beach town were from D.C. Delaware State Police on Sunday identified the victims as James D. Walton, 53, and Richard Chittick, 58. The two were killed early Saturday evening in Dewey Beach after being struck by an SUV. Police say the driver of a Chevy Suburban blacked out after suffering a medical emergency. No charges have been filed but police are still investigating and seeking to interview witnesses. (AP)

School rape case quietly ends with dropped charge

Uber is expanding a carpooling option offered in the D.C. region into Montgomery and Prince George’s counties in Maryland, the company announced Monday. The Commute feature launched earlier this year in D.C. and the Northern Virginia suburbs. Uber Commute works a little differently than the standard ride-hailing service. With Uber Commute, a driver signs up to pick up additional passengers as car poolers. The prosecution of two Hispanic teens who entered the country illegally and were later charged with raping a 14-year-old girl has ended. Maryland prosecutors dropped child pornography charges against Henry Sanchez Milian. He no longer faces any counts filed after the girl said she was raped at Rockville High School. Prosecutors initially charged Sanchez Milian and Jose Montano with rape, drawing national attention to the case. Defense attorneys claimed the sex was consensual. QARYATAYN, SYRIA The Islamic State militants came into the Syrian town with a hit list. By the time they left three weeks later, more than 70 civilians had been killed — shot or beheaded, their bodies dumped in farms and ditches. The apparent revenge killings in the town of Qaryatayn underscore the ability of the extremists to inflict heavy losses even when they are in retreat — and portend more violence as they fight to hang on to their last strongholds in Syria. News of the gruesome slayings began to emerge late Sunday, after ISIS militants were driven out by advancing government troops. Terrified residents said they watched the slaughter from their windows or in the streets. One former resident said his surviving family members walked for miles to find cellphone coverage so they could tell him of the deaths of his uncle, two cousins and a fourth relative. Another uncle remains missing. “They came into town with a hit list,” said Abdullah AbdulKarim, adding that 35 of the 50 militants who overran the town late last month were originally from Qaryatayn. “Our curse is from within us,” he said, speaking to The

An AP video, filmed as Syrian government troops recaptured Qaryatayn on Saturday, showed several bodies lying in the streets. The Britain-based Syrian Observatory for Human Rights said it had documented the killings of at least 128 people in Qaryatayn, including at least 12 killed by government forces on suspicion of aiding the ISIS militants.

AbdulKarim and Mohamed Hassan, an activist who runs the Palmyra Network News, put the death toll at 75 civilians, saying many more remain unaccounted for. AbdulKarim said during the three weeks that ISIS controlled the town, the militants went door to door looking for people they accused of collaborating with the Syrian government. “They took people to show them bodies dumped in an open area to let them know they were killed, but also to terrorize the public,” AbdulKarim said. He said the extremists barred residents from burying their dead.

Cambridge University has put Stephen Hawking’s doctoral thesis online, triggering such interest that it crashed the university’s website. Completed in 1966, when Hawking was 24, “Properties of Expanding Universes” explores ideas about the origins of the universe that have resonated through the scientist’s career. Tillerson flew from Qatar to Afghanistan’s Bagram Air Base, where he met President Ashraf Ghani and other Afghan leaders. After returning to Qatar, he departed for Baghdad for talks with Prime Minister Haider alAbadi for the second time in as many days. His primary message in Afghanistan was support for a

Just in time for Halloween, Chapman University has released its annual survey of U.S. fears. The survey asks respondents how afraid they are of more than 70 scary subjects. Relative to last year, “the 2017 list of fears clearly reflects political unrest and uncertainty in the wake of Donald Trump’s election as president,” the study’s authors write. Government corruption tops this year’s list, with 75 percent saying they were afraid of it, up from 61 percent last year. Beyond corruption, people were most concerned about health care, North Korea and pollution. Americans’ No. 2 fear wasn’t even on the list last year: Trumpcare. This year, 55 percent said they were afraid or very afraid of the attempts to repeal Obamacare. Water pollution occupies the next two slots. “Environmental issues never cracked the top ten fears in our previous surveys,” the authors write. Other environmental anxieties in the top 10 include air pollution (45 percent cited it, more than double the 21 percent last year) and climate change (48 percent, up from 32 percent). Also notable is what’s absent from the list: terrorism, the death of loved ones, and government restrictions on guns. Though Trump refused to let the new round of complaints go unanswered, he steered clear of the insults he exchanged last week with a congresswoman who had overheard the sympathy call. The president spoke in public at two events during the day — including his awarding of the military Medal of Honor to a Vietnam-era Army medic — and made no mention of the case of Sgt. La David Johnson, one of four soldiers killed Oct. 4 in a firefight with militants tied to the Islamic State group in Niger. In addition to criticizing Trump, Myeshia Johnson, the sergeant’s widow, also complained bitterly that she had not been able to see her husband’s body. “Every time I asked to see my husband, they wouldn’t let me,” she said. “They won’t show me a finger, a hand. I know my husband’s body from head to toe. They won’t show me anything. “I don’t know what’s in that box. The number of apartments deemed affordable for very low-income families across the U.S. fell by more than 60 percent between 2010 and 2016, according to a new report by Freddie Mac. The report by the government-backed mortgage financier is the first to compare rent increases in specific units over time. It examined loans that the corporation had financed twice between 2010 and 2016, allowing a comparison of the exact same rental units and how their affordability changed. At first financing, 11 percent of nearly 100,000 rental units nationwide were deemed affordable for very low-income households. By the second financing, when the units were refinanced or sold, rents had increased so much that just 4 percent of the same units were categorized as affordable. “We have a rapidly diminishing supply of affordable housing, with rent growth outstripping income growth in most major metro areas,” said David Brickman, executive vice president and head of Freddie Mac Multifamily. Rather, he said, affordable housing without a government subsidy is becoming extinct. More renters flooded the market after the housing crisis. Now you can globe-hop in the dairy department with offerings from France, Australia, Bulgaria, Iceland and other countries. The options are exciting, but they can also make for a mindboggling shopping experience. “Yogurt is really only two things: bacteria and milk,” says Cheryl Sternman Rule, author of “Yogurt Culture: A Global Look at How to Make, Bake, Sip, and Chill the World’s Creamiest, Healthiest Food.” To make it, you heat milk, allow it to cool somewhat, add live cultures (bacteria) and let the mixture incubate until it thickens, and you have yogurt. You can vary the basic formula to not only affect the taste and texture but to make a nutritional

Bulgarian One of the most common bacterial cultures used in yogurt is native to Bulgaria and named for the country: Lactobacillus bulgaricus. Naturally, that strain is the main one used to make Bulgarian yogurt, and it gives the yogurt one of its defining taste characteristics. Bulgarian yogurt has a pleasant but decidedly tart flavor, and its texture is creamy but loose and easily spoon-able. Because Bulgarian yogurt is unstrained, it retains all of the calcium and other nutrients from the milk used to make it.

Gabrielle Union’s first book is more serious than its title suggests. “We’re Going to Need More Wine,” out now, does include funny, true-life stories from the personable lead of BET’s “Being Mary Jane.” But the strongest essays in the collection, while told in a friend-to-friend style, are searing and powerful, including an account of when she was raped at a Payless shoe store in college and an exploration of the challenges of raising black children in America today. Here, Union, 44, discusses these and other experiences told in her book. CAROLE BURNS (FOR THE WASHINGTON POST) You write very openly and movingly about being raped at a Payless shoe store when you were in college. When and how did you decide to be so open about this experience? It was sort of decided for me when I was on a show that had a story line about a serial rapist preying on the people who worked at a hospital. Over the course of several weeks, I would look at the script and I would just be locked in terror, wondering if they were going to write my character to be raped next. And yet I worked with such kind, compassionate people, I realized that if they knew what had happened to me, they just wouldn’t do that to me. So having that conversation with my co-workers — someone who was not related to me, who I was not paying for therapy, who wasn’t from my small town — the idea of sharing that information as a means of protection, that’s what started it. Then once I shared, others shared: You know that

happened to me; you know that happened to my child, my mother. In attempting to protect myself, I realized I was offering a bridge, a hand, to other people who wanted to share, or who just needed to know, “Hey, I’m not alone.” Your essay about talking to your stepsons — with NBA star Dwyane Wade — about how they’ll be looked at suspiciously because they’re black reminded me of Ta-Nehisi Coates’ ideas about the black body. Tell me about that essay you wrote. I reference Coates’ book quite a bit, and that was absolutely my guide, especially when dealing with my children’s educators. It’s interesting now how some people are finding Coates’ new book problematic. Perhaps more

people are willing to see my approach as not being as combative. … But I’m not really saying anything different than what he’s saying. Your writing style is very conversational, yet you also quote people like James Baldwin and W.E.B. Du Bois. Why the variety of styles? We’re all a bit of a mix, I think. The quotes are there as a window into who I am, and to give a deeper sense of what writers I’ve been inspired by, and what words specifically lent themselves to my development as a human being. And I wanted to talk to as many people as possible. If you start using all of your SAT words, you’re going to make people think you’re pretentious, and they have no clue what you’re talking about. But I knew I was going to lose some people who feel that unless you use all your SAT words, you’re not worthy of listening to. I try to talk to people where they’re at.
