THE DISTRICT The fight over tipping and how restaurant workers are paid in the nation’s capital might be returning to the ballot. The D.C. Council this month repealed Initiative 77, which voters passed in June to require employers to pay more to servers, bartenders and other workers who rely on tips. Now supporters of Initiative 77 are trying to hold a referendum vote on the council’s decision to overturn the ballot measure. They want to repeal the repeal. WAMU first reported plans for the referendum vote. Initiative 77 is part of a national campaign to end a two-tier minimum wage system in D.C. and elsewhere. Current law allows District employers to pay tipped workers $3.89 hourly as long as the additional money they earn from gratuities add up to the standard $13.50 minimum wage. If tips fall short, the employer is

The ballot measure would have gradually raised the lower tipped minimum wage until it matched the standard minimum wage in 2026. Voters approved it in the June primary election by a 56-44 percent margin, over the objections of elected officials who said the plan would drive up labor costs and hurt the city’s burgeoning dining scene as well as workers. The Council voted 8 to 5 this month to repeal Initiative 77, and Mayor Muriel Bowser signed

the bill last week. The bill is expected to be transmitted to Congress for review in January, as is required under the city’s Home Rule Charter. To hold a referendum on the bill, proponents need to collect signatures from 25,000 eligible voters during the 30-day congressional review period. That window only counts days when Congress is in session, so signature collectors could have as long as two months. If the referendum qualifies for the ballot, the repeal bill would be blocked from taking effect until voters have another say during a special election. If the referendum passes, the council cannot amend it for at least one year. After that, the council could again try to gut Initiative 77, keeping the fight in a perpetual back-and-forth. “This has to be our line in the sand to say we can’t be talking out of both sides of our mouth as a city,” said the Rev. Poll: Brat, Spanberger virtually tied in Va. race VIRGINIA Republican Rep. Dave Brat and Democrat Abigail Spanberger are in a dead heat in Virginia’s 7th Congressional District, according to a poll released Monday, as the race in the one-time GOP stronghold enters its final week. The candidates are in a statistical tie, with 46 percent of likely voters in favor of Spanberger and 45 percent for Brat, a poll from the Wason Center for Public Policy at Christopher Newport University found. Libertarian candidate Joseph Walton has support from 4 percent, and 3 percent are undecided.

Is Metro always on fire? Tally of smoke and fire incidents helps explain why riders are fed up

what they were, but when customers or riders have experienced that, it’s hard to forget.”

TRANSPORTATION Firefighters were called to Metro stations at least 813 times for smoke- and fire-related incidents from January 2014 through December 2017 — calls that were most prevalent at stations along the western end of the Red Line, in the downtown core, and at the juncture where trains on the Orange, Blue and Silver lines enter D.C. from Virginia, according to a Washington Post analysis. Those numbers, compiled from data obtained from fire departments in the six jurisdictions served by Metro, are much larger than the transit agency’s official count of fires that occurred in the system. According to Metro’s tally, which is reported to the federal government, there were 312 fires during that period. The disparity comes from the way Metro defines a fire: a blaze that “required suppression” or resulted in injury, evacuation or “substantial damage.” The fire departments’ reports show that they respond to a variety of fire- and smoke-related disruptions on tracks and in stations, including sparking, smoldering and smoke incidents that don’t cause extensive damage, but require temporary singletracking that disrupts travel and causes delays for riders. The analysis also provides a glimpse into how the system earned a national reputation for being fire-prone. The numbers from the fire departments, like those from Metro, do show that the frequency of fires in the system has decreased since the end of 2016 — probably because of factors including the SafeTrack reconstruction project, reductions in service, a more

That means if you’re a commuter traveling between downtown and Shady Grove, you may have encountered as many as 253 smoke- or fire-related incidents outside of the downtown core. It also illustrates that when it comes to the disruptions caused by track fires, people commuting on the western end of the Red Line probably have it the worst. Beyond those, the cluster of stations with the most such incidents are downtown: Gallery Place, L’Enfant Plaza and Metro Center. Those critical junctures were affected by a report of smoke or fire 96 times. Incidents in these spots are particularly problematic because the stations are transfer points, and an interruption in service can have a ripple effect throughout the system.

intense nighttime track inspection schedule and a $12.2 million project to plug water leaks on the western end of the Red Line. In response to inquiries about the data, Metro officials said the

fire department logs do not accurately reflect the number of actual fires in the system. Additionally, they said, the higher number of calls is a sign that Metro is conducting business more safely and taking more precautionary measures when workers spot sparks or smoldering on tracks. But the fire departments’ data provides not just the number of times authorities were called, but also insight into when and where those incidents occurred — details that are not publicly available from Metro. And because a call to the fire department often means temporarily holding trains from an affected area, the data offers a sense of why so many riders feel burned by the system. Katherine Kortum, chair of the Riders’ Advisory Council, said the numbers illustrate the depths of the system’s troubles at their height in 2015 and the impact the safety crisis had on riders. “The image lasts longer than the fires,” she said. “The fires are significantly reduced from

In 2014, Metro officially reported 33 fires — even though firefighters were called to Metro properties 95 times. In 2015, though Metro logged 49 fires, firefighters were called to stations at a higher clip: 386 times. So how many fires should a transit system be expected to have? “We think zero’s pretty good,” D.C. Metro eyes more service, flat-rate fares Metro officials are seeking to institute a slew of changes in their upcoming budget to win back riders — including charging a flat $2 fare for subway trips taken on weekends, expanding the rush-hour window to include later times on weekday mornings and evenings, and increasing all trains to their maximum length of eight cars. Those proposed changes, released Monday as part of Metro’s budget proposal for the 2020 fiscal year, will need to gain approval from Metro’s eightperson board of directors — a task that will pose a challenge because some of these proposals are expected to cost more subsidy dollars from taxpayers in D.C., Maryland and Virginia. If these changes are approved, they would probably go into effect in July 2019. In a statement Monday, Metro General Manager Paul Wiedefeld said Metro must “get better than good” if it stands a shot at increasing ridership in the coming years. That, he said, will require further investment from local jurisdictions. “While there are a number of improvements such as pass discounts and automatic train operations that we can do within the new cap on subsidy growth,” Wiedefeld said, “the service improvements I am including in this budget will need the region’s support and the Board’s approval.” MARTINE POWERS

PITTSBURGH More than 35,000 people have signed an open letter to President Trump from the leaders of a Pittsburgh-based Jewish group who say the president will not be welcome in the city unless he denounces white nationalism and stops “targeting” minorities after a mass shooting Saturday at a local synagogue left 11 dead. Nevertheless, the White House announced Trump would travel to Pittsburgh today, ignoring the letter, as well as a plea from Pittsburgh Mayor Bill Peduto that the president at least refrain from visiting “while we are burying the dead.” The first of the funerals for the 11 shooting victims is expected to take place today. The open letter, which was published and shared Sunday, was written by 11 members of the Pittsburgh affiliate of Bend the Arc, a national organization for progressive Jews focused on social justice, following what is being called the deadliest attack on Jews in U.S. history. The shooting at the Tree of Life synagogue also left several people injured, including law enforcement officers. “For the past three years your words and your policies have emboldened a growing white nationalist movement,” the Jewish leaders wrote. “You yourself called the murderer evil, but yesterday’s violence is the direct culmination of your influence.” The letter continued: “Our Jewish community is not the only group you have targeted. You have also deliberately undermined the safety of people of color, Muslims, LGBTQ people,

and people with disabilities. Yesterday’s massacre is not the first act of terror you incited against a minority group in our country.” The White House did not respond to requests for comment on the letter. On Saturday, Trump strongly condemned the shooting as “pure evil,” adding that the “vile, hatefilled poison of anti-Semitism” and all other forms of prejudice must be rejected. Since then, Trump has continued tweeting incendiary statements. On Sunday night and Monday morning, the president blamed “Fake News” for causing division, hatred and “great anger” in the country. PITTSBURGH The man accused of killing 11 people in a Pittsburgh synagogue appeared in court Monday, two days after a massacre set off new waves of fear and acrimony in the U.S. Robert Bowers, 46, had not been publicly seen since the bloodshed at the Tree of Life synagogue Saturday morning. Authorities said he engaged in a gunbattle with responding police officers while declaring that he wanted “to kill Jews.” Police said Bowers was shot multiple times during the firefight, and he was hospitalized until before his court hearing. Bowers faces more than two dozen federal charges, including hate crime counts for which prosecutors say they hope to seek the death penalty. During his court appearance, Bowers, seated in a wheelchair, was denied bail and only spoke to answer questions posed by the judge. New research reveals that people used cacao seeds — the main ingredient in chocolate — earlier than previously thought. University of British Columbia researchers found traces of cacao on artifacts dated to 5,400 years ago from an archaeological site in Ecuador, according to a study published Monday in Nature Ecology & Evolution. That’s about 1,500 years earlier than cacao’s known domestication in Central America. The ancient South American civilization likely didn’t use cacao to make chocolate. But the tests indicate the use of the cacao seed, not just the fruity pulp, probably to make fermented drinks. (AP)

Distraught family members struggled to comprehend the sudden loss of loved ones in the crash of the 2-month-old Lion Air plane with experienced pilots in fine weather. They gathered at crisis centers set up by the authorities at airports, but a top search official, citing the condition of the remains already recovered, said no survivors are expected. The disaster is a setback for Indonesia’s airline industry, which just emerged from decade-long bans by the European Union and the U.S. over safety concerns. President Joko Widodo ordered an investigation and urged Indonesians to “keep on praying.” An air transport official, Novie Riyanto, said the flight was cleared to return to Jakarta after the pilot made a “return to base” request two to three minutes after taking off. PUBLIC HEALTH Gun injuries, including many from assaults, sent 75,000 U.S. children and teens to emergency rooms over nine years at a cost of almost $3 billion, a new study in JAMA Pediatrics has found. Researchers called it the first nationally representative study on ER visits for gun injuries among U.S. kids. They found that more than one-third of the wounded children were hospitalized and 6 percent died. Injuries declined during most of the 2006-14 study, but there was an upswing in the final year. The researchers found that 11 of every 100,000 children and teens treated in U.S. emergency rooms have gun-related injuries. That amounts to about 8,300 kids each year. The study doesn’t include kids killed or injured by gunshots who never made it to the hospital, nor does it count costs for gunshot patients after they’re sent home. “I don’t know what more we need to see in the world to be able to come together and tackle this problem,” said Dr. Faiz Gani, the lead author. The study is an analysis of estimates on emergency department visits in a national database. Researchers focused on victims younger than 18; the average age was about 15. A North Carolina high school student was shot and killed during a fight in a crowded school hallway Monday, officials said, adding that the suspect, also a student, was immediately taken into custody by a school resource officer. Students remained inside with the school on lockdown for about two hours after the shooting. The male student who was shot died at a hospital, Tyrrell said. The Defense Department said it will send 5,200 active-duty troops to “harden” the southern U.S. border as a migrant caravan makes its way through Mexico. Gen. The bomber, who wasn’t known to authorities, blew herself up near a police patrol, a statement said. It said eight police officers and one civilian were wounded. A fitting finish to a ‘magical season’ Boston Red Sox owner John Henry stood on a makeshift stage on the first base line at Dodger Stadium and looked out at a huge ballpark that was at least one-third filled with fans of his team that hails from more than 2,600 miles away. “This shows what unity, diversity and determination can do,” Henry said to the roaring crowd, celebrating Boston’s 5-1 Game 5 win over the Los Angeles Dodgers that secured its fourth World Series title in the past 15 seasons. “This is the greatest Red Sox team.” That will be the question that baseball history tries to answer and that towns all over New England will debate joyously all winter and for years. Just 15

years ago, those winter baseball conversations were muted and depressed as Red Sox fans were, more likely, deciding where their team’s latest choke job stood in their pantheon of pathetic. That is so buried, so sad-old-twentieth century now. Now Red Sox fans, their shoulders unburdened, freed by their Series winners in 2004, 2007 and 2013, can travel the country, anticipating glory. On Sunday night, they almost took over Dodger Stadium in their moments of maximum joy. And there were plenty. With this victory the Red Sox tied a bow around a dazzling postseason, beating the 100-win New York Yankees three games to one, the defending champion and 103-win Houston Astros four games to one, and now the Dodgers, who outscored their

foes by a whopping 194 runs this season, four games to one as well. That’s an 11-3 October. And few have done it better. For reference, when praising these Red Sox, remember that such fine champions as the 2017 Astros and 2016 Chicago Cubs lost seven and six games, respectively. No team had lost fewer than five postseason games since the 2009 Yankees (four). The last teams to go 11-3 were the 2008 Phillies and 2007 Red Sox. The last to do better: The 2005 Chicago White Sox, who went 11-1. These Red Sox will be remembered for their offensive superstars — Mookie Betts

The Cleveland Browns fired coach Hue Jackson on Monday, ending a run of futility nearly unmatched in NFL history. Jackson went 3-36-1 in two-plus seasons. The Redskins won’t know whether left tackle Trent Williams’ dislocated thumb will force him to miss games until he tests it during Wednesday’s practice. Gruden: Offense is ready to take off REDSKINS In what has become a familiar routine this season, the coach of the top team in the NFC East stood behind a lectern the day after a win and talked about an offense that has yet to come to life. “We’re close,” Redskins coach Jay Gruden said. But despite his passing game producing yardage totals of 156, 175 and 178 in the past three weeks, Gruden insists the productivity will get better. “We just got to keep working and keep running and let Alex [Smith] do his thing,” Gruden said. “There’s still some nuances whether [it is] a choice route or an option route where it’s just a little hesitant here and there. Put some heart into your cardio Heart-rate training can help you fine-tune your workouts and improve your fitness TRENDS With wearable fitness trackers becoming the norm among recreational athletes, more of us know at any instant what our heart rate is during workouts. What we might not know is what that data means. That’s a shame, because basing your workout intensity on your heart rate can be a great way to meet your exercise goals. “Heart-rate training gives you objective guidance on whether you’re on the right track, pushing too hard or taking it too easy,” says Janet Hamilton, an Atlantaarea running coach. Heart-rate training entails keeping your heart rate — the

number of times your heart beats in a minute — within a set range during a workout. The range is expressed as a percentage of your maximum heart rate, which is the greatest number of times your heart can beat in a minute. For example, for a 30-minute elliptical workout, you might aim to keep your heart rate between 70 and 80 percent of your maximum heart rate. Heart-rate training reflects the fact that the harder you engage in cardiovascular activity, the higher your heart rate is. The ideal heart-rate range depends on the cardiovascular goals of a workout. This form of training is useful for aerobic exercise such

as cycling and running, in which you sustain your effort for 20 or more minutes. (It doesn’t work for high-intensity interval training or strength training.) Here’s the gist: Your effort level — how close to your max you’re working — is what determines the gains you get from a workout, such as your heart being able to pump more blood with each beat and your muscles becoming more efficient at using the oxygen in that blood. There’s a range of heart rates that correspond to the key effort levels you hit in cardio workouts. Match effort level and heart rate, and you know you’re working at the right intensity for that type of workout. Debra Atkinson, a certified strength and conditioning coach in Boulder, Colo., says people who like objective data and tracking their progress are the best candidates for heart-rate training. Hamilton adds that heart-rate training can also help prevent dedicated exercisers from pushing too hard. “The result is better recovery from longer, harder workouts and, ultimately, more fitness gains.” It also can accommodate variables such as weather, hills and day-to-day fluctuations in your energy level. training is gauging your maximal heart rate. The commonly recommended formula of 220 minus your age is based on averages of large numbers of people, but it’s not particularly useful on an individual basis. If you’re a runner, Hamilton recommends doing a 5K race while wearing a heart-rate monitor. “If you finish thinking you gave it your everything, the highest reading you reached will be close to your max,” she says. Atkinson has clients do a test on a treadmill or bike while wearing a monitor until their breathing and perceived exertion tells them they can’t continue. Once you know your max heart rate, use these ranges to set heart-rate targets for different types of cardio workouts: A low-intensity/recovery workout should be below 60 percent off your maximum heart rate; an n easy workout should be between en 60 and 70 percent; and a medium um workout used to improve endurdurance during steady-state cardio ardio should be between 70 and 80. A tempo workout (a more challenging pace used to build speed endurance) should be between een 80 and 90 percent, while aerobic bic intervals — your peak — should uld be between 90 and 95. Studies show that children who have regular access to candy and treats tend to eat them moderately, while children who recognize them as forbidden foods tend to load up when they have the chance, even if they aren’t hungry. “When you demonize Halloween candy and a child is made to feel shame when they eat it, that can backfire and they may overeat it later,” says dietitian Carol Danaher. Instead, if we teach children how to eat regular meals and snacks when they are hungry, offer nutritious foods, and teach them to stop when they are full and leave room for treats, they will learn how to eat in a balanced way. BOOKS Carla Hall’s intentions were clear when she started working on her third cookbook: She wanted to focus on the food of her native South. But it wasn’t until a “pivotal point” with okra and tomatoes that the D.C.-based chef and TV personality figured out how to put her vision on the page. “There is a stewed okra dish that everybody in the South knows,” says Hall, who was born and raised in Nashville. She tried making a broth with canned tomatoes, onions, garlic and bay leaf, and roasting the okra separately, so the pods got crunchy, before dropping the vegetable into the aromatic liquid. “Immediately, the broth just permeated with this beautiful okra taste,” Hall marveled, triumphant that there was no trace of the vegetable’s signature sliminess. At that moment, Hall remembers, she said: “This is it. This is what I want to do. I want to take a classic dish and think about the way that we live now and have those same tastes, and food memories, but in a dish from today.” But “Carla Hall’s Soul Food: Everyday and Celebration,” which arrived last week, is much more than a cookbook

that updates traditional recipes. It also seeks to educate home cooks across the country about, as the introduction states, “the true food of African-Americans.” The impetus was a DNA test that revealed Hall’s ancestors were the Yoruba people from Nigeria and the Bubi from Bioko Island off the west coast of Africa. She wondered what they might eat today if they lived in the United States. Her soul food, she decided, would be that of her culture’s heritage, and of her family, childhood and adulthood. She and co-author Genevieve Ko did copious research, relying on the work of such culinary scholars as Tonya Hopkins and Jessica B. Harris and such literary powerhouses as Maya Angelou — for her poetry, fiction and cookbooks — and Chimamanda Ngozi Adichie, whose novel “Americanah” juxtaposes African and African-American cultures with depictions of food. With the book, to some extent, Hall is trying to achieve what a crossover artist in the music industry might. But, as she clarifies, “The crossover that was in my head wasn’t like a hit that would cross over into a different culture; it was the crossover in terms of interest. The same way that we would all pick up an Italian book if we didn’t know about Italian food, or a Korean book, or Japanese, or Indian food — it’s to honor the culture in that way.”

is 54 years old with gray hair, and she’s black.” But she believes she’s up to the task. Because she’s not just another 54-year-old black woman with gray hair and a cookbook to sell. STREAMING It’s safe to say that critics don’t really care for the comedic stylings of Adam Sandler. His filmography includes at least two entries with a 0 percent rating on Rotten Tomatoes (“Bucky Larson: Born to Be a Star,” which he co-wrote, and “The Ridiculous 6”). Several of his other films hover between the 1 and 10 percent mark. That probably accounts for the title of his first stand-up special in decades: “100% Fresh,” which Netflix released Friday. The most surprising part is simply that’s it’s good. And why it’s good might be illuminating: It relies on nothing but Sandler’s absurdist observations, and puerile humor distilled in short parody songs that can’t help but worm their way into your head. Sandler doesn’t ditch the silly voices or ridiculous characters; he just doesn’t try turning them into a feature-length movie. Instead, the whole special feels like it was made for the social media generation. It’s culled from dozens of live performances at venues ranging from comedy clubs to arenas. Nearly every segment — the longest of which lasts about a minute, until the final 10 minutes — comes from a different appearance.
