Anecdotal evidence suggests Taco Bell is great for your health
There’s gotta be a catch here, but we don’t want to know what it is
Entire city captivated by dapper stranger with mysterious past
A 106-year-old Phoenix woman celebrated her birthday at a Taco Bell on Sunday, KPHO/KTVK-TV reported. Myrtis Jewel Painter was greeted by the clapping and cheering of friends and family as she walked into the restaurant. “I think Taco Bell is a good place to come to, I really do,” Painter said. Employees decorated the Taco Bell in her honor, and owner Greg Gladden noted that Painter had been a regular for eight years. (EXPRESS)
A dog-friendly restaurant and dog park in Fort Worth, Texas, is hiring a “puptern” who will get paid to pet dogs at its new second location. In an Instagram post, Mutts Cantina asked applicants to submit a photo or video “that shows us your puppy petting skills.” The caption also said the puptern will be paid $100 an hour, but there’s no word on exactly how many hours of “work” will be involved. The deadline to apply is next Monday. (EXPRESS)
A Mandarin duck has been making waves in New York City, where it has set up camp in Central Park. No one knows how the duck, native to East Asia, ended up in Manhattan, CBS New York reported Wednesday. New Yorkers are flocking to the park to see the fancy fowl. “It’s just an incredible gift to New York,” said bird watcher Yovanna Davinci. Added bird watcher Dave Barrett: “It’s the most beautiful duck, probably in the world.” (EXPRESS)

What’s in a park’s name? Is it called Meridian Hill or Malcolm X? Your answer is meaningful.

placed on the land as a longitudinal meridian for the new capital city. In 1812, a land owner called it Meridian Hill. Then, Mary Footer Henderson, the wife of a senator in post-Civil War Washington, persuaded federal officials to build a park on the land. Working-class AfricanAmericans who lived there were evicted so the park could be built. Meridian Hill Park officially opened in 1936. By the 1960s, it had become a gathering place for black activists. Professor and activist Angela Davis is often
credited with publicly calling for renaming the park after Malcolm X in 1969. Starting in the early aughts, an influx of affluent millennials and empty nesters to the neighborhood drove up home prices, displacing many longtime black middle-class and working-class residents. Old-timers began to notice that with the population shift came an increase in the use of the name Meridian Hill Park. In 2006, the D.C. Department of Transportation erected royal blue signs by the park that

But what seems inclusive to one person can feel simply wrong to another. Cyril “Butch” Jackson, 61, started coming to the drum circle when he was 8, and he refers to the park by the name he has used for nearly half a century. “This is Malcolm X Park,” he said. “Meridian Hill’s got nothing to do with it.” RACHEL KURZIUS (FOR THE WASHINGTON POST)

THE DISTRICT On a hill in the middle of Washington sit 12 acres of landscaped lawns, shaded walkways dotted with statuary and a majestic cascading fountain. For decades, this public park has been the site of a weekly drum circle; in recent years, it has also attracted a menagerie of tightrope walkers, yogis forming human pyramids and assorted gawkers. The park is indisputably a vibrant part of the community that surrounds it. What it’s actually called, however, is a delicate question. The National Park Service, which oversees it, calls it Meridian Hill Park. So does a nearby yoga studio, Hot Spot Dupont, which holds summertime yoga sessions in the park. Many locals, however, refer to it exclusively as Malcolm X Park. The evolution of the name is a bracing reminder of how different D.C.’s history — and its present — has been for various groups of Washingtonians. In 1804, President Thomas Jefferson ordered a small obelisk
In just over six hours on Monday, 1.43 inches of rain soaked D.C., breaking the previous record for Nov. 5 of 1 inch, from 1939. High water forced several road closures in Fairfax County, prompting the National Weather Service to issue a flood warning for much of the region. Washington’s 2018 rainfall total is now 55.1 inches — sixth place among its wettest years on record, with nearly eight weeks left in the calendar year. (TWP) TRANSPORTATION

Calls for U-Md. leader to stay flood in after he said he would retire COLLEGE PARK, MD. One of the most generous donors to the University of Maryland urged state leaders Monday to stand by Wallace D. Loh, president of the flagship College Park campus, calling it a matter of trust. Brendan Iribe, whose $31 million donation in 2014 was the largest gift in the university’s history until last year, brought a letter to Maryland leaders urging Gov. Loh made that announcement after the school’s governing body, the University System of Maryland Board of Regents, urged him to keep the school’s embattled football coach. The regents overstepped their authority, Iribe wrote. “Because of the improper handling, the credibility and reputation of the university have been jeopardized and we may have lost a great president,” he said. Iribe, who made a fortune in video game technology, is a University of Maryland College Park Foundation trustee. He wrote that he is committed to supporting U-Md. — if it is governed appropriately. “Alumni

Prince William County police: Suspect who set up “ambush” Sunday shot by officer
Police in Anne Arundel County said an officer shot and killed a man while serving an order to remove guns from his home. Police said the shooting took place Monday as officers served the “red flag” protective order, which can be used to temporarily restrict firearms access for people found to be a risk to themselves or others. Police said Gary Willis, 60, became irate and grabbed a gun when officers began to serve the order. When an officer tried to take the gun, Willis fired. Pols make final pitches Obama makes surprise visit to Va. to stump for Kaine and Wexton ahead of Election Day
In Maryland, making history Voters in Maryland will make history today regardless of whether they elect Maryland Gov. Larry Hogan or Democratic gubernatorial nominee Ben Jealous. Hogan would be the state’s first Republican governor re-elected in 60 years. Jealous would be the state’s first African-American governor. Hogan leads in the polls and has outraised Jealous by a 3-to-1 margin. Still, Jealous said he “felt good” as the race neared an end, buoyed by an outpouring of volunteers and help from celebrities and state and national Democratic officials.

Transit services offer incentives for voters today
BILL O’LEARY (THE WASHINGTON POST)
POLITICS Former President Barack Obama made a last-minute campaign stop in Northern Virginia on Monday, stumping for U.S. Sen. Tim Kaine and congressional candidate Jennifer Wexton, as politicians throughout the region wooed voters on the final day before the midterm election. The nation’s 44th president surprised several dozen young campaign staffers and volunteers working for Wexton, a Democratic state senator trying to oust two-term Republican incumbent Barbara Comstock in a race that is key to the Democrats’ hopes of winning a majority in the House of Representatives. “The character of this country is on the ballot,” Obama said. Elsewhere in the region, candidates spent the day shaking hands with voters, doing lastminute interviews and helping volunteers hand out literature and post signs at polling places. Here’s a look at what’s on the ballot in the region.
Former President Barack Obama joins Sen. Tim Kaine and House candidate Jennifer Wexton in campaigning Monday.
While the governor’s race has drawn the most attention, U.S. Sen. Ben Cardin and state Attorney General Brian Frosh, both Democrats, also face energetic challengers in their bids for re-election. Frosh is battling Republican Craig Wolf; Cardin faces Republican Tony Campbell, independent Neal Simon and Libertarian Arvin Vohra. Turnout in early voting was more than double the 2014 total in Maryland, and more than triple in Montgomery County, where there is a three-way battle between Democrat Marc Elrich; fellow at-large County Council member Nancy Floreen, a Democrat turned independent; and Republican Robin Ficker.
In Virginia, House battles National Democrats have poured a lot of resources into Virginia this year, targeting four of the state’s most competitive congressional races in hopes of picking
D.C. Council showdown In D.C., attention is focused on a single race: the contest between incumbent D.C. Council member Elissa Silverman and independent challenger Dionne Reeder for one of two at-large council seats. The race between Reeder and Silverman has emerged as a proxy battle between larger forces in D.C., as well as a political test for Mayor Muriel Bowser, who is expected to win a second term. Bowser has endorsed Reeder in the council race, directing an unprecedented amount of mayoral clout toward an effort to unseat an incumbent council member. (TWP)
up seats in the House. In the U.S. Senate race, Kaine, the 2016 vice presidential nominee, is heavily favored to defeat Republican challenger Corey Stewart, chair of the Prince William County board of supervisors. Going into election season, the
state’s fiercest battle seemed to be the 10th District, where Comstock is trying for a third term even as the suburbs she represents have turned increasingly blue. The seat has been in Republican hands for nearly 40 years. Wexton raised as much as Comstock and had powerful surrogates, describing the race as a referendum on President Trump. Comstock had to strike a complicated pose, distancing herself from the president and emphasizing her record on local issues. But the Comstock-Wexton contest was sometimes overshadowed by drama in another part of the state. In Virginia’s 7th District, a mix of Richmond suburbs and rural areas stretching from Culpeper County in the north to Nottoway County in the south, Rep. Dave Brat, R, and Democrat Abigail Spanberger have been locked in a tight race. OVETTA WIGGINS, GREGORY S. SCHNEIDER AND ANTONIO OLIVO (THE WASHINGTON POST)
D.C. polls open today from 7 a.m. to 8 p.m.; Maryland polls open 7 a.m. to 8 p.m.; Virginia polls open 6 a.m. to 7 p.m.
Transportation should never be an impediment to the voting process. Transit services across the region are trying an unprecedented experiment to voter boost turnout today, waiving bus and rail fares and offering free and discounted bike, scooter and car trips. LUZ LAZO Motivate The nation’s largest bike-sharing operator is offering free rides on its systems across the country with the code BIKETOVOTE. Rides will be available on Capital Bikeshare in the D.C. region.
Lime The app-based startup is offering riders two free rides of up to 30 minutes on Election Day with the code LIME2VOTE18. The code will be good for use on any of the company’s bikes, e-bikes and scooters.
Ride-hailing Uber said its users can get $10 off a single ride to the polls on Election Day with the code VOTE2018. Lyft is offering 50 percent discounts and free rides to underserved communities through voting advocacy groups.
Zipcar Zipcar will give a $20 credit to members on election night in all of its U.S. cities, the company said.

The carless conundrum
Paying people not to drive sheds light on how ride-hailing influences transit use
Records: Metro spent $1.6M to defend ad rules
JASON HORNICK (FOR EXPRESS)
TRANSPORTATION On a recent morning, David Keer stepped down the stairs of his Washington townhouse on his way to the doctor. The appointment was in College Park, but he wasn’t headed to his car. In fact, he hadn’t driven for three weeks. Well, except for one time. It had been three weeks since he’d had to deal with being cut off by other drivers, been tailgated, had to hit the brakes to avoid bicyclists darting in front of him, or dealt with the myriad other things that make driving in the Washington area stressful. He doesn’t miss it, said the 62-year-old Keer, one of 50 people in the D.C. area who are getting free Lyft rides and Metro credit from the ride-hailing company in return for not driving for a month. “I’ve found that I wasn’t really enjoying driving in D.C.,” he said. In fact, the one time he did drive his car was when he took the 2013 Hyundai Sonata to a Toyota dealership in Suitland, Md. He sold it and then took a Lyft back home. He’s not going to miss it — or paying the $1,600 a year his insurance cost, he said. “$1,600 buys a lot of rides on Lyft,” he said. At least in Keer’s case, the experiment seems to be making the point Lyft had wanted by giving the 50 people $746 in credit for Lyft, Metro and the hourly car rental service Zipcar for the month. A report in April by the transportation consulting firm INRIX estimated that it costs $13,297 annually to own a car in the D.C. area, making the region the fourth most expensive nationally. But by spending a portion of that amount on ride-sharing,
David Keer gets into a Lyft on his way to an errand. Keer recently gave up his car after moving into the District.
Metro and other services, people are able to get around just fine without owning a car, said Kate Glantz, Lyft’s mid-Atlantic marketing manager. “Cars are no longer representing the idea of freedom,” she said. “People are finding that being without a car is liberating.” But Keer’s experiment without a car is also illustrating one of the problems Metro faces as it tries to reverse declining ridership. As Keer left the townhouse he shares with his husband, he wasn’t heading to a bus or a train. Instead, he called for a Lyft and serenely stared out the window for the 20-minute ride. “This is much less of a hassle,” he said. There are, of course, some who would embrace transit if they could be persuaded to give up their car. One of them, 18-year-old Ben Nelson, recalled how he saved his money through high school,
Competition moves in Metro isn’t alone in facing increased competition. Researchers in a range of studies nationally arrived at figures showing anywhere between 15 and 30 percent of ride-hailing trips would have otherwise been taken by mass transit. A survey in February by the Metropolitan Area Planning Council, a planning agency for cities and towns in the Boston area, found 40 percent of weekday ride-sharing trips happen during the morning or afternoon commutes, and most of them involve only one passenger. Forty-two percent of passengers said they would have taken mass transit had ride-sharing not been available. The Metropolitan Area Planning Council study concluded that 15 percent of the rush-hour ride-sharing trips add cars to area roadways. In Washington, the ridership decline has only been exacerbated by shortened operating hours, track work and less frequent weekend service. (KM)
working part-time at the Clarendon Trader Joe’s and refurbishing and selling classic sneakers online to raise enough for the 2018 Subaru Impreza he bought a few months ago. “It felt like freedom,” he said. But then came realities — the cost of gas, trying to find parking on the street by the Trader Joe’s, insurance. And then another driver making a U-turn smashed into him, putting the new car out of commission, Nelson said as he rode a bus to work. There are times when the bus is late and others when it smells like urine, said Nelson, who is also participating in the Lyft program. Still, he said he’ll keep taking it after the month is up. “I don’t miss paying for gas,” he said. “Or worrying about getting into an accident.” Reach Kery Murakami at kery.murakami@washpost.com. METRO Metro has spent nearly $1.6 million defending the advertising policy that prohibits issue-oriented ads, newly released records show. The legal tab, as of Aug. 13, includes hours billed, fees and other costs resulting from legal actions brought by the Archdiocese of Washington and others contesting the policy. By comparison, the agency’s total legal expenses since January 2017 have amounted to about $22.8 million, including legal fees, judgments and settlements, according to documents and emails obtained through a Freedom of Information Act request. Metro spokesman Dan Stessel noted that the costs of defending the ad policy amount to about 8 percent of the revenue the agency receives from advertising every year. The tally comes as the Archdiocese of Washington presses forward with its court battle over the transit agency’s decision not to run the church’s Christmas ads last year. In July, a three-judge panel of the U.S. Court of Appeals for the D.C. Circuit sided with Metro. The archdiocese has since asked the full appeals court to reconsider the decision. Metro’s lawyers oppose a rehearing, saying the church has failed to meet the legal standard that would compel a new look. A spokesman for the archdiocese only said that the case is proceeding. Hassan Rouhani, right, says Iran will buck sanctions that Secretary of State Mike Pompeo calls the toughest ever.
Iran’s president vows to ‘break’ U.S. sanctions Rouhani says renewed restrictions will only hurt ordinary Iranians TEHRAN Iran’s military forces staged war exercises and its president defiantly vowed Monday to “break” U.S. sanctions on oil sales that were reimposed at midnight, as Tehran resisted a Trump administration pressure campaign aimed at isolating the country economically. “We will proudly break the sanctions,” Hassan Rouhani said during a meeting of government officials in the Iranian capital. Rouhani’s vow to keep exporting oil came as the Trump administration snapped back sanctions on more than 700 individuals and
companies that received sanctions relief when a landmark 2015 nuclear deal took effect. The unilateral sanctions reintroduce some of the most crippling restrictions on Iran’s oil, shipping and banking sectors and seek to penalize even non-U.S. entities that do business with Iran. Iranian leaders called the sanctions “illegal” and said they would only hurt ordinary people. Iran’s economy has faced stagnant growth and high unemployment, even after sanctions were lifted following the nuclear deal it negotiated with world powers. In recent months, its currency has plummeted, raising prices and wiping out savings. “We have to make Americans understand that they cannot talk to the great Iranian nation with

He spoke to a conference of economists, who he said were at the “forefront of the resistance” against the U.S. U.S. Secretary of State Mike Pompeo and other administration officials have described the penalties as the “toughest sanctions ever placed” on Iran. While the sheer number of people and entities sanctioned is larger than ever, many Middle East experts believe they will be less effective than the U.N. sanctions in place before the deal. That is because virtually every country in the world was behind the previous sanctions, while all but a handful of nations oppose their reimposition. A Belgian appeals court has ruled that King Albert must provide DNA in a case brought by a woman who claims to be the love child of the former Belgian monarch. The decision issued Monday came as a surprise, since a lower court ruled Delphine Boel could not rely on such forensic evidence to establish paternity. Monday’s ruling gives King Albert three months to provide a DNA sample. Boel’s claim has been on and off the front pages of Belgian newspapers for years. Albert has never publicly denied being her father. He can appeal the decision or he could refuse to provide DNA. Albert’s son Philippe is the ruling monarch. (AP)

U.N. report: Ozone layer on track to heal ENVIRONMENT Earth’s protective ozone layer is finally healing from damage caused by aerosol sprays and coolants, a new United Nations report says. The ozone layer had been thinning since the late 1970s. Scientists raised the alarm and ozone-depleting chemicals were phased out worldwide. As a result, the upper ozone layer above the Northern Hemisphere should be completely repaired in the 2030s and the gaping Antarctic ozone hole, above, should disappear in the 2060s, according to a scientific assessment released Monday at a conference in Quito, Ecuador. “It’s really good news,” said report co-chairman Paul Newman, chief Earth scientist at NASA’s Goddard Space Flight Center. “If ozone-depleting substances had continued to increase, we would have seen huge effects. We stopped that.” Use of man-made chemicals called chlorofluorocarbons (CFCs), which release chlorine and bromine, began eating away at the ozone. In 1987, countries around the world agreed in the Montreal Protocol to phase out CFCs. Businesses came up with replacements for spray cans. At its worst in the late 1990s, about 10 percent of the upper ozone layer was depleted, said Newman. Since 2000, it has increased by about 1 to 3 percent per decade, the report said. Separatists abduct pupils Armed men kidnap youths and staff from school in Cameroon YAOUNDE, CAMEROON Armed separatists kidnapped at least 79 students and three staff members from a Presbyterian school in a troubled Englishspeaking region of Cameroon, the governor said Monday. North West Region Gov. Deben Tchoffo said the students abducted Sunday night range in age from 11 to 17. They were taken from Nkwen, a village near
the regional capital, Bamenda, along with school staff that included the principal. A video purporting to show the kidnapped students was posted on social media from a group of men who call themselves “Amba boys,” a reference to the state of Ambazonia that armed separatists want to establish in Cameroon’s Anglophone North West and South West regions. In the video, men who identified themselves as the kidnappers forced several boys to give their names and those of their parents. The boys also said they were taken
by the armed men late Sunday and didn’t know where they were being held. The men in the video said they would release the students only when the goal of creating a new state is achieved. Fighting between the military and separatists increased after the government clamped down on peaceful demonstrations by English-speaking teachers and lawyers protesting what they said were their marginalization by Cameroon’s Frenchspeaking majority. If you plan to stay awake tonight until you know the outcome of every race — or even who controls the House and Senate — you may need to buy more coffee. An unusual number of key races are expected to be nail-biters. Here are ways Election Day could turn into Election Week, Election Month or longer. BONNIE BERKOWITZ AND SHELLY TAN (THE WASHINGTON POST) Some states count slowly
Runoffs may be required
Demanding a recount
Sometimes, it’s the scale. Hundreds of thousands of votes take longer to tally than just a few, so huge urban areas often lag behind smaller places. Other times, it’s the mail. California, for instance, where there are seven tight House races, is notoriously slow, in part because more than half of voters opt to use vote-by-mail ballots (aka “absentee” ballots in some places). California ballots postmarked on Election Day have three days to arrive at county elections offices. A few other states allow a week or 10 days; Alaska will accept ballots from abroad up to 15 days later. Traffic could be a factor, too. A few jurisdictions do “central counting,” where all ballots are delivered to a single location after the polls close to be counted all at once. One of those is massive Los Angeles County, where some votes arrive by helicopter or boat.
In most races, whoever gets the most votes wins. But the winner of certain races in a few states must also get 50 percent of the vote. If no one does, the top two votegetters compete later in a runoff. One of those races is the Georgia governor’s race, where Stacey Abrams, D, and Brian Kemp, R, are running neck-and-neck. Libertarian Ted Metz could siphon off enough votes to keep Abrams and Kemp under 50 percent and trigger a Dec. 10 runoff. And then there’s Maine’s House and Senate races, where the “ranked-choice voting” ballot has a built-in runoff. Instead of voters choosing just one candidate, they can rank all the candidates in order of preference. If no candidate gets more than half of first-place votes, all ballots will be trucked to Augusta for re-sorting.
In some places and for some races, recounts are automatic if the winning margin is below a certain percentage. In other places, a candidate (or even some other person) can request one. Either way, the process can be excruciating. The longest contested election in Senate history was for an open New Hampshire seat in 1974. After an initial count showed Lewis Wyman, R, beat John Durkin, D, by 355 votes, a recount showed Durkin won by 10 votes. Then a re-recount came up with Wyman winning by two votes. A re-re-recount was done by the Senate itself — and ended with no resolution. Finally, the candidates agreed to a do-over, and Durkin won a special election the following September.
Counting provisional ballots
Lawyers could get involved Gerrymandering. Perceived voter suppression. Hacking. Plenty of issues have the potential to cause a tight election to go into overtime in the courts. Unlike a recount, which seeks a new tally, a post-election legal challenge alleges the count wasn’t accurate and doesn’t represent the true result. In 2008, the race between incumbent Minnesota Sen. Norm Coleman, R, and challenger Al Franken, D, was so close — 206 votes — that it triggered an automatic recount, then a legal
Random glitches cause delays Snowstorms strike. Voting machines break down. Squirrels knock out power. “There’s always going to be one place at least that just has a bad day,” said Doug Chapin, an elections expert and adjunct professor of election administration at the University of Minnesota. That may lead courts to order that polling places be kept open later, which slows counting on top of the original problem.
If you go to the polls and run into a problem — say, your name isn’t on the registrar’s list, or you forgot to bring your ID — federal law requires most states to let you cast a provisional ballot. (A few states that have same-day voter registration are exempt because you can register instantly.) Later, county election officials review those ballots and resolve the issues. Not enough provisional ballots are cast to affect the final outcome of most elections, but they can delay results of a very close race.

Can the GOP keep control?
The path to power in the House runs through a few dozen districts, with Republicans defending their majority and Democrats looking to gain 23 seats they would need to win control. For the Senate, Republicans seek to hold or expand their 51-49 majority, with the battle for control running mostly through states President Trump won in 2016. Out of the 35 Senate contests, 10 involve Democratic incumbents seeking re-election in states that Trump won. Here are key congressional races to watch. (AP) SENATE WASHINGTONPOST.COM POWERPOST

Claire McCaskill (D) vs. Josh Hawley (R)
Bill Nelson (D) vs. Rick Scott (R)
Sen. Claire McCaskill, D, is running for a third term against state Attorney General Josh Hawley. Trump won Missouri by nearly 19 percentage points, and the state has shifted from a battleground to strongly Republican in recent elections. McCaskill touts herself as a moderate, but Hawley has tried to cast her as a “party-line liberal.” She has taken issue with Hawley joining a lawsuit by Republican attorneys general to overturn the Affordable Care Act.
Sen. Bill Nelson, D, is seeking a fourth term in the race against Gov. Rick Scott, R. The two have clashed on gun violence, a big issue in Florida following the February shootings at Marjory Stoneman Douglas High School. Nelson has stressed that he favors a ban on military-style assault weapons. Scott signed legislation in Florida that requires anyone wanting to buy a gun to be 21 years old, but the bill didn’t include a ban on assault weapons.
Sen. Ted Cruz, R, is running for a second term against Rep. Beto O’Rourke, a rising star in the Democratic Party who has shattered Senate campaign fundraising records despite shunning donations from outside political groups. O’Rourke is trying to become Texas’ first Democrat to win statewide office since 1994. Cruz has made nice with Trump despite the ugly words they exchanged during the 2016 presidential campaign.

Josh Harder (D) vs. Jeff Denham (R)
Scott Wallace (D) vs. Brian Fitzpatrick (R)
Andy Kim (D) vs. Tom MacArthur (R)
Democrats have targeted a string of Republicanheld districts that carried Clinton in the 2016 presidential election. One such battleground is in the Central Valley, where Jeff Denham, R, is trying to keep Josh Harder, D, from taking his job. Fallout from Supreme Court Justice Brett Kavanaugh’s confirmation hearings and fights over health care and immigration have produced a toss-up race where Democrats count a slender registration edge.
Democrats believe they can flip as many as six seats in the Keystone state after a state Supreme Court decision in January threw out 6-year-old congressional district boundaries as unconstitutionally drawn to benefit Republicans. One key race is playing out in the Philadelphia suburbs, where freshman Rep. Brian Fitzpatrick, R, is facing Scott Wallace, a longtime Democratic Party donor who has outspent Fitzpatrick nearly 5-to-1.
Two House seats vacated by veteran Republican Reps. Frank LoBiondo and Rodney Frelinghuysen could fall to Democrats. Fighting for re-election in the 3rd District south of Trenton — which twice voted for Obama but went for Trump in 2016 — is Rep. Tom MacArthur, R, who helped push the GOP’s “Obamacare” repeal bill to House passage (it failed in the Senate). His opponent is Andy Kim, D, a National Security Council staffer under Obama.

YOUTH EARLY VOTING
The percentage increase in turnout rates of people under 30 in midterm early voting compared with 2014, according to Catalist, a voter database servicing progressive organizations. A recent Harvard Institute of Politics poll indicated the most dramatic shift in its polling history is young people’s attitudes about whether politics makes a tangible difference in their lives, with pollsters seeing a 15-point increase post2016. The IOP poll said 40 percent of 18- to 29-year-olds reported they will “definitely vote” in the midterms. (THE WASHINGTON POST) Federal authorities: No signs foreign actors have launched cyberattacks against voting systems in any state
Republicans entered the final days of the campaign with a message they hope will win over wavering suburban voters — the economy is booming, don’t let Democrats ruin it — while echoing President Trump in stoking fears about undocumented immigrants to try to rile the GOP base. Democrats focused on female and independent voters angry with Trump, minorities and young people, hoping that coalition will turn out for the midterms and propel them to victory. The party has been especially focused on health care, warning that Republicans threaten a core provision of the Affordable Care Act — the protection for Americans with preexisting medical conditions. Control of the House and Senate, along with 36 governorships, is at stake in today’s elections. A Washington Post-ABC News national poll published Sunday found Democrats with a 7-point advantage among likely midterm voters, which is in the range forecasters predict is necessary to flip control of the House. The picture is more favorable for Republicans in the Senate, where Democrats are defending 10 seats in states Trump won. Many of those states are predominantly white and lean Republican, and Trump’s comments on immigrants resonate. MIKE DEBONIS

Trump amps up attacks With the midterms in the balance, the president’s rhetoric hits new levels of falsity WASHINGTONPOST.COM WONKBLOG

POLITICS President Trump has painted an astonishingly apocalyptic vision of America under Democratic control in the campaign’s final days, unleashing a torrent of falsehoods and portraying his political opponents as desiring crime, squalor and poverty. As voters have prepared to render their first verdict on his presidency in today’s midterm elections, Trump has claimed Democrats want to erase the nation’s borders and provide sanctuary to drug dealers, human traffickers and MS-13 killers. He has warned they would destroy the economy, obliterate Medicare and unleash a wave of violent crime that endangers families. And he has alleged they would transform the U.S. into Venezuela, with socialism run amok. Trump has never been hemmed in by fact, fairness or logic. He proudly refuses to apologize and routinely violates norms of decorum. But at one mega-rally after another in the run-up to the midterms, Trump has taken his no-boundaries political ethos to a new level — demagoguing the Democrats in a whirl of distortion and using the power of the federal government to amplify his fantastical arguments. In Columbia, Mo., the president suggested that Democrats “run around like antifa” demonstrators in black uniforms and black helmets, but have “this weak little face” and “go back home into mommy’s basement.” In Huntington, W.Va., Trump called predatory immigrants “the worst scum in the world” and alleged that Democrats welcome them by saying, “Fly right in, folks. Come on in.” And in Macon, Ga., he charged that if Democrat Stacey Abrams is
elected governor, she’ll take away the Second Amendment right to bear arms — though as a state official, she wouldn’t have the power to change the Constitution. Unmoored from reality, Trump has at times become a false prophet. He has promised a 10 percent tax cut for the middle class, though no such legislation exists. And he has sounded alarms over an imminent “invasion” of dangerous “illegal aliens,” referring to a caravan of Central American migrants that includes many women and children, is traveling by foot and is not expected to reach the U.S.-Mexico border for several weeks, if at all. With his breathtaking cascade of orations, tweets, media appearances and actions, Trump has dictated the terms of political debate in the week before the midterms. “He goes out and says crazy, horrible things, blows race whistles and sits back and watches his topic of craziness dominate

Referendum on Trump? On the eve of the midterm election, President Trump cast today’s vote as a referendum on himself and the Republican party. “In a certain way, I am on the ballot,” Trump said Monday morning in a national phone call with more than 200,000 supporters. Trump ticked off a number of accomplishments on the economy and in other areas, adding, “Everything I told you about, it can be undone and changed by the Democrats if they get in. You see how they’ve behaved. You see what’s happening with them. They’ve really become radicalized.” (AP/TWP)
cable TV for the next 24 hours,” said Republican strategist Mike Murphy, a Trump critic. Trump has had only one formative political experience: his 2016 race for president, which he won against odds by galvanizing his conservative base around
nativist themes. Two years later, he has returned to that playbook. “This freneticism at the end . . . him ratcheting up to a new level of histrionics and fear, the question is, ‘Is there a point of diminishing returns?’ ” asked David Axelrod, who was President Obama’s chief strategist. “His gamble is that this will work. Certainly the veracity doesn’t bother him, and the optics don’t bother him. The only thing that would bother him is losing.” Trump has campaigned as if his presidency were on the line — and in a way, it is. Should Democrats win the House majority, they probably would use their subpoena power to launch investigations into the president. “All his bad characteristics get amplified when he’s in a crunch,” Murphy said. “He doesn’t have any allegiance to the truth or reality to begin with, so he’s drunk on crowds, in a corner and under great political pressure.” PHILIP RUCKER (THE WASHINGTON POST)

A young driver was intentionally inhaling chemical vapors, or huffing, just prior to striking and killing three Girl Scouts and a mother and critically injuring a fourth girl who had all been picking up trash along a rural Wisconsin highway, police said Monday, citing the passenger in the vehicle. Colten Treu, 21, sped off after the collision in Lake Hallie Saturday morning, but later surrendered. Treu was being held in the Chippewa County Jail on 13 possible charges, including four counts of intoxicated use of a motor vehicle, officials said. More than a month after their father’s death, the sons of slain journalist Jamal Khashoggi, Salah and Abdullah Khashoggi, made a plaintive appeal for the return of his body, saying on CNN he should be buried in the Saudi city where he was born in a cemetery alongside his relatives. Jamal Khashoggi’s body has not been found. Salah added that he has “faith” in the Saudi investigation. Also Monday, a Turkish official said investigators believe Saudi Arabia sent a two-person “cleanup” team to Turkey nine days after Khashoggi’s death to remove any evidence of his killing from the Saudi Consulate.
The “black box” data recorder from a crashed Lion Air jet shows its airspeed indicator malfunctioned on its last four flights, investigators said Monday. National Transportation Safety Committee chairman Soerjanto Tjahjono said the problem was similar on each of the four flights, including the fatal flight on Oct. 29 in which the plane plunged into the ocean minutes after taking off from Jakarta, killing all 189 people. Erratic speed and altitude on the plane’s previous flight were widely reported, and “when we opened the black box, yes, indeed, the technical problem was the airspeed or the speed of the plane,” Tjahjono said. Howard tries to lift team with a smile
Injuries cripple offense: Guards Scherff, Lauvao and WR Richardson out REDSKINS The Redskins’ playoff chances were dealt a major blow Monday, with the news that they will be without three offensive starters for the rest of the season. Coach Jay Gruden announced that right guard Bra ndon Scherff, left guard Shawn Lauvao and wide receiver Paul Richardson will miss the remainder of the year because of injuries. Scherff suffered a torn pectoral muscle and Lauvao a torn anterior cruciate ligament in Sunday’s 38-14 loss to the Falcons. Richardson has been dealing with an injury to the AC joint in his shoulder for much of the season, and the team decided to shut him down. The injuries are a significant setback to a 5-3 team that, following Sunday’s loss, is clinging to a one-game lead over the Eagles
in the NFC East at the halfway point of the season. An offense that has struggled is now in particularly dire shape up front. Star left tackle Trent Williams missed the Atlanta game after thumb surgery and is expected to be out another two to three games. “That, obviously, has a major impact,” Gruden said. “Your two starting guards go out in the same game and you’re already playing light at left tackle, it makes it difficult.” Gruden and offensive line coach Bill Callahan will have to patch together a line in time to play at 1 p.m. Sunday at Tampa Bay (3-5). The Redskins brought in six free agent offensive linemen for a workout Monday, and then signed tackle Austin Howard and guards Jonathan Cooper and Luke Bowanko. Howard started 16 games for the Ravens last season at right tackle. Cooper was the No. 7 overall pick in 2013 by the Cardinals,

and Bowanko was a sixth-round pick of the Jaguars in 2014. The Redskins finished Sunday’s loss with rookie Geron Christian making his NFL debut at left tackle, reserve tackle Ty Nsekhe at left guard, Chase Roullier at center, backup Tony Bergstrom at right guard and Morgan Moses at right tackle. Moses hurt a knee Sunday but is listed as day-to-day. The receiving corps is also reeling following the loss of
Richardson, who signed a fiveyear, $40 million free agent contract in the offseason. He had 20 catches with two TDs this season. The Redskins were already without slot receiver Jamison Crowder (ankle), who has missed the past four games with an ankle injury and is no lock to return Sunday. And passcatching running back Chris Thompson has a rib injury that kept him out against the Falcons.
Wizards center Dwight Howard is known for his big personality. But Howard, who is with his fourth team in four years, also has a rep as a locker-room nuisance. He is going out of his way to be upbeat here. “Oh yeah. Got to stay positive,” he said after the Wizards’ 108-95 win over the Knicks on Sunday. “All it takes is one person’s energy to change everybody else’s.” In his second game since returning from a buttocks injury, Howard had 10 points and 10 rebounds as the Wizards (2-7) ended a five-game losing streak. They play at Dallas tonight (8:30, NBCSWA). “I like his smile,” coach Scott Brooks said of Howard. “He’s a good-looking guy and he uses it all the time, right?” (TWP)

Boxer Floyd Mayweather, 41, is set to return to combat sports. The undefeated boxer, who came out of retirement to defeat MMA superstar Conor McGregor in a boxing-only match last year, will face Japanese kickboxer Tenshin Nasukawa, 20. It was unclear for now what the rules and weight division will be for the fight, which is scheduled for Dec. 31 at the Tokyo-area Saitama Super Arena. Mayweather is partners with Rizin, the Japanese company staging the fight, so he is trying to raise his profile in that country. (TWP)

HEALTH ADVICE
Together in strength Patients facing serious illnesses benefit mentally and physically from group exercise GROUP FITNESS The group of about 10 women kept inching toward the door, but then the topic would change, and they’d pause to hash it out. The Life With Cancer circuit training class at the Life With Cancer Family Center in Fairfax — where they’d squatted, curled and stretched — had ended 15 minutes ago, but the socializing afterward seemed just as essential to their well-being. “I call it parking lot counseling,” says Debra Banning, an Annandale, Va., resident who was diagnosed with breast cancer in 2015. “We would walk out together, and we’d share our stories and help each other and talk it out.” The health benefits of fitness and socialization are long established. Now, some athletic and medical organizations across the country are connecting the two to extend those gains to people facing serious illness. Studies have shown that exercise benefits people affected by diseases such as cancer and Parkinson’s. Experts believe group exercise
classes for these individuals — a population less likely to feel comfortable in a typical gym setting — can help even more. Such classes “get people moving and they also provide a lot of psychosocial support and shared experience of other people who’ve gone through the same types of treatments and the same kind of psychological trauma,” says Jennifer Ligibel, a physician at the Dana-Farber/ Harvard Cancer Center. Ligibel co-led a 2015 study of the 11-year-old Livestrong at the YMCA program, a 12-week group exercise regimen for cancer survivors that’s available in 700 communities nationwide. She found that in addition to improving physically, participants reported improved quality of life. “There’s absolutely the social aspect, and I think this is especially important for people who are living with chronic diseases,” Ligibel says. The group dynamic provides a common denominator most
Growth in certification There’s a growing demand for certifications to instruct illnessspecialized classes. The American College of Sports Medicine has offered a clinical exercise physiologist certification since 1975, when 21 people earned a certificate. In 2017, 885 people did. In 2017, the American Council on Exercise saw a 16 percent year-over-year increase in exam registrations for its medical exercise specialist certification. S.K.
gyms can’t. “People can feel ashamed of their bodies, or they can feel ashamed of their fitness or doubt their capabilities,” says Keith Kaufman, a Washington, D.C.-area sports psychologist. “They might be afraid of being judged, but once they get in there and realize it’s a welcoming community, that can keep you coming back for more.” Medical fitness centers, which differ from commercial fitness facilities by incorporating

physicians’ input, focusing on preventive care and offering illness-specific classes, also promote socialization. For instance, Valley Health Wellness and Fitness in Winchester, Va., has 100 classes per week, including Arthritis Water Workout and Rock Steady Boxing, which is designed to help people with Parkinson’s improve their reflexes and neuromuscular memory and slow the progression of symptoms. “What happens is a phenomenon that I call a club within a club,” says Bob Boone, president and CEO of the Medical Fitness Association, which has about 1,400 member wellness centers, including Valley Health. “You have to have a support group around you that understands the sacrifices and commitments you’re individually making, and who better to do that than other people that are experiencing the same disease that you are and going through the same issues?” STEPHANIE KANOWITZ (FOR THE WASHINGTON POST)

New parent? Here’s how to keep running. Finding a place for competitive running as a new parent can be logistically and emotionally challenging. Here are three strategies that can help get you back on track. AMANDA PARRISH MORGAN (TWP)
Pick and choose Prioritize a few key runs each week and commit to getting them done — for example, a long weekend run and an interval workout earlier in the week.
Get a running stroller It’s common wisdom on pregnancy forums that running strollers are the biggest dust-collectors of registries, but they can make multitasking (literally running errands!) and prioritizing key runs possible.
Use a treadmill Membership at a gym with child care can make going for a run possible on days without other options. Or invest in a treadmill. It’ll come in handy for easy early-morning runs in icy winter months and for naptime intervals when life gets in the way of getting to the track.

DR. ANDREA BONIOR | BAGGAGE CHECK
I’m just not ready to tell my family Q. What do you do if your family knows that something is
wrong, but you are not ready to talk to them about it yet? Specifically, my husband is now in treatment for compulsive gambling. It just about wrecked our marriage but we are hanging on. My relatives — who live a few states away but we talk by email and phone every week — can tell that something is up and are asking me about it. And we will see them at the holidays. But I am still sorting out my feelings and am not ready to talk about it (which will invite unwanted advice from them).
Boundary-laden honesty has the best chance here: “I know you can tell we’re going through some stuff. Thanks for your thoughts. We’re OK, but not ready to hash it all out yet. I will definitely let you know when we are.” Yes, this may invite more questions, but then you can feel free to be more
firm, since you’ve already thrown them a bone. “I know you must be curious. But it’s not helpful for me to talk about it at this point; a lot is still in flux. I know I’m asking a lot, but all I need is a little space for now. I hope you’ll understand.” If they persist, then you get a free pass to start talking football.
who was divorced a couple of years ago. I feel like a little kid when I compare myself to his ex-wife. She is much more advanced in her career and much more recognized in her community, and they owned a home together. I love my boyfriend but almost have this impostor syndrome about whether I could step into his ex-wife’s shoes. It’s natural to compare yourself to someone who looms as large as an ex-spouse. But here’s the thing: Her marriage to your boyfriend didn’t work. It fell short, and it full stopped. (Full stop.) And being that the match matters even more than the individual — thank goodness, or everyone nationwide would be lining up to date the same dozen folks — there’s no yardstick that means anything at all besides what your relationship is like with your boyfriend. Try to be open to that, breathe through it and just be. Remind yourself that you may have an adventurousness and flexibility that a more established person may not. Then spend more time wondering if this relationship meets your needs, rather than whether you win some face-off with a woman who’s already failed the match test.

‘House of Cards’ finally collapses TV REVIEW In the entirely different political climate of early 2013, Barack Obama was starting his second term as president and “House of Cards,” Netflix’s first original series, premiered as the Washington show of the moment. Things have changed, to say the very least. Now the painfully protracted, often overwritten, covertly Shakespearean melodrama has come to an end, at last, with Friday’s release of Season 6. There’s not much left to say about it, besides good riddance to its perpetual notion that Washington only

of sexual assault), and replace his Frank Underwood with the show’s far more interesting character (Robin Wright as the newly
sworn-in President Claire Underwood), “House of Cards” had already drifted hopelessly away from any kind of resonance or plausibility. Still, Wright’s performance is a rock-solid study in resolve, and the sixth season, featuring new cast members Diane Lane and Greg Kinnear, does at least throw a few clever and pleasingly feminist elbows with its newfound perspective. Fans of the show savored “House of Cards” because of its unhinged portrayal of backstage politics, but the show was hardly ever politically relevant or even competent. It was mostly about needless cruelty, proving that not only democracy dies at this level of darkness; so do TV shows.

Looking for America’s troubled soul ‘The Feral Detective’ packs its noir tale with timely political allegory BOOK REVIEW “The Feral Detective” is a brilliant noir title — right down to its misdirection. Charles Heist, the mysterious man at the center of Jonathan Lethem’s novel released today, is a detective of sorts, but he isn’t feral. He’s Clint Eastwood-cool, all self-contained and aloof, capable of silencing a room with a glance. “The Feral Detective” is one
of Lethem’s nimblest novels, a plunky voyage i nto the traumatized soul of the Trump era. It’s narrated by 3 0 -someth i ng Phoebe Siegler, who quit The New York Times in a fit of rage over the election of President Trump. So she is now free to help a friend who’s trying to locate her missing college-age daughter, Arabella. Phoebe comes to suspect that Arabella has gone to Southern California; once she
arrives there, she reaches out for professional help and gets referred to Heist. “The Feral Detective” enters a darker realm as soon as Phoebe and Heist venture into the friable wilderness far outside L.A. The terrain looks depopulated by a neutron bomb, and the people who remain live off the grid in concrete tunnels, sheet-metal huts and teepees. Lethem lays out a paranoid world of atavistic passions, complete with a new paganism that divides these bikers, hippies and hangers-on into warring camps: Rabbits and

Bears — a DIY version of Athens and Sparta. With this uncivil war, Lethem suggests a frightening reflection of the mainstream culture left behind: one camp clinging to fragments of civilization, the other consumed with machismo and sexual violence. Who can really be saved in our collapsing society is the question that rumbles below these pages, but the story races along so fast you’ll barely notice you’ve entered such dark territory till it’s too late to head back.

HEALTH AND WELLNESS STUDY Complete a one-time research survey! The University of Maryland’s School of Public Health is inviting African American adults who have a history of smoking to participate in a one-time survey which should take about 15-20 minutes to complete. The purpose of this research study is to help learn more about health screenings including tests to find lung cancer early. To participate in this study, you must: 1) be an African American adult between 55 and 80 years old, 2) have a history of smoking, 3) currently smoke or have quit within the past 15 years, and 4) have not been diagnosed with lung cancer. As a token of our appreciation, we will send you $10 once the complete survey is returned. You may complete the survey online by visiting https://go.umd.edu/ healthsurveyexpress. Once you click on the survey link, it will first ask questions to confirm you are eligible to participate in the study. For more information, please contact Randi Williams at 301-405-7875 or rwilli25@umd.edu.

trending “Surely this is a joke? It looks more like Margaret Thatcher than Mo Salah.” @CRAIGCOEYO, tweeting about a statue of popular Liverpool player
Mo Salah at the Sharm el-Sheikh World Youth Forum in his home country of Egypt. The statue of Salah depicts the soccer star in his famed goal celebration pose, with his arms wide. Sculptor Mai Abdallah said she chose Salah because he’s a “symbol of excellence to Egyptian youth,” according to the BBC. However, Twitter users immediately compared the oddly proportioned statue to singer Leo Sayer, Margaret Thatcher, Beavis and Butthead, Marv from “Home Alone,” Art Garfunkel and Richard Simmons.

@REVRRLEWIS, tweeting about the conservative D.C.-based news outlet sending out a tweet early Monday morning that read, in part, “Trump is going to hell. Anyone who ever read the Bible can tell you where it stands on rich adulterers.” The criticism ended with “This paper is garbage for promoting ‘Trump and God.’ ” Examiner deleted the tweet and said its account had been hacked.

“It’s not political correctness to say this joke literally belittles Dan Crenshaw’s sacrifice.” @JASSTANFORD, blasting “Saturday Night Live” comedian Pete Davidson for joking about war veteran and Republican congressional candidate Dan Crenshaw of Texas, who lost his eye during a 2012 explosion in Afghanistan. Crenshaw said later that he tries “not to be offended” and that an apology wouldn’t mean anything to him.

“The Washington Examiner had two scotches too many last night.”
“Gouda Lord, she knows cheese.” @CAESAAR, joking about Milwaukee
Bucks fan Jamie Kiesl naming a whopping 27 cheeses in 30 seconds. The competition came during the Bucks’ win Sunday over the Sacramento Kings. Kiesl beat player Sterling Brown, who named 17 in a prerecorded segment. A self-described lifelong Wisconsinite, Kiesl was given a basketball signed by Brown for her effort.
“[I] wondered when the animals would finally decide they’ve had enough of us and start rebelling.” @SNHUPREZ, reacting to reports that a fisherman was rescued from a cliff face in Scotland on Friday after fleeing 50 “aggressive” gray seals and their pups. He was walking on a beach when he came across the colony. While trying to escape, he got stuck on the cliff and had to call for rescue.

SCORPIO (Oct. 23-Nov. 21) You can combine the new and the old today in a way that has not been tried before. This could well mark a new beginning. SAGITTARIUS (Nov. 22-Dec. 21) You may feel the pressure someone is exerting today more than you have recently. It’s time to do something. CAPRICORN (Dec. 22-Jan. 19) You mustn’t rely on anyone else to pull you back from the edge today; only you are likely to have that kind of control. AQUARIUS (Jan. 20-Feb. 18) Your surroundings are likely to provide you with a great deal of inspiration today. Look around and see all that is possible. PISCES (Feb. 19-March 20) Something you’ve been trying hard to keep under wraps may be revealed today — much to your surprise. ARIES (March 21-April 19) You may have to strike a bargain with someone behind closed doors today. The results will be a clear benefit for you and your team. TAURUS (April 20-May 20) You’re eager to give something new a try today — but take care that you’re not merely following someone else down a dangerous road. GEMINI (May 21-June 20) Someone you know may be playing with fire, and you’re the only one in a position to douse the flames if things get out of hand. Be ready.

CANCER (June 21-July 22) You
recognize things as they are, but you don’t know quite how to react when last-minute developments make themselves known. VIRGO (Aug. 23-Sept. 22) You may encounter someone who seems to know something you don’t. This mystery can be solved by being open and honest; communication is key.
