A man was arrested after he drove his pickup truck into a courthouse in Mississippi. The Gulfport Police Department said Keith Cavalier told officers he intentionally crashed into the Harrison County Courthouse early Saturday because it was the best way to let them know his drug paraphernalia had been stolen. Cavalier has been charged with driving under the influence and malicious mischief because of damage to the building. (AP)
Irish aviation officials are investigating reports of bright lights moving quickly in the skies over Ireland. The Irish Aviation Authority said Tuesday it was looking into “reports from a small number of aircraft” about what was called “unusual air activity” on Friday. Reports indicate the lights were seen Friday morning by pilots from British Airways and Virgin Atlantic. The airlines did not immediately respond to requests for comment. (AP)
The Chattaway restaurant in St. Petersburg, Fla., had two odd break-ins back-to-back, the Tampa Bay Times reported Monday. In one, a burglar enjoyed chicken wings and a beer before taking cash and other items. In the other, a man came in, took off his clothes, ate some instant ramen and played bongos. Police are seeking the first man; the identify of the other is known, but the restaurant won’t press charges as he took nothing. (EXPRESS)

Winter to make a comeback Capital Weather Gang predicts 16 to 24 inches of snow this year

WEATHER Summer seemed to last forever and fall has been fleeting. Our first chance of wintry precipitation is already here, and the winter season itself is just a few weeks away. The last two winters didn’t feature much winter. The winter of 2016-2017 was abnormally warm and practically snowless. Last winter showed more signs of life, with a punishing Arctic blast in late December and early January and then a cold March capped by a snowstorm on spring’s first day. But, overall, it was still milder than average. Winter will try to make a comeback in 2018-2019. Capital Weather Gang predicts somewhat above average snowfall, to the tune of 18 to 24 inches inside the Beltway and up to 30 inches or so in the normally colder areas to the north and west. This is the first snowier-than-average prediction since 2015-2016. February is predicted to be the snowiest month, perhaps followed by March, as a more entrenched

and persistent wintry pattern tries to emerge. Additionally, the chance of a significant snowstorm — 8 to 12 inches or even more — is higher than normal. Capital Weather Gang forecasts seven or eight accumulating snow events in the immediate D.C. metro area, with a couple more in colder suburbs to the north and west. This doesn’t include dustings or ice events, as there are likely to be some of those. The region hasn’t had a cold winter in four years, since

Amazon splits decision ARLINGTON Amazon will open major new outposts in Northern Virginia’s Crystal City and in New York City, splitting its much-sought investment of up to 50,000 jobs between the two East Coast sites, the company announced Tuesday. “We are excited to build new headquarters in New York City and Northern Virginia,” Amazon founder and CEO Jeff Bezos said in a statement. “These two locations will allow us to attract world-class talent that will help us to continue inventing for customers for years to come.” (Bezos owns The Washington Post and Express.) Amazon also announced it has selected Nashville for 5,000 jobs as part of a new Center of Excellence for its Operations business, which is responsible for customer fulfillment, transportation, supply chain and similar activities. The choice of Crystal City in Arlington County as one of the centers cements Northern Virginia’s reputation as a magnet for business and will potentially reshape the Washington region into an eastern outpost of Silicon Valley over the next decade. The selections came with a price tag: Virginia Gov. Ralph Northam, D, and Arlington County leaders agreed to give Amazon direct subsidies of $573 million based on the company creating 25,000 jobs with an average wage of $150,000. The state and county will also invest $223 million for transportation improvements that will benefit Amazon and the rest of the community. The money, which is subject to approval by the Virginia General Assembly, also includes $195 million in transportation improvements to nearby Metro stations and Reagan National Airport, as well as for the construction of a

Virginia Tech plans to build a $1 billion campus in Alexandria focused on innovation, part of the higher education offerings the state offered the company. New York leaders offered more — $1.85 billion, much of it also tied to the company’s job growth and salaries. The decision hands Northam and local leaders the largest economic development prize in a generation — one promising billions of dollars in capital investments alone — but could also put pressure on the region’s already steep housing prices, congested roads and yawning divide between wealthy and low-income residents. According to an agreement between Amazon and Virginia, the company expects to hire 400 people in 2019 and 1,180 in 2020. It expects to create a minimum of 25,000 jobs by 2030 and potentially a total of 37,850 by 2034. “This is a big win for Virginia — I’m proud Amazon recognizes the tremendous assets the Commonwealth has to offer and plans to deepen its roots here,” Northam said. But not everyone was pleased. “Offering massive corporate welfare from scarce public resources to one of the wealthiest corporations in the world at a time of great need in our state is just wrong,” said New York State Sen. Michael Gianaris and New York City Councilman Jimmy Van Bramer, Democrats who represent the Long Island City area, in a joint statement.

CRYSTAL CITY A Crystal City condo that had sat on the market suddenly shot up in price by $20,000. Realtors are fielding cold calls from out-of-state investors eager to snap up properties. “But only if Amazon comes to the area,” one Midwestern woman said. Anticipation that the online retail giant would open its new headquarters in the Northern Virginia neighborhood set off a flurry of real estate speculation — even before the official announcement from Amazon on Tuesday morning. But the coming influx of tens of thousands of highly paid tech workers could exacerbate inequality in the region, making it more difficult for renters and first-time home buyers, warn housing advocates and others. “It’s becoming a much less economically and racially diverse county, and a huge employer like Amazon coming in is only going to increase that pressure,” said Philip Tegeler, executive director of the Poverty & Race Research Action Council. “Gentrification is a huge concern for us if Amazon comes, because Crystal City is close to some of the last places where it’s affordable to live, with public transportation and access to jobs,” said Kimberly Armradit, a 27-year-old who lives in the working-class immigrant neighborhood of Arlington Mill. “Where do the day laborers, the barbacks, the janitors go?”

Council votes to limit Airbnb THE DISTRICT The D.C. Council voted unanimously Tuesday to impose some of the tightest limits in the nation on Airbnb and other short-term rental companies after resolving a dispute over how to pay for the legislation. If signed by Mayor Muriel Bowser, D, the measure would prevent D.C. property owners from renting out second homes on a short-term basis and bar them from renting spare rooms or basements in their primary residences for more than 90 days per year. Bowser has said she thinks the bill is too restrictive but has not threatened to veto it — partly because it passed with enough votes to override a veto. Airbnb swiftly denounced the council’s action. “The D.C. Council’s reckless vote today is the latest example of the misleading tactics used to pass fiscally irresponsible home sharing policy,” Airbnb spokeswoman Crystal Davis said. “This Council managed to accomplish the seemingly impossible today, simultaneously depriving D.C. residents of $64 million in supplemental income annually and then sending D.C. taxpayers a bill for $104 million.” Davis said Airbnb would “remain committed to ensuring home sharing is protected in our nation’s capital,” but did not specify what actions the company

On Tuesday Airbnb also filed a lawsuit against the city of Boston over a law that contained some provisions similar to D.C.’s legislation. Supporters of the crackdown said it was necessary in a city where short-term rentals are making an overheated real estate market even more difficult for would-be home buyers and renters. The bill passed after a flurry of last-minute debate among lawmakers over whether it was too strict. Council members

Council indefinitely delayed action on legislation to lower the voting age to 16, dealing a blow to efforts to make the nation’s capital the first jurisdiction to allow minors to cast ballots in presidential contests. Lawmakers voted 7-6 to table the bill, imperiling its chances before an end-of-year deadline to pass legislation. (TWP)
proposed multiple amendments that would have softened some of the legislation’s tougher provisions. Only one of those changes was adopted: a measure allowing
homeowners to apply for an exemption from the bill’s annual cap on the amount of time that a unit can be rented out. The measure passed by the council would take effect Oct. 1, 2019. That would give the city time to create an enforcement and licensing agency, and to resolve inconsistencies under which most short-term rentals are technically in violation of zoning regulations. The bill would affect thousands of D.C. property owners who have turned to “home sharing” to earn income, as well as the tourists and business travelers who use the service to find lodging in the nation’s capital. The council unanimously gave preliminary approval to the bill on Oct. 2. On Oct. 16, however, it unexpectedly delayed the final vote because of concerns over an estimate from D.C. Chief Financial Officer Jeffrey S. DeWitt that the legislation would cost the city $104 million over four years, mostly in lost tax revenue. DeWitt contended that passage of the bill would lead the city government to begin enforcing existing prohibitions on shortterm rentals in residential areas, where between 80 percent and 90 percent of such rentals take place. But D.C. Council Chair Phil Mendelson, who championed the bill, said there was no reason to believe the Department of Consumer and Regulatory Affairs would start enforcing zoning regulations that it has largely ignored. The amount the owner of a Georgetown mansion once occupied by Jackie Kennedy was fined after removing a magnolia tree from the property and trimming another. Terry Owens, a spokesman for the D.C. Department of Transportation, said David Hudgens, founder of concrete company Accu-Crete, was fined $53,611.20 for magnolias that were “pruned excessively,” including one that was removed. Such fines are determined by a tree’s circumference, Owens said, adding that one tree was 101 inches in circumference. Supreme Court to hear GOP’s districting appeal The Supreme Court agreed Tuesday to hear an appeal by Virginia Republicans who are trying to preserve state legislative districts that have been struck down by a lower court as racially discriminatory. The case involves 11 districts in the Virginia House of Delegates. Democratic voters accuse Republicans of packing black voters into certain districts to make surrounding districts whiter and more Republican. Lawsuit: School ignored sex harassment charges The University of Maryland, Baltimore, and its School of Medicine are accused of ignoring complaints of sexual harassment. The Baltimore Sun reported Tuesday that Carly Goldstein, 31, accuses the institutions of failing to stop harassment by her supervisor, Dr. Robert Crawford, who is a surgeon and professor at the medical school. The lawsuit says supervisors and a university investigative body disregarded the research coordinator’s complaints about unwanted advances she said Crawford made toward her between 2014 and 2017. Police: Dog wounded aiding robbery victim Police in D.C. say a dog was shot while trying to save its owner from a robbery. Police said the dog was severely wounded and taken to a veterinary hospital. Police said the owner was getting out of his car Friday night when a man approached and robbed him at gunpoint. The dog was in the car and leapt from the vehicle when the robber attempted to flee. Police say the dog was then shot from someone inside a waiting car. The animal’s current condition is unclear. (AP)

Mixed review for VA: Health care praised, but access falls short With Veterans Day this week, more than four years after a patient waitlist scandal shamed the Department of Veterans Affairs and almost two years into President Trump’s reign, it is a good time to take stock of the VA. The department continues to generate controversy. The number of fiscal 2017 VA employee complaints to the Office of Special Council over “prohibited personnel practices,” including whistleblower retaliation, far exceeded those of any other agency — including the much larger Defense Department. Inspector General Michael J. Missal said the VA faces a number of challenges, including “failures in program leadership and governance, system deficiencies and inadequate staffing.” He added that “these are often exacerbated by frequent
turnover in key positions.” Frequent turnover in key positions includes the top one. Since Trump took office, the department has had five leaders. That includes Robert Wilkie, who served twice, this spring in an acting capacity and since July as the full-time head. And the department had over 45,000 vacancies in June. Yet veterans continue to praise VA health care. “There are certainly areas that need improvement, such as timely access to veterans benefits and services,” said Garry Augustine, executive director of Disabled American Veterans Washington. “However, our membership feels that the VA is doing a good job overall.” Ryan Gallucci, director of National Veterans Service for the Veterans of Foreign Wars, said: “What we’ve seen over the past months … is that the situation is improving. There are still significant challenges
… but we think the VA is moving in the right direction.” While it’s clear from the endorsements that VA health care is good, access often isn’t. Missal’s office has examined wait times at VA medical facilities and found many patients are waiting longer. His report on an outpatient clinic in Monterey, Calif., for example, said the percentage of new patients waiting more than 30 days for primary care appointments jumped from 1.63 percent in the third quarter of fiscal 2016 to 17.34 percent in the second quarter of fiscal 2017. Wilkie insisted, however, it is getting better. “VA is providing more health care appointments than ever before, authorizing 32.7 million appointments in FY 2017, nearly 2 million more than in the previous year,” he told the Senate in September. Whatever the numbers, no one said VA’s falsification of wait list data remains the problem it was in 2014. “We don’t see any of that,” said Chanin Nuntavong, the American Legion’s director of Veterans Affairs and Rehabilitation. POLITICS Days after Hurricane Florence rammed into the North Carolina coast, President Trump was on his way to comfort those who lost homes or loved ones. He met with the state’s Democratic governor; he sat for a briefing; he paused to ask residents in New Bern: “Hi, everybody, how’s your house?” When Hurricane Harvey pummeled Texas last year, he traveled to Houston, and when Hurricane Michael hit Florida and Georgia last month, he and the first lady quickly went to the Gulf Coast. But as California has convulsed in tragedy — a mass shooting and an outbreak of wildfires that included the deadliest in the state’s history — the president has not only offered little comfort, he has also heaped on criticism. He’s blamed the forest fires on “gross mismanagement,” threatened to withhold federal payments and instructed officials via Twitter to “Get Smart!” The disparity in the responses to red states and blue states continues to exacerbate the nation’s partisan complexion, injected now even into natural disasters. A president who prizes and craves loyalty more than any other attribute, Trump has divided states into the ones that voted for him and the ones that didn’t, and found the latter group wanting. In California, that has meant state officials are having to fight not only killer fires but also the combustible rhetoric coming from Oval Office. “There is no reason for these massive, deadly and costly forest fires in California except that forest management is so poor,”
President Trump’s initial response to the California fires was to criticize the state for its forest management.
Trump tweeted early Saturday, as fires consumed portions of the state in the north and the south. “Billions of dollars are given each year, with so many lives lost, all because of gross mismanagement of the forests. Remedy now, or no more Fed payments!” Not until 14 hours later did he express sympathy for the victims. California officials responded by pointing out that the latest fires have not started in forests but in suburban areas, fueled by scrub grasses and chaparral dried by the state’s long-standing drought, and driven by blowtorch winds. Moreover, the vast majority of forest land in California is owned and controlled not by the state but by the federal government, under Trump’s control. White House officials did not respond when asked why Trump often appears to be more publicly critical of Democratic areas

Since he took office, Trump has made 111 trips to 26 states that he carried in 2016, while traveling 47 times to 10 states that he lost, according to figures compiled by Mark Knoller of CBS News. Six of those visits have been to areas hit by natural disasters. In 2017, Trump traveled to Texas twice after Hurricane Harvey, and once each to Puerto Rico, severely damaged by Hurricane Maria, and a post-Irma Florida. MEDIA CNN on Tuesday sued the Trump administration on behalf of reporter Jim Acosta, asking a court to restore Acosta’s White House press pass after President Trump suspended it last week. The unusual lawsuit, an escalation of Trump’s longrunning war of words with CNN, seeks a judge’s intervention after Trump banished Acosta from the White House grounds for an indefinite period after a brief altercation between Acosta and a White House press aide. In a defiant statement, press secretary Sarah Sanders said the White House will “vigorously” defend itself. She made no mention of Acosta’s interaction with the press aide and instead said the suspension was because Acosta would not yield to other reporters. Other journalists have been widely supportive of Acosta. “The president of the United States should not be in the business of arbitrarily picking the men and women who cover him,” Olivier Knox, president of the White House Correspondents’ Association, said in a statement. Legal experts say CNN has a good chance of winning in court. Disputes have occasionally flared over which members of the press corps are qualified to receive a “hard pass,” which enables reporters to enter and leave the White House grounds each day. Reported cases in 2017 increased 17 percent from 2016, survey finds CRIME Hate crimes across the United States spiked 17 percent in 2017 — marking a rise for the third straight year — with a 37 percent increase in anti-Semitic hate crimes, according to an FBI report released Tuesday. There were 7,175 reported
hate crimes last year, up from 6,121 in 2016. The FBI’s annual hate crimes report defines hate crimes as those motivated by bias based on a person’s race, religion or sexual orientation, among other categories. There was an increase of nearly 23 percent in religion-based hate crimes, with more than 900 reports of crimes targeting Jews and Jewish institutions. The FBI said there were 2,013 hate crimes against African-Americans, a

The move by Juul Labs Inc. comes ahead of an expected U.S. government crackdown on underage sales of flavored e-cigarettes. Juul said it stopped filling store orders Tuesday for mango, fruit, creme and cucumber pods and will resume sales only to retailers that scan IDs and take other steps to verify a buyer is at least 21. It said it will continue to sell menthol and mint at stores, and sell all flavors through its website. The company also said it would close its Facebook and Instagram accounts, and pledged other steps to make it clear that it doesn’t want kids using its e-cigarettes. Its products are meant to help adult smokers quit regular cigarettes, CEO Kevin Burns said in a statement. “We don’t want anyone who doesn’t smoke, or already use nicotine, to use Juul products,” Burns said. “We certainly don’t want youth using the product. A path to bounce back A difficult early season schedule has turned more favorable for the 4-9 Wizards WIZARDS Almost a month into the season, the Wizards are a disappointing 4-9. But the schedule provides some reason for optimism: They began a five-game homestand Monday with a victory over the Magic — their second win in a row — and face the lowly Cavaliers tonight. On Friday they play the 6-8 Nets, who lost breakout player Caris LeVert to a dislocated foot Monday. “We feel like this is a good homestand that can turn everything around,” Wizards guard Austin Rivers said. Although five months remain on the regular-season calendar, the Wizards already have felt the sting of the schedule. Over the first four weeks of the
season, Washington experienced the third-toughest strength of schedule, according to NBA.com writer John Schuhmann. Bell remained a no-show, meaning that he will sit out the full season in his contract standoff with the team, and the Steelers (6-2-1) will chase a Super Bowl without any chance of getting a late-season boost from Bell. The Steelers will continue to rely on James Conner, who has become a standout in Bell’s absence with 771 yards rushing and 10 touchdowns. The NFL on Tuesday moved the Rams’ Monday night game with the Chiefs from Mexico City to Los Angeles because of the condition of the field at Azteca Stadium. The league said it determined that the recently re-sodded field at Mexico City’s historic venue “does not meet NFL standards for playability and consistency, and will not meet those standards by next Monday.” Recent rains and several big events at Azteca combined to damage the field. The Rams, the official host team, and Chiefs both are 9-1. Some Rams players were against the trip because their families are dealing with the California wildfires. (AP)

A tragic reminder of life lost
The evolutionary road Imagine Dragons soar toward experimentation on the band’s new album, ‘Origins’ ALBUM REVIEW Do Imagine Dragons ever sleep? Apparently not. Less than a year and a half after releasing the double-platinum album “Evolve” and crisscrossing the globe on a 100-date tour, the band is back with a dozen new songs. Released Friday, “Origins” is supposed to be a companion to “Evolve.” It’s an intriguing follow-up, offering more textures and sonic experiments. If “Evolve” was the band stalking around as an arena powerhouse, “Origins” is its quirky little sister, making cool stuff in her bedroom. Don’t let the first single, “Natural,” u a , fool ool you. That slice of
bombastic, fist-pumping bravado seems to indicate more of the same on “Origins.” But the band drifts into other areas, like the blissed-out summer jam “Cool Out,” which could be on a DNCE album, and the gloriously anarchic, disruptive “Digital,” which plays with dubstep and chops itself into pieces. The album sees the Dragons reteaming with producers Alex da Kid and Mattman & Robin — folks who have delivered some of the band’s biggest hits — but, to everyone’s credit, they’re not doing more of the same. “Bullet in a Gun” is fresh with unpredictable electronic flourishes, and the club-ready “Only” has interesting int tempo shifts and

On “Zero,” lead singer Dan Reynolds reminds everyone that he once felt empty and unreal. On the aforementioned “Bullet in a Gun,” Gun, he notes sadly, “To make a name you pay the price.” Later, ter, the words “sellout, sellout, sellout!” ellout!” are heard. Themes of death, drugs and isolation loom large over every languorous turn of “Come Over When You’re Sober, Pt. 2,” a posthumous album from Lil Peep, released Friday. The rapper died of an overdose in November 2017 at age 21, and his lyrics give a glimpse into the tragedy. “I think I’m gonna die alone inside my room,” Peep sings on the standout track “Life Is Beautiful.” When he says “I gotta go right now” on “Broken Smile (My All),” his words carry more weight. Movies and TV shows rarely film in the District — but that’s changing FILM It’s a hobby among D.C. locals: picking apart glaring geographic and architectural inaccuracies in movies and television shows set in Washington. One of the most famous is the 1987 film “No Way Out,” in which Kevin Costner takes a subway
from Georgetown. No subway station has ever existed in the tony neighborhood. The opening credits of the new Amazon show “Jack Ryan” show the title character biking to work via a route that makes no geographic sense. A production spending more than $250,000 filming in D.C. can apply for a rebate of up to 35 percent of taxable expenditures, with incentives for hiring local residents. “These are game-changing times for us,” Gates says.
