Solyndra Agreed to Delay Layoffs Emails: Energy Dept. urged solar company to act post-’10 elections MWi^_d]jed The Obama administration urged officers of the struggling solar company Solyndra to postpone announcing planned layoffs until after the November 2010 midterm elections, newly released e-mails show. Solyndra, the now-shuttered California company, had been a poster child of President Obama’s initiative to invest in clean energies and received the administration’s

first energy loan of $535 million. But a year ago, in October 2010, the solar panel manufacturer was quickly running out of money and had warned the Energy Department it would need emergency cash to avoid having to shut down. The new e-mails about the layoff announcement were released Tuesday morning as part of a House Energy and Commerce committee memo, provided in advance of Energy Secretary Steven Chu’s scheduled testimony before the investigative committee Thursday. Azzam al-Ahmad, a senior Fatah negotiator, said the sides agreed on the election plan in secret talks and are expected to formally approve it Nov. 25 in Cairo. This Notice informs the public that the Public Service Commission of the District of Columbia (“Commission”) seeks input on the rate application submitted by the Potomac Electric Power Company (“Pepco”) requesting authority to increase existing distribution service rates and charges for electric service in the District of Columbia. Pepco proposes a revenue requirement increase of $42.1 million. Pepco is the sole distributor of electric power to homes and businesses in the District; hence the Commission will set Pepco’s distribution service rates in this rate case and not the cost of electricity itself. • Pepco requests authority to earn an 8.64% Rate of Return, including a Return on Equity of 10.75%. Per the PSC’s decision in Formal Case No. 1076, rendered in March 2010, Pepco’s current allowed Rate of Return is 8.01%, including a Return on Equity of 9.625%. • Pepco proposes a Reliability Investment Recovery Mechanism (“RIM”) surcharge that would provide for annual rate adjustments to recover the reliability related costs of certain investments in Pepco’s distribution system. • Pepco seeks cost recovery for its investments in Advanced Metering Infrastructure (“AMI”). • Pepco proposes to recover incremental customer care expenses relating to initiatives that Pepco is undertaking to enhance customer service. Pepco states that this initiative includes four major components: personnel, telecommunication infrastructure (hardware and software), storm readiness, and customer education/market research. • Pepco’s proposals would add about $5.00 to the monthly bill for the typical residential customer and increase the minimum monthly customer charge from $6.65 per month to $10.40 for the standard (R) class and from $6.65 to $12.39 for the All-Electric residential (AE) class. The Commission published a Public Notice on July 22, 2011, regarding this application in the D.C. Register to allow interested persons to intervene in Formal Case No. 1087, the formal case established to adjudicate Pepco’s application. Lifting Spirits Working for a number of years until the age of 62, James shared his passion for lifting others’ spirits with his hobby of creating inspirational cards for fellow employees and patients at a CFCNCA-supported hospital. Little did he know, James would soon be the beneficiary of the very same support of a different CFCNCA-supported charity. Unfortunately, there were events in James’ life, which led him to a selfdestructive path of heavy drinking and even depression. Reluctant to seek help, he found himself in and out of homes and eventually mental hospitals. “It’s funny how I was able to lift other people up, but I couldn’t lift myself up.”

Vietnamese Orphans and Caretakers Vaccinated Against Influenza Approximately 70 percent of children in orphanages throughout Vietnam become ill with the flu each year. More often than not, orphanages are ill equipped to handle these infections, which often results in this highly infectious illness spreading quickly in the form of an outbreak. While death is not a common result of the flu, young children are at a far greater risk if not treated properly. Recently, a CFCNCA-supported charity launched a program in Vietnam focused on administering flu vaccinations to at-risk orphans and their caretakers. In part, thanks to the money raised through the CFCNCA, this program provided vaccinations for 433 orphans and 107 caretakers in five separate orphanages. Thanks to your support, these children can continue to learn, grow and play free of sickness and infection. Vietnamese orphans and volunteers benefit greatly from the vaccinations offered by a CFCNCA-supported charity.

CFCNCA volunteers attending the Mid Campaign Lunch on October 24 had the opportunity to hear Secretary Arne Duncan, Honorary CFC Chair, thank them for their generosity in volunteering for the campaign and encourage them to finish strong as the campaign deadline quickly approaches. Attendees also heard from the new Local Federal Coordinating Committee (LFCC) Chairperson, Brandon Haller, and received an update on campaign progress, given by John Lazar, CFCNCA Executive Director and Commander Mike Kelly, U.S. Navy and CFCNCA Loaned Executive. They reported the numbers are up compared from last year at this time, but Federal employees should remain focused on striving past the goal of $67.2 million. Lastly, a panel of three campaign managers led a discussion with audience participation on campaign best practices. This opened up an impromptu brainstorming session imparting many new and invigorating ideas for volunteers to take back to their agencies.

FCA Grooves into the Campaign with “Goodstock” On Thursday, October 6, the Farm Credit Administration (FCA) kicked off its campaign with a Woodstock-themed music festival and charity fair called “Goodstock.” Since the CFC began in the 1960’s, the FCA decided to focus in on the music and styles of the Woodstock era. FCA’s Campaign Manager, Walt Gardiner, emceed the event in full hippie disguise. His co-campaign manager, Damien Hill, performed a song he composed himself. In between moving remarks by Chairman Strom, Edie Parrish and Janet McElroy were special dance performances and singing. At the end of the kickoff, the standing room only crowd was entertained by FCA campaign staff and Keyworkers singing and dancing along to “Let the Sun Shine In.”

EPA Mascot Promotes Esprit De Corps Each year, the Office of the Environment Protection Agency (EPA) chooses a mascot related to the Office sponsoring the campaign. The 2011 EPA sponsor is the Office of Enforcement and Compliance Assurance, and they chose Officer Beary, a teddy bear from the Vermont as this year’s mascot. For the duration of the campaign, weekly categories are established to increase completion, awareness and funds. Such categories include: first to make a pledge; most paperless pledges; closest to the goal and others. The winners of each weekly category get a week-long visit from Officer Beary in hopes of increasing competition in other offices whilst rewarding the hard work of that particular office. It is Officer Beary’s loving and soft demeanor that helps to keep CFCNCA in the spotlight promoting the healthy spirit of competition while encouraging others to give. The campaign looks forward to new and invigorating ideas, like mascots, to support the critical work of the CFCNCA in the years to come.

The CFCNCA Welcomes New LFCC Chair, Brandon Haller As a seasoned employee of the government, Brandon Haller brings with him more than a halfdecade of experience working with the CFCNCA. While this year marks his first year as Chair of the LFCC, Brandon has served as Vice Chair and Corporate Secretary in the past for the LFCC. His involvement began on the campaign as a volunteer, thanks to the encouragement from an active CFCNCA member recruiting him to support the LFCC. Soon thereafter, he became an officer and had the responsibility of developing and executing long-range planning for the campaigns’ various activities and initiatives. “I am honored to serve as the LFCC Chair and expand Federal workplace giving. Haller’s career as a Federal employee spans 11 years with the U.S. Government Accountability Office. In his capacity there, Haller is a part of the applied research and methods group. Wounded Warriors go Scuba Diving Recently, a CFCNCA-supported charity began teaching many of the injured veterans at a local hospital in San Antonio, Texas, how to scuba dive. The facilities at the hospital were ideal for teaching soldiers with missing limbs how to work under water with diving equipment. Participants took to the activity with a positive attitude and, once certified for open water diving, went on weekend trips to try their newfound skills in a real deep-water environment. The charity took 30 wounded warriors on two separate trips to Panama City, Florida, to test their abilities and enjoy their newly acquired skills. Both trips were huge successes. The reports that the wounded warriors brought back stirred a major interest in the diving program at the hospital as a worthwhile rehabilitative program and they now have a waiting list of injured veterans eager to qualify. The program has been a true success story. It enables a great number of wounded warriors to learn new skills, become active in areas that they thought might be lost to them and regain an enormous amount of optimism. The program serves as a wonderful example of how your gifts can deliver hope to people and communities in need. A CFCNCA-supported charity gives wounded warriors the opportunity to scuba dive to help rehabilitation.

After Sudden Disaster, Son of Federal Worker Receives Full Care Five years ago, Lois Wellman, an employee of the Department of Interior, and her family suffered a terrible disaster when their house exploded due to a propane gas leak. At the time of the explosion, Lois’ 13-year-old son, Jordan, was inside the house and hit directly by the blast. Because of the explosion and the fire that quickly engulfed their home, Jordan suffered severe burns over 58 percent of his body. In most cases, people with over 50 percent body burns seldom survive. Jordan remained in the hospital for 51 days. He endured intense physical therapy, participated in a school re-entry program so that he would not fall behind in his education and underwent many surgical procedures to minimize his scarring.

When speaking to her fellow Federal employees at campaign gatherings, Lois always advises people to look around them, because somewhere in the audience there is somebody whose life, or whose child’s life, their support may help to save.

Voice of America (VOA) is renowned for their broadcasting, but additionally fulfills an outreach role – supporting charities worldwide through staff donations to the CFCNCA. This campaign raises money through bake sales, game shows, and this year, a unique and worldly fashion show. Dubbed as ‘The Parade of Nations Fashion Show’ it was held on October 18. With the help of nearly 30 agency staff members, they enthusiastically exhibited traditional ethnic dress and provided cultural and linguistic

lessons. Each model is given the opportunity to teach the audience how to say “Give” in his or her native language while introducing key elements of their culture. The energized and captive audience enjoyed the elaborate display of bright colors and introductions of new culture; smiles flooded the occupants of the spectators. Preceding this colorful display, representatives from two charities who benefit from CFCNCA donations, enlightened the audience on their important work and how funds are critical for CFCNCA-supported charities.

It was through the parade of traditional clothing, quick wit, compassion and impressive dance moves the models were able to visually display how giving knows no boundaries and the universal verb “Give” can fulfill dreams and grant wishes. I believe it’s important to give through the CFCNCA to support others.”

I think that’s always a possibility. Did you know that UNESCO [in 2010] made French gastronomy a cultural treasure? I think that’s kind of funny, but it’s also appropriate. Two hundred years ago, the hardest thing to find was protein. Now, the hardest thing for many of us to find is time. French cooking depends on having a great deal of time.

In “The Bonfire of the Vanities,” journalist-turned-novelist Tom Wolfe mocks feature writers, claiming that we’re all biding time before we try our pens at fiction. He’s right. Secretly, all style scribes long to be novelists, so we start at the bottom, at the lowliest of all menial tasks: party coverage. The holidays are the prime season for what you might call gala and ball paparazzi. It’s fun for the guests, but young journalists like me 8o AWj^[h_d[ have the heinous task 8eob[ of asking attendees, “What are you wearing?” It is Dante’s tenth circle, equivalent to waitressing at a Michelin-starred restaurant where you’ll never taste the duck confit. I’m not there to eat canapes or show off my dress; I’m working. So, if you’re a gala-goer, help a poor reporter. If we ask the spelling of your name, don’t be offended that we don’t who you are. If we ask your profession and you’re a billionaire philanthropist, don’t say “bartender” and laugh as though we get your joke. We’ll take you at your word. Until very recently, people everywhere lived in fear of famine. In the same way you can’t appreciate winter until after you have central heating, you can only begin to obsess about food once you aren’t living in terror of famine. In that sense, it’s a new thing. But in America much more recently, I don’t think anyone could have ever predicted that you’d have food on television, being competitively cooked by chefs.

When fans stop the actor-comedian to snap a photo with him on their cell phones, Williams says he usually always obliges but often finds people complain that something seems wrong with him — even though he’s smiling. “I think people always want zany, goofy [expletive] from me,” says Williams, who recently returned from a honeymoon to France with new wife, graphic designer Susan Schneider. “It takes a lot of energy to do that.
