But journalists and neighborhood watchdogs say open communications ensure that the public receives information that can be vital to its safety. This Notice informs the public that the Public Service Commission of the District of Columbia (“Commission”) seeks input on the rate application submitted by the Potomac Electric Power Company (“Pepco”) requesting authority to increase existing distribution service rates and charges for electric service in the District of Columbia. Pepco proposes a revenue requirement increase of $42.1 million. Pepco is the sole distributor of electric power to homes and businesses in the District; hence the Commission will set Pepco’s distribution service rates in this rate case and not the cost of electricity itself. • Pepco requests authority to earn an 8.64% Rate of Return, including a Return on Equity of 10.75%. Per the PSC’s decision in Formal Case No. 1076, rendered in March 2010, Pepco’s current allowed Rate of Return is 8.01%, including a Return on Equity of 9.625%. • Pepco proposes a Reliability Investment Recovery Mechanism (“RIM”) surcharge that would provide for annual rate adjustments to recover the reliability related costs of certain investments in Pepco’s distribution system. • Pepco seeks cost recovery for its investments in Advanced Metering Infrastructure (“AMI”). • Pepco proposes to recover incremental customer care expenses relating to initiatives that Pepco is undertaking to enhance customer service. Pepco states that this initiative includes four major components: personnel, telecommunication infrastructure (hardware and software), storm readiness, and customer education/market research. • Pepco’s proposals would add about $5.00 to the monthly bill for the typical residential customer and increase the minimum monthly customer charge from $6.65 per month to $10.40 for the standard (R) class and from $6.65 to $12.39 for the All-Electric residential (AE) class. Even if the worst nuclear accident in 25 years leads to many people developing cancer, we may never find out. Looking back on those early days of radiation horror, that may sound implausible. But the ordinary rate of cancer is so high, and our understanding of the effects of radiation so limited, that any increase in cases from the Fukushima nuclear plant disaster may be undetectable. Several experts inside and outside Japan told The Associated Press that cancers caused by radiation may be too few to show up in large population studies, like the 30-year survey of 2 million people
believe radiation doses most Japanese people have gotten fall in a “low-dose” range, where the effect on cancer remains unclear. The cancer risk may be absent, or too small to detect, said Dr. Fred Mettler, a radiologist who led a study of health effects from the 1986 Chernobyl disaster. That’s partly because cancer is one of the top killers in industrialized nations. Odds are high that if you live long enough, you will die of cancer. The average lifetime cancer risk is about 40 percent. Japanese officials say mental health problems caused by excessive fear of radiation are prevalent and posing a bigger problem than actual risk of cancer. (AP)

The Montgomery County Planning Board asked Maryland transit officials Thursday to consider moving a Bethesda station for a future Purple Line to try to better accommodate a popular biking and running trail in a tunnel beneath Wisconsin Avenue. Board members said the state’s latest estimate that it would cost $40.5 million to rebuild the trail inside the tunnel would make it too expensive. However, they said they didn’t want to pursue a far less expensive plan to rebuild the trail along local streets through crowded downtown Bethesda unless they had exhausted other possibilities for keeping it in the tunnel. The board asked the Maryland Transit Administration to report back to the county council on the costs, risks and impacts of two options for keeping the trail alone inside the tunnel beneath Wisconsin and two office buildings on either side. One proposal would build the Bethesda light-rail station for the 16-mile Purple Line just east of the tunnel, perhaps using county land at Elm Street Park. Another would build it in the tunnel but east of Wisconsin, sparing the most problematic of the two office buildings on the western side. The state would have to buy and tear down the Air Rights building on the east side of Wisconsin but could recoup some of the cost by redeveloping the land, board members said.

Maryland transit planners have said they want to run street-level Purple Line trains in the tunnel to provide a direct connection, via elevators, to Bethesda’s Red Line Metrorail station below. “This is a decision of real significance,” said Francoise Carrier, chairman of the Planning Board. “Representations have been made about how the trail would be treated, and now it turns out to be very difficult and expensive.” If moving the Bethesda station proves too costly or difficult, board members said, a county work group should study ways to protect walkers and cyclists if the trail must be rerouted onto local streets. Deficit Panel at a Loss MWi^_d]jed A special deficit-reduction supercommittee appears likely to admit failure on Monday, unable or unwilling to compromise on a mix of spending cuts and tax increases required to meet its assignment of saving taxpayers at least $1.2 trillion over the coming decade. The panel is sputtering to a close after two months of talks in which they were never able to get close to bridging a fundamental divide over how much to raise taxes to address a budget deficit that forced the government to borrow 36 cents of every dollar it spent last year. Members of the bipartisan panel, formed during the summer crisis over raising the government’s borrowing limit, spent their time on Sunday in testy performances on television talk shows, blaming each other for the impasse. Most of the lawmakers spoke of their efforts in the past tense and said it would take something akin to a miracle to reach a deal, which unofficially must be unveiled before midnight Monday to meet the panel’s parliamentary rules. The lawmakers, six Democrats and six Republicans, had been tasked with finding the savings from future borrowing by the Treasury — or else a punitive set of $1.2 trillion in automatic spending cuts would kick in at the start of 2013, with half coming from national security budgets. Those automatic cuts should be enough to assuage jittery financial markets, which have been on a roller-coaster ride since the summer’s debt standoff in the United States and the struggle to tame even greater fiscal quagmires in Europe. Aides said any remaining talks had broken off.

A recent excursion to P.O.V., the W Hotel’s penthouse lounge and terrace, reacquainted me with the charms of hot buttered rum (and earmuffs, but only because it’s really cold up there). Bartender Joe Ambrose’s hot apple buttered rum is to die for; it’s also $15, so I decided to experiment with making my own. It turns out that hot buttered rum takes awhile because un8o <_edW less you want the PkXb_d drink to be greasy, you have to “fatwash” it — clarify the butter. First, melt it on the stove. I used a whole stick (because I have no sense of restraint), which serves about five people. Pour a pint of rum into a plastic, glass or stainless steel vessel, and add the hot butter and French vanilla seeds (or a little vanilla extract). Stick it all in the fridge and leave it for about 20 hours. Move the mix to the freezer for 20 minutes, remove and strain out the butter pieces. Now you have buttered rum! But don’t just drink it straight. Take about 4 ounces of hot tea (English Breakfast or Earl Grey work well here) and add 2 ounces of the buttered rum, with sugar and nutmeg to taste. If this sounds like too much work, though, I know a place that’ll sell you one for $15.

Holy Ghost! since 2007. Before that, the pair played together in the short-lived hip-hop group Automato. And before that, they played together in Miss Preston’s music class. Holy Ghost! may be a band, but it’s also the result of a lifelong friendship between its two principal members. Frankel and Millhiser met in elementary school (Frankel was 6, and Millhiser was 7) and

instantly became best friends. Since then, Frankel estimates, they’ve spent “probably 80 percent of our lives in the same room.” From an early age, both were creative, which was fostered by their parents, their arts-leaning school and friends who didn’t partake in bullying. “We grew up in this little group of kids who were always into making stuff, whether it was movies on our parents’ cameras or taking pictures or playing piano,” Frankel says. “No one was, like, ‘You [expletive], playing piano!’ It was, ‘Ooh, I really like that Tori Amos song, too!’” The songs Frankel and Millhiser play now are far removed from Amos’ soul-baring confessionals, but their music might actually have more in common with that of the piano-playing songstress than with the electronic music acts they toured with this summer. It’s not hard to be won over by their music, which combines a light disco touch with rock flourishes. Songs are fun and funky with choruses that make you want to sing along while dancing. I don’t know. By that point, I had really homed in on writing about snow. It’s, like, where does anything come from? That’s the fascinating thing about creative work. One minute it’s not there; the next minute it is. You have Elton John on the album — that must have been a fun day in the studio.
