Bobcat suvives long ride stuck in a car’s grille While driving to work in Virginia on Thanksgiving, a woman struck something with her car, and when she parked in Richmond, according to animal control officials, she found a bobcat stuck in her grille. The bobcat was hit sometime during the woman’s 60-mile drive from Gloucester, Va., to Richmond, and the impact was enough to lodge the cat in the front of her car, but not strong enough to injure the animal. Richmond Animal Care and Control said the cat was taken to a wildlife center to be treated and released. (THE WASHINGTON POST)

Republicans take both contests, but Dems vow to continue fight VIRGINIA Virginia’s Board of Elections on Monday unanimously certified two state legislative races — in which 147 voters cast ballots in the wrong district — in favor of the Republicans in both contests. It means Republicans control 51 seats in the chamber to 49 controlled by Democrats. In letters this weekend, Democrats had urged the Democraticcontrolled board to hold off on certification because of the irregularities, particularly since one of the races — in District 28 — was a squeaker. In that race, Republican Bob Thomas leads Democrat Joshua Cole by 82 votes in the contest to fill the seat being vacated by retiring Speaker William J. Howell, R-Stafford. After conferring privately with lawyers, the board’s three members said they were required by statute to certify the results by Monday’s deadline. But Democrats have a pending

lawsuit challenging the legality of the outcome in the 28th District, and a federal judge left open the possibility of a special election. A challenge could also be filed with the General Assembly, requiring lawmakers to decide the outcome. That race and two others were so close that they are likely headed for recounts. Democrats would need one more victory to force a power-sharing deal with Republicans and two more to take the reins of the chamber for the first time since 2000. The board initially held off on two House seats because of revelations that some voters in the 28th and 88th Districts had been erroneously assigned to the wrong race. The assignment errors affected both races, but the focus has been on the 28th. In the 88th District, Del. Mark Cole, R-Fredericksburg — no relation to Joshua Cole — beat Democrat Steve Aycock by more than 4,000 votes. COURTS The Supreme Court on Monday declined to review a Maryland law banning the sale of semiautomatic guns with certain military-style features. The justices in the past have passed up the chance to hear challenges to similar laws in a handful of other states. But attorneys general in 21 states had asked the court to step in. Maryland’s ban on so-called assault weapons was passed
after the 2012 mass shooting at Sandy Hook Elementary School in Newtown, Conn. A district judge had cast doubt on the constitutionality of the law. But the full U.S. Court of Appeals for the 4th Circuit upheld the ban in a 10-4 vote in February. The appeals court went further than other appellate courts that have reviewed similar laws, stating: “Assault weapons and large-capacity magazines are not protected by the Second Amendment.” The majority opinion, written by Judge Robert B. King, refers to the banned firearms as “weapons of war” that the court says
are most useful in the military. In a dissent, Judge William B. Traxler Jr. said his colleagues have “gone to greater lengths than any other court to eviscerate the constitutionally guaranteed right to keep and bear arms.” At the time, Maryland Attorney General Brian Frosh, a Democrat, said it was “unthinkable that people could say that those weapons of war are protected by the Second Amendment, especially when you look at the carnage at Newtown.” The Supreme Court made no comment in declining to review the 4th Circuit ruling. CBO analysis: GOP tax bill will hurt poor

GAMBLING Twelve television screens in Jay Kornegay’s office just off the casino floor are filled with NFL action. His cellphone is blowing up. His inbox blinks with new emails. Twitter won’t stop chirping. But only one thing can prompt him to stop what he’s doing and look up: a loud cheer from the throng of bettors gathered at the Westgate Las Vegas Resort & Casino, which houses the largest sports betting operation in the world. “Usually,” he says, “cheering is not good for us.” Despite the sign that the bettors might be (temporarily) winning, business is good for the casinos. So good, in fact, that other states desperate for tax revenue want the Supreme Court to break Nevada’s monopoly on the sports betting industry. Early next month, the court will consider an attack by New Jersey on the federal law prohibiting additional states from getting into the business. A decision that strikes down the law would “be a dam burst,” said Kevin P. Braig, an Ohio lawyer who specializes in sports law. The case is a titanic clash between states that want a piece of the action — New Jersey is supported by 18 other states — and the NCAA, NFL, MLB and other professional sports leagues. They contend the federal ban is necessary to protect the integrity of their games. At stake: an underground sports betting economy estimated in the U.S. to be worth at least $150 billion a year and as much as $400 billion. And yet the case is about even more than that. It presents the justices with a rare opportunity to define the
limits of federalism and the meaning of the 10th Amendment, which says that “the powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.” The immediate question is whether Congress can force states to maintain prohibitions on sports gambling. But a broad ruling for New Jersey could have consequences for other ways that the federal government tries to push policy preferences on state officials. The decision “could have repercussions in areas that go well beyond sports betting: gun control, immigration, sanctuary cities,” according to Daniel Wallach, a Fort Lauderdale, Fla., lawyer who specializes in gaming and sports law. “It is the most important federalism case the Supreme Court has heard in many, many years.” Outgoing New Jersey Gov.

What do leagues want? In court, all four major U.S. sports leagues are fighting New Jersey’s challenge to the federal ban on sports gambling outside Nevada. But outside of court, leaders of three of the leagues seem to suggest they wouldn’t mind losing the case, and NFL Commissioner Roger Goodell has conceded that his position on the issue has “evolved.” (AP) NBA: Commissioner Adam Silver argued three years ago in a New York Times op-ed that sports gambling should be legalized. MLB: Commissioner Rob Manfred said this year that gambling “can be a form of fan engagement, it can fuel the popularity of a sport,” and he raised the prospect of people betting during games on whether the next pitch would be a strike. NHL: Commissioner Gary Bettman has said gambling isn’t a big concern because so little money is bet on hockey compared to other sports. Las Vegas has a new NHL team.
Chris Christie, R, initiated the fight years ago to help the state’s flailing casinos and its racetracks. After voters approved a referendum in 2011 to allow sports betting, Christie signed a law authorizing it and dared the federal government to “try to stop us.” This has led to a battle in the lower courts, with New Jersey represented by George W. Bush administration solicitor general Theodore Olson and the NCAA and the leagues retaining Olson’s former deputy and eventual successor as solicitor general, Paul D. Clement. New Jersey has lost at every stage, with courts repeatedly upholding the Professional and Amateur Sports Protection Act (PASPA) of 1992. But as a sports bettor would say, throw out the record books now that the case is at the Supreme Court. New Jersey, Wallach said, “just needs to win once.” ROBERT BARNES (THE WASHINGTON POST)
The Senate Republican tax plan gives substantial tax cuts and benefits to Americans earning more than $100,000 a year, while the nation’s poorest would be worse off, according to a report released Sunday by the nonpartisan Congressional Budget Office. Republicans are aiming to have the full Senate vote on the tax plan as early as this week, but the new CBO analysis showing large, harmful effects on the poor may complicate those plans. The CBO also said the bill would add $1.4 trillion to the deficit over the next decade. By 2019, Americans earning less than $30,000 a year would be worse off under the Senate bill, the CBO found. By 2021, Americans earning $40,000 or less would be net losers, and by 2027, most people earning less than $75,000 a year would be worse off. The main reason the poor get hit so hard in the Senate GOP bill is because they would receive less government aid for health care. The Senate Republican tax bill eliminates the requirement that almost all Americans purchase health insurance or else pay a penalty. The CBO has calculated that health insurance premiums would rise if the bill becomes law, leading 4 million Americans to lose health insurance by 2019 and 13 million to lose insurance by 2027. Earthlings can get NASA album intended for ET A NASA-created phonograph album — the “Voyager Golden Record” — is floating in space in search of a listener. It’s a mixtape “intended to communicate a story of our world to extraterrestrials,” according to NASA’s website. Of course, the extraterrestrials have to stumble upon it and figure out how to make it play. NASA launched two copies of the album — which contains spoken greetings in 55 languages, music by Bach and Chuck Berry, and even songs by humpback whales — into space in 1977 on the Voyager 1 and 2 spacecraft. NASA made the record with copper and coated it with gold to protect it from the extreme temperatures and radiation encountered in space. Until recently, the album hasn’t been made public except to donors of a Kickstarter campaign by Ozma Records, which raised nearly $1.4 million to issue a limited number of copies on vinyl. That campaign was so successful that the company decided to release the album to the general public, Ozma Records co-founder David Pescovitz, who co-produced the record, told The Washington Post. Deadlock over top post at CFPB POLITICS With emails, tweets and doughnuts, the two dueling acting directors battled for control of the nation’s top financial watchdog agency, the Consumer Financial Protection Bureau, on Monday. Leandra English, who was elevated to interim director of the bureau late last week by its outgoing director, sent staff an email offering Thanksgiving wishes. President Trump’s choice for the role, White House budget director Mick Mulvaney, then emailed staff to tell them to “disregard” any instructions from English. Laying down markers in what has quickly become a war of optics, both signed their missives “Acting Director.” English has filed a lawsuit seeking a temporary restraining order to block Mulvaney from taking over the bureau. Judge Timothy Kelly, a Trump appointee approved recently by the Senate, heard arguments on the case late Monday afternoon but didn’t immediately rule. The government planned to file its response in the case Monday night, and the judge said he’d read the filing and “go from there.” Mulvaney, speaking to reporters at the bureau, announced he was imposing a 30-day freeze
on hiring and new rule-making. Despite previous comments calling the agency a “joke” and an example of bureaucracy run amok, he said the bureau would continue functioning. “Rumors that I’m going to set the place on fire, or blow it up or lock the doors are completely false,” he said. Meanwhile, in a show of support, top Senate Democrats, including Minority Leader Chuck Schumer and Elizabeth Warren, met with English. At the center of the controversy are two laws: the DoddFrank Act, the law passed after the financial crisis that created the bureau, and the Federal Vacancies Reform Act, which gives the president authority to appoint temporary department heads while their permanent nominees are approved by the Senate. While the Vacancies Act does allow a president to appoint acting directors at agencies like the CFPB, the Dodd-Frank Act has specific language that seems to indicate that only a deputy director can step into the acting director position. Franken: ‘I let a lot of people down’ POLITICS A contrite Al Franken said Monday he knows he “let a lot of people down” — the people of Minnesota, Senate colleagues and staff — amid accusations of sexually inappropriate behavior. He vowed to try to regain their trust. The Democrat and former “Saturday Night Live” comedian was a far cry from his jocular self as he delivered a brief statement outside his Capitol Hill office and answered a few questions from reporters more than a week after the complaints surfaced. One woman alleges Franken forcibly kissed her on a USO tour and took a sexually suggestive photo while she was sleeping; three other women allege Franken grabbed their buttocks while posing with them for photos during separate campaign events in 2007, 2008 and 2010. Franken dismissed a question about resignation and promised to cooperate with a Senate Ethics Committee investigation. “I’ve been trying to take responsibility by apologizing,” he said. “And by apologizing to the people I’ve let down. And I’m going to work to regain their trust.

Beal accepts the blame for the Wizards’ latest fourth-quarter collapse NBA The Wizards blew another double-digit lead in their latest defeat, the team’s fourth loss in five games, which undoubtedly was the reason Bradley Beal was shaking his head at his locker on Saturday. But a deeper level of disappointment emerged in the 108-105 loss to the Trail Blazers: Not only do the Wizards struggle to hold leads, but this season they’ve lacked the clutch gene. Through their 10-9 start, the Wizards have played in five games in which they were tied or trailing by one possession in the final minute of regulation. In those situations, the team has missed all 11 attempts from the field — including seven blown 3-point attempts — resulting in five losses, according to “clutch” statistics on NBA.com. No other team in the league has attempted more than six shots in this scenario without hitting at least one bucket. That troubling trend again
appeared Saturday in Washington. The Wizards led 94-77 at the 8:14 mark in the fourth quarter but trailed 106-105 after Portland’s C.J. McCollum hit a jumper with 21 seconds left. Beal had two chances to hit a clutch shot of his own. He missed a 16-foot pull-up jumper with 6.5 seconds to go, and then after Portland hit a pair of free throws to extend the lead to three points, he clanked a game-tying triple off the rim. “I’ve got to close the game out a lot better,” Beal said. Beal took personal responsibility for the team’s failure, and his words should not ring hollow. He leads the Wizards in shot attempts (18.4) and points per game (24.2) this season and is expected to take over as the alpha dog while John Wall sits out. Saturday was the first game Wall missed after receiving plateletrich plasma injections in his inflamed left knee. He’s expected to be out for about two weeks. With all of Washington’s firepower, there should be a reasonable expectation for the team to make a tough shot when it’s absolutely necessary. Saturday

Brantley’s transfer may have saved his life; an irregularity was first discovered in an electrocardiogram (EKG) by U-Mass. team physicians. He was never tested at Maryland. Only about half of the 65 schools in the Power Five conferences conduct EKGs. Tests can help prevent sudden cardiac arrest, but many schools don’t have the resources to commit to accurate testing. COLLEGE FOOTBALL Tennessee athletic director John Currie defended his coaching search and vouched for the character of Greg Schiano one day after negotiations between the parties broke down amid a public backlash. Currie acknowledged in a statement Monday that the Ohio State defensive coordinator was a leading candidate for the coaching vacancy without explaining why the sides parted ways. “He is widely regarded as an outstanding leader who develops tough, competitive teams and cares deeply about his studentathletes,” Currie said. Negotiations between Tennessee and Greg Schiano broke down Sunday amid backlash from fans.
Court documents released last year of a deposition in a case related to the Sandusky scandal suggested Schiano might have been aware of Sandusky’s abuse of children. Schiano has said he never saw abuse or had any reason to suspect it while working at Penn State. Currie said his team “carefully interviewed and vetted” Schiano and that the former Rutgers and Buccaneers coach got “the highest recommendations.” Schiano wasn’t mentioned in a 2012 report on Sandusky led by ex-FBI director Louis Freeh, Currie said. Hacking your wellness With food and exercise, a simple tool or new habit can make what once felt difficult instead seem effortless. The first step is to start noticing when you’re feeling rushed, annoyed or frustrated and why it continues to be a problem. Stock your freezer and pantry: Find frozen, canned and jarred products that can be incorporated into your routine so you always have food ready to go. Try blueberries, spinach, burgers and bread in the freezer and canned soup, tuna, beans, almond butter and olives in the pantry. Watch for sodium levels.
Choose your clothes the night before: If you want a morning workout, have your gym clothes ready at your bed and pack your work clothes the night before. If you want an evening workout, have your gym bag ready at the door so you never have the “forgot my gym clothes” excuse.
Improve sleep: For ideal sleep, a bedroom will be dark, cool, clean and have no noise distractions. A comfortable eye mask, blackout curtains, fan, humidifier, white noise machine and a storage container to hold clutter could all be small things to improve a night’s sleep.
Outfit your kitchen: A slow cooker, sharp knife, quality blender, programmable coffee maker, airtight storage containers and an all-purpose pan can turn cooking and prepping into much easier tasks.
Add squats and pushups: These two exercises can work many muscles. Adding a five-minute workout into your day — three sets of 10 squats and pushups while watching television — can be a step toward improving wellness.
Stash on-the-go snacks: Find single-serve options for your favorites so you can eat in line with your values no matter where you are. Coffee, tea, nut/seed butter, nuts and seeds, crackers, oils, fruit, bars and powders can help you eat nutritiously during a busy day.
Try a tracker: Tracking data for exercise can keep you accountable, focused, challenged, motivated and informed. Track steps, heart rate, mileage, breath rate, speed, frequency or intensity using a wearable device.
Prep food in batches: If you’re going to take precious time to prep food, make several servings at a time. Chop vegetables and cook proteins and starches to last the entire week instead of one meal.
Treat yourself to some gear: Waterproof headphones to wear while swimming, a yoga mat that’s just right, a running jacket that’s perfect for the weather, a spin bike, a pullup bar in a doorway or wireless headphones can make exercise enjoyable.

Take advantage of technology: There are all sorts of apps and services that can assist in wellness. Examples include workout routines, recipes and meal plans, ordering prescriptions, guided meditations and so much more. Ask for help: Something as simple as ordering groceries online is an example of asking for help. There are also services to run errands, put together furniture, fix that one thing in the house you’ve been meaning to fix, declutter your garage or any of the other tasks on your list that may get in the way of your wellness. Invest in yourself: A skilled personal trainer, dietitian, bodyworker or health specialist may be the person you need. Or maybe your game-changer is a new mattress, piece of sports equipment, kitchen tool or other technology.
A study of health trends among 1,811 women and men in Sweden aged 25-34 from 1990-2014 found that women’s perception of their health worsened over time while men’s improved. The study, published in PLOS One, found that in 1990, 8.5 percent of women self-rated their health as being worse than peers of their age group. In 2014, 20 percent of women said their health was worse than their peers, while men rated their health as better by the end of the study compared to the beginning. The researchers at Umea University and Region Norrbotten in Sweden point to societal norms faced by women, including tougher working conditions, lack of equality in their personal lives, men’s violence against women and societal pressures to be successful and attractive. Maybe you don’t have a brother, aren’t close with yours or couldn’t imagine spending a weekend with his boneheaded friends. It doesn’t apply. I understand it’s frustrating to be stuck with homefront duties while he is on the slopes, but you were originally fine with it — and the only thing that has
changed is your calculation of the gender ratio. If you’re worried about your husband being inappropriate under his sister’s watch, in a high-polar-fleece environment, then that’s a problem in and of itself. Let him have this, and view it thusly: He’s celebrating his sister. Afterward, redeem your brownie points for a break of your own.

‘She’s Gotta Have It’ gets a refreshing remake Spike Lee expands his feature debut into a topical Netflix series STREAMING We needed Nola Darling in 2017. We just didn’t know it. Nola is the protagonist of Spike Lee’s 1986 feature directorial debut “She’s Gotta Have It,” which starred Tracy Camilla Johns as a young Brooklyn woman who unabashedly maintains a rotating cast of suitors. The veteran director has brought Nola’s story into the present with a captivating and adventurous 10-episode Netflix series, out now. DeWanda Wise (“Shots Fired”) is effervescent as Nola, a struggling artist and self-dubbed “sexpositive, polyamorous pansexual.” Her “loving bed” (adorned with an alarming number of candles, as it was in the original) plays host to three very different men — the nurturing businessman Jamie Overstreet (Lyriq Bent), the narcissistic model/
photographer Greer Childs (Cleo Anthony) and the basketballobsessed bike messenger Mars Blackmon (Anthony Ramos). The film version was shot in black and white, save for one scene, and on Netflix, Lee expands Nola’s world into full color. As in the film, the series explores the inherent complications of Nola’s unconventional sex life — and the way society reacts to a woman who dares to enjoy sex. But over 10 episodes (all helmed by Lee), we get to know Nola in new ways. There’s more emphasis on her art, and we get intimate portraits of the other people in her life, including her close friends, Clorinda (Margot Bingham) and Shemekka (Chyna Layne). Nola’s Fort Greene neighborhood helps make her story feel of-the-moment. This is gentrified Brooklyn, and we see the effects of a changing community on Nola and her artist parents, Septima (Joie Lee, who played Clorinda in the film) and Sonny (Thomas Jefferson Byrd). It might seem
heavy-handed, but Lee, one of gentrification’s most outspoken critics, knows Brooklyn better than anyone. The series also marks a feminist triumph for Lee, whose most recent feature film, “Chiraq,” faced criticism for (among other things) a premise that seemed to put unfair pressure on black women. Nola is as confident as she was in 1986, but she’s also vulnerable in a way that’s refreshing. In one standout episode, while reeling from a violent incident of street harassment, Nola buys a little black dress that spurs telling reactions from Jamie, Greer and Mars, who suggest that she’s dressing for the attention of men. “She’s Gotta Have It” was shot on a shoestring budget and clocks in at just over 84 minutes. The series version has a lot more resources to pull from, and Lee uses them with gusto. And despite its whimsy, the series never loses sight of its intention: to tell Nola’s story in her own words. It’s the first time that the Super Saturday Night concert will be aired live. Lopez plans to treat fans to both her greatest hits and newer music. ‘Floribama’ is a desperate nod to MTV’s past TV REVIEW MTV is venturing back to its “Jersey Shore”-debauchery-of-abeach-town era with this week’s premiere of “MTV Floribama Shore” (Mondays at 10 p.m.), where eight strangers gather in a house in Panama City Beach, Fla. A person gets on this show by embracing the stereotypes being sold, and in “Floribama’s” case, that means commodifying one’s Southernness. The first two episodes are scrubbed clean of any controversial red-state politics or inherent prejudices. In fact, “Floribama” is edited in such a resolutely post-racial way that its two African-American cast members, Candace Rice and Kirk Medas, quickly become invisible. The only identity here is a mostly bogus notion of what it’s like to live in the South. It’s clear MTV is clinging to its past, nostalgic for those old reality shows where alcohol abuse could be seen as a quirk or rite of passage. Similarly sad is seeing a group of young people in 2017 adhere to outdated ideas about gender roles. “I have to be a gentleman and a douchebag because I feel like that’s what women want,” explains house heartthrob Jeremiah Buoni. This gang also correctly intuits that hooking up is the only path to pleasing their producers. Their nightclub excursions feel like a sad pantomime of Snooki’s faded glory, which gives a vague feeling that everyone has moved on and no one remembered to tell MTV. HANK STUEVER (TWP)
