A commercial pilot is under investigation after falling asleep in the cockpit of a freight plane and overflying his Australian island destination by 29 miles, officials said Tuesday. The pilot was the only person aboard and was flying on autopilot during the flight from Devonport city on Tasmania to King Island in Bass Strait, his employer, Vortex Air, said. Air traffic control recordings showed several radio calls were made to the unresponsive pilot. (AP)

A police officer who saved a chicken is taking a ribbing from his colleagues. Video from the Ossining, N.Y., police shows the officer responding to a shed fire on Saturday. He removes some propane tanks before finding the chicken, which clucks as he carries it to safety. “I got your chicken,” he tells the owner. The department wrote on Facebook: “If you ever wanted to get a hard time from your coworkers, be a hero ... to a chicken.” (AP)

A wildfire in southern Arizona started when an off-duty U.S. Border Patrol agent shot at a target to reveal a baby’s gender. The 2017 fire near Green Valley burned 73 square miles of state and federal land. The damage and firefighting costs topped $8 million. A video released Monday by the U.S. Forest Service shows the target in a grassy field explode after being hit with gunfire. The tall grass immediately bursts into flames. (AP)

page three Andres nominated for Nobel REGION Ever since Jose Andres and his small nonprofit group took it upon themselves to feed hungry Puerto Ricans following the nearknockout punch of Hurricane Maria last year, the celebrity chef’s name has been whispered in talk about potential nominees for a Nobel Peace Prize. Rep. John Delaney, D-Md., confirmed Monday that he has nominated the restaurateur and humanitarian for the 2019 award. Delaney said he could not discuss any specifics of his nomination or what motivated it. The five-member Norwegian Nobel Committee, which awards the annual prize, discourages nominators from making any public announcements. The deadline for nominations is Feb. 1, and the committee will announce the laureates next October. According to its website, the Nobel committee “does not itself announce the names of nominees, neither to the media nor to the candidates themselves.� The committee also doesn’t reveal

Andres characteristically downplayed the nomination. “Oh, wow,� he said, after a long pause. “They nominate everybody.� But on further reflection, Andres said the nomination just underscores the growing importance of food in U.S. politics. Food plays a role in national security, public health, and even in immigration given that so many restaurant kitchens are run by immigrants from Central America. “In the end,� he added, “you see that food every day is having a bigger impact.� Andres’ nomination comes as little surprise. As the face of ThinkFoodGroup, the parent company behind Jaleo, Oyamel, Minibar and other Washingtonarea restaurants, Andres has been spending as much time in disaster zones as in kitchens over the past year or so. This Thanksgiving, Andres was not at home carving a turkey with his friends and family. He was in California, preparing hot meals for survivors of the Camp Fire, along with fellow chefs Tyler Florence and Guy Fieri. They served 15,000 meals on Thanksgiving Day. Coming: Hell and high water ENVIRONMENT On the afternoon of Black Friday, the Trump administration rolled out the voluminous National Climate Assessment, which describes how global warming is affecting weather, communities and the environment. The report details how these warminginduced changes will intensify in the coming decades. The report’s chapters devoted to the Northeast and Southeast United States confirm many of the trends seen as Washington’s weather has shifted in recent years. The city is heating up, downpours are intensifying and the snow season is shrinking. These changes, the report warns, will accelerate in the future if greenhouse gas emissions continue unchecked. Washington has seen steep temperature increases in recent decades, and this is just the beginning. The National Climate Assessment projects substantially more warming in the coming decades. Depending on whether greenhouse gas emissions slow or continue as usual, temperatures are expected to rise between 4 and 5 degrees by 2050 compared with 1975 to 2005. line and fewer days with snow on the ground. Washington’s heaviest rainfall has trended more extreme in recent decades, and the assessment projects that this will continue. If emissions are not reduced, the report projects a doubling in the number of heavy-rain events by the end of the century, which will increase the frequency in flooding. Sea levels in the Mid-Atlantic have risen “three to four times” as fast as the global average rate in recent decades, contributing to a “100 to 200 percent increase in high tide flooding in some places,” the report says. Seas rose about a foot in the last century, and projections are for another 2 to 4.5 feet of rise in the Mid-Atlantic in the next 100 years. A recent NOAA study, which the report cites, projects that these rises in sea level will result in high-tide flooding “every other day” (182 days per year) or more by 2100. The predictions raise questions about how disruptive and costly these changes will be to the region’s way of life. How will vulnerable groups like the homeless be protected from suffocating summer heat? What will the longer, hotter warm season mean for farming? How will flood-prone zones such as Old Town, Annapolis, Georgetown and Ellicott City, Md., be dealt with? WASHINGTON Mark Robbins gets to work at 8:15 each morning. For the next eight hours or so, he reads through federal workplace disputes, analyzes the cases, marks them with notes and logs his legal opinions. When he’s finished, he slips the files into a cardboard box and carries them into an empty room where they will sit and wait. For nobody. He’s at 1,520 files and counting. Such is the lot of the last man standing in this forgotten corner of Donald Trump’s Washington. For nearly two years, while Congress has argued and the White House has delayed, Robbins has waited to be sent colleagues to read his work and rule on the cases. No one has arrived. So he toils in vain, writing memos into the void. Robbins is a one-man microcosm of a current strand of government dysfunction. His office isn’t a high-profile political

target. But his agency’s work has effectively been neutered through neglect. Promising to shrink government, Trump has been slow to fill posts, and the Republican-led Congress has struggled to win approval for nominees. “It’s a series of unfortunate events,” Robbins said. Still, he doesn’t blame Trump or the government for his predicament. “There’s no one thing that created this problem that could have been fixed. It was a series of things randomly thrown together to create where we are.” Robbins is a member of the Merit Systems Protection Board, a quasi-judicial federal body established in 1978 that’s responsible for protecting 2.1 million federal employees from bias and unfair treatment in the workplace. The three members are presidentially appointed and Senateconfirmed for staggered sevenyear terms. After one member termed out in 2015 and a second did so in January 2017, both without replacements lined up, Robbins became the sole member and acting chairman. The board

needs at least two members to decide cases. That’s a problem for the federal workers and whistleblowers whose 1,000-plus grievances hang in the balance. When Robbins’ term ends on March 1, the board probably will sit empty for the first time in its 40-year history. A new board, whenever it’s appointed and approved, will start from scratch. While new members can read Robbins’ notes, his decisions will simply vanish. “There is zero chance, zero chance my votes will count,” the 59-year-old lawyer said. “Imagine having the last year and half of your work just ... disappear.” Robbins sees the futility of it all, but he’s determined to keep the trains running, even if he’s the only one on the ride. “It’s not like I’m sitting around on the sofa. … I’m still doing my job,” he said. “It’s only when the agency stops working that people realize what we do and the value we bring. … Maybe someday they’ll say, ‘Good old Robbins, he just kept plugging along.’ ” JULIET LINDERMAN (AP)

TORNILLO, TEXAS The Trump administration announced in June it would open a temporary shelter for up to 360 migrant children in this isolated corner of the Texas desert. Less than six months later, the facility has expanded into a detention camp holding thousands of teenagers — and it shows every sign of becoming more permanent. By Tuesday, 2,324 largely Central American boys and girls between the ages of 13 and 17 were sleeping inside the highly guarded facility in rows of bunk beds in canvas tents. More than 1,300 teens have arrived in Tornillo since the end of October. None of the 2,100 staff are going through rigorous FBI fingerprint background checks, according to a government watchdog memo obtained exclusively by the AP. “Instead, Tornillo is using checks conducted by a private contractor that has access to less comprehensive data, thereby heightening the risk that an individual with a criminal history could have direct access to children,” the memo says. Federal plans to close Tornillo by Dec. 31 may be impossible to meet. There aren’t 2,300 extra beds in other facilities, and a

The camp’s population may grow even more if migrants in the caravans denounced by President Trump enter the U.S. A spokesman for the U.S. Department of Health and Human Services, Mark Weber, said no decisions have been made about whether Tornillo will close by year’s end as scheduled. Since the facility opened, BCFS Health and Human Services, the nonprofit agency contracted to run Tornillo, has been checking job candidates’ national and local criminal histories and doing multi-state sex offender

Jeffrey Harp, a retired FBI assistant special agent in charge, told the AP that FBI fingerprint background checks can be completed in a few minutes and reveal much more information about job candidates than simply running a person’s name against criminal history databases. “How do you know the person is who they say they are unless you do a fingerprint check? A scale model of a flying dronecar drove and hovered across an Amsterdam exhibition hall Tuesday, providing a glimpse of what could be the future of urban mobility. Aviation giant Airbus, automaker Audi and the Italdesign design house are developing the two-seater “Pop.Up Next” prototype drone. Three other U.S. service members were wounded, along with a U.S. military contractor, they added. The survivors were evacuated from the area and are receiving medical attention.

The names of the dead and the injured were not released. Separately, the military said Tuesday that a preliminary review has found that an Afghan commando likely accidentally shot a U.S. Army Ranger on Saturday during a raid. Paris pledge is off track ENVIRONMENT On the eve of the most important global climate meeting in years, a definitive United Nations report has found that the world is well off course on its promises to cut greenhouse gas emissions — and may have even further to go than previously thought. Seven major countries, including the United States, are well behind achieving the pledges they made in Paris three years ago, the report finds, with little time left to adopt much more ambitious policy measures to curb their emissions. “We have new evidence that countries are not doing enough,” said Philip Drost, head of the steering committee for the U.N. Environment Program’s (UNEP) annual “emissions gap” report, released in Paris on Tuesday. That verdict is likely to weigh heavily during a U.N. climate meeting that begins next week in Poland, where countries are scheduled to discuss goals set in the landmark 2015 Paris climate agreement. The UNEP report finds that, with global emissions still increasing as of 2017, it is unlikely they will reach a peak by 2020. Yet such a peak, required before any decline can occur, is a near-mandatory outcome if the world is to have a chance of achieving the Paris agreement’s most important goal: limiting the planet’s warming to “well below” 2 degrees Celsius (3.6 degrees Fahrenheit) above preindustrial levels. “All of the science suggests that peaking by 2020 is critical,” said Kelly Levin, an analyst with the World Resources Institute and one of the report’s lead authors. “If you miss that, we rely on much steeper reductions in the future.” Moreover, the report finds the

Emissions can be about 40 billion tons annually in the year 2030 to preserve good odds of holding warming to 2 degrees, the UNEP report finds. And for 1.5 degrees Celsius, they would have to fall to 24 billion tons or so by that year — an extraordinarily steep plunge. Current actions by major emitting countries — all of whom agreed in 2015 to be part of the Paris climate agreement, though the U.S. is now backtracking — are not nearly enough to prevent another half-degree or more of warming, the report finds. “We need three times more ambition to close the 2-degree gap, and five times more ambition to close the 1.5-degree gap,” Drost said. Together, the G-20 countries account for 78 percent of the globe’s emissions. Seven of these countries — Argentina, Australia, Canada, the Republic of Korea, Saudi Arabia, South Africa and the U.S. — are off track to meet their Paris promises for the year 2030, the UNEP report finds. So is the entire European Union. The report seems sure to cause soul-searching at the two-week U.N. climate summit in Poland. “They have really increased this message around urgency,” Levin said. “We can add this to the pile of reports that are clear calls for action, and the call is getting louder with every minute we delay.” CHRIS MOONEY

Redskins coach Jay Gruden is using an extended break to try to reboot a 6-5 team on the verge of losing its share of the NFC East lead in the season’s final month. Washington will have had 11 days between its Thanksgiving Day loss in Dallas and Monday night’s game against the Eagles. On top of being a chance for a battered team to heal, the break is an opportunity to determine why the run defense and run game have declined after playing well in the season’s first half. Sure, Gruden has talked about the benefit of extra practice time this week for Colt McCoy, who faced the Cowboys without getting a chance to work with the starters even once after taking over for injured quarterback Alex Smith against Houston on Nov. 18. McCoy hadn’t thrown a regular-season pass since 2015, so he now has played in two losses without any practice

reps with the regulars. But McCoy isn’t the reason for the Redskins’ two-game losing streak. The problem is they simply can’t stop the run. The “Alabama Wall,” once an insurmountable barrier, has fallen. And without persistent pressure up front, the secondary has been stripped naked by opposing passers. The run defense has faltered in part because of its failed blitzing. Opponents gash the Redskins for big yards in the middle while Washington is concentrating on the ends. It doesn’t help that its three prominent players on the line have minor injuries. Tackle Daron Payne (shoulder) and ends Jonathan Allen (knee) and Matt Ioannidis (calf) are getting ground down, and the defense suddenly seems unable to stop runners, much less halt mobile quarterbacks who are extending plays. Some of that falls on the middle level. Outside linebackers Preston Smith and Ryan Kerrigan are better against the pass, and Smith tends to

be streaky. Inside linebacker Mason Foster is not having his best season. The unit is vulnerable to short passes and too often is caught out of position for inside runs. Dallas’ Ezekiel Elliott gained 121 yards despite his longest run covering just 16 yards. Houston rushed for 139 yards by exploiting the middle. Washington’s run game could get a boost Monday if third-down specialist Chris Thompson, who has missed six of seven games with broken ribs, can return. But Adrian Peterson hasn’t cracked 70 yards in four straight games.Gruden

blames poor run blocking outside for Peterson’s slump. “Up front, we can do a lot better,” Gruden said, referring to tight ends, wide receivers and backs. “I think everybody can improve a little bit, and I’ve got to do a better job of sticking with it.” If McCoy plays well, that’s a bonus. The Redskins claimed linebacker Reuben Foster off waivers Tuesday, just two days after the 49ers released him following an arrest on a domestic violence charge. The Redskins quickly released a statement from general manager Doug Williams saying the claim doesn’t mean that Foster will immediately play for the Redskins. Instead, Williams said, the team wanted to study the allegations, speak to Foster and determine what kind of punishment he faces from the NFL. The 2017 first-round pick from Alabama has a history of run-ins with the law. With the goal of safeguarding its future in Washington, the Citi Open, which has brought top tennis pros to the region for a half-century, is in the late stages of negotiations to transfer management of the tournament to D.C.-based venture capitalist Mark Ein. The deal would give Ein, who owns the Washington Kastles and a majority stake in World TeamTennis, an option to buy the event within five years, according to people familiar with the talks. The event last summer was in the final year of its title sponsorship with Citi. It is coming off a rain-drenched edition in August that resulted in a six-figure financial loss. (THE WASHINGTON POST)

D.C. United’s Ian Harkes, a homegrown midfielder whose playing time dropped significantly this season, is expected to leave the club this winter, The Washington Post reported Tuesday. Harkes, 23, seems likely to join another MLS team or explore options overseas, sources said. Born in England while his father, John, was a star player, Ian has been pursuing a British passport, which would ease a move to Europe. United, one source said, loves Harkes’ work ethic and professionalism, but because he is low on the depth chart, the team believes he would thrive elsewhere and is willing to let him go. (TWP)

The Nationals waded quietly into the free agency market for starting pitchers Monday by signing righthander Henderson Alvarez to a minor league deal with an invitation to major league spring training, according to a person familiar with the agreement. Alvarez, 28, established himself at age 22 with the Blue Jays, threw a no-hitter at 23 with the Marlins and was an All-Star with a 2.65 ERA in Miami by 24. But in 2015 and ’16 he underwent surgeries on his right shoulder. Since then, he has pitched in the minor leagues and the Mexican League while trying to return to the majors. (TWP)

Paak shifts gears with ‘Oxnard’

Goransson has helped define several of the year’s cultural moments MUSIC He’s had his hand in two of the year’s biggest pop culture moments — with the film “Black Panther” and the song “This Is America” — but unlike Chadwick Boseman or Childish Gambino, Ludwig Goransson can easily walk down the street like a regular dude. At 34, the Swedish composer is having the best year of his career. He completed the film score for the uber-successful “Black Panther,” and earned three nominations at this year’s Grammy Awards for his production and songwriting work on Gambino’s 2016 album, “Awaken, My Love!” Goransson and Gambino reached even greater heights with “This Is America” — and its heralded video — which went viral and became a No. 1 smash in May. Goransson also composed music for “Venom” and “Creed

II,” which hit theaters this fall. “It definitely feels like I’m living a dream. But I try not to pinch myself because I don’t want to wake up,” the long-haired, easygoing musician says. Goransson moved to America over a decade ago to study at the University of Southern California, where he met Ryan Coogler and composed music for the director’s student film. When Coogler directed the 2013 film “Fruitvale Station,” he called on Goransson. Collaborations on Coogler’s “Creed” and “Black Panther” soon followed. “What’s really great is that it was a very natural progress for us,” Goransson says. “Every time we worked together it was always like stepping stones together.” Goransson’s initial break came through a job assisting composer Theodore Shapiro — first working on the 2008 comedy “Tropic Thunder” — after graduating from USC. When Shapiro’s busy schedule wouldn’t allow him to compose music for a thennew TV series called “Community,” which debuted in 2009, he

Working on a song together for the show led to Goransson and Glover trading ideas about for Gambino’s 2010 mixtape, “Culdesac.” They have worked tightly ever sense. “I think we just keep pushing each other and I keep learning, keep challenging myself,”

1961-2018 Stephen Hillenburg, who used his dual loves of drawing and marine biology to spawn the absurd undersea world of “SpongeBob SquarePants,” died Monday at 57, Nickelodeon announced. Hillenburg died of Lou Gehrig’s disease, also known as ALS. He had announced he had the disease in March 2017. Hillenburg conceived, wrote, produced and directed the animated series that began in 1999 and has bloomed into hundreds of episodes, as well as two movies and a Broadway show. The jolly SpongeBob and his theme song that opened “Who lives in a pineapple under the sea?!” quickly appealed to college kids and parents as much as it did children. “The essence of the show is that SpongeBob is an innocent in a world of jaded characters,” Hillenburg said in 2001. “The rest is absurd packaging.” Born at his father’s army post in Lawton, Okla., Hillenburg graduated from Humboldt State University in California in 1984 with a degree in natural resource planning, with an emphasis on

That same year, he created an animated short called “Wormholes” that helped land him a job on the Nickelodeon show “Rocko’s Modern Life,”

where he worked from 1993 to 1996 before he began to build SpongeBob’s undersea world of Bikini Bottom. “SpongeBob’s” nearly 250 episodes have won four Emmys and 15 Kids’ Choice Awards, and led to an endless line of merchandise to rival any other pop cultural phenomenon of the 2000s. In a statement, Nickelodeon said Hillenburg’s “utterly original characters and the world of Bikini Bottom will long stand as a reminder of the value of optimism, friendship and the limitless power of imagination.”

In an interview with Paper magazine, Amanda Bynes opened up about her past drug use and public downfall. The 32-year-old revealed that she began using drugs at the age of 16, when she smoked marijuana. “Later on it progressed to doing molly and ecstasy,” she told the outlet, noting that she also “definitely abused Adderall.” Bynes said that she quit acting after being dissatisfied with her performance in “Easy A” and “got really into my drug usage.” Currently pursuing a fashion degree in Los Angeles, Bynes said she’s been sober for four years and hopes to get back into acting “with excitement and hope for the best.” (EXPRESS)
