Brewery caters to the deaf HYATTSVILLE, MD. Streetcar 82 in Hyattsville has all the makings of a neighborhood hangout. But the brewery, owned by three Gallaudet University graduates, has a mission that goes beyond beer: It also gives the deaf and hard of hearing a place to work and unwind.

Owners Jon Cetrano, Mark Burke and Sam Costner, who are deaf, opened Streetcar 82 this fall, turning their home-brewing hobby into an operational brewery with the aim of providing employment and visibility to the deaf community.

“In the service industry, there are not many deaf individuals, because the view is that deaf people have a barrier to communication,” Cetrano said in an email interview. “We wanted to challenge that norm.”

Of course, they wanted to make great beer, too.

door. Inside, a hearing customer taught another the sign for “water,” which she ordered from the bar. Next to the towering stainless steel brewing tanks, a party of about 15 friends and their children engaged in lively conversation in sign language.

Both deaf and hearing customers frequent the brewery.

It has become a tool for educating the hearing community — not from a medical perspective, but a cultural one, said Steph Sforza, a certified deaf

“We are educating people that we have language, common values, norms, traditions and behaviors, just like hearing people,” Sforza said.

“Now, the hearing community can share what they learn about deaf people and hopefully change the perspective.”

Beyond providing opportunities for deaf customers and employees, the brewery also champions other deaf-owned businesses — the brewery’s logo designers, the T-shirt manufacturers, the people who made the concrete bar top and more.

Although businesses geared toward the deaf and hard of hearing have become more prevalent in recent years, Costner said challenging the public’s perception of the signing community is still an uphill battle.

“We do see some people that are a bit uncomfortable with entering and having deaf staff work with them,” Burke said by email. “But they quickly get used to it, and then it’s just like being in another brewery’s taproom. It’s not so different after all.” SARAH SIDLOW (THE WASHINGTON POST)

Police remove alligator from Maryland home Animal control officials were shocked to find a 5-foot alligator in the bathtub of a Montgomery County home, WJLA reported. The gator, named Blackbeard, had lived in owner David Greene’s Montgomery Village home for 11 years and was allowed to roam the house. An animal control official described the alligator as “easygoing,” but said it was still an illegal pet. Greene has been charged with possession of a live alligator, which comes with a $1,000 fine.

THE DISTRICT Even as the United States becomes increasingly diverse, neighborhood segregation patterns persist in large urban areas, including in the Washington metro region, according to five-year trend data the Census Bureau released Thursday.

Segregation has remained most entrenched between black and white residents, while segregation between whites and Hispanics and whites and Asians is more fluid, according to an analysis of the bureau’s latest American Community Survey data.

Many large Midwestern and Northeastern cities have segregation levels above 70, meaning that 70 percent or more of black residents would have to move into a different neighborhood to fully integrate the city. But overall, segregation was down since 2000, when several metropolitan areas had levels above 80.

The urban area with the lowest black-white segregation level is Las Vegas, at 39.5.

In the Washington region, the black-white segregation level was 61.3, down from 63.6 in 2000.

where white people live and found that the average white resident in large metropolitan areas lives in a more racially and ethnically mixed neighborhood now than in 2000.

In the Washington region, neighborhood diversity increased more sharply than it did in large metropolitan areas nationwide, with the average white resident living in a neighborhood that is 61.1 percent white, down from 70.2 percent in 2000.

But locally, Hispanic-white segregation levels also increased, from 47.5 to 48.4, meaning that 48.4 percent of Hispanics would have to move to completely integrate the area. The average Hispanic resident in Washington

is now likely to live in a neighborhood that has 5.6 percent more Hispanics than in 2000.

This is probably a reflection of a large influx of Hispanics in the area: More than a third of new residents since 2000, or 553,000 people, are Hispanic, and the region’s proportion of Hispanic residents has nearly doubled, from 8.9 percent to 15.8 percent.

The latest American Community Survey numbers also show that jurisdictions around the Washington area continue to have some of the nation’s highest median incomes, including Arlington County, Fairfax County, Falls Church City, Howard County and Loudoun County.

New hospital in SE D.C. may be on life support GW Hospital halts talks for new medical center east of the Anacostia THE DISTRICT George Washington University Hospital has suspended negotiations with the District to build and run a new hospital east of the Anacostia River, telling city officials that conditions placed on the deal by the D.C. Council “have made our continued participation potentially impossible and placed this project in jeopardy.”

The communication stopped short of what project supporters feared would be a prompt exit from the deal by GW Hospital following the council’s actions.

But a path forward in the negotiations was not immediately clear.

D.C. Mayor Muriel Bowser said in a statement the council had “legislated specific terms that are best left for the negotiating table.”

At issue are the council’s votes to require the new hospital honor union contracts and employ nurses and other health-care workers from United Medical Center — the city’s current public hospital — and enter into an affiliation agreement that would allow Howard University medical students and doctors to practice at the hospital.

Is there a ‘pink tax’ on transit?

METRO Early one evening in October, Rebecca Levine, a 27-year-old law student, was headed down the escalator at the Gallery Place Metro station when she noticed that a man riding ahead of her kept turning around to look at her.

She politely smiled and looked away. But when the man got to the bottom, he didn’t head for the trains. He stopped and waited for her to come down.

When she did, “he then began to match my pace, step for step, until we reached the turnstiles,” Levine said in an email. “I began to freak out, and so I pulled over to the side, pretending to fumble for my Metro pass, when I actually wanted to see if he would go ahead and maybe I was being paranoid.”

She wasn’t being paranoid.

“He did not move,” she said. “At this point I called my boyfriend, asking him to remain on the line with me until I knew I was safe.”

Eventually, the man did go away.

“But I was really spooked,” she said. This is why she doesn’t take Metro alone late at night, when platforms can be dark and empty.

Instead, she’ll pay extra to take an Uber or Lyft.

According to a recent study, there are plenty of women like Levine who choose alternate transportation methods because they fear being harassed — or worse — on public transit, which means they end up paying more for transportation than men do.

It’s another form of a “pink tax,” in which women pay more than men for the same services, such as dry cleaning, said Sarah Kaufman, one of the study’s authors and the associate director of New York University’s Rudin Center for Transportation.

Some women say they won’t ride Metro alone late at night and will pay to take a cab or use a ride-hailing app.

The estimate is based on a web-based survey she conducted of about 550 people in New York, which indicated women have good reason to be more worried than men. Seventy-five percent of women who responded said they’d been harassed or been the victims of theft while taking public transportation, compared to 47 percent of men.

As a result, about 29 percent of women said they avoid taking public transportation late at night, compared to 8 percent of men, meaning women are more likely to have to find more

expensive alternatives.

It’s unknown whether any similar studies have been conducted here. Kaufman said fewer women may feel at risk in D.C. than in New York because Metro trains don’t run as late as New York’s.

But many women — particularly those like Levine who have been harassed on Metro — say they do think there is a pink tax on transportation here, too.

“Unless you are traveling with a male companion or in a group of people, traveling by yourself at night, [taking Metro] seems like asking for unwanted trouble,” Levine said.

“If Metro had more safety staff around, or just more staff in general, I might feel better about utilizing services alone past 7 p.m. or 8 p.m.,” Levine said.

are monitoring surveillance cameras, she said. But only so much.

“Station managers are often dealing with people’s cards that aren’t working, giving directions, etc. Oftentimes, they aren’t even in their little booth,” she said.

One caveat Kaufman notes

about her study is that a disproportionate share of the people who took the survey were highly educated and had higher incomes.

They could afford alternatives to public transportation. But lowerincome women worried about their safety likely aren’t paying extra — because they can’t afford Lyft or Uber, she said.

“Only some of us can afford to pay this pink tax,” said Alicia Sanchez Gill, the interim executive director of Collective Action for Safe Spaces, a Washington group working on reducing sexual and other forms of harassment in public areas.

“Those of us who can’t afford cabs every day, who work multiple jobs, are often those who are on the Metro.”

Metro spokeswoman Sherri Ly stopped short of disputing that there is a pink tax here. But she noted that crime on the system is at a 10-year low. Through October, serious crimes are down 16 percent compared to the same period last year. Through November, the majority of crime victims this year — 52 percent— were male, she said.

D.C. Council member Brianne Nadeau, D-Ward 1, also said she believes women end up paying more than men for transportation to be safe.

“The pink tax exists,” said Nadeau, who sponsored a bill approved by the council in May creating an advisory committee to figure out how to deal with public harassment and to train city workers in how to intervene.

“During a hearing about the law I heard from woman after woman who described taking Uber or taxis because they felt unsafe walking or taking public transit,” Nadeau said in a statement. “That adds up and it’s unfair.” KERY MURAKAMI (EXPRESS)

A federal judge hearing a lawsuit brought by a mother who had been separated from her child barred further separations and ordered the government to reunite the families.

American Civil Liberties Union attorney Lee Gelernt, who sued on behalf of the mother, said he hoped the judge would order the government to alert them to any new separations, because right now the attorneys don’t know about them and can’t challenge them.

According to the government data, from April 19 through Sept. 30, 170 family units were

separated because they were found to not be related — that included 197 adults and 139 minors. That could also include grandparents or other relatives if there was no proof of relationship. Many people fleeing poverty or violence leave in a rush and don’t have birth certificates or formal documents with them.

During the budget year 2017, 1,065 family units were separated — 46 due to fraud and 1,019 due to medical or security concerns, according to data.

The zero tolerance policy over the summer was meant in part to deter families from illegally crossing the border. Trump administration officials say the large increase in the number

of Central American families coming between ports of entry has vastly strained the system.

But the policy caught some federal agencies off guard. There was no system in place to track parents along with their children, in part because after 72 hours, children are turned over to the Department of Health and Human Services.

The resulting confusion along the border led to misinformation among separated parents who did not know why they had been taken from their children or how to reach them, longer detention for children at border facilities meant for short-term stays, and difficulty in identifying and reuniting families. IMMIGRATION The Trump administration separated 81 migrant children from their families at the U.S.-Mexico border since the June executive order that stopped the general practice amid a crackdown on illegal crossings, according to government data obtained by The Associated Press.

Despite the order and a federal judge’s later ruling, immigration officials are allowed to separate a child from a parent in certain cases: serious criminal charges against a parent, concerns over the health and welfare of a child or medical concerns. Those caveats were in place before the zero-tolerance policy that prompted the earlier separations at the border.

The government decides whether a child fits into the areas of concern, worrying advocates of the families and immigrant rights groups that are afraid parents are being falsely labeled as criminals.

From June 21, the day after President Trump’s order, through Tuesday, 76 adults were separated from the children, according to the data. Of those, 51 were criminally prosecuted.

At the height of the practice, over 2,400 children were separated. This sparked global outrage from politicians, humanitarians and religious groups.

WASHINGTON Former Attorney General William Barr is President Trump’s top candidate to be nominated to lead the Justice Department — a choice that could be made in the coming days as the agency presses forward with a probe of Russian interference in the 2016 election, according to multiple people familiar with the deliberations.

Barr, 68, a well-respected Republican lawyer who served as attorney general from 1991 to 1993 under President George H.W. Bush, has emerged as a favorite candidate of a number of Trump administration officials, including senior lawyers in the White House Counsel’s Office, these people said.

Two people familiar with the discussions said the president has told advisers in recent days that he plans to nominate Barr.

Barr declined to comment.

An alternate candidate is Rep. John Ratcliffe, R-Texas, whose support of the president has won the attention and backing of others inside the White House, these people said.

However, a number of officials are preparing for the likelihood that Barr’s nomination will be announced in the coming days, these people said.

In the short run, the arrest of Huawei’s chief financial officer heightened skepticism about the trade truce that Presidents Donald Trump and Xi Jinping reached last weekend in Buenos Aires, Argentina. On Thursday, U.S. stock markets tumbled on fears that the 90-day cease-fire won’t last before regaining most of their losses by the close of trading.

But the case of an executive for a Chinese company that’s been a subject of U.S. national security concerns carries echoes well beyond tariffs or market access. Washington and Beijing are locked in a clash over which of the world’s two largest economies will command economic and political dominance for decades to come.

“It’s a much broader issue than just a trade dispute,” said Amanda DeBusk, chair of the international trade practice at Dechert LLP. “It pulls in: Who is going to be the world leader, essentially.”

The worst riots Paris has seen in decades were sparked by higher fuel taxes, and French President Emmanuel Macron responded by scrapping them Wednesday. But taxes on fossil fuels are just what international climate negotiators, currently meeting in Poland, say are desperately needed to help wean the world off fossil fuels and slow climate change.

“The events of the last few days in Paris have made me regard the challenges as even greater than I thought earlier,” said Stanford University environmental economist Lawrence Goulder, coauthor of the book “Confronting the Climate Challenge.”

Economists, policymakers and politicians have long said the best way to fight climate change is to put a higher price on the fuels that are causing it — gasoline, diesel, coal and natural gas. Taxing fuels and electricity could help pay for the damage they cause, encourage people to use less, and make it easier for cleaner alternatives and fuelsaving technologies to compete.

The French reaction to higher fuel prices is hardly unique, which highlights just how hard it can be to discourage fossil fuel consumption by making people pay more.

In September, protests in India over high gasoline prices shut down schools and government offices. Protests erupted in Mexico in 2017 after government deregulation caused a spike in gasoline prices, and in Indonesia in 2013 when the government reduced fuel subsidies and prices rose.

“Higher taxes on fuel have always been a policy more popular among economists than among voters,” said Greg Mankiw, a Harvard economist and former adviser to President George W. Bush.

Even proponents of carbon taxes acknowledge that they can disproportionately hurt lowincome people. Energy costs make up a larger portion of their overall expenses, so a fuel price increase eats up more of their paycheck and leaves them with less to spend.

He’s happy to be home D.C. native Michael Locksley says coaching Maryland is the job he always coveted MARYLAND Before new football coach Michael Locksley was introduced Thursday, band members played the school fight song inside the team’s practice facility.

Locksley, a Washington native who worked at Maryland for 10 seasons over two previous stints as an assistant, nodded and mouthed the “Go Maryland” parts of the song before Athletic Director Damon Evans invited him to speak.

“When I got into coaching,” Locksley said, “this was the one job that I always coveted.”

Each weekend, Locksley said, he keeps up with five teams: the one he coaches; Ballou High School in D.C. and Towson in Baltimore County, his alma maters; the Redskins; and Maryland.

But now that he’s in College Park — at least some of the time, as he will continue his duties as offensive coordinator at Alabama through the College Football Playoff — he will face the challenges of leading a team that has navigated chaos since June.

Locksley must build his staff and juggle recruiting with his Alabama game preparation.

He inherits a recruiting class that has lagged during recent controversy — the decision to retain and then to fire suspended head coach DJ Durkin. The program also is trying to recover from the death this summer of 19-year-old offensive lineman Jordan McNair after he suffered heatstroke during a team drill.

REDSKINS Almost three weeks after quarterback Alex Smith suffered a devastating leg injury during the Redskins’ loss to the Texans, there is growing concern about the progress of his recovery, with the team issuing a statement Thursday describing the injury as “serious” and asking that “everyone please honor the Smith family’s request for privacy at this time.”

There were unconfirmed reports that Smith remained hospitalized and was battling an infection related to the surgery to repair his broken tibia and fibula.

Redskins running back Adrian Peterson told ESPN.com on Thursday that he and some teammate visited Smith in the hospital last week.

Decoding the Golden Globes The Golden Globe nominations were announced Thursday, and there are a few head-scratchers ahead of the Jan. 6 broadcast.

Unoriginal sin: ‘Anna’ is the same old song and lurch I like rules.

Rules are good, even the unwritten ones. Not just because I like getting irritated at people who leave their trash on the movie theater floor. (Come on, people.

It’s an empty popcorn bucket.

You can take it to the garbage can.) But also because rules allow people to get creative.

Especially when it comes to imagining punishments for those who leave their trash on the movie theater floor.

(You’re going right by the trash can when you leave!)

Like I said, rules don’t necessarily have to squelch creativity; they can enhance it. Take film noir — you’ve got to have your hard-bitten male character, you’ve got to have

your femme fatale, you’ve got to have sidewalks slick and glistening even when it’s not raining. Within those rules you can do anything, and that’s how you end up with a family whose members include both “The Maltese Falcon” and “Blade Runner.”

“Anna and the Apocalypse” tries to follow a lot of rules.

It’s basically the Ginsu knife of cinema: It’s a musical! It’s a zombie movie! It’s a Christmas movie! It’s a high school movie!

Anna (Ella Hunt) is in her last year at a British high school. Her school is under the control of an unbelievably evil assistant headmaster (as in, he’s so unbelievable no audience member would consider him an actual threat, making him useless as a villain) bent

on taking the top job once the current headmaster retires.

Then the zombies arrive, thanks to a vague “virus,” and Anna and her friends have to battle them. Also it’s Christmas, though that seems to be the case only so Anna’s school can be prepping for its holiday show.

The four genres that “Anna and the Apocalypse” tries to embrace could have been brought together in a creative, rule-breaking sense. And while the attempt is admittedly innovative, the execution falls flat. The movie is so intent on doing what’s expected that it forgets to do anything else.

There’s the aforementioned random Christmas setting — seriously, this could have been set during spring

break or Halloween or some random Tuesday in May. The film does nothing new or particularly interesting with the zombies; they lurch and bite and mrrughhh as expected. The music hits all the expected notes (sorry), with a kicky opening number, a typical “I want” song so Anna can express her hopes and dreams, and an evil song in which the evil villain evilly sings about how evil he is. The film reaches for a “Breakfast Club” kind of vibe, with teens banding together to fight an overzealous high school administrator. Instead of producing a creative mashup of these beloved genres, it all ends up a muddled mess.

There are some laughs and genuinely touching moments, but the makers of “Anna and the Apocalypse” ultimately didn’t view the rules as the opportunities they were, but as boxes to be ticked off. This is a sentence I never thought I’d write, but in the end, “Anna and the Apocalypse” is just another Christmas zombie high school musical.

Christmas releases fared well: Christian Bale turned into Dick Cheney for “Vice,” and the film earned six nominations, the most of any movie. “Mary Poppins Returns” got four nods. Both open on Dec. 25.

Men dominate directing (again): Like last year, best director is an all-male field: Bradley Cooper (“A Star Is Born”), Alfonso Cuaron (“Roma”), Peter Farrelly (“Green Book”), Spike Lee (“BlacKkKlansman”) and Adam McKay (“Vice”).

Music doesn’t make a musical: Just because a movie has a lot of music and is about music doesn’t make it a musical in the Globes’ eyes. “Bohemian Rhapsody” and “A Star Is Born” are both in the drama categories.

Strange snubs: “The Hate U Give” was overlooked.

Ditto for Ethan Hawke (“First Reformed”) and Viola Davis (“Widows”).
