‘New Rich’ Wield Broad Influence Washington Fully 20 percent of U.S. adults become rich for parts of their lives, wielding extensive influence over America’s economy and politics, according to new survey data. These “new rich,” made up largely of older professionals, working married couples and more educated singles, are becoming politically inﬂuential, and economists say their capacity to spend is key to the U.S. economic recovery. But their rise is also a sign of the nation’s continuing economic polarization. They extend well beyond the wealthiest 1 percent, a traditional group of super-rich millionaires and billionaires with long-held family assets. The new rich have household income of $250,000 or more at some point during their working lives, putting them — if sometimes temporarily — in the top 2 percent of earners. The new survey data on the aff luent are being published in an upcoming book, and an analysis by The AP-NORC Center for Public Affairs Research provided additional information on the

Last week, President Barack Obama asserted that growing inequality is “the defining challenge of our time,” signaling that it will be a major theme for Democrats in next year’s elections. “In this country, you don’t get anywhere without working hard,” said James Lott, 28, a pharmacist in Renton, Wash., who adds to his $200,000 a year salary by daytrading stocks. The son of Nigerian immigrants, Lott says he was able to get ahead by earning an advanced pharmacy degree. The new research suggests that affluent Americans are more numerous than government data depict, encompassing 21 percent of adults for at least a year by the time they turn 60. That proportion has more than doubled since 1979. Sometimes referred to by marketers as the “mass affluent,” the new rich make up roughly 25 million U.S. households and account for nearly 40 percent of total U.S. consumer spending. While paychecks shrank for most Americans after the recession, theirs held steady or edged higher. In 2012, the top 20 percent of U.S. households took home a record 51 percent of the nation’s income. Ex-Lake Found on Mars Scientists: Ancient watering hole might have supported life Los Angeles NASA’s Curiosity rover has uncovered signs of an ancient freshwater lake on Mars, which scientists say could have been a perfect spot for tiny primitive organisms to flourish if they ever existed on the red planet. The watering hole near the Martian equator existed about 3.5 billion years ago around the time when life evolved on Earth. Scientists say the Martian lake was neither salty nor acidic and contained life-friendly nutrients. “This just looks like a pretty darn ordinary Earth-like lake in terms of its chemistry,” said project scientist John Grotzinger of the California Institute of Technology. “If you were desperate, you could have a drink of this stuff.”

What’s Next for Curiosity Now that the $2.5 billion NASA mission has accomplished a main goal — finding if the Gale Crater was ever a habitable environment to life — attention has turned to the hunt for elusive carbon-based organic compounds that are fundamental to all living things. Before setting off on that search last summer, the Curiosity rover used its instruments to determine the age of a rock — the first time this has been achieved on another planet or celestial body. Another study released Monday showed that the rock was 4.2 billion years old — not entirely surprising since observations from space suggested the bedrock in the crater was that old. This knowledge should help the team find rocks in the foothills of Mount Sharp in the crater’s center that have not been too zapped by radiation, said mission scientist Ken Farley of Caltech. (AP)

The findings were published online Monday in the journal Science. The lake, about the size of a small Finger Lake in upstate New York, likely was around for tens of thousands — perhaps hundreds of thousands — of years. Even when the lake dried up, scientists said microbes could have migrated underground and existed for potentially tens of millions of years.

Hagel Orders Troops to Central African Republic Defense Secretary Chuck Hagel on Monday ordered the U.S. military to transport troops from Burundi into the Central African Republic to help quell the latest upsurge in violence there. The ad shows two women talking, with one woman mentioning the breakdown rate of Metrobuses, while the other woman responds, “Can’t we just talk about shoes?” Metro said it was just poking fun at itself for its “transitspeak.” (THE WASHINGTON POST )

With a growing number of cyclists taking to the streets, police in Maryland are being encouraged to crack down on road violators — of the bike and car persuasion. A 33-minute video is being shown to state and local law enforcement ofﬁcers as a primer or refresher on state laws intended to keep drivers and cyclists from colliding on the road. (Created in conjunction with the

Maryland State Police, the video concludes with this message from the state’s bicycle coordinator: “The state of Maryland is strongly promoting the use of bicycles as a mode of transportation. We want everyone to have a safe riding experience.”) The video is being presented to ofﬁcers at meetings, at roll calls and in squad rooms. It outlines the legal responsibilities of people who take to the road on four wheels or two, and it encourages ofﬁcers to lay down the law when cyclists and drivers violate those rules. Cyclist deaths and injuries nationwide have increased each of the past three years. So has the friction between cyclists and drivers.

The Precedent History has shown that roadsafety campaigns fail dramatically unless police are motivated to enforce the laws. Seat belt use is a classic example. The “Buckle up for safety” campaign had minimal success in getting Americans to wear the belts, but the “Click it or ticket” effort, backed up by enforcement, has been successful. (T WP)

In conjunction with stepped-up enforcement, Maryland ofﬁcials are also at work on a public campaign to get both drivers and cyclists to abide by the law. Signs that inform that bikes “may use full lane” have appeared on some highways, and the motor vehicle administration has devoted a page of its website to informing road users of the law. But as history shows, if drivers and cyclists are to coexist on Maryland’s roadways, showing the state police video to law enforcement officers is likely to have a greater effect than the now discredited “share the road” campaign that has gone on for years. State ofﬁcials estimate that Virginia sterilized 7,325 people under a 1924 state law that remained on the books until 1979. Virginia has so far rejected paying reparations to people who were sterilized primarily because, opponents say, the state doesn’t have the money. But neighboring North Carolina, which forcibly sterilized about 7,600 people between 1929 and 1974, passed a law earlier this year setting aside $10 million for reparations. NSA Turns Eye to Gamers

Technology companies push for reform amid latest surveillance revelations London American and British intelligence operations have been spying on gamers across the world, media outlets reported, saying that the world’s most powerful espionage agencies sent undercover agents into virtual universes to monitor activity in online fantasy games such as “World of Warcraft.” Stories carried Monday by The New York Times, the Guardian and ProPublica said U.S. and U.K. spies have spent years trawling online games for terrorists or informants. The stories, based on documents leaked by former National Security Agency contractor Edward Snowden, offer an unusual take on America’s world-spanning surveillance campaign, suggesting that even the fantasy worlds aren’t beyond the attention of the NSA and its British counterpart, Government Communications Headquarters. Virtual universes such as “World of Warcraft” have been massively popular. At its height, “World of Warcraft” boasted some 12 million paying subscribers. The online fantasy game wasn’t the only target. Another memo noted that GCHQ had “been able to get the discussions between different game players on Xbox Live.” Meanwhile, so many U.S. spies were roaming around Linden Labs’ “Second Life” that a special “deconﬂiction” unit was set up to prevent them from stepping on one another’s toes. Spy agencies have long worried that such games serve as a good cover for terrorists or other evildoers who could use in-game messaging systems to swap information. Linden Labs did not immediately return messages seeking comment. In a statement, Blizzard Entertainment said that it is “unaware of any surveillance taking place. If it was,

The justification: The agency said it doesn’t track every phone and call, and that it tries to limit how much data is collected. The concern: The NSA can track the movements of almost any cellphone in the world. Since it doesn’t know which data it might need, the NSA keeps up to 27 terabytes, or more than double the text content of the Library of Congress’ print collection.

FBI Malware The FBI has designed a malicious software that can covertly download files, photos and stored emails, or even gather realtime images by activating computer cameras, according to court documents and people familiar with the technology. The justification: It can be used when authorities struggle to track suspects who are adept at covering their tracks online. The concern: A judge has ruled that the use of such technology in a bank fraud case was “extremely intrusive” and ran the risk of accidentally capturing information of people not suspected of a crime.

Law Enforcement Data Requests Federal, state and local law enforcement agencies made more than 9,000 requests last year for information on all the calls that bounced off a cellphone tower within a certain period of time. The justification: Investigators say it helps nabs criminals, citing one case that tracked two bank robbers by analyzing cellphone records from the towers closest to four remote Arizona banks. The concern: The practice has raised concerns among judges, lawmakers and privacy advocates who question the data collection on those suspected of no crime in order to try to locate a criminal. Change Starts at the Top It’s not just about who becomes the next coach of the Washington Redskins. And it’s not simply about hiring a general manager. The team has tried every combination with little success since owner Dan Snyder’s arrival in 1999. If Year 16 under Snyder is to be any different, the Redskins must find a balance between ownership, management and players. Otherwise, By Rick Snider there will never be peace in the perpetual circus. And the only way for that to happen is for Redskins Nation to rise once more. Snyder responds to two things: empty seats and constant criticism. Oh, you don’t see him respond publicly anymore since fans booed him off the ﬁeld a decade ago. However, Snyder ﬁred favorite minion Vinny Cerrato (whom I still believe will

return within the next 10 years as a consultant) after a 2009 fan revolt left massive numbers of seats empty at late-season games. And there were still twice as many fans then as the 25,000 or so at Sunday’s loss to Kansas City. Snyder is cornered into firing coach Mike Shanahan, whose Monday news conference was a classic 30 minutes of denial. Everyone knows Shanahan will be fired within minutes of the Dec. 29 season-ender. Indeed, none of Snyder’s coaches have ever finished their contract, so Shanahan leaving a year earlier isn’t surprising. Shanahan even seems to be taunting Snyder into firing him by likely benching quarterback Robert Griffin III for the last

three games (while saying the team will do everything it can to win the last three games). Sure, 3-10 always gets better by benching a franchise passer. Shanahan’s lame excuse was Griffin needed protecting after 24 sacks in five games. Yet Shanahan won’t even try reserve linemen? But Snyder needs to just ignore Shanahan and concentrate on first picking a new personnel man who then will pick the coach. The Redskins are once more a

black hole and those with options won’t come to Washington. Sorry, you can’t overpay for the top talent because they can go other places and win. Snyder must find the second wave of talent. The problem is that rising stars like Baltimore’s Eric DeCosta and Pittsburgh’s Omar Khan won’t leave great front offices to run this mess. They usually receive only one chance to succeed, so why take a no-win deal? Maybe Cleveland assistant GM Ray Farmer or New Orleans director of player personnel Ryan Pace are options. For coach, Penn State’s Bill O’Brien is a perfect candidate — NFL experience and crisis management at PSU. Afterward, Snyder needs to find new friends who don’t play football. RGIII May Sit for the Rest of ’13 Redskins Mike Shanahan is still the coach of the Washington Redskins, but Robert Griffin III might not be the starting quarterback this week. Shanahan said Monday that he was thinking about sitting Griffin for the rest of the season because of concern that the quarterback could be injured. Shanahan pointed out that Griffin has been sacked 24 times in five games, and that two of the Redskins’ three remaining games will be played on artificial turf, including Sunday at Atlanta. It’s a change from Shanahan’s previous stance that Griffin needed as many game snaps as possible to improve. Shanahan no longer spoke as if it’s a given that he’ll be coaching the Redskins next season. He says owner Dan Snyder will make that decision at the end of the season. (AP)

Torre, La Russa, Cox Elected to Hall Three of baseball’s winningest skippers unanimously picked Baseball Joe Torre, Tony La Russa and Bobby Cox, baseball’s winningest managers over the past four decades, were unanimously elected to the Hall of Fame on Monday by the expansion era committee. All three won more than 2,000 games and were selected on all 16 ballots when the committee met Sunday ahead of baseball’s winter meetings. “Managing against them, you certainly learned things,” said Torre, now an executive vice president for Major League Baseball. “I am honored to go into the Hall with these two guys.” Induction ceremonies will be held July 27 in Cooperstown, N.Y. The word “runner” doesn’t adequately describe Wardian, whose race schedule is essentially a series of dares. Last month, he won a marathon in San Antonio and then flew to Las Vegas to run a second marathon in the afternoon. (He took 10th place in that one.) His dream gift would be to convert part of his Arlington house into an altitude room. For $10,000 (and up), it’s possible to simulate the oxygen conditions of living in the mountains anywhere. He’d love to redo his bedroom — “subject to Jennifer, my wife, being cool with it” — or his basement, where he “could run on the treadmill at 15,000 feet.” Wardian says he’d also settle for a snorkel. Swimming with reduced airflow mimics altitude training, and it would give his joints a break.

The artistic director of the Washington Ballet is interested only in an experiential gift: ashtanga yoga classes. “You don’t need anything but a mat to do it,” says Webre, who started practicing five years ago in pursuit of a low-impact but vigorous physical workout. “It’s hard as hell and forces you to be your best self.” Although there are similarities between several poses and ballet moves — Warrior 3 is an arabesque, he points out — yoga feels different from his day job. Ivan Nolia, 9 Ivan, who’s completed Yoga District’s 200-hour teacher training program, is the city’s youngest certified yoga instructor. The Petworth resident lists lots of stuff he’d like to give other kids to help them discover yoga. “I’d want yoga mats. It doesn’t matter which color,” he says. And he’d like to give out copies of the book “Asanas: 608 Yoga Poses” ($22, New World Library) by Dharma Mittra. “It has pictures of the different poses. My teacher gave me one,” adds Ivan, who uses the guide for homework. Is there anything he wants for himself? After mulling it over, Ivan picks a resistance band to boost his upper-body strength.

Santa would have to be as strong as Phillips to deliver the giant tire she’s pining after. “I could flip it up and down my street,” says the Reston, Va., resident, who won the CrossFit 2013 MidAtlantic Regional and went on to compete in her fifth CrossFit Games this past summer. The problem? That tire won’t fit in her apartment. So she’s also hoping for a slightly more practical option: Kelly Starrett’s book, “Becoming a Supple Leopard: The Ultimate Guide to Resolving Pain, Preventing Injury, and Optimizing Athletic Performance” ($30, Victory Belt Publishing).

At an age when many other teens are getting their driver’s licenses, the Olympic swimmer from Bethesda has been collecting world records. She currently holds two: the 800- and 1500-meter freestyle. So it’s easy to imagine why Ledecky often forgets the lunch bag and ice pack she uses to store her post-workout chocolate milk. A gift that would remedy that problem, she says, would be “a refrigerator built into our car’s glove compartment.” We have another idea for a simpler fix: a cooler that can plug into the car’s cigarette lighter. Parenting Teens Requires a Team

My husband and I sailed through parenting in the early years, and we got smug. We didn’t have many of the conflicts our friends had. But now that our kids are teens, my husband and I are butting heads a lot. His attitude is that a lot of stuff our kids might do is OK because he did it and turned out OK. I think he was lucky (ran with a bad crowd in high school, did a lot of drugs, etc.), and I want our kids to make better choices than he did. HELP!

A Real Pain Around the Neck My mother-in-law took some very nice scarves of mine and then mentioned it later like it was no big deal, saying she borrowed them, wasn’t I a dear for letting her, and they looked lovely, etc. She claimed she would return them, but we have since had two visits and she hasn’t. My husband says to let it go to keep the peace, but I think she was wrong to do this and I don’t want her thinking it’s OK to do it again. FLUSTERED OVER SCARVES Without knowing more about her personality, it’s hard to contextualize this. Is she typically selﬁsh or steamrolling? Or might she be having some memory or cognitive issues? Is she big on saving face, and might this have started as an accident? Are you two usually warm with each other, or often frosty? Is there a history of eccentric behavior?

If this seems to be an isolated incident, a momentary case of whoknows-what, then I’m inclined to agree with your husband to let it go — while taking a few minor steps to discourage her sticky ﬁngers in the future. But if this is part of a larger pattern of exploitative bullying or a sign of possible dementia, then it needs to be taken more seriously.

Anyone can point to the rare chainsmoker who lives to their 90s. So no parent’s teenage experience should take on the power of an absolute referendum on what’s best. Capitalize on your previous collaboration. Did he approve of your preschoolers licking Metro handrails? Probably not. The same riskassessment mindset should apply to parenting teenagers; it’s just a bit more complicated because you’re trying to instill in them the desire to make good choices themselves. Above all, make sure he knows this isn’t about his life path — and help him separate the concept of reasonable protection of your children’s safety from judgment about him as a human being.

When it comes to ice skating, a few slip-ups are always expected. But two of the District’s outdoor rinks are having a particularly rough year — and it’ll take more than a Zamboni to smooth out the problems. Wondering why the Canal Park Ice Rink, near the Navy Yard, hasn’t started its second season of skating yet? Back in October, a pipe beneath the rink burst. The accident ﬂooded the refrigeration machinery that creates and maintains a frozen surface, setting back the opening date by at least a month. “It shouldn’t have happened. And we don’t expect it to happen again,” says park manager Janet Weston, who reports that repairs are almost complete. The rink may be in business as early as this weekend, but the schedule shift has forced some trims to the planned programming. Instead of two sessions of skating lessons, there will be only one. (It starts Jan. 4.) Marissa Marwell of Rink Management Services, which operates the Canal Park site, says skaters still have plenty to look forward to in the coming months. Besides a skating exhibition to celebrate the opening, there will be regular weekly events, including two-for-one Tuesdays and a live DJ on Friday nights. And a “yoga on ice” class could start soon, Marwell adds. Those plans sound a lot more solid than what’s happening at the proposed Lake Shaw Ice Rink,

The National Gallery Sculpture Garden rink (Constitution Avenue and Sixth Street NW, nga.gov) offers classes including adult exercise.

Come February, Granados would like to broadcast the Olympic Games, so skaters can be inspired by the competition in Sochi, Russia. The concept has generated considerable online buzz — but not nearly enough money. Trying to coax funds out of businesses this late in the year is tough, Granados says, because they’ve already committed their 2013 budgets. And without cash, the project is stalled. In a last-ditch attempt to make the rink a reality this year, she’s considering a campaign through the online fundraising website crowdrise.com. People would pay up front for incentives: $10 for one skate session, $100 for a month of skating, $1,000 for a private event for up to 100 guests. This tactic requires finding an established nonproﬁt to partner up with the project and manage the funds. Sounds trickier than a triple axel, but Granados is undeterred: “We’ll keep trying to make it happen — even if it’s after Jan. 1.” Next year has to be better for skating in D.C. Makes 20 Truffles In a small saucepan over medium heat, combine the chestnuts and water. Bring to boil, then reduce the heat to maintain a simmer, cover and cook until the chestnuts are very tender and all the water has been absorbed, about 30 minutes. Add the milk and heat the mixture

until it just comes to a simmer. Remove the pan from the heat, add the chocolate, then re-cover the pan. Let stand off the burner until the chocolate is melted, about 3 to 4 minutes. Stir and transfer to a blender along with the espresso powder, salt, corn syrup and liquor. Blend until very smooth. Transfer to a bowl, cover tightly with plastic wrap and chill until firm, at least 3 hours. Form the mixture into small balls (about 2 teaspoons each) and roll the balls in the cocoa powder until they are coated, shaking off the excess. Chill until ready to serve. Will keep, refrigerated, for 2 weeks. Biopic Takes On New Life After revolutionary’s death, “Mandela” turns into a eulogy Film With the death of Nelson Mandela, the sweeping biopic “Mandela: Long Walk to Freedom” transforms in the midst of its theatrical release from a living tribute to a big-screen eulogy. The South African revolutionary and former president, who died Thursday at the age of 95, has long been a compelling ﬁgure for movies — a hero of uncommon dignity

But arguably the fullest movie portrait of Mandela’s life — a film made with his permission and his family’s support — was released just six days before his death. The Seeds of A ‘Scandal’ The inspiration behind ABC’s hit show has garnered her own fans Television Judy Smith walked into a New York bank last week wearing a black suit and her signature white overcoat. A woman standing next to her gave an approving once-over and said, “Oooohhhh, that looks like an Olivia Pope coat.” Then she paused and took a second look at Smith: “Oh, my God. It’s you!” The intensely private crisis manager has gone from the real-life inspiration for the hit ABC show “Scandal” to a star in her own right — and is now almost as recognizable as her on-screen doppelganger, Kerry Washington. Fans crowded into Howard University’s television studio Thursday night for an hourlong interview with Smith. It’s quite a turnaround for Smith, 55, who became America’s best-known corporate ﬁxer by staying out of the spotlight while helping Clarence Thomas, Monica Lewinsky, Michael Vick and Paula Deen. (Although she never, ever talks about her clients.) “Scan-

dal” creator Shonda Rhimes was so taken by Smith that she built a hit show around her life. Smith emphasized Thursday that her success is a result of the “consistent hard work and focus” she learned growing up in Northeast D.C. After law school at American University, she founded Smith & Company, which eventually led to “Scandal.”

Meanwhile … ABC said Friday that it will air four fewer episodes of “Scandal” than planned this season. The network didn’t say why it will broadcast 18 instead of 22 episodes, but the decision follows word that “Scandal” star Kerry Washington is pregnant. (AP)

How to Pick a Tree — and Keep It Alive Buying early will give you better selection and a fresher tree. Before buying, run your hands through the needles to check for suppleness. Hold the tree upright and drop it from a few inches. Excessive needle drop is a sign of dryness. Before installing, you will need to remove some of the lowest branches and trim an inch off the bottom of the trunk. Make a square cut, not an angled one. You will need gloves, a bow saw for the trunk and lopping shears to remove the branches. The tree is thirstiest when first cut and will absorb several quarts of water in its first day or two. Make sure your tree stand is big enough for the tree, both for stability and water storage. Additives to the water are not necessary, but check the level daily and top off as needed, using your finger to check the water level. (THE WASHINGTON POST )
