Police in Monmouth, N.J., have given $3 to the person who found it 14 years ago. Paige Woodie was 12 when she and a friend discovered the cash and turned it in to police in 2004. Sgt. Jeff Godwin told the Asbury Park Press that people who turn in money are able to claim it within a reasonable amount of time if no one comes forward. The cash turned up during an audit and police “thought it had been long enough.� (AP)

An Arizona family is gaining attention for building a Christmas tree made of dead cactuses. The Arizona Republic reported that the Lancasters, in Mesa, recently completed their four-year quest to create a “Phoenix Christmas tree� made entirely from cholla cactus skeletons. Jeff Lancaster said he got the cactus pieces to build the tree from friends who work in construction. Cactus skeletons aren’t protected under the Arizona native plant law. (AP)

A man who’s been bowling for more than 90 years says he’s still trying to improve as he turns 105. Tom Pisano bowls in the Monday and Wednesday leagues at AMF Empire Lanes in Webster, N.Y. League organizer Brad Larson says Pisano also stops by a couple other times a week. Larson says Pisano averages around 135 per game, but always talks about improving his scores. page three National Gallery names its first female director MUSEUMS For the first time in its 77-year history, the National Gallery of Art has chosen a woman as its next director. Kaywin Feldman, director of the Minneapolis Institute of Art, will succeed Earl “Rusty� Powell III, who is retiring after 26 years in the post. He will stay on until she begins March 11. Feldman, 52, has been the director and president of the Minneapolis Institute of Art since 2008. She is credited with doubling attendance at the museum, improving its digital reach and connecting to the community through initiatives on equity and social justice. Before Minneapolis, Feldman was director of the Memphis Brooks Museum of Art in Tennessee for eight years. Feldman, who will be the

museum’s fifth director, said she is honored to be the first woman to lead the national institution. “I do believe it is indicative of a sea change, nationally and internationally,� Feldman said in an interview. “The trustees early on articulated their commitment to diversity, equity and inclusion. It’s something I care about.� Feldman is inheriting an institution facing major challenges. Although generously funded by the federal government, the National Gallery is plagued by management troubles that have resulted in high turnover and low staff morale. Its digital strategy trails those of its peers, attendance is stagnant and employees have alleged sexual harassment, retaliation and favoritism. Price said Tuesday they will use their jurisdictional veto Thursday to block a proposal from the transit agency seeking reauthorization of the early closings that were instituted to give more time to perform preventive maintenance. Without the reauthorization, Metro’s hours are set to automatically revert on July 1 to the system’s old schedule: 5 a.m. to midnight Monday through Thursday; 5 a.m. to 3 a.m. Fridays; 7 a.m. to 3 a.m. Saturdays; and 7 a.m. to midnight Sundays.

CHARLOTTESVILLE Jurors told a judge Tuesday that life in prison is appropriate for a man who rammed his car into counter-protesters at a white nationalist rally, capping a trial laced with the emotional testimony of survivors and troubling details of the self-proclaimed Hitler admirer’s long history of mental illness. James Alex Fields Jr., 21, stood stoically with his hands folded in front of him as a court clerk read the verdict, which now must be taken under advisement by the judge, who will issue the final sentence. Judge Richard Moore scheduled a sentencing hearing for March 29. The jury recommended a sentence of life for first-degree murder in the killing of Heather Heyer, a 32-year-old paralegal and activist, and also recommended a total of 419 years for his convictions on nine counts involving injuries Fields caused to others and for leaving the scene of the crash in Charlottesville last year. The amount Maryland Gov. Larry Hogan said the state will spend on school construction over the next five years. Much of the money will be available as the result of a constitutional amendment Maryland voters approved last month. U-Md. to step up cleaning as adenovirus spreads A total of 30 cases of adenovirus have been confirmed at the University of Maryland, and university officials announced plans to intensify the dormitory cleaning program during winter break to help prevent additional infections. Of the 30 confirmed cases, eight of the students have been hospitalized. Officials said four cases have been confirmed of adenovirus 7, a particularly virulent strain of the virus. President Trump said Tuesday he would shut down the government if he doesn’t get funding for the border wall.

Moving to freeze employee pay, slashing retirement benefits, sapping labor organizations and upsetting workplace missions is a disastrous recipe for employee morale. Mix those ingredients with nonstop revelations about an amoral boss, and it’s little wonder that the 2018 Best Places to Work in the Federal Government report shows a steep decline in federal employee engagement. The report, released today by the nonpartisan Partnership for Public Service and the Boston Consulting Group management consulting firm, shows engagement dropped at almost 60 percent of federal agencies. “This represents a stark contrast to the previous three years when more than 70 percent of federal organizations experienced gains in how employees viewed their jobs

and workplace related issues,” according to the Partnership. It began compiling the ratings in 2003. The 2018 report covers the first full year under the Trump administration and is a sharp reproach of its management at most agencies. “We have a phenomenally mission-oriented workforce and it’s a workforce that is not getting the leadership that it needs to perform at its best,” said Max Stier, the Partnership’s president and chief executive. That points directly at President Trump, who on Tuesday threatened a government shutdown “if we don’t get what we want” regarding funding for a border wall he promised Mexico would pay for. “I am proud to shut down the government for border security,” he said. What kind of leader is that? The Office of Personnel Management at first issued a defensive statement in reaction to the report to reject

Stier’s comment about many agencies being “handicapped by a lack of leadership.” But OPM later changed its response to this: “While it’s disappointing to see these results, we must redouble our efforts to engage and work collectively to solve problems and improve. The American people deserve a dedicated workforce that is focused on its mission, excellent customer service, and steadfast stewardship.” Calling the Best Places report “the only report card we have on the executive branch and how it’s performing,” Stier urged Congress to have a hearing to examine agencies showing substantial declines. One of those agencies is the Consumer Financial Protection Bureau, which suffered a 25.2-point fall to 26th of 27 midsize agencies. It was tied for seventh last year. “Best-in-class private-sector organizations understand that increased employee engagement leads to better performance and outcomes, and federal leaders need to follow suit,” Stier said. “Building a highly motivated and engaged workforce should be a top priority not only for the Trump administration but also the new Congress.” Follow Joe Davidson on Twitter @joedavidsonWP

Arctic Ocean has lost 95 percent of oldest ice

CLIMATE Over the past three decades of global warming, the oldest and thickest ice in the Arctic has declined by a stunning 95 percent, according to the National Oceanic and Atmospheric Administration’s annual Arctic Report Card. The finding suggests that the sea at the top of the world has already morphed into a new and very different state, with major implications not only for creatures such as walruses and polar bears, but in the long term, perhaps, for the pace of global warming itself. The oldest ice can be thought of as a kind of glue that holds the Arctic together and that, through its relative permanence, helps keep the Arctic cold even in long summers. If the Arctic begins to experience entirely ice-free summers, scientists say, the planet will warm even more, as the dark ocean water absorbs large amounts of solar heating that used to be deflected by the cover of ice. The new findings point to a less noticed aspect of the dramatic changes occurring there. When it comes to the icy cap atop the Arctic Ocean, we tend to talk most often about its surface area — how much total ocean is covered by ice. That’s easily

visible and the area is, indeed, in clear decline. But the loss of old and thick ice, and the simultaneous decline in the total ice volume, are arguably a much bigger deal. Young and thin ice can regrow relatively quickly once the dark and cold winter sets in. But it may not add much stability or permanence to the Arctic sea ice system. This process of reverse-aging of the Arctic’s ice, scientists say, is all headed to a crucial moment — when all of the ice in the Arctic will be thin and a year old or less. When that happens, we will be on the verge of a much feared milestone: an entirely ice-free Arctic Ocean in summer. When the Arctic Ocean is

covered by lighter, white ice, it reflects more sunlight. When there is less ice, more heat gets absorbed by the darker ocean — warming the planet and inhibiting the growth of future ice. That extra warming, explained Veerabhadran Ramanathan, a climate expert at the Scripps Institution of Oceanography, could trigger other cascading effects, such as increasing losses of carbon from northern permafrost soil, or major damage to the Amazon rain forest. The additional heat would also melt snow cover over land in the Arctic, further driving up global temperatures as the darker land surface absorbs more incoming radiation.

A recent survey says Americans today are more likely to get news from social media sites than print newspapers. The Pew Research Center said Monday that 20 percent of Americans cited social media as a frequent news source, compared to 16 percent who credited newspapers. It’s the first time since 1991 — when it been asking about news consumption — that Pew has found sites like Facebook and Twitter outpacing newspapers. The survey also found that 81 percent of people age 65 and over often get news from television, compared with only 16 percent of people aged 18 to 29 who do. (AP)

Journalists get Time’s highest honors for 2018 MEDIA Time magazine named four journalists and a newspaper on Tuesday as its 2018 Person of the Year for what it said was standing up for the truth in the face of persecution and violence. The group, which Time called “the guardians,” consists of slain Saudi journalist Jamal Khashoggi; the Capital Gazette in Annapolis, above, where five staff members were shot to death at the newspaper’s offices in June; Philippine journalist Maria Ressa, who has been arrested; and Reuters journalists Wa Lone and Kyaw Soe Oo, who have been detained in Myanmar for nearly a year. “They are representative of a broader fight by countless others around the world — as of Dec. 10, at least 52 journalists have been murdered in 2018 — who risk all to tell the story of our time,” editor-in-chief Edward Felsenthal wrote in an essay. Since 1927, Time has selected individuals or groups to appear on its cover for the end-of-theyear feature. This was the first time someone named was no longer alive. Those chosen this year will appear in four different cover photos. A man opened fire in a cathedral in southern Brazil after Mass on Tuesday, killing four people and wounding four more before taking a bullet in the ribs in a firefight with police and then shooting himself in the head, authorities said. The U.S. military said Tuesday that five missing crew members have been declared dead after a Marine KC-130 Hercules aircraft collided with an F/A-18 Hornet last week off Japan’s southern coast, and that search and recovery operations have ended after finding only one survivor. A split House targets Google At least 4 dead in shooting at holiday market STRASBOURG, FRANCE A shooting in the French city of Strasbourg killed four people and wounded 11 others, officials said, sparking a broad lockdown and major security operation around a world-famous Christmas market. Authorities said the shooter remained at large as of late Tuesday. French prosecutors said a terrorism investigation was opened into the shooting, though authorities haven’t announced a motive. It’s unclear if the market — which was the nucleus of an al-Qaeda plot in 2000 — was targeted. The city is also home to the European Parliament, which was locked down after the shooting. The gunman has been identified, according to Interior Minister Christophe Castaner. The gunman had been flagged as a suspected extremist, an official said. Local authorities tweeted for the public to “avoid the area of the police station,” which is close to the city’s Christmas market. Strasbourg’s well-known market is set up around the city’s cathedral during the Christmas period and becomes a major gathering place. But on Nov. 5, the whistling of the solar wind abruptly stopped. The current of charged particles dissipated. There was a period of turbulence, and then the probe found a strange new quality to the environment around it, the way the air smells of salt when you get close to the sea. Voyager had crossed the heliopause, where the river of solar

particles meets the vast ocean of interstellar space. It is now beyond the bubble of our sun’s influence, NASA announced Monday. For the second time in history, a human-made object has ventured into the void between the stars. Its companion probe, Voyager 1, crossed that threshold in 2012. But Voyager 2 has a scientific leg up on its predecessor: It still possesses a working plasma instrument. This allows the spacecraft to sense a different kind of charged particle, called galactic cosmic rays. After signing $84M deal, Cousins has failed to make Vikings a Super Bowl contender REDSKINS Remember when the Minnesota Vikings were going to be a Super Bowl team after signing quarterback Kirk Cousins to that huge free agent contract? It seemed like a good idea at the time, right? Now, not so much. Nearly one-third of the way into Cousins’ fully guaranteed three-year, $84 million deal, it isn’t working. The Vikings are a .500 team, still in position to make the playoffs thanks to the forgiving NFC wild-card race, but nowhere near a contender. Cousins shrunk from the moment in a prime-time game Monday night in Seattle. The Vikings went nowhere on offense and lost 21-7 to the Seahawks. “The biggest knock on Kirk Cousins in D.C. [was] in the

biggest moments, in the moments where his team needed him the most, he came up small,” former NFL defensive lineman Booger McFarland said on ESPN’s postgame coverage. Cousins’ departure from the Redskins after three straight 4,000-yard passing seasons isn’t working out for anyone. The Redskins traded for Alex Smith to replace Cousins, even before Cousins officially exited. Smith’s season ended with a devastating leg injury and his return to football has been complicated by an infection, according to people familiar with the situation. The Redskins’ season has unraveled as they’ve gone through Colt McCoy, Mark Sanchez and now Josh Johnson as their starting quarterback. The Vikings, after reaching

Harper’s agent unhappy with Lerner’s comments

NATIONALS Agent Scott Boras was not happy when he saw the comments Nationals managing principal owner Mark Lerner made about Bryce Harper on Friday. As a general industry rule, team and player representatives aren’t supposed to talk publicly about offers, at least not as frankly as Lerner did when he said he expected Harper to end up elsewhere. In fairness to Boras, even those within the Nationals’ organization were a little surprised to see their new controlling owner speak with such candor. But Boras has raised concerns with the Nationals about Lerner’s comments violating a more specific rule, one etched in the latest collective bargaining agreement. Attachment 49 states that clubs, players or player representatives may not “disclose to the media the substance of contract discussions between a player and a Club … until after terms on the contract have been confirmed by the Office of the Commissioner and the Players Association.” As Boras sees it, Lerner violated that provision when he said in a radio interview on 106.7 The Fan that the Nationals did “the best we could do” by offering Harper $300 million over 10 years in September.

But the agreement provides some leeway. A team, representative or player may “respond to a media inquiry” about an offer — i.e., verify its existence or terms if asked directly. It also states that the interviewee may not follow up on those answers with additional information. The Nationals do not believe Lerner’s comments violate any of those rules. Indeed, Lerner did not volunteer the terms of an offer but explained the context in which the Nationals made theirs. “When we met with them and we gave them the offer, we told them, ‘This is the best we can do.’ We said, ‘If this is of interest to you, please come back to us and we’ll see whether we can

finish it up,’ ” Lerner said in that interview. Lerner also speculated Boras and his team will be able to get more money elsewhere, and that they will take it. He did not state, at any point, that the Nationals would not listen if Boras circled back to them. He said he didn’t expect them to do so. General manager Mike Rizzo, meanwhile, downplayed the comments and insisted the Nationals are not giving up on Harper. “I didn’t make much of it,” he told reporters at baseball’s winter meetings Monday. “Nothing has changed since the end of the season. We’re not closing the door on anybody.”

A rocker mellows with age

Serpentwithfeet has emerged as a wholly unique breed of singer MUSIC The music that Josiah Wise is currently making under the alias Serpentwithfeet is probably the most astonishing balladry we could reasonably hope to hear in these unreasonable, hyperbolic times. When the 30-year-old Baltimore native’s debut album “Soil” materialized in June, it felt like a fresh reconciliation between Saturday night and Sunday morning. Here was a self-described “post-church boy” using the ornate language of Christianity to discuss an array of human desires in mysterious ways. He grew up singing in the Maryland State Boychoir. His home life was strict — no radio, no MTV — but pop songs still found their way to his ears. What Wise wasn’t learning in choir rehearsals or from forbidden airwaves, he was learning in church. “II grew up in what you would

call a megachurch,” he says, declining to identify which one. “So everything had to be excellent all the time, which I loved. Everything was just so big.” As fondly as he savored that weekly pageantry, Wise decided to spend his first Sunday morning at the University of the Arts in Philadelphia sleeping in. He never went back to church. And although he says he’s “not a Christian anymore,” the path he ended up following didn’t feel like a renunciation, either. “I could have gone cold-turkey, but I don’t think it would have been very true to who I am,” Wise says. “I’m drenched in this language, and I don’t necessarily want to dry off. I think it’s fun being a post-church boy, the same way I think it’s fun being gay. I would never want to convert, and I would never want to be straight.” After college, Wise says the biggest lesson he still had to learn was how to accept the sound of his own voice. His instructors had always told him that his vibrato was faster than that of most leggero tenors, and by the time he g

I went home to Baltimore, and my mom said, ‘What is that you’re wearing?’ And I said, ‘It’s my grief perfume.’ She said, ‘It’s giving me grief!’ ” C.R.

those brisk vocal trills opened him up to who he could be — as an artist and as a human being. Reflecting on what’s next, he recalls a conversation he had with mutual admirer and occasional collaborator Bjork. “One thing I like about Bjork’s career is that she gave herself permission to be a very full person,” Wise says. “You expect her to be whoever she wants to be that day. I give myself that same permission. … She even said to me, ‘It’s a healthy thing to let the pendulum swing. You want to get tired of yourself and do the next thing.’ ”

The first thing longtime listeners to Van Morrison will notice in “The Prophet Speaks,” his album released Friday, is the lack of angst. The next and most remarkable aspect is the relaxed, easy groove that permeates through the record, which finds Morrison relishing his relatively recent incarnation as a jazz singer. There are a few straightforward covers of old favorites, such as John Lee Hooker’s “Dimples.” The half-dozen new songs — including “Spirit Will Provide” and the title track — conjure up Morrison’s more mystical approach to lyrics and arrangement.
