WEATHER An unprecedented series of drenching rain storms, culminating in this weekend’s soaking, has catapulted 2018 to the wettest year on record in Washington. This year’s rainfall tally shoves aside the previous top mark, which stood for nearly 130 years. The steady rain Friday night into Saturday elevated 2018’s total past the previous record of 61.33 inches set in 1889. The National Weather Service announced that the record was surpassed at 6:26 a.m. Saturday. After that, more than another inch of rain came down, and Saturday eclipsed the previous Dec. 15 rainfall record of 1.38 inches from 1901. Weather records in Washington date back to 1871. The rain continued to fall on Sunday. As of 1 p.m. Sunday, Washington had picked up 3.5 inches of rain since Friday from the storm.

City abandons controversial park name The Alexandria City Council decided unanimously Saturday to name a refurbished park at the foot of King Street “Waterfront Park,” even though the council admitted it’s a lackluster and unimaginative moniker. The park, previously called Fitzgerald Square, sparked a local dispute after some residents objected that founding father Col. John Fitzgerald was one of the town’s largest slave owners. Va. economy finally rallies VIRGINIA Go ahead and pop the cork, Virginia. The state’s economy has finally emerged from the shadow of the 2008 Great Recession, according to a new study from economists at Old Dominion University in Norfolk. But don’t get too carried away. If Virginia doesn’t become less reliant on federal government spending, today’s good times might be a setup for another fall. “Overall, 2018 is shaping up to be the best year this decade for Virginia,” said Bob McNab, director of ODU’s Dragas Center for Economic Analysis and Policy and lead author of the annual State of the Commonwealth Report. “But while the day seems to be sunny, economically speaking, we’re looking at the horizon and seeing storm clouds, and most of those storm clouds seem to be associated with the federal government.” Virginia’s gross domestic product, a measure of all goods and services, has grown for five consecutive quarters since March 2017, the ODU report found. That’s a surge of strength for an economy that had been stubbornly anemic. Once a powerhouse state, Virginia lagged the nation as a whole in economic growth for six years in a row, with some quarters tumbling into contraction. A big reason the state took so

That’s great for the short term, but the report cautions that mounting federal deficits of more than $1 trillion per year are unsustainable and will inevitably lead to another round of cuts. Posturing over shutting down the government and the debt ceiling don’t help, either. And federal debt leaves the government less able to respond with stimulus spending when another recession rolls around, McNab said. “Our perspective is that we are closer to the next recession than farther away from it,” he said. A few bright spots can point the state in the right direction. The ODU report is bullish on Virginia’s deal to woo Amazon’s second headquarters to Northern Virginia, which could bring 25,000 new, high-paying jobs for about $500 million in state inducements. “Where we’ve seen robust economic growth this business cycle has been in the private sector,” McNab said. “Anything that attracts entrepreneurial activity is good.” The report urges the state to work to spread the prosperity, investing in infrastructure, rural broadband and school improvements. “Now is not the time to rest on our laurels,” the report says. “One hill has been climbed and now new hills await.” GREGORY S. Md. man admits to trying to frame wife as terrorist A Maryland restaurateur has acknowledged he paid a man to both frame his wife as a terrorist and burn down his restaurant. The Capital Gazette reported that Khalil Ahmad, 51, pleaded guilty last week to stalking his estranged wife. In exchange, cases pending against him were dropped. Ahmad already faced financial ruin, and was worried about a divorce settlement’s financial impact. He discussed having his wife killed, but settled on paying an informant to frame her, with “a ballistic vest, firearm, bottles of alcohol and extremist jihad writings.” He faces five years on the stalking charge. Police seek gunmen who killed 15-year-old boy Police in D.C. are seeking two masked gunmen they say chased a 15-year-old boy into an apartment stairwell and then shot him to death. D.C. Metro Police Chief Peter Newsham said detectives are reviewing surveillance video in Southeast where the shooting happened Thursday afternoon, WTOP-FM reported. Police say officers responded to the attack and found the teen, identified as Gerald Watson of Southeast, with several gunshot wounds. He was later pronounced dead. Judges set new policy for cellphones in court Virginia’s Supreme Court says cellphones should be allowed in courthouses, but with some restrictions. D.C. looks to tighten gun laws Council to vote on rules regulating modifications and weapon seizures THE DISTRICT The D.C. Council on Tuesday could pass new laws restricting the ability of gun owners to modify weapons and require police to seize guns while enforcing protective orders in domestic disputes. The latter provision — dubbed a “red flag law” — is gaining popularity, with variants implemented in more than a dozen states, including Maryland. The D.C. version would mandate that authorities take firearms out of the hands of suspected abusers more quickly than is permitted
under existing laws. Other proposed laws, if passed, would ban so-called “bump stocks” and increase penalties for extended magazines, accessories that allow guns to fire faster and hold more bullets. The package — the Firearms Safety Omnibus Amendment Act — unanimously passed the Council during its first hearing on Dec. 4. The final vote is Tuesday. Council member Charles Allen, D-Ward 6, chairman of the public safety committee, called the package “smart legislation that looks at how we address gun violence.” He said it makes sense to remove, even temporarily, firearms “from someone ex pressi ng they

Under current law, a judge cannot order firearms seizures until after a temporary restraining order, which is in place 14 days, expires and a more expansive order is put in place — typically after a court hearing at which both sides can present arguments. The new law would require the subject of a temporary restraining order to surrender their firearms. WALTER REED Navy officials are taking steps to correct deficiencies that wrongly led to reports of an active shooter last month at Walter Reed National Medical Center in Bethesda, two congressmen briefed by officials said Friday. Maryland Reps. C.A. Dutch Ruppersberger and Jamie Raskin released a joint statement after their meeting with Navy officials. “After a lengthy discussion, we are satisfied that Naval officials share our concerns and are taking proactive steps to correct deficiencies identified during this event,” Ruppersberger and Raskin said. Messages stating “Exercise Active Shooter” and “Exercise Suspicious Package” were inadvertently sent to nearly 4,000 people on Nov. 27 over an emergency alert system that sends voice call, text and email notifications, the officials said. That led to an 80-minute active shooter lockdown. It happened after a service member who hadn’t been properly trained to use the system intended the messages to go to only a small group in preparation for a future drill. Naval officials said they are re-evaluating who can authorize users of the alert system and who can release messages over the system. They also are updating training requirements and establishing new controls to prevent a test from triggering an actual response. (AP)

KATOWICE, POLAND Almost 200 nations, including the world’s top greenhouse gas producers, China and the U.S., have adopted a set of rules meant to breathe life into the 2015 Paris climate accord by setting out how countries should report their emissions and efforts to reduce them. But negotiators delayed other key decisions until next year — a move that frustrated environmentalists and countries that wanted more ambitious goals in light of scientists’ warnings that the world must shift sharply away from fossil fuels in the coming decade. “The majority of the rulebook for the Paris agreement has been created, which is something to be thankful for,” said Mohamed Adow, a climate policy expert at Christian Aid. “But the fact countries had to be dragged kicking and screaming to the finish line shows that some nations have not woken up” to the dire consequences of global warming as outlined in a report by the U.N. Panel on Climate Change. The U.N. panel report concluded that although it’s possible to cap global warming at 2.7 degrees Fahrenheit by the end of the century compared with pre-industrial times, this would

require a dramatic overhaul of the global economy, including a shift away from fossil fuels. Alarmed by efforts to include that idea in the final text of the meeting, oil exporters Russia, Saudi Arabia, Kuwait and the U.S. blocked an endorsement of the report midway through the talks, prompting an uproar. The final text at the talks omits a previous reference to specific reductions in greenhouse gas emissions by 2030, and merely welcomes the “timely completion” of the U.N. report, not its conclusions. Although each country would likely find some parts of the agreement it did not like, efforts
were made to balance the interests of all parties, said Michal Kurtyka, a senior Polish official who led the talks. Poor countries secured assurances on financial support to help them reduce emissions, adapt to changes such as rising sea levels and pay for existing damage. Johan Rockstrom, a scientist at the Potsdam Institute for Climate Impact Research, called the agreement “a relief.” The Paris deal, he said, “is alive and kicking, despite a rise in populism and nationalism.” His biggest concern, he said, is that in failing to include the 2030 effort, the summit “failed to align ambitions with science.” FRANK JORDANS (AP)
Alarmed by the growing popularity of rap among Russian youth, President Vladimir Putin wants cultural leaders to devise a means of controlling, rather than banning, the popular music. Putin said at a St. Petersburg meeting with cultural advisers Saturday that attempts to ban artists from performing would have an adverse effect and bolster their popularity. Putin is particularly concerned with drug themes in rap, saying, “This is a path to the degradation of the nation.” His comments came amid a crackdown on contemporary music that evoked Soviet-era censorship of the arts. Canadian mining company Dominion Diamond Mines announced the find last week. The stone is about the size of a chicken egg, according to Bloomberg News. Uncertainty abounds as Democrats and Trump dig in over border wall POLITICS The White House and a number of federal agencies have started advanced preparations for a partial government shutdown, as President Trump and congressional Democrats appear unlikely to resolve their fight over a border wall before some government funding lapses at week’s end. On Sunday, neither side appeared willing to budge from their negotiating positions over funding for Trump’s proposed wall along the border with Mexico. “We’re going to do whatever is necessary to build the border wall,” White House senior adviser Stephen Miller said in
an interview on CBS’ “Face the Nation.” Pressed on the prospect of a shutdown, Miller said, “If it comes to it, absolutely.” On NBC’s “Meet The Press,” Senate Minority Leader Charles Schumer, D -N.Y., sounded equally pledged to the Democrats’ position not to provide $5 billion for the wall. “President Trump should understand — there are not the votes for the wall, in the House or the Senate. He is not going to get the wall in any form,” Schumer vowed. The ratcheting up of the rhetoric from both sides suggests that finding even a short-term alternative to prevent some of
the government from shutting down Saturday, three days before Christmas, is fading. GOP congressional leaders are scrambling to find an alternative that could stave off a shutdown. But White House officials signaled to lawmakers Friday they would probably not support a oneor two-week stopgap measure. Some congressional Republicans support such a “continuing resolution,” but the White House rejection has dramatically increased the odds of a spending lapse. Several budget experts believe a partial shutdown, which would impact agencies that manage law enforcement, homeland security, housing and other programs,
could drag on for days, if not weeks. That is in part because Trump believes the final days of the existing Congress are his best chance to extract $5 billion in funds to partially build a wall along the Mexico border. In early January, Democrats take control of the House of Representatives, giving them more control over the process. The agencies themselves are providing scant information about what they will do if their funding lapses, and with the deadline days away, mass confusion remains about what would actually happen in a partial government shutdown. COURTS A federal judge’s ruling declaring the entire Affordable Care Act invalid came under harsh attack Saturday from legal analysts. The ruling in Texas came on the eve of the deadline for Americans to sign up for coverage in the federal insurance exchange created by the ACA, more commonly called Obamacare. The judge did not issue any injunction in the case, meaning that in the short term, nothing will change in health care services or insurance while the courts consider the issue. Once Congress repealed the tax penalty that enforced a mandate that most Americans get health insurance, the whole law became invalid, U.S. District Judge Reed O’Connor ruled. The ruling could create major disruptions were it to take effect. Yale law professor Abbe Gluck said the ruling flouts settled legal doctrine and places key acts of Congress in reverse order. By ignoring that Congress specifically declined to strike down the ACA in 2017 when it chose to alter only one portion of the bill, Gluck said, the judge decreed that the 2010 Congress, which first passed the law, has more authority than the same legislative body in 2017. nation+world Family of Guatemalan 7-year-old demands answers in border case IMMIGRATION Jakelin Amei Rosmery Caal Maquin received her first pair of shoes several weeks ago, when her father said they would set out together for the United States, thousands of miles from their small indigenous community of San Antonio Secortez in Guatemala. The 7-year-old was excited about the possibility of a new life in another country, relatives said Saturday. Maybe she would learn to read and write. Instead, she died in a Texas hospital Dec. 8, two days after being taken into custody by U.S.
Border Patrol agents in a remote stretch of New Mexico desert. The death has drawn attention to the increasingly perilous routes that Central American migrants traverse to reach the U.S., where some plan to apply for asylum, and to the way migrants are treated once in custody. Jakelin’s family said her father paid a human smuggler to sneak them across the border; asylum wasn’t the plan. Border Patrol officials on Friday said agents did everything they could to save the girl but that she had no food or water for days. Her father had signed a form indicating she was in good health, they added. Her family took issue with the form, which was in English. Her

Jakelin’s family is urging authorities to conduct an “objective and thorough” investigation and to determine whether officials met standards for the arrest and custody of children. Russia’s disinformation campaign used every major social media platform to deliver words, images and videos tailored to voters’ interests to help elect President Trump — and worked even harder to support him while in office, according to a report prepared for the Senate that gives the most sweeping analysis yet of the 2016 election-related effort. “What is clear is that all of the messaging clearly sought to benefit the Republican Party — and specifically Donald Trump,” says the report, a draft of which was obtained by The Washington Post. The report is the first to study the millions of posts provided by major technology firms to the Senate Intelligence Committee, led by Sen. Richard Burr, R-N.C., and Sen. Mark Warner of Virginia, the ranking Democrat. The data sets used by researchers at Oxford University’s Computational Propaganda Project and Graphika were provided by Facebook, Twitter and Google and covered several years up to mid-2017, when the companies cracked down on the known Russian accounts. The bipartisan Senate panel hasn’t said whether it endorses the findings. It plans to release it and another study publicly this week. Representatives for Burr and Warner declined to comment. In August, members of his team were spotted by the press waiting for a Shake Shack delivery at an Alexandria hotel during Paul Manafort’s trial. “Shake Shack, huh?” joked a reporter. Peter Carr, Mueller’s spokesman, would not confirm the order. Even the press has been unwilling to cross Mueller’s invisible line. Salt Lake Tribune reporter Thomas Burr tweeted that he saw Mueller in June: “Gotta love DC. Walk into restaurant, run into the special counsel.” But Burr declined to say which restaurant. Some of this is respect for Mueller. Some of it is the fear of unintentionally providing a piece of information that could compromise the Russia investigation. And some of this is just fear for Mueller himself. Given the heated rhetoric surrounding Trump, friends and colleagues are reluctant to say anything that could harm him in any way. We asked Mueller’s spokesman if he had a comment on ... well, anything. “We appreciate your reaching out,” replied Carr. “But we’ll decline comment at this time.”
POLITICS With a number of probes moving closer to the Oval Office, President Trump and his attorney unleased a fresh series of attacks Sunday on the investigators, questioning their integrity and categorically ruling out the possibility of a presidential interview with the special counsel. Trump and Rudy Giuliani used Twitter and television interviews to deliver a series of broadsides against special counsel Robert Mueller and federal prosecutors in New York. Giuliani said he was “disgusted” by the tactics used by Mueller in his probe into Russian election interference, including in securing guilty pleas from the president’s former national security adviser Michael Flynn on a charge of lying to federal investigators. Trump, Giuliani said, would not submit to an interview by Mueller’s team. “They’re a joke,” Giuliani told “Fox News Sunday.” “Over my dead body, but, you know, I could be dead.” The special counsel, who is investigating possible ties between the Trump campaign and Russia, has continued to request an interview with the president. Last month, the White House sent written answers in response to the special counsel’s questions about possible collusion. The White House has resisted answering questions on possible obstruction of justice.

POLITICS Mueller. Mueller. Mueller. Mueller. Mueller. Mueller. Everywhere, at any hour, it’s Mueller time. Special counsel Robert Mueller is the second-most famous man in Washington. Time Magazine just ranked him No. 3 on its Person of the Year list, after crusading journalists and President Donald Trump. Mueller will go down in history, for better or worse, as one of the pivotal figures of the Trump era. All this for a man who seldom speaks and is rarely seen. He is omnipresent and absent, inescapable but elusive, the invisible yang to Trump’s gold-plated yin. Such is the peculiar nature of Washington that a powerful man who shuns the spotlight should become an object of fascination, especially given the specific character of Mueller — an old-school WASP indifferent to entreaties for speeches, interviews and photo ops. More people have seen Robert De Niro playing Mueller on “Saturday Night Live” than have seen the special counsel himself. “I always joke that Bob Mueller has turned down more interview requests in his career than most people in Washington
ever get in the first place,” says Garrett Graff, author of “The Threat Matrix: Inside Robert Mueller’s FBI and the War on Global Terror” and Mueller’s de facto biographer. “Contrary to every single thing that the president tweets today, Mueller is and always has been probably the most apolitical, nonpartisan person in the city.” Mueller is content to be known and respected within a very small circle of close friends and colleagues. That’s rare in a town filled with former high school class presidents with enough egos to “float battleships,” as former Sen. Alan Simpson put it. More than anything, silence has come to define Mueller. He’s become a meme, a cartoon superhero or supervillain, more powerful with every word he does not say. “Like all the FBI directors I have known, including myself, Bob is not about to try his case or run his evidence by the court of public opinion,” says William Webster, the only man to head both the FBI and the CIA. “It’s not how Bob Mueller works. It might make for good TV ratings, but it leaves too much open for misunderstanding

But in exchanging Austin Rivers and Kelly Oubre Jr. for old friend Trevor Ariza, the Wizards doubled down on their quarreling, underachieving core. From the Wizards’ view, this trade with Phoenix was about leadership. And defense. But most of all, Ariza comes with championship credentials, having won a title in 2009 with the Lakers, before his first Wizards stint from 2012 to 2014. Rather than blow up the roster, the Wizards want to salvage the season. At 33, Ariza isn’t as athletic a small forward as he used to be. The Nationals agreed to a one-year, $3 million deal with first baseman Matt Adams, a person familiar with the situation confirmed Saturday. Adams, 30, played 94 games for the Nationals last season before he was traded to St. Louis. He fills a need for Washington: a left-handed bat who can spell Ryan Zimmerman at first base and provide power off the bench. Adams hit a combined 21 home runs for the Nationals and Cardinals last season, and hit 20 in 2017. A timeless love: ‘Outlander’ depicts romance with care There are great reasons to watch Starz’s period romance drama “Outlander,” starting with the sex and sometimes ending with the sex. But for now, I’d like to praise what happens between the show’s main characters when they are clothed. Okay, that’s only a small lie. Even the most serious-minded “Outlander” fan is at least partly tuned in/turned on every Sunday night in hopes of seeing more of the enthusiastic lovemaking that propels this epic.
Anyway, this is meant to be a piece about how “Outlander,” now in the middle of a satisfyingly strong fourth season, is the only show around in which a man and a woman — an 18th-century Scottish Highlander named Jamie Fraser (Sam Heughan) and his time-traveling wife, a 20th-century English doctor named Claire Randall Fraser (Caitriona Balfe) — have found a way to truly communicate. What more could we need from a TV series in 2018 than to see two adults persist against all odds by listening to one another? Despite a rocky and even

abusive start to their relationship, Jamie and Claire found the kind of love that benefits from talking, from sharing information as well as their deepest feelings. It’s the one show where two people will actually stop in the middle of the action to check in, emotionally, and bring one another up to speed. Not that they get a lot of time for that. Each week, Claire and Jamie endure every possible calamity that can befall a white, heterosexual, married couple in the 1770s — at least one life-threatening crisis per episode. But “Outlander’s” best moments are found in the smaller, more insular scenes in which Jamie and Claire see the world through one another’s perspectives. TV is full of couples who misconstrue, raise volumes, ignore key issues, assign blame, gossip to outside confidants about spousal shortcomings, disappoint in the bedroom and storm out of the
house a lot. The technical term for that is conflict and most writers of relationship stories would be lost without it. Which is why, the more you watch “Outlander,” the more you see just how intentionally it veers from prestige TV’s frustrating parade of toxic, temperamental couplings — everything from “You’re the Worst” to “The Affair” to “Camping.” Jamie and Claire deal with all sorts of external melodramatic dangers, but together they might as well be gorgeous unicorns. They don’t bicker. They don’t interrupt one another. He doesn’t ramble on about battlefield heroics; she doesn’t start in with monologues about electricity and indoor plumbing. Their presence within a shared present asks the viewer: When was the last time anyone really heard what you were saying?

Roll back the reboots: These dormant shows have little more to say “Frasier” has not left the building. In fact, the ’90s sitcom about two hoity-toity psychiatrist brothers and their crusty, down-toearth retired cop dad is having a moment. On Cozi, a TV network dedicated to reruns, the show is its top draw, with 2.3 million viewers a week for its twohour weeknight block. Reruns stream on Amazon, Hulu and Netflix as well. There are even rumors of a reboot, with star Kelsey Grammer confirming last month that there have been “some

discussions.” But with the death of actor John Mahoney, who gave the show its heart and soul as Frasier’s father, Martin, that would seem a non-starter. In fact, the success of Frasier reruns is the best argument for an end to reboots. Sure, some of them are successful, like “Fuller House” and “Queer Eye.” But many others seem lackluster, like the revivified “Will & Grace” and “Murphy Brown.” The reason these shows came to an end — no more good stories to tell — still holds true. The rebooted characters are stuck in endless loops with nowhere to go, like Grace with her hot mess of a love life and Murphy

self-righteously tilting at windmills. So why not luxuriate in reruns from a show’s heyday? In its 11 seasons, “Frasier” was a gem that busted sitcom formats. The show brilliantly embraced farce in a way few sitcoms have, and the writers dashed off the cleverest lines. Reflecting on his sporting abilities, Frasier’s brother Niles once said: “The only thing we Crane boys are skilled at catching are sarcastic nuances and the occasional virus.” So maybe some of the reruns seem familiar. But there also is the thrill of discovering a previously unseen episode (or maybe it’s just that one’s memory is lapsing …). The only problem with rediscovering “Frasier” is that earworm of a theme song, sung by Grammer. I now have an insatiable craving for tossed salad and scrambled eggs.

The Colombian pop star denied the charges, which were published Friday.
