Port St. Lucie, Fla., police say the fast-food worker denied the trade and Anthony Andrew Gallagher drove off, only to return a short time later. Police arrested him Sunday on charges of marijuana possession and driving under the influence. It’s unclear if Gallagher attempted to pay for his order with drugs the second time. (AP)

A hefty hog was captured near a school bus stop in Palm Bay, Fla. Florida Today reported the nearly 400-pound hog was captured by a team of dogs and trappers. Wildlife trapper James Dean got a call reporting “a very large boar hog” tearing up sod by a playground. Police blocked traffic Saturday while Dean, four hunting dogs and four men converged on the scene. Dean said the canines zeroed in on the colossal hog within minutes. (AP)

Two Oregon inmates are serving longer sentences after an escape attempt that a circuit court judge called “one of the dumbest things I’ve seen in a while.” The two stole an ATV while on a work detail at Deschutes County’s horse rescue ranch in November. They led police on a chase before crashing in a field. A prosecutor said both were intoxicated and had been drinking hand sanitizer. One had been just a week away from release. (AP)

A D.C. queen is crowned ANIMALS She is small and many would not find her particularly attractive or intelligent. But among her breed, she has just been confirmed as a queen. The Smithsonian National Zoo announced Monday that after “months of anticipation,” the queen of the naked mole-rat colony has been determined. In its announcement, the zoo noted that by the laws of biology and zoology, the only breeding female in a naked mole-rat colony is the queen. Thus, through giving birth Monday morning to three offspring, the queen revealed herself. The naked mole-rat is one of only two species of mammals that live in a large colony. In a naked mole-rat colony, any member that is not the queen is designated a worker. Naked mole-rats are considered to be among the “most prolific mammal breeders in the world,” according to the zoo. They queen has a 70-day gestation period and can have more

The zoo’s colony of 17 of the rodents arrived just this year from the San Diego Zoo. When the burrowing animals got here, they had not yet chosen a queen. One female, the zoo said, was the largest member of the colony, and was likely to wear the crown. Mole-rats are usually about 3 inches long, and weigh no more than 2 ounces, although a queen can weigh a little more. On Monday, the likely candidate did indeed turn out to be the queen. The offspring are about the size of a jelly bean. It was not clear who was their father. So far, the zoo said, they are doing well. But bringing up baby mole-rats is not an easy process. “Keepers are hopeful, but extremely cautious that the colony will continue to care for the pups and that they will thrive,” the zoo said. The last naked mole-rats to be born and survive were delivered in 1996, said the zoo statement. Those wishing to visit the naked mole-rat colony will find its members at home at the Small Mammal House from 9 a.m. to 4 p.m. The colony is also broadcast live on a 24-hour naked mole-rat cam. THE DISTRICT The D.C. Council gave final approval to legal sports betting Tuesday, making it the first in the region to allow residents and visitors to wager money on professional sports teams and contests. The bill easily passed on an 11-2 vote. Mayor Muriel Bowser, D, supports the legislation. In May, the U.S. Supreme Court struck down a federal law outlawing sports betting outside of Nevada. The ruling mobilized lawmakers across the nation looking for new sources of revenue, and an industry looking to expand rapidly. D.C. joins eight other jurisdictions outside of Nevada that allow sports gambling: New Jersey, Delaware, Rhode Island, Pennsylvania, Mississippi, West Virginia, New Mexico and parts of North Dakota. Arkansas and New York are positioned to join next year. Lawmakers in Virginia and Maryland have yet to act, while a casino in West Virginia is the closest place for Washingtonians to place a legal wager. Proponents of legal sports betting say people are already gambling on the outcome of games, so governments should tax and regulate the practice. But critics say promises of revenue are

often overblown and that betting carries the risk of social ills, including gambling addiction. The D.C. Lottery would oversee sports betting under the bill authored by Council member Jack Evans, D-Ward 2. “We’re entering into new territory with sports gaming,” he said before the vote. The program is expected to raise $92 million for the city over the next four years, according to projections by the Office of the Chief Financial Officer. Most of the money would go to the general fund, but the bill earmarks about $1 million annually to violence prevention and early childhood care as well as $200,000 for gambling addiction treatment.

The legislation is to take effect next year, but lawmakers were considering an emergency bill that would make it viable as soon as it is signed by Bowser. D.C. has no casinos, but the bill creates three ways to place a wager: at sports venues such as Capital One Arena and Nationals Park; at private establishments such as restaurants and liquor stores; or from anywhere in the city using a mobile application. The app is expected to be the most popular method to place a bet. But the D.C. Winter got off to a fast start last month. Waves of cold gripped the eastern two-thirds of the U.S. and several winter storms tracked across the region. Conditions have since eased, but the heart of winter lies ahead. Will cold and snowy conditions return and turn more harsh? The polar vortex, the roaring river of air winding around the North Pole, holds the cards. Judah Cohen, a climate researcher, monitors the condition of the vortex. He is concerned about what some models are projecting at the end of this month or early January. Last week, he tweeted: “Confidence is growing in a significant #PolarVortex disruption in the coming weeks.” That means we could see similar deep cold patterns into March, like earlier this year. D.C. man sentenced to 18 months for attacking federal prosecutor outside courthouse in April

A Fairfax County jury sentenced a Springfield man to 357 years in prison Tuesday for a brutal 1995 sexual assault targeting four roommates in Reston, a prosecutor said. Jude Lovchik, 50, was convicted of 17 counts of abduction, sodomy and other charges Monday. The crime went unsolved for over two decades, before Lovchik’s ex-wife went to police in 2016 and told them he had confessed to sexually assaulting about 20 women. (TWP) PRINCE GEORGE’S COUNTY

Man climbing upward on down escalator dies in fall Authorities said a man who was found dead at a Prince George’s County train station walked the wrong way on an escalator. Amtrak spokeswoman Kimberly Woods said surveillance video showed the man walking up the down escalator at New Carrollton early Tuesday. Woods said the video shows the man falling backward and striking his head after reaching the top of the escalator. The man was found by a commuter in the Amtrak section of the station, which is also used by Metro and MARC. The man’s identity had not been released, pending notification of next of kin. Ex-police commissioner pleads guilty in tax case Baltimore’s former police commissioner has pleaded guilty to federal tax charges. Darryl De Sousa pleaded guilty Tuesday to three counts of failing to file individual federal tax returns and admitted to falsely inflating deductions. He has previously portrayed his failure to file taxes in 2013, 2014 and 2015 as an oversight. Prosecutors say he owed $67,587 and has paid about $7,000 of that. De Sousa faces up to one year in prison and a $100,000 fine for each count at sentencing in March. (AP)

Official disputes Best Places report Sitting across a conference table in Eisenhower Executive Office Building on the White House grounds, Weichert was peeved: “Throwing something out saying this is a leadership problem — without data that empirically shows me that, and most especially because the leaders who are most impactful to that question are career civil servants who are hard-working supervisors — it frankly is discouraging. That kind of generalization and oversimplification might actually hurt the very people that they ostensibly are trying to help: the employees.” Does Best Places put too much emphasis on the relationship of leadership to engagement without data demonstrating that correlation? “Our answer is no,” Stier said. “Of the 10 workplace categories that we measure, effective leadership has been found to have the largest influence on employee engagement since the rankings were first launched in 2003. And to better understand effective leadership, we broke it into four subcategories — senior leaders, empowerment, fairness and supervisors. In our past analysis of the data, we’ve consistently seen that senior leaders are the most important component of effective leadership.” The report is based on OPM’s Federal Employee Viewpoint Survey. Margaret Weichert was particularly animated at the 2018 Best Places to Work in the Federal Government launch just after she said, “There is so much to celebrate here. … Engagement is rising in the federal workforce.” She paused, looked at her audience last Wednesday at the breakfast launch in the Ronald Reagan Building, and said, “That probably didn’t jump out at you, right? But it’s risen in the last two years.” That didn’t jump out at the assembled federal employees and good-government advocates because the data presented by the report from the Partnership for Public Service and the Boston Consulting Group tell a different story of federal morale under President Trump. The headline on the Partnership’s news release is clear: “2018 Best Places to Work in the Federal Government Rankings Show a Decline in Employee Engagement Across Majority of Federal Agencies.” Weichert begs to differ. Trump’s deputy director for management in the Office of Management and Budget and acting director of the Office of Personnel Management seemed particularly bothered by this news release comment from Max Stier, the Partnership for Public Service’s president and chief executive: “Our government is handicapped by a lack of leadership that has led to static or declining employee engagement.”

Government-wide score Margaret Weichert took issue with the government-wide score of the 2018 Best Places to Work in the Federal Government, implying the employee engagement score actually rose from 61.5 last year to 62.2 this year. But talk isn’t policy, and make no mistake who is the boss. While Weichert suggested Stier appears partisan, an appearance he studiously avoids, he pointed out that “we’ve seen … bigger drops in the Obama administration.” “At the end of the day,” Stier said, he believes Weichert and the Partnership are aligned in seeking “how to create environments in the government that allows mission-driven people to better achieve that mission. The federal government has trouble attracting people to cybersecurity jobs and keeping those it does hire. Demand, meet supply. The government early in 2019 will launch the Federal Cyber Reskilling Academy, a training program for federal employees who do not work in information technology-related positions. The program is intended to prepare workers to move into that high-demand field. The initial phase will involve only 25 employees, but the administration considers it “just a first step,” Federal Chief Information Officer Suzette Kent said. While the salaries the government can offer are commonly blamed for its recruitment troubles, its slower and more complex hiring process can also put it at a disadvantage against the private sector. The Office of Personnel Management recently allowed agencies to use shortcut hiring procedures in many cyber fields, but moving existing employees into those jobs “lets us take people who have gone through the process and in a short time get them ready for a different type of contribution, a contribution that we need,” Kent said. Trump to dissolve charity POLITICS President Trump has agreed to shut down his embattled personal charity and to give away its remaining money amid allegations that he used the foundation for his personal and political benefit, New York Attorney General Barbara Underwood announced Tuesday. She said that the Donald J. Trump Foundation is dissolving as her office pursues its lawsuit against the charity, Trump and his three eldest children. The suit, filed in June, alleged “persistently illegal conduct” at the foundation, which Trump began in 1987. Underwood is continuing to seek more than $2.8 million in restitution and has asked a judge to ban the Trumps temporarily from serving on the boards of other New York nonprofit organizations. Underwood said Tuesday that her investigation found “a shocking pattern of illegality involving the Trump Foundation — including unlawful coordination with the Trump presidential campaign, repeated and willful self-dealing, and much more.” “This is an important victory for the rule of law, making clear that there is one set of rules for everyone,” she added in a statement. Trump denied that the organization had done anything wrong. In late 2016, he said he wanted

In a court filing in New York, Underwood said that the foundation’s remaining $1.75 million will be distributed to other charities approved by her office and a state judge. Alan Futerfas, an attorney for the Trump Foundation, issued a statement criticizing Underwood for “politicizing” the agreement. Futerfas said that, over its life, the foundation had given away about $19 million, including $8.25 million donated by Trump himself. The rest of the money came from other donors, notably

THE VATICAN The Vatican on Tuesday released the first details of Pope Francis’ upcoming high-stakes sex abuse prevention summit, making clear that bishops attending the gathering must reach out to victims before they get to Rome and that accountability is very much on the agenda. Organizers of the Feb. 21-24 summit warned participants in a letter that failure to address the scandal now threatens the very credibility of the Catholic Church around the world. As a first step, they urged the estimated 130 presidents of national bishops’ conferences attending the summit to meet with survivors in their home countries “to learn firsthand the suffering that they have endured.” Francis invited the church leaders to the meeting to develop a comprehensive response to what has become the gravest threat to his papacy, as the abuse and cover-up scandal erupted anew in the U.S., Chile and elsewhere this year. A 1974 New York state ban on nunchucks that was put into place over fears that youths inspired by martial arts movies would cause mayhem is unconstitutional under the Second Amendment, a federal court ruled Friday. Plaintiff James Maloney, a professor at the State University of New York’s Maritime College, began his legal quest after being charged with possession of nunchucks in his home in 2000. The ruling said the ban “arose out of a concern that ’various circles of the state’s youth,’ ” inspired by kung fu dramas, were “ ‘widely’ using nunchaku to cause ‘many serious injuries.’ ” (AP)

This finding, in a study published in Science Advances in July 2017, was named international statistic of the year Monday by Britain’s Royal Statistical Society. Administration moves to ban bump stocks NATIONAL SECURITY The Trump administration will ban bump-stock devices like the kind used in the 2017 Las Vegas mass shooting, a decision that gun rights groups pledged to fight in court before the ban goes into full effect in about three months. Justice Department officials said Tuesday that any weapons modified with a bump stock — a device that attaches to the butt of a rifle and uses the energy of the gun’s recoil to automatically fire another round — will be classified as machine guns, meaning only law enforcement agencies can use them. Once the new regulations are published by the government on Friday, owners of the devices will have 90 days to destroy them or turn them in to the Bureau of Alcohol, Tobacco, Firearms and Explosives. Justice Department officials said they will publish in the public register in coming days their finding that bump-stocktype weapons are machine guns, “because such devices allow a shooter of a semiautomatic firearm to initiate a continuous firing cycle with a single pull of the trigger.” The move led three gun rights groups and a bump-stock owner to quickly announce they were suing the government. Flynn sentence delayed Ex-security adviser may still face jail time after judge slams him for betraying country COURTS A federal judge Tuesday postponed the sentencing of Michael Flynn after lambasting President Trump’s former national security adviser for trying to undermine the country and warning that he might not spare Flynn from prison. The stunning development means that special counsel Robert Mueller’s engagement with Flynn will continue for some months, leaving Flynn to wonder whether he will lose his freedom. Flynn’s attorney requested the delay after the judge’s opinion became apparent, hoping further cooperation with law enforcement could earn the court’s mercy. U.S. District Judge Emmet G. Sullivan made clear he was infuriated by Flynn’s conduct — both in lying to the FBI while in the White House, and working to advance the interests of the Turkish government while he was a part of Trump’s campaign. The judge seemed to take umbrage at the suggestion made by Flynn and his supporters, just days before the sentencing, that he was duped by the FBI. Early in the hearing, Sullivan forced Flynn to admit that he knew lying to the bureau was illegal, and that he was guilty of a crime. Later, the judge pointed to an American flag as he berated the former threestar general for his misdeeds. “Arguably, that undermines everything this flag over here stands for,” the judge said. “Arguably, you sold your country out.” Flynn pleaded guilty in Mueller’s probe of Russian interference in the 2016 election more than a year ago, admitting he lied to the FBI about conversations

POLITICS President Trump on Tuesday retreated from his demand for $5 billion to build a border wall, as congressional Republicans maneuvered to avoid a partial government shutdown before funding expires on Friday. But Democrats immediately rejected Republicans’ follow-up offer, leaving the two sides still at impasse as hundreds of thousands of federal workers await word on whether they will be sent home without pay just before Christmas. The new offer from Senate Majority Leader Mitch McConnell, R-Ky., calls on Congress to pass a $1.6 billion homeland security spending bill that was crafted earlier this year in a bipartisan Senate compromise. Congress would also reprogram $1 billion in unspent funds that Trump could spend on other border security measures. Sen. The ‘once-in-a-lifetime goal scorer’ has elevated his game even higher this season CAPITALS For Alex Ovechkin and the Capitals, tonight’s visit from the rival Pittsburgh Penguins comes at the perfect time. The Capitals are back in their familiar perch atop the Metropolitan Division, having won five straight games and 12 of their past 14 overall. Ovechkin has been the catalyst with a career-high 14-game point streak, racking up 17 goals and 23 points in that span. “Of course you want to have as many points as you can,” said Ovechkin, who was named the NHL’s First Star of the Week on Monday. “But you can’t score every game and make points every night. Nicholson charged in assault Redskins defensive back Montae Nicholson was charged Tuesday with misdemeanor assault after a drunken fight in Ashburn, the Loudoun County Sheriff’s office said. Nicholson, 23, and a female companion, Sydney A. Maggiore, 24, pulled up in a car and honked the horn at a man and woman at around 2 a.m., the sheriff’s office said. Nicholson is accused of assaulting the man, and Maggiore of striking the woman with a bottle and assaulting the man. They were arrested when they returned to the scene to look for Maggiore’s lost keys. A court appearance has not yet been scheduled. The assault charge carries up to a 12-month jail sentence. LP’s voice echoes the very best

Charting a new course midstream STREAMING In what feels like an attempt to give every last atom of himself to everybody who might want a piece, Bruce Springsteen crashlanded on Broadway last year, eager to tell his life story in hollered prose and knowing balladry. Then, after 236 engagements, he wrapped it up Sunday by releasing a film on Netflix compiled from two July performances. And look, here he is in the palm of your hand, describing the intimacies of his extraordinary life — in one stunning moment, through tears. What compels a guy who has already dumped so much blood, sweat and saline into the ancient river of rock-and-roll to seek out new ways to expose himself? Springsteen never says it outright here, but he clearly knows k

that time is a cruel and unstoppable force. The 69-year-old knows he’ll run out of time someday, but until then, he’s determined not to run out of himself. That makes him something of a renewable resource and a realdeal folk hero to his flock — and when this whole thing kicked off inside Manhattan’s Walter Kerr Theatre in October 2017, audiences couldn’t get over how larger-than-life he appeared up on that cozy stage. Every word that tumbles out of his mouth practically glows with an aura of profundity. Too bad, then, that he conspicuously reads his monologues — about childhood, parenthood, God and war — from ankle-high teleprompters, his head frequently bowed, as if his footwear is about

Even on a tiny screen, the Netflix-ed version of “Springsteen on Broadway” feels a lot like Sunday Mass. Solemn talking, solemn singing, solemn talking, solemn singing. It actually ends with the protagonist reciting the Lord’s Prayer, then peeling into “Born to Run.” Listening is important to Springsteen. He recounts the sounds of his childhood vividly — the clang of church bells, the ring-a-ding of the ice cream man, the exhausted hush of his mother’s office at 5:02 p.m. These remembrances become the most important sounds in the entire performance — public sounds that synchronize our lives, even when we can only hear them as memories in our minds.

There’s a reference to shape-shifting tucked into the track “When I’m Over You” from “Heart to Mouth,” LP’s album released earlier this month, and it didn’t get there by accident. The singer works in enough different styles to draw comparisons to some of the greats, but she doesn’t sound quite like any of them. On “Dreamcatcher,” close your eyes and hear Stevie Nicks. The ballad “Recovery,” meanwhile, suggests Adele at her pour-it-on best. It all works because of LP’s heart-baring vulnerability, which makes this album a candidate for bestof-2018 consideration. Marshall blazed a trail for women in film 1943-2018 Penny Marshall, who starred in the long-running sitcom “Laverne & Shirley” and parlayed her fame into a career directing crowd-pleasing movies such as “Big” and “A League of Their Own” — making her the first woman to helm movies that earned more than $100 million — died Monday at her home in Hollywood Hills. She was 75. A spokeswoman for Marshall’s family said the cause was complications from diabetes.

During a career spanning four decades, Marshall rose through the ranks with help from her older brother, Garry Marshall, an established TV and film writer, producer and director. He worked her into featured parts in his sitcoms, including “Happy Days,” in which her deadpan comic style and nasal Bronx accent made her a recognizable TV performer. Actor Alfonso Ribeiro, who played Carlton Banks on “The Fresh Prince of Bel-Air,” is suing the creators of “Fortnite” and “NBA 2K” for using his infamous Carlton Dance in their video games without consent, TMZ reported Monday. The outlet reported that the award-winning director heard the men inside his house around midnight and then proceeded to confront them. Despite their breakup earlier this month, Cardi B still plans to spend Christmas with Offset, a source told E! News on Monday. According to the outlet, the “Bodak Yellow” rapper wants to continue co-parenting their 5-month-old daughter, Kulture Kiari Cephus. “Cardi B wants Offset to be a part of Kulture’s life and wants him to spend Christmas with his daughter,” the source said. The news follows Offset’s public apology on Saturday at Cardi’s Los Angeles concert, where he presented her with a $15,000 floral display that said, “Take Me Back Cardi.” (EXPRESS)
