Roadside weed finds viral fame, still makes time to help others

An escaped inmate in Greenup, Ky., who tried to hitchhike to freedom had the bad luck to flag down a law enforcement officer. Allen Lewis was being transported Tuesday when he said his handcuffs were too tight. After one handcuff was released, Lewis got free. He made it to a highway and tried to flag down passing cars. The person who stopped was a campus officer at Morehead State University who saw the handcuffs hanging off one wrist. (AP)

A large chunk of cash is still missing from a truck spill last week in New Jersey, and police are warning people to pony up. East Rutherford police say those turning in money won’t be prosecuted, but anyone seen on video taking money who doesn’t turn it in could be arrested. About $188,000 remains missing. More than $500,000 in cash spilled from the Brink’s armored truck on Route 3 near MetLife Stadium last Thursday. (AP)

The Christmas weed is an overnight holiday attraction, drawing hundreds who take photos and leave gifts for the needy. The weed started with a bit of tinsel and garland two weeks ago. People have since added lights, candy canes and ornaments, as well as canned goods, blankets, clothes and wrapped gifts. The contributions will go to local charities. (AP)

The Library of Congress’ striking 22-footer is supplied and decorated by Plantasia, a woman-owned plantscaping and holiday decorating firm in Frederick, Md. For its bicentennial in 2000, staff of the library and Congress made ornaments celebrating Christmas, Hanukkah or Kwanzaa, and those trimmings are also featured.

If your idea of a good tree is a tall tree, behold CityCenter’s 75-foot conifer — one of the tallest in the District. It’s adorned with more than 150,000 lights and 4,500 ornaments. Stroll through the nearby Instagramfriendly “Dream Closet,” an installation by artist Maggie O’Neill that features a canopy of 400 ornaments cut from sheets of metal.

Every half an hour starting at sunset, National Harbor’s 54-foot Christmas tree puts on a four-minute light show. As “Dance of the Sugar Plum Fairy” plays, 46,000 lights flash and whirl. The tree changes colors from red to purple, green and gold, and bright snowflakes pulse to the music. At 5:30 p.m. this Saturday, the light show will be followed by fireworks.

There’s a serious “White Christmas” vibe surrounding Old Town’s 40-foot tree in Market Square, tucked among the old brick-lined streets. The tree is wrapped in nearly 40,000 classic white lights; its charm is in its simplicity. Seize the festive photo op, then stroll down King Street underneath a canopy of twinkling lights.

For more than a decade, the Embassy of Norway has gifted Union Station each year with a towering Norwegian Christmas tree to symbolize its appreciation for the two countries’ friendship. The tree is decked with U.S. and Norwegian flags, plus fish ornaments made out of old CDs — a nod to Norway’s passion for recycling and ocean conservation.

Evans faces ethics questions

THE DISTRICT

Alaska mayor, mother killed in tour bus accident

THE DISTRICT A consulting firm owned by D.C. Council member Jack Evans received 200,000 shares of stock in a digital sign company just before Evans promoted legislation that would have benefited the company by allowing it to operate in the District, emails and other documents show. Asked about the stock on Thursday, Evans, D-Ward 2, sent a text message saying, “The stock certificate was returned to Digi as soon as it was received.” He declined to answer additional questions about the stock, including how he returned his shares. Evans created his firm, NSE Consulting, in 2016, just as the sign company, Digi Outdoor Media, was trying to enter the D.C. market. Shares in Digi were issued to NSE Consulting on Oct. 28, 2016, according to the stock certificate, which was obtained by The Washington Post. A month later, Evans asked the council chairman to place emergency legislation on the next agenda that would have legalized the type of signs Digi wanted to install. Evans would later pull the bill when it became clear it did not have the votes to pass. The stock in the privately held company was worth perhaps $100,000, based on purchases made by other shareholders in the previous year. It probably would

have gained value had the legislation passed. Since February, Evans has answered quesEvans t ions severa l times from The Post about his relationship with Digi and its founder, Donald E. MacCord. He did not answer further questions Thursday, and he never responded to a list of written queries sent Dec. 10 by The Post about his multiple interactions with MacCord. Several of those interactions involved the transfer of money. About 11 weeks before Digi issued the stock certificate to NSE, Evans’ firm received two $25,000 checks from MacCord. When

The Post asked Evans about the checks in April, he produced a letter dated Aug. 25, 2016, from him to MacCord indicating he had returned the money. He said at the time that the money was a retainer for future consulting work. The letter to MacCord said Evans had learned the company was “engaged in a potential dispute” with the District about the construction of its signs and that “it is in both of our best interests for me to delay the initiation of a business relationship with your company while this potential conflict exists.” Through an attorney, Brian West, MacCord declined to answer questions. MacCord faces federal charges in California in an unrelated case alleging he

defrauded investors. The D.C. Board of Ethics and Government Accountability opened an investigation into Evans’ interactions with the sign company in January, according to two city officials familiar with the matter. In recent months, the board suspended its inquiry. Board officials declined to give a reason, but in other cases they have stepped aside in deference to law enforcement investigations. Evans’ firm, NSE Consulting, is still in existence. In required financial disclosures, he has reported income of between $101,000 and $250,000 from the firm. Evans declined to disclose his clients. Amid police turmoil, city reaches 300 homicides

A judge has tossed out a lawsuit that sought to block the Arlington School Board from taking Confederate Gen. Robert E. Lee’s name off one of its high schools. The board voted earlier this year to change the name of WashingtonLee High School. The top alternative recommendation is WashingtonLoving, which would honor a Virginia couple whose legal challenge led the U.S. Supreme Court to strike down the state’s law banning interracial marriage. Baltimore has recorded 300 homicides for the fourth straight year, as its troubled police department awaits a permanent commissioner. The city’s 300th homicide was recorded shortly before midnight Wednesday, when a 30-year-old man was fatally shot in the face and upper body. Before 2015, Baltimore hadn’t reached 300 homicides in a single year since 1999. Last year, the city reached the 300 mark by Nov. 2 and recorded 342 homicides in total. (AP)

Tribe eyes Norfolk for Va.’s first casino The Pamunkey plan a $700M resort in their ancestral region

VIRGINIA The Indian tribe that greeted English settlers at Jamestown and claims Pocahontas among its lineage said Wednesday that it hopes to open Virginia’s first casino in the city of Norfolk. Pamunkey India n Tribe spokesman Jay Smith said the tribe is eyeing about 20 acres along the Elizabeth River between a minor league baseball stadium and an Amtrak station near Norfolk’s downtown. Negotiations are already underway with officials in Virginia’s second-largest city. The Pamunkey announced plans earlier this year to build a $700 million resort and casino in their ancestral region. The tribe says that area includes central Virginia near Richmond and stretches down to the Hampton Roads region, where Norfolk is located. Robert Gray, the tribe’s chief, said in a statement that “just as this area played an important role in the tribe’s past, I believe that Norfolk will play an even more important role in the Pamunkey Tribe’s future.” The Pamunkey were among the group of tribes led by Chief Powhatan in what is now Virginia. Many had lost their lands

in the 1700s. In 2015, the Pamunkey became the first tribe in Virginia to receive federal recognition from the Department of the Interior. Smith said the status allows the tribe to operate casinos without approval from the state of Virginia, which currently has none. Nearly 240 tribes operate casinos in more than half of U.S. states under the federal Indian Gaming Regulatory Act, according to the National Indian Gaming Commission. Smith said the proposed Norfolk casino and resort would offer slots as well as the usual variety of table games, including poker and blackjack. The proposed casino and resort project still must be

approved by the Bureau of Indian Affairs, Smith said. Among the factors the bureau will consider is whether the tribe is indeed proposing its casino on ancestral lands. He said the resort and casino would create thousands of jobs and have an economic impact of more than $1 billion a year. Norfolk sits near the mouth of the Chesapeake Bay and borders the coastal city of Virginia Beach, the state’s largest city. It’s also not far from Jamestown, the first permanent English colony, which was founded along the James River. Mayor Kenny Alexander said the tribe’s interest in Norfolk validates the city “as an emerging destination for tourism in the Mid-Atlantic.” BEN FINLEY (AP)

‘I become a fire hazard’

Recent incidents put focus on challenges faced by Metro riders using mobility aids

Metro doubles down on ‘Rush Hour Promise’

Recently, Floyd, a member of the D.C. Metro chapter of the disability advocacy group ADAPT, arrived at NoMa to find signs on both elevators leading up to the platforms indicating they would be out of service for maintenance until August 2019. Apparently, she said, no one had thought about people in wheelchairs or others who might need an elevator. She called Metro to complain, and when she got to the station the next day, she was relieved to find Metro had decided to leave one elevator working. But there have been times when she’s been at stations without working elevators, leaving her no way to get out. The procedure then is to take a train to the next station with a working elevator and ask for a shuttle back to the first station, a process she said has taken as long as two hours. KERY MURAKAMI

TRANSPORTATION It will soon be easier to get a refund from Metro if your commute takes longer than expected. Beginning Jan. 1, Metro will give refunds under its “Rush Hour Promise” to rail or bus passengers whose trips during peak hours take 10 or more minutes longer than expected. Riders now get the discount under the program if rush hour trips take at least 15 minutes longer than expected. “Metro service continues to be more reliable, thanks to new preventive maintenance programs and new railcars,” Metro General Manager Paul Wiedefeld said in a press release. “We understand our customers’ time is valuable and we are holding ourselves accountable to deliver reliable, on-time service.” One catch: Riders must use SmarTrip cards to get the refund. Metro, in the release, said it has given out about $1 million in credits for 277,000 rides since the program began in January. In September, according to Metro data, 90 percent of rail trips were on time, the highest rate in seven years. In comparison, only 87 percent were on time in September 2017, and 64 percent the same month in 2016. But, due to delays caused by this summer’s shutdown of a portion of the Red Line and single-tracking on the Orange, Blue and Silver lines, only 85 percent of rail trips were on time in July through September.

Elevator outages in Metro pose a challenge for those who use mobility devices.

Heights nor the Foggy Bottom cases were caused by problems with the platforms. In the Friendship Heights incident, surveillance video showed a wheelchair moving toward the edge of the platform, as if to get in position to board an approaching train, Christiaan Blake, Metro’s director of Americans with Disabilities Act policy and planning, told a rider advisory committee this month. But, he said, “she never stopped” — and fell off the platform. “Subsequent investigation revealed that the individual acted intentionally,” Metro spokesman Dan Stessel said. In the Nov. 16 incident at Foggy Bottom, a woman was traveling the length of the platform in a motorized scooter, apparently trying to get to where the first car of the next train would stop, Blake told Metro’s Accessibility Advisory Committee. Though initial reports said she was in a

wheelchair, the woman was in a motorized scooter, Blake told the committee. On a surveillance video of the incident, Blake said, the woman appeared to be fiddling with her rear tire. She veered onto the bumpy stripe near the edge of the platform, then adjusted to her right but veered left again until she fell off the platform. She wasn’t seriously injured. The Federal Transit Administration said it is awaiting final accident reports for both incidents. A spokesman for the federal agency, while not disclosing details, said it is talking to Metro about platform safety as part of the investigations. While the fact that at least one of the cases now appears intentional allayed some concerns, advocates for disabled riders say trying to navigate Metro’s crowded platforms and oft-broken elevators in a motorized wheelchair or scooter is still harrowing.

METRORAIL As Kings Floyd made her way to the edge of the platform at NoMa-Gallaudet U Station late one recent afternoon, she, like the others waiting for a Red Line train home, was fried after a day at work. But unlike those staring at their phones or listening to music through earbuds, zoning out is a luxury she can’t afford. Instead, Floyd, who has muscular dystrophy and uses a motorized wheelchair, used what looks like a video game joystick to position herself by a pillar where she knows a door at the end of a railcar will stop. She wants to avoid the middle door if an older train comes, she said, even if there’s a wheelchair symbol on the door. There are poles in the middle of those cars. Her chair will fit between the pole and the seats, but no one will be able to get by. “I become a fire hazard for everybody else,” she said. It’s just one of the things she has to take into consideration. “I can’t stop thinking until I get home.” The challenges of people who use mobility aids have gained attention recently, after, in the course of a couple of weeks last month, a woman in a motorized scooter at the Friendship Heights Metro station and another woman in a motorized wheelchair at Foggy Bottom drove off platforms and onto the tracks. Those incidents came a month after a man in a motorized wheelchair died after falling backward while trying to ride up an escalator at the Columbia Heights station. The man had apparently tried to use an elevator at the station but chose the escalator when the elevator didn’t come right away. Preliminary investigations suggest neither the Friendship

Trump rejects stopgap deal WASHINGTON President Trump said Thursday he would not sign a stopgap spending bill unless it includes money to build a wall along the Mexico border, sending large parts of the federal government lurching toward a shutdown on Saturday. His comments came after an emergency meeting with House Republican leaders, where Trump revealed he would reject a measure passed in the Senate the night before. That measure would fund many government agencies through Feb. 8, but it would not include any new money for the border wall. “I’ve made my position very clear. Any measure that funds the government must include border security,” Trump said. “Walls work, whether we like it or not.” Trump’s comments Thursday overturned the plan GOP leaders were patching together earlier in the day as one of their final acts in the House majority. With no other viable options available, they had hoped to pass a short-term spending bill that would avert a government shutdown set to start just days before Christmas. But Trump’s rejection of the stopgap measure set off a chaotic stretch in Washington, as officials sought clarity on a proposal many had expected Trump would

Lawmakers are finding a partial government shutdown looks all but inevitable.

Who would be affected? The White House hasn’t yet revealed the full impact of a partial shutdown, as it is up to each agency to implement its own plan. But it is clear the effects would be widespread: Close to 80,000 Internal Revenue Service employees would no longer come in to work, and national parks that are locked at night would not reopen. The affected agencies would continue to perform some of their functions, but more than 100,000 employees would likely be sent home without pay. (TWP)

The president’s opposition puts Washington back at an impasse: Democrats have the votes to block any bill that includes funding for Trump’s wall, and Trump says he’ll veto any bill that doesn’t. Funding for roughly 25 percent of the federal agencies whose budgets rely on Congress will expire at the end of Friday. to be sent home without pay. The rest of the government, including the military, would not be affected, as those parts are funded through September. It can occasionally take several days for the full impact of a shutdown to kick in, and some agencies could remain open on Saturday but close by Monday. Numerous agencies would be affected immediately, and some on Thursday seemed completely unprepared for the brinkmanship in Washington. A government shutdown could drag on for days or weeks, as Democrats have shown no willingness to budge off their refusal to finance the construction of a wall. Democrats take control of the House of Representatives in early January, giving them even more leverage in negotiations. Senate Majority Leader Mitch McConnell, R-Ky., on Thursday warned Republicans they might have to return for a vote Friday. But it’s impossible for McConnell to pass a spending bill without support from Democrats. By Thursday evening, a partial government shutdown began to appear all but inevitable to many on Capitol Hill, though House Majority Leader Kevin McCarthy, R-Calif., insisted that “there’s still plenty of time” to avoid one. Trump is expected to leave F r iday a fter noon for two weeks in Florida, regardless of whether a spending bill is passed.

Mattis to step down in 2019 In resignation letter, defense secretary cites differences with Trump

CDC: Americans getting fatter but not taller

WIN MCNAMEE (GETTY IMAGES)

NATIONAL SECURITY Defense Secretary Jim Mattis resigned from the Trump administration Thursday, saying the president deserved someone atop the Pentagon who is “better aligned” with his views. The retired Marine Corps general’s surprise resignation came a day after President Trump overruled his advisers, including Mattis, and shocked American allies by announcing he would be withdrawing American troops from Syria. Trump declared victory over the Islamic State, even though the Pentagon and State Department for months have been saying the fight against the group in Syria isn’t over. The discord caused Trump to lose a Cabinet official who won widespread praise at home and abroad but who experienced increasing differences with the commander in chief he served as Trump’s presidency progressed. Mattis said he would depart the administration Feb. 28 to provide time for a replacement to be identified and confirmed by the Senate. Mattis pointed to some of those differences in a resignation letter he submitted to the White House on Thursday. The retired general emphasized that the United States derives its strength from its relationships with allies and should treat them with respect.

Defense Secretary Jim Mattis, left, helped reassure allies amid Trump’s unpredictable pronouncements.

He also said the U.S. must be “resolute and unambiguous” in its approach to nations like China and Russia, which want to “promote their own interests at the expense of their neighbors, America and our allies.” “My views on treating allies with respect and also being cleareyed about both malign actors and strategic competitors are strongly held and informed by over four decades of immersion in these issues,” Mattis wrote. “We must do everything possible to advance an international order that is most conducive to our security, prosperity and values, and we are strengthened in this effort by the solidarity of our alliances.” The Pentagon released the

tremendous progress has been made, especially with respect to the purchase of new fighting equipment,” Trump wrote on Twitter. “General Mattis was a great help to me in getting allies and other countries to pay their share of military obligations. A new Secretary of Defense will be named shortly. I greatly thank Jim for his service!” Mattis’ departure adds to new uncertainty about which course the administration might take on its global challenges. Mattis had repeatedly reassured allies unnerved by Trump’s unpredictable pronouncements and argued successfully for continued U.S. commitments in Syria, Afghanistan and other places. The technique, called “implosion fabrication,” has plenty of potential real-world applications, as CNN reported, including in the medical field to attach minuscule robotic devices to cancer medications to seek out cancer cells or in the tech sector to create what MIT called “nanochips.” (EXPRESS) Morocco arrests 3 suspects in deaths of 2 Scandinavian students killed in Atlas Mountains

HEALTH You don’t need to hang the mistletoe higher, but you might want to skip the holiday cookies. A new report released Thursday shows U.S. adults aren’t getting any taller, but they are still getting fatter. The average U.S. adult is overweight and just a few pounds from obese, due to average weight increases in all demographic groups, but particularly whites and Hispanics. One factor skewing the numbers may be the shift in the country’s population. There’s a growing number of MexicanAmericans, and that group tends to be a little shorter, said one of the report’s authors, Cynthia Ogden of the Centers for Disease Control and Prevention. The findings come from a 2015-16 health survey that measures height and weight. Over 5,000 people took part. CDC records date back to the early 1960s, when the average man was a little over 5 feet, 8 inches tall and weighed 166 pounds. Now, men are almost 1 inch taller and more than 30 pounds heavier. But today’s average height of 5 feet, 9 inches is about a tenth of an inch shorter than about a decade ago. The average woman in the early 1960s was 5 feet, 3 inches and 140 pounds. Now, women are a half-inch taller and about 30 pounds heavier, on average. The average height is about the same as it was a decade earlier: 5 feet, 4 inches. MIKE STOBBE (AP)

Is a recession looming? Fears about economy mount as market rolls to its worst December since Great Depression

So is a U.S. recession imminent? Not necessarily. Plenty of economic gauges suggest that far from being derailed by a stock market that’s set to suffer its first annual loss in a decade, the $20 trillion U.S. economy is barreling forward. Employers are hiring, consumers are spending ahead of the holidays and economic growth has been brisk, thanks in part to Trump’s deficit-financed tax cuts. But the economy has been growing since mid-2009 and nothing — not even what’s become the second-longest U.S. expansion on record — lasts forever. A downturn won’t necessarily happen in 2019. But the free-fall in stock prices could hasten it. “While we aren’t explicitly forecasting a recession next year, we wouldn’t rule out a mild one,” said John Higgins, chief markets

ECONOMY Fears of a recession have been mounting with the U.S. stock market appearing to be headed for its worst December since 1931 — during the Great Depression. Wall Street’s sustained slump has been fueled by investor concerns about lower corporate profits, higher corporate debt, a festering trade war between the U.S. and China and a broader global slowdown. Stocks tumbled Wednesday over concerns that the Federal Reserve will continue raising rates. And they plunged again Thursday as President Trump appeared open to a partial government shutdown unless he receives funding for a wall along the border with Mexico.

The Dow Jones industrial average continued its tumultuous week Thursday, closing down more than 460 points.

economist of Capital Economics. “At the least, we expect a significant economic slowdown.” Nearly half the chief financial officers surveyed by Duke University’s Fuqua School of Business foresee a recession by the end of next year. And by the end of 2020, 82 percent do so. Here’s a look at how the movements of the stock market and the barometers of the economy might determine the risks of a recession.

Does a sustained fall in stock prices herald a recession? Sometimes. Not always. The previous two U.S. recessions overlapped with stock market selloffs. The Dow plunged nearly 34 percent in 2008, after the housing bubble burst. And it shed about 7 percent in 2001, when the tech stock bubble burst. But stocks also declined in 2002 — a year when the U.S. economy expanded.

How bad is the decline? Year-to-date, the Dow has lost about 5 percent — just a small fraction of its 2008 plunge. And the recent losses follow an extraordinary winning streak:

What’s behind the economy’s strength? Look to the job market. The 3.7 percent unemployment rate is near a half-century low. Average hourly wages have climbed 3.1 percent in the past 12 months, the strongest such increase since 2009. The solid employment picture has helped fuel consumer spending. Retail sales have grown 5.3 percent so far this year as more Americans have eaten out and shopped online, according to the Census Bureau. The job market is also where to watch for signs of a recession. Ahead of the 2008 financial crisis, the monthly hiring levels swung from gains to losses and unemployment shot up. (AP)

From its bottom in March 2009, the Dow has rocketed 250 percent. That said, the sell-off of the past two months has been severe — about 12 percent. This means the market has entered “correction” territory, commonly defined as a decline of at least 10 percent.

Are Fed’s rate hikes a risk? The Federal Reserve has become

a punching bag for Trump as the stock market has tumbled. The Fed raised its key short-term rate for the fourth time this year Wednesday. The Fed is raising rates to try to keep inflation at its 2 percent annual target while maximizing employment. But if it miscalculates and raises rates too high or too fast, history suggests it could trigger a recession.

Does the housing market point to a recession? By some measures, like the Census Bureau’s report on home construction, the housing market never really recovered from the meltdown of a decade ago. Housing has contributed relatively little to the economic recovery, making it less likely to help tip it into a recession. But average home prices have generally recovered. Home sales prices have been steadily rising faster than Americans’ average wages for the past few years, according to the National Association of Realtors. This made some homeowners wealthier. But it also reduced affordability of homes for many would-be buyers. JOSH BOAK (AP)

Report: Ethics officials said Whitaker should recuse himself from Mueller probe, but advisers told him not to

WASHINGTON President Trump sought Thursday to defend his decision to withdraw all U.S. military forces from Syria amid mounting criticism from lawmakers in both parties — and fresh praise from Russian President Vladimir Putin. In morning tweets, Trump quoted lawmakers and political pundits who agreed with him and argued that the withdrawal was the fulfillment of a campaign pledge and the U.S. should not play the role of “Policeman of the Middle East.” His tweets came a day after Trump justified pulling out of Syria by claiming that the U.S. had defeated the Islamic State, an assertion that was widely criticized as premature. The Islamic State has suffered “serious blows” in Syria, Putin said Thursday, praising Trump’s decision to withdraw U.S. forces. “I agree with him,” Putin said. Some of the most persistent criticism of Trump’s move came Thursday from Sen. Lindsey Graham, R-S.C., an ally of the president on most issues. Graham, who earlier called Trump’s decision “a disaster,” drafted a nonbinding resolution for the Senate to call on Trump to reconsider his decision. “I think there’s a lot of votes for it,” Graham said. House Minority Leader Nancy Pelosi, D-Calif., criticized Trump’s decision, calling it “a Christmas present to Vladimir Putin.” JOHN WAGNER (TWP)

New border policy unveiled Asylum seekers must wait in Mexico for U.S. to process their claims IMMIGRATION The Department of Homeland Security announced new measures Thursday requiring asylum seekers at the border to return to Mexico and wait while their claims are processed, possibly for months or years, describing the plan as one of the most significant changes to immigration policy in decades. Homeland Security Secretary Kirstjen Nielsen outlined the new measures during a contentious oversight hearing with members of the House Judiciary committee, telling lawmakers the

administration is preparing to implement the policy in coming days. Mexico’s new leftist government separately announced Thursday it will allow the United States to send asylum seekers who cross illegally back to its territory and provide them with work visas and humanitarian assistance while they wait. Nielsen had several heated exchanges with Democratic lawmakers during Thursday’s hearing, while Republicans jumped to her defense. “Catch and release will be replaced with ‘catch and return,’” Nielsen said in a statement, using President Trump’s disparaging term for current procedures, which typically allow those whose fears are determined to

On the announcement Top officials from the government of Mexican president Andres Manuel Lopez Obrador told The Washington Post last month they would acquiesce to the new border policy, known at the time as “Remain in Mexico,” as part of a development and aid package aimed at creating jobs in Central America and reducing the need to emigrate. Mexican officials insisted Thursday that the policy did not amount to an agreement, but was being imposed on them. (TWP)

be credible to be released from custody while they await a distant court date. Nielsen said the measures

were needed to “bring under control” a surge of unmerited asylum claims by Central Americans that led to a backlog in U.S. courts of more than 750,000 cases. Homeland Security officials have said they will be able to process at least twice as many asylum claims by requiring applicants to wait in Mexico, in addition to saving money on detention and enforcement. The policy is likely to face legal challenges. Still, the deal amounts to a significant diplomatic win for the administration, which has engaged in talks to cajole Mexico to become an immigration antechamber for Central Americans seeking U.S. asylum.

OAKLAND, CALIF. | Shaima Swileh holds her dying son, Abdullah, 2, at a hospital Wednesday. Swileh fought for 17 months to see him, as citizens of Yemen are among those restricted from entering the U.S. under the Trump administration’s travel ban. When Abdullah’s health worsened, a social worker reached out to the Council on American-Islamic Relations, which sued Monday. The State Department granted Swileh a waiver the next day.

POLITICS President Trump signed into law Thursday an $867 billion farm bill that provides substantial aid to U.S. farmers while rejecting deep cuts to the federal food stamp programs sought by some House Republicans. “We have to take care of our farmers and ranchers, and we will take care of them,” Trump said at the signing ceremony, going on to praise congressional Democrats for what he called their hard work on the bill. Earlier in the day, the Trump administration also announced it would unilaterally seek stricter work requirement rules for food stamp beneficiaries — changes that House Republicans wanted in the farm bill that were rejected by congressional lawmakers. On Thursday, the Department of Agriculture unveiled an overhaul of the waiver program that allows states to exempt beneficiaries from work requirements if they live in areas with high unemployment. The proposed rule would allow states to waive the requirement in areas where unemployment is above 7 percent. Now, states can waive the requirement areas with unemployment rates that are at least 20 percent greater than the national rate. Roughly 755,000 people live in areas that stand to lose the waivers, according to USDA officials, who projected the program would save taxpayers $15 billion over 10 years. A special teams spark With injuries mounting, Redskins plan to lean on their kicking game REDSKINS The Redskins have little margin for error, with two games remaining and a slim shot at the postseason. That is especially true for Washington’s special teams units, which have performed well this season but get fewer opportunities to make plays — or make up for mistakes — than the offense or defense. The Redskins sit at 7-7 with two games remaining at Tennessee (8-6) on Saturday and home against the Eagles (7-7) in the regular-season finale. Philadelphia and Washington are the first two teams out of the NFC

playoff bracket now. Given that the Redskins are playing with their fourth quarterback of the season in Josh Johnson and have injuries all over the offense, they know that a missed kick or blown punt coverage could be the difference between earning a wild-card berth or missing the postseason. “One hundred percent, we’re going to be grinding out some games these last couple of weeks,” coach Jay Gruden said. “We’re not going to be in the luxury of being up 41-0 or anything like that, so special teams will play huge.” The team needs to look no further than last week’s 16-13 win over Jacksonville. Tress Way had a punt partially blocked by Lerentee McCray in the second quarter and the kick traveled just

Top goal: Stop the run Rush defense will be crucial to the Redskins’ playoff hopes — especially Saturday against Titans RB Derrick Henry, who ran for 408 yards and six TDs the past two weeks. Washington is allowing 116.6 rushing yards per game this season. (Incidentally, Henry is 118 yards shy of 1,000.) The Redskins will want to play more like the team that gave up 37 yards to the Giants in October than the one that let the same opponent rush for 227 yards two weeks ago. (EXPRESS)

30 yards. Jacksonville took over on the Washington 46-yard line and eventually kicked a 33-yard field goal to tie the game at 3-3. Then, Dede Westbrook capitalized on blown coverages by the

Redskins and returned a punt 74 yards for a touchdown four seconds before halftime to take a 10-3 lead. All of the Jaguars’ 13 points came off special teams. Dustin Hopkins won the game with a 36-yard field goal as time expired with a long snapper, Andrew East, who was signed the day before the game. “Tress said this to me once, these other guys, they’re out there playing football as far as contacting and doing a bunch of things,” Hopkins said. “We’re out there playing golf.” The performance of special teams will be vital, Gruden said. “We have to make those type of plays, we have to make splash plays on special teams for us to have a chance.” KAREEM COPELAND

Josh Gordon, the troubled wide receiver who appeared to find success in New England this season, said Thursday he was leaving the Patriots, a few hours before the NFL suspended him indefinitely for violating the terms of his 2017 conditional reinstatement under the sport’s substance abuse policy. Gordon, 27, missed the 2015 and 2016 seasons because of substance abuserelated suspensions. This will be his fifth suspension since entering the league with Cleveland in 2012. He played in 11 games with the Patriots (9-5) and had 40 catches for 720 yards and three TDs. The Patriots support Gordon “in his continued efforts to focus on his health,” they said. (TWP)

Maryland unveils videos related to McNair’s death Footage shows officers irked by lack of urgency to treat football player

Vs. Falcons, 1 p.m. Sunday

While many of the league’s top backs have suffered injuries, been suspended or just struggled down the stretch, the Panthers’ pass-catching running back has had more than 100 total yards in seven straight games.

Maryland offensive lineman Jordan McNair died June 13, two weeks after suffering heatstroke.

The police officer also showed frustration with the lack of urgency while she waited for paramedics at the elevator inside Gossett, which adjoins the practice field where the workout occurred. An independent investigation released in September found that Maryland’s training staff failed to properly diagnose and treat McNair’s heatstroke. According to that report, the 19-year-old offensive lineman began suffering cramps and exhaustion at 4:53 p.m., but he wasn’t taken from the field until 5:22 p.m. The first ambulance arrived at 6:03 p.m., and McNair arrived at the hospital at 6:36 p.m. McNair died June 13. Patients have a 10 0 percent survivability rate when

heatstroke is treated promptly and the body temperature is lowered within 30 minutes, medical experts said. McNair’s temperature reached 107 degrees and wasn’t lowered to 102 until 7:20 p.m., according to hospital records. Surveillance video from the football facility shows players and staff members walking into the building after the workout, as well as the arrival and departure of an ambulance. “Our thoughts remain with Jordan McNair’s family, friends and teammates,” the university said in a statement Thursday following the release of the videos, which were provided to the McNair family to review. COLLEGE FOOTBALL An emergency responder expressed frustration with a lack of urgency during the treatment of Maryland football player Jordan McNair after the May workout in which he suffered fatal heatstroke, according to video released Thursday by the university. Several video files from campus security cameras and body cameras worn by emergency responders were released Thursday to news outlets, including The Washington Post, in response to public records requests. The school had initially declined requests to release video of the incident pending completion of the investigation. Body camera footage shows emergency responders arriving at Gossett Team House shortly after 6 p.m. on May 29, and walking through the building’s hallways to the medical and training facilities. Portions of the video were redacted, citing medical privacy, and McNair never appears. At 6:10 p.m., a university police officer said in apparent reference to paramedics on the scene, “They’re moving so f------ slow, it’s p------ me off.”

KRISTEN PAGE-KIRBY | THE REELIST

Packed to the gills: DCU’s ‘Aquaman’ is much too much Now, “Aquaman,” what did we learn from the other Justice League movies? Not much, unfortunately. This iteration of Aquaman (Jason Momoa) made his first big splash (hee) in 2017’s “Justice League,” when he brought a little lightness and sass to what was often Bruce Wayne’s House of Brooding. Now we get his backstory. And the backstory of Atlantis. And the backstory of the villain Black Manta (Yahya Abdul-Mateen II). And various thirsts for revenge. And a giant sea monster voiced by Julie Andrews. In short, we get a LOT. Let’s take the shortest route possible: Atlanna (Nicole Kidman), a member of the Atlantean royal family, washes up on

the shore of Maine after fleeing an arranged, underwater marriage. A lighthouse keeper (Temuera Morrison) rescues her. After she eats his goldfish (not a metaphor), he makes her tea (also not a metaphor) and the two fall in love. In a leap forward in inter-species breeding, they spawn Arthur, played by the cutest baby in cinematic history. A few years later, when Arthur is still very cute, Atlanna is tracked down, captured and forced to return to Atlantis. Arthur grows up knowing about his Atlantean heritage, is trained in its ways by Vulko (Willem Dafoe), and eventually becomes a man with a fondness for tribal-style ink and an aversion to shirts. Much plot happens, but in the end it comes down to Arthur — who eventually takes the even

nerdier name of Aquaman — having to fight his half-brother King Orm (Patrick Wilson), a blonder and blander version of Loki who wishes to attack the surface people (us) as revenge for every time we chose plastic over paper. That covers about a third of the plot. Superheroes can carry a lot on their muscled backs, but an overladen story isn’t one of them. “Aquaman” is an amalgamation of everything the DC Universe movies get wrong. With the exception of “Wonder Woman,” the DCU seems insistent on making every movie an all-you-can-eat smorgasbord of every possible thing that can happen to a hero, whether it tastes good or not. Superhero movies shouldn’t be simplistic, but they should be simple. The idea of a superhero is

‘Aquaman’ (PG-13, 143 min.) DIRECTOR: James Wan STARS: Jason Momoa, Amber Heard, Willem Dafoe, Nicole Kidman IN A NUTSHELL: Born to be a king, half-human, half-Atlantean Arthur Curry embarks on a journey to discover if he is worthy of his destiny.

an easy one: Here is a person (or alien or whatever) whose experience is a concentrated, elevated example of our own. When we have experienced grief, we want to alleviate that grief for others: Batman. When we have been rescued, we want to rescue others: Superman. When men we don’t know call us “sweetie,” we want to tie them up and punch them: Wonder Woman. It would have been hard for “Aquaman” to take a page out of “Wonder Woman’s” notebook; it started shooting the week of “Wonder Woman’s” premiere, and these movies can’t turn on a dime. Still, I held out hope that those behind “Aquaman” would find that a huge reason “Wonder Woman” worked was because it was 20 minutes of backstory, one quest, one villain, one victory that comes at a cost. Instead, they stuck with the strategy of overwhelming complexity, which has sunk every other DCU movie. Yes, there are a lot of fish in the sea. We don’t have to try to catch all of them.

There’s loads of promise in “Bird Box,” which comes out today on Netflix. Start with a cast featuring Sandra Bullock, John Malkovich, Trevante Rhodes and Sarah Paulson. Drop them into a story adapted by “Arrival’s” Eric Heisserer. Stir in a plot inspired by Josh Malerman’s 2014 novel about a post-apocalyptic world that people must navigate blind, lest they so much as look at invasive entities that take the form of one’s deepest fears. But as these ingredients come together under filmmaker Susanne Bier, the dish never quite jells. A convoluted flashback structure destroys the film’s momentum, and “Bird Box” ultimately remains an intellectual exercise, not an emotional one. MICHAEL O’SULLIVAN (THE WASHINGTON POST)

‘Bumblebee’ lives up to all the buzz FILM REVIEW When the bot adventure “Transformers” came out in 2007, it quickly became shorthand for everything that’s loud, dumb and wrong about CGI-saturated action movies. Luckily, “Bumblebee,” the new prequel about a plucky little (well, relatively) Volkswagenrobot, tones down everything that made its predecessors weak, while adding humor, emotion and a surprising amount of heart. As the film begins, a war between the Decepticons (bad guys) and the Autobots (good guys) is raging on the planet Cybertron. Eventually, the Decepticons are victorious and the Autobots scatter across the universe, with the titular bot — officially known as B-127 and voiced by Dylan O’Brien — heading to Earth to hide out and scope it out as a possible base. He ends up crashing into California, right into the laps of a Special Forces team led by Agent Burns (John Cena). They start shooting, just in time for a Decepticon to arrive. After an impressive battle that convinces

Burns that all Transformers are bent on destruction, Bumblebee finds himself with a broken voice box and a failing memory. He powers down, hiding out in the form of a yellow VW Beetle. Fast-forward to 1987, when Bumblebee is discovered in a junkyard and brought back to life by Charlie (Hailee Steinfeld), an 18-year-old with a knack for machines who is still grieving the death of her father some years ago. After she starts him up, the two become fast (if unlikely) friends: one, a sullen teen with a fondness for The Smiths, and the other an innocent bot with baby-blue eyes. She dubs him “Bumblebee” in a nod to the electric buzzing noise that’s replaced his voice. While Bumblebee gets the movie’s title, the story belongs just as much to Charlie, and Steinfeld is as sharp and funny and awkward as any other ’80s teen-movie protagonist. Those who come for the punching will also come away pleased. After the one melee at the beginning, most of the fighting is hand-to-hand (axle to axle?) and in close quarters. The robots flip and clang with impressive speed and clarity, and the excellent

sound design illustrates what’s going on, rather than simply assaulting the audience’s ears. There are, of course, some weaknesses, including the expected amount of clunky

dialogue, predictable passages and plot holes. (Great cinema this is not.) But in the end, “Bumblebee” is less a movie about giant robot aliens punching each other than it is a story about friendship. Charlie finds a way to cope with her grief. And Bumblebee finds a way to cope with a world where he’s not welcome. Underneath the metal veneer, there is a genuinely touching story of two friends who help one another along a road that, in the beginning, neither of them thought they could walk. Or drive. Art imitates life in uneven but warm ‘Marwen’ FILM REVIEW In the 2010 documentary “Marwencol,” the world met Mark Hogancamp, the survivor of a vicious beating 10 years earlier who had turned to art as a form of therapy. In strange and strangely moving photographic dioramas, Hogancamp documented life in an imaginary world he had constructed in his upstate New York backyard: a miniature, World War II-era Belgian town populated by foottall dolls. Hogancamp’s true, if fictionalized, story is now being told in “Welcome to Marwen,” starring Steve Carell as both Mark and, via motion capture, the heroic Hogie, a G.I. Joestyle figure that represents Hogancamp’s alter ego. The resulting film from director Robert Zemeckis is an ultimately effective extended metaphor for healing, in which two narratives unspool simultaneously: one taking place in the real world, and one that exists only in Mark’s deeply traumatized psyche. Occasionally, there’s a disconnect between the more jocular tone of the animated passages and the film’s serious subject of a man struggling with PTSD. This keeps Zemeckis’ achievement from rising to the same level as the art of the real-life Hogancamp. But this cinematic excursion to Marwen is almost certainly a trip to someplace you haven’t been before. MICHAEL O’SULLIVAN (THE WASHINGTON POST)

EXPECTED RELEASE: June 14

EXPECTED RELEASE: April 12

SUMMARY: It’s clear that the driving question behind the sequel to the first three “Men in Black” movies was: “What if we got a bunch of awesome actors and see if they look great in black suits?” Liam Neeson? Yep. Chris Hemsworth? Yep. Both Tessa and Emma Thompson? Yep and yep. Also, the movie looks really fun. KRISTEN PAGE-KIRBY (EXPRESS)

SUMMARY: The original 2004 “Hellboy” was so good that we could add this to the list of unnecessary reboots, but this looks solid enough to be forgivable. David Harbour takes over from Ron Perlman in the role of everyone’s favorite halfdemon and Neil Marshall takes over for Guillermo del Toro in the role of directing the movie. K.P.K.

@JESSE_1802, defending Halsey’s performance of “Without Me” during

Tuesday’s finale of “The Voice.” The singer faced backlash for dancing with a female partner, Jade Chynoweth, to tell the story of a same-sex couple. “Those dogs better not die!!” @DOCCUPCAKE84, joking about the first official look at “John Wick: Chapter 3.” The promotional images show Keanu Reeves’ John Wick walking in the desert with Halle Berry, accompanied by two German shepherds. The sight of the dogs immediately sent fans into a panic over their fate. The “John Wick” franchise follows Wick’s journey after his dog is killed in the first movie.

DIFFICULT

Fill in each column, row and 3x3 box with the digits 1 through 9 without repeating any. The twist in Samurai Sudoku is that the digits that appear in the overlapping boxes must work for both puzzles. A piece of advice to get you started: Don’t focus on completing one grid at a time. Keep the whole puzzle in mind as you go, because filling in a number in one grid could give you clues to another.

Aging man seeks fertile, younger wife Josh Duhamel told Dax Shepard on Thursday’s episode of the “Armchair Expert” podcast that he’s looking for a partner who is “young enough to have kids,” as quoted by Us Weekly. Duhamel, 46, has a 5-year-old son with exwife Fergie. The two split in 2017 after eight years of marriage. On single life, Duhamel said, “It’s not as if I’m out there just trying to f--- anything, that’s really not who I am. I’m trying to find a girl that I can be with and have a family.” (EXPRESS)

Travis Scott told Rolling Stone in a cover story published Thursday that he and his girlfriend, Kylie Jenner, will “get married soon.” “I gotta propose in a fire way,” Scott said. The two have been dating since April 2017 and have a 10-month old daughter, Stormi. Scott opened up about his relationship with his reality TV star-turned makeup mogul girlfriend, saying, “I need her with me to operate. She’s that one.” When he and Jenner found out they were having a baby, he said he wanted a son, but when they had Stormi, he decided: “Life is fire.” Scott says he doesn’t let Stormi watch TV, but her favorite songs are his own “Stargazing,” and “Baby Shark.” (EXPRESS)
