In May Neale took the National Roads Authority (NRA) to task for once again proposing that there should be additional tolls on the M50. Neale made the point that by simply increasing the tolls, the NRA will just force traffic off the M50 and onto parallel roads in places such as Ballinteer and Leopardstown.

The Samuel Beckett Civic Campus – Phase 1 is progressing well. The full size GAA pitch, senior and junior pitches, the skate park and the three synthetic pitches are complete. The attenuation pond is complete with landscaping the only item outstanding. The combined sports and crèche building has had the roof fitted and the first floor façade is almost complete. First fix mechanical and electrical items such as electrical conduits, underfloor heating and raised access floor have commenced. The ground floor façade will commence shortly. Mains power in the form of electricity and gas is due shortly. Insulation, internal partitions and external doors are planned for the coming days. Completion is expected in autumn 2015 with the centre due to open to the public in January 2016.

• Travelling Abroad this Summer

In April, through his role as a member of the EU Committee of the Regions, Neale called on European Commissioner for Transport, Violeta Bulc, to introduce a pan-European leap card. Many European cities operate similar systems for their public transports, be it the Oyster Card on London’s underground or the Navigo pass on the Paris Métro so why not a common card for all of Europe? Following the meeting, the Commissioner agreed to consider the proposal as part of the European Commission’s white paper on Transport.

If travelling in Europe this summer make sure to bring with you a European Health Insurance Card or EHIC (formerly the E111 form). This card allows the holder to access health care services when travelling to or on holiday in another EU or EEA country. If you do not have a card just visit your local health centre or www.hse.ie to pick up an application form.

NRA’s extra M50 charges too heavy a toll In April Neale held a public meeting on tax reform in Ballinteer St. John’s GAA club. The meeting featured an excellent presentation by Cora O’Brien, Policy Director of the Irish Tax Institute as well as a rousing address from Brian Hayes MEP. If you would like a copy of the presentation made by Ms. O’Brien, please email: neale.richmond@gmail.com.

Following the passing of the Marriage Equality referendum in May, the Bill will now move through the Houses of the Oireachtas before being signed into law by the President. It is expected that this will be completed by the end of the summer while there will then be a three month cooling off period before same sex marriages can be held. In Dublin South, the Referendum result was Yes: 69.9% & No: 30.1%.

Parks and Recreation

News letter DLR Libraries Parkruns

Following the success of the Marlay Parkrun, two new Parkruns have been started in Cabinteely and Shanganah Parks.

Dún Laoghaire Rathdown County Council has eight branch libraries serving the educational and recreational needs of all who live, work or study in the Dún Laoghaire-Rathdown area. Current library membership is 58,000 while 1.4 million books were issued last year. A mobile library also comes to the Sandyford Community Centre and the Glencullen Community Centre on a regular basis. Weekly story reading sessions for young children (age 3-6 years) are held at Blackrock and Cabinteely libraries, all libraries hold regular events and activities for children especially during the school holidays.

Darkness into Light

Over 3,000 people, including Neale, took part in the first Darkness into Light 5km run in Marlay Park this May in aid of Pieta House.

PLAYGROUNDS

Laurelmere

Dún Laoghaire Rathdown County Council maintains 30 playgrounds across the County with three more to be built. This map details the locations of all these playgrounds.

The Council have recently completed refurbishment work on the cottage in Marlay Park known as Laurelmere or Tamplin’s. The cottage will now become the new headquarters and gardening school premises for the Royal Horticultural Society of Ireland.

Marlay Park Update An extensive footpath improvement scheme commenced in Marlay Park in June which will include upgrading of paths through the woodlands, widening of existing paths and repairs to paths which are damaged. A number of trees were felled last year as a result of winter storms. It is planned to replace them with mature specimens to fill gaps in the woodland this winter. Fencing around the garden of the recently renovated Lauramere is to be erected while football pitches at the centre portion of the park at the cricket field are to be drained this year. Phase two of the Marlay Craft Courtyard will commence in the third quarter 2015. It is proposed in 2016 to have a revised master-plan for Marlay Park which will indicate a full programme of works to be carried out over the next few years.

Marlay Park Golf Course DLR Leisure Services are looking to convert the greens in this par 3 course back to grass as the artificial greens installed in 2010 have proven quite unpopular.

Women’s world cup bid a huge success for Irish Rugby WIn May, World Rugby confirmed that Ireland has been chosen as the host nation for the 2017 Women’s Rugby World Cup. The tournament’s group stages will be held locally in UCD before moving to Belfast for the knockout stages. This will be a boost to the local economy as well as real endorsement of the strides taking by the Irish Women’s team in recent years. The bid success also bodes well for the bid to host the 2023 Men’s Rugby World Cup.

Summer 2015

Major Planning Applications

Ballinteer: Following a public consultation, works will begin this summer on the first phase of the Ballinteer Road Traffic Scheme. This Scheme will see the installation of traffic calming measures as well as the erection of traffic lights at the entrance to College Park and Delbrook Manor. Cherrywood: The US investment firm Hines launched its Cherrywood plan in May. Hines bought the Cherrywood site close to the N11 dual carriageway for €272m last year. The development involves the building of a new town centre, schools, leisure facilities, and about 3,800 new houses and apartments, as well as 170,000 sq. m of office space. Kilternan: Calerotech Ltd submitted an application to demolish part of the Golden Ball Pub in Kilternan to create office space and to also build 44 apartments on the site. Stepaside: Viscount Securities applied in April to construct 410 at their site located off the Ballyogan Road, known locally as Clay Farm. The existing planning permission for this site is for over 700 residential units and includes the provision of a pathway. The new application does not provide for the pathway which would link the Ballyogan Road to housing estates such as: Stepaside Park, Cruagh Manor and Wingfield. Stillorgan: Property firm Kennedy Wilson Europe (KWE) is closing in on a plan to extend and refurbish Stillorgan Shopping Centre. KWE bought the centre in the summer of 2013 as part of the Opera CMH portfolio. While planning permission for a redevelopment of the centre has been in place for some time, it had not been clear if KWE would look to update the centre. However, the company’s chief executive, Mary Ricks, confirmed in late May that her group was prepping the centre for a redevelopment, working with tenants on how best to develop the centre, looking at various things like putting a roof on the outside parts and extending it.
