It is our great pleasure to inform you that the 2nd International EYP Forum in Armenia (IEFA 2015) on «Democratic Citizenship: obtaining, developing, empowering» (DECODE) will take place on 21st May – 28th May, 2015 in Yerevan, Armenia. Around 200 delegates from more than 50 countries of Europe, Asia, Africa and Americas will come together for this eight-day program to discuss the specified topic in the respective committees. We are happy now to open the call for International and Armenian Delegates.

In the scope of the International Forum, the delegation will also be chosen based on the Independent Jury’s assessment and the voting of the 200 delegates to represent Armenia at the 80th International European Youth Parliament Session in Leipzig. International Sessions of the European Youth Parliament are held 3 times a year and involve more than 300 delegates, 41 countries, high officials from the EU commission, European Parliament, Council of Europe, etc. Thus, by participating in the IEFA every delegate residing in Armenia gets a chance to represent Armenia at this big event. The Delegates will be allocated in the 10 committees to discuss the following topics in the scope of “Democratic citizenship: obtaining, decoding, empowering” broad topic: 1. Transport and Tourism (TRAN). Cities play a crucial role as motors of the economy, as places of connectivity and innovation, but are also places where various economic and social problems are concentrated. The development of sustainable mobility and easy touristic accessibility is a key challenge for the cities of tomorrow. Bearing in mind that European cities follow very different development trajectories, what should the EU do to ensure development of a sustainable mobility and accessibility plan for cities and urban areas, and its further projection in the EaP countries? 2. Legal Affairs (JURI). The right to be forgotten: The recent ruling of the ECJ in connection with the Right to be Forgotten as provided in the EU’s Data Protection Package sets a precedent for citizens to control the exposure of their personal data, but amidst growing concerns about the implementation and abuse of these measures by public figures, how can the EU balance the rights of its citizens against the risk of revisionism? 3. Agricultural and Rural Development (AGRI). Agribusiness efficiency and global poverty: After the conclusion of the Common Agricultural Policy reforms under the Irish Presidency of the European Union and the implementation of said reforms under the 2014-2020 budget, what steps should the European Union take to mitigate the impact its Common Agricultural Policy may exert on production in developing countries? 4. Industry, Research and Development (ITRA). The EU aims to get 20% of its energy from renewable sources by 2020 to enable cutting greenhouse emissions and make it less dependent on imported energy. But on the other hand the stability of Europe’s electricity generation is at risk from the warped market structure caused by skyrocketing renewable energy subsidies which have led to unacceptably high utility bills for the residences and 4

businesses , and even risk causing continent-wide blackouts. What trade-off the EU should come up with to address the current issue? 5. Human Rights (DROI). The law that bans Holocaust denial has been adopted in most of the EU countries and has been in force already for a decade. In the recent years, the Armenian Genocide denial law has been brought on the agenda of several European superpowers and since then become a very disputable issue. Its supporters are underlining the importance of preventing the hate speech, while its opponents bring forward the limitation to the freedom of speech. The latter was specifically pint pointed in the recent case of “Perimcek vs. Switzerland” in the European Court for Human Rights. What should the EU’s stance be on the matter, given its strong ties with Turkey? 6. Constitutional Affairs (AFCO). In the light of the continually declining voter turnout in European and national elections: in an age wherein the world’s leading democracies are making a shift into the digital world, what should Europe do to re-vitalize its democratic culture? 7. Foreign Affairs (AFET). More than nine million Syrians have been forced to leave their homes in the last few years. Now, with ISIS advancing in both Syria and Iraq, the situation is getting worse. What actions should international community take in order to mitigate the current tension in Syria? What can be the role of the EU in the process of peacemaking? 8. Civil Liberties, Justice and Home Affairs (LIBE). With the recent Charlie Hebdo attacks followed by islamophobia rise nationalist parties are gaining support in many part of Europe. How can the EU realize its ideal of peaceful religious diversity, freedom of thought and freedom from discrimination as ensured under the Charter of Fundamental Rights? 9. Economic and Monetary Affairs (ECON). Trade war or packing its geopolitical punch? The European Parliament threatened with the trade sanctions and asset freezing against Russia given the ongoing Ukranian Crisis developments which were followed by the European gas prices rise as Russia started limiting supplies to Ukraine. What measures should the EU take in order to support and protect its energy security? 10. Public Health, Environment and Food Safety (ENVI). The issue of abortion is one of the most contentious, and emotive dilemmas faced by the European Society. The question is whether one should allow the termination of a pregnancy has brought big disputes 5

The history of Armenia can be traced back to the establishment of the Armenian Kingdom in the 6th century BC which reached its height under Tigranes the Great, becoming one of the most powerful kingdoms of its time within the region. In 4th century AD, Armenia becomes the 1st country in the world to adopt Christianity as its state religion, thus pivoting a new era of cultural prosperity. Armenia lies in the highlands surrounding the Biblical mountains of Ararat, upon which Noah’s Ark is said to have come to rest after the flood. Yerevan, the capital and largest city of Armenia, lies on the edge of the Ararat plain. According to the legend, after the Deluge, Noah saw a land from the Mount Ararat and cried “Yerevats, Yerevats!”(I see the land), which is believed to be the origin for the city’s name. Being on the crossroads of West and East it has harmoniously combined the best of the two. The city is now proud to introduce its architectural jewels like the Republic Square, the Opera House, the Cascades, as well as numerous galleries, museums and parks. Entertainment, recreation, night walks along the Singing Fountains together with the hospitable company of the residents assures one’s entire enjoyment of the flamboyant city life. Thus, 2795 years old Yerevan is pleased to whole-heartedly welcome all the delegates!

The European Youth Parliament (EYP) is a non-partisan and independent educational project which is tailored specifically to the needs of the young European citizen. The EYP encourages independent thinking and socio-political initiative in young people and facilitates the learning of crucial social and professional skills. Since its inauguration, in 1987, many tens of thousands of young people have taken part in regional, national and international sessions, formed friendship, ponder over urgent issues of Europe, proposed solutions, made international contact across and beyond borders. Today the EYP is one of the largest European platforms for political educational work and the exchange of ideas among young people in Europe. The EYP consists of a network of more than 41 European associations and organisations in which targets to empower the young people through the involvement in the decision-making process. The entire network organises about 200 events every year. The Alumni of the EYP sessions include, among others, Freya van der Bossche, Deputy Prime Minister of Belgium, Ragnar Siil, advisor to the Estonian Minister for Culture, Christoph Gottschalk and Carole Moinard, advisors to the French Prime Minister, etc. More information can be found here: www.eyp.org

The EYP Armenia (www.eyparmenia.org) has been established and recognized as a full member of the European Youth Parliament network in December of 2012. Since then our delegates have taken part in numerous of regional sessions, international forums, and got involved in various projects with the most recent being Forum to Empower Emerging Leaders, 1st International EYP Forum in Armenia, International Public Speaking Championship, etc. Overall, EYP Armenia has implemented 24 projects within 2 years which involved around 3000 young people, hosted 400 foreign students from 68 countries of Europe, Asia, Africa, Americas, etc. and 45 volunteers from Armenia, Georgia, Sweden, Romania, Austria, Czech Republic. The Forum to Empower Emerging Leaders(FEEL) on “Activate youth for sustainability: obtaining and rebuilding” (AYSOR) took place November 14 – 18, 2014 in Yerevan. The Forum gathered young leaders from around 30 countries covering 22 European countries, and also delegates from New Zealand, Indonesia, Saudi Arabia, Mexico, South Africa, Syria, Lebanon, Iran. The best Armenian Delegates have also been chosen in the scope of the Forum to present Armenia at the Regional EYP Session in Hamburg. The International EYP Public Speaking (IEPS) Competition organized by European Youth Parliament – Armenia in cooperation with EU Centre in Yerevan took place on 18019th July, 2014. The 16 selected participants took part in the workshop on public speaking skills delivered by the expert from Sweden and furthermore presented their speeches on July 19th. Sweden and Armenia best speakers were chosen who will form the Armenian delegation at the Cork International Forum in Ireland. And one place in the delegation was given to the speaker who got the People`s Choice Award. The International EYP Forum in Armenia (#IEFA) on “Democratic Citizenship: obtaining, developing, empowering” took place in Yerevan, May 1-5 and hosted by the American University of Armenia. 200 delegates from more than 30 countries came together for this 5 day event in Yerevan. The delegates have been allocated to 10 Committees to discuss respective subtopics. In the scope of the International Forum, the best delegate was chosen based on the Independent Jury’s assessment and the voting of the 200 delegates to join the delegation representing Armenia at the 76th International Session of European Youth Parliament in Barcelona, Spain. The EYP Business Simulation (EYP BuS) Conference organized by European Youth Parliament – Armenia in cooperation with the EU Centre took place on February 15 in Yerevan and gathered around 30 participants, 4 jury members from Sweden, Hungary, Czech Republic and Romania. The 4 working groups formed presented to the jury the development potential of business environments in the countries of Ukraine, Moldova, Armenia and Georgia. After many round table debates, direct responses, exciting speeches the team representing Moldova took the gold, thus ensuring the places for its members at the International EYP Forum, May 1-5.

EYP Forum follows a similar programme and is based on the same methodology of teambuilding, committee work and General Assembly (GA) synthesized with the evening activities. Teambuilding. Young people coming from very different background and having never met before will gather committees. They need to function as a close-knit team pulling together and respecting each other by the end of the event. The preparation for this challenge is the aim of the teambuilding activities. In conjunction with the committee chairperson, the delegates in committees engage in a variety of indoor and outdoor activities. Some of these are physical, others creative or problem solving but all of them are designed to get the group of people working as a team, creating the basis for an open, productive and fair political discussion in an atmosphere of trust among the participants. Committee Work. Committee work is the central part of any session of the European Youth Parliament. The delegates of committee come together after the teambuilding to work on the particular topic allocated in the scope of the general topic which will result in a resolution. Resolution itself includes introductory and operative clauses: identification of the existing problems and the ways to solve them. The principle of consensus is central to the EYP method and it can be a huge challenge for the group to reach a compromise in the end. Chair is facilitating the group discussion and gives the insight into the specifics of the discussed topic. The General Assembly (GA). The General Assembly reunites all the participants of the session in order to consider the results of the committee work. Each committee presents a resolution, which furthermore is defended, attacked, debated and, ultimately, voted on based solely on the personal conscience of each delegate. passed if more than half of delegates voted in favor. In the end of the GA, 3 to 5 delegates are chosen to represent EYP Armenia at the International European Youth Parliament Session based on the voting of the jury and the delegates themselves. Euroconcert and Eurovillage. The idea of the Eurovillage event is for all the delegations from all the countries to put together their own stall to present local products and culture. The presentation tables usually include a variety of local food and drinks, brochures, small gifts and other products. Quite often the delegation even wears their respective national costumes to make the event a colorful celebration of the different nations. Every delegation will be asked to bring their national food and products. The talents of EYPers are various, and in recognition of the many musically gifted among the participants, this event is a chance for these musicians to show their abilities, playing a variety of instruments, singing and dancing. Euroconcert is yet again a possibility to explore and share the diversity of more than 20 different cultures.

Visit to Wings of Tatev. Wings of Tatev is 5.7 km cableway between Halidzor and Tatev Monastery. It is considered to be the longest reversible aerial tramway in the world and goes through strikingly beautiful mountain chain. Being one of the UNESCO World Heritage sights in Armenia , Tatev Monastery is a 9th-century monastery located on a large basalt plateau near Tatev village in Syunik Province in southeastern Armenia and is a masterpiece of confluence of ingenious medieval architecture and fabulous nature of Armenia. According to one of the legends, Tatev should be interpreted from Armenian as “Give me Wings.” A local legend says that when the builder finished his work, he walked to the edge of the gorge, crossed himself saying, “Help me, Lord, give me wings,” and jumped into the abyss. Suddenly the builder had wings and flew away so the monastery he built was therefore named Tatev. 12

OPENING CEREMONY. The Opening Ceremony will be hosted by the Yerevan City Hall built in 2004. The city hall is a five-story building with a total area of 13,500 m2. The main entrance is topped with the traditional Armenian symbol of endless circles representing the eternity and the ancient Armenian Kenats Tsar tree representing the life. It has a 47-metre-high rectangular clock tower with the word "ԵՐԵՎԱՆ" (YEREVAN) carved in Armenian script, decorated with traditional ornaments. The tower is surrounded with glassy walls at its top.

COMMITTEE WORK. The 2 days of the Committee Work of the Forum will be hosted by Waldorf Educational Center in Yerevan. The center was founded in 1994. After long battles with the public authority the initiative received a limited acceptance for Waldorf classes in a context of a public school, which eventually passes into an authorization as a private school in 2005. Waldorf Education has been known in Armenia since the 1920s, after Armenian greatest writers Levon Shanth, Hovhannes Tumanian, Ghazaros Aghayan, composer Komitas and others stressed in their educational writings the importance of a holistic and harmonious development of the human being. GENERAL ASSEMBLY. General Assembly will be hosted by the Elite Plaza Business Center, 19-storey building, with amazing and breathtaking view to biblical mountain Ararat and the city of Yerevan. The business center was built in 2012 and is located in the business and commercial center of the capital pretending to become one of the memorable symbols of Armenia due to its unique architecture, technique and exterior.

The conference halls have all the necessary equipment and facilities with the newest engineering developments. COMMITTEE DINNER. The Committee Dinner will be hosted by the Factory of Megerian Carpets in Yerevan. The Megerian Family has been involved in selling, restoration, and production of fine oriental rugs for over four generations. The Megerians established their rug trade business since 1917, and quickly developed an expertise in rug repairing and restoration. The Megerian Brothers’ tradition and integrity in the fine craft of handmade rug making, and restoration of rugs and tapestries is world renown. The Megerian Oriental Rug family has been the benchmark producer of New York City's handmade rugs and tapestries. EURO VILLAGE & EURO CONCERT. The Euro Village will be hosted in one of the oldest backyards of Yerevan which is situated in Mher Mkrtchyan 10 street , in the city center of Yerevan. This is the right place to feel the Armenian atmosphere, communicate with local people and understand Armenian culture . The Euro Concert will be hosted by the Arno Babajanyan Concert Hall, which is located in the heart of Yerevan and in one of the oldest buildings of the city.

International delegates will be accommodated in Travelers and My Corner Guest Houses. Both guest houses are located in the city center within 5- minute walk to the main jewelries of Yerevan: Republic Square and Cascades, that are considered to be open-air museums and one of the most striking sights in the region. The accommodation venue is fully equipped, has free wi-fi and all the facilities to make your stay unforgettable. In addition, the Travelers Guest House is located in the building of 18th century with the place it serves breakfast being the oldfashioned, typical Yerevanian yard from 18th century. While My Corner Guest House also has its own garden with the possibility of making barbecue in the free time.

SMART. During Committee Work you will be required to follow the smart dresscode. You will not be expected to wear your suit, but worn-out jeans with sneakers or flip-flops don’t quite fit the smart clothing requirements either - preferably you wear something in between. For example, trousers with a shirt or a blouse will suit perfectly for Committee Work. CASUAL. This dress code applies to Teambuilding, where you will be doing various activities, both indoors and outdoors, depending on the weather conditions. You are free to wear any type of clothing you feel comfortable in, as long as you are able to move around actively. FORMAL. During the Opening Ceremony, the Euroconcert and the General Assembly you will be expected to dress formally. This means suits with ties for the gentlemen, and suits, dresses or skirts of an appropriate length for the ladies!

VISA: Entry visa to Armenia is not required for a year-long stay for the nationals of the following countries: the European Union Member States, Andorra, Iceland, Norway, Georgia, Belarus, Russia, Moldova, San Marino, Switzerland, Ukraine, Montenegro, Serbia, Albania. Citizens of states not mentioned above will be required to obtain visa either in the Armenian consulates in their home countries or once they arrive at Zvartnots International Airport in Yerevan. The daily exchange rate of Armenian dram can be found at www.cba.am. Currency can be easily changed in the banks, supermarkets, special check points and there is no quantity limit. Credit & debit cards are accepted in the shops, stores, hotels, cafes, pubs, etc. In comparison with Central and Western Europe, the prices for most of the goods and services are 3, 4 times cheaper. HOW TO REACH ARMENIA: There are two ways you can use to reach Yerevan, the roadway and airway. Find the detailed information below. AIR WAYS: Flights from Central and Western Europe takes from 2,5 to 4 hours; regular flights to Yerevan (http://www.zvartnots.am/en/) are from Vienna, London, Paris, Minsk, Moscow, Prague, Warsaw, Riga, Amsterdam, Brussels, Frankfurt, Berlin, etc. The airlines performing flights to Yerevan include Austrian Airlines, Czech Airlines, AirFrance, Aeroflot, Air Baltic, Aerosvit, etc. For the Polish, Ukranian, Belarusian and Slovak participants the cheap way to get to Yerevan is taking Wizz Air budget airlines (http://wizzair.com/). The latter performs flights from Poland, Ukraine, Lithuania, Hungary to Kutaisi (a city in Georgia, 5 hour ride to Yerevan) at the rate of € 80-130 for round-trip ticket. Please also check out the Fly Pegasus low cost airlines (http://www.flypgs.com/en/default.aspx) that perform flights to Tbilisi (Georgia) with average price of round-trip ticket ranging from € 100-200, the bus from Tbilisi to Yerevan (the venue of the conference) takes 3 hours and costs € 10 (one way). ROAD WAYS: Buses to Yerevan depart from Thessaloniki, Istanbul, Trabzon with prices ranging from € 30 to € 70 for one way ticket. Buses leave for Yerevan from Tbilisi on the daily basis with the price range € 8-11 for one way ticket, the International railway connection is also available from Georgia ((€ 12 - 20 one way). All the International Delegates arriving at the airport or railway station will be met by the Organizing Team and transferred to the Guest House.
