The Budget’s impact on Aboriginal Health By CATHERINE WRIGHT ACCHO stands firmly with the Australian public in opposition to Prime Minister Tony Abbott’s alarming Budget proposal last month. Our inboxes are brimming and the phones are hot as we endeavour to stay abreast of the ever-changing political and social implications from the Budget fallout. Indeed, by the time you read our statement here, more will have evolved, so please do visit our website for current position statements. Commenting on one of the more serious offenders in the Budget, NACCHO Chairman Justin Mohamed said: “There is great risk that the introduction of a $7 co-payment for doctor’s visits will create new barriers to healthcare for many Aboriginal and Torres Strait Islander Australians, including additional red tape for Community Controlled Health Organisations.�

Budget Summary Positive

l Establishment of National Centre of Excellence in Youth Mental Health – $32.1 million to Mental Health initiatives; l Investment into E-health – $140.6 million; l Investment into Indigenous teenage sexual and reproductive health and young parent support – $25.9 million; l PIP doubled – $238.4 million over the next five years; l $9 million savings from the Health and Hospitals Fund to fund the Medical Research Future Fund (find priority clinical areas for patients).

Of Concern

l The MBS and PBS co-payment regimes are detrimental and of most concern to us; l Partners in Recovery reduced funding of $25.3 million; l Dental Health – cut by $4.6 million; l Hospitals – Commonwealth pulling $217.3 million in the 2014-15 financial year; l Investment in National bowel cancer screening injection of $3.8 million taken from the National Partnership Agreement on Preventative Health slashed by $53.5 million; l World Health Organisation – $2.3 million slashed; l Three Health Agencies listed for abolition – the National
