Snow and cold may be our reality right now, but here at Parks & Recreation, we’re looking forward to green grass and sunny skies. Spring really is right around the corner.

Please note that adult and rental fees listed that are payable to Owatonna Park and Recreation include sales tax, while youth programs and lessons do not charge sales tax.

You may notice this brochure looks a little different than in past years. We are going to publish four brochures annually instead of two. This change will provide you with more timely and accurate information in each brochure.

We hope you are able to make time to take advantage of your parks, trails, facilities and programs during this wonderful time of year! We welcome your comments and suggestions about our facilities and programs. Let us know how we are doing.

Uniforms for youth activities

Participants may keep T-shirts donated by business sponsors for baseball, softball, volleyball, soccer and basketball. All other uniforms and equipment must be returned to coaches at the end of the season.

Refund/Cancellation Policy

The entire policy can be found on the Parks and Recreation website. • A request for a refund is accepted when submitted prior to the start of the activity. A $10 cancellation fee will be assessed, remainder of the fee is refunded. • If a class or activity was cancelled by Park & Recreation, fee is refunded on a pro-rated basis (except Brooktree). • Annual memberships – if requested within 90 days of the start in case of illness, death, injury or relocation from Owatonna, 50% of the purchase price is refundable. • Seasonal memberships (golf), no refund after July 1st.

Waiver of Liability to the City of Owatonna

Youth Scholarship Fund

This fund helps support programs for all youth in the Owatonna School District and Adult Therapeutic Recreation Programs. Forms are available at the Park and Recreation Office. Participants must pay 40% of program fees, any late fees and must show verification of one of the qualifications.

Qualifications for Scholarship

Program participants, by registering for an activity, agrees the City of Owatonna will not be liable for any claim, demand, injury, damage, action or course for action while participating in a recreation program. Participation in recreation programs are voluntary in nature and activities that are offered are choices of the individual.

Youth with Disabilities

Youth with disabilities or health concerns are encouraged to participate in any youth * Current recipients of Free or Reduced Lunch Program program. Munchkin Market (Adult Booths)

* FREE * Students will begin work on the Watercraft Operator’s Permit packet. This allows youth (ages 12-18) to operate jetskis, boats, and other watercraft greater than 25 hp. Adults are encouraged to take the class to learn more about water safety on Minnesota’s lakes. Minnesota DNR Conservation Officers lead the class and will demonstrate various equipment. A special in-water session will be held at 11:30am. Area law enforcement agencies will demonstrate a water rescue, as well as give you tips on what you can and should do in a boating emergency. Class participants wishing to test their life jacket and other lifesaving accessories need to bring a swimsuit, towel and CLEAN life jacket. Classroom portion will be held at SeniorPlace Multi-Purpose Room, in-water session held at West Hills Tennis & Fitness Center. There is no cost for the class, but you must register by March 14th.

We are looking for 10-15 adult vendors to sell their products during the youth sale. Rent an 8 foot table at the Four Seasons Center (East End) to sell your products. We will only be accepting one vendor per product. (ie one Scentsy vendor, one Mary Kay vendor, one Tastefully Simple vendor, etc.) First come first serve. Due to the limited availability for the adult vendors, we will only be taking registration by phone 507444-4321 or in person at 540 West Hills Circle beginning March 3. We will have demonstrations, including Officer Kash from the Owatonna Police Department. Don’t have a dog? There will be dogs ready for adoption! Astronomy Night Saturday, May 10th – 4-10pm

A scaled solar system walk and viewing of Jupiter and the Moon.

Join the Owatonna Parks and Recreation and the Steele County Astronomical League for a tour of a scale model of the Solar System along the bike path on 26th Street. The model will allow people to walk the path and provide information about the vastness of our universe. If you reduce the size of the sun, located at the water tower, to 21 inches, how far and large would the Earth be? It would be the size of a pea and 200 feet down the path. The other planets would be spread out over a mile, with the dwarf planet Pluto coming in at 7,417 feet. The near star, Alpha Centauri, would be over 9,000 miles away. At dusk, club members will have their telescopes and binoculars available to view the beautiful planet Jupiter and the Moon among the astronomical items. Volunteer Coaches Needed

The Parks and Recreation Department uses volunteer coaches for many youth programs. Volunteer coaches play an important role in the youth sports experience. Volunteers are trained in our philosophy of youth sports, first aid, concussions and how to teach skills for their sport. All volunteers must complete a background check each year.

Soccer Cost: Early Bird Fee - $46, after March 11th - $56 Program Dates: Starts the week of April 14th ends the week of June 2nd First Meetings will be April 14, 15, or 17 at the Four Seasons Centre. Coaches Meeting: April 8th 6 p.m. at Four Seasons Centre (coaches will call players for their first practice) Coaches Y-License Training: will be in April, more information to come. Boys and girls age 5 (by August 31) through 6th grade learn basic skills in a fun, inclusive, social setting. Players are divided into separate boys and girls divisions: (currently in) -5 year olds and Kindergarten -1st and 2nd grades -3rd and 4th grades -5th and 6th grades Groups are coached by volunteers and practices are held according to their schedule. Practices and scrimmages are held weekday evenings and Saturday mornings at Lincoln Soccer Complex. Required equipment: shin guards and athletic shoes. (Park and Recreation does have a limited supply available to loan. They are available at the office starting March 3rd.)

Little League Baseball

A developmental, skill-based, in-house program. Each participant in grades 2-4 will receive a full uniform consisting of jersey, pants, belt, socks and a Major League Baseball hat. All participants in 5th grade will receive a full uniform consisting of two dri-fit jerseys, pants, socks and belt and an Owatonna minor league hat. Sizes are needed at the time of registration. T-Ball & Squirts

First exposure to the game of baseball, geared for boys and girls. T-Ball is for those currently in or entering Kindergarten in the fall. Squirts is for current Kindergarteners (if they’ve had one year of T-ball), 1st or 2nd grade. The program emphasizes skill and social development, scrimmages will be played.

Owatonna Youth Fastpitch Softball Association OYFSA U10 Tournament Teams

Fee $120 payable to OYFSA (includes fundraiser) In addition to the Park & Recreation in-house league, players that turn 10 during the current year are eligible to play on the U10 Tournament/Travel Team. The purpose is to introduce girls to tournament play. There will be three weekend tournaments consisting of at least three games per tournament, and possibly a state tournament. Registration deadline is March 11th. Teams will be divided equally. Practice schedules will be determined by the coach starting in May. All players are required to participate in the OYFSA Spaghetti Supper fundraiser. The following dates are the tournaments we plan to participate in and are subject to change. June 7th - Mapleton; June 21st & 22nd in Owatonna; June 27th & 28th in Mankato

Thunder League (U12 and U14) & Storm League (U16)

Fee $225 payable to OYFSA A competitive travel program divided into age level teams (age as of January 1, 2014). A player may play in an older age division, but not younger. Tryouts are conducted and teams will play in the Southern Star League. The season begins in May and runs through the end of July. Each team will participate in two traveling tournaments. Fee: $120 payable to Husky Bullpen Club This fee includes the Summer Baseball Academy 5th grade boys (cannot turn 12 before May 1, 2014) may register for U11 travel teams. Selected players will be divided into teams that will compete in three tournaments. The number of U11 teams will be based on the number of selected players. The goal of U11 is to introduce a travel and tournament baseball experience for 5th grade players in addition to the in-house 5th grade Little League.

Therapeutic Recreation Program Our recreation program offers a variety of leisure options for youth and adults with disabilities. We provide an adaptive format as well as opportunities for inclusion. Our policy within the Therapeutic Recreation program is to plan for the person first, the disability second, and to encourage the independent pursuit of personal leisure interests. Our goal is to make recreation and leisure choices available to everyone, and our objective is to accommodate individuals with necessary adaptations so they may participate as fully as their non-disabled peers.

Membership Benefits:

Inclusion in Youth Programs

Youth with disabilities or health concerns are encouraged to participate in youth sports, aquatics, trips and summer programs. The inclusion policy of this program provides all children registered to participate with an equal advantage. Adaptive equipment, program modifications and other accommodations are used to assist the individual as needed. Individualized consultation with parents and coordination with the coach or instructor help make the transition possible. In addition, all coaches, aquatic staff and summer staff receive resource information for working with the child in their training sessions. Requests for one-to-one assistance is provided when possible. When enrolling your child in sports and other programs, please let staff know of medical conditions or other special needs. Information shared with a coach or instructor is confidential.

LIFE

LIFE (Leisure Is for Everyone) is a leisure education program designed for individuals with disabilities, 20-35 years old. Members of the LIFE group learn skills necessary to make the most of their leisure time. While keeping involved in recreation activities and pursuing new friendships, they also learn to plan and organize their daily schedules outside of work using a personal planner. Our goals are to explore personal leisure interests and community resources; develop an understanding of self-advocacy and personal independence, and learn the rewards

Trail Rules: The trail system has been created to provide a variety of recreational uses and opportunities for residents and visitors. To ensure the trail system is a safe and fun place for all users, please follow the rules of the road. • Stay as near to right side of the trail as you can while still traveling safely. • Travel in a consistent and predictable manner. • Cyclists and in-line skaters should pass on the left when going by others moving in the same direction. Look ahead and back to be sure the lane is clear before pulling out to pass, then give a warning signal by voice, bell, or horn before passing. • Yield when entering or crossing trails and roadways. • When traveling in a group, use only half the trail, so as not to block the flow of traffic.

Pets must be on a leash. You are responsible for cleaning up after your pets. Dispensers with “pooper-scoopers” are available on each trail. Trails are recreational. Cyclists and in-line skaters may not race or use excessive speed. Please report any misuse, vandalism, or maintenance problem to 507-444-4321 or 507-444-3800.

In-Line Rink

Available for use at Morehouse Park. Lighting can be activated by following instructions next to the walk-in door. Reservations can also be made for exclusive use through the Park and Recreation office at no charge.

Owatonna Soccer Complex

Lincoln School is home to the complex, and has nine fields exclusively for soccer use. Softball/baseball practice and golfing are NOT allowed on the fields.

Tennis Courts

Sixteen city-owned tennis courts are available. Manthey Park Courts (also striped for Pickleball), Sid Kenyon Courts (near Lincoln School), Brown Park Courts (artificial turf) and Dartts Park Courts. Six indoor courts are available at the Tennis Center at West Hills.

Both the reservation fee and refundable damage deposit must be paid at the time of reservation.

Pavilion Rental Policies

Cancellation by the renting party must give notice one month prior to the reservation and the rental fee will be refunded, less a $10 cancellation fee. Notice less than one month prior will not be refunded. If the Parks and Recreation Department finds it necessary to cancel a pavilion reservation, a full refund will be given. Alcohol is allowed at all parks, except at Central Park, Cashman Park and Kaplan’s Wood Parkway, or Owatonna Soccer Complex. Glass containers are not allowed in any parks. Permits for large containers are required. Permits are available at the Parks & Recreation office for $10 and an additional damage deposit of $50. Minnesota Statue 340 regulates against the sale of alcoholic beverages.

Garbage - Pavilion renters are reminded that they are responsible for picking up and disposing of all garbage that is created by users into garbage cans provided or they could forfeit the damage deposit.

Chalet - No smoking is allowed in the Warsinski Chalet. Balloons are not allowed.

Keys should be picked up one or two business days before the rental. Damage deposits will be forfeit for anyone using balloons or failing to return their key. A $50 Pavilions are available at Brown Park, Dartts Park (small and large), Fairgrounds Park, Gainey Park, Jaycee Park, Kaplan’s Woods Parkway, Manthey Park (small and fee will be charged if the parks on-call person is called to open the Chalet on the day large), Mineral Springs Park (small and large), Morehouse Park (large and Warsinski of the event. Chalet), and Owatonna Soccer Complex.

Pavilion Reservations are now available on-line!

Use your MaxSolutions account to reserve for either a half or whole day. Reservations may also be made at the Parks & Recreation office, and may be made up to a year in advance. Rates vary depending on pavilion size and length of rental.

Event and Special Use Permits

Any park use other than a private party rental will require an event or special use permit to be completed. These uses would include tournaments, fundraising events, Central Park stage, festivals, or any other event that requires additional assistance from park, street or other city crews; or a request to waive fees.

Owatonna SeniorPlace is a place for leisure and recreational pursuits for adults over 50 years of age. Membership is $37.41 per person (includes tax) annually, January through December. As a member you also receive discounts to various businesses who are part of our member partnership program.

AARP Driver Safety Course This course qualifies drivers 55+ for a 10% reduction

in their car insurance. An eight-hour course is required if you have not taken this before. The four-hour refresher class is required every three years for your continuation of your 10% car insurance discount. A certificate is provided for your insurance company.
