Youth groups, small groups, other ministries: In the Junior Youth Spiritual Empowerment program, older youth act as animators to the junior youth. The program aims to assist junior youth to take ownership for their spiritual and intellectual development, to develop a strong sense of purpose and the volition needed to make good decisions, and to engage in meaningful social action in their communities. Thus, the program attempts to assist them to recognize the moral issues underlying everyday decisions and identify the moral implications of speech and action, and to empower them to channel their energies towards both strengthening their own character and to serving their community. Statement of beliefs: Throughout history, God has sent to humanity a series of divine Educators—known as Manifestations of God—whose teachings have provided the basis for the advancement of civilization. Buddha, Jesus, and Muhammad. Bahá’u’lláh, the latest of these Messengers, explained that the religions of the world come from the same Source and are in essence successive chapters of one religion from God. Baha’u’llah’s Revelation affirms that the purpose of our lives is to know God and to attain His presence. Our true identity is our rational soul, whose free will and powers of understanding enable us to continually better ourselves and our society. Walking a path of service to God and to humanity gives life meaning and prepares us for the moment the soul separates from the body and continues on its eternal journey towards its Maker. Realization of the principle of the oneness of humanity is at once the goal and operating principle of Bahá’u’lláh’s revelation. Bahá’u’lláh compared the world of humanity to the human body. Within this organism, millions of cells, diverse in form and function, play their part in maintaining a healthy system. Similarly, harmonious relationships among individuals, communities, and institutions serve to sustain society and allow for the advancement of civilization. Major principles include: the independent search after truth; the oneness of the entire human race; the abolition of all forms of prejudice; the harmony which must exist between religion and science; the equality of men and women; the introduction of compulsory education; the adoption of a universal auxiliary language; the abolition of the extremes of wealth and poverty; the institution of a world tribunal for the adjudication of disputes between nations; and the confirmation of justice as the ruling principle in human affairs.

We adhere to the following amended statement of faith. A fuller expression of our beliefs can be found in the church office. • We believe in one, holy God, eternally existent in three persons: Father, Son, and Holy Spirit. • We believe that God created the world, redeemed the world through Jesus Christ, and sustains the world through the power of the Holy Spirit. • We believe in the deity of Jesus, his sinless life, his atoning death, his bodily resurrection, and in his future personal return. • We believe that the Bible is the Word of God and that it is inerrant. • We believe in the necessity of spiritual rebirth through personal faith in Jesus for salvation. • We believe that the true church is made up of all who have been justified by God’s grace, through faith alone in Christ alone. And, we are energized by the possibilities and opportunities for Christ’s church in the future. We gather weekly to hear God’s voice call us to new life in Jesus Christ and send us out into the world to be the light of the world. We confess our sins, receive God’s forgiveness, sing hymns of praise, and pray. We worship so that we will be strengthened and renewed to live out our callings in the world.

Pastor Steve and Joan Crombie, Youth Directors Gabriel and Georgina Crombie Worship service days and times: Sundays 10:00am Worship service dress code, music or other details: The River Church exists to love God and love people. This is the meaning of life. Without doing these two things life is pretty meaningless. The message of our new facility is the word ‘transformed.’ So many don’t understand the great significance and hope that comes from knowing God and living according to His design for their lives. Our new facility went from having no hope, no purpose and diminishing worth to being transformed into a beautiful place of great value and benefit to so many for years to come. Services for children / available child care: That’s what The River Church works to do in the lives of people. In our new 138 year old building that’s full of character and history we’ve incorporated stateof-the-art technology and improvements to make involvement at The River an experience that’s both classic and fresh. We offer children’s Sunday school classes and ministry to Middle and High school students on Wednesday nights along with Men’s and Women’s groups that meet at various times and places throughout the week. T

he owner of The Children’s Exchange, a downtown Faribault store, will be closing its doors at year-end. Kimberley Robinson, the owner of the store located at 114 Central Ave., announced the decision in a Facebook post Wednesday evening. The store sells new and used clothing for adults and children as well as toys, movies and books. For Robinson, the decision was a tough one, admitting that she had

to have her husband press the send button after typing the announcement. “I’m sad that it’s going to go,” she said. “I don’t want to, but I kind of have to.” Her reasoning for closing the shop is a confluence of more local competition and some personal health problems. “There is too much competition ever since the Goodwill came in,” she said. “It stopped the flow of customers.” For now, Robinson has marked everything in the store 30 percent

off and said she may change those savings toward the middle of the month because, as she said, “everything must go.” The store will leave behind a 34-year legacy that began with Sue Chavie in 1982. After Chavie retired years ago, the store was purchased by Kieran Nystrom, who sold it to Robinson just a year later. At the helm for the last two years, Robinson knows which part she will miss the most. “I’m going to miss seeing the kids grow up,” she said. “I see babies when they come in and then to

see them at two years old and three years old … I get to see them grow up and that is what I’ll miss. Seeing their happy faces every day.” Robinson said that her time running the shop was, “a lot of fun,” as she offered a shopping experience where kids and parents can both enjoy themselves. “The one thing I always did was when the moms came in, they would hand me their baby and go shop,” said Robinson. “I would sit there and spoil the baby and play.”

Minnesota has been approved for a third federal disaster assistance program after September’s flooding, officials announced Thursday. The U.S. Small Business Administration will offer Physical and Economic Injury Disaster Loans in seven Minnesota counties, including Rice, and Economic Injury Disaster Loans in many others, according to a SBA press release. The SBA announcement comes after the Federal Emergency Management Agency declared the region eligible for Public Assistance funds, which compensate damage to public property and infrastructure, in early November. At that time, the request for Individual Assistance to homes and businesses was denied. Gov. Mark Dayton’s administration appealed that denial on Nov. 16, citing a more comprehensive list of damaged properties as well as the approaching onset of winter, with many homes’ furnaces damaged by the floods. Earlier this week, following the appeal, it was announced Minnesota homes and businesses would be eligible for Individual Assistance funds. Steele County Emergency Manager Mike Johnson said that decision triggered the SBA announcement. “We had to get the Individual Assistance to get Vol. 103, No. 239 ©2016

After a Faribault City Council discussion on Tuesday night, city staff was directed to make changes to the city’s 2017 budget that will result in an approximately 2.25 percent tax levy next year. City Finance Director Karla McCall offered four different tax levy options that revolved around the council’s decisions regarding savings from changing the city’s insurance benefits and its decision whether to pay for a full-time GENERAL FUND police officer REVENUE hire. In addition, the council directed McCall to put 50 percent of the $148,000 in insurance benefits savings into the General Fund to lower the levy instead of the $32,000 of the $148,000 that McCall originally recommended. The choice to start the police officer after July 1 is due, in part, to the possibility that the Faribault Police Department could earn an Office of Community Oriented Policing Services grant, which was not awarded during the first round of applications this year.

The Northfield City Council stuck with its preliminary plan for the 2017 citywide tax levy, consisting of a 2 percent increase from the 2016 level. The increase means that, including levies from the Economic Development Authority and Housing Redevelopment Authority, Northfield’s total levy will move from $8.10 million in 2016 to $8.26 million for 2017. The majority of councillors felt the 2 percent increase was a comfortable compromise. The council started out its discussion on the 2017 citywide tax levy at a 3 percent increase from 2016 at an August work session. The figure, suggested by city staff, led by Finance Director Melanie Lammers and Administrator Ben Martig, came as a result of increased infrastructure and equipment costs. Lammers The 3 percent would have reflected a change from the $8.10 million levy for 2016 to a proposed $8.34 million proposed levy for 2017. The majority of the increased levy dollars in the 3 percent increase would have gone toward the general fund, mostly for staffing and Martig services costs. The park fund was also scheduled for a $30,000 increase, and the city facilities fund a $20,000 increase. There is also money being set aside for a fiveyear streets plan, which includes maintenance and reconstruction in various city locations. A second option, presented but not recommended in September, was to set the preliminary levy at only a 1 percent increase. Staff would need to cut $161,000 from the general fund budget in that case. Martig and Lammers laid out a few areas that would need to be considered for cuts to make that option work: full-time staff (to parttime), overtime, street department service areas, and technology upgrades. Instead, the City Council found a compromised preliminary position at a 2 percent increase. The number was higher than what councilors David DeLong and David Ludescher wanted (1 percent), but lower than the citystaff-recommended 3 percent.

A group of incarcerated individuals and a congregation from Dundas have discovered the parallels between their lives through singing. Rejoice! We all need saving.” For Shelby and Faribault prison Chaplain David Swagger, a unifying message is at the heart of why this event has continued in this form for six years. Shelby met Swagger when he was invited to attend a bible study at the prison. After becoming acquainted, Swagger asked if Shelby could fill in for him with the prison choir during his vacation. “He asked me if I would be interested in directing the prison choir on Sundays,” said Shelby. “I told him I was interested, but I couldn’t do something like that because I was already busy on Sundays. We began thinking outside of the box at that point.” Together, the two men came up with the idea that Shelby

The choir has seen steady growth since it began six years ago, and it set a new record this year with 41. “There is an element of curiosity to it,” he said of why he believes so many people sign up. “I usually find that there could already be the thought planted in their minds that they wanted to do something at the prison or volunteer in some way, they just never did anything about it.” For Anderson, a veteran of the choir, reaching out to prisoners with “hope and joy at Christmastime,” is paramount to her annually renewed commitment to the collaboration.
