Five members of the Prince William Board of County Supervisors violated Virginia’s Freedom of Information Act when they attended a police department meeting called in the wake of a Manassas protest against the police killing of George Floyd in 2020 without complying with statutory public disclosure requirements, the Virginia Supreme Court held Thursday. Writing for the majority in a 5-2 decision, Justice Wesley Russell, Jr. said that there was sufficient evidence presented that the meeting at issue, called by former Prince William County police chief Barry Barnard and Deputy Chief Jarad Phelps, met the definition of a public meeting subject to Virginia’s FOIA law. The Supreme Court decision, released Thursday, May 18, revived the lawsuit after it was dismissed in October 2020 by Judge Dennis Smith, the former chief judge of the Fairfax County Circuit Court. Smith granted Board of Supervisors Chair Ann Wheeler and her four fellow Democratic supervisors’ motion to strike the lawsuit in Prince William County Circuit Court after a five-hour hearing. Smith was assigned by the Virginia Supreme Court to hear the case after all six judges on the Prince William County Circuit Court bench re-

cused themselves. The meeting that sparked the case was a gathering of about 60 community members, faith leaders and elected officials called in the wake of a May 30 protest in Manassas. The meeting was attended by five of the eight supervisors: Victor Angry, D-Neabsco; Andrea Bailey, D-Potomac; Kenny Boddye, D-Occoquan; Margaret Franklin, D-Woodbridge; and Wheeler. According to testimony, several faith leaders and members of local Black churches were also in attendance. The meeting was held at the Prince William County Police Department’s central station off Bacon Race Road and lasted about two hours, supervisors said. Prince William County residents B. Alan
Gloss, Tammy Spinks and Carol Fox alleged the police department meeting was illegal because the public wasn’t notified and because the three Republican county supervisors – Jeanine Lawson, R-Brentsville; Yesli Vega, R-Coles; and former supervisor Pete Candland, R-Gainesville – were not told about the meeting and did not attend. Spinks said she is no longer a party to the lawsuit because she moved out of the county. The lawsuit alleged public business was discussed at the meeting because the police department officials gave their account of the police response to the protest, which began peacefully and then turned violent. Prince William County’s next large data center complex could displace the Hillwood Camping Park, a recreational vehicle and camping trailer park tucked behind U.S. 29 in Gainesville that has long provided a lower-cost housing option for both long-stay visitors and longer-term workers. An application to rezone the park’s nearly 82 acres was filed with the county late last year and is moving through the process. The site is under contract to sell to Chuck Kuhn, founder of JK Moving Services and a developer of several data center properties in Loudoun and Prince William counties. His company filed the rezoning application.

The application seeks to shift the area’s zoning from agricultural and general business to light industrial to accommodate the construction of nearly 1.8 million square feet of data centers. The applicant also wants to add the property to the county’s Data Center Opportunity Zone Overlay District, as doing so would let it avoid the special use permit process, which would subject the project to more intensive review. Enlarging the data center zone is usually done through a board of supervisors-initiated zoning text amendment. That initiation was scheduled by planners for consideration by the Prince William Board of County Supervisors on Tuesday, June 6. But Supervisor Jeanine Lawson, R-Brentsville, whose district contains the property, says she was not briefed on the matter and was taken by surprise by the scheduling. See DATA CENTERS, page 2

Manassas woman, Woodbridge man killed in fatal shootings Police investigate 2 separate weekend incidents Staff Reports In Woodbridge, a 25-year-old man died after an afternoon exchange of gunfire outside his apartment. A few hours later, a 63-year-old Manassas woman was found dead from gunshots inside her kitchen. Both fatal shootings occurred less
than three hours apart on Sunday, May 21. Police made an arrest in the Manassas incident but are still looking for a suspect in the Woodbridge shooting, according to 1st Sgt. Jonathan Perok, a Prince William County police spokesman. In the Woodbridge incident, police responded to the Misty Ridge apartment complex, in the 15000 Lost Canyon Court, at 2:43 p.m.
and determined the victim, Michael Eugene Hawkins III, and another man were involved in a verbal fight that erupted in gunfire. Hawkins died of his injuries at an area hospital. The other man fled from the scene, Perok said. In Manassas, police arrived in the 7900 block of Minor Hill Road at 4:21 p.m. and found Joyce Francine Gould, 63, lying unconscious on her kitchen
floor. Gould was pronounced dead at the scene, Perok said. Police determined Gould was shot during an argument by her tenant, who was later located and arrested in Fairfax County. Roger Allen Foote, Jr., 61, was charged with murder and use of a firearm in the commission of a felony and was being held without bond Monday, Perok said in a news release.

‘The camping park will be torn down’
The campground has long been favored by workers who need a place to stay while employed in the area. The park’s website said it had space for 140 campers; it accepts all sizes of RVs, but tents are not allowed. Fees for electricity and water hookups are between $900 and about $1,000 a month, according to the park’s website. The camping park’s manager, who declined to give her name, said the facility had been full for 10 years. She said its residents, most of whom live in parked trailers, include Pentagon and other military employees, construction workers and even traveling nurses. She said residents had been told the park had been sold and that they would be given 60 days’ notice to move. That word is expected to come later in the summer or in the fall, she said. The owners told her the park was going to cease being a campground and “was probably going to be a data center,” she said. “It is not going to be a camping park. The camping park will be torn down.”
Concerns about the data center plans
According to the rezoning application, the 81.9-acre property spans 13 parcels owned by various individuals, LLCs and trusts, all related to the Gardner family of Gainesville. On LinkedIn, Carl Gardner is listed as president of Hillwood Camping Park. The contract purchaser of the property and rezoning applicant is Delaware Land LLC, whose principal is listed in other legal documents as Kuhn. The site is located just west of the intersection of U.S. 29 and U.S. 55 in Gainesville and behind the McDonald’s and CVS pharmacy. The main road that runs through the camping site is called Gardner Manor Place; it is accessed from McGraws Corner Drive, off Lee Highway. A railroad
track runs along the rear and side of the property. Across the tracks is Village Place Technology Park, a 1.2-million-square-foot data center campus now under construction. And adjacent to that is the Gainesville Business Park, a four-building light industrial facility purchased earlier this year for $57 million by JK Land Holdings, which is owned by Kuhn. That property is at the intersection of John Marshall Highway (U.S. 55) and U.S. 29. According to the rezoning documents, Delaware Land wants to build up to 1,787,266 square feet of data center space on the acreage. It is asking to raise the height limits in the light industrial zone to allow for structures up to 80 feet high, which would allow for three-story data center buildings. Plats submitted with the application do not show where the buildings would be built. However, if the developer were to build 1.7 million square feet of data space in three-story buildings, that would call for a footprint of 600,000 square feet, likely in several buildings. When rezoning requests are received by the county, they are sent out to agencies and offices for comment. In this case, Prince William County planners sought comment from 15 such agencies, and about half raised substantial questions or asked for changes. There were no showstoppers, but the county historical commission recommended phase I and possibly phase II and III archeological studies on the land, which is about 2.5 miles from the Manassas battlefield. Phase I studies seek to identify historic sites. Phase II work involves more intensive surveying and testing. Phase III involves excavation and artifact recovery. Artifacts recovered would be donated to the county. Meanwhile, in a May 15 letter, county principal planner Christopher Perez noted that the requested light industrial zoning would not allow uses slated for the properties in the recently approved comprehensive plan, which include mixed-use offices and high-density residential neighborhoods. He did not propose a solution, however. Perez also noted that Delaware Land wants to rezone public roads that bisect its property to

make them developable but pointed out that these roads are owned by the county or by VDOT. This, too, was scheduled to be discussed on June 6. He also said the comprehensive plan asks that development plans include the siting of buildings, which are not seen on the plans. Perez was also concerned that the developer would build high-density data centers and then subdivide portions of land not built upon and put other industrial buildings on them. “This seems problematic,” he wrote. He wrote that the proposed electric substation is too close to nearby residential housing. And he asked for more buffering and screening to hide the data center buildings. Regarding noise, Perez asked for a proffer from the developer stating that it will conform to county noise limits, which are 55 decibels at night and 60 during the day. He also requested a sound study that would cite mitigation measures that will be put in place before an occupancy permit is issued. He asked that the developer add the height of mechanical cooling equipment, which is seen on many data center roofs, to the height of the buildings – for which a height increase is already being requested. The equipment could add 20 to 30 feet to the buildings, he noted. “If these items are not included in building maximums, then the true heights of the buildings are unknown,” he wrote. The county’s Assistant Chief of Watershed Management Benjamin Eib noted deficiencies in buffering with trees and shrubs as well as encroachments into riparian protection areas, which are not allowed. The environmental staff recommended a survey for suitable habitat for the wood turtle. “If suitable habitat is determined to occur onsite, then staff recommends the applicant set aside that habitat as conservation area,” he wrote. Delaware Land LLC has 45 days from May 15 to file a second submission addressing all of the questions and suggestions. Manassas Park inks deal with luxury movie theater chain to anchor its new downtown By Cher Muzyk

B&B Theatres, a luxury movie theater chain, is coming to downtown Manassas Park and will anchor the city’s new destination town center, “Park Central.” The new theater facility will include eight “best-in-class,” wall-towall curved movie screens, heated recliner seats, a full bar and an expanded theater menu. A full-service restaurant, Sterling’s, is also planning to open in the same complex, according to Manassas Park City Manager Laszlo Palko. Norton Scott LLC, a real estate developer, will construct the 53,000-square-foot theater and restaurant facility and is expected to break ground in 2024 and complete the project in 2025, Palko said. The movie theater and restaurant will be part of Park Central, an ambitious and complicated public-private endeavor now more than five years in the making. The city council’s goal is to design a downtown for Manassas Park to boost the city’s economic position and, hopefully, bring some relief to property owners, who for years have endured the highest real estate tax rates in Northern Virginia. “Park Central Plaza” – an openair, public square with seating – was officially opened to the public last July. The city later opened the new city hall, a 10,000-square-foot library and a splash pad for kids.

Local restaurants Jirani Coffeehouse and La Finca Mexican will open second locations on the first floor of the new Manassas Park City Hall adjacent to the public plaza later this year. Both establishments received their building permits this week and are expected to open this fall or winter, Palko said in an email. The city had signed a deal with Cinema Café in May 2022, but it later announced it was pulling out. “Previously, Cinema Café wanted to own and construct a theater, but due to inflation, new theater constructions are rare across the country,” Palko said, adding: “Most theaters are looking for renovation projects with associated lower lease rates rather than paying for new construction rates.” When Cinema Café backed out, Norton Scott, which who built the new city hall, library and plaza, stepped in. “In terms of moving back on the
right track, in reality all that happened was a pivot from having a theater company build the theater to having a developer do it and lease it out,” Palko said. “Once Cinema Café no longer could construct (the theater), they started negotiating a lease … with Norton Scott,” Palko said, but there were “multiple theater prospects,” and the city and Norton Scott went with B&B Theaters. After connecting with Kansas City, Missouri-based B&B Theatres at CinemaCon, the largest gathering of movie theater owners from around the world, representatives from the city and Norton Scott, “went to visit them in Kansas City this past fall to see their product firsthand and were very impressed,” Palko said. Norton Scott soon began lease negotiations with B&B Theatres. Palko said that the project is in the design phase and that plans are in the works for an outdoor screen at
the theater. He also said there will be other amenities “that in time B&B will reveal to the public.” “We are so excited for the realization of this project and can’t wait to bring the magic of the movies and the B&B way to movie lovers in Manassas Park,” Bob Bagby, president and CEO of B&B Theatres, said in a news release. B&B operates a theater in Blacksburg, so the Manassas Park location will be its second in Virginia. B&B Theatres is the nation’s largest privately held theater chain and the fifth-largest theater chain in North America. B&B operates 529 movie screens at more than 50 theater complexes in 14 states, according to its website. Palko said commercial offices and a city hall annex will be built on top of the movie theater complex. “The next steps are for Norton Scott and the city to finalize a lease agreement … for these offices by the fall,” he said. Once the movie theater complex and restaurants are fully operational, the city expects the project to generate an estimated $500,000 in tax revenue annually from real estate, meals, professional and occupational licensing and business property taxes, Palko said. Police declared the protest an unlawful assembly after some demonstrators threw rocks and other items at officers and into the crowds. The Virginia State Police, who came to the aid of local officers, deployed chemical agents into the crowds to disperse them hours after calling on all protesters to leave the area. Several businesses in the area of the protest, which took place outside Manassas near Va. 234 Business and Sudley Manor Road, suffered property damage, including broken windows. The case turned on the legal definition of “public business” for purposes of Virginia’s FOIA law. The five supervisors said during testimony during the circuit court hearing that they conducted no public business at the meeting. All said they were not formally invited to the meeting by the police department, did not realize their fellow supervisors would be in attendance and went just to listen. The Supreme Court’s majority disagreed with the five supervisors and concluded that the matters discussed at the meeting met the definition of public business. Russell wrote that a topic is public business under Virginia’s FOIA law if it “is on a public body’s agenda or is likely to come before the public body in the foreseeable future.” Applying that definition of public business, Russell agreed with the petitioners’ attorneys, Chris Kachouroff and Patrick McSweeney, who argued throughout the case that because more than three supervisors were in attendance and the discussion covered public business -- demonstrations against police brutality and the police department’s response -- the community meeting met the definition of a meeting of the Prince William Board of County Supervisors as defined by the Virginia FOIA Act . “To adopt the defendants’ construction—that a topic cannot be public business until it appears

on a formal Board agenda—would gut the open meeting provisions of VFOIA,” Russell wrote. “It would allow portions of or full boards of supervisors to meet, discuss and decide county business in secrecy by waiting until after their private discussions and decisions to place an item on a formal agenda. Such a result cannot be reconciled with either the language or purpose of VFOIA, and we reject such a construction of the statute.” The state Supreme Court justices were split on the decision. Two justices, S. Bernard Goodwyn and Cleo E. Powell, disagreed with Russell’s interpretation of the legal definition of public business for FOIA purposes and joined in a dissenting opinion. In the minority opinion, Goodwyn wrote that Russell’s definition was “unsupported by the plain meaning of the phrase public business in which the phrase is used” in Virginia’s FOIA law. “This broadened definition of public business will make gatherings for the purpose of purely informational discussions between government officials and citizens subject to the notice requirements of VFOIA, despite language in VFOIA clearly intended to exempt such discussions from its requirements,” Goodwyn wrote. Because the majority opinion reversed the judgment of the circuit court and remanded the case for further proceedings, the matter is on its

way back to the circuit court. Spinks said that while she is no longer a petitioner in the case, she was “delighted” with the outcome and said it was a “huge” victory not just for the parties involved but for all citizens of the commonwealth. “This has been a long hard fight where for three long years there has been no accountability,” Gloss said, expressing satisfaction with the high court’s decision and thanking his fellow petitioners and attorneys. “Open meeting laws exist so we don’t get politicians making backroom deals,” Gloss said. “The government must at all times operate in the open and in view of the public.” The case will be back in the circuit court for further proceedings, but no upcoming hearings have been scheduled. The ruling comes at a difficult time for Wheeler and the other four Democratic board members. All are up for reelection in November, and some face challengers in the June 20 primary. An issue that may come to the forefront as the case proceeds is the attorney fees that have been mounting over the last three years of litigation. “This court case has cost the county hundreds of thousands of dollars on teams of high-priced lawyers,” Gloss said. Wheeler said that the county paying for all of the supervisors’ attorney fees. “While there’s pending litigation, the only comment that I have is that it is unfortunate a case such as this has already cost the taxpayers of Prince William County over $150,000 (in attorney fees) with more certainly to come.” Gloss said he anticipates a quick resolution in the circuit court. “Hopefully the court issues a ruling based on the original case and the Supreme Court decision so that the taxpayers are not paying for their defense any longer,” he said. Gov. Glenn Youngkin is backing three local Republican candidates in state races, including two that have contested primaries on June 20. With early voting already underway in the primaries for state and local offices across Prince William County, the governor’s latest round of endorsements comes at a key time. “I know this group of candidates – which includes experienced legislators, law enforcement officials, small business leaders and business executives – are committed to making Virginia the best place in America to live, work and raise a family,” Youngkin said in a press release.

In state Senate District 30, which includes parts of Prince William County and the cities of Manassas and Manassas Park, Youngkin endorsed Bill Woolf, a political newcomer. Woolf is a small business owner and a former northern Virginia police detective. His Republican primary opponent is Mark Ruffolo, also an entrepreneur and a 29-year U.S. Army veteran. There is no incumbent in the newly drawn state Senate district, which is comprised of nearly 135,000 voters, according to the Virginia Public Access Project. Del. Danica Roem, D-13th, is the

Youngkin endorsed John Stirrup in the Republican primary in the House of Delegates’ 21st District over his opponent Josh Quill. The newly drawn district is comprised of about 58,000 voters in Gainesville and Brentsville, according to VPAP. Stirrup represented the Gainesville District on the Prince William Board of County Supervisors for two terms after being first elected to the seat in 2003. When will the data center madness end? Just when you hoped that data center developers were fresh out of audacious, along comes another brazen scheme to pave us all into oblivion. It has been learned that the Hillwood Camping Park in Gainesville is selling its 82-acre site to Delaware Land LLC for the purpose of developing data centers. The purchaser is associated with JK Land Holdings and data center developer Chuck Kuhn. The site is directly across the railroad tracks from the 30-acre Gainesville Business Park that JK Land Holdings purchased in January. The rezoning application (REZ2023-00018) states: “The applicant is seeking to rezone the

property … to allow for the development of 1,787,266 square feet of data center space, to modify the building height … from 60 feet to 80 feet, and to request an extension of the Data Center Opportunity Zone Overlay District to include the property.” That last part means the applicant wants to waive the provisions of a special use permit in order to lower the bar for approval. Did they want nuts and a cherry on that, too? I wonder when the county is going to make such information public to the surrounding residential communities like Virginia Oak and Lake Manassas. If your county government cared about your input, they would seek
it out. The fact that you haven’t heard from them confirms what you already knew -- that you are an inconvenience to their developer-centric agenda.

Occoquan kicks off summer with RiverFest, craft show, boat parade By Aileen Streng

In a sure sign summer is quickly approaching, Occoquan is gearing up for this year’s RiverFest & Craft Show, a festival that celebrates the town’s history and heritage on the river. As part of the RiverFest & Craft Show festivities, the community is invited to join in on the river fun on Sunday, June 4 for the first-ever “Whatever Floats Your Boat Parade.” Registration for the parade is $45 per vessel. Businesses interested in participating can become sponsors of the event. The fee for businesses is $150. The greater portion of registration fees goes toward Occoquan’s Million Mighty Mussel Project in partnership with Potomac RiverKeeper Network. Entrants with decorated river vessels will paddle the half-mile along the town’s coastline and arrive at the Occoquan footbridge by 11 a.m., where judging will take place. Visitors can watch the parade from the Town Dock, Conservation Alley or at the Ellicott footbridge. The award ceremony is at 2 p.m. in River Mill Park. For those who prefer a leisurely paddle, kayaks and standup paddleboards will be available for rent all weekend at Penguin Paddling, 201 Mill St. The RiverFest & Craft Show will be held from 10 a.m. to 5 p.m., both Saturday and Sunday, June 3 and 4. Get ready for more than 200 artisans, makers and creators to fill the streets of town. Festival visitors can shop for everything from accessories to wood crafts, fine art to children’s items. Many of the town’s shops and boutiques are ready to welcome shoppers, too. Food trucks, grills and gourmet-to-go vendors, as well as Occoquan restaurants will be available throughout the weekend. Visitors can even sip on their favorite alcoholic beverages while strolling and shopping throughout the event. Simply pop into any participating Occoquan restaurant with an “on-premises license” and get it to-go. Don’t miss the beer & wine garden with live concerts starting at noon both days in River Mill Park. Woodlawn Press Winery and Waters End Brewery will be serving up pours to savor. Up All Night is the featured band on Saturday, and the Ashleigh Chevalier Band returns to Occoquan on Sunday. Pro-tip: Take the Green shuttle, which drops off right at the park. LEGAL NOTICES NOTICE TO THE PUBLIC OF VIRGINIA ELECTRIC AND POWER COMPANY’S REQUEST TO REVISE ITS FUEL FACTOR CASE NO. PUR-2023-00067 • Virginia Electric and Power Company (“Dominion”) has filed an application pursuant to Code § 56-249.6 to revise its fuel factor effective July 1, 2023. • In this case, Dominion’s total fuel factor consists of a current period factor (“Current Period Factor”) rate of 2.8587 cents per kilowatt-hour (“¢/kWh”), and a prior period factor (“Prior Period Factor”) rate of 1.4716 ¢/kWh, which together result in a total fuel factor rate of 4.3303 ¢/kWh. • Dominion seeks implementation of only the Current Period Factor rate at this time, and recommends suspending implementation of the Prior Period Factor rate pending the Commission’s consideration of a future petition by Dominion to finance certain deferred fuel costs through fuel cost bonds, which Dominion intends to file on July 3, 2023. • Implementation of the Current Period Factor beginning July 1, 2023, results in a 0.679 ¢/kWh decrease to the fuel factor rate, which, for a residential customer using 1,000 kilowatt-hours (“kWh”) per month, represents a decrease of $6.79 per month. • A Hearing Examiner appointed by the Commission will hold a telephonic hearing in this case on September 5, 2023, at 10 a.m. for the receipt of public witness testimony. • An evidentiary hearing will be held on September 6, 2023, at 10 a.m., in the Commission’s second floor courtroom located in the Tyler Building, 1300 East Main Street, Richmond, VA 23219, to receive the testimony and evidence of the Company, any respondents, and the Commission Staff. • Further information about this case is available on the SCC website at: scc.virginia.gov/pages/Case-Information. On May 1, 2023, Virginia Electric and Power Company (“Company” or “Dominion”) filed with the State Corporation Commission (“Commission”) its application (“Application”) pursuant to Code § 56-249.6 to revise its fuel factor effective July 1, 2023. Dominion’s total fuel factor consists of a current period factor (“Current Period Factor”) and a prior period factor (“Prior Period Factor”). For the July 1, 2023, through June 30, 2024 fuel year (“Rate Year”), the Company projects jurisdictional fuel expenses, including purchased power expenses, of approximately $2.292 billion, which results in a Current Period Factor rate of 2.8587 cents per kilowatt-hour (“¢/kWh”). Dominion also has a projected June 30, 2023 fuel deferral balance of approximately $1.275 billion, and the Company proposes a Prior Period Factor rate of 1.4716 ¢/kWh. Together, these components result in a total fuel factor (“Total Fuel Factor”) rate of 4.3303 ¢/kWh for the Rate Year. According to Dominion, the projected fuel deferral balance continues to be substantial due to significant commodity price increases during the prior period and implementation of a mitigation plan approved by the Commission in Case No. PUR-2022-00064. The Company states that recent legislation has authorized the ability to finance certain deferred fuel costs through fuel cost bonds (“Fuel Securitization”). Dominion asserts that approval of Fuel Securitization could mitigate the near-term impact customers would otherwise bear due to the sizeable projected fuel deferral balance and, therefore, the Company intends to file for approval of Fuel Securitization once the legislation becomes effective on July 1, 2023. Given that the Prior Period Factor recovers the fuel deferral balance that, according to the Company, will be the subject of its future Fuel Securitization petition, Dominion recommends an alternative to implementing the Total Fuel Factor rate of 4.3303 ¢/ kWh on an interim basis beginning on July 1, 2023. Specifically, Dominion supports implementation of only the Current Period Factor rate of 2.8587 ¢/kWh on an interim basis beginning on July 1, 2023, and recommends suspending implementation of the Prior Period Factor rate of 1.4716 ¢/kWh pending the Commission’s consideration of the Company’s Fuel Securitization petition. If the Company’s Fuel Securitization petition is approved, Dominion asserts the Prior Period Factor would not be implemented – instead, beginning in early 2024 customers would start to pay the fuel securitization bond, which the Company currently estimates will be approximately $2.50 per month for a residential customer using 1,000 kilowatthours (“kWh”) per month over the first year, based on a ten-year securitization. If the Commission denies the Company’s Fuel Securitization petition, then the Prior Period Factor rate of 1.4716 ¢/kWh would be implemented following disapproval. If the Company were to implement the Total Fuel Factor rate of 4.3303 ¢/kWh rather than just the Current Period Factor rate, it would increase the bill of a residential customer using 1,000 kWh per month by $7.92 per month over the Rate Year. In contrast,
according to the Company, implementation of only the Current Period Factor rate of 2.8587 ¢/kWh on an interim basis would result in a 0.679 ¢/kWh decrease to the fuel factor rate. For a residential customer using 1,000 kWh per month, this represents a decrease of $6.79 per month beginning July 1, 2023. However, as noted above, if the Company’s Fuel Securitization petition is approved, in addition to the Current Period Factor rate decrease of $6.79 per month, beginning in early 2024 customers would be charged for the fuel securitization bond. For purposes of judicial economy, the Company proposes that the current proceeding and the Fuel Securitization proceeding, which the Company anticipates filing with the Commission on or about July 3, 2023, be consolidated. Dominion is also seeking approval in this proceeding of an accounting change as it relates to the funding of base rates and the fuel factor for customers taking service under the approved marketbased rate (“MBR”) schedules, Rate Schedule MBR, and the SCR Rate Schedule (collectively, the “MBR Customers”). Specifically, the Company is proposing to alter the order in which revenues collected from MBR Customers is attributed to base rates and fuel. As proposed, revenue from MBR Customers would first fund all approved generation riders and cost-of-service base rates, with the remaining revenues being allocated to fuel. Winning a 30-yard free kick following a hard tackle by Battlefield’s Amari Benjamin, Noseworthy calmly stepped to the ball and delivered a sensational goal. Lasering a shot through the defense and into the left pocket, Noseworthy struck the ball so hard the goalkeeper didn’t even move as he knotted the game at 3-3. The Cedar Run District Player of the Year wasn’t finished. Two minutes into the first of two five-minute overtime periods he ripped a shot to the bottom right of the goal, but Bobcat goalie Dylan Ennis made a diving deflection that kept the ball in play. An unmarked Jaiden Skelton crashed the net and tapped in the go-ahead goal with Ennis still on the ground, giving Osbourn the 4-3 lead, which held up as the No. 1 seeded Eagles won their third straight district title in a classic game. “He’s the captain of this team for a reason. He leads by example. In the 25th minute, Nathan Andrade received a long ball in the left corner from Jordan Savage at midfield and played a perfectly placed pass in front of the net for Robbie Karas, who headed it in to tie the game. Then, Mathew Carlin fed Manzi Siibo in the box who buried a 10yard shot into the top left corner to take a 2-1 lead in the 37th minute. “I thought we were able to get a little possession in the attacking half. We were able to get some serves in and be dangerous,” Homan said. Fifteen minutes into the second half, Noseworthy drew the Eagles level. Dribbling away from the goal to the left of the box, Noseworthy ripped a shot on the ground across his body with his left foot and beat the keeper to the far post, trying the game at 2-2. “I just shot it and prayed,” Noseworthy said. The match was tied for 20 minutes until Battlefield took the lead in the 74th minute. Carter Cramp was left unmarked on the back post on a throw-in into the box by Karas, and as the ball bounced by other players, Cramp used his head to tap it in and give the Bobcats the 3-2 lead. Every time he gets a free kick, he steps up confidently, and we all kind of knew on the sideline what to expect from him. He’s just amazing,” said Calandra. Neither team scored in the final ®

Said Calandra of the game-winner, “Ironically, we talked about it and said to be prepared to follow shots. We knew going in, their goalkeeper gave up a lot of rebounds. and he anticipated a rebound.” On May 17, Battlefield blanked No. 3 Osbourn Park 3-0 in their district semifinal to set up the heavyweight meeting with Osbourn, which had downed Freedom 6-1. “It always seems to be us two at the end. It’s nice, it’s a good rivalry,” said Calandra.

What to do when you’re ready to sell By Becky Miller

As a local REALTOR®, one of the most frequently asked questions I receive is about prepping a home for sale. Selling a home can be a stressful process, and I have seen many home sellers become overwhelmed by everything they think they need to do. I call it paralysis by analysis. If you systematically break down the process into daily, weekly or monthly tasks, you’ll be able to show ready in no time. Below are a few of my tips and tricks to make your home show ready.
Research your local housing market
The most important first step is to do your homework regarding the value of your home. Take a look at comparable sales in your neighborhood to figure out your appropriate listing price. Pay attention to the various comps’ square footage, features and location and think about how they compare to your home. A reputable REALTOR® should be able to assist with finding comps and determining a listing price for your home.
Buy more light bulbs
Buyers love bright homes and, without fail, as you’re prepping, those pesky lightbulbs will burn out; so, do yourself a favor and stock up on light bulbs in advance, then do a walk-through and make sure every light bulb is working properly.
Give your house a deep clean
First impressions mean a lot. So, don’t let foul smells, dirty floors or dusty surfaces make a bad one on a potential buyer. I often tell my clients … “If I can smell it, I can’t sell it.” We are desensitized by the smells in our own homes; so, enlist a friend or relative who will be brutally honest with you. Deep clean prior to going on the market and then keep it up - this means cleaning toilets, wiping surfaces, mopping floors, cleaning rugs and scrubbing bathrooms. Con-
sider calling in the professionals to ensure that your place is in pristine condition and to help take some of the pressure off of you.
Declutter the home
Decluttering and organizing your space will go a long way in appealing to potential buyers. When a home is clutter-free, buyers can focus on the actual home instead of the excess junk, accessories and overflowing closets.
Call a handyman
When getting a house ready to sell, you should have your handyman on speed dial. Make sure anything and everything that needs to be fixed (think: locks, hardware, leaky faucets, running toilets, cracks in the walls, broken appliances, squeaky doors, etc.) is fixed before listing a home.
Paint the walls
Now’s the time to repaint your home. Start by painting over those bright orange and green walls with neutral colors. Stick to whites, light grays, light beiges and “greige” wall colors. These shades will make your

Prep your exterior
Don’t forget to also spruce up your home’s curb appeal. After all, the outside of the home is the first thing potential buyers will see when they arrive for a showing. So, make sure that the grass is cut, and the yard is landscaped with fresh mulch and tidy bushes and shrubs. I also recommend adding a bit of character to your entry by adding some colorful flowers to the front porch.
Hire a professional photographer
Given that most potential buyers begin their search for homes online, it’s important to understand your first opportunity to sell your home is through photos or video. It’s crucial to include high-quality, professional photos in your online listing. Without excellent high-resolution images, potential buyers may overlook your home. Your real estate professional should be able to help with finding a photographer; so, be sure to ask who they use when interviewing real estate agents for the job.
Rent a storage unit
When getting a house ready to sell, it’s important to declutter and purge your belongings to clear the house of excess belongings. If you’re willing to rent a storage unit before selling a home, this will give you a safe and secure place to store all of your extra stuff when staging and showing the house.
Depersonalize your home
When selling a home, you want to strike the perfect balance between depersonalization and the appearance of a warm, welcoming home. This means putting away most framed
photos, bulletin boards and personal items (think: photo albums, magazines, toys, awards, calendars, etc.) throughout the home. Leave a few nice, framed photos around the house to make the home more inviting. Now that your home is ready to hit the market, here are a few tips for getting it sold quickly and efficiently. Plan an open house: If you’re willing, allow your real estate professional to host an open house to create a buzz around the new listing. Open houses are a great way to attract all sorts of buyers and buyers’ agents. If you end up with multiple bids – or even one great offer – in one day, you might not have to show your home over the course of multiple weeks. Be flexible with showings: Showing a home to buyers is never convenient. But if you want to sell quickly and maximize your selling price, it’s important to remain flexible and accommodating when showing a house to qualified buyers. A great tip is to take a long weekend or visit relatives the first weekend the property hits the market, as that’s generally when you receive the most traffic through a home. Avoid over-improving your home: While it’s important to get your house in top condition when listing it, you shouldn’t tackle costly additions and improvements – especially if you want to sell the home quickly. Renovations can take months to finish. To sell quickly and efficiently, try simple improvements, such as decluttering, repainting and fixing obvious issues, such as holes in the wall.

Joanne Free Hawkins Joanne Free Hawkins, age 90, passed away peacefully on May 16, 2023. She lived a long fulfilling life beloved by her family and as a proud member of the Nokesville community. She was born on March 29, 1933, in the same house she spent most of her life in, to the late Lucile Mark and William Raymond Free. In addition to her parents she was preceded in death by her husband Thomas Michael Hawkins, SR and her sister Vera Albrite and four brothers. Joanne was the secretary and bookkeeper at Brentsville District High School since it opened on Aden Road in 1965 until she retired. She was also the neighborhood Avon lady and delivered all orders in person. She played bridge every Wednesday and Poker every Friday night. Joanne also immensely enjoyed Bingo and the slot machines. If the television was on you could find the Washington Nationals, Washington Redskins or General Hospital playing. She was a lifetime member of the Nokesville United Methodist Church. She provided a home cooked meal every night to her family and helped raise her grandchildren making sure they never rode a bus to school. She attended every game, recital, and graduation. She never flew on a plane but was up for any road trip. Survivors include her daughter Paula J. Hawkins, her son Dale M. Hawkins (Lynn); two stepchildren: Thomas M. Hawkins, JR (Sherry), and Robert G. Hawkins (Shirley); two grandchildren: Justin Rollins (Emily) and Hayley Fletcher (Blake), four step grandchildren: Amy Boyle (Justin), Thomas M. Hawkins, 3rd (Caroline), Andrew Hawkins (Paige), Jeff Hawkins (Maiyen), two great grandchildren, and 10 step great grandchildren. The family will receive friends from 6-8PM Tuesday May 23, 2023 at Pierce Funeral Home and Cremation Services, 96009 Center Street, Manassas, VA where funeral services will be held on Wednesday, May 24, 2023 at 1PM. Betty Jean Stewart We are heartbroken to announce the passing of our loving mother, Betty Jean Stewart who was called home on May 19, 2023. She is survived by her brother Hubert Stallard, and five children. Walter F. Stewart "wife, Marianne", Phyllis Stewart Jenkins, Kathy Stewart Haight, Melissa Stewart Daymude "husband, Michael Daymude" and Elizabeth E. Stewart. Betty also has thirteen grandchildren, Walter RC Stewart, Dustin Stewart, Brandy Jenkins, Ronald Jenkins, Raymond Jenkins, Paige Sowers, Dylan May, Michael Lester, Robert Haight, Mary Kate Unthank, Nicholas Cooper, David Gheen and Dakota Gheen. Also eleven great grandchildren and many loving nieces and nephews. Betty was not just a mother, she was a sister, nana, aunt, friend, wonderful neighbor and a teacher assistant in her younger years. The longest and most cherished position she held in her life was a mother/homemaker. She cooked, cleaned, washed clothes, nursed and sewed garments for a family of 8. She did an amazing job, especially when she became a single mother at the age of 32, taking care of 6 children all on her own. As time allowed, her passion for gardening was at the top of her list of things she loved along with crafting, making flower arrangements, taking long walks in her neighborhood of 55 years. She did not walk just for exercise, but to pay a visit to neighbors and friends. So many admired her for so many reasons. She loved a good yard sale or flea market, trips to the mountains, attending craft festivals and listening to several genres of music with country and blue grass being her favorites. As she takes her final journey, she leaves us with so many wonderful memories that will forever fill our hearts. There will be a Celebration of Life held following the interment on Friday, May 26th, 2:30 pm at Joseph Reading Park, 8460 Maplewood Dr. Manassas VA 20111. Please bring a lawn chair.
