In a blow to the prosecution, a judge on Monday set a December trial date in the case against Naresh Bhatt, a Manassas Park man who has been charged with concealing a dead body in connection with his wife’s disappearance. Mamta Kafle Bhatt, 28, has been missing since late July. She is presumed dead, but no body nor murder weapon has yet been found. Naresh Bhatt’s defense attorneys have been pushing to go to trial as soon as possible, claiming in court they don’t believe Mamta Kafle Bhatt is dead and doubt prosecutors have sufficient evidence to prove he’s guilty. Vehicle owners get more time to pay tax bills

Prince William County residents will have two months longer than usual to pay their car tax bills as a result of recent action by the board of supervisors. The board voted unanimously on Tuesday, Sept. 10 to extend the deadline for paying vehicle tax bills from Monday, Oct. 7 to Thursday, Dec. 5. The move came at the request of Supervisor Bob Weir, a Republican who represents the Gainesville District. Weir said he thought residents would appreciate more time to pay their car tax bills, which typically are several hundred dollars per vehicle. For example, a car valued at $17,000 would generate a tax bill of about $400 under the county’s personal property tax rate of $3.70. The board had also extended the deadline to pay the car tax last year, moving it from October until January. County Executive Chris Shorter recommended not shifting the

deadline into the new year, as that causes accounting issues. The board agreed to delay the deadline until only Dec. 5, in part because real estate tax bills are also due on that day. As they did last year, the supervisors briefly discussed exploring longer-term solutions for the car tax bill, which is widely dreaded by residents because it is a significant cost that is due in one lump sum. The tax has packed a bigger punch in recent years because pandemic supply chain issues pushed

up the value of used cars. In 2022, the county assessed vehicles at only 80% of their value because of the rise in values. Car values were expected to stabilize this year but remain higher than before the pandemic. Virginians are mandated by state law to pay personal property taxes on their vehicles, but localities can set the rate of tax residents pay. Prince William County’s rate of $3.70 per $100 in assessed value is lower than other Northern Virginia localities. The rate is $4.57 in Fair-

fax County and $4.15 in Loudoun. Residents are also paying higher car tax bills this year because of a smaller reduction from Virginia’s car tax relief law. The law allocates $950 million in car tax relief across the state, but that money is divvied up among localities, and Prince William County is receiving the same reimbursement it did when the law first took effect 20 years ago, regardless of population growth. The law is supposed to provide full tax bill relief on the first $20,000 of a vehicle’s value. But because of the stagnant reimbursement rate, Prince William County residents are getting only partial relief. Instead of not paying anything for cars worth $20,000 or under, residents are footing 64% of the tax. Or, in other words, only 36% of the tax bill on vehicles worth $20,000 or less is waived. Last year, 38% of the tax was waived. In 2021, it was 45%, according to Prince William County tax bills. Personal property taxes on vehicles generated about $200 million for the county last year, which was about 26% of all local tax revenue, according to county budget documents.

Woodbridge resident Juanita Abdo should have been at her job at the Pentagon on Sept. 11, 2001. But her mother was visiting, and it was her 45th birthday. So, she took the day off. The decision was a fateful one. On that day, an American Airlines jet hijacked by terrorists crashed into the Pentagon, killing all 64 passengers aboard the plane and 125 people inside the building. Two other planes struck the World Trade Center in New York City, killing 2,977 people, and 40 passengers and crew on Flight 93 when their plane crashed in Pennsylvania in Pennsylvania died while thwarting a planned terrorist attack on the nation’s capital. Last Wednesday, Abdo attended the Sept. 11 Remembrance Ceremony outside the Prince William County government center to honor local residents who were killed in the attacks, as she has nearly every year since. This Sept. 11 was her 68th birthday. “I worked at the Pentagon for 34 years,” Abdo said. “I don’t want to forget.” Remembering the 9/11 terrorist

attacks and honoring the 22 Prince William County residents who were lost was the aim of a ceremony that drew about 150 people to the Liberty Memorial outside the county government complex in Woodbridge. Board of Supervisors Chair Deshundra Jefferson spoke about the importance of marking the anniversary — even so many years later. “We are here today to remember. We remember the friends whose laughter is missed. We remember the neighbors who always gave a helping hand. We remember the parents who never had a chance to tuck their children in one last time,” Jefferson said. “Our community is smaller than it should be, and that pain never goes away.” Jefferson then read the names of all 22 Prince William County residents who were killed in the 9/11 attacks. Prince William County’s Joint Honor Guard presented the colors, and soloist Karen-Leigh Albert sang the national anthem. Jeff Howdyshell, a retired Prince William County Fire Department lieutenant, performed the ceremonial tolling of the bells to honor the firefighters and first responders who were killed while rescuing victims after two hijacked planes slammed into the World Trade Center. Prince William County Fire &

Rescue Chief Tom LaBelle was the ceremony’s guest speaker. “It means an immense amount to the first responder family that all of you are here today,” LaBelle said. “I hope everyone’s thoughts are with the families left behind. ... And for the first responders who worked so diligently that day, and for the first responders who gave their lives, know we will never forget.” At the end of the ceremony, bugler Donna Flory played taps, and Albert led the crowd in singing

“God Bless America.” “On this day, everybody remembers where they were” when the attacks happened, Flory said. “It’s an honor to be here today.” June Mayhugh, of Brentsville, said she attended the ceremony to pay her respects. “I love their souls,” she said of the victims. “And it wasn’t just them. Supervisors OK rezoning for 337 townhomes in Woodbridge Ashford Glen will replace longtime junkyard on Minnieville Road By Evelyn Mejia Staff Writer

A development of up to 337 homes — a mix of 238 townhomes and 99 multi-family triplexes — has been approved for nearly 37 acres along Minnieville and Telegraph roads in Woodbridge. The Prince William Board of County Supervisors voted 7-1 in favor of the rezoning needed for the project, called “Ashford Glen,” at its meeting Sept. 3. Only Supervisor Bob Weir, of the Gainesville District, opposed the project. Penny’s Used Auto Parts, a junkyard, has long occupied the space between Minnieville and Telegraph roads that will be home to Ashford Glen’s townhomes and triplexes. The auto parts salvage yard has operated there for 60 years but remains damaged from a fire in 2022. Supervisor Kenny Boddye, who represents the Occoquan District where the development will be located, made the motion to approve the rezoning while also acknowledging some residents have concerns about the project’s density. “I know there’s concern for the density, but this project is actually on the lower end of what’s in the longrange plan for the area,” Boddye said. The county’s new comprehensive

Ashford Glen, a proposed residential development near Lake Ridge, would include 238 townhomes and 99 triplex units. plan, adopted by the county board in late 2022, recommends residential development of up to 24 homes per acre along that part of Minnieville and Telegraph roads. The development is also slated to include a swimming pool, park, grilling area, community gardens, play area and trails for residents. As proposed, the project would allow up to nine units an acre. The developer will also be required to provide at least 33 affordable dwelling units. A minimum of 17 affordable units would be reserved for households earning up to 80% of the area’s median income, which the county defines as $152,000 a year. The other 16 would be available to households earning up to 120% of the area median income, which the county calls “workforce housing.” The units would be priced according to a formula that would keep housing costs at about 30% of those ®

residents’ monthly incomes. If built today, the “affordable housing units” would be priced at about $228,000, while the “workforce housing units” would be priced at $547,000, according to the rezoning application. Weir said that although the county is asking developers to make a percentage of their units affordable, the period of time the units are held for qualifying residents is concerning to some officials, including Weir, who cast the only dissenting vote. The Ashford Glen developer is required to market its affordable dwelling units for only six months. If no eligible buyers come forward during that six-month window, the units can be sold at market rates, according to the project’s “proffers.” Proffers are stipulations attached to rezonings that are legally binding no matter who owns the property. “I’m not comfortable with that. I don’t believe that it really meets the

intent of the board,” Weir said. If affordable units are sold at market rate, the developer must contribute 50% of the difference between the market rate and base sales price to the Prince William County Housing Trust Fund, according to the proffers. Ashford Glen is estimated to generate about 350 new students for Prince William County schools. The students would attend John Jenkins Elementary School, Woodbridge Middle School and Woodbridge Senior High School. There is room for the students at the elementary and middle school, but not at the high school. The county plans to build a new high school on property next to the new development on Minnieville Road, but that project has been pushed off until 2029. Legal Notice LEGAL NOTICEN OTICE NOTICE TO THE PUBLIC OF A PETITION OF VIRGINIA ELECTRIC AND POWER COMPANY FOR APPROVAL OF A RATE ADJUSTMENT CLAUSE, DESIGNATED RIDER DIST, UNDER § 56-585.1 A 6 OF THE CODE OF VIRGINIA AND THE CONSOLIDATION OF RIDERS GT AND U PURSUANT TO § 56-585.1 A 7 OF THE CODE OF VIRGINIA CASE NO. PUR-2024-00137 On August 1, 2024, pursuant to § 56 585.1 A 6 (“Subsection A 6”) and § 56 585.1 A 7 (“Subsection A 7”) of the Code of Virginia (“Code”), Virginia Electric and Power Company (“Dominion” or “Company”) filed with the State Corporation Commission (“Commission”) a petition (“Petition”): (1) For approval of a new rate adjustment clause (“RAC”), designated Rider DIST, pursuant to Subsection A 6, to recover the projected and actual costs related to certain electric distribution grid transformation projects that the Commission has approved as part of the Company’s plan to transform its electric distribution grid (“GT Plan”) and to recover the costs associated with the Company’s Strategic Underground Program (“SUP”) (collectively, “Rider DIST Programs”) (“Request 1”); (2) For approval to consolidate Riders GT and U, pursuant to Subsection A 7, resulting in: (i) the recovery of costs associated with the Rider DIST Programs through the proposed Rider DIST RAC; and (ii) the withdrawal of Riders GT and U, effective June 1, 2025 (“Request 2”); and (3) For approval of an annual update procedure for Rider DIST with approval of the rate year commencing June 1, 2025 through May 31, 2026 (“Rate Year”) (“Request 3”). Regarding the Company’s GT Plan, in Case Nos. PUR-2018-00100 and PUR-201900154, the Commission approved the Company’s investments related to 11 GT Projects for the years 2019, 2020, and 2021 (“Phase I”). In Case No. PUR-2021-00127, the Commission approved additional investments related to 14 GT Projects for the years 2022 and 2023 (“Phase II”). In Case No. PUR-2023-00051, the Commission approved costs associated with the continuation of 12 previously approved GT Projects and two new GT Projects for the years 2024, 2025, and 2026 (“Phase III”). With respect to Request 1, Dominion seeks approval of a new RAC, designated Rider DIST, to recover the costs associated with certain GT Projects and the Company’s SUP. Specifically, Dominion seeks cost recovery for a total of 18 GT Projects across all three Phases, including: (1) mainfeeder hardening, (2) targeted corridor improvement, (3) voltage island mitigation, (4) hosting capacity analysis, (5) the Locks Campus Microgrid, (6) physical security, (7) the Smart Charging Infrastructure Pilot Program, (8) telecommunications, (9) cyber security, (10) customer education, (11) intelligent grid devices, (12) fault, location, isolation, and service restoration (“FLISR”), (13) Distributed Energy Resources Management System, (14) Enterprise Asset Management System, (15) voltage optimization enablement, (16) substation technology deployment, (17) Outage Management System, and (18) the NonWires Alternatives Pilot Program. The Company represents that the Commission approved these Phases I, II, and III projects as reasonable and prudent up to the estimated capital and operations and maintenance costs for each project. The Company further represents that, should costs exceed the cost caps, those costs would be incurred at the Company’s risk, and it would be the Company’s burden to demonstrate the reasonableness and prudence for any such incremental investment. The Company represents that based on current projected and actual costs, 12 of the 18 Phases I-III approved GT Projects for which the Company is seeking cost recovery in this proceeding are progressing in line with the overall budgetary plan within the Commissionapproved cost caps. Dominion asserts that six projects out of the 18 approved Phases I-III projects have projected costs that exceed the cost caps – mainfeeder hardening, voltage island mitigation, Locks Campus Microgrid, physical security, FLISR, and substation technology deployment. Dominion states that these projects are still reasonable to pursue and requests that the Commission approve the incremental costs of these GT Projects as reasonable and prudent. The Company asserts that the actual and projected costs for the Grid Transformation portfolio is approximately $38 million under the total Commission-approved cost cap. Regarding the SUP, Dominion is requesting to recover costs associated with previously approved SUP Phases I-VII and proposed Phase VIII. Dominion provides an update on Phase VII of its SUP, and states that it completed 349.5 miles of underground conversions of overhead distribution tap lines and associated facilities as part of SUP Phase VII, compared to the estimated 382.5 miles originally proposed for SUP Phase VII underground conversions. The Company states that it estimated a per-mile cost for Phase VII of $674,526 per mile and the final per-mile cost was $737,965 per mile. The Company represents that proposed SUP Phase VIII is designed to convert approximately 325.7 miles of overhead tap lines to underground facilities at a capital investment of approximately $239 million. The Application states that Phase VIII actual expenditures through May 31, 2024, are approximately $141.6 million, and that projected expenditures for the period June 1, 2024 through May 31, 2025, are approximately $97.6 million. Dominion represents that for Phase VIII underground conversions, the Company estimates an average cost per mile of $734,547, an average cost per customer of $8,642 and an events per mile of 14.2. In this proceeding, Dominion is seeking recovery of costs of proposed SUP Phase VIII through Rider DIST for only those projects that will be completed prior to the beginning of the proposed Rate Year, June 1, 2025. With respect to Request 2, Dominion seeks approval to consolidate Riders GT and U, resulting in the recovery of costs of the Rider DIST Programs through Rider DIST. Such consolidation would also result in the withdrawal of Riders GT and U. The Company states that the consolidation of Riders GT and U is in the interest of judicial economy because the Company’s GT Plan and SUP have been operational for several years, the costs of which the Commission currently reviews and approves separately. The Company further states that consolidating the riders will reduce the administrative burden and costs of filing these cases separately. With respect to Request 3, Dominion seeks approval of an annual update procedure for Rider DIST with approval of the Rate Year. The Company seeks approval of a total revenue requirement of $268.52 million for Rider DIST, consisting of a revenue requirement of $102.46 million for the GT Plan Phases I-III, and $166.06 million for previously approved SUP Phases I-VII and proposed Phase VIII of the SUP. Regarding its methodology to calculate jurisdictional and class allocation factors for the consolidated Rider DIST, Dominion states it would adapt the Rider GT allocation methodology, which was already weighted by each GT Project group’s contribution to the overall revenue requirement, to also include the SUP revenue requirement, and allocation methodology, in its weighting. The Company asserts that its proposed allocation methodology for Rider

DIST follows both the approved methodologies from the Rider GT and Rider U proceedings and combines these methodologies into a single calculation. Dominion asserts that it has calculated the Rider DIST rates in accordance with the same methodology used for those rates approved by the Commission in the Company’s most recently decided Rider GT update case, Case No. PUR-2023-00136, and the Company’s most recently decided Rider U update case, Case No. PUR-2023-00172. If the proposed Rider DIST revenue requirement for the Rate Year is approved, Dominion asserts that typical residential customer’s monthly bill, using 1,000 kilowatt hours (“kWh”) per month, would decrease by $1.13 compared to the combined impact of the current Rider GT and Rider U. The Company represents that the total Rider DIST monthly bill impact will be $6.26 based on usage of 1,000 kWh per month. The Company proposes Rider DIST to be effective for usage on June 1, 2025, or the first day of the month that is at least 15 calendar days following the date of any Commission order approving Rider DIST. Interested persons are encouraged to review Dominion’s Petition and supporting documents in full for details about these and other proposals. TAKE NOTICE that the Commission may apportion revenues among customer classes and/or design rates in a manner differing from that shown in the Petition and supporting documents and thus may adopt rates that differ from those appearing in the Company’s Petition and supporting documents. Sheetz gas station approved near Dumfries By Evelyn Mejia Staff Writer

A new Sheetz gas station is coming to the Dumfries area at the Fortuna Center Plaza. The Prince William County Board of Supervisors recently approved a special use permit for Sheetz at the northwestern corner of the intersection of Dumfries Road and Fortuna Center Plaza. The shopping center includes Target, Shoppers Warehouse grocery store, Panera and a drive-thru Starbucks, among other shops and restaurants. The gas station and its convenience store, known for their bright red awnings, will replace the building that formerly held a Rite Aid drugstore. The building will be demolished to make way for the new Sheetz. The site is about 1.76 acres, according to county documents. The new Sheetz will have 12 fueling stations, a convenience store and a restaurant, which will sell sandwiches and other foods for carryout. It will operate 24 hours per day, seven days a week, county documents say. There’s no word yet on when the new Sheetz plans to open. When it does, it will be the 12th Sheetz gas station operating across Prince William County, Manassas and Manassas Park. (For those keeping track of the Sheetz-Wawa rivalry, there are currently eight Wawas around the county.) The new Sheetz is one of three new businesses the Prince William County Planning Commission recommended for approval in June. Supervisors reconsider Haymarket pedestrian bridge

High cost, low expected use could cancel project near Battlefield High By Evelyn Mejia Staff Writer

A pedestrian bridge proposed for U.S. 15 to make it safer for students walking from Dominion Valley to Battlefield High might be scrapped over concerns about cost and a recent study showing that foot traffic there would not warrant the expense. Prince William County Supervisor Bob Weir, who represents the Gainesville District, suggested canceling the project during a recent board of supervisors meeting. Weir issued a “directive,” or a formal request to county staff, to nix the project, citing cost and results of a recent traffic study. “I take no pleasure in making the following directive but do so in good conscience and having no choice,” Weir said, noting the estimated cost of the project had ballooned to about $25 million. Constructing a pedestrian bridge over U.S. 15 near the high school has been discussed for more than a decade. But the October 2021 death

of a 13-year-old boy who was struck by a minivan while walking to Battlefield High School prompted a greater sense of urgency. That’s when then-Gainesville District Supervisor Pete Candland renewed a push for a footbridge. By the end of 2021, traffic and pedestrian deaths in the county had reached a decade high — seven pedestrians were struck and killed by vehicles that year. In 2023, the supervisors asked the county’s transportation staff to conduct pedestrian traffic studies at four other high schools that were also thought to be good candidates for footbridges or other safety measures: Unity Reed, Woodbridge, Gar-Field and Colgan. The studies showed that pedestrian traffic near Battlefield High was lower in volume than at the other schools, Weir said. Weir suggested that the county expand a parking lot adjacent to Battlefield High instead of pursuing a pedestrian bridge because students who cross U.S. 15 to get to the school often do so because they use a parking lot at a shopping center on the other side of the road. Weir noted that a new school-zone speed limit and enforcement cameras had already been installed along U.S. 15

in an effort to improve safety. In 2022, the speed limit along U.S. 15 was reduced from 55 to 35 miles per hour during the school’s drop-off and dismissal times. The speed cameras are part of a county pilot program for automated traffic enforcement. Other supervisors, however, said they were wary about giving up on the pedestrian bridge altogether or building a new parking lot instead of taking steps to make the roadways safer for walkers and cyclists. “Supplanting bike and pedestrian infrastructure for more parking infrastructure for cars doesn’t give me a lot of good feelings,” said Supervisor Kenny Boddye, who represents the Occoquan District. The board decided to have more public discussions about pedestrian safety at the high schools included in the traffic study before deciding whether to scrap the U.S. 15 pedestrian bridge. According to Gretchen Johnson, senior communications analyst for Prince William County, the project remains on hold. Dominion states that it is proposing the Rebuild Project in order to: (a) maintain the structural integrity and reliability of the networked transmission system; (b) resolve identified violations of the mandatory North American Electric Reliability Corporation (“NERC”) Reliability Standards; and (c) provide for future load growth in the Woodbridge Load Area. The Company states that the Rebuild Project will replace aging infrastructure that is at the end of its service life to comply with the Company’s mandatory electric transmission planning criteria, thereby enabling the Company to maintain the overall long-term reliability of its transmission system. Regarding compliance with mandatory NERC Reliability Standards, Dominion states that the 2026 PJM Interconnection, L.L.C. (“PJM”) Regional Transmission Expansion Plan Analysis identified that an N-1-1 loss of Lines #252 and #2157 between the Fredericksburg and Cranes Corner Substation will drop more than 300 megawatts (“MW”) of load in the Fredericksburg to Possum Point transmission corridor, resulting in a NERC criteria violation. Dominion states that, to mitigate the potential violation, a new 230 kV source is required in the corridor to split the load. Dominion further states that the proposed solution, which was awarded to Dominion through PJM’s 2021 competitive Reliability Open Window, is to convert Line #29 from 115 kV to 230 kV operation. Dominion represents that the Rebuild Project implements this proposed solution from Aquia Harbour Station to Possum Point Station by rebuilding Line #29 utilizing current 230 kV standards. Dominion also represents that the Rebuild Project is needed so that the Company can continue to provide reliable service for the significant load growth anticipated in the area. Dominion represents that, in 2023, the Company received multiple Delivery Point (“DP”) requests in the transmission corridor between the Company’s Fredericksburg Substation and Possum Point Station associated with new data center developments. The Company states that its Load-Serving Entity (“Dom LSE”) submitted DP requests to either interconnect or evaluate the feasibility of interconnection for at least ten new substations in the Fredericksburg to Possum Point transmission corridor. The Company further states that Dom LSE also received customer load requests that would necessitate (i) 13 new substations

in the corridor south of Fredericksburg Substation and (ii) three new substations east of the Fredericksburg to Possum Point transmission corridor. To accommodate this rapidly growing load, the Company proposes to rebuild the following lines in the corridor—Lines #29, #252, and #2083—on double circuit monopole structures. The Company states that, without the additional circuits installed as part of the Rebuild Project, the Company would have to replace some or all of these facilities in the near term to add transmission lines to support regional growth. Dominion states that, except for the 0.2-mile segment of Lines #29 and #252 between Structure #29/1835 (#252/5568) and Fuller Road Substation, and the 0.1-mile segment west of Fuller Road Substation, the Rebuild Project, spanning approximately 24.5 miles, will primarily be located on existing transmission line ROW or on Company-owned property. Dominion further states that, given the availability of existing rights-of-way and the statutory preference to use existing rights-of-way, and because additional costs and environmental impacts would be associated with the acquisition and construction of new rights-of-way, the Company did not consider any alternative routes requiring new rights-ofway for the Rebuild Project. The Company states that the desired in-service target date for the Rebuild Project is January 31, 2029. The Company estimates it will take approximately 46 months after a final order from the Commission for detailed engineering, materials procurement, permitting, real estate, and construction of the Rebuild Project. The Company states that the estimated conceptual cost of the Rebuild Project is approximately $205.5 million (in 2024 dollars). Description of the Route From the Company’s Fredericksburg Substation in the City of Fredericksburg, Line #2083 travels roughly northwest for approximately 0.7 mile to Hospital Junction within the City of Fredericksburg. Line #568 begins at Structure #568/75 near Aquia Harbour Station in Stafford County and continues north for approximately 6.8 miles to existing Structure #568/37 in Prince William County. Lines #29 and #252 extend approximately 11.4 miles northeast from Aquia Harbour Station to Structure #252/5583 (#29/1850), at which point both lines will continue in separate structures towards Possum Point Station in Prince William County. Continuing southeast, Line #29 travels for 0.6 mile between Structure #252/5583 (#29/1850) and Possum Point Station 115 kV switchyard, while Line #252 travels for 0.5 mile between Structure #252/5583 (#29/1850) and Possum Point Station 230 kV switchyard. The Rebuild Project is entirely located within existing transmission line ROW or on Company-owned property with the exception of 0.2 mile of 50 feet of additional ROW required between existing Structure #252/5568 (#29/1835) and Fuller Road Substation. Additionally, for the segment approximately 0.1 mile west of Fuller Road Substation, the Company will need up to an additional 67 feet of width at the eastern edge of Mars Station Road. Additionally, approximately 65 feet of the Company’s western edge of the ROW is unmaintained between Aquia Harbour Station and Aquia Substation but will be required for the Rebuild Project. Therefore, approximately 1.6 acres of forestland is present within the existing ROW. The Company intends to clear this forestland as part of the Rebuild Project. Any trees encroaching into the ROW will be removed. For the Rebuild Project, the minimum structure height is approximately 85 feet, the maximum structure height is approximately 195 feet, and the average height of the proposed structures is approximately 131.7 feet, based on preliminary conceptual design, not including foundation reveal and subject to change based on final engineering design. All distances, heights, and directions are approximate. A sketch map of the proposal accompanies this notice. Police: 54-year-old Woodbridge man fatally shot outside car wash Staff Report A 54-year-old Woodbridge man was shot and killed Saturday afternoon after an argument outside a car wash along Richmond Highway in north Woodbridge. Two people were arrested shortly after the shooting, including a 25-yearold Springfield man who was charged with second-degree murder, according to police. Officers were called to the Sonic Soft Car Wash at 14109 Richmond Highway at 3:52 p.m. on Saturday, Sept. 14 in response to the shooting. They found that the victim, Earl Duwan Miller, 54, of Woodbridge, was involved in an argument with the suspect that turned deadly, according to Master Police Officer Renee Carr, a spokeswoman for Prince William County police. The two men exchanged words and then separated. The 25-year-old man allegedly shot Miller in the upper body. Miller was transported to an area hospital where he later died, Carr said. A female acquaintance who was with the suspect also allegedly brandished a firearm, Carr said. Both suspects, identified as Jermaine Antwoine Lewis, 25, of Springfield, and Vinisha Lanisha Neville, 29, of Woodbridge, were arrested in connection with the incident, Carr said. After the shooting, the two suspects drove away but were arrested by Virginia State Police along Interstate 95 in Fairfax County a short time later, Carr said. One exterior wall of a building was struck by gunfire. No additional injuries or property damage were reported. Lewis was charged with second-degree murder, use of a firearm in commission of a felony and shooting from an occupied vehicle, Carr said. He was being held without bond Sunday at the Prince William-Manassas Regional Jail, awaiting a court hearing. Neville was charged with brandishing a firearm. Her bond information was not immediately available, Carr said. Investigators are still looking for anyone who might have witnessed the shooting or has information about those involved. Police: 45-year-old dies after being pinned under a vehicle in Dominion Valley

Prince William County police released more details regarding a body found outside a shopping center in Woodbridge. The remains of an adult male were found next to a dumpster outside an Exxon gas station on Prince William Parkway, according to police. Officers were called to the gas station at about 12:30 p.m. on Thursday, Sept. 11 to investigate the death. They found the decomposing body of a presumed adult man between the dumpster and a surrounding brick enclosure, according to Master Police Officer Renee Carr, a Prince William County spokeswoman. The body was taken to the state medical examiner’s office for an autopsy to determine the cause of the person’s death. No foul play is suspected, Carr said. More information will be released as it becomes available, Carr said.

A 45-year-old man was found dead in the Dominion Valley community after he was pinned under a vehicle he was working on, according to police. Officers found the man beneath a vehicle parked in the 15700 block of Cool Spring Drive in the Dominion Valley subdivision at 4:09 a.m. on Wednesday, Sept. 11. He was pronounced dead at the scene, according to Master Police Officer Renee Carr, a spokeswoman for Prince William County police. No foul play is suspected, Carr said.

Police: 23-year-old Alexandria man killed in head-on crash in Woodbridge A 23-year-old Alexandria man was killed, and two women were seriously injured in a head-on collision on Caton Hill Road in Woodbridge. The crash happened at the intersection of Caton Hill Road and Killarney Drive, near Lakepoint business park, at 6:07 a.m. on Friday, Sept. 13, police said. A 2017 Toyota Camry traveling north in the southbound lanes smashed into a 2015 Toyota Corolla heading south, according to Lt. Jonathan Perok, a Prince William County Police Department spokesman. Police allege the driver of the 2017 Toyota Camry, a 21-year-old Springfield woman, was traveling the wrong way when the two vehicles collided, Perok said in a news release. A passenger in the Camry, identified as Elvis Gabriel Alvarez, 23, of Alexandria, was taken to an area hospital where he later died from his injuries, Perok said. Both the Springfield woman and a 67-year-old Woodbridge woman, who was driving the 2015 Toyota Corolla, were also transported to area hospitals with serious injuries. Crash investigators are asking anyone who may have witnessed this crash or the driving behavior of the driver in the black 2017 Toyota Camry involved in the collision, to contact police at 703-792-6500.

Pedestrian seriously injured in hit-and-run crash Police are looking for witnesses and a red Kia SUV in a hit-and-run crash along Richmond Highway in Woodbridge that caused life-threatening injuries to a 57-year-old woman. A crash involving a pedestrian was reported Thursday, Sept. 12 at 6:07 a.m. near the Market at Opitz Square shopping center. Police found that the driver of a red Kia subcompact crossover was attempting to turn left from Daniel Stuart Square onto Richmond Highway when the vehicle struck the woman, who was attempting to cross Richmond Highway, according to Master Police Officer Renee Carr, a Prince William County police spokeswoman. The driver left the area before the police arrived. The woman was treated at an area hospital for life-threatening injuries, Carr said in a news release.

Freedom from government intrusion in health care decisions is on the ballot

One afternoon during my daughter’s senior year at a Fauquier area high school, she brought a friend home who urgently needed an adult to confide in. I was relieved that they came to me. You see, my daughter’s friend had gone on a date the night before and had been raped. She was afraid to tell her parents. Fortunately, I was able to convince her to talk with her mother. The family made an immediate decision to take their daughter to obtain “Plan B,” the “morning after pill.” Plan B is considered a form of contraception since the woman has not been confirmed pregnant (and may not be pregnant) when taking the medication. This quick action protected that traumatized teen from the heartbreak of an unwanted pregnancy while dealing with the devastation of being raped. As we’ve seen in legal and legislative actions across many of the Republican-dominated states and the proposals published in the notorious Project 2025 plan, access to this critical form of contraception could end under a Republican regime.

Farm bill shouldn’t nix state protections for farm animals

Project 2025 states that this form of contraception should be excluded from no-cost insurance coverage because it might be abortion-inducing. The plan also allows employers to deny covering any contraception based on “moral or religious” exemptions. Project 2025 would force young women and men to endure an agonizing “roll of the dice” and, potentially, an unwanted pregnancy that could have been prevented from the outset. Democrats, by contrast, strongly support a woman’s freedom to make her own reproductive health care decisions and to take a proven safe, effective medication to manage her life choices. Access to Plan B medication is not just a women’s issue — men and women alike should be concerned. After all, both have a stake in the outcome. When we vote in this election, we know that freedom from government intrusion in the most personal of all health care decisions is on the line.

The federal Farm Bill directs policies for agricultural and food assistance programs nationwide and is currently being considered by Congress. Unfortunately, the U.S. House’s Farm Bill contains language that could undo many state-level farm animal protections along with hundreds of other state laws impacting the products we purchase, public health and more. Like many voters in Virginia, I am interested in where my food comes from, including how animals are treated. Animal welfare was important to the voters and legislators in 14 states with laws on the books on the treatment of farmed animals. Nullifying state laws via the federal Farm Bill would not only overrule state laws, but it would be a step backward and undermine progress of treating animals more humanely. Congress should not force states to lower the bar! Congress should not cater to industrial factory farms and, instead, listen to their everyday constituents. I am calling on member of Congress, U.S. Rep. Abigail Spanberger, to vote against any version of the Farm Bill containing language attacking state laws, including laws that protect animals. If you care about states’ rights — and animals — I hope you will do the same!

Elias Zarkadoulas didn’t think he’d go into the restaurant business like his parents, but after starting embroidery, graphic design and oil and vinegar businesses, he found himself bringing the flavors of the Mediterranean to Manassas in 2019 with Taste of Old Country Bistro. “I started out my professional career in the corporate world as an IT recruiter and then got the entrepreneurial bug,” he said. Five years later, the restaurant, located at 10427 Balls Ford Road across from the Holiday Inn, provides a menu of small bites, artisan pizzas, salads, signature paninis, artisan sandwiches and charcuterie. Customers, he said, have called his Greek salad the best in the area. Beyond the food, the restaurant hosts two themed events a month. Recent examples include a jazz night, a comedy night showcasing local comedians and a wine-tasting event. “Part of my vision was to have an establishment where clients become an extended part of family and can come and enjoy our events and food,” he said. Zarkadoulas is a native of Northern Virginia and a first-generation American whose parents came from Greece and were in the restaurant business. He got his start in the food

business with pop-up events selling oil and vinegar. “We did farmers markets, wine shows and home and garden shows,” he said. “Through these, people asked where to find our products, which prompted us to find our present physical location.” A gourmet food shop within the restaurant sells high-end extra virgin oils and over 30 flavors of balsamic vinegars. Zarkadoulas hand-selects wines from Italy, Greece and Spain. They are all small-batch, organic or sustainable practice producers, he said. Besides the traditional Greek salad with lettuce, a traditional village salad without lettuce is also on the menu. Another popular menu item is grape leaves with rice and oven-baked meatballs with olive oil drizzle. There is a fusion-style dessert menu, including Greek-inspired favorites with various balsamic vinegars drizzled on top, such as baklava with chocolate balsamic drizzle. Taste of Old County also hosts events, such as bridal showers, corporate events, wedding rehearsal dinners, baby showers and birthday parties. Dine-in, carryout and delivery are available. Reservations can be made through Open Table. Nervous energy filled the air surrounding the 18th green at Robert Trent Jones Golf Club in Gainesville on Sunday afternoon. The United States needed just 1½ more points to defeat Europe and clinch its first Solheim Cup since 2017, but the remaining matches were trending in the wrong direction. Then, the only Virginian on the team, Charlottesville’s Lauren Coughlin, went on a run, and several other Americans followed suit. Fueled by the patriotic energy from the estimated 40,000-plus fans, Coughlin and teammates Andrea Lee and Lilia Vu came back from down multiple holes on the back nine to earn draws and get the U.S. to the 14½ points needed to wrench the Solheim Cup back from Europe. After three straight wins by the Europeans in 2023, 2021 and 2019, U.S. team captain Stacy Lewis, who

had spent countless hours debating her lineup, could smile at her team’s dominant performance. The USA took a solid lead on Friday’s opening day and held off their rivals from across the pond, as a national TV audience on NBC watched the intense ebbs and flows of women’s golf’s preeminent team competition. “For three years I’ve thought of that moment on 18 where we actually win the Cup, and I’ve replayed it over and over in my head. It still doesn’t feel real. It’s way sweeter in person,” Lewis said. “I’m so proud of this team.” Coughlin, a first-time Solheim competitor at age 31, had a key role. She trailed Sweden’s Maja Stark by three after the 10th hole on Sunday but birdied three of the next four to tie the match, where it would stay. So, I just kept pushing and eventually started hitting shots how I normally do and finally started making some putts at the end.” With the win, American golfers are now undefeated at Robert Trent Jones, winning four men’s Presidents Cups and now a Solheim. Shortly after Coughlin’s string of birdies, Lee came back from down two to Germany’s Ester Henseleit with birdies on 14 and 16 to force a tie. Then, world No. 2 Lilia Vu did the same to Switzerland’s Albane Valenzuela, sinking birdies on the last two holes to draw even. To birdie the par 4 18th, Vu hit one of the shots of the tournament, darting a wedge to within 2 feet from 103 yards out to the crowd’s disbelief. She then tapped in her birdie after Valenzuela left a 30-footer just short, and clinched the cup. “Albane was putting well all day, so there was a chance she could make any length of a putt. I knew I had to stick it close and was able to somehow hit that shot to a foot-anda-half,” said Vu, a California native who finished the tournament 1-2-1. “I can’t even put it into words. I felt like I didn’t do my part this week and I wanted to get something done.” The U.S. also got contributions from world No. 1 Nelly Korda, who finished the weekend 3-1-0, and the undefeated Megan Khang and Rose Zhang, who finished 3-0-0 and 4-00, respectively. Korda, who was part of the last three losing Solheim Cup teams, said it was a special week, as nothing in her LPGA career can rival the atmosphere and pressure of a Solheim. “This was probably the most fun I’ve had on a golf course ever,” said Korda, a Florida native. “Just the team, the team environment, the caddies, everyone getting along, the fans. Everyone was so incredible. We all vibed really well off of each other. “This is probably the most I’ve laughed and the most I’ve fistpumped ever on a golf course. It was just an amazing week, and a dream come true.” The U.S. led 6-2 after Friday, 10-6 after Saturday and hung on to win 15½12½ — its first Solheim win since defeating Europe 16½-11½ at Des Moines (Iowa) Golf and Country Club in 2017. “It really could have gone either way,” Lewis said. “It’s crazy there at the end how it all unfolded. I was just hoping and praying it went our way. (I’m) just proud of the team, and Lilia’s finish there was unbelievable. That’s what you expect from one of the best players in the world.” While the tournament got off to a rocky start — the grandstands were largely empty for the opening rounds on Friday morning because of delays with the shuttle service from the parking lot at Jiffy Lube Live amphitheater — the course was flooded with excitement from fans who enjoyed a beautiful weekend in Gainesville. Historic Hitch Hollow Farm offers scenic setting in foothills of Blue Ridge Mountains For the first time, Hitch Hollow Farm in Linden is for sale. The improvements include constructing a fourlane (2 in each direction) roadway with turning lanes, pedestrian sidewalks on both sides of the road, sidewalk ramps and pedestrian crossings, utility relocations, installing storm drainage and storm water management (SWM) facilities, modification to the traffic signal at the Gordon Boulevard intersection, and pavement marking. The project aims to enhance pedestrian accessibility and connectivity while addressing future traffic demands on local roads. It will also improve access to local businesses and residences in the North Woodbridge area. In accordance with the National Environmental Policy Act (NEPA) and 23 CFR 771.119, an Environmental Assessment (EA) document has been prepared to assess the project’s potential effects on environmental resources and to determine if there are any significant environmental impacts.
