the whistler story
The story of Whistler is the place, the people and the Olympic Dream. The land around the small chain of lakes had been inhabited for thousands of years by the Coast Salish First Nations. The valley itself was an isolated wilderness, frequented only by people from the Lil’wat and Squamish Nations, until a trail linking Pemberton to the Pacific was opened in 1877, attracting prospectors and trappers like John Millar. Over the next several decades other enterprising folks, including Alex and Myrtle Philip and Philip Tapley arrived, turning the isolated valley into a lively, sociable community, with Saturday night dances at the lodge, fishing, boating, picnicking, hiking, exploring, skating, snowshoeing and that new sport—skiing. In 1960, a group of Vancouver businessmen had a brainwave—Vancouver and the mountains north of it, would be a perfect place to hold the ’68 Winter Games. They began a search for suitable terrain, but one Norwegian, Franz Wilhelmsen, already knew the ideal location. He was nuts about the exhausting yet exhilarating sport of backcountry skiing, it only needed a chairlift to make his life complete! Proposals were submitted, rejected, modified, researched, rejected again, financed and finally, lift construction began in 1965. Whistler didn’t host those Winter Games, and failed in the next bid attempt too, but the vision was always crystal clear: a world-class summer and winter resort, skiing in wide-open bowls and on long, treed trails in winter as well as fishing and hiking in summer, with a commercial area to service the multitudes. The Garibaldi Lift Company opened the Gondola, Big Red Chair and two T-bars on the west side of Whistler Mountain on February 15, 1966.
Whistler then needed a local government, but one that recognized its unique character and its potential to become a year-round resort. The answer was the Resort Municipality of Whistler, incorporated on September 6, 1975, as the first designated resort municipality in the country. Locals made plans to launch Whistler into the international marketplace. They had architects design a pedestrian village at the foot of Whistler and Blackcomb Mountains. Al Raine, then the Provincial Coordinator for Ski Development, called for proposals to develop a sister ski area on Blackcomb. The Garibaldi Lift Company committed to building a three-stage lift access up the north side of Whistler. The Resort Association was created to sell Whistler to the world. And when the village and Blackcomb opened for business in December 1980, the world came. Locals began to plot another strategy that would extend the Resort’s business through the spring and summer. The strategy involved a careful mix of summer amenities that fit the mountain landscape, like golf and hiking, a line-up of art, concerts and festivals. It worked. Since 1989 the accolades have poured in. By the new millennium, annual visitation surpassed 2 million, with summer visitors exceeding winter and the permanent population growing to 9,500. Most fittingly, after a third attempt, on July 2, 2003, more than 5,000 residents gathered in Village Square to cheer Jacque Rogge, the President of the International Olympic Committee telecasting live from Prague, as he announced Vancouver/Whistler as the host of the 2010 Winter Olympic and Paralympic Games.

An Introduction to Buying Property in Whistler Types of Properties The real estate market in Whistler offers a wide range of property types, catering to many different needs and wants.
There are many advantages to owning property in Whistler whether for residential or recreational purposes; lifestyle, quality of life, equity appreciation, revenue from periodic and seasonal rentals. Whistler has it all! Set in one of the world’s most pristine valleys and anchored by the number 1 ski resort in North America, Whistler continues to be an attractive option for resort homebuyers both locally and around the globe.
Condos & Townhouses found throughout the valley are stratified properties that allow an individual owner to share in the cost of the maintenance and upkeep of the common areas of the buildings and land with all the others owners within the complex, while enjoying all the benefits of full ownership. Single Family Homes & Duplexes offer a large array of types to suit many different lifestyles and budgets. Prices vary depending on location, view, size and age but in general these properties are located throughout the valley.
As a resort community it was imperative that the urban planning of Whistler’s community would enable it to host its numerous visitors. As a result, various zoning and convenant by-laws, based on location and property type, were put into effect.
Estate Lots & Vacant Land — There is still the ability to buy a raw piece of land and build your dream home, although such lots are becoming more scarce with time. Estate Lots are generally larger pieces of land, some with acreage. What sets them apart from the others is that they allow larger buildings and sometimes auxillary buildings. Shared Ownership — Sharing the ownership of a home provides all the lifestyle benefits of owning a second home at a fraction of the cost. Options vary from 1/2 share, 1/4 share, 1/10 share to the well-known timeshare. Commercial Opportunities for retail and office space are available through-out the main Village, Upper Village, Creekside, Rainbow and for light industrial use the location of Function Junction is found about 10 minutes south of Whistler Village.
Residential Use Zoning Properties zoned for “residential use” may be used as primary residences, long-term or seasonal rentals – for periods not less than 28 days – or for personal and recreational use. They may not be used for commercial activities such as nightly or short-term rentals.

Below is a brief explanation of the types of properties, their zoning restrictions and the commonly used terms and expressions in Whistler real estate transactions.
Whistler’s development cap is set at 62,150 bed units, including resident restricted housing. A bed unit is a measuring tool that reflects the servicing and facility requirements for one person. As of December 31, 2005 the number of developed units reached 46,387 or 84% of the total with the remainder already allocated.
Tourist Accommodation Zones Properties with this zoning are special in that they have the ability to allow guests to rent on a short term basis either through a professional rental management firm or through the property owner. They also allow owner use, which adds a lifestyle component to the investment. Many of these tourist accommodations have covenants registered against the title that determines the amount of personal usage of the property. These properties are generally referred to as Phase I and Phase II and are largely located in the Whistler Village and on the Blackcomb Benchlands. Phase II Covenant Properties with a Phase II covenant are generally Condo/Hotel properties, such as the Westin Resort and Spa, Four Seasons Resort and Spa and Pan Pacific Mountainside. This covenant allows the owner use up to 56 days per year—28 days in the winter and 28 days in the summer. For all of the days the property is available for rent, the owners who are part of the rental pool will receive a percentage of the rental revenue from all the suites in the hotel each night. This style of property is best suited to those coming to Whistler for a couple of weeks per year or investors interested in revenue producing properties and long term capital gain. Phase I Covenant (and some Land Use Contracts) This covenant gives the owner the most flexibility and control over their property. The owner has unlimited personal use and the property may be made available for nightly, short term or long term rental. Owners can choose their own rental management company and/or use the property personally. These properties are scattered throughout Whistler but the majority are found only a short bus ride from the Whistler and Blackcomb Gondolas. On arriving in Whistler from Vancouver, Spring Creek one of Whistler’s newer subdivisions offers homeowners a quiet neighbourhood of mid-size to large homes. Many of these have been built in the last 5 years and therefore incorporate the latest innovative features and amenities. A popular area for families as Whistler’s newest elementary school is nearby. Bayshores which extends into Millar’s Pond is predominately a residential area that has grown in tandem with Whistler reflecting the various styles and increased wealth of the community over the last 30 years. Prices start around $750,000.

Kadenwood is perched on a plateau high above the valley and accessed through a private entrance located in Bayshores. The dreamchild of Intrawest, this magnificent area offering incredible views over Whistler’s valley and the surrounding mountains is soon to have its own dedicated ski-lift. All the homes in Kadenwood are exclusive luxurious mountain chalets with ski-in and out access to the slopes leading to Whistler Creekside. Prices start around $4 million.
Alta Lake Road, Nita Lake and Stonebridge lie on the west side of the valley with views across Alpha, Nita and Alta Lakes capturing the majesty of Whistler Mountain. Alta Lake Road climbs to 100 meters above the valley floor then meanders for approximately 5kms in a northerly direction above the lakes. Today, in the clusters of houses which were originally built alongside this stretch only a few old time cabins remain as many have been rebuilt into lakeside chalets. In recent years, two luxurious enclaves have also been developed along this road, the first of which is Nita Lake where properties come with private access to the amenities of Nita Lake Lodge - Whistler’s newest boutique 5 star hotel. The other is Stonebridge, arguably Whistler’s most exclusive development which features spectacular estate styled lots and homes – many over 5 acres. These homes afford complete privacy and the most stunning views of Whistler Mountain. Prices start around $2.75 million for Nita Lake and $6 million for Stonebridge.

The properties in Whistler Creek, the original Whistler, are spread over a fairly expansive area, from those overlooking the beautiful lakes of Alpha and Nita, up to the homes perched on the mountainside offering ski-in/ski-out as access and stunning views. While many condominium and townhome properties remain from the early days, single family homes have gradually been replaced with more modern chalet style homes particularly during the property boom of the 1990s. Many of these properties presently for sale offer great opportunities for new owners to remodel and rejuvenate. Prices start around $800,000 for the cabin style properties and $1.2 million for the modern chalets.
Nordic Estates, just north of Whistler Creek, has also seen many of its older cabins gradually disappear over the last 20 years to be remodeled or rebuilt into the mid-size family styled chalet. This neighbourhood is extremely popular due to its accessibility to both Creekside and the Village, as well as the preponderance of quiet cul-du-sacs which is ideal for families. Prices start around $900,000.
Climbing up Nordic Drive is Taluswood, one of the most recent areas in Whistler to be developed offering luxurious townhome complexes. A small number of private luxury homes are scattered throughout this neighbourhood including properties which offer ski-in/ski-out and incredible south-westerly views over the Tantalus Range. Prices start around $4.9 million.

Located just south of the Village the communities of Alta Vista, Brio, Sunridge Plateau and Blueberry Hill provide homeowners with an assortment of properties from the prestigious homes of Sunridge Plateau to lakeside chalets in Alta Vista. Brio and Alta Vista have experienced a gradual change; where once traditional cabins and A-frames stood, land values have attracted increasing attention and now new chalets and luxurious mid-sized homes have begun to dominate the scene. Brio’s proximity to Whistler Mountain provides some properties with ski-out access and an easy 5 minute walk to the ski-lifts in the Village. Conversely, Sunridge Plateau with ski-in/out access to Whistler Mountain was artfully planned to offer an exclusive enclave for luxurious mansion-styled homes, many of which are around 5,000 sq ft in size. These magnificent homes have been designed to capture the sunshine and views across the Whistler Valley of Alta and Green Lakes towards the mountains of Rainbow and Sproat. Prices start around $5 million. Just across the highway Blueberry Hill Estates has also become a prestigious address.. These stunning homes have been designed to reflect the natural beauty of the area, incorporating huge wooden beams and rafters and showcasing incredible master craftsmanship. Overlooking the Arnold Palmer Golf Course many of these homes have grandstand views of both Whistler and Blackcomb mountains. Prices start around $2 million.
The Village and Upper Village form the heart of Whistler which, having been designed as a resort community predominantly offers hotel or townhome and condominium style complexes. However, a few homes are scattered throughout, mainly up the escarpments of Blackcomb, such as Summit Lane, Horstman Lane and at the end Blackcomb Way. These prestigious locations come with a higher price tag but in return they offer some of the most sought after ski-in/out abodes in Whistler. Prices start around $3.2 million.

Surrounding The Village are numerous neighbourhoods thar are as little as a 5 minute walk away, yet offer homeowners a quieter and more family oriented environment.
Whistler Cay Heights with its close proximity to The Village may well offer the widest variety of mid-sized homes as many of these chalets were designed and built between the early 1980s and late 1990s. The streets of Whistler Cay Heights meander back and forth offering pockets of private cul-du-sacs, views towards Whistler and Blackcomb as well as over the Arnold Palmer Golf Course. Prices start around $1.5 million
Whistler Cay Estates extends down into the valley alongside the north-east banks of Alta Lake with Tapley’s Farm being a popular family location with mid-size homes on flat fenced yards. Most of these homes are in walking distance to the Mrytle Phillip Elementary School. Although property values and the number of luxury homes have increased over the years, this neighbourhood still offers great opportunities as numerous older style cabins on larger plots of land become available. Prices start around $975,000.
The small neighbourhood of Nesters boasts the only shopping area outside of the village hubs and is often dubbed “Where the Locals Shop”. Treetops climbs up the side of a small but steep knoll and has become home to a small enclave of large luxury houses which perch along its ridge offering residents sunshine and views across the valley. Gradually the older style cabins are also being replaced along Nesters Road. Prices for cabins start around $850,000 and for luxury homes around $2.2 million.
The many mid-size homes located in White Gold are popular due to their easy walking access to the base of both mountains as well as to the cross-country ski and biking trails of Lost Lake. Architectural styles are varied with mountain styled chalets situated next to newer more contemporary homes of stone and glass. Price start around $1.2 million

Spruce Grove was developed in the late ‘90s as a result of the increasing demand for single family homes. This neighbourhood located north of White Gold is surrounded on one side by the Fitzsimmons Creek, on another the wooded area of Lost Lake and to the north the playing fields of Spruce Grove Park – creating an ideal family setting which has long attracted local residents. Most homes have suites that must be rented to a local resident. Prices start at around $900,000.

The distinctive enclave of Nicklaus North (Green Lake Estate) - designed to complement its namesake - sits one of Whistler’s three world renowned golf courses. This locale consists of recently built luxury homes and townhomes. Golf enthusiasts enjoy having the Jack Nicklaus designed course at their doorstep in the summer, while during the winter months the course becomes a vast cross-country skiing and other winter activities zone. On the northern end of the Whistler Valley lie its largest residential neighbourhoods. Often referred to as the area that the ‘locals’ live, these communities offer a blend of old and new single family homes often situated on large lots, with amazing views of Whistler, Blackcomb, Wedge and Armchair Mountains and the largest and coldest of Whistler’s lakes – Green Lake.
Emerald the most northerly neighbourhood, yet a mere 8-10 minute drive from the ski slopes, is a quiet residential area that still offers opportunities for buyers of older properties and vacant lots. This neighbourhood is an eclectic mix of old and new, traditional and contemporary styles offering full time residents and owners of mountain retreats a plethora of choice at comparatively low prices. Prices start at $675,000.
Rainbow, Whistler’s only master planned community is still under development, has been designed as a true family neighbourhood and will include its own commercial area, parks and trails. Single family homes are being custom-designed by their owners, although a number of semi-custom designs are available as are vacant land sites. Amazing views of both Whistler and Blackcomb Mountains across Green Lake, together with all day sunshine and a purpose designed community are amongst its unique features. Designed homes start at $1.5 million

The Olympic Legacy To ensure that the community of Whistler continues to benefit from the $2 billion invested in its infrastructure and the opportunity of being showcased to an international audience of 2–3 billion people, a programme called the “2010 Legacies Now” has been introduced. This programme is dedicated to strengthening arts, literacy, sport and recreation, physical activity and volunteerism leading up to and beyond the 2010 Olympic and Paralympic Games. The 2010 Winter Games will bring a variety of “hard and soft legacies” to Whistler. Whistler Conference Centre $3.0 million Upgraded in 2003 to facilitate the Media Centre during the games, this venue underwent a modernization project to become Whistler’s major meeting space attraction and reflects a vision for long-term community development.

Highway 99 improvements $600+ million As part of the Olympic bid process the Sea to Sky Highway Improvement Project was scheduled to be completed in 2009 in time for the 2010 Olympic Games. In addition to meeting the area’s future traffic needs, the upgrades will also enhance economic development opportunities in communities along the highway and in the province as a whole.

If the home is going to be your primary place of residence, it may qualify for a partial GST rebate, depending upon the sale price. If the property is to be rented to tenants, the full 5% GST is charged on the purchase price. GST on Resale Homes There is no GST on the purchase price of a used residential property that has been occupied as a residence before you bought it. Used residential property includes an owner occupied house, condominium, apartment, summer cottage, vacation property or noncommercial hobby farm.

Tourism Whistler Assessment Fees Tourism Whistler is responsible for the promotion of Whistler as an international destination. Insurance Buyers are required to arrange insurance on single family residential accommodations, and liability and personal contents insurance on strata-titled properties. It is important to note that some rules are different in Canada of which you should be aware. ThE PEMbErtOn sToRy The Village of Pemberton is a spectacular 30-minute drive north of Whistler Resort, accessible directly off Highway 99. The Village, located at the foot of majestic Mt Currie, is the hub for the Pemberton Valley and its district. The district includes the Village, the First Nations community of Mt. Currie, plus the Pemberton Valley, D’Arcy and Birken. The first people to call Pemberton their home were natives from an interior Salish tribe. They settled at the foot of Majestic Mount Currie and at the head of Lillooet Lake. During the 1880s, the area saw a large number of Europeans settle on the rich farmlands, instead of continuing on the northern gold rush. Pemberton was first settled via the waterway at Lillooet Lake, but entered the age of the railway in 1914, when the first passenger train was established. With regular train service and a dwindling gold rush, more families settled in the valley to tap into the rich farmland and establish Pemberton as a growing area for world famous seed potatoes.
With the success of Whistler, Pemberton has experienced tremendous growth in the past few years and has been one of Canada’s fastest growing communities.
