FECC Fecc would like to thank Peter Skou for his tremendous contribution and many accomplishments as a member of the Board of Fecc and ICCTA/ICTA. We sincerely wish him all the best in his future endeavors. We will miss his dynamism Message from Peter Skou ( December , 2015)
Dear friends A large chapter in my life will end by 31.12.2015. As most of you know I will leave R2 Group after 20 years. It has been a fantastic journey, a journey which I am very proud of and which has been positive in all aspects due to the fantastic cooperation and team spirit we have had. The new journey, which Caldic Nordic/R2 Group is now to begin, is just as exciting and as you know, I was supposed to be a part of this. However, I have decided to try something completely different; I do not know yet what it will be, but right now I look forward to celebrating New Year and to have a week´s holiday in January. It has been a difficult decision for me, but I look forward to my new challenges, and I hope that we can somehow keep in touch. As a very dear friend once said: We always meet twice. I wish you and your families a successful and prosperous 2016. Kind regards
Peter Skou

Just a little loss of material here
Operation Clean Sweep® - Plastics industry invites logistic companies to contribute to the prevention of marine litter by preventing plastic raw material losses during (un)loading and transport. Marine litter is an important and growing challenge we face as a society today. It is a complex issue affecting our world’s oceans, seas and rivers, harming wildlife, fisheries and tourism in Europe and around the world. Any plastic waste entering the oceans is unacceptable, be it because of careless behaviour, inappropriate waste management or, in certain cases, accidental losses. Industrial plastic pellets (granulate shaped plastic raw material) used to produce articles for everyday life, have been found in the marine environment. These pellets were potentially lost during industrial production, processing or handling and have since ended up in oceans, rivers and even bird’s stomachs. While consumers are responsible for the proper disposal of products they use, the value chain must focus on suitable containment of handled products – plastic pellets/granulate, flakes and powders. Industry has the opportunity
Operation Clean Sweep offers efficient and flexible tools in assisting partners of the plastics industry, resin manufacturers, carriers and plastics processors with good handling practices and maintenance of industrial sites. Committing to this program will assist every company in demonstrating its serious interest in protecting the environment for the public. PlasticsEurope has been working with its members to prevent material loss during production or handling. It is important to act together as a whole value chain, transport and logistics sectors included, to implement joint solutions to marine litter. The topic is urgent. European national policy makers recently highlighted pellet loss as an area where (industry) action is needed. Authorities recognize the industry’s voluntary prevention commitment positively; however we must prove that these voluntary actions are sufficient in reducing plastic pellet loss. Fecc starts the awarenessraising campaign aimed to its Fecc launches a short guidance together with a survey to raise awareness among its members on the 2018 registration deadline. What can you do? As a National Association, you should raise awareness within your membership, by reminding it of its potential obligations under REACH, and by informing it of the potential risk. You should also convey this survey and collect the input from your member companies and forward it to Fecc. As a Company, you should know your portfolio, identify the substances that may be affected by this registration deadline and take action before it is too late. What happens when relevant information is missing in the supply chain? What are distributors’ responsibilities in this case? Concerned about the issue that missing ESs along the supply chain is not an unusual situation, and that in those cases who is responsible to do what is not so clear, Fecc has published a supporting document for distributors on communication along the supply chain and distributors obligations and rights. EU & OTHER NEWS Winter 2016 Economic Forecast: Weathering new Brussels, 4 February 2016 The European economy is now entering its fourth year of recovery and growth continues at a moderate rate, driven mainly by consumption. At the same time, much of the world economy is grappling with major challenges and risks to European growth are therefore increasing. The Commission's winter forecast shows that the overall growth outlook has changed little since the autumn but that the risk that growth could turn out worse than forecast has risen, mainly as a result of external factors. In the euro area, growth is projected to increase to 1.7% this year from 1.6% last year, and to climb to 1.9% in 2017. EU economic growth is forecast to remain stable at 1.9% this year and rise to 2.0% next year. Certain factors supporting growth are now expected to be stronger and last longer than previously assumed. They include low oil prices, favourable financing conditions and the euro's low exchange rate. At the same time, risks to the economy are becoming more pronounced and new challenges are surfac-
Valdis Dombrovskis, VicePresident for the Euro and Social Dialogue, said: "Europe is continuing its recovery, with growth broadly in line with our previous forecast in autumn. We have to remain attentive. Europe's moderate growth is facing increasing headwinds, from slower growth in emerging markets such as China, to weak global trade and geopolitical tensions in Europe's neighbourhood. It is important to continue structural reforms that can help our economies grow, withstand shocks in the future, and improve job opportunities for our population." Pierre Moscovici,Commissioner for Economic and Financial Affairs, Taxation and Customs, said: "The European economy is successfully weathering new challenges this winter, supported by cheap oil, the euro rate and low interest rates. Nonetheless, the weaker global environment poses a risk and means we must be doubly vigilant. There is more work to do to strengthen investment, enhance our competitiveness in a smart way and complete the job of fixing our public finances." A broad-based recovery across Member States In 2015, economic output either increased or was stable in every Member State. By 2017, the economies of all Member States are expected to be expanding. GDP growth rates will, however, contin-

EU & OTHER NEWS The European Commission has tabled legislative proposals to ensure car manufacturers comply strictly with all EU safety, environmental and production
The Commission is proposing a major overhaul of the so-called EU type approval framework. Under current rules, national authorities are solely responsible for certifying that a vehicle meets all requirements to be placed on the market and for policing manufacturers' compliance with EU law. The proposals will make vehicle testing more independent and increase surveillance of cars already in circulation. Greater European oversight will strengthen the system as a whole. The Commission was already reviewing the EU type approval framework for motor vehicles prior to the Volkswagen revelations. It has since concluded on the need for more farreaching reform to prevent cases of non-compliance from happening again. The proposal for a Regulation on the approval and market surveillance of motor vehicles complements
Jyrki Katainen, Vice-President for Jobs, Growth, Investment and Competitiveness, said: "In a Single Market where goods circulate freely, everyone must play by the rules. The Volkswagen revelations have highlighted that the system which allows cars to be placed on the market needs further improvement. To regain customers' trust in this important industry, we need to tighten the rules but also ensure they are effectively observed. It is essential to restore a level playing field and fair competition in the market." Commissioner Elşbieta Bieńkowska, responsible for Internal Market, Industry, Entrepreneurship and SMEs, said: "The Single Market requires rigorous enforcement across sectors, including the car industry. With our proposals today we will raise the quality and independence of vehicle testing and improve the oversight of cars already in circulation. This complements our efforts to introduce the most robust emissions testing procedures in the world, which we will keep refining and reviewing to ensure the strictest emissions limits are really met." The current type approval system is based on mutual trust: once a car is certified in one Member State, it can circulate freely throughout the EU. While the EU sets the legal framework, national authorities are fully responsi19
