Anniversary Celebration As “Time Travel Flight Back to the Future” - Chemical Distributor HARKE GROUP celebrated its 50th Founding Jubilee The HARKE GROUP celebrated its 50-year anniversary on September 18th, 2015. About 400 invited guests from all over the world came together in a festively deco-rated hangar of the airport Essen/Mülheim in order to celebrate the founding jubilee of the international distributor for chemical, pharma, food, cosmetics and plastic raw materials: Business partners and friends, representatives of German and
European associations and the industry, the city of Mülheim an der Ruhr as well as the employees of HARKE GROUP. Ellen Harke sen., wife of the deceased company founder Eberhard Harke and mother of today’s owner and president Thorsten Harke, was also present. Besides the speech of the president and company owner, Thorsten Harke, highlighting the company's history, introducing the present development and granting the guests a
view into the future, numerous congratulators appreciated the achievements of the Mülheim tradition company. Thus the Mayor of Mülheim, Mrs. Margarete Wietelmann forwarded the greetings of the city. Also the Deputy Main Manager of the IHK for Essen, Mülheim an der Ruhr, Oberhausen zu Essen, Veronika Lühl, con-gratulated Thorsten Harke and handed the company a certificate of honor issued
on HARKE Chemicals GmbH. HARKE Chemicals – at that time still called “SYNTANA Handelsgesellschaft E. Harke GmbH & Co. KG” before its renaming – was on July 28th, 1965 founded as first company of the today’s HARKE GROUP’s companies. For the trade associations Uwe Klass, President of the German Chemical Distributor Association (Verband Chemiehandel e.V. – VCH), Cologne, as well as Dr. Neville D. Prior, President of the European Association of Chemical Distributors (Fecc), Brussels, directed their greetings to the 2
Members’ news attendants. Also many representatives of international companies, who had been in close partnership with the HARKE GROUP, rose to speak. Thus Mr. Seiichi Itoh, Executive Vice President of AICELLO Corporation (Japan), Ajit Singh, Chairman of ACG Worldwide (India), Mitsunori Nishida, President of Fuji Chemical Industries (Japan) as well as Sergey Skvortsov, Managing Director of Ele-mentoorganika, Russia thanked for the fruitful cooperation and wished HARKE GROUP for the future all the best and continued success. The event location and the slogan of the anniversary celebration, `Back to the Future´ – a time travel flight from the airport Essen/Mülheim, had not been chosen acci-dentally: Thorsten Harke, leading the family enterprise in the second generation for now almost 25 years, half the lifespan of the company group, is not only a successful business man, but also a passionate pilot who himself sits in the cockpit during many of his business trips and who engages himself for the survival of the airport Essen/Mül-heim. Therefore the event had been fully featured in the style of a flight. From the invitation in form of a flight ticket, departure gates, flight crew uniforms up to loud speaker announcements. And there had been quite a lot of announcements, because after the offi-
cial speeches numerous attractions were waiting for the guests, business partners and employees. In line with a tombola they could win sightseeing flights with the historic oldtimer aircraft „Red Baron“, a helicopter and Cessna aircrafts as well as simulator flights in an Airbus and a Turbo-PropSimulator. For all the guests guided tours through the airport and its tower also the new airship of the WDL „Theo“ in its huge green hangar and the Aero Club, celebrating 90th anniversary this year, had been arranged. And as the weather cooperated, everybody took the opportunity to see and / or participate in one or the other attraction in the air or at the ground. After dinner the official part of the anniversary celebration ended and passed over to a jolly „On-BoardParty“ with the Band „The Soulists“ from Hamburg and New York. At the end of the event everybody agreed: “Let’s fly together into the future!“

2M Holding’s splash of colour and a crime-solving experiment brings Chemistry to life for students November 3rd 2015, Catalyst Museum, Cheshire, UK As a chemical distribution company, 2M Holdings knows that future generations of scientists are essential in driving forward the chemical industry. At present, the numbers of pupils choosing science A’levels is low. Despite government initiatives, hundreds of schools and colleges in England are failing to enter any pupils for science and maths A-levels. As a Chemical Manufacturing graduate himself and the EY Entrepreneur of the Year for Manufacturing in the North, Mottie Kessler, Chairman and CEO of 2M Holdings, finds increasing the number of young people entering the industry very important. When the Catalyst Museum asked for 2M’s help in getting pupils into science, Mottie was delighted. Jim Bell, Dispersions Development Manager and Specialty Chemicals expert at Banner Chemicals , a 2M Holdings Company, baffled and then amazed pupils with two experiments: “All pupils seemed to enjoy the day and were very talkative and asked many questions, I really enjoyed presenting to them, as I could recall exactly what I was like at school when interested in science.” In the first experiment, Jim showed pupils how to mix various dyes to create a purple dye bath, dip a strip of fabric into it and have it emerge multi-coloured! The explanation? The fabric was created of different strips of natural & man-made fibres, each fibre showing different fastness properties to each dye in the bath. Read more

CORNELIUS JOINS EUROPE’S VOICE OF SPORTS NUTRITION INDUSTRY Cornelius, independent European distributor of high quality and innovative raw materials, has joined the European Specialist Sports Nutrition Alliance (ESSNA). Cornelius has become one of the latest companies to commit to ESSNA’s core values of the highest safety standards and upholding EU regulations on the content and labelling of sports nutrition products. ESSNA is the voice of the sports nutrition industry in dialogue with regulators and policy makers and it campaigns in favour of proportionate EU legislation that does not adversely affect the industry. 2015 Chemistry for the Future Solvay Prize The 2015 “Chemistry for the Future Solvay Prize” is awarded to Professor Ben Feringa for his groundbreaking research on molecular motors The “Chemistry for the Future Solvay Prize” 2015, is awarded by Her Majesty Queen Mathilde to Dutch scientist Professor Ben Feringa for his work on unidirectional molecular motors, a research field that paves the way to new therapeutic and technological applications with nanorobots. “The Solvay Prize rewards decisive breakthroughs in scientific research achieved today and destined to shape the chemistry of the future. The research by Professor Ben Feringa allows us to anticipate a variety of scientific developments, chiefly in healthcare, and underlines chemistry’s essential role, as a science and as an industry, in delivering solutions for society and help human progress. We wish Professor Feringa and his team every success in their research,” said Solvay CEO JeanPierre Clamadieu, who chaired the Solvay Prize ceremony. Ben Feringa, Professor at the University of Groningen, and his teams have over the past 15 years focused on revealing the potential of synthetic chemistry to create new structures and novel functional materials such as molecular switches and motors to perform ultra-precise and controlled actions. His research found that by using light, molecules at nanometer scale can be manipulated and turned into motors. SAFECHEM Circular Economy Business Case presented at the Sustainable Chemistry Conference in Berlin SAFECHEM was invited to present a business case together with the German Asphalt Paving Association at the International Sustainable Chemistry Conference “The Way Forward” in Berlin. More than 190 attendees from the industry as well as authorities like the EPA, associations and NGOs attended the conference “Sustainable Chemistry 2015: the way forward” in Berlin on September 24 and 25, 2015. The conference was organized by the German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB) and the German Federal Environment Agency (UBA) in cooperation with the Green Chemistry Commerce Council (GC3) and the Deutsche Bundesstiftung Umwelt (DBU). The agenda contained high-level panel discussions, presentations and exchanges between international experts and decision makers. Selected companies presented “best-of examples” from the industry unveiling approaches to protect human health and the environment while generating economic benefits. One best-of-example was SAFECHEM Europe GmbH (SAFECHEM), a wholly owned subsidiary of The Dow Chemical Company, who was invited to present the business case “Authorization of TRI for Asphalt Quality Analysis” together with the German Asphalt Paving Association.

COSMETICS EUROPE ISSUES A RECOMMENDATION ON SOLID PLASTIC PARTICLES (PLASTIC MICRO PARTICLES) The occurrence and persistence of plastic debris in the marine environment and waterways is an issue of increasing public debate. Many sources of such debris have been identified and estimated. Scientific evidencei suggests that the vast majority of small plastic particles in the seas come from the breakdown of bigger plastic materials. Although often highlighted in the context of marine litter debate, the use of solid plastic micro particles in cosmetic and personal care products is considered to be limited compared to other sources.
Cosmetics Europe stands ready and is committed to working in partnership with the European authorities to gather scientific data to allow a further assessment of the issue. This knowledge will facilitate scientific decision making and prioritise measures that will result in a true benefit for the environment by reducing the amount of plastic litter in the marine environment.

As part of its 150th anniversary celebrations, BASF is hosting a week of activities in Barcelona with the aim of tackling one of the most pressing challenges of the 21st century: responsible food consumption. The meeting provides space for co-creation and innovation, sparking reflection and knowledge about this topic. Experts from all areas of the food value chain as well as scientists, representatives from public authorities, artists and citizens are participating in the event. It takes place at the Disseny Hub in Barcelona from October 26 to 30, 2015. The tour stop started today with the opening of a two-day summit. Members’ news The international “Science Award Electrochemistry” from BASF and Volkswagen goes this year to Dr. Bryan McCloskey, Department of Chemical and Biomolecular Engineering, University of California, Berkeley. The jury of representatives from BASF, Volkswagen and from academia selected Dr. McCloskey for his outstanding research results in the area of lithium-oxygen batteries. He has analyzed the fundamental electrochemical processes in this type of battery by examining the stability of electrolytes and electrode materials. Through his work, the scientist has decisively contributed to a deeper understanding of lithium-oxygen batteries. He receives prize money of €50,000. The award ceremony took place today in Tokyo, Japan. The award was presented by Dr. Kurt Bock, Chairman of the Board of Executive Directors of BASF SE, and Dr. Herbert Diess, Member of the Board of Management of the Volkswagen Aktiengesellschaft Group and Chairman of the Board of Volkswagen Passenger Cars brand, to Dr. McCloskey. “BASF aims to further develop high performance battery materials such as cathode materials and electrolytes. Chemical Traders and Distributors Association of the Czech Republic—SCHOD CR and Responsible Care This year was important for members of SCHOD CR. After a series of ups and downs and several difficult decisions members of SCHOD CR reached 100% participation in the Responsible Care Programme. The last two member companies fulfilled all the conditions of the Programme, publicly defended the performance and have been certified along with other members who showed considerable progress and have been certified again. At the ceremony of the “Evening with Czech Chemistry” which was held in the restored and impressive “Transport Hall” of the National Technical Museum, was attended by the entire of chemical public and the Ministers of Industry&Trade and Environment there were awarded by Diplomas of Responsible Care to these succesful companies. The commitment by 100% involvement of members was therefore fulfiled. The commitment was closed by the Board and President of SCHOD CR with the Board of FECC and ICCTA on FECC Annual Congress in Prague in 2006. 12

IMCD launches lubricants laboratory in Paris IMCD N.V. announces the launch of its first laboratory for the Lubricants Business Group in Paris, France. Purpose-built, the laboratory is fully equipped with the necessary apparatus for testing and formulation development. The primary function of the laboratory will be to provide a better understanding of formulations and additive synergies, to help in the promotion of IMCD’s base oil and additive product portfolio and to develop new projects in cooperation with its customers and suppliers. On speaking about the development, Sandrine Lebensztein, IMCD Lubricants Technical Director, commented: “IMCD is delighted to launch its first laboratory dedicated to the lubricants market. Congratulations to the European Responsible Care Awards Winners 2015 ! Fecc would like to highlight the participation of CG Chemikalien GmbH & Co KG and congratulate CBA for winning the Chemical Security category Award ! Don’t waste water - not even waste water C CG Chemikalien GmbH & Co KG As an 80m3-a-day water consumer, almost a third of it wastewater (c 25m3), CG Chemikalien set itself the challenge to build a neutralisation system in order to recycle and reuse a targeted 90% of wastewater. The project is complicated by the diversity of wastewater produced - not only containing salts but also non-solubles like limewater and iron plus organic and volatile compounds such as formic acid. The process CG Chemikalien has opted for treats waste water in four steps solid content separation, neutralisation/detoxification, vaporisation and flocculation with filtration. A two-week trial run with a test model was completed in June 2015, six months on from the decision to install the system. It demonstrated that most of the wastewater is reusable. The system is scheduled to be installed in September 2015, initial operation set for November 2015 and attaining the goal of 90% waste water reuse by January 2016. Success will also mean that overall water consumption is cut by close to 50%.
Chemical Security - Category Winner Chemical Business Association Britain’s CBA has a 20-year track record of prioritising chemical security and given higher terrorist threat risks it continues to work to improve members’ performance. The Code of Conduct, introduced in 2010, obliged all member companies to report any potential or actual security incidents to CBA regardless of whether they already had a legal obligation to undertake security risk assessments. Its Code of Conduct evolved into the FECC’s European Voluntary Agreement on Trade Controls in 2013 and was recognised by the World Custom Organisation’s Global Shield Programme later that year as an exemplar of best practice as a voluntary contribution to chemical controls. The Code was revised and adopted by the International Council of Chemical Trade Associations in December 2014. The CBA’s security expertise is internationally recognised. During 2014 and 2015, it was invited to address meetings organised by the US Department of State, the Federal Bureau of Investigation (FBI), the Organisation for the Prohibition of Chemical Weapons (OPCW) and the World Customs Organisation.

Fecc co-organises the Information session on updated registration process In preparation for 2018 registration deadline, ECHA and industry associations organised this information session to inform stakeholders on the upcoming changes on the registration process incorporating lessons learned from the previous registration deadlines in 2010 and 2013, as well as reflecting new legislative requirements. The meeting was organised in Brussels with industry associations Cefic, Eurometaux, Concawe and Fecc. The changes affect four main areas:
Implementation of the One Substance One Registration principle. The Commission implementing Regulation under preparation will clarify the rules for data and cost sharing. It will also strengthen the obligation to submit joint registrations. Once implemented, REACH-IT will not allow separate registrations, when a joint registration already exists;
• Updated completeness check process, including revised rules for considering a registration com-plete. Additionally, ECHA will include a manual verification step to prevent dossiers without rele-vant information bypassing the system. This updated check will apply both to initial submissions as well as dossier updates; • Changes in the IT tools. Iuclid 6, with revised OECD harmonised templates and an easier to install desktop version; Chesar 3, which will enable assessment of complex cases; and the new version of REACH-IT, which will be revamped with SMEs in mind; and
ENES 9 Meeting ECHA and several stakeholder organisations have developed a plan for improving the content and use of exposure scenarios during the years 2013-2018, called the CSR/ES Roadmap. The Exchange Network on Exposure Scenarios, ENES, provides broad-based expertise to discuss, review and road-test the actions identified in the CSR/ES Roadmap. The ENES 9 meeting toke place the 5th and 6th of November at the Sheraton Hotel in Brussels Airport with the following main topics: 1. Providing registrants, downstream users and Member State authorities with details on the tools developed under the Roadmap improve information on use and 2. Explaining why those tools are necessary and how they can be used. 3. Promoting the Roadmap's tools among the different REACH actors. Commission invites comments on restricting 291 substances The European Commission has launched a public consultation on its proposal to restrict 291 substances that are carcinogenic, mutagenic or toxic to reproduction (CMR). The aim is to target hazardous substances in textile articles and clothing for consumers. The Commission seeks views on whether its plan is proportional and enforceable, on potential socio-economic impacts and on the likelihood of the identified CMR substances being present in consumer textile articles. The list of CMR substances (individual substances or groups) covered by this possible restriction would be added as a specific appendix to Annex XVII to REACH and could be regularly updated. Notify your intentions now Please remember to submit your notifications for 2016 exports as soon as possible so that national EU authorities and ECHA have enough time to process them. By notifying early enough, you will be less likely to experience delays with your exports. When preparing your notification, ECHA ask you to provide more detailed information about the importer. For example, up-to-date contact details with a full street address will help the authorities in the receiving country process your notification faster. GTDP Committee meeting – 22 October 2015 Farmalabor, Canosa di Puglia- Italy The Fecc GTDP committee meeting was hosted by Farmalabor in Canosa di Puglia, Italy. Members were also able to visit the facilities of Farmalabor besides discussing various topics. Fecc would like to thank Farmalabor for hosting the meeting.
EU-China Active Pharmaceutical Ingredients Conference—Brussels Alexandra Mengesha (Fecc) attended the 2015 EU-China Active Pharmaceutical Ingredients Conference hosted by Codema and held at the Silken Berlaymont Hotel in Brussels on 21 October . The meeting was presided by Mr Andrea Sacchi, CEO of CODEMA and Mr. Louis Frere, Executive Manager at CODEMA. A Chinese Delegation of 15 major companies specialised in Pharmaceutical Ingredients and Associations such as Fecc, ECA and EFPIA were invited. The objective of this meeting was to start a constructive dialogue to move towards an improved exchange of information on Substances. Alexandra presented Fecc’s activities in the Pharma ingredients sector through the efforts made by the GTDP Committee and the EXCiPACT TM Certification scheme & asbl.

Joint statement of the Heads of State or Government and leaders of the European Union and its institutions on the terrorist attacks in Paris The European Union is deeply shocked and in mourning after the terrorist attacks in Paris. It is an attack against us all. We will face this threat together with all necessary means and ruthless determination.
France is a great and strong nation. Its values of liberty, equality and fraternity inspired and inspire the European Union. Today we stand united with the French people and the Government of France. This shameful act of terrorism will only achieve the opposite of its purpose, which was to divide, frighten, and sow hatred. Good is stronger than evil. Everything that can be done at European level to make France safe will be done. We will do what is necessary to defeat extremism, terrorism and hatred. We Europeans will all remember November 13th 2015 as a European day of mourning. All Europeans are invited to join in one minute of silence in memory of the victims at noon on Monday, November 16th. Press remarks by President Donald Tusk after the informal meeting of EU heads of state or government The purpose of our informal meeting, which took place right after the summit with our African partners, was to speed up the implementation of the decisions taken so far by the European Council. Let there be no doubt: the future of Schengen is at stake and time is running out. Every week decisions are taken in Europe, which testify to how grave the situation is: reintroduction of border controls, or “technical barriers� at the borders. This is a clear demonstration that we need to regain the control of our external border. Clearly not as the only action but as the first and most important action; as a precondition for a European migration policy. In this connection, I welcome the declaration made by Slovakia, the Czech Republic and Hungary today of committing 225 officials to reinforce FRONTEX and EASO. This is good news. It is indeed urgent to fill this gap in implementation. Securing our borders also requires that our rules and laws are applied. The European Union will stick to its international obligations in terms of asylum rights, but it must be clear that without registration there will be no rights. If a migrant does not cooperate, there must be consequences. It is also clear that asylum seekers cannot decide where they will be granted asylum within the European Union. These are issues for the Commission and our Interior Ministers. They will need to turn these principles into operational reality now. Again, if we do not progress this Schengen will be at stake. Our main point of discussion however was on Turkey. President Juncker and Vice-President Timmermans, who was just back from his meeting with the Turkish Prime Minister, gave us a detailed update on where negotiations with this important partner stand. We feel confident that a mutually beneficial relationship can be established that will help us confront the present crisis. We all agreed that the EU side will do what it takes to achieve this while expecting the Turkish side to play its part. Together with President Juncker, I will meet President Erdogan and Prime Minister Davutoglu next Monday in the margins of the G20 Summit. Read more
