I must confess right from the start that “Together We Are Football” is probably my favorite of all the projects that I have developed and implemented together with the Romanian FA team. This is because it most obviously contains the essential component of football, which transcends generations and periods – the identity element, which defines football as a community and social phenomenon that binds together fans, teams and communities. Moreover, through this project we return to the most essential feature of football: the joy of playing. And we also return to the contribution of football to the growth and development of children, both physically and through the perennial values of football. Praised across Europe by national federations and UEFA, the project rapidly grew because the Romanians started rediscovering football. The Romanian Football Federation became an example of best practices in grassroots football. Major partners joined the events and competitions of the project. Now, the future brings a greater challenge – we need to considerably expand the number of football players in Romania by 2020, following the same solid growth path that we have already established. All these things would not have been possible and could not continue without the crucial contribution of the Romanian Football Federation members, the women’s football and futsal clubs, the County Football Associations, the clubs in the top three leagues and the youth football clubs. The Romanian FA team has become the driving force of football playing in Romania and local and central authorities, as well as major businesses joined us in strengthening and broadening this trend. In 2020, when Romania is one of the hosts of Euro 2020, the greatest European football competition, the football-loving Romania will be ready, due to its football players of all ages, men and women, from urban and rural communities. Ready to truly enjoy the magic of football.

Towards a stable and prosperous future of Romanian football In September 2015, UEFA presented to the Romanian Football Federation our UEFA GROW support program meant to improve the level of football in the following areas: image, interaction with the public, increasing the number of players and expanding the football income invested in the development of the football of tomorrow. The Strategic Plan for the Development of Football in Romania 2015-2020, developed under the supervision of President Răzvan Burleanu, provided the ideal context for the implementation of the GROW project in Romania. The representatives of Romanian FA and UEFA started working together towards this goal and, since then, Romanian FA has met each UEFA GROW criterion with a huge number of projects implemented for an impressive development of the Romanian football. In my opinion, the Romanian Football Federation grows at an amazing pace, with a young, dynamic and performance-oriented team. The creation of the GROW Department within Romanian FA will result in hundreds of thousands of new football players in Romania, which means a positive evolution of football in point of attractiveness, attendances and audiences, while using this wonderful game as an instrument for building a better Romania. As for the business revenue, Romanian FA has proven to be a truly fantastic sporting association, with solid results that led to mutually beneficial partnerships meant to secure a stable and prosperous future of football in Romania.

This wonderful “Impossible” If back in the years of my career as a football player someone had told me that the Romanian football would go to such a great turmoil to later revive through a competition project that integrates all Romanian students, boys and girls, from rural and urban communities, people with disabilities, futsal and beach football players, adults and 6-year-old kids, it would have seemed impossible to me. However, being involved in the coordination of this apparent “impossible”, discovering an extraordinary team of professionals at central and local level, directly experiencing the Romanians’ love for football and seeing the first major results of “Together We Are Football” so soon, the impossible changed. It became a positive reality, almost unique in the Romanian sports scene, and the primary challenge of my career. We embarked upon a project so complex and rewarding that it makes me think there is no other stronger proof that the Romanian football is undergoing a major process of reform, strengthening and revival. The initiatives of the Romanian FA team combined with UEFA’s expertise and the exceptional commitment of Romanian FA’s members and partners from the institutional and business environment started writing an unparalleled story in our football. Beyond figures, the joy shared by people from all corners of Romania when they hear the sound of a kicked football means success.

The strategic plan of Romanian FA for the period up to 2020 includes five clearly defined strategic goals meant to promote and develop football nationally. The road to high performance starts from the most basic level of football and these goals, once achieved, can bring this sport back to where it used to be, that is, at the top of people’s preferences.

While in 2015 the number of football players in Europe amounted to 2.7% of the total population, in Romania, it was below 0.5%. Following the setting of the GROW objectives for Romania (1.5% until 2020), now (in 2017) we have reached 1.2% players in total population. There is a grassroots football strategy in place for the next 4 years, developed in cooperation with UEFA, which focuses on the 5 pillars of UEFA’s Grassroots Charter.

high performance The Romanian FA team has an integrated vision on the development in the technical area, in which the three key elements - Selection, Training and Competition - are incorporated in the Cycle of High Performance. Thus, the foundation is provided by the grassroots area, which supports the selection pool that includes all football players. Further on, the local and international scouting provide prospective young talents to the national teams, as well as to the training system of National Training Centers. At the same time, the competitions dedicated to each age group provide the best competition environment for the development of players.

Launching Project
“Together We Are Football� On September 29, 2015, the project was launched at the National Theater in Bucharest through a gala event that presented the background, as well as the goals and action plan of the Romanian FA team for the grassroots area. Right from the start, the project reopened the channels for boosting performance through stimulating the love for sports, which are freely accessible, irrespective of age, gender, occupation or professional training. At the same time, the objectives of the project include: individual development based on sporting values, improving the general level of physical activity in Romania, social inclusion and mobility, involving institutional structures in the development of football and promoting football as a social phenomenon. The President of the Danish Football Federation, Mr. Jesper Moller (right photo) was invited as a special guest to the gala. On that occasion, a strategic partnership agreement between the two federations was signed for a period of 5 years for the purpose of promoting and developing grassroots football through education, joint activities and sharing information and good practices.

Project GROW
The main objective of the GROW project is to help the staff of national federations look at football from various angles: digital, business, actual participation and income. Thus, they can develop a strategy to achieve their goal, i.e. to substantially increase by 2020 the number of active players and persons involved in football. In other words, let’s make football for all.
UEFA aims to expand through this project the number of active football players in Europe starting from the most basic level the grassroots football. Project GROW is a marketing initiative meant to show how business, digital tools, and the commitments and objectives of national federations can converge towards the achievement of the set goal.

“Together We Are Football” is the platform concept for a strategic program of activities brought together in the largest project dedicated to the development of grassroots football in Romania for the purpose of reconfiguring football as a social phenomenon among Romanians. It covers both urban and rural communities, in partnership with central and local authorities and the business environment. The long-term goals focus on various areas of interest, from expanding the number of players and discovering new talents to positioning football as a social inclusion and mobility instrument, improving the overall level of physical activities and promoting individual development through sporting values.

Online platform
The first online platform dedicated to the grassroots sector was launched in 2015. The main purpose was the registration by Romanian FA of all grassroots football players. As a result, we now have a significant database (including age, geographical location, gender, e-mail address, surname and name, etc.) of all students who participate in school competitions (12 competitions), the students playing in the 3 university competitions, students with intellectual disabilities (Special Olympics, two competitions), children in the grassroots caravans for rural communities (“Turn the Village Streets into a Stadium” / “High Performance Has a Future” programs, participants in the competitions for amateurs and public institutions, teachers, coaches holding an Romanian FA Grassroots license, etc. The online platform also contains details on competitions, pictures, videos, as well as WePlayStrong, UEFA’s strategic program for women’s football, to which our federation is a partner.

Strategic partners and sponsoring
As it is only the second year since the creation of the Grassroots Department within the federation, the benefits have not been assessed yet in terms of income vs. costs. However, we must consider the primary advantage: the sustainable development of football based on a long-term strategy, with an impact not only on grassroots football, but on professional football, e.g. on the audiences generated by the matches of the national team. The Grassroots Department will decisively contribute to the long-term development of football, while also generating a financial surplus that can be used by the Federation for investments in this area. If we are to consider only the sponsoring income, 68% of the Grassroots Department’s budget is covered by the sponsoring for the top two competitions. Romanian FA

It is an online training course implemented for the first time by the Romanian Football Federation for people who want to become grassroots football trainers (coaches, physical education teachers, parents, high school students, etc.), as well as for those who wish to acquire specific knowledge regarding the harmonious development of children through sports for the purpose of organizing activities of this kind. By completing this training course, the participants will acquire general knowledge on the role of a trainer, the recommended conduct of a parent at the football pitch, the children involved in football activities, and the organization of safe and enjoyable football-related activities for children.

The “Mathematics of Football” project, which is part of the campaign “Romanian FA Supports Education”, was launched in the spring of 2016 with the jerseys with mathematical formulas worn by National Team players at training sessions and before the match against Spain, which caused a sensation worldwide. The national campaign developed by Romanian FA in partnership with Global Geometry Agency and Niculescu Publishing Hose brings mathematics and football together and is aimed at fighting dropout. In October 2016, the first auxiliary handbook of mathematics for the 4th grade containing football-inspired math exercises and problems was launched.

Romanian FA, a European example of best practice in grassroots football In April 2016, the capital of Slovenia, Ljubljana, hosted the UEFA workshop on the development of grassroots football in Europe and the implementation of GROW program. The meeting of UEFA officials with representatives of federations in Europe and other confederations is intended to offer the participants examples of best practice from different regions and to provide an opportunity to discuss ideas and actions that can be implemented at national level in particular. Ciprian Paraschiv, Football Development Manager, Diana Pirciu, Marketing Specialist, and Florin Șari, Social Responsibility and Good Governance Manager, were invited to the workshop and they presented the strategy of the Romanian Football Federation for the development of grassroots football to the representatives of UEFA and other associations and federations. The example of best practice offered by Romanian FA included the presentation of the campaign “Together We Are Football”.
Then, from February 28 to March 2, 2017, Tbilisi hosted the UEFA Grow Summit, a meeting aimed at extending participation in football in Eastern Europe. The summit was organized by UEFA with support from the Council of Europe and was attended by 14 delegations that included the senior management of federations, GROW managers and representatives of the Ministry of Education and of the Ministry of Youth and Sports. The Romanian Football Federation was represented by President Răzvan Burleanu, General Secretary Radu Vișan and Football Development Manager Ciprian Paraschiv. The Ministry of Youth and Sports was represented by Secretary General Mircea Popa and the Ministry of National Education by State Secretary Gabriel Ispas. The Romanian delegation presented the situation of grassroots football in Romania. Thus, in 2015, only 0.5% of population played professional or amateur football. The European average was 2.7%.

The passion for football arises and should be cultivated in childhood. This is why we aim to promote this sport among children and young people through school competitions organized in partnership with the Ministry of National Education and the Romanian Olympic and Sports Committee (the Olympiad of Middle Schools). Each team that participated in the county phase of the Olympiad of Middle Schools received prizes consisting in footballs, sports gear, diplomas and cups. In 2016, Romanian FA offered to each of the 6 winning teams (3 girls’ and 3 boys’ teams) in the 3 competitions an artificial football pitch surface of 40x20 m (to be installed in the yards of the winning schools).

Universities Football means competitiveness, self improvement and fair play. These are traits that we seek to cultivate among the around 500,000 students enrolled in the accredited universities in Romania. Together with the School and University Sports Federation, we created the first national competition based on the rules of regular, 11-a-side football, open to all university teams in Romania. The final objective of the competition is to select a team to represent Romania in the European Universities Football Championship, the World Universities Football Championship and the Universiade.

Unified 7 Playing football means continuous self improvement. This is the philosophy that inspired us to use football as a generous and effective tool for fighting certain forms of discrimination and social marginalization. Thus, we created a competition intended for the social integration of adolescents with intellectual disabilities. The Unified 7 football team includes 4 players eligible for the Special Olympics (with intellectual disabilities) and 3 players called “partners” (persons without disabilities). The competition is open to both boys’ and girls’ football teams. The implementation of this project consists in the development by the Romanian Football Federation of a countrywide competition with matches in the final phases played at the training centers of the National Football Team in Mogoșoaia and Buftea. The project benefits from the partnership with Special Olympics Romania Foundation and the Ministry of National Education and is supported by the Ministry of Health.

Football and Femininity
The primary goal of the “Football and Femininity” project of the Romanian Football Federation is to develop women’s football in Romania. Funded by UEFA and developed in line with UEFA’s policy, the project is mainly intended for the County Football Associations and women’s football teams with youth groups. The positive results achieved from the very beginning of its implementation demonstrated that a project of this kind was really necessary in Romania. From 2012 to 2015, over 10,000 registered with the dedicated website www.fotbalfeminin.ro.

In September 2016, during a special ceremony held in Cluj-Napoca, the Romanian Football Federation received the UEFA HatTrick award for outstanding results achieved in the development of women’s football through the Football and Femininity project. Allan Hansen, the President of UEFA’s HatTrick Committee and member in the Executive Committee of UEFA, handed over this important award. In 2017, the first U15 national women’s football team was established as a strong basis for the U17 national women’s football team.

The championship brings together men’s and women's futsal teams of major universities in Romania. The final goal of the competition is to select the teams that will represent Romania at the European Universities Futsal Championship. So far, 320 young players (men and women) have participated.

Initiated in October 2016, Tymbark Junior Cup is a competition for children organized at national level by the Romanian Football Federation in partnership with the Ministry of National Education. The official partner of the competition was Tymbark Maspex Romania through the Tymbark brand. It is the only football competition for children in Romania and had a record number of registered participants: 122,000 students.
The final and several matches of the regional phase were attended by one of the ambassadors of the competition, Romanian international player Miodrag Belodedici, twice winner of the European Champion Clubs' Cup and one of the mainstay players of Romania’s National Football Team in the ‘90s.
Maria Ficzay, a player of the National Women’s Team of Romania, is also an ambassador of this competition.

This is a mixed, boys’ and girls’ football competition organized for children in urban and rural areas in 4 age groups: U7, U8, U9 and U10. It is held at county, inter-county or regional level and has no national final phase or rankings. Girls are stimulated to participate in a mixed football formula (each team receives two footballs from Romanian FA for each girl). It is the second year when the competition takes place. While 4,000 children participated in the first edition, this year, their number rose to 5,000, including 450 girls. Each child who participates in the competition receives a medal and a diploma.

“Turn the Village Streets into a Stadium” Romania has a population of over 18 million, half of which live in rural communities. Unfortunately, scouting has been neglected in this area, although 4 of the top 10 players and captains of the National Football Team came from rural communities: Dorinel Munteanu, Gheorghe Hagi, Mișa Klein and Adrian Mutu. Discovering new talents is a prerequisite for securing high performance in the long run. And this is particularly important for children in rural communities, as they statistically have less chances to develop their sporting skills. This is caused by the lack of either football infrastructure or resources needed for specialized training.

As part of the “Turn the Village Streets into a Stadium” project, the best 3 children were rewarded by Romanian FA with the opportunity to accompany the National Team at Euro 2016. One of the 3 children benefits from a Romanian FA scholarship at the Sports High School in Buzău.
The regional scouts of the Romanian Football Federation recruited, registered and monitored talented children aged 7 to 10 from rural communities. The best of them were offered the opportunity to get registered with sports clubs in urban areas and pursue a professional football career. To this end, we developed a national campaign in partnership with local authorities aimed at discovering talented children from rural communities who do not have access to the support they need to develop their football skills. The pilot phase of the campaign was implemented in 21 counties of Romania.

Gillette’s
High Performance Has a Future In 2016, following the success of the “Turn the Village Streets into a Stadium” project, Gillette joined Romanian FA in this scouting campaign and the project became “High Performance Has a Future”. Romanian FA and Gillette aim to improve the chances of children aged 10 to 14 from rural communities to be discovered and have access to training at the highest standards through the “High Performance Has a Future” initiative. The project seeks to identify talented children - the young players of today who can become the great players of tomorrow.

The caravan traveled under the umbrella of Romanian FA’s “Together We Are Football” program and the best 11 children selected by scouts benefited from a training period at the training facility of the National Team in Mogoșoaia. From May 19 to May 22, 2017, they took a trip to Barcelona for a training session at the training center of FC Barcelona with a specialist of the Catalan club. The children also visited the club’s museum and attended the last match of the Spanish championship (FC Barcelona-Eibar).

The first half of October 2016 offered the perfect opportunity for small sided football players to show that, in football, every team can be the champion. The regional phase of the competition took place on October 1 and 2. It brought together 60 teams from the 8 regions of the country. The participants played football and made new friends and all of them gained something in the end. FRF supports this competition by offering 11 cups (3 for the final tournament and 8 for the area tournament), 12 medals for the winners of the tournament, 20 champion T-shirts, 96 tickets for the Romania-Poland match for the players of the 8 winning teams in the regional phase, 20 footballs and 600 participation diplomas.

Every year, the competition becomes sharper, as the teams grow better and better. The goals of these competitions are successfully achieved and every year the participants are eager to demonstrate that they can be the best and win the craved trophy: The IPA Cup. In 2017, the winners of the IPA Cup will represent Romania at the World Police Indoor Soccer Tournament (October 8-14, the Netherlands).

Inter-Districts Cup
From May 20 to June 10, 2017, 145 teams and 1,300 players took part in the six qualifying rounds of the Inter-Districts Cup and the best 24 teams qualified for the final tournament and played for the top-ranking places. Regarding the rules of the competition, it is important to note that a match lasts 10 minutes or until two goals are scored, and there is no referee.

There was a month of beautiful stories, rivalry, excitement, promises to train better and common desire to play football with friends, neighbors and colleagues. Established teams, as well as groups of friends motivated by the opportunity to have a good time and win the prizes offered by the promoters participated in the competition. The oldest participant, aged 60, declared himself happy to play the football of his childhood in the competition and the collective voice of the other players supported his statement. Young and old, construction workers, drivers, firemen, airplane pilots, policemen or top managers had one goal: to play football together. The common denominator of Saturday was the revival of childhood’s football played at the back of apartment buildings, in schoolyards and in parks.

The Federation prepared for the summer of 2016 three sand football pitches on Belona Beach in Eforie Nord, Delta Beach in Jupiter and 3 Papuci Beach in Constanta. The pitches were entrusted to the beach owners who have the obligation to prepare and maintain them permanently.

The first event hosted by these new facilities was organized in partnership with FRF in Jupiter: the Beach Football Cup of the Gendarmerie. The same facility also hosted a beach football final tournament attended by the best 6 teams in Romania to select the national champion. In addition to that, over 40,000 tourists used the facilities throughout the summer season.
Two more pitches opened in the summer of 2017 in Mangalia and Jupiter, the latter being the first beach football pitch with stands in Romania. All of them are available to seaside tourists outside the official competitions.
